Liberals trying to protect Monsef by deflecting from issue of her birthplace By Umendra Singh: PM Justin Trudeau’s top advisor, Gerald Butts, fresh from having to pay back part of the almost $200,000 in moving allowance that he and a colleague claimed, is trying to pull another fast one. Butts, who is principal secretary to Justin Trudeau, used social media to make the link between criticism of the Liberal cabinet minister and a campaign that falsely claimed that U.S. President Barack Obama was not born in America. Butts specifically called out the Globe and Mail on Wednesday evening after it published an editorial about Monsef online. The editorial appeared in Thursday’s newspaper. He also alluded to race being a factor in the overall questioning and criticism of Monsef that has taken place mostly online. Not defending anything the Globe and Mail may or may not have done here but Butts is stretching the truth to beyond breaking point by comparing the Monsef birthplace scandal to the American birther issue surrounding President Obama. In the American birther controversy, several American right wingers, led by one Donald Trump, claimed that Obama was not born in the United States (a constitutional requirement for a presidential candidate) and that he may have been born in Kenya, where his father was from. They persisted with their theory even after Obama produced his birth certificate showing he was born in Hawaii.

In the Monsef birth place scandal, the Minister herself admitted that she was born in Iran and not in Afghanistan as she and her family claimed when they applied for refugee status in Canada in 1996. She claimed that at least one or both her parents were Afghanis and they considered themselves Afghanis but the fact remains she was born in Iran when all her Canadian landed and immigration documents state that she was born in Afghanistan. Monsef claims her mother never told her until now she was born in Iran although there have been rumours flying around in Southern Ontario political circles for many years that Monsef was actually born in Iran - and not Afghanistan. And wouldn’t a 11 year old Monsef in 1996, or later, know her she was born? She is not very smart if she did not know - but that is to be expected from a federal Liberal. Why is this a big issue ? Well, first of all, there has been online conspiracy theorists claiming that it is far easier to get refugee status in Canada if you are born in Afghanistan instead of Iran - specially in 1996. There appears to be some legitimacy to this theory going by the number of Iranians and Afghanis accepted as refugees in Canada and the time it takes to be accepted in Canada. Secondly, the Liberal Party and Monsef herself made this a big issue during the lead up to last year’s election by continuously harping on what a great story she was having been born in war torn

Afghanistan and coming to Canada as a refugee and becoming a politician. Doesn’t sound the same if Monsef was born in Iran, does it? Now Butts, Monsef and the federal Liberals are trying to sweep the scandal under the carpet. Fact is, Monsef and her family were granted refugee status and immigration status in Canada based on wrong information - no ifs and butts about it. That wrong information (either given intentionally, unintentionally or in error) needs to be corrected and that means that Monsef may have to lose her Canadian citizenship and immigration status temporarily and apply all over again. This will lead to her losing her parliamentary seat and cabinet post. That is the law and it should be followed. Would an ordinary refugee without the protection of the federal Liberals be given the same exemption as Butts is apparently asking for Monsef? I very much doubt it. I am hoping the federal Liberals don’t pull the same stunt as they did with Sheila Copps after the 1993 election. In that election, the Liberals promised to get rid of the GST if elected to the government. Then deputy leader and future deputy PM, Copps even promised to “resign” if the Liberals did not keep their promise. People took this to mean that she would not be part of any Liberal government that kept the GST. But the Liberals love playing with words and people’s emotions. When the federal Liberals won the election and refused to get rid of the GST, Copps was reminded of her campaign promise. She huddled together with the Liberal strategists and came up with an idea. She resigned her seat from Parliament and immediately sought reelection from the same seat as a Liberal candidate in the by-election. She did not even blush with embarrassment. She was re- elected and was honoured with the post of deputy Prime Minister. She did not actually lose her seat or anything else. The taxpayers lost hundreds of thousands of dollars that cost to hold a by election. Well, the Liberals better not cook up a similar trick this time. But that is what Butts is trying to do. To deflect from the real issue of Monsef and her family lying about her birth place. There is no comparison to the American birther issue. And Monef is no Obama. She is someone who tried to cut into the refuge pipeline into Canada by claiming to be born in Afghanistan when in fact she was born in Iran. No ifs and buts about it. No pun intended.

In B.C., a similar motorcycle helmet exemption is open to any Sikh who “has unshorn hair and habitually wears a turban composed of 5 or more square meters of cloth.” The B.C. exemption, enacted after a 1999 human rights tribunal decision, was made with the full knowledge that it would likely result in more Sikhs getting killed on B.C. highways. They have suffered significant financial, emotional and physical harm arising from the scheme.” The judge said it was difficult to accept Samji’s argument that she became involved in the Ponzi scheme because of a confluence of three factors, including a large outstanding debt, her diagnosis of cancer and her subsequent depression. He said Samji was apparently able to pay back the financial debt yet continued to perpetrate the scheme, which only unravelled after it was discovered. Rideout didn’t accept that she had exercised poor judgment. “She knew exactly what she was doing and went forward with eyes wide open. It was aggravating that she used her position as a notary public to lure investors who unwittingly believed that their investment funds would be safe in her non-existent notary trust account.” Samji had little reaction to the sentence. A woman in the public gallery of the courtroom shouted out, “Bye, Rashida,” as the accused was led away in handcuffs by sheriffs following the imposition of sentence. Though Samji was taken into custody, the B.C. Court of Appeal later ordered that she be re-released on the $100,000 bail that she has been on since the charges were laid. She will remain on bail pending her appeal of a ruling by the judge that found the decision to criminally prosecute her was not a violation of her rights because the B.C. Securities Commission had already imposed a $33 million penalty against her. The sentencing dealt with the impact on 14 investors who were defrauded out of $16 million over a 9 1/2 year period, from 2003 to 2012. The scheme saw Samji solicit money that she told investors would be used as collateral to provide “letters of comfort” for Vancouver’s Mark Anthony Group so it could obtain financing for operations in South America and South Africa. But Mark Anthony was unaware that it was being used in the scheme and instead of paying investors up to 12 per cent per year in interest, Samji was paying them back using their own money.

