Two Punjab MLAs arrested at Ottawa airport and deported Two politicians from the Indian state of Punjab were reportedly denied entry into Canada on Sunday and put on a flight back to India.

Kultar Singh Sandhwan and Amarjit Singh Amarjit Singh Sandoa, Kultar Singh Sandhwan Sandoa, both MLAs with the Aam Admi Party (AAP) in Punjab, were detained and questioned by immigration officials upon arrival at Ottawa Macdonald-Cartier International Airport, according to Kamal Garg, a B.C.-based spokesperson for the AAP. The MLAs were in Ottawa for a family event, but were unable to satisfy Canadian authorities as to the purpose of their visit, Garg said.

21 sentenced in massive India-based IRS phone scam Twenty-one people involved in a massive fraud and money laundering conspiracy were sentenced to up to 20 years in jail, US Department of Justice announced Friday, joining three other conspirators sentenced earlier this year. The operation, based out of call centers in India, targeted U.S. residents in telephone scams where they posed as representatives from the IRS. During the four years the operation was active, more than 15,000 U.S. residents were scammed out of hundreds of millions of dollars and more than 50,000 people had their personal information misused, the New York Times reports. In a statement, Attorney General Jeff Sessions called it the “first-ever large scale, multi-jurisdiction prosecution targeting the India call center scam industry.� The Department of Justice, Department of Homeland Security, Immigration and Customs Enforcement, and the Treasury Department worked for years to shut down this fraud ring.

The older brother of the gunman responsible for one of Toronto’s worst mass shootings was facing drug and weapons charges when he went into a coma last year, court records show. British Columbia toughens requirements for property purchased by corporations, trusts British Columbia will soon force people who use corporations or trusts to buy property in the province to disclose more complete information, a move the government says will close a loophole that has allowed speculators to evade real estate taxes. Starting Sept. 17, new property-transfer-tax forms will require people to report additional information, including their name, citizenship and social-insurance number, if they purchase residential or commercial real estate through a corporation or trust. Smoke from Richmond fire drifts into Vancouver area Richmond firefighters were dealing with a blaze between No. 4 Rd. and Shell Rd. on Friday morning. Westminster Highway was closed between those two roads in order to accommodate the water hoses being used to fight the fire, according to a tweet from Richmond RCMP. Smoke from the fire was drifting into South Vancouver, but there is no risk to public safety, said Vancouver’s fire department.

RCMP make arrest in string of smartphone robberies Surrey RCMP arrested a man in connection with a trio of violent smartphone robberies.

The scenario was the same in each robbery.

Police say the three victims all placed ads on a buy-and-sell website, hoping to sell their smartphones. When the victims met with the suspect to complete the sale, they were either assaulted, or threatened with violence, and had their smartphones stolen.

Travis Lanouette, 35, of Maple Ridge was

arrested after a month-long investigation and has been charged with three counts of robbery. He remains in custody.

“When people engage in private sales using the internet, they place a significant amount of trust in those who they are dealing with,” said Surrey RCMP Cpl. Elenore Sturko. “Incidents like these are rare, but we were glad the victims reported these incidents and we had an opportunity to investigate and identify a suspect.”

RCMP seize stolen truck, weapons, body armour in Langley A 33-year-old man from Langley is facing nine charges after Surrey police allegedly found him driving a stolen truck, carrying multiple weapons and wearing body armour.

Tintin Lawrence was arrested without incident on July 24 at a gas station on the corner of 216 Street and Fraser Highway in Langley. Police seized two sawed-off shot guns, ammunition, body armour, and an airsoft replica pistol during the arrest.

Surrey RCMP’s Property Crime Target Team (PCTT) was conducting pro-active patrols related to an ongoing Surrey property crime investigation, when officers found a silver Ford F350 with an inactive BC licence plate. They confirmed the truck was stolen.

At the time of his arrest, Lawrence was wearing body armour and a shoulder holster with an airsoft pistol secured in the holster. Investigators also located two sawed-off shotguns and 65 rounds of shotgun ammunition inside the vehicle.

Lawrence is now facing several charges under the Criminal Code and Body Armour Control Act including: Two counts of possession of a prohibited or restricted firearm with ammunition; Two counts unauthorized possession of a firearm; Two counts of possession of a weapon for a dangerous purpose; One count of Unlawful possession of body armour.

First court appearance for Surrey man charged in West Kelowna murder The Surrey man accused of killing a woman at the West Kelowna Best Western hotel this week made his first appearance before a judge Wednesday afternoon.

Tejwant Danjou, who is accused of second degree murder in the death of Rama Gauravarapu, sat quietly in the prisoner’s box as the court discussed when his case should return before a judge.

A woman staying in a hotel room adjacent to where Gauravarapu was said that paramedics worked on her for some time.

Gauravarapu had been a financial planner at a SurreyRoyal Bank branchfor 20 years. The branch was briefly closed as her co-workers grieved.

Linteau said the two were known to each other, and a code used on Danjou’s court file is reserved for cases where the victim and accused are in, or were previously in, a close and personal or intimate relationship.

The explanation is lost in the plethora of attention given to the statistics on wealth inequality. And, of course, the explanation is entirely absent in the Globe and Mail commentary on the study.

Wealth inequality?

With a caller I.D. of “U.S. Government,” conspirators posed as IRS or immigration officials over the phone, threatening arrest, deportation, or other penalties if the U.S. residents didn’t immediately pay them through prepaid cards or money wire transfers.

If the victim agreed to pay their alleged debts, the money was routed through the call centers to a network of runners located in the U.S. The runners would then “liquidate and launder the extorted funds as quickly as possible by purchasing reloadable cards or retrieving wire transfers,” the DOJ reports.

To help taxpayers avoid similar scams, the IRS provides a fact sheet explaining they will never call demanding immediate payment.

Tax payments are always requested through mail, and taxpayers are given the opportunity to question or appeal the amount owed. The IRS said it will never threaten to have you arrested.

Two years ago, a Globe and Mail investigation detailed how one prominent real estate speculator had millions of dollars flow through his personal bank accounts or those of his companies as he flipped more than two dozen properties in and around Vancouver during the five years prior. In these transactions, he and his companies became the hidden – the legal term is “beneficial” – owners of certain properties, even though absentee foreign clients bankrolled everything from the down payment and mortgage payments to property-related taxes and other expenses.

