South Asian MLA used public funds for political gathering in Calgary The United Conservative Party will pay back more than $7,000 in taxpayer funds after party leader Jason Kenney and now former UCP MLA Prab Gill were accused of improperly using MLA expenses for partisan purposes. Gill, the MLA for Calgary-Greenway, resigned from the UCP caucus Saturday, a day after the party received a report into alleged ballot-stuffing and improper handling of votes at the June 30 founding annual general meeting of the UCP’s Calgary-North East constituency

She asked him to review the file and make Gill repay the expense. “The Legislative Assembly rules are very clear. These MLA funds are not to be used for partisan activities,” the NDP said in its release. “Mr. Kenney and Mr. Gill ignored the rules. They should pay back the funds immediately.” The UCP caucus said Kenney would not be made available for comment Monday. But just over an hour after the NDP raised the issue, caucus spokeswoman Christine Myatt issued a statement saying the expense claim was “clearly an error” that would be rectified. Myatt issued a further statement saying that no fundraising occurred, no memberships were sold and no partisan literature was distributed “But partisan speeches were given, so it was an error for the event to be covered by Mr. Gill’s

The UCP had commissioned Ted Carruthers, a retired judge and former Progressive Conservative party president, to investigate the events of the June 30 Calgary-North East AGM after accusations of irregularities were made in a video posted online. Gill, who stepped down as the UCP’s deputy whip last week, said in a statement on the weekend that he did not agree with all the report’s findings but he accepted the process. Gill had been seeking to run for the party in Calgary-North East but said he would not contest a party nomination. The NDP released a one-line statement Monday: “Release the report.” Sweet said the public deserves to know what actually happened at the meeting given the seriousness of the potential issues involved. But in a statement, UCP director of political operations Jeff Henwood said it would not release the review in order to protect the privacy of the “nonpublic figures” Carruthers had interviewed. The AGM, which had been suspended by party officials on June 30, was resumed on July 5 and a new board was elected for the riding, said Henwood. “We now consider the matter closed,” he said. Elections Alberta lists two other candidates running for the UCP nomination in Calgary-North East: Tariq Khan and Anand Chetty. Khan said he did not know what actually happened at the original meeting but he did have far more supporters than Gill at the event. Khan said he felt bad for Gill, whom he called a “friend and brother,” but the MLA did the right thing by leaving the caucus to sit as an Independent. “It was absolutely appropriate and there is no doubt about it.”

Homes of more than 2,000 residents in the region remain under evacuation alert, meaning people must be ready to leave.

South Asian man convicted in $600,000 Canada Revenue fraud to be sentenced in September

Provincial court Judge Joyce Lester convicted Chander Mohan Sharma of one count of defrauding the Canada Revenue Agency of more than $5,000 in August 2017. The result of filing nearly $3 million in false claims was a fraud of about $600,000 in tax revenue owed to the Government of Canada, Lester found at the time. Lester relied on evidence from 11 of Sharmaâ€™s 16 former clients who testified that he filed false or inflated expenses on their behalf when submitting both professional and personal income tax returns for the years 2008, 2009 and 2010. Prior to his Trudeau’s got it first meeting with Prime Minister Justin Trudeau, Ontario Premier Doug Ford laid all the blame on the Trudeau government for the upsurge of migrants illegally crossing into Quebec from the U.S., then landing in Toronto and now straining Toronto’s resources. After the meeting, Trudeau’s response to Ford was typical Trudeau: patronizing, condescending, clueless and totally out of touch. Spouting pre-memorized lines Trudeau did not fully comprehend, he prattled on predictably that Ford “did not seem…. aware of our international obligations to the UN Convention on Refugees as he might have been. So I spent a little time explaining how the asylum-seeking system works and how our system is supposed to operate.” He added that he tried to assure Ford of the difference between a refugee and an economic migrant. Similarly, French President Emmanuel Macron supports a new French law that permits the authorities to detain migrants up to 90 days (see detention centres) in order to properly determine their status. This gives the police greater powers to search the migrants. This law streamlines the process by which the French authorities can turn asylum seekers away and it also shortens the time migrants have to appeal rejected asylum claims. The new French law also cracks down on economic migrants and relies on such deterrence strategies as the imposition of heavy fines and potential jail time for breaking France’s immigration and asylum-seeking laws and rules. In contrast, at the Quebec border, the Trudeau government appears to be negligently rolling out the red carpet for migrants passing through the U.S. on the way to Canada to illegally cross the border (by avoiding the official points of entry). The Trudeau government seems to meet these illegal migrants with open arms and two years of free government services such as accommodations, healthcare and welfare, all on the Canadian taxpayers’ dime. Perhaps in addition to reflecting upon his groping from 18 years ago, Trudeau could also reflect upon adopting more realistic restrictive measures a la Germany and France. Such as: declaring the whole Canadian border an official point of entry; detaining migrants for up to 60-90 days and then deporting invalid asylum seekers back to the U.S. or their home of origin; and imposing fines and jail time upon economic migrants who fraudulently misrepresent themselves as legitimate refugees escaping certain death and torture. Canada does not need any more lectures from the former part-time drama instructor, it needs action and results.

Labour unions back independent mayoral candidate Kennedy Stewart Vancouver’s labour unions have endorsed an NDP MP who is running for mayor as an independent in the city’s fall election, passing over the governing party of the current Mayor Gregor Roberston for the first time in more than a decade. The Vancouver and District Labour Council voted this week to endorse Kennedy Stewart, a New Democrat who plans to step down as MP for the riding of Burnaby South ahead of the election campaign. It’s the first time since 2005 that the labour council didn’t endorse a mayoral candidate from Vision Vancouver, Mr. Robertson’s party. The council held up Mr. Stewart as the candidate most likely to pull the city’s four centre-left parties together. Although unions can no longer donate to civic political campaigns and union members

The change in global climate was likely triggered by shifts in ocean and atmospheric circulation. The commission then forwarded these proposals to its parent body, the IUGS, for consideration, and the executive committee of IUGS voted unanimously to ratify them. Two other ages — the Middle Holocene Northgrippian Age and the Early Holocene Greenlandian Age — with beginnings defined at climatic events that happened about 8,300 years and 11,700 years ago, respectively, were also approved by the International Commission on Stratigraphy, which is responsible for standardising the geologic time scale. Geologists divide the 4.6-billion-year existence of Earth into distinct periods. Each period corresponds to significant events such as the break-up of continents, shifts in climate, and the emergence of particular types of animals and plant life. These units of the geologic time scale are based on sedimentary strata that have accumulated over time and contain within them sediment types, fossils and chemical isotopes that record the passage of time as well as the physical and biological events that produced them. The three new ages of the Holocene Epoch are represented by a wealth of sediment that accumulated worldwide on the sea floor, on lake bottoms, as glacial ice, and as calcite layers in stalactites and stalagmites. Those intervals of sedimentary strata on which the ages are based are referred to as stages, and together the strata of three new stages comprise the Holocene series. The lower boundary of the Greenlandian and Northgripppian stages are defined at specific levels in Greenland ice cores. The lower boundary of the Meghalayan stage is defined at a specific level in a stalagmite from a cave in the northeastern Indian state. The ice cores and the stalagmite are now identified as international geostandards, and have been placed in protected archives accessible for further study.