Gas prices spike in Metro Vancouver overnight

Gas prices spiked in Metro Vancouver overnight, with analysts predicting another slight increase over the weekend. Dan McTeague, senior petroleum analyst with Gasbuddy.com, said prices went up by five cents on Friday to $1.24 a litre in the region. He predicted Friday that gas will go up another penny on Saturday, with a chance of increasing again on Sunday. This time last year the cost of gas was around $1.16 a litre. He said about two cents of that five-cent spike may be attributed to OPEC’s agreement to cut oil production, but the majority is likely due to a couple of refineries south of the border struggling to meet demand. Either the Washington refineries are not producing enough to meet demand, or there may be undisclosed internal problems, said McTeague. OPEC agreed on Wednesday to modest oil output cuts, in the first such deal since 2008, according to Reuters. The report

said the Organization of the Petroleum Exporting Countries would reduce output to a range of 32.5-33.0 million barrels per day. OPEC estimates its current output at 33.24 million bpd. “The global demand for oil is less than

enthusiastic,” said McTeague. “That and a slowing global economy, plus more efficient vehicles has left a significant oil overhang.” McTeague predicted that the weakness of the oil industry and Canada’s inability to get the product to market will depress the Canadian dollar.

Surrey RCMP shut down marijuana dispensary Surrey RCMP have shut down the Da Kine Glass & Gifts medical cannabis dispensary and arrested three people at the retail outlet located in a strip mall at the corner of 104 Avenue and 152 Street in Guildford. Surrey RCMP spokesperson Sgt. Alanna Dunlop said police were responding to a complaint about possible criminal activity inside the facility. “We did get information that this location was possibly selling marijuanatype products,� said Dunlop. “We attended and based on our observations, we initiated a Controlled Drugs and Substances Act investigation. Three people have been arrested and subsequently released and our

investigation is ongoing.� Police are now waiting for a warrant to enter the premises and have been guarding the facility to ensure no one enters it. Da Kine is one of 13 B.C. dispensaries owned and operated by Don Briere, including six in Vancouver where the local police have adopted a hands-off approach towards enforcement of cannabis prohibition. Employee John Tower said over the phone that at least six RCMP officers attended the scene for several hours Sept. 28, which he called a questionable use of taxpayer resources given that Liberal prime minister Justin Trudeau has pledged to legalize recreational cannabis use.

Housing costs scare millennials: Vancity report Many people believe millennials continue to live at home so they can afford a party lifestyle. But a new study by Vancity of millennials in Metro Vancouver pokes holes in the stereotype. The study found that local millennials living at home spend less on alcohol and tobacco than people their age did 25 years ago. And they aren’t blowing all their money — one-third of local millennials living at home are saving more than half of their earnings for their own place. That said, 57 per cent of local 20-to-35-year-olds living at home say they can’t afford to pay rent. “The affordability of housing is impacting them, so they’re staying at home longer,” said Vancity’s William Azaroff. “(But) many are saving towards being able to move out, (saving for) a down payment or some kind of little nest egg to allow them to get into the rental market.” Arrested Development: the Impact of Affordability on Millennial Living surveyed 407 parents and 409 millennials living at home in Metro Vancouver. It found that 61 per cent of local millennials are still living at home, and that 23 per cent of the millennials between 25 and 35 have never had their own place. This is higher than across Canada, and going up. In 2011 — the last year for national numbers — Statistics Canada found that 47 per cent of B.C. millennials between 25 and 29 were still living at home, compared to 42

per cent in the rest of the country. It’s a far cry from 1981, when 27 per cent of people between 25 and 29 across Canada told Stats Can they were still living at home. One of the big factors is the high cost of rent. Today’s millennials are spending 30 per cent of their earnings on rent, compared to 22 per cent for Gen-Xers in 1992. “They actually spent more on shelter than any other age category, except people over 75,” said Azaroff. Another problem is the high cost of transportation. “We talk a lot about shelter, but it’s shelter and transportation together,” said Azaroff. “If you have to move farther and farther out in order to afford something you spend more on transportation. So the second largest cost for Canadian millennials is transportation, at between 16 and 22 per cent of their household income. “(If) you put those two things together, a pretty staggering amount of their income is spent on shelter and transportation.” Twenty-five-year-old Becca Clarkson recently moved back in with her parents in Vancouver, partly to save money, partly because her parents have retired and are travelling. She agrees that the stereotypes about her generation living large can be offbase. “We’re not all staying in on Friday nights and Saturday nights and doing nothing,” she said. The UBC creative writing grad is paying the bills working in communications and freelancing. But finding a good job is tough.