The homes and mortgages were registered in the names of his clients, their companies or

spouses. The financing his companies received from those clients came in the form of loans that were not taxable, and that fell within what’s known as “shadow banking” – an unregulated system that has exploded in popularity in China and appears to have gained a toehold in Canada. Such “peer-to-peer” loans, as they are also called, sidestep banks entirely and promise lenders significantly higher returns than they can get elsewhere. On Wednesday, Denis Meunier, former deputy director of FinTRAC, the federal agency that analyzes money laundering, praised the new rules, but said the province must issue harsh penalties for providing false information in such an inflated property market. “Think like a criminal:

While the costly medication is available for sale and is covered by some health plans, it was not approved for coverage by the provincial or federal governments due to insufficient evidence that is effective or cost-efficient.

How Canada funds drugs to treat rare

One of the patients involved in the class action, Lilia Zaharieva from Victoria, had coverage of the drug under her employer’s plan.

“I have had the taste of what life on Orkambi is like. I can’t sit by as others in B.C. wait on the sidelines to gain access,” she said in a statement.

MacLeod, says the class action is also meant to bring attention to the way in which drugs are funded and approved. He takes issue with the government entities in charge of reviewing and deciding which drugs will be covered and which won’t: the Canadian Agency for Drugs and Technologies in Health (CADTH), the panCanadian Pharmaceutical Alliance (pCPA), and the provincial and federal governments.

First Health Canada approves a drug for sale in Canada, said Laura Heinze, spokesperson for the Ministry of Health. Then the manufacturer submits an application to CADTH, which reviews it and gives a recommendation to the government if they should fund it, and the pCPA negotiates the drug price. In B.C., the provincial Drug Benefit Council (DBC) decides whether to include the drug as part of Pharmacare, after examining all evidence, including the cost. MacLeod said this system unfairly prevents patients with rare diseases from having access to drugs they may not be able to afford, due to the overall expense.

He said that CADTH fails to provide transparency over their decisions, especially with the experts they consulted when reviewing Orkambi. “They have created a gatekeeper system with no transparency. Who are these experts who reviewed Orkambi?” he said.

“We need a credible transparent review process where we know what experts were

relied on. Systemically, we’re not great at rare disease strategy ... so we are after fixing the system.” But Steve Morgan a professor at the UBC School of Population and Public Health, said that it is a much more complex issue because a very expensive drug could mean less benefits to other patients in the overall system. \“As much as people criticize economic evaluation, the reality is we really do need that to understand when meeting needs is appropriate, affordable, sustainable and consistent to equitable access,” he said. “We have to think about the greater benefit to other patient groups.”

While Heinze said that Ministry would not comment on the details of the Orkambi she said in a statement that the manufacturing costs are a key factor in the decision.

“Orkambi is a very expensive drug — with Vertex setting a list cost of about $250,000 per person per year ... The cost for funding Orkambi for approximately 120 patients in B.C., despite insufficient evidence would be $85.5 million dollars over 3 years.”

Heinze added that the drug is currently under review following a submission from the manufacturer Vertex.

“CADTH’s initial recommendation and the Ministry of Health’s decision to not cover Orkambi was made in early 2017, under the previous government. Since that time, Vertex has indicated they have new data about Orkambi that may impact previous recommendations … Vertex resubmitted to CADTH earlier this year.”

Councillor Bruce Hayne latest to enter Surrey mayoral race There are now three people looking to run British Columbia’s second-largest city.

Coun. Bruce Hayne announced his candidacy for mayor of Surrey, a month after quitting the ruling Surrey First party.

“I want to bring a sense of openness, transparency and collaboration to city hall,” said Hayne, the former president of the Surrey Board of Trade.

“We really need to collaborate and be transparent and work with the community on the big files.”

“There’s been criticism that there hasn’t

been enough vigorous debate, different ideas around council,” he said. “So the slate that we’re putting together now is going to be a shorter slate, to ensure there are other voices.”

Also running for mayor is Doug McCallum, who was previously mayor from 1996 to 2005.

“I imagine the costs of moving to a municipal police force would be huge,” he said. “Once we have that report, and know what it would cost, then we can have an informed conversation with the community.

“Just moving to a municipal police force from the RCMP is not going to be this magic panacea to get rid of gun violence in our community.”

Canada’s housing sector faces high degree of instability for 8th quarter: CMHC The Canada Mortgage and Housing Corporation says the country’s housing sector is facing a high degree of vulnerability to market instability for the eighth straight quarter.

The Crown corporation attributes the vulnerability to overvaluation and price acceleration in Toronto, Vancouver, Victoria, and Hamilton.

It rated Edmonton, Calgary, Saskatoon, Regina as having moderate levels of vulnerability and Winnipeg, Montreal and Halifax among those with low risks.

CMHC says it is seeing signs of moderate overheating in Vancouver although price growth has been slowing over the last two quarters and detached properties in some areas are seeing declining prices.

In Toronto, CMHC says sales continued to trend lower in the first quarter of 2018, well below the threshold for overheating.

CMHC’s quarterly report uses overheating, acceleration of home prices, overvaluations and overbuilding to assess the country’s real estate markets.

Surrey police to introduce ‘BarWatch’-style program, crack down on gangsters Police are turning up the heat on Surrey gangsters, conducting 89 road checks of 188 people and 74 cars following the recent expansion of the city’s gang enforcement team.

Since the expansion was announced July 3, a number of Surrey RCMP officers have been re-assigned to the team and charged with “making life uncomfortable for those associated to gangs.”

“Our increased presence is definitely being felt by those individuals involved in gang activity and the local drug trade,” said Staff Sgt. Mike Hall.

“In coordination with multiple units, our Surrey gang enforcement team is actively targeting those individuals who pose high risks to public safety in Surrey.

“Through a combination of overt observation and interaction, and enforcement, our goal is to make them realize their illegal activities and associated violence are not welcome in our city.”

Members of the task force have been conducting curfew checks, enforcing court-ordered conditions and liaising with the Combined Forces Special Enforcement Unit to collect information on gang associates and links. Over the last two weeks, the Surrey antigang team has conducted 89 street checks, encompassing 188 people and 74 cars linked to gang activity. During those street checks, 35 violation tickets were issued, seven charges laid and one vehicle seized.

The SGET is also preparing to launch the Inadmissable Patrons Program which, similarly to the BarWatch program, cracks down on criminal activity in and around bars and restaurants in Surrey and will allow police to remove gang associates and criminals from participating establishments.