Police say after a brief conversation, the man grabbed the woman inappropriately. The woman moved to the other end of the CTrain and police believe the man got off the train at Dalhousie station. The suspect is described as a South Asian man between 45 and 65 years old, five feet 10 inches to six feet tall, 165 to 185 pounds, and with a long, grey and white beard. At the time of the incident, he was wearing a white turban, either glasses or sunglasses, a white shirt and pants, a black vest, dark dress shoes and a gold watch with a brown strap. He was also carrying a black shoulder bag. Calgary police released this surveillance image of a man being sought for a sexual assault aboard a CTrain. Anyone with information about the identity of the man is being asked to call the police non-emergency line or Crime Stoppers.

LNG decision will be first real test of NDP & Green alliance Over the past year, B.C.’s Green Party has voted in lockstep with the NDP on every piece of legislation that has come into effect: 50 bills over two sessions, touching on matters ranging from vehicle insurance to lobbying reform. Despite Green Party Leader Andrew Weaver’s occasional criticism of his governing partner, no Green MLA has ever voted against an NDP bill. That record reflects the pact reached last year between the Green Party and the NDP that allowed the NDP to be sworn into government. But the agreement could face its toughest challenge yet in the coming months when differences between the two parties over liquefied natural gas (LNG) come into sharper

focus. Differences on LNG have been one of the most contentious issues in the relationship. On his Twitter account on Jan. 17, 2018, Mr. Weaver said the “NDP government will fall in non-confidence if after all that has happened it continues to pursue LNG folly.” He subsequently softened his position, saying he would give the NDP until the fall to say how it would balance tax concessions and other measures to attract LNG investment with efforts to reduce greenhouse gases. RCMP have recovered the body of a missing 19-year-old swimmer from Buntzen Lake. Mounties say the Underwater Recovery Team found the body about 40 metres underwater at 6 p.m Wednesday. This is third drowning in recent days. “Coquitlam RCMP and our victim services are doing their best to support the family. As you can imagine, the family is very upset,” Cpl. Michael McLaughlin said in a release. RCMP divers searched the waters of the lake Wednesday for the Surrey, B.C., man, who went missing Tuesday afternoon. Why Vancouver is getting utterly hosed on gas prices The one pipeline is full, the only refinery is maxxed out and thousands of vehicles run on whatever fuel can be imported by truck or barge The next time you’re cringing at the pump, spare a thought for Vancouver. The West Coast metropolis is consistently slapped with the highest gasoline prices of any major city on the continent. As of press time, the lowest gas price in all of Vancouver was 148.9. In Toronto and Montreal, meanwhile, the cheapest gas was 124.9 and 135.9, respectively. Below, a quick guide to how Vancouver wound up paying some of the highest gas prices in the hemisphere. Vancouver’s gap between oil prices and gas prices is extraordinary — and it keeps getting worse There’s something in the oil industry called “refinery margin.” It’s a measure of the price difference between what a refinery sells and what it paid for raw materials. So, if a refinery buys $10 of oil and turns it into $12 of diesel, it has a refinery margin of 20 per cent. A recent report from Vancouver’s Navius Research contained a staggering factoid: Since 2008, the Vancouverarea refinery margin had exploded from 13 to 35 per cent. In the rest of the country, meanwhile, margins were less than 18 per cent. The Navius report speculates that this is due to a lack of competition: With only a handful of fuel providers in the region, they’re able to tacitly allow prices to artificially rise. “I’ve seen no evidence that this has anything to do with a lack of competition at the refinery level,” said Jason Parent, a vice president with Kent Group, the petroleum analytics firm that provided the Navius data on refinery margin. Parent cautioned against the assumption that a high refining margin automatically means higher profits. All manner of costs, from transportation expenses to regulatory compliance, can swell a refinery margin. Jennifer Winter, an energy economist at the University of Calgary, was also skeptical that Vancouver’s prices could be attributed to malice. “A large refining margin is usually a

function of transportation constraints rather than a deliberate exercise of market power,” she said, adding that plenty of Canadian cities rely on small numbers of fuel providers without their refinery margins skyrocketing. Toronto is connected by pipeline to four large Southern Ontario refineries, with the smaller Clarkson refinery based right in Mississauga. Edmonton has an entire Refinery Row. But Vancouver, despite a booming population, only has the tiny Burnaby Refinery processing about 50,000 barrels of petroleum per day. Tack on the gasoline needs of nearby Vancouver Island and the refinery is lucky to meet one third of the region’s petroleum needs. This isn’t an accident: The Lower Mainland used to have four refineries, but shut down three of them in the early 1990s. The result is that most of Vancouver’s gasoline has to be refined elsewhere, which leaves the region vulnerable to wild swings in prices. Imagine if Vancouver closed most of its bakeries and relied on Alberta and Washington State to provide most of its fresh bread: All it would take would be one storm or highway closure for baguette prices to leap out of control. A new refinery probably isn’t the answer, but Vancouver would certainly be in better shape if, like most major cities, there were a few more refineries left around from the 1970s. There’s also only one pipeline (and it’s full) Up to 60 per cent of the fossil fuels burned in Vancouver start life in an Edmonton refinery. From there, they’re loaded into the Trans Mountain pipeline and shipped west. But the pipeline can’t fully meet the needs of an expanding Lower Mainland and it’s already full. The result is that Vancouver is increasingly dependent on Washington State to meet its fuel needs. Taken together, the Lower Mainland and Vancouver Island “is the only region in Canada that is reliant on outside sources for a good chunk of its fuel needs,” said Dan McTeague, senior petroleum analyst at GasBuddy.com. He estimates that as much as 25 per cent of the Vancouver fuel market is supplied by the Americans.