Vancouver’s housing-bubble risk unmatched on the planet, says Swiss bank When it comes to overpriced real estate, Vancouver’s “bubble risk” is unmatched on the planet, according to a report by Swiss bank UBS. The rise in Vancouver’s average housing prices compared with the growth in average wages, rents and other economic factors make it the most likely to experience a sudden downward correction compared with 17 other large cities around the globe, according to the UBS Global Real Estate Bubble Index released this week. The report also warned that investors are less likely to see growth in property value in high “bubble risk” cities. Jon Woloshin, strategist at UBS Wealth Management Americas, said the report doesn’t mean Vancouver is likely to experience a home price correction like the U.S. housing crisis that contributed to the 2008-09 recession. Rather, it’s meant as a cautionary signal for potential real estate investors. “Based on the different criteria that were factored into all these major markets, as we sit here today, Vancouver on a risk-reward basis scored the lowest, which is why it’s at the top,” he explained. He added that the province’s move to control the city’s overheated housing market by imposing a 15 per cent tax on foreign buyers of homes in Metro Vancouver as of Aug. 2 could reduce its bubble risk rating. The UBS report was based on Vancouver data up to last spring, before the foreign buyers’ tax was implemented. “If the government cracks down and really goes after it, yeah, I think it will have an impact,” Woloshin said in a telephone interview from New York. “If a lot of smart lawyers get involved,

maybe it becomes less of an issue.” Last week, the British Columbia government credited its new tax in

reporting that housing deals in Vancouver involving foreign buyers dropped to 60 between Aug. 2 and Aug. 31 after hitting 1,974 between June 10 and Aug. 1. In early September, the Real Estate Board of Greater Vancouver said home sales fell 26 per cent in August compared with the same month last year. It reported that the composite benchmark price for all residential properties jumped 31 per cent to $933,100. In its report, the bank places Vancouver ahead of London thanks to prices that it says have risen by 25 per cent since the end of 2014. Last year, in its first such report, UBS rated Vancouver fourth behind London, Hong Kong and Sydney, in that order. The 2016 UBS report says Vancouver’s housing has been overpriced since 2007 but has gone into “overdrive” in the past two years due to strong demand among foreign investors and low interest rates. It adds bubble risk is also high in Stockholm, Sydney, Munich and Hong Kong, while homes in Singapore, Boston, New York and Milan are fairly valued. Chicago’s housing is undervalued.

Paramedics take 4 hours to respond to accident in Surrey The Surrey Fire Service is demanding answers after firefighters were left to care for victims of a car crash for nearly four hours on Monday before paramedics arrived. “They waited for the ambulance for approximately three hours and 50 minutes. That amount of time is excessive. If you put

yourself in the patients’ position, it would’ve been very uncomfortable,” says Surrey Fire Service assistant chief Chris Keon. The accident happened at 160 Street and King George Boulevard, at approximately 11:50 a.m.on Sept. 26. Two people had possible back injuries, and firefighters stabilized them while waiting for ambulance crews to arrive. But three times, an ambulance was called only to be diverted elsewhere. Paramedics

eventually arrived on scene around 3:30 p.m. “We have to do a very thorough review of this situation, what went wrong,” says Linda Lupini, vice president at B.C. Emergency Health Services. “It’s a rare event.” “I was appalled when I heard it took this long, and I want to make sure we do a very thorough internal review.” Keon says even though Monday’s incident was rare, he has seen ambulances take longer to arrive on scene over the past few years—from an average of five minutes to now approximately 20 minutes. Lupini says it’s due to a change made in 2013, where emergency calls were downgraded if they didn’t involve critical incidents. However, she says changes should be made so that when ambulances are rerouted from a non-critical situation multiple times, it can be flagged. “We need an escalation process where somebody is more aware of the timing and has conversations with first responders ... can get someone to the scene faster, and we have to have a process so we can respond to these unusual situations.” Lupini says they’ve apologized to the couple involved in the accident.

Pattullo Bridge vulnerable to major wind and seismic events, report finds A major wind storm or earthquake could cause serious damage to the Pattullo Bridge, according to a report presented to TransLink’s board of directors. According to the report, the bridge does not meet modern wind or seismic load design standards, and upgrading it to do so would not be technically or economically feasible. “Management does not consider the existing bridge as being viable from a risk and financial management perspective beyond the 2023-2024 timeframe,” the report reads. “This [bridge] represents TransLink’s most urgent major infrastructure risk.” New Westminster city councillor Chuck Puchmayr said the report is cause for concern. “I was quite alarmed when the report ​ stated that the actual wind impacts could be that severe that it could put the public at risk,” he said. Puchmayr also questioned why the provincial government is spending $3.5 billion to replace the Massey Tunnel when the Pattullo is in such desperate condition. “The province has no problem bypassing

TransLink and spending money to build a new 10 lane bridge to replace the Massey Tunnel,” he said. “To not have money available for a bridge that is in very critical condition

makes no sense whatsoever.” The newest problems with the Pattullo were discovered during the design process for the rehabilitation work that took place earlier this summer, intended to extend the bridge’s life another seven years while replacement options are considered. In an emailed statement, TransLink said these vulnerabilities highlight the need to replace the 79-year-old bridge, a major regional transportation artery between Surrey and New Westminster.

BC cities join push to halt Vancouver Island old-growth logging B.C. municipal leaders have thrown their weight behind a call to halt the logging of Vancouver Island’s remaining publicly owned old-growth forests. The resolution passed by a significant margin Wednesday at the Union of B.C. Municipalities convention. Metchosin Coun. Andy MacKinnon said the aim is to transition to a logging economy based solely on second-growth rather than the continued cutting of remaining oldgrowth. “The current model of liquidating the last stands of old growth on this island is not serving anyone well,” Victoria Coun. Ben Isitt said. “There’s less jobs. There’s less protection for drinking watersheds. There’s less biological

diversity. And there’s major threats to the tourism sector.” Vancouver Island has 840,000 hectares of old-growth forest out of 1.9 million hectares of Crown forest, according to government statistics, and only only 313,000 hectares are available for timber harvesting. Most of the oldgrowth is shielded in existing parks and protected areas, including the fully protected and specially managed areas of the Clayoquot Sound International Biosphere reserve. Campbell River Coun. Charlie Cornfield was among the UBCM delegates who opposed the resolution.