“Since 2015 our shots fired files have decreased but, as those involved in gangs continue to change their tactics, so must we,” said Assistant Comm. Dwayne McDonald.

IHIT investigates targeted killing of South Asian man Detectives from Abbotsford police and the Integrated Homicide Investigative Team are investigating the death of a 32-year-old man.

Cpl. Frank Jang with IHIT says the victim is Sukhpreet Grewal.

He said Grewal was known to police and his death is considered a targeted killing.

“Somebody killed Mr. Grewal. We’re going to find out who did it,” Jang said.

He said Grewal’s family filed a missing persons report with Abbotsford police on Friday afternoon. When officers arrived at his residence in the 3100-block of Consort Court, they found Grewal dead inside.

Richmond cyclist, 16, sustains critical injuries after collision with car A 16-year-old cyclist is in hospital with critical injuries after getting hit by a car in Richmond, B.C. Richmond RCMP says the accident happened shortly before 4:30 p.m.

PT on Wednesday at Blundell Road and St. Albans Road. The male cyclist, a Richmond resident, was not wearing a helmet at the time of the collision.

The driver, a 21-yearold Richmond woman, was driving an early 2000-era Hyundai stopped after the collision and co-operated with police.

Man shot dead in Vancouver A man is dead after a targeted shooting in East Vancouver on Wednesday evening. Multiple shots were fired in the area of Cambridge and Nanaimo streets just before 8 p.m. PT, police confirmed. The victim, who police identified as 28-year-old Matthew Alexander NavasRivas, was walking his dog with a friend when he was approached by the gunman and shot.

The suspect then fled in a waiting vehicle.

Jass was a loving father, caring friend and internationally renowned kabaddi player. He leaves behind two daughters, 11 year old Mehakpreet and 6 year old Shabadpreet along with his widow, Harwinder Kaur.

TransLink gets approval to start moving toward distance-based fares Zone-based payment for rapid transit in Metro Vancouver could soon become a thing of the past. The Mayors’ Council has given TransLink the go-ahead to start developing a new payment model based on distance travelled on the SkyTrain, SeaBus and Canada Line systems. Based on positive feedback

from people during an extensive consultation process, TransLink will begin research on changing payments so people pay a flat rate for the first five kilometres travelled (around $2.95, the current one-zone rate), but would then increase per kilometre until the current threezone payment (at $5.70) is reached.

Vancouver urged to change donation-bin design amid woman’s death A Vancouver woman is calling for the recall and redesign of clothing donation bins commonly found street-side after seeing a woman who got stuck in one and died.

Saskia Wolsak was awoken at around 4 a.m. on Monday to the sounds of a man shouting for help outside a community centre on the city’s west side. She and a few neighbours went outside to find a woman with her upper body stuck in a donation bin, her lower torso and legs hanging out. The woman was unresponsive. “She wasn’t answering when people spoke to her and it was hard to know what was happening, and if it was possible that she was still alive,�

Ms. Wolsak said. “The neighbours considered trying to pull her out, but one man was very clear, saying it’s just not possible because of how the door was designed. In addition, there was concern about moving someone who was injured and unresponsive.�

The residents called 911 and firefighters cut through a front panel and padlock to get the woman out.

The woman’s partner of eight years, whom Ms. Wolsak said appeared destitute, could not bear to watch, and turned a

corner, in tears. Ms. Wolsak, a PhD student who had worked as a counsellor and doula, followed and sat with him. “We just sat and talked,� she said. “He was really open. Every now and then he would start crying, or he would say, ‘I don’t know how to get a hold of her mother. I don’t speak Russian; how am I going to get a hold of her?’�

Va n c o u v e r p o l i c e confirmed the 39-yearold woman died at the scene. Police determined the death was not a crime and the file was turned over to the B.C. Coroners S e r v i c e .

Jonathan Gormick, spokesman for Vancouver Fire and Rescue Services, said such deaths show the desperate circumstances of many marginalized people. “I’ve heard a lot of comment on the issue, and a lot of people saying they made a conscious choice and paid a price,� he said. “I think that’s a really myopic, unsympathetic view of the situation. I don’t think the person made a conscious choice; I think they were so desperate that they did what they had to do. It’s a tragedy.�

Vancouver Whitecaps ‘sell’ star player for $22 million US to Bayern Munich The Vancouver Whitecaps confirmed that German soccer giant Bayern Munich has agreed to a transfer deal for the 17-yearold Canadian international midfielder.

Bayern said Davies’ contract runs until 2023.

The Whitecaps said in a release the move could amount to more than $22 million US, the most ever received by an MLS club in the league’s 23-year history. The previous record was set in 2008 when Spanish club Villarreal spent US$10 million to acquire striker Jozy Altidore from the New York Red Bulls. “Now that the dream has come true, the work continues as always,� Davies said in a statement. “I have to keep pushing and keep striving, and also keep being me on the field.�

Known for his blazing speed and uncanny ability to maintain control of the ball, Davies has worked his way up to Vancouver’s starting lineup. He has eight assists and three goals in league play this season, and is scheduled to play in the MLS all-star game in Atlanta next month.

7-year-old girl died of homicide; woman is in medical care Police say Police say a seven-year-old girl whose body was found at an apartment complex in Langley, B.C., is the victim of a homicide.

Police and emergency health services were called at about 9:30 p.m. on Sunday to the complex.

Cpl. Frank Jang of the Integrated Homicide Investigation Team says the girl has been identified as Aaliyah Rose and investigators want anyone who saw her on Sunday to come forward and speak to police.

He says a 36-year-old woman who is involved in the investigation is under medical care.

Jang wouldn’t release the relationship between the woman and the girl, saying

only they were known to each other.

No charges have been laid in the case.

Jang says police want to speak to anyone who might have seen or interacted with Aaliyah on Sunday. “Our investigators are interested in knowing her activities, who she was meeting up with.

Perhaps she went to a park, community centre, a shopping mall ... this past Sunday.�

Jang said Aaliyah lived in the complex where her body was found. “Our investigations have a firm grasp, a firm understanding, of what happened and we don’t believe the public is in any danger,� he said.

Aging equipment to blame for 2017 ammonia leak at Fernieice rink: report A report by an organization that oversees the safe installation of technical equipment in British Columbia pinpoints a decision to keep operating with aging equipment for an ammonia leak at an ice rink in Fernie that killed three workers last year.