Here’s how it will actually work: Q: Do the new rules really force people to join a union to work on the Pattullo Bridge or Kamloops to Alberta highway projects? A: Yes. All workers on the site will be required to join a union within 30 days, and pay dues. They won’t be able to choose the union, either. The NDP government has a select group under a community benefit agreement with the “Allied Infrastructure and Related Construction Council” — a new organization that acts on behalf of 19 trades unions. If a worker belongs to a non-affiliated union, which isn’t part of the B.C. Building Trades or on that group of 19, they’ll have to register with one of the government-approved unions. Q: The B.C. Building Trades says “all contractors are welcome to bid on the project” whether union or not. Is this true? A: That statement, while technically correct, is misleading. Any company — union or non-union — can bid on the contracts. But in reality, whoever wins must allow their employees to join a union. In the case of the Vancouver Island Highway

Project in the 1990s, which used the same union-only labour model, 23 of the 49 prime contracts went to non-union contractors. Q: Will the changes cause projects to cost more? A: The government acknowledged when the near-identical model was used in the 1990s that the union-only provisions do cost more. But they argued there are corresponding savings, as well as that the model provides more certainty, set costs, fixed wages, apprentice spots, a no-strike promise and other social benefits. “The cost of making sure we’re training the next generation of workers is one I think British Columbians understand,” Horgan said. Q: How many construction workers are actually unionized in B. C.? A: Both the union and non-union sides have produced competing numbers. B.C. Building Trades says its 40,000 unionized members make up 58 per cent of qualified non-residential trades. But this only counts the type of trades that can build highways and bridges. The Independent Contractors and Businesses Association says if you look at the total number of construction jobs in B.C. (roughly 250,000) the unionized rate falls to 16 per cent.

Video shows man blocking person of color from leaving store for being an ‘Illegal Alien’ Police in Ontario, Canada, are investigating a possible hate crime after a white man blocked a person of color from leaving a grocery store and reportedly accused him of being an “illegal alien.” The incident, which was partially caught on video and posted to social media, occurred on Tuesday and shows a man in a red shirt blocking a young man in a hoodie from leaving the north London supermarket, Sobeys. In the post accompanying it, Katie Pocasangre Montoya writes that “a man accuses the [other] of being an ‘illegal alien’ and won’t allow him to leave the store.” “I want to leave, stop assaulting me,” the man in the hoodie says in the video. “I want to leave.” bThe man tries to leave several

times but each attempt is thwarted by the man in the red shirt. In the post, Montoya writes that the man in red asked if the other man could provide “Canadian documentation,” if he is scared to be “deported,” and threatens to make a citizen arrest. None of these statements can be heard on the video. The incident occurred during a time of heightened tensions surrounding migration into Canada, which members of the Conservative Party of Canada have repeatedly called a “crisis.” The video has been viewed more than a million times. Officer Kimberly Flett told VICE that the altercation between the two started with an argument prior to when the camera started rolling.

Fires force more evacuations, local state of emergency Hot and dry conditions are fueling a number of fires in the Okanagan region of B.C. on Thursday. There is also a lot of smoke in the Okanagan Valley. The most serious fires are burning between Peachland and Summerland. Highway 97 between those communities has now been reopened to single-lane alternating traffic after being closed for several hours Wednesday night. The 500 hectare Mount Eneas fire jumped the highway Wednesday, prompting the road to be closed in both directions. A local state of emergency has also been declared for Electoral Area F of the Regional District of Okanagan-Similkameen (RDOS) due to the fire. Meanwhile, an evacuation order has been issued for a number of properties in the Brent Road area, also due to the Mount Eneas wildfire. The addresses concerned are 7100-

7210 Brent Road and 7212-7280 Highway 97 South. Thursday morning an evacuation order has also been issued for 34 properties along Callan Road, Hwy 97 and North Beach Road to the north of the District of Summerland. An Emergency Social Services Reception Centre (ESS) is open at 325 Power St. at the Penticton Community Centre. All affected people within the Evacuation Order area are asked to leave immediately and register at the reception centre. Evacuees electing not to attend the reception centre are still requested to register.Nine properties, including all campground sites at Okanagan Lake Provincial Park on Highway 97, have also been evacuated. The evacuation order is in the Greata Ranch area, approximately 10 kilometres north of Summerland.

Under the new regulations, which will come into effect Nov. 30, strata corporations will be able to fine owners or residents not complying with shortterm rental bans up to $1,000 a day. Currently, stratas can pass bylaws banning short-term rentals, with a maximum fine of $200 per week. In B.C., ownership in condominiums, apartments or townhouses sharing common areas is often purchased through an owners’ corporation under a strata title. The owners elect a council that sets policy for the strata. Ensure long-term rental stock The province said the amendment is in part to

Man bequeaths Kitsilano heritage house to Vancouver A charming Kitsilano heritage house with an assessed value of nearly $3 million wonâ€™t land in the hands of AirBNB landlords or become a target for speculators, thanks to the careful planning of its late owner, Eric Manford Pierce. Eric Pierce died in 2011, wanted the home to remain as a monument to the love he had for his late wife, Florence Emmaline Pierce. In his will, Pierce bequeathed the house at 2850 West 3rd Ave. to the City of Vancouver to be used as a benefit to the community in honour of his wife, and her lifelong dedication to heritage conservation and affordable housing. The will allowed relatives to live in the house after his death until they were willing to vacate it and for the city to take it over. Pierce, a Second World War fighter pilot, confessed in his will that he had an â€œadjustment struggleâ€? after returning from the war. Pierce had flown missions for the Royal Canadian Air Force in battles over Malta, Egypt and Libya. In the will, Pierce describes coming face to face with his own mortality when a nearby aircraft loaded with 4,000 pounds of bombs received a direct hit. Pierce endured â€œa hurricane of shrapnelâ€? as the bombs lit the night sky â€œto full daylight.â€? â€œFor one reason or another, I did not reveal to anyone my adjustment struggle,â€? he wrote. â€œBut Florence, with what I believe was a vague understanding, did provide the most favourable and supportive environment for my adjustment, and did a tremendous job in reinforcing my efforts to forge ahead.â€? Pierce was able to complete a degree at UBC, and went on to have a successful

career with the prison service. â€œI owe much to Florence and want 2850 West 3rd Ave., Vancouver, which was Florenceâ€™s home for more than half a century, to be â€Ś donated to the City of Vancouver in her honour.â€? Man who used axe to murder his own mom gets life in jail with no parole for 15 years A Richmond man who used an axe to murder his mother has been sentenced to life in prison with no parole eligibility for 15 years. In March, a B.C. Supreme Court jury found Darwin Lescano, 42, guilty of the May 2015 second-degree murder of his mom, Redelma Belissario, 62. The trial heard that Lescano had a long-standing animosity toward the mother of three and that the main issue between them was money. The mom was industrious and had invested in several properties and her son felt he was entitled to his share of the properties. He wanted his inheritance â€œnow.â€? In 2008, he set fire to his momâ€™s home on Cambie Road where he lived with her. He had filled a container with gas and poured gasoline throughout the rooms in the home before setting the home ablaze. He told police he was trying to get a reaction out of his mom, who he had made sure was not home at the time of the fire. Lescano was convicted of arson and received a jail term. In late 2014 and into 2015 he was living with his father, but his dad asked him to leave, calling police to assist him in getting the son to relocate. Lescano moved in with his mother, but his dysfunctional relationship with her continued. He broke windows in her vehicle, pushed holes in the drywall of her home and got into frequent fights with her. He stole from her and threatened to kill her. She called police and wanted him out of the home. He left but later returned.