Premier funds water, firefighter help for communities

In what looked and sounded like a roadtest of her 2017 election campaign, Premier Christy Clark used her annual speech to municipal leaders Wednesday to announce new funds for water systems and benefits for forest firefighters. Speaking to a packed room of local politicians at the Union of B.C. Municipalities convention in Victoria, Clark committed $148 million to a clean water and wastewater fund for communities. That funds a third of the costs, with federal contributions raised to 50 per cent, leaving local governments to raise the remainder. Clark praised B.C. Government Employees’ Union president Stephanie Smith for pushing to extend her union’s benefits to seasonal forest fire-fighters, several of whom joined Clark and Smith to address the media after her speech. Smith said about 200 firefighters will receive benefits this year, and more in future years. Clark also announced an additional $10 million to support a drug addiction treatment centre, research and health care training in response to the growing opioid overdose epidemic that has spread from B.C. across the country. Clark touted the benefits of the Pacific

Northwest LNG project in northwestern B.C., which was given federal approval this week. Taking questions after the speech, she would not predict when the Petronas-led group of Asian investors would proceed with the $36 billion investment, but said China and India in particular are anxious to move to natural gas as a cleaner fuel. NDP leader John Horgan described Clark’s speech as a repackaging of her 2013 election campaign, with “B.C. first” replacing “families first” and a promise to eliminate operating debt replacing one to pay off all debt with natural gas revenues. Horgan said the province needs to renew its focus on the forest industry. A sawmill in Merritt has announced it’s closing due to a lack of logs, while record log exports are being shipped out from coastal forests, he said. “If we can send raw logs to Asia, we can get them up the Coquihalla,” Horgan said. Clark said the B.C. and federal governments are focused on reaching a new lumber trade agreement with the United States, which appears poised to impose new duties on Canadian lumber as the old agreement runs out in October.

Power in Fraser Valley restored after outage BC Hydro says power has been restored to more than 55,000 homes in the Lower Mainland Wednesday afternoon — most of them in the Fraser Valley. An estimated 40,000 customers were left in the dark in Abbotsford and Chilliwack, and

others affected were in Delta, Langley and Surrey. BC Hydro’s website says a “transmission circuit failure” was responsible for the massive power outage.It says the power outage started shortly after 1:30 p.m. PT.

Second serious stabbing in Surrey this month Surrey RCMP are investigating the stabbing of a man in Whalley on last weekend. It was the second serious stabbing in 10 days on the notorious “strip,” the first of which was fatal. The most recent was on Saturday (Sept. 24) at about 4:40 a.m., when RCMP received a call of a stabbing in the 10600-block 135A Street. They arrived to find a 25-year-old man with stab wounds and had him taken to hospital where he was in serious but stable condition. He remained in that condition as of Tuesday afternoon. The initial investigation showed there was an altercation between two men

when one of them was stabbed. Police spoke with witnesses and have determined it was a targeted incident. Police were unable to provide a suspect description at this time. On Sept. 14, Troy Clysdale, 49, died after being stabbed on 135A Street at 108 Avenue. Boni-Muhammed Mutawakel, 20, remains in custody facing a charge of aggravated assault in that attack. English is now a must on bus stop ads in Richmond. Richmond city council recently signed a contract with Pattison Outdoor Ltd. stipulating that any advertising with a foreign language at bus shelters and benches must have at least 50 per cent English. “It seems to be reasonable to expect that as we want people to have signage on their businesses in English, we want to have it, too, in our bus shelters,” said Richmond Mayor Malcolm Brodie. The new 20-year contract, which went into effect this month, is the latest development in an ongoing issue over signage in a city where half of its residents identify as

ethnically Chinese. The new requirement comes more than a year after city council ditched a proposed bylaw mandating English-language signs for stores and businesses in favour of education and outreach, partly because of concerns over a Charter of Rights challenge. Regulating language at bus stops appears to face fewer hurdles. “In this case, because the bus shelters are on city property and exist in a contract arrangement, we had a higher level of control,” said city spokesman Ted Townsend.

Delegates questioned Clark why the province took so long to earmark resources to stop the drug death epidemic. “Hindsight is 20-20, but we’ve done more than anybody else in the country,” she told them. Clark said B.C. will provide $10 million to support a B.C. addiction treatment research and training centre to fight the overdose epidemic. Part of the money — $5-million — would support a new B.C. Centre on Substance Use (BCCSU) to target solutions to the overdose crisis. “We are halfway to our goal of 500 more recovery beds in the province. But we recognized we’ve got to really step up those efforts. It’s absolutely urgent,” she said. “I think every parent in the province that hasn’t been affected sits home and worries every night if their children are out at a party. Every single one of these deaths is not just tragic, it is absolutely preventable.” The money to fight addiction deaths is being applauded. “This investment to create

the B.C. Centre on Substance Use will save lives ... it will help to address many of the health and social challenges associated with untreated addiction facing the health care system in B.C.,” said Dr. Evan Wood, medical director of addiction services at Vancouver Coastal Health and Providence Health Care. The other $5 million is earmarked for other priorities like training police about how to use naloxone to save lives as well as: More community forums to educate about the dangers of fentanyl. “The prevalence of fentanyl and other harmful opioids has increased the exposure of police officers ... it’s critical that they are trained to assist individuals who are in danger and also have the ability to protect themselves,” said Solicitor General Mike Morris. The premier underlined her own role as a mother throughout the speech, referring to her own son, Hamish, in her opening. She drew laughter from the 2,000 municipal leaders at the convention, describing how her son laughed at the thought of her trying to be as perfect as the Royal Family, and admonished her for not telling him he needed to keep his hands out of his pockets in front of the British guests.