Jeff Coleman, the director of risk and safety knowledge for Technical Safety BC, says ammonia was used to chill brine at the Fernie Memorial Arena and traces of the gas were found in the liquid as early as the summer of 2017.

Coleman says that indicated a small leak was somewhere in the system, but a decision was made to monitor the leak in the aging chiller system, which had been recommended for replacement in 2010.

The report says the chilling process was put back into operation on Oct. 16, but the pinhole leak, caused by corrosion along a seam in one tube of the chiller, allowed pressurized ammonia to seep into the liquid, bursting the pipe and

venting large amounts of the deadly gas.

Wayne Hornquist and Lloyd Smith, who worked for the city, and Jason Podloski of Turner Valley, Alta., were killed as they investigated the ammonia leak in the early hours of Oct. 17.

The City of Fernie says it was operating with an approved certification for its cooling system at the time of the leak and its employees were appropriately trained.

It says the report found there was no evidence that anyone was aware of any safety risk associated with the continued operation of the chiller, and the city’s maintenance plan was consistent with others in the province. “As a city we value and are committed to the health and safety of our employees and community members,�

Mayor Mary Giuliano said in a news release. “Despite working with an approved certification for our system at the time of the incident, today’s report points to opportunities to further improve safety standards for arena refrigeration plants, not only for Fernie but for communities across British Columbia, so no one else will need to experience a similar tragedy.�

Vancouver man banned from US for pot investment wants to cross border A Vancouver businessman banned for life from entering the United States over his investments in American marijuana companies says he plans to seek a waiver that permits him to cross the border.

Canadian Sam Znaimer said he was recently denied entry at a Washington state border crossing by officials who said his investments in U.S. marijuana companies make him ineligible to enter the country.

“I spent four hours, four-and-a-half hours at the border station and at the end of that whole process I was told that I’d been permanently banned from entering the U.S.,” he said in an interview.

“I’m getting panicked phone calls from Canadian companies who are concerned about their staff being denied entry and liability issues, or about themselves because they are senior executives,” said Saunders, a Canadian whose law practice is based at Blaine, Wash.

Saunders said he tells Canadians working with American marijuana companies not to cross the border.

The cyclist, a 16-year old male from Richmond, suffered critical injuries and was rushed to hospital by the BC Ambulance Service. The driver

of an early 2000 era Hyundai, a 21-year old female from Richmond, stopped after the collision and has been cooperative with police.

High-risk sex offender living in Vancouver, Police warns Police are warning the public about a high-risk sex offender living in a halfway house in Vancouver.

Tristan Vickers, 25, poses a risk of significant harm to the safety of the public, says the VPD. Tried and convicted as an adult, Vickers is serving a 10-year, long-term supervision order for breaking and entering, committing an indictable offence,

and sexual assault causing bodily harm. His supervision order has several conditions imposed by the Parole Board of Canada, including a 10 p.m. curfew, and a ban on the consumption, purchase or possession of drugs and alcohol.

Vickers is barred from entering any private homes without written permission from his supervising parole officer, and must immediately report all intimate sexual and non-sexual relationships and friendships with females. Vickers is described as 5-foot-10 and 172 pounds, with blue eyes and short brown hair. He wears prescription glasses.

Anyone who witnesses Vickers in violation of these conditions is asked to call 911 immediately.

Ontario formally requests $200 million from feds to deal with asylum seekers The Ontario government has formally requested $200 million from the federal government to cover costs associated with asylum seekers from the United States.

Lisa MacLeod, Ontario’s minister for children, community and social services, sent a letter Thursday demanding financial compensation and expressing concern over the federal government’s efforts in managing the issue of “illegal border crossing.”

In the letter, MacLeod, who is also responsible for immigration, said that for over a year Ontario has been straining to support border crossers and that the Liberal government’s approach is “now testing the patience and generosity of Ontarians.”

The letter to Social Development Minister Jean-Yves Duclos says federal support has been “inadequate” to meet the current and future needs posed by this “crisis.”

MacLeod asked Duclos to consider the letter a formal request for “direct and full compensation” for the costs associated with the support Ontario and its municipalities are providing.

Entering Canada is no ‘free ticket’ to stay, Ralph Goodale tells MPs on asylum seekers The Liberal government has made it clear that simply entering Canada is not a “free ticket” for newcomers to stay in the country, Public Safety Minister Ralph Goodale told MPs studying the ongoing influx of asylum seekers from the United States. But no matter how a person arrives in Canada, the individual must be given a fair hearing to determine whether they require protection, Goodale said during a House of Commons immigration committee meeting Tuesday. From the moment asylum seekers started crossing into Canada from the U.S. in significant numbers, the federal government has made sure that laws are followed and international obligations are

met, he added.

The committee is holding an emergency meeting in the dead of summer at the urging of opposition members to study the issue of asylum seekers at the border. Canada’s Safe Third Country agreement with the U.S. stipulates that asylum seekers are required to make their claims in the first “safe” country where they arrive -- meaning those who come into Canada at an official land crossing are sent back to make their claim in the U.S. The agreement does not cover “irregular” or “illegal” asylum seekers -- those entering Canada at unofficial points, most notably in Quebec.

Driver who fell asleep while passing semi-trailer the cause of Coquihalla crash A driver who fell asleep while passing a semi-truck on the Coquihalla Highway this weekend caused a crash that sent all five members of his family to hospital, according to police. The parents and three children from Alberta were travelling near the Juliet Creek overpass south of Merritt when the father fell

asleep at the wheel, according to RCMP Const. Mike Halskov.

Highway 5 open in both directions after collisions near Merritt Investigators believe the driver was jolted awake when he hit the shoulder on the left side of the highway, and he overcorrected, side-swiping the semi-truck he was trying to pass and causing his vehicle to roll.

The crash left the mother, who was sitting in the front passenger seat, with severe injuries to her lower body. She was airlifted to hospital in critical condition.

‘Fortunately, everyone was strapped in’ The father and three children, who range in age from infant to seven or eight years old, were relatively unscathed, Halskov said.

B.C. Emergency Health Services reported taking all four to hospital by ambulance.

“In this case, fortunately, everyone was strapped in. Injuries, apart from one individual … were relatively minor, thankfully,” Halskov said.

The crash closed Highway 5 for several hours on Sunday night. Halskov said it should serve as an important reminder to drivers to be adequately rested.

