The Important Dates If you are not registered to vote your voter registration must be postmarked or submitted online no later than August 30 for the September 14 election. You can conditionally register to vote at your polling location or county elections office up to the day of the election. On election day polls will be open from 7 a.m. to 8 p.m. Your Voter Rights Are Protected The California Bill of Voter’s Rights has provisions in it that are intended to ensure free and fair elections
across the state’s 58 counties. They include privacy assurances; voting assistance for people who might need help; the right to vote after polling stations close; avenues for reporting fraud; being able to vote as long as you have proof that you are a registered voter, among other rights. County of Santa Clara Files Petition Urging EPA To Initiate Nationwide Ban of Leaded Aviation Gasoline The petition, which was filed with a nationwide coalition of community groups, follows a study commissioned by the County that found aviation gasoline emissions increase blood lead levels in children

The County of Santa Clara, together with a nationwide coalition of community groups represented by Earthjustice, filed a petition today calling on the U.S. Environmental Protection Agency (EPA) to take the necessary steps to eliminate lead pollution from aircraft throughout the United States. The Petition for Rulemaking urges the EPA to find that lead pollution from aircraft poses a danger to public health and welfare and to take swift regulatory action to protect local communities that have been burdened for generations by this damaging toxin. In addition, 39 nonprofits, public agencies, and
community groups submitted a letter of support urging the EPA to act quickly on the Petition. The Petition comes on the heels of a study commissioned by the County of Santa Clara on lead exposure risks for 13,000 children living near Reid-Hillview Airport in East San José, located in the heart of Silicon Valley. “This is a health and equity crisis that extends far beyond our county’s borders, and we are taking urgent action to protect our residents and residents across the country from exposure to lead from aircraft operations,” said County of Santa Clara Supervisor Cindy Chavez, who represents the district in which Reid-Hillview Airport is located. “It is unconscionable and
unacceptable that children like those living near Reid-Hillview Airport continue to breathe lead fumes from piston-engine aircraft. The nation’s children deserve better.” Though the use of leaded gasoline in most motor vehicles was banned 25 years ago, leaded aviation fuel is still used by nearly 170,000 piston-engine aircraft operating at 20,000 general aviation airports across the country. Emissions from aviation fuel account for 70% of lead released into the air in the United States. Leaded aviation fuel is the only transportation fuel that is not regulated by the EPA. The recent Countycommissioned study revealed that children living downwind of the airport had blood lead
level increases on par with those detected during the peak of the Flint Water Crisis. During times of maximum aircraft traffic, children within a half mile of the airport had an increased blood lead level of .83 micrograms per deciliter—nearly twice that observed at the height of the Flint Water Crisis. Even children commuting toward Reid-Hillview Airport for school were at greater risk. Like ReidHillview, most general aviation airports with the highest lead emissions are located in communities of color, making EPA’s failure to regulate this toxin a major environmental justice concern. Last Tuesday, at its first public meeting after the release of the ReidHillview lead study, the Santa Clara County Board of Supervisors voted to take all available actions to immediately prevent lead exposures from Reid-Hillview Airport, in addition to submitting the Petition to force regulatory action nationwide. “The EPA knows that lead is highly toxic, especially to children,” said County Board of Supervisors President Mike Wasserman, whose supervisorial district is home to another general aviation airport. “Our County is doing everything we can to protect our residents from these toxic fumes, but action is needed by the EPA to ensure the switch to unleaded fuel across the nation.” [Continue to page 09]

San José Mayor Statement on Reid-Hillview Airport Advocates for addressing of health, safety and congestion concerns prior to airport closure SAN JOSÉ, CA — Mayor Liccardo today released a letter to the Santa Clara County Board of Supervisors, continuing his advocacy for the closure of ReidHillview Airport, while pushing for Santa Clara County to resolve critical health, safety and congestion issues prior to its closure. Mayor Liccardo states that not addressing these con-
cerns first would shift existing problems to other at-risk communities. He also says that prematurely closing Reid-Hillview would introduce new airport congestion and air traffic issues to Norman Y. Mineta San Jose International Airport, disrupting current operations. Mayor Liccardo released the following statement: “I have publicly and consistently supported
the closure of ReidHillview Airport. To whatever extent the County’s most recent lead study confirms safety and community health concerns, its closure seems all the more imperative. Yet there also remain critical health and safety issues that the County must resolve as a condition to its closure—and not as an afterthought.”
San José Mayor Statement on Unanimous Approval for Vaccine Requirement for City-Owned Facilities SAN JOSÉ, CA -- San Jose Mayor Sam Liccardo’s proposal for a vaccine requirement for attendees and staff for events of 50 or more people at city-owned facilities was unanimously approved by the San Jose City Council. Mayor Liccardo released the following statement:
“This evening, the City Council unanimously approved my proposal requiring all attendees and staff to provide proof of vaccination before entering large events in city-owned facilities. This action will reduce the risk of “super-spreader” events in our community that can dramatically increase