On the day of the murder, Lescano, who was addicted to crystal methamphetamine, had purchased some drugs from a drug dealer. The mom, who had just returned from a trip to visit friends in Powell River, received a call from a realtor who was helping her sell a property. The call ended with silence on the momâ€™s end. Throughout the weekend the realtor tried unsuccessfully to get hold of the mom. The accusedâ€™s brother and sister became concerned that their mother was missing and reported the matter to police. Lescano misled his family as to the momâ€™s whereabouts. His brother went to the momâ€™s home and was shocked to find her body lying on the living-room floor. Sheâ€™d suffered 15 to 20 chop-type wounds from an axe wielded by the accused, who had bought the weapon just eight days earlier. Second-degree murder carries a mandatory sentence of life in prison with no parole eligibility of between 10 and 25 years. Lescano told several different versions of what happened on the night his mother was murdered to a probation officer and several psychiatrists. In imposing sentence Wednesday, B.C. Supreme Court Justice Miriam Gropper said she was unable to determine which of his versions to accept without him giving evidence. The judge said that there was no evidence that Lescano suffered from mental disabilities at the time of the offence, despite the diagnoses that he had a narcissistic personality disorder

No sign of any suspect in Marrisaâ€™s murder Marrisa Shenâ€™s body was found on July 18, 2017, in Burnabyâ€™s Central Park, after one year of her murder, homicide investigators are pleading with public for any information that could help solve her murder. The 13-year-old girl was reported missing after she failed to return home by 11 p.m. on July 18, 2017. Police launched a search, using GPS to track her phone. In the early morning hours of July 19, 2017, Shenâ€™s body was found in Central Park, Burnaby. Police said she was murdered and that the attack was random. A year later, the Integrated Homicide Investigation Team still doesnâ€™t know who is responsible for her death. â€œWe donâ€™t have a suspect at the moment. We have persons of interest who we are following up with â€Ś but we have no arrests and no charges at this time,â€? said IHIT Cpl. Frank Jang. Jang insists police are closer today to finding Shenâ€™s killer than they were six months or a year ago, but they need the publicâ€™s help, and he wants to assure concerned residents and Shenâ€™s family that they have not given up. â€œWe are working hard for her family and working hard for our community.â€? Jang said investigators have looked into more than 200 tips from the public, watched 1,000 hours of video and conducted 600 interviews. â€œWe donâ€™t just sit on our thumbs and do nothing. Our investigators have been working on this every day since July 18, 2017. We havenâ€™t solved this murder and we realize that more than anyone else,â€? he said. Criminal profilers believe the person responsible may have lived near Central Park on July 18, 2017, and may have behaved strangely after Shen was found dead.

Those behaviours include unexpectedly moving (permanently or temporarily) from the area; uncharacteristic avoidance of the Central Park area; withdrawal from social or family activities; missing work or appointments; suicidal gestures or attempts; particular interest in or special attention to media coverage of Shenâ€™s death; and increased or decreased drug and/or alcohol use. IHIT is asking people who may have been in the area of Central Park on July 1718 to check their cellphones and dashcams for video footage that could help in the investigation. The Shen family released a statement Wednesday urging anyone with information about Marrisaâ€™s death to contact police. â€œMarrisa was only 13 years old when her life was taken. It is difficult to express in words the pain of losing her in this terrible way. We were supposed to see her grow up but instead, we have been deprived of the joy of having her in our lives and we are left with thoughts of what could have been of Marrisaâ€™s life,â€? the family said. â€œMarrisa loved life and she had a loving family that cared for her deeply. Kinder Morgan protesters given 72-hour eviction notice The protesters camping on Burnaby Mountain say they’re gearing up for a legal battle after being slapped with an eviction and bylaw notice Wednesday and given three days to leave. The City of Burnaby ordered the occupants of the “Camp Cloud” protest site at Underhill Avenue and Shellmont Street to immediately remove all structures, trailers and vehicles, as well as put out fires, tear down a shower and leash their dogs. Officials warned the protesters to cease their “unauthorized occupation and use” of city lands within 72 hours or face city action to remove the camp. The protest camp started last November with a single trailer parked at Kinder Morgan‘s Westridge Marine Terminal on Burrard Inlet, but was moved in December to the street outside the tank farm’s gates, where it has grown into dozens of tents, trailers and buildings, including a two-level wood structure. Kwitsel Tatel, court monitor at the camp, dismissed the city order as “illegitimate” Wednesday and said protesters would stand their ground to protect water. A proposal being introduced to council Monday would allow the short-term rental only of spare rooms in an owner or renter’s principal residence, or the entire unit while the owner is away. If ultimately passed by council, the restriction would likely greatly reduce the number of listings in Kelowna for services like Airbnb and other short-term rental companies. Last November, city staff say, there were 1,158 Kelowna properties advertised

for short-term rental, of less than 30 days. Eighty per cent of the listings were for entire homes or condominiums, rather than single rooms. The properties were being rented for an average nightly rate of $190. The proliferation of short-term rental properties is said by city officials to reduce housing options for longterm renters and potentially undercut the viability of local hotels and bed-and-breakfasts. “While short-term rental accommodations provide a different option for tourists and an opportunity for additional income for homeowners, they can also present concerns about housing availability and affordability, neighbourhood character and nuisances, and unfair competition to traditional accommodation providers,” reads part of a staff report to council.

Man arrested for allegedly taking photos of women in BCIT washroom A Langley man is in police custody after he was allegedly caught taking photos of women in BCIT washroom. In a safety incident report sent out to BCIT students the BCIT school says it is taking the incident very seriously and is working with RCMP as it investigates. “This afternoon, BCIT’S Safety, Security and Emergency Management (SSEM)

team and the RCMP attended a police incident in the NE1 building on our Burnaby Campus. An unknown male was observed using a cellphone to capture images in female washroom. RCMP were immediately notified, attended campus, and arrested the male suspect who is currently in police custody.” RCMP say the incident occurred at 12:20 p.m. on Monday. Police say the female victim confronted the man, who allegedly pushed the woman and attempted to flee. The man was detained by students until police arrived. Man was arrested without incident and is facing assault and voyeurism charges. His name has not been released. As a precautionary measure, BCIT has increased its security presence and patrols in the NE1 building.

Hearing for VPD inspector accused of slapping buttocks The public hearing for a Vancouver police inspector accused of slapping the buttocks of a female officer has been scheduled for fourdays next week. VPD Inspector John de Haas was accused of slapping the officer’s backside during a Vancouver police graduation ceremony last April. He offered an apology when she confronted him at the time. De Haas received a five-day suspension without pay for discreditable conduct following a disciplinary proceeding with the Office of the Police Complaint Commissioner. On March 1, de Haas requested a review on the record, which the Office of the Police Complaint Commissioner can grant if there is reason to believe the discipline authority’s decision was incorrect or if it’s in the public interest to review the matter. The decision will be reviewed at public hearing, July 25 to 30, before retired provincial court judge Carol Baird Ellan at the Robson Square Courthouse.