“If you’re going to be embarking on a long trip, please make sure that you’ve had plenty of rest before you leave,” Halskov said.

Toronto man who yelled racist insults at Muslim family now charged with assault, threatening death A 50-year-old man, caught on video hurling racist insults at a Muslim family along the city’s waterfront earlier this week, has been charged with assault and threatening death following a Toronto police investigation.

Investigators deemed the incident a hate-motivated crime and announced Friday they had laid charges against the Toronto man, a police news release said.

It showed a heated exchange unfold outside Jack Layton Ferry Terminal.

Late Monday afternoon, Hasan Ahmed watched the man berate and shove two men waiting to buy ferry tickets to Centre Island with their family.

Ahmed said he immediately called police, but pulled out his cellphone to film the altercation while he waited for the officers to arrive.

Two Alberta men facing incest and child pornography charges Two girls under age four — one in Edmonton and one in Sylvan Lake — have been rescued from sexual exploitation by their fathers, says the province’s joint police team.

“In both instances, the victims were allegedly being sexually offended by their fathers. The victims are both under four years old,” said a Tuesday release from ALERT. A 29-year-old Edmonton man is charged with sexual assault, sexual interference, two counts of possession of child pornography, making child pornography, and distributing child pornography.

A 37-year-old Sylvan Lake man is charged with incest, making child pornography, possession of child pornography, and accessing child pornography.

The names of the fathers are not being released

in order to protect the identity of the girls.

The Zebra Child Protection Centre and the Central Alberta Child Advocacy Center are helpingthechildrenthroughtherecoveryprocess.

“These arrests have stopped the abuse, but sadly the recovery process for these young girls will be long and difficult. Thankfully, we have excellent partners that provide enhanced victim support resources,” said ICE Insp. Dave Brink in a statement.

The two cases were unrelated and were launched after receiving referrals — both related to social media users possessing child pornography — from the National Center for Missing and Exploited Children.

ICE officers involved in the cases also had assistance from Alberta Sheriffs, Red Deer RCMP, Alberta Children’s Services and the Edmonton Police Service.

‘We are very confident that this is not a major hurdle that we cannot overcome’ The federal and Alberta governments say they are not worried about a provision in the Trans Mountain pipeline purchase agreement that requires the U.S. to sign off on the deal on national security grounds.

“We’ve known all along that that was part of the terms of the agreement for sale and so it is not new news for us,” Alberta Premier Rachel Notley told reporters west of Edmonton Friday.

“There’s a process by which these kinds of deals have to go through, and everything is on track with respect to that process, and we don’t anticipate any reason for it to go off track.”

As CBC first reported this week, the completion of the deal is contingent in part

on getting clearance from the Committee on Foreign Investments in the United States, a U.S. inter-agency committee chaired by Steven Mnuchin, Trump’s treasury secretary.

The purpose of the committee, also known as the CFIUS, is to review transactions that could have an effect on the national security of the United States.

The deal is subject to a CFIUS review because the agreement includes the acquisition of the Puget Sound pipeline, a short spur line off the existing Trans Mountain system that transports Canadian crude oil from Abbotsford.

Alberta NDP MLA claims almost $35,000 in mileage New Democrat MLA Jessica Littlewood will be reimbursed $34,800 from government coffers after racking up mileage while driving around her constituency east of Edmonton.

The member for Fort SaskatchewanVegreville claimed mileage expenses for 80,000 kilometres in her personal vehicle in 2017-18, nearly 30,000 kilometres more than any other MLA. United Conservative Party MLAs Nathan Cooper and Drew Barnes, members for Olds-Didsbury-Three Hills and CypressMedicine Hat, were the next in line, claiming around 50,000 kilometres in personal vehicle mileage, according to expense forms.

At a reimbursement of 43.5 cents per kilometre, their claims amount to $22,457 and $21,821 respectively.

“I do my very best to meet constituents in their communities,” said Cooper Tuesday. “I know how much time I spend behind the wheel, and to drive an additional 30,000 kilometres is a significant effort and one that I’m not entirely sure is possible.”

Under the rules set out by the members’ services committee, MLAs representing rural ridings can claim up to 80,000 kilometres in mileage for driving personal vehicles within their constituencies, providing they submit fuel receipts. Urban MLAs can claim up to 35,000 kilometres annually.

“To claim the maximum is very surprising to me … That is a lot of driving,” Cooper said.

“There’s a balance to be struck between being a busy member of the legislative assembly and also taking advantage of the system.”

MLAs are required to submit expense

claims on a quarterly basis, ranging from travel costs to buying coffee for meetings.

Littlewood said her kilometres are a result of outreach in her riding.

“It’s a lot of trips out to Vegreville and Lamont and Andrew, so it’s a lot of meetings with municipalities, ag societies and events,” she said, estimating she drives around her constituency multiple times per week. “I would expect that other MLAs in rural constituencies would be driving similar amounts.”

On Canada Day 2017, Littlewood drove about 500 kilometres in one day, she noted.

“I went to every city, town and village that day to ensure everyone was represented by their MLA on a really special day,” she said. “That’s not atypical.”

MLAs are obligated to travel within their constituencies, said Alex McCuaig, chief of staff to Bob Wanner, Speaker of the legislature.

“Some of the constituencies are extremely large, there has to be accommodation for that travel,” he said. “That’s part of the job.”

The Canadian Taxpayers Federation is concerned with the way mileage claims are made, said Alberta director Colin Craig. MLAs can claim fuel expenses and minor maintenance for personal vehicles on top of mileage.

“What we’ve advocated for is to bring their expense rules in line with the private sector, and just giving MLAs the straight-up per kilometre reimbursement, instead of allowing them to be reimbursed for gas receipts,” he said, adding the current system allows for double dipping. “The rules should be changed.”

Four-year-old rushed to hospital after eating marijuana edible: Nova Scotia RCMP Nova Scotia RCMP are reminding people that cannabis remains illegal until later this year after a four-year-old was rushed to hospital after consuming an edible marijuana chocolate bar.

Police say that they responded to the call on July 21.

The four-year-old child had reportedly found what she thought was a chocolate bar in the console of the family vehicle.

However, the bar was instead an edible cannabis product.

The child reportedly ate 15 pieces of the marijuana-laced edible. The recommended consumption for an adult is one piece a

day. The Mounties say that when the father realized the bar was missing he noticed that his four-year-old was looking very pale. He called 911, who attended and transported the child to hospital.