SAN JOSE — Valley Water’s reservoirs, full in 2017, are currently at 12.5% of capacity. These historic low levels illustrate the impact the extreme and exceptional drought is having on our local water supplies. Statewide reservoirs are also reaching historic lows. Oroville Reservoir

Regulatory Commission ordered Anderson Reservoir to be drained for public safety. On June 9, Valley Water’s Board of Directors declared a water shortage emergency condition, one of the strongest actions they can take. Parade To Help Medically Fragile Kids Still Confined To Their Homes During Covid-19

In place of their annual Touch-A-Truck event, Coastal Kids Home Care is throwing their second annual “Cruisin’ for Coastal Kids Home Care” Parade. The procession will include first responder vehicles, old-fashioned cars, and kids who are well enough to join as guests of honor. The parade will begin at Presentation High School and end at Saint John Vianney Catholic School where Father Hoang will be mixing beats as DJ. Many of CKHC’s patients will be in attendance at both stops with everyone wearing masks, including the cars. COVID-19 has
negatively impacted so many, but has especially wreaked havoc on the lives of sick children. Medically fragile children already face severe restrictions, and the virus has limited their lives. Those who are especially vulnerable might not be able to receive the vaccine due to low blood cell counts or other conditions. Also, children under the age of 12 cannot receive the vaccine and are homebound as a result. “The threat of COVID-19 and all the emerging variants is still very present, especially for our immunocompromised

San José Announces Opening of New Rental Assistance Center For Residents Second center located at Franklin McKinley School District Office
SAN JOSÉ, CA The City of San José announced the opening of a second rental assistance center to help residents most affected by COVID-19. City staff at both locations will assist tenants and landlords with the application process for rental
assistance from the State of California as well as the Santa Clara County Homelessness Prevention System. The City opened the first rental assistance center at City Hall on August 2. The two Rental Assistance Centers are located at:
• 12th floor of City Hall, at 200 E Santa Clara Street, and is open Monday through Friday from 8 a.m. to 5 p.m. Parking will be validated and is available underneath City Hall through the garage entrance on 6th street
• Franklin McKinley School District office, at 645 Wool Creek Drive in San José, and is open Monday, Tuesday, Thursday and Friday from 10 a.m. to 6 p.m., and Wednesdays from 1 p.m. to 8 p.m.
“This pandemic has deepened our housing crisis, and we must continue to take decisive steps to support families vulnerable to homelessness,” said Mayor Sam Liccardo. “The rental assistance center provides a critical tool connecting our residents to available funding to help them out of housing insecurity. This newest location doubles our ability to do so.” As of August 20, more than 2,900 applications had been submitted through the local assistance program, requesting over $30 million in emergency rental assistance. These applications come from extremely low-income households, many of whom earn less than 30% of the area median income. Over 84% of applicants are people of color. Over 3,100 applications from San José households have been submitted to the State program, requesting over $43 million in rental assistance. “We need to get rental assistance to residents in need as soon as possible,” said Councilmember Maya Esparza, “District 7 has been extremely hard hit by COVID-19 and I am proud to open the new Rental Assistance Center in District 7 making rental assistance more easily accessible to our residents who truly need it.”

Commentary: Here’s Why You Need to Vote in the California Recall Election Rick Callender On September 14 a special election will be held to determine whether Governor Gavin Newsom should be recalled. This is only the fourth time in American history - that a state has held a gubernatorial recall election. The last gubernatorial recall election in California took place nearly 20 years ago. This recall election was triggered after the Secretary of State certified that 1.7 million Californians signed a petition demanding a vote to remove Newsom from the office he assumed in January 2019. Under state law, to initiate a recall, proponents need to collect the signatures of enough registered voters to equal 12% of the turnout in the prior governor’s race. The recall ballots will ask two questions. The first is a simple yesor-no question: should Newsom be recalled. If 50% or more of voters mark ‘NO’ then the effort to recall Newsom is defeated. However, if more than 50% mark ‘YES’ then the second question comes into play: who should replace him? There are 46 names on the ballot and the candidate with the most votes, as dictated by state law, will