Money stolen from Parent advisory council bank accounts of two Surrey schools Police are investigating the disappearance of funds from the bank account of the parent advisory council (PAC) at a second elementary school in Surrey. The PAC at Serpentine Heights Elementary first noticed the funds were missing while reviewing their books at the end of the last school year, according to the school district. “A few days later, they decided they needed to call the RCMP,” said Doug Strachan, the spokesman for the Surrey School District. Strachan said between $15,000 and $20,000 were found to be missing from the account. RCMP began their investigation in late July. Parents were informed of the situation

at the PAC’s annual general meeting last week. At this point in the investigation, RCMP said there does not appear to be a connection to the funds recently discovered to be missing from the PAC account at École K.B. Woodward, another Surrey elementary school. The school PAC in that case discovered, through a statement from the bank, its account, which contained $20,000 to $30,000, had been emptied — money that was to have been put toward a new playground. The PACs at both K.B. Woodward and Serpentine Heights have already begun fundraising efforts to replace the missing money.

Premiers send Trudeau letter demanding meeting on health care

Provincial and territorial premiers have written to Justin Trudeau to seek a firm commitment from the prime minister for a meeting on health-care funding before the first ministers’ meet to discuss climate change this fall.

In the letter obtained, the premiers say if a meeting on health care is not possible by mid-December, they want the prime minister to commit to extending increased health-care transfers for at least another year. “In the spirit of collaboration and to reflect the importance of this issue, we believe that this meeting should be confirmed prior to the first ministers’ meeting on climate change and clean growth,” Yukon Premier Darrell Pasloski wrote on the premiers’ behalf earlier this month. Trudeau and the premiers are due to meet this fall to finalize plans for reducing Canada’s greenhouse gas emissions. In his letter, Pasloski says premiers would also like to hold a meeting “solely dedicated

to long-term health-care financing before mid-December.” The premiers publicly asked for a meeting with Trudeau in July, but have so far failed to secure a commitment from the prime minister. The premiers are unhappy with a planned decrease in the annual increase attached to the Canada Health Transfer (CHT), the mechanism through which the federal government provides provincial and territorial governments with funding for health care. Previously set at six per cent by Paul Martin’s Liberal government, the rate was scheduled by Stephen Harper’s Conservative government to decrease to a minimum of three per cent next year. “If a meeting on long-term health-care financing is not possible within the proposed timeframe, we ask that you formally commit to postponing the entry into force of the proposed CHT changes for at least one year,” Pasloski writes. “This will give us the opportunity to reach an agreement that reflects intergovernmental collaboration and is respectful of [provincial and territorial] jurisdiction, which we believe will be to the benefit of all Canadians the Canadian federation.” This isn’t the first time the premiers have tried to use a federal government priority as leverage in their fight for increased health care funding.

Surrey man guilty of carjacking spree involving pregnant woman, infant A Surrey man who carjacked a pregnant woman and then stole a vehicle with an infant inside just before Christmas two years ago has been convicted of seven offences. During an appearance in provincial court in Surrey on Monday, Edward Joseph Biwer was found guilty of three counts of robbery, one count of using an imitation firearm while committing an indictable offence, one count of dangerous driving causing bodily harm and one count of possessing stolen property. Biwer’s crime spree took place on Dec. 23, 2014. After abandoning a stolen car, Biwer tried to rob a woman of her car keys at a strip mall on Fraser Highway. When he was unsuccessful, he stole a pickup that was parked in front of a drugstore with the engine running and a pregnant woman in the

passenger seat. The woman fought with Biwer as he drove and managed to grab the steering wheel, causing the truck to crash. Biwer escaped from the overturned truck — the pregnant woman suffered serious injuries — and then stole an SUV belonging to a couple who had stopped to help. Their sevenweek-old infant was in the back seat. The SUV was later found in an alley in a residential neighbourhood. The baby had suffered a mild concussion, but was otherwise unharmed. Biwer was arrested in a nearby crack shack. Most of the elements of the crimes were admitted, and the issue at trial was the accused’s intent or state of mind while committing the acts. Sentencing is expected to take place in January.

Public consultation over Vancouver school closures to start mid-October The Vancouver school board will embark on an extensive public consultation with parents, students and communities regarding the potential closures of 11 schools starting Oct. 12. In a packed public meeting Monday night at Charles Tupper Secondary, trustees voted to push all but one school on the original shortlist one step closer to possible closures. “I understand how difficult any conversation about potentially closing schools can be,” said VSB chair Mike Lombardi on Tuesday. “No decision about closures have been made. The board is committed to consulting with the public and won’t make any decisions before the views of the affected communities have been considered.” But the promise of public consultation was of little comfort to some parents. Melanie Cheng, who has been leading the fight to save Graham Bruce Elementary in Renfrew-Collingwood, is baffled why the school remains on the list despite increasing enrolment. The proposed plan to send Bruce students to Collingwood annex and