She has since been treated and released.

The RCMP continue to investigate and have yet to determine whether charges will be laid.

RCMP are reminding Nova Scotians that possession of cannabis is illegal until Oct. 17, and that under federal law it will remain illegal to sell edibles — even after the Oct. 17 legalization date.

Edmonton man charged in $5.5-million phoney mortgage scheme An Edmonton man arrested in a $5.5-million scheme involving fake bridge mortgage loans is facing multiple fraud charges, say police.

The man — who operates under the company name Wakina Consulting Inc. — is alleged to have facilitated 257 fraudulent bridge mortgage loans using homeowner documentation available to the public, said police in a Friday news release. The homeowners were unaware of the fraudulent mortgage loans, said investigators, adding investors were promised administration fees and monthly interest on investments. An investor who reported not receiving agreed-upon funds tipped police off two years ago. “Typically, people who are capable of committing frauds at this level

understand the business, so it makes them very believable,” said Det. Linda Herczeg of the fraud investigations unit.

“When you’re investing with someone, you want to make sure that they are properly licensed to be selling the products they are presenting. Check their credentials, read the fine print, verify the documentation, ask questions. If it looks too good to be true, it probably is.”

Investigators believe there may be other victims and anyone with information is encouraged to contact police.

Timothy (Tim) Ray Carruthers, 59, is charged with 22 counts of fraud over $5,000.

Alberta man changes gender on gov’t IDs for cheaper car insurance He wanted a brand new car — a Chevrolet Cruze with all the trimmings. As a man in his early 20s, he knew his insurance costs would be high. So he became a woman, though only on paper. “I have taken advantage of a loophole,” said the man — we’re calling him David — who spoke on the condition that his identity be kept confidential because of the potential repercussions. ‘Getting screwed’ David, who lives in Alberta, says he identifies as a male. But his government-issued identification tells a different story.

It started when an insurance company gave David a quote — roughly $4,500 a year, if he bought the Chevy. He had a collision and a ticket or two on his record, which helped boost the premium.

Then, he had an idea. He asked the insurer what his costs would be if he were a woman. He was told his annual bill would sink to roughly $3,400 — a $1,100 difference. “I was pretty angry about that. And I didn’t feel like getting screwed over any more,” he said. “So I asked them to change my gender on my auto policy, and she’s like, we can’t do that.”

Young men generally pay more According to the Insurance Bureau of Canada, men under 25 are generally at higher risk of collision than women of the same age, which means their premiums are often higher. David, who was 23 at the time, says he learned he first had to change his gender on his birth certificate and driver’s licence before he could have it reflected on his insurance policy, to get the cheaper rate.

After doing some research, he realized he needed a doctor’s note to show the government he identifies as a woman, even though he doesn’t. “It was pretty simple,” he said. “I just basically asked for it and told them that I identify as a woman, or I’d like to identify as a woman, and he wrote me the letter I wanted.”

Under the rules in place at the time, Albertans needed to produce a doctor’s note to switch the gender marker on their personal documents.

In June, the government scrapped the doctor’s note requirement for adults, allowing them to declare their marker as M, F or X, for those who don’t fit into a strictly male or female binary.

‘I felt like I won’ David shipped the note and other paperwork off to the provincial government. And, a few weeks later, he received a new birth certificate in the mail indicating he was a woman. “I was quite shocked, but I was also relieved,” he said. “I felt like I beat the system. I felt like I won.” With the new birth certificate in hand, he changed his driver’s licence and insurance policy.

All to save about $91 a month. “I’m a man, 100 per cent. Legally, I’m a woman,” he said.

“I did it for cheaper car insurance.”

David says he’s aware the methods he used to become a woman on paper are designed for Albertans who need to correct the gender marker on their identification to reflect who they really are. But he says his target was the insurance industry, not the gender diverse community.

Financial fraudster to give up Hawaiian luxury condo in deal with B.C. securities regulator Vancouver Island financial fraudster David Michael Michaels is giving up a luxurious Hawaiian condo in a partial settlement agreement with the B.C. Securities Commission. The condo will be sold — a Hawaiian court order has approved the sale — and the proceeds turned over to the BCSC, which will distribute the money to victims of Michael’s fraud. A BCSC tribunal determined in 2014 that Michaels had illegally and fraudulently advised 484 clients to buy $65 million in securities from 2007 to 2010 that became almost worthless.

A hopedfor net return of about $750,000 Cdn from the condo sale amounts to a very small portion of the tens-of-millions of dollars in losses, but BCSC director of enforcement Doug Muir said it provides some resolution now. David Michaels Vancouver Sun The deal halts lawsuits that the BCSC had launched in Hawaii and B.C. to collect on $23.3 million in penalties against the condo and a family home in Mill Bay on Vancouver Island. In consideration of dropping the suit against the Mill Bay home, Michaels will make a cash payment of $50,000 to the BCSC that will also be turned over to the investors.

“It gives us a chance to give some money back to investors earlier rather than having to go through the whole (legal) process,” said Muir. “You have to keep in mind that many of the victims in Mr. Michaels’ misconduct were elderly.”

The average age of the investors was 72.

As part of an investigation, The Vancouver Sun highlighted in a story last year how Michaels was trying to avoid paying his penalties, including at one point transferring the Hawaiian property into his wife Joanne’s name only. Later, it was returned to both their names. According to B.C. Supreme Court records, the Michaels paid cash — US$875,000 in 2009 — for the condo. Most of the money for

the purchase came from Michaels’s business, Michaels Wealth Management Group.

One Victoria investor who lost $176,000 had said that Michaels used the Hawaiian condo as a “carrot,” allowing investors to stay there as he enticed more people to join his investment scheme.

The 1,400-square-foot, two-storey, threebedroom, two-bathroom condo is at the tip of the island of Hawaii, on lush grounds adjacent to a golf course and the ocean. The 3,700-sq.-ft. house in Mill Bay is in a quiet community about 40 kilometres north of Victoria by road and near the ocean. The condo is assessed at about US$1.4 million, according to Hawaiian property records, but there is a US$240,000 mortgage that must be paid first in any sale, as well as other fees and costs, including to realtors, a receiver and for property taxes.