Mississauga man sent to hospital after road rage attack It was supposed to be a peaceful summer evening outdoors with friends, but things took frightening turn when a Mississauga man, a father of two, severely beaten in what Peel Police confirm they are investigating it as a hate-motivated crime. Mohammed Abu Marzouk, 39, was just about to head home from picnic he was attending with his family near the Mississauga Valley Community Centre when two men passing on foot behind his car started shouting at the family, “f--king Arab people! Terrorists,” his wife, Diana Attar, said. “You didn’t see us!” the pair shouted before allegedly kicking at Abu Marzouk’s car. Police say they have no indication that anyone was struck by a vehicle before the violence broke

out. Abu Marzouk got out of his vehicle to talk to the men. When he did, Attar says, one of the men punched him in the face. A friend of the couple who was also at the picnic that night came over to try to break things up. He suffered minor injuries. “Please don’t touch him, please don’t hurt my husband. I have

two little girls, please don’t hurt my husband,” His wife Diana Attar remembers pleading. Nearby, she spotted a police car and ran to ask for help. When she returned, her husband had fallen to the ground, blood spilling from his ear and pooling around his head. Moments later, he lost consciousness and Attar began reciting prayers that Abu Marzouk would survive. As she leaned over her husband to hold him, Attar says, she was kicked too. Man was rushed to trauma centre with what his family says were multiple fractures to the face along with brain hemorrhaging. Almost immediately, he was taken into surgery where Attar says they “removed a part of his skull” to stop the bleeding and put on a breathing tube. All the while, Attar says, her four- and six-year-old daughters were asking her if their dad had died and if they would ever see him again. Police now treating incident as hatemotivated Janis Corhamzic, 19, and Adem Corhamzic, 27 have been charged with one count of aggravated assault and two counts of assault. Initially, Peel Police were treating the incident solely as one of road rage. But later that changed with police confirming they are now investigating the attack as hate-crime.

Pair charged in violent robbery caught on camera Lethbridge police say a 26-year-old woman and a 25-year-old man have been charged in connection with a robbery and assault at a grocery store Tuesday. The incident took place Tuesday around 11 a.m., when police say a woman entered London Road Market and took multiple food items, including a glass bottle of pop The woman left the store without paying and met up with a man, police said. A staff member confronted the woman and asked her to return the stolen items. “The male proceeded to punch the employee and a physical altercation — that was recorded by a passerby and has been posted to social media — subsequently ensued,” police said in a news release Wednesday. Police added that as the employee struggled with the male on the ground, the female smashed the glass bottle and used the broken end as a weapon. “At that point the employee and a citizen who had stopped to help backed off and the subjects fled the area.” Police arrested the suspects shortly after the incident. They said the store employee sustained an injury to his face. Constance Red Crow, 26, of Lethbridge, and Dennis Noskey, 25, of Lethbridge, have each been charged with robbery, two counts of assault with a weapon and possession of a weapon dangerous to the public.

Ottawa police arrest woman charged with kidnapping her three children A 42-year-old woman who was wanted for the kidnapping of her three children was found by Ottawa police on Wednesday afternoon and taken into custody. Ottawa police confirmed that they had located Yanna Mavraganis on Wednesday, along with her three children, Maximos, Maya and Marina. Quebec police announced that they believed that Mavraganis was in Ontario and had been staying in shelters in the area. All three children are “in good health,” according to Claude Denis, a spokesperson

for the Súreté de Québec, and were with social services before being returned to their father. Quebec police said that Mavraganis is scheduled to appear in court in Gatineau on Thursday. Neither police department was able to say where the family was located in Ottawa. The missing children were, left to right, Maximos Finley-Mavraganis, 8, Maya Finley-Mavraganis, 8, and Marina FinleyMavraganis, 5. Police reported they were all in good health after being located Wednesday.

South Asian man shot dead in Brampton Palwinder Singh, alias Vicky, a 28-yearold city youth, who had moved to Canada about eight years ago, was shot dead by some unidentified assailants in Brampton, Ontario. The exact reason of the killing is not known, his friend said the attackers had come with the intent to commit robbery. The youth was in the transport business. His parents got to know about the incident from one of Vicky’s friends, who was sharing an apartment with him in Brampton. He said Vicky was killed by some unknown persons after he returned from work. Vicky’s elder sister Jaswinder Kaur, who also lives in Canada, said the investigation officials in Canada would hand over the body in 15 days. Palwinder had celebrated his 28th birthday just two days ago. He last spoke to his parents the

same night. Having gone to Canada in 2010, Vicky had visited his parents twice. His tearyeyed mother, Rajinder Kaur, who is a retired Punjab Agricultural manager, said, “Vicky tried hard to fulfil all our dreams. He was scheduled to come again in November.” Victim’s father Gurmez Singh, a retired ASI from the Punjab Police and a resident of National Avenue in Rama Mandi, said they had renovated their house and had planned to move in as Vicky was scheduled to return in November. His mother said they were planning to get him married. She said, “The Canadian Government should adopt strict measures against people carrying weapons. Many innocent Punjabi youths are losing their lives. Protection should be provided to them.”

Surrey trucking firm loses appeal of $350,000 order involving temporary foreign workers A Surrey trucking company has lost its appeal of a court order that it pay more than $350,000 in restitution to 29 temporary foreign workers it hired as long-haul truckers. Last year, Harlens Trucking Ltd. pleaded guilty to two immigration offences related to the hiring of the workers, many of whom were from India. Noting that the company had misrepresented to the Canadian government that it would pay the workers $23.50 an hour but never had the intention to do so, the provincial court imposed a suspended sentence with two years probation. A term of the probation was to pay restitution to the workers, who were hired from 2011 to 2014. The company also received a $10,000 fine. The sentencing judge heard that although the workers were told they’d be paid $23.50 an hour, the company always intended to pay them on a 40 cents per mile rate. The workers were told that the contracts they had already signed with an hourly rate were for immigration purposes only and they were later instructed to sign new contracts on a cents per mile basis. At sentencing, the Crown presented an accounting report that used the drivers’ log books with a view to figuring out the hours worked by each of the workers, with the report concluding that the total loss to them was $352,001.83. The judge concluded that the workers were unaware they would not be paid the hourly rate and were a

vulnerable class of employees in an unequal bargaining position with the company. Under the federal temporary workers program, to obtain work permits for foreign workers, an employer must prove it has attempted to recruit Canadians and permanent residents for any positions. Applicants that offer to pay less than the prevailing median wage in Canada are denied. On appeal, the company argued that the restitution order was inappropriate because the enforceability of the offers of employment should have been resolved in a civil proceedings and claimed that the workers knew from the beginning they’d be paid on a per cent mile basis so there had been no loss. The company claimed that the offer to pay an hourly rate was a fiction since no one in the trucking industry pays by the hour and even so, the amount paid was the industry standard wage, the same wage paid their drivers who are permanent residents or Canadian citizens. The Crown argued the judge was entitled to deference and had carefully considered the evidence in finding that the law obliged the company to pay the wages and benefits set out in the employment offers and that the workers had suffered a loss. In his ruling on the appeal, B.C. Supreme Court Justice Neill Brown found that the sentencing judge had ample evidence on which to find that Harlens had misrepresented the government as to what it would pay the workers.