Grenfell won’t work because combined enrolment figures for the three schools add up to 784 students, exceeding the 712-student maximum capacity of the two receiving schools, said Cheng. And that’s not factoring in extra density coming into the neighbourhood. “The fact we have to go through public consultation and waste taxpayers money on a prolonged procedure to show them obvious figures available at their fingertips

is outrageous,” said Cheng, who has two children attending Bruce. Only Britannia secondary has been removed from the list. The schools that remain vulnerable to closure are: Champlain Heights annex, Tecumseh annex, McBride annex, A.R. New West police search for hit and run suspect New Westminster police are searching for a suspect in a hit and run incident Tuesday that left one woman injured. Police say shortly before 5 p.m., officers were called out to 12th Street and 6th Avenue for a report of a pedestrian struck. When officers arrived, they found an injured woman, but the vehicle that struck her was no longer on scene. The woman was transported to a local hospital. Her injuries are described as not life threatening. An investigation continues, but police are asking for anyone who may have witnessed the collision to call police. Investigators believe the suspect was hit by a newer black sedan.

Metro Vancouver housing prices to double in 25 years: Economist Metro Vancouver house prices will more than double over the next 25 years, as supply continues to be tight and more people move to the region, a senior B.C. economist predicts. Helmut Pastrick, chief economist with Central 1 Credit Union, said Metro’s housing

market has taken a hit with the recent 15-percent foreign buyers’ tax, but demand for property will likely rise in the long term because there is little room to expand in geographically constrained Metro and a million more people are expected to move here by 2041. This demand will likely worsen affordability and force more young people to rent for longer, he added, as incomes won’t rise at the same pace. Metro Vancouver home prices have ballooned in recent years: Just recently, a “student” flipped a Point Grey property for a $1.6-million profit within a year. “We just have a shortage of land,” Pastrick told delegates at the annual Union of B.C. Municipalities convention Tuesday. “As long as we have ongoing growth, we will see increased demand for housing. I think it will be a national and global development as well.” Pastrick maintains such cycles aren’t new, noting there have been constant rises and dips in B.C.’s housing market, with a series of recessions since 1957 in which prices dropped between 10 per cent and 35 per cent. Pastrick said he couldn’t predict when the next recession will strike, but wouldn’t be surprised if, in the meantime, the provincial government considers other measures to cool the market. This could include requiring higher down payments for first-time homebuyers or a gradual increase in interest and mortgage rates. “This cycle will come to an end, but affordability will worsen,” he said. “Someone once said ‘they don’t make land anymore.’ We will see more renters than we do today, largely because of the unaffordability.”

Paul Kershaw, associate professor at UBC’s School of Population and Public Health, said interest rates should be increased. They are helping to fuel the sluggish economy, he said, but the availability of cheap cash is driving up housing prices across B.C. He and UBC’s Thomas Davidoff have a more controversial suggestion to cool the market: increase taxes for older homeowners — most likely seniors — who have paid off their homes and accumulated wealth in those properties. The idea concerns North Saanich Mayor Alice Finall, who said many of her residents are already “house poor” and “a higher tax may make it impossible for them to stay in their home.” Kershaw acknowledged such a tax may be unpopular, but said people over 55 can defer taxes until they sell. Meanwhile, it would take the average young person in Metro Vancouver 15 years to save enough for a down payment, and that would likely only be enough for a condo. “High house prices are crushing the young demographic’s dreams in this province,” he said. He also suggested the province should cut income taxes, provide more rental accommodation and reduce the cost of child care, parental leave and transit so that young families aren’t having to take out a second mortgage to care for their children. Davidoff, meanwhile, said the province should go beyond Vancouver’s vacancy tax and insist that all B.C. homes that are not used as a primary residence face a higher tax. Politicians also have to get tougher with zoning practices, he added noting that they hold public hearings for one-off rezonings and end up bowing to residents who want to keep luxury singlefamily homes in places like Vancouver’s west side, which results in renovictions in other places where there is weaker opposition, such as Vancouver’s east side. Davidoff added the province should also dictate to municipalities how many apartments, townhouses and single-family houses they need, so municipalities can set “targets” for themselves, as well as tell developers what to build. “Over time, this challenge isn’t going to go away, it’s going to be exacerbated.”

Alleged fraudster was a significant donor to BC Liberals, records show A self-proclaimed immigration consultant accused of defrauding Chinese immigrant investors has donated about $67,000 to the B.C. Liberals. On Monday, the B.C. Securities Commission accused Paul Oei of defrauding Chinese immigrant investors of $6.9 million. Oei made the political donations along with his wife, Loretta Lai, and two companies, which were also cited by the Commission. The couple has also donated $8,477 to the federal Liberal party since 2014. The couple — who married in 2012 and celebrated at a wedding banquet attended by B.C. Liberal fundraisers — frequently attend events for B.C. Liberal politicians, fundraisers and donors in Richmond. Information about the couple’s ties to B.C. Liberal fundraising events, including one attended by Premier Christy Clark, were confirmed through election donations records, photos and accounts of events posted online by politicians and donors, and interviews with a politician present at many of the events in Richmond. In a brief emailed response to a number of questions on the Securities Commission allegations, the political donations and circle of fundraisers surrounding Oei and Lai, B.C. Liberal party official Jillian Stead wrote: “If these allegations were proven true, we would return the funds — or forfeit to Elections B.C.” In a notice of hearing posted on Monday, the Commission alleged that from 2009 to 2012, Oei used a number of companies to “perpetrate a fraudulent scheme” involving 64 investments for a proposed Abbotsford recycling plant that raised a total of $13.3 million. But, the Commission alleges, Oei only paid $6.4 million to the project company, Cascade Renewables, and used $6.9 million for personal spending on luxury car rentals, charity donations, deposits to his personal bank account, credit card payments, and expenses for his Canadian Manu Immigration and Financial Services Inc., an immigration and investment company. In an interview Tuesday, Securities