Muir noted there isn’t much equity in the Mill Bay home, valued at $762,000 by B.C. Assessment in 2018, and said because the property isn’t owned by Michaels’ himself, it makes legal action and collection more difficult. The BCSC said the settlement doesn’t affect its ability to collect on the $23.3 million in penalties. The BCSC wouldn’t reveal what, if any, strategy it has to collect the penalties.

Michaels is among more than 80 fraudsters who have harmed thousands of investors in the past decade — in B.C., other parts of Canada, the U.S. and as far away as Switzerland — yet have escaped paying more than half-a-billion dollars in penalties issued by the securities commission, according to a Sun probe published in 2017.

Between the 2007-08 and 2016-17 fiscal years, the commission collected less than two per cent of the $510 million it levied in fines and in orders to pay back the proceeds of fraudulent activities, according to commission records.

Mutated strains of HIV in Saskatchewan are leading to AIDSrelated illness developing faster in Indigenous people As mutating strains of HIV make their way across Saskatchewan, frontline workers are calling for more resources to prevent the spread of the virus. Registered nurse Susanne Nicolay works on the forefront of the HIV epidemic in Saskatchewan, which was front and centre at the 2018 AIDS Conference in Amsterdam on Thursday. Research from the BC Centre for Excellence in HIV/AIDS and Simon Fraser University presented at the conference indicates that mutated strains of HIV in Saskatchewan are leading to AIDS-related illness developing faster in Indigenous people. “Instead of taking eight, 10 or 12 years to progress to having symptomatic HIV infection or progressing to an AIDS diagnosis, this is happening much more quickly, in say two or three years,” Nicolay said. Saskatchewan has had the highest HIV rates in the country for well over a decade, but there have been very few new resources, Nicolay said. “This is an epidemic,” she said.

“This is an emergency. There’s urgency. We’re going to pay, no matter what. You can decide

to pay on the prevention side and work really hard to prevent further transmission and get people engaged in care and treatment, or we can continue on the path we’re on, seeing new infections, new diagnoses.” Nearly 80 per cent of the new HIV infections in the province involve Indigenous people. She works on a project called the Wellness Wheel. The mobile clinic provides primary and chronic disease care to residents of 12 First Nations communities, and has connections with eight others. Despite the epidemic, HIV has been put on the back burner, Nicolay said. “If we were seeing significant increases in certain populations of other disease processes, I think we would see a different response,” she said. “I think there is a lot of stigma in the way that people acquire HIV, there’s a lot of blame that goes with that.”

“There’s a tremendous undercurrent of racism that exists in systems for sure, on the ground and with the public in general,” she continued. “That’s part of it.”

Feds register surplus of $3.2 billion over first two months of fiscal year The federal government ran a surplus of $641 million in the second month of its fiscal year, helped along by a boost in tax revenues.

For the first two months of the fiscal year, the government had a surplus of $3.2 billion compared to a $68 million surplus in the same period last fiscal year.

The government’s February budget predicted a deficit of $18.1 billion for the current 2018-19 fiscal year, but the Parliamentary Budget Office has forecasted a deficit of $22.1 billion.

The monthly fiscal monitor report from the Department of Finance says revenues were up $4.3 billion for the first two months combined.

That’s an increase of 8.6 per cent, compared with April and May 2017, driven largely by

growth in personal, corporate and sales tax revenue, and helped by a 5.1 per cent increase in Employment Insurance revenues.

Program spending was up approximately $700 million for the fiscal year to date, or 1.6 per cent compared to the same period last year. The rise was due to increases in transfers to other levels of government, direct program spending, and transfers to persons, particularly elderly benefits that went up by about $400 million, or 5.1 per cent, reflecting Canada’s aging population and adjustments for inflation.

Public debt charges were up $500 million compared to the same period a year ago, or 12.4 per cent. The leap was due to upward adjustments for inflation in real return bonds.

RCMP seize nearly half-tonne of cannabis products after inspecting semi RCMP officers conducting a routine roadside stop in Manitoba last week seized a massive shipment of illegal cannabis products, police said Friday.

On July 20, a semitrailer was travelling to southern Ontario from Agassiz, B.C., on the TransCanada Highway when officers pulled it over near West Hawk, about 140 kilometres east of Winnipeg, in order to inspect the driver’s paperwork.

The inspection yielded a number of “discrepancies,” Sgt. Scott McMurchy said at a news conference, with stacks of packaged marijuana on a table behind him.

Passports of 8 NRI husbands who abandoned their wives cancelled NEW DELHI: Passports of eight nonresident Indians (NRIs), who abandoned their wives and absconded, have been cancelled, a senior official of the Ministry of Women and Child Development (WCD) said on Thursday.

An inter-ministerial agency of the Ministry of Women and Child Development, Ministry of External Affairs and Ministry of Home Affairs has formed a committee to look into the cases involving NRI offenders, who abscond after abandoning their wives.

“The committee has received 70 complaints in the last two months. Acting on the complaints, passports of eight NRI husbands have been cancelled and lookout notices issued against them,” the WCD official said.

The WCD ministry has also started an online portal for registration of such marriages, but it is yet to become operational.

Women and Child Development Minister Maneka Gandhi had yesterday urged states to get their marriage registrars inform the ministry about registration of such marriages immediately, so as to make the portal operational at the earliest. The ministry had earlier said all NRI marriages would soon need to be registered within seven days, and if the same was not done within the stipulated time, the passports and visas would not be issued to the people involved. Another proposal was holding the properties of NRI offenders in escrow, in case they abscond abandoning their spouse.

Sri Lanka leader vows to end moratorium on death penalty Sri Lanka’s president said on Monday the government will still end its 42-year moratorium on capital punishment despite requests by the European Union and other diplomatic missions not to do so.

President Maithripala Sirisena said the decision to implement the death penalty for drug smugglers “will not be changed under any circumstance and despite the objections raised by some factions against the move,’’ according to the president’s website.

Rising crime in Sri Lanka, including gang-related killings, narcotics, robberies and sex crimes have led to a public outcry for executions.

Last week, Sirisena said convicted drug traffickers will be hanged as a part of a crackdown on narcotics.

The government has said it will execute prisoners who have allegedly taken advantage of the moratorium to continue their drug trade from prison. Drug trafficking carries the death penalty in Sri Lanka.

Sri Lanka has maintained the

moratorium since its last execution in 1976.

No date has been set for the first new execution.

More than 400 convicts now in prison were sentenced to death, although many have had their sentences commuted to life or are appealing. Of them, 18 were sentenced for drug-related crimes.