become governor for the remainder of Newsom’s term – which is through January 2023. Whether or not you support Newsom your vote in this election matters. When we cast a vote, we win. We are represented. That’s the power that lies at the heart of the democratic process. It is the beauty of having
free and fair elections. Blacks Americans have a long history of struggling to exercise their right as citizens to vote. Those who came of age before 1965, less than 60 years ago, felt it all too keenly, particularly in the South, where they were systematically turned away from polling places. Once they secured the vote, the idea of not even
attempting to participate in an election would have been an abdication of their rights as Americans. The people we entrust with our vote to lead us -- whether it is at the federal, state, or local level – are responsible for developing policies and legislation that affect how safe we are in our homes and communities, our access to quality health care and education, the financial opportunities available to us, and more. An outcome of the 2020 Presidential election cycle has been an extension of the unprecedented assault on voting rights beginning with the Supreme Court decision, Shelby v. Holder (2013), weakening the Voting Rights Act of 1965, and has led to more laws restricting our ability to vote. California has taken extraordinary steps to remove barriers and increase access to the polls, setting the national
standard for what free and fair elections should look like. We cannot afford to be complacent and watch like spectators as our rights are rolled back, our interests are ignored, and our power is discounted. This recall election will be a crucial test of our will as voters. Sometimes it might feel like democracy happens election by election, step by step, once every two or even four years. But democracy doesn’t work like that. It doesn’t take a day off. It’s a constant process, happening all the time, whether we choose to engage or not. It’s messy, ugly, hard work. Not voting is just as much an act of democracy as is voting – refusing to participate is a choice. Every registered voter will automatically receive a ballot. Vote by mail started Aug 16. The last day to register to vote is August 30. However, you can “conditionally” register and vote at your county elections office or polling location after the voter registration deadline, up to and including Election Day. It’s a chance we must seize, regardless of party affiliation – our democracy, our community, our lives depend on it. Rick L. Delta Air Lines announced today that all airline employees who are not fully vaccinated against COVID-19 will have to pay extra $200 per month for health insurance coverage. Delta Air Lines CEO’s memo to staff said the “surcharge will be necessary to address the financial risk the decision to not vaccinate is creating for our company.” According to Delta Chief Executive Ed Bastian , the “average hospital stay for COVID-19 has cost Delta $50,000 per person” and “in recent weeks since the rise of the B.1.617.2 variant, all Delta employees who have been hospitalized with COVID
were not fully vaccinated.” Although 75% of Delta Air Lines employees are vaccinated against the virus, Bastian argued that the “aggressiveness” of COVID-19’s Delta variant “means we need to get many more of our people vaccinated, and as close to 100 percent as possible.” The changes will come into effect from November 1, while, from September 12, unvaccinated employees will also have to take weekly COVID-19 tests. Unvaccinated employees must additionally wear face masks indoors. Public and industry reaction to the airline’s decision was mixed. Some praised Delta’s decision, saying it was
an “appropriate” way to encourage vaccination and could make “a real difference.” Others, however, warned that it could set a bad precedent claiming that the decision was ultimately based on financial greed, not concern for the public. Other airlines, including United Airlines, Air Canada and Australia’s Qantas, are making vaccination against COVID-19 mandatory for employees. Earlier this month, United CEO Scott Kirby and President Brett Hart told staff that, while they know some employees would disagree with the decision, “everyone is safer when everyone is vaccinated.”

Travel News According to the latest report, US government is planning to extend the public transport mask mandate for travelers on airplanes, trains and buses and at airports and train stations through January 18, 2022. The current TSA transportation mask mandate runs through September 13, 2021 and requires the use of face masks on nearly all forms of public transportation. It requires face masks to be worn by all travelers on airplanes, ships, trains, subways, buses, taxis and ride-shares and at transportation hubs such as airports, bus or ferry terminals, train and subway stations, and seaports. All major American air carriers were informed of the planned extension on a call with the Transportation Security Administration (TSA) and Centers for Disease Control and Prevention
(CDC) today, and a separate call with aviation unions is planned for Wednesday, the industry sources say. US public transportation mask mandate has been the source of numerous problems, primarily aboard the airlines, where some passengers have refused to wear masks. The Federal Aviation Administration said on today that it has received reports from airlines of 2,867 passengers refusing to wear a mask since January 1, 2021. The CDC in June made a minor tweak to its rules, saying it would no longer require travelers to wear masks in outdoor transit hubs and in outdoor spaces on ferries and buses. According to CDC officials, the transit mask mandates have been effective in address ingongoing COVID-19 risks