Commission spokeswoman Alison Walker said the agency can’t comment on whether the source of B.C. Liberal political donations made by Oei and Lai will be raised when the Oei case goes to a hearing. The fraud allegations have not been proven, the Commission notice said. Also, in a response

to a separate, but related, lawsuit filed by two people who allege they lost money, Oei and Lai said they have not been “unjustly enriched,” in the deal and they “deny any conspiracy to defraud the plaintiffs.” Civil court filings, from investors who allege they lost money, claim that Oei and Lai told them that significant investments in Cascade projects would qualify Chinese citizens for resident status in Canada though the B.C. provincial nominee program. In one response, Oei and Lai deny they represented that “that the B.C. government would necessarily support (Cascade).” In a separate lawsuit, a Chinese man claimed that he was defrauded in a Cascade investment scheme and that in a pitch he was led to believe by Oei and Lai that they were well-known in B.C.’s Chinese community and “had connections with high-level officials in the government of British Columbia.” In a response, Oei and Lai denied any wrongdoing. Postmedia has repeatedly asked Oei and Lai to respond to the allegations in civil court filings and allegations from the Security Commission through their lawyer and through Oei’s company, Canadian Manu.

Richmond MP and lawyer named in fraud lawsuits filed by Chinese immigrant investors Richmond MP Joe Peschisolido has been named in lawsuits filed by three Chinese immigrant investors, who allege he allowed money submitted to him in a legal trust to be wrongfully taken by a Vancouver immigration consultant accused of a $6.9-million fraud scheme. Paul Oei was accused of the fraud on Monday by the B.C. Securities Commission. Oei and Lai are clients of Peschisolido’s Richmond law firm. The substance of the allegations against Peschisolido and his firm predate his election to Parliament in 2015. Oei and his wife, Loretta Lai, are active in federal and provincial Liberal fundraising circles. Oei and Peschisolido have been photographed together at multiple political events and fundraisers. The Commission accused Oei of using a number of companies to “perpetrate a fraudulent scheme” to bilk investors. The agency alleges investors who kicked in a total of $13.3 million were told they would become shareholders in a Fraser Valley recycling plant, but that $6.9 million was diverted for Oei’s personal spending including expenses for Canadian Manu, an immigration and financial planning company run by Oei and also named in the scheme.

Federal government approves liquefied natural gas project on BC coast with 190 conditions The federal government has conditionally approved the Pacific NorthWest liquefied natural gas project in British Columbia with 190 legally binding conditions. Environment Minister Catherine McKenna said the approval decision was taken following extensive studies on the project’s environmental impact, science and after consultations with First Nations. Flanked by Natural Resources Minister Jim Carr, B.C. Premier Christy Clark and Fisheries Minister Dominic LeBlanc, McKenna said the investment was worth $11 billion and would be one of Canada’s largest resource development projects. “I am confident with the 190 legally binding, and scientifically determined conditions, that we will address the most important environmental impacts to ensure this project proceeds in the most sustainable manner possible,” McKenna said. Those 190 conditions cover everything from wetland management, the quality of freshwater fish and fish habitat, marine fish and mammals, migratory birds, human health, concerns over cultural heritage sites and long-

term environmental monitoring. The liquefied natural gas project on B.C.’s coast has been championed by Clark as the largest private-sector development in the country’s history. It has also rankled environmentalists and some First Nations who are concerned about greenhouse gas emissions and the potential impact on local fisheries and habitat. McKenna said the decision was based not only on science but also on consultations with First Nations from the area that advised the government on fishing and other environmental concerns. “Indigenous Peoples were meaningfully consulted, and where appropriate, impacts on their rights and interests were accommodated,” McKenna said. “Consultations were extensive and project conditions will address concerns that were raised.” McKenna said that Indigenous groups near the site of the project will work with the federal government on environmental monitoring, which the minister said was consistent with the government’s reconciliation agenda.

BC government to help gangsters break free from criminal life The B.C. government announced Monday that it is working on an “exit strategy” to help gangsters break free of criminal ties and pursue new careers. Solicitor General Mike Morris said the pilot program is aimed at offering those entrenched in the gang life other “meaningful” opportunities, whether they want to work as a welder or perhaps at one of the province’s booming mines. Morris said he’s unsure when the program would launch — it’s still being developed — but noted it’s imperative to help gangsters, who are mostly men, break the endless cycle of crime.

“We’re going to try to help as many people as we can,” Morris said Monday, following a session at the Union of B.C. Municipalities. “There are people out there who are looking for that opportunity and nobody is knocking on their door. “I’m optimistic the gang exit strategy is coming together well and we’ll see results in the future. We have the resources out there that can do that.” Morris, a former police officer, said he can’t count the number of times people had thanked him for changing their lives when he arrested them for criminal activity.