1 in 6 Canadians struggling with finances: survey finds More than a quarter of Canadians are already facing serious financial hardship, according to the findings of a new study released Tuesday as part of an examination of poverty. According to the report from the Angus Reid Institute, 21 per cent of respondents said they can’t afford to go for dental care, while one quarter reported they have recently had to borrow money to buy groceries. Angus Reid says it sought to go beyond the usual income-based measures of poverty with this study. Instead, the organization said it asked respondents about their personal experiences in order to paint a picture of the ability of Canadians to make ends meet. Respondents were asked about 12 moneyrelated situations, including whether they’ve used a pay day loan-type service, if they’ve used a food bank, if they’ve not been able to pay a utility bill and if they can afford to go for dental care. Based on the results of those

questions, Angus Reid categorized them into four groups. Those in the “struggling” group — roughly 16 per cent of the population — have faced at least four of the 12 situations, and roughly 77 per cent of them are experiencing at least one on an ongoing basis. Just above that group are those categorized as being “on the edge” who account for about 11 per cent of the population. They are more likely to have only recently begun to face financial challenges, but they’re on the verge of serious difficulty, Angus Reid said. The rest of the population is roughly evenly spread over two groups: the “recently comfortable” and the “always comfortable.” People in the former group generally know what it is like for money to be tight, but they aren’t facing that situation right now. The vast majority of people in the latter group have never experienced any of the financial hardships situations described in the survey.

Hussen said the new premier’s messaging is irresponsible. “It’s divisive. It’s fear-mongering and it’s not Canadian. It’s very dangerous,” Hussen said. “Ontario sadly has chosen the language of fear. Embassy caught off guard when Tory senators met with Sessions Canada’s diplomatic mission in Washington was caught off guard by a high-profile spring trip where a trio of Tory senators met with U.S. Attorney General Jeff Sessions and other Trump administration officials to discuss cannabis legalization. Internal emails obtained by iPolitics through Access to Information show Canada’s embassy in Washington, Global Affairs and other officials here at home only learned about the visit through press coverage, and were not contacted in advance for advice or input into the trip. “The embassy had no visibility on this. We were neither advised nor consulted on the visit,” Adam Barratt, who deals with Canada’s relations with congress at the embassy, wrote to colleagues. “The first we heard of it was in the La Presse article. At this point, it is a political issue,

not a bureaucratic one…I would advise the minister’s office to contact PMO for further information.” The Prime Minister’s Office and Privy Council Office had also initially asked the embassy whether it knew anything about the surprise meeting. Conservative senators Claude Carignan, Denise Batters, and PierreHugues Boisvenu travelled to Washington, D.C. in April after complaining that Liberal cabinet ministers and top officials weren’t clear in their committee testimony about how legalizing cannabis would affect border travel. Services provided, but outcomes not tracked for Syrian refugees: AG The Liberal government is struggling to track the impact of its historic effort to resettle upwards of 40,000 Syrian refugees, the federal auditor general concluded Tuesday in his fall report. Markers like how many kids are in school or how many Syrians are on income assistance weren’t being measured between fall 2015 and the spring of this year, the period examined by the federal watchdog, raising questions about what happened to the population once they began to settle in Canada. While a rapid impact evaluation was conducted by the government for the first wave of arrivals, the auditor general went digging over the longer term, looking to see whether Immigration, Refugees and Citizenship Canada was both providing the services newcomers needed and tracking what happened next. This audit is important because the Syrian refugee initiative will succeed in the long term only if the people it brought to Canada integrate into Canadian society,” the report said. While the federal government did have a plan to track outcomes and went as far as identifying what indicators it should look for, it either didn’t collect the required data outright, or had trouble getting it from the provinces. So what was left was only what existed at the federal level, like whether newcomers were getting their needs assessed or attending language classes.

In both cases, the vast majority of Syrians were, the report concluded. But just b e c a u s e other data -- like school enrolment, social assistance or health care access -- lies with the provinces doesn’t mean the federal government can ignore it, auditor general Michael Ferguson said Tuesday. “It is very much incumbent on the department to collect the information to understand what’s going on at the provincial level as well because it is their responsibility to understand if these refugees are integrating,” he said. Ferguson’s team also found that despite the millions of dollars allocated to settlement services, some organizations ended up cutting services for three months because the federal government was too slow delivering money. The department had asked the organizations to keep the programs going with a promise the money would come later, but 16 groups weren’t prepared to take that risk, the report said, and cut programs. It’s been almost two years since the Liberals launched the program they promised during the 2015 campaign -- to bring 25,000 Syrians to Canada by the end of that year, at a cost of $250 million. The deadline was later bumped back and the budget exponentially bumped up -- just over $950 million has been set aside. One major increase came in settlement funding.

Former Prime Minister Indira Gandhi was assassinated by her bodyguards, who were influenced by the Khalistani cause. The killing sparked the 1984 anti-Sikh riots. The Parliament House had been attacked once earlier, by Kashmiri separatists, in 2001. One of the terrorists involved in the attack, Afzal Guru, was hanged in 2013.

Jio Institute projects Rs 100 crore revenue from student fee in first year In its application to the government, Reliance Foundation’s proposed Jio Institute has projected earnings of Rs 100 crore from tuition and hostel fee to be paid by roughly 1,000 students in its first year of operation. Jio Institute is the only greenfield institution, just on paper as of now, to get the Institute of Eminence (IoE) status along with IISc, IITDelhi, IIT-Bombay, Birla Institute of Science and Technology (BITS) and Manipal Academy of Higher Education. It is expected to admit its first batch of students three years from now. According to the financial plan accessed by The Indian Express, Jio Institute will waive Rs 38 crore as scholarships in the first year, which, on an average, works out to an income of Rs 6.2 lakh from each student. Last year, BITS received Rs 467 crore as tuition and other fees from 13,758 students across four campuses in Pilani, Goa, Hyderabad and Dubai. That’s roughly Rs 3.39 lakh from each student. In its

application for IoE status submitted to the government, BITS committed to increase its student strength to 18,000 by 2021-22. The income from student fee for that year is pegged at Rs 890 crore – roughly Rs 4.94 lakh from each pupil. In its first year, Jio Institute, as per its proposal, will offer the largest number of seats in the discipline of natural sciences (300), followed by engineering and computer science (250), humanities (200), management and entrepreneurship (125), law (90), media and journalism (60), performing arts (50), sports sciences (80) and urban planning and architecture (50). The operating expenditure for the first year is estimated to be Rs 154 crore, of which Rs 93 crore will be spent on salaries and benefits meant for faculty and staff. The Reliance Foundation has claimed it will hire teachers from the top 500 global universities.