Sirisena said he would summon judiciary, prisons and law enforcement heads this week to appoint a committee to decide who should be executed.

Lieutenant Ben Salacakau and Ensign Mike Brown were sentenced with severe reprimand as well with a fine that is equal to 28 days of their salary.

All four navy officers were convicted of causing the wreck of RFNS Kiro at Belcher Reef on July 14, 2016.

President of the court martial, Commander Netani Sukanaivalu stated that the RFNS Kiro is no longer available to the Fiji Navy and that they are left with only one vessel.

Malani contested and won the National Assembly (NA222) Tharparkar-II seat in southern Sindh province, after defeating 14 candidates, the Dawn reported. winning the Tharparkar-III general seat of the Sindh Assembly. He had served as the Chairperson of the Sindh Assembly’s Standing Committee on Food, apart from being members of various standing committees during the last government’s tenure. Non-Muslims got the right to vote and contest on general seats of the parliament and provincial assemblies in 2002 after the then president Gen (retd) Pervez Musharraf made amendments in the Constitution. They also have reserved seats in the Senate, national and provincial assemblies. Ten seats are reserved for minorities in the National Assembly, which are allotted to parties on the basis of the number of seats they have in Parliament.

Observers say elections ‘micromanaged’ by the army in favour of one party

A record number of up to 8,00,000 police and military forces were deployed across the country’s 85,000 polling stations to maintain law and order during the process of the second civilian-to-civilian handover of power in Pakistan’s history. As many as 12,570 candidates contested for a total of 849 seats of national and provincial assemblies.

To form a government at the centre, a single party will need at least 137 members of the total 272 directly elected seats to the National Assembly. In case no single party gets the required number, the party having majority of votes will be compelled to win over support of other parties and independently elected legislators to form a

coalition government in a hung parliament.

The election assumes significance because of the participation of the banned terror groups of the Mumbai attacks mastermind Hafiz Saeed, through the registered front AllahuAkbar Tehreek (AAT). Independent observers in Pakistan, including National Human Rights Commission and some sections of judiciary,

described the elections as “the dirtiest” and most “micromanaged” by the army in favour of one political party. Imran Khan, leader of the Tehreek-e-Insaf (PTI), denies the charges. He claims he based his entire election campaign against corruption of the rival parties, Pakistan Muslim League-Nawaz (PML-N) and Pakistan People’s Party (PPP).

A young Indian-origin senior economist working with the World Bank drowned after strong currents pulled her away while she was swimming in a restricted area at a beach in Bali, the Indonesian media reported. The beach lifeguard tried to save the 37-year-old Aakansha Pande, who resided in Singapore, and took her to Siloam Hospital where she was pronounced dead on arrival, the Jakarta Post reported. Pande, a US citizen, was Senior Health Economist at the World Bank where she focused on countries in the Middle East and North Africa (MENA). She died after being swept away by strong waves while swimming in the evening at the beach in front of Double Six Hotel in Seminyak, Bali.

2 NRI held in Washington for illegal stay US border patrol agents have arrested two Indian nationals on charges of illegally staying in the country, the law enforcement agency said on Wednesday.

The two persons, arrested over the weekend, are now being processed for removal, the agency said in a media release.

The US Border Patrol said they encountered the Indian nationals during a routine immigration check operations of all passengers at a bus terminal in Spokane, Washington.

Agents spoke with one individual who presented an expired B-2 tourist visa issued more than an year ago.

They took the man into custody due to his expired visa, the release stated.

The B-2 visa is issued for short visits to the US for vacation or medical treatment.

Agents determined the other individual illegally crossed into the US from Mexico in May 2011. Investigation revealed he was also in possession of a fraudulent social security card.

Both individuals were processed for removal and transported to the Northwest Detention Center in Tacoma to await their immigration hearing.

Ranbir Kapoor doubles price While the verdict on Rockstar’s performance at the box office may yet be pending, actor Ranbir Kapoor has already increased his rates after his much-acclaimed acting in the film. The actor has hiked his rates from Rs 8 crore to a whopping 15 crore. Talk of a Great Leap Forward!

Ranbir, who is currently working on Anurag Basu’s Barfee and Ayan Mukerji’s Yeh Jawani Hai Diwani, is charging Rs 8 crore for both. But the Rockstar will reportedly be charging around Rs 15 crore for all the future offers he gets.

Rental rates shoot up another 11.2 per cent in Toronto areas

R

e n t s continues their rapid rise in Torontoarea condominium leases in the second quarter of 2018, according to new data from analysts at Urbanation Inc. Urbanation calculates that for an average-sized condo apartment (732 square feet), the monthly rent for new leases signed this spring hit $2,302, an increase of 11.2 per cent over similar leases signed in the same period in 2017.

And there’s no signs of the trend slowing down: “The $231 average increase over the past year was the largest ever recorded

by Urbanation, with rents having risen by $367 in two years,” the company said in a release. The

rising prices are a reflection of vacancy rates hovering around the 1 per cent mark across the region. “Current rental supply has fallen to a critically low level. Demand has been pouring into the market,” said Shaun Hildebrand, President of Urbanation.

Condos are not the majority of Toronto’s rental market mix, but are a key component and appear to be a leading indicator in the region’s affordability challenges: Urbanation data for 2017 showed the GTA has

more than 384,000 condo apartments, of which 32 per cent (125,801) were rented out. Given that the CMHC’s total rental apartment figure for the GTA is 311,596, condos represent more than a third of the region’s rental stock.

Urbanation data comes from leases tracked through the real estate industry’s Multiple Listing Service (MLS), which has become an increasingly important tool for renters hoping to find housing but does not capture all the leasing trends in the region.

useable space on the upper floor, improves accessibility, reduces retaining walls, and reduces the use of concrete to cut down on construction costs. The new policies create minimum room sizes, with the main shared living space required to be at least 180 sq. ft. and at least one bedroom at least 91.5 sq. ft.

According to the municipal government, ever since the laneway home program was approved in 2009, over 3,300 permits for such structures have been issued. The City’s statistics indicate 90% of laneway homes are are built in conjunction with a new house, 45% of all new single-family homes are built with a laneway home, only 10% of laneway homes are a single storey, and 60% of recent laneway homes have one parking space.

Over 500 permits for laneway homes were approved annually in 2016 and 2017, and property owners report that it takes them under 1.5 years to develop such structures, which typically cost less than $300,000.