USA offers India armed version of Guardian drone The United States has offered India the armed version of Guardian drones that were originally authorized for sale as unarmed for surveillance purposes, a senior U.S. official and an industry source told Reuters. If the deal comes to fruition, it would be the first time Washington has sold a large armed drone to a country outside the NATO alliance. It would also be the first hightech unmanned aircraft in the region, where tensions between India and Pakistan run high. In April, President Donald Trump’s administration rolled out a long-awaited overhaul of U.S. arms export policy aimed at expanding sales to allies, saying it would bolster the American defense industry and create jobs at home. The plan included a new drone export policy that allowed lethal drones that can fire missiles, and surveillance drones of all sizes, to be more widely available to allies. One administrative hurdle to the deal is that Washington is requiring India to

sign up to a communications framework that some in New Delhi worry might be too intrusive, the U.S. official said. The drones were on the agenda at a canceled meeting between Indian and the U.S. ministers of state and defense that was set for July, the sources said. The top level meeting is now expected to take place in September. Last June, General Atomics said the U.S. government had approved the sale of a naval variant of the drone. India has been in talks to buy 22 of the unarmed surveillance aircraft, MQ-9B Guardian, worth more than $2 billion to keep watch over the Indian Ocean. Besides potentially including the armed version of the drone, the sources said the number of aircraft had also changed. An Indian defense source said the military wanted a drone not just for surveillance but also to be able to hunt down targets at land and sea. The military had argued the costs of acquisition did not justify buying an unarmed drone.

Civilian drones set for October flight Drones for civilian purposes are likely to start flying in India from October onwards, a senior official said, as the Civil Aviation Ministry expects to soon put in place the regulatory framework for unmanned aerial vehicles. The use of drones by civilians is currently restricted by aviation regulator DGCA. Civil Aviation Secretary RN Choubey said the ministry is working on putting in place a system wherein registration and flying

permission for civilian drones is done online. At present, aircraft rules do not cover use of drones as well as their sale and purchase. In October 2014, the Directorate General of Civil Aviation (DGCA) had restricted the use of drones and unmanned aircraft by civilians. In November 2017, the ministry came out with draft norms for draft norms for operating drones for civilian purposes.

10-year old boy denied visa to see dad in Australia A 10-year-old Indian boy has been refused an Australian visitor visa for the third time as the Department of Home Affairs feels he does not have “employment or financial incentives” to return back home. A visitor visa for Harmanpreet Singh was applied so that the boy can meet his father and stepmother in Melbourne during his school summer vacation, the Australian media reported on Tuesday. “It has been three years since I have seen my son. We applied for his visa thrice and they (Australian authorities) have refused the application with the same reason,” his father Harinder Singh said. Harinder Singh’s wife died in a road accident in India in 2012. He later remarried and moved to Australia in 2015. His son also came to Australia with him, but returned the same year to continue his studies. Harinder Singh and his wife currently have a restriction on travelling overseas. Harmanpreet Singh, who currently lives with his grandmother in India, first applied for a visitor visa in 2017. But the visa was refused as the Australian Department of Immigration and Border Protection wasn’t convinced that he intended to stay temporarily in Australia. He again applied for a visitor visa on May 3 this year; that too was refused.

Girl pilot dies on her last flight test “The best way to predict the future is to create it,” wrote Nisha Sejwal on her Facebook timeline on December 28 last year. Little did the young aviator know that the dream life she had begun to live would come to an end so abruptly. Barely 20, Nisha from Delhi was among three persons who died in a rare midair collision between two training aircraft in Florida, US, on Tuesday. Jorge Sanchez, 22, and Ralph Knight, 72, were the other two. The planes —- Piper PA-34 and Cessna 172 — belonging to Dean International School smashed into each other over Florida Everglades near Miami. According to her social media profile, she was an alumnus of DAV Model School, Yusuf Sarai, Delhi, and Amity International School, Saket, also in Delhi. “MTV Roadies” was among her favourite shows and “The Tiny Stories” her favourite read.

Technically, this was Nisha’s last flight test, said sources, after which she was to get her Commercial Pilot Licence (CPL). The couple then tipped off police, according to CNA. India’s NDTV cites an unnamed police source as saying all four babies were sold within the past year. The Times reported on Monday that the last of the four, the 6-month-old boy, had been located and recovered. The newspaper said he was bought by a couple living near Ranchi. “We are getting many leads, but we cannot divulge them as of now,” Ranchi Superintendent of Police Anish Gupta was quoted by the Times as saying. “We are working on verifying them,” Gupta said.

BJP MP’s daughter among 19 held in cash-for-job scam The daughter of a BJP Lok Sabha member is among the 19 more serving Assam Government officials arrested on Wednesday in connection with the “cash-for-job scam” that rocked Assam Public Service Commission (APSC) before the present BJP-led government came to power in the state in May 2016. These officials, selected by the Assam Public Service Commission (APSC) in 2016, are serving at various locations in the state. They were called to the Assam Police Special Branch headquarter to undergo a handwriting test and subsequently arrested. They will be produced in the court on Thursday. So far, 55 serving officials have been arrested

in connection with the scam after forensic examination indicated that they indulged in malpractices. The 19 officials arrested on Wednesday included 13 Assam Civil Service officers (ACS), three Assam Police Service (APS) officers and three allied service officers. Pallabi Sharma (APS), daughter of BJP MP from the Tezpur Lok Sabha constituency RP Sharma, was among the officers arrested on Wednesday. The BJP MP has cried foul over the arrest of her daughter and termed it a political conspiracy aimed at him. He said many other officers appointed at the behest of some other powerful political leaders had been kept out of the investigation process.

EU, embassies write to Sri Lankan leader on executions The European Union (EU) and other diplomatic missions on Monday sought verification from the Sri Lankan government on its stand to resume executions after a rise in crime. In a joint statement, the EU delegation and the embassies of Britain, France, Germany, Italy, the Netherlands, Romania, Canada and Norway said they have written to Sri Lankan President Maithripala Sirisena regarding the issue. There is a rising crime wave in Sri Lanka, including gang-related killings, narcotics, robberies and sex crimes, leading to a public outcry demanding executions. The government has responded by saying it will execute prisoners who have allegedly taken

advantage of a moratorium on executions to continue their drug trade from prison. The Airports Authority of India (AAI) will operate the Mattala airport named after Rajapaksa in his home district. The Mattala Airport was built with high interest commercial loans from China. The private public partnership will see AAI entering a 40-year lease agreement to take up he management control of the airport.

Early this month, Siripala de Silva, speaking at the adjournment motion moved by the opposition, said: “We need to revive this dying airport which caused a massive loss of rupees 20 billion.” The final terms of the agreement with India, however, remains to be worked out, the minister had said. The airport was officially opened in March 2013. The only international flight operating from there was halted in May due to recurrent losses and flight safety issues. The airport has the capacity to handle one million passengers a year and is expected to handle five million passengers, 50,000 tonnes of cargo and 6,250 air traffic operations per annum by 2028. The government in 2017 invited investors to turn the airport into a profit-sharing joint venture. However no proposals were received to operate, manage and maintain it. The seaport built in Hambantota, another Rajapaksa pet project, has been leased to China to set off Chinese loans as equity.

Ranbir Kapoor’s tenant sues him for Rs 50 lakh Ranbir Kapoor, who leased out his plush apartment in Trump Towers, located in Pune’s Kalyani Nagar, in October 2016, has been sued by the tenant for allegedly not honouring the terms of the rental agreement. Koregaon Park resident Sheetal Surywanshi, who had moved into the 6,094 square-feet apartment after renting it on leave and license basis, has sought damages and interest for being evicted much before the lockin period stated in the agreement. The license fee was

decided at Rs 4 lakh per month for the first 12 months, and Rs 4.20 lakhs for the next 12. Over and above Suryawanshi paid a deposit of Rs 24 lakh. The case is on in the Pune civil court, where Suryawanshi has sought damages to the tune of Rs 50.40 lakh and interest of Rs 1.08 lakh stating that her family suffered ‘severe inconvenience and hardships’ due to the sudden eviction. According to her, in August 2017, 11 months after she moved in, she was asked to vacate the flat. She eventually moved out by October-end 2017.

Doyen of Hindi poetry Gopal Das Neeraj passes away at 93 POETRY legend Gopal Das Neeraj passed away at the AIIMS trauma centre on Thursday. He was 93. A Padma Bhushan awardee, Neeraj had suffered a head injury in a fall at home in Agra and was undergoing treatment at a hospital there, said Dr Rajesh Malhotra, chief of the AIIMS trauma centre. “He was shifted to the trauma centre on Wednesday night in a critical condition. He had kidney failure, infection all over his body and a head injury. He passed away yesterday at around 7.30pm,” he said. Neeraj’s family was by his side during his last hours. The poet, who also wrote songs for Bollywood films, was awarded the Padma Shri in 1991 and Padma Bhushan in 2007.

Paying tribute to the poet, Prime Minister Narendra Modi called his work “unforgettable gems”. Growth in Greater Vancouver house prices slowing: realtor survey

rices for homes in Greater Vancouver have stalled over the last two quarters, a new survey says, even as prices year over year still show big growth. The latest Royal LePage House Price Survey, released Tuesday, shows that when compared to the same time a year ago, the aggregate home price in the region is up 7.2 per cent to $1,269,816, with condominium sales driving much of that growth: the median condo price is up 18.4 per cent compared to a year ago, at $692,452. But when tracked with data from January, when the same survey showed the aggregate home price was up 8.5 per cent year over year â€” a number driven again by condos; they were up 20.2 per cent â€” there has been a slowing in growth over the last six months. The latest surveyâ€™s data show there has been little growth over the last two quarters, with the latest three-month period up just 0.5 per cent compared to the first three months of 2018. While the year-over-year growth in aggregate price in Vancouver (2.4 per cent), West Vancouver (3.8 per cent), North Vancouver (5.9 per cent) and Richmond (six per cent) are all below the regional average;

Burnaby, Coquitlam, Surrey and Langley saw above average growth of 8.5, 14, 16.4 and 21.2 per cent respectively. The aggregate price in both Surrey and Langley remains below $1 million: Surrey is at $900,433, Langley at $975,360. The median condo price in Surrey is now $381,626, up 25.6 per cent compared to last year.

The long term picture is a staggering thing to contemplate, as laid out by a Royal LePage representative. â€œCondominium prices continue to grow at unprecedented levels across Greater Vancouver,â€? Adil Dinani, real estate adviser, Royal LePage West Real Estate Services said in a news release. â€œPurchasers look to condominiums for relative affordability, yet with competition continuing to

intensify, property values within the segment now outstrip most detached markets across the country. â€œTo put it into perspective, the budget now needed to purchase a condo could have netted someone a two-storey home here in Greater Vancouver four years ago.â€? At the beginning of the year, Royal LePage predicted there would be 5.2 per cent growth over the rest of the year, but they now expect growth to be relatively flat, just 1.5 per cent over the next quarter. Royal LePage points to erosion in affordability and new governmental policies that have put pressure on purchasing power as the reasons for this slowed growth. New rules introduced in January, aimed at curbing consumer debt, have made it harder to get a mortgage, for instance. â€œDuring the quarter inventory began to rise in the regionâ€™s detached segment as sales activity slowed and affordability constraints continued to price many purchasers out of the market. â€œAs a result, large swaths of prospective homeowners continued to look to condominiums in the metropolitan area in search of value, pushing prices higher and intensifying

Rental rates shoot up another 11.2 per cent in Toronto areas

Urbanation calculates that for an average-sized condo apartment (732 square feet), the monthly rent for new leases signed this spring hit $2,302, an increase of 11.2 per cent over similar leases signed in the same period in 2017. And there’s no signs of the trend slowing down: “The $231 average increase over the past year was the largest ever recorded by Urbanation, with rents having risen by $367 in two years,” the company said in a release. The

rising prices are a reflection of vacancy rates hovering around the 1 per cent mark across the region. “Current rental supply has fallen to a critically low level. Demand has been pouring into the market,” said Shaun Hildebrand, President of Urbanation. Condos are not the majority of Toronto’s rental market mix, but are a key component and appear to be a leading indicator in the region’s affordability challenges: Urbanation data for 2017 showed the GTA has

more than 384,000 condo apartments, of which 32 per cent (125,801) were rented out. Given that the CMHC’s total rental apartment figure for the GTA is 311,596, condos represent more than a third of the region’s rental stock. Urbanation data comes from leases tracked through the real estate industry’s Multiple Listing Service (MLS), which has become an increasingly important tool for renters hoping to find housing but does not capture all the leasing trends in the region. three quarters. The first quarter of 2018 saw the lowest number of MLS leases since 2015, just 5,302 agreements down 12 per cent from 2017. There are several potential causes for the slowdown, including a markedly slow rate of new construction condos being delivered to the market. Just 3,264 condo units were registered in the region in the second quarter, down 28 per cent from the previous year. Also, in the 12 months ending in the second quarter, the turnover rate for existing renters fell sharply (only 7.8 per cent of rented units were rerented through MLS) and there were signs that fewer of the new units delivered to the market were turned over to renters: the 25,955 lease transactions for condos is the lowest 12-month total in three years.