Drugs, lack of shelters fuel rise of tent cities across BC A lack of shelters and the emergence of fentanyl is “changing the game” in terms of homelessness, leading to more tent cities across the province, B.C.’s housing minister says. Rich Coleman said makeshift camps have spread beyond the big cities of Vancouver and Victoria to municipalities throughout B.C., prompted in part by migrants coming to B.C. from other parts of the country in hopes of better economic conditions but confronted by high housing costs and B.C.’s more potent street drugs. In Chilliwack, for instance, 18 tent cities have been set up in parks and on city streets in the past few months, while more homeless are landing in communities like Campbell River, Kamloops and Maple Ridge. “It comes down to affordability,” Coleman told municipal politicians at the annual Union of B.C. Municipalities convention on Monday. “People living in tent cities can’t move forward simply because their basic needs aren’t being met.” Municipalities on Monday renewed calls for more federal funding for affordable housing and more shelter spaces to help the homeless transition from the streets into conventional housing. Victoria Mayor Lisa Helps, whose city was faced with a makeshift camp behind the courthouse in 2015, said federal funding for affordable housing has dropped from $114 a person in 1989 to $58 a person by 2014. As a result, cities like Victoria are facing costs in excess of $1 million to deal with tent cities, which includes crowds living in public spaces that are not equipped with basic amenities such as water and toilets. The situation has divided B.C. communities, with some residents saying the makeshift camps have led them to lose compassion for the homeless, especially when faced with discarded needles or feces in their local parks. “It’s not just the money. It’s the impact of people living in the tent cities,” Helps said. “No one signed up to pick up human feces when they got into the parks department.”

Chilliwack Mayor Sharon Gaetz, whose community has experienced a jump in the homeless population from 73 individuals in 2014 to between 250 and 400 in the past two months, said she receives about 15 letters a week from irate residents. The city is seeking injunctions against some of the tent cities, but has also added portable toilets downtown and approved bylaws that ban tents between 7 a.m. and 7 p.m. to ensure the parks remain open to the public. “I’m having people call me about the value of their home plummeting if they’re beside a park or behind a park, when before it used to add value,” Gaetz said. “This issue has broadsided all of us. People are demanding we immediately give everyone a ticket to Hope.” Dominic Flanagan, executive director of B.C. Housing, said the scarcity of affordable housing is putting pressure on all municipalities but said tent cities should not be considered not a viable alternative. Instead, he said, they should be dismantled as quickly as possible before they get established, while work is done to find the people stable housing. “People living in tent cities are the most marginalized and disenfranchised people in our community,” he said. Coleman agreed the “game has changed a little bit for all of us in the past few months,” as a result of B.C.’s overheated real estate market and the prevalence of fentanyl in the local drug scene. He said that even as the province and the city of Victoria created more housing for those in the tent city, more people were coming all the time, spurred by social media or egged on by advocates living on site. He urged municipalities to address the situation, even if it’s unpopular. Maple Ridge has faced opposition from residents who don’t want a homeless shelter in their neighbourhoods. At the same time, municipalities are hampered in dismantling tent cities because the courts, citing the Charter of Rights and Freedoms, with ruling in favour of those who have nowhere else to go.

Cost of passengers’ food and drinks on Trudeau flights to Philippines, Turkey — $1,300 /person Passengers who accompanied Prime Minister Justin Trudeau on his first two international trips were apparently well fed. The government has revealed, in response to a written question by the Conservatives, that the cost of food and beverages supplied aboard a government Airbus used for the trips amounted to just over $1,300 per person. But a spokesman for National Defence, which is responsible for the government’s fleet of air craft, says the total includes the actual cost of catering and delivering multiple meals on each round trip, as well as related costs such as disposable cutlery, napkins, dish washing, airport administrative fees and security charges and local taxes. Daniel Lebouthillier said the defence department “tries to keep costs to a minimum” when choosing items from a catering company’s menu. But the department’s options are “sometimes quite limited” when dealing with caterers at overseas airports.

The total also includes the cost of feeding and watering journalists who covered the trip, which would have been wholly or partially recovered since media outlets pay hefty fees for a seat on the prime minister’s plane.

Given the number of legs in each of the lengthy trips and the number of meals served, the Prime Minister’s Office said the cost actually works out to $54 per person for each meal — which compares favourably to the

Canadians are just $200 away from being overwhelmed by debt, new survey finds More than half of Canadians are now within $200 of being unable to handle their monthly costs, a new debt survey shows. In yet another indication of the mounting debt many Canadians are taking on, MNP Debt, part of the personal insolvency business of Calgary-based MNP LLP, said 56 per cent of those polled — up from 48 per cent surveyed six months ago — are close to facing negative cash flow should they take on up to another $200 in monthly debt. The online survey of of 1,502 Canadians conducted between Sept. 6 and Sept. 12 also found 31 per cent are already not paying their bills on time, making them technically insolvent, MNP says. “I’m sure there are many households on the edge. It’s not new, but if you look at the debtservice ratios, they have been grinding up, too,” said Doug Porter, chief economist with Bank of Montreal, referring to the amount of money relative to income needed to cover principal and interest costs. “The concern is obviously if we did get a sustained increase in interest rates.” A survey this month from TransUnion found 718,000 Canadians can’t even absorb a 25-basis

point increase in interest rates without being in a negative cash flow situation. One percentage point would drive 917,000 over the edge, the credit rating agency found. In another recent study, the Canadian Payroll Association said 48 per cent of Canadians couldn’t make ends meets if they missed just one paycheque – a dire picture of a country living paycheque-to-paycheque. Canadians are showing no signs of slowing down their debt consumption. The latest numbers from Statistics Canada indicate household debt as a ratio of disposable income rose to 167.6 per cent in the second quarter from 165.2 per cent in the first quarter. Porter said about 70 per cent of debt is tied up in mortgages and tied to booming housing markets. But in general there might be a sense of “the boy who cried wolf ” when it comes to getting consumers to believe they could face a jump in interest rates, which stand at 2.7 per cent for a loan tied to the prime lending rate. MNP said there is some positive news about debt costs. More Canadians now say they are concerned about their debt —52 per cent, up from 43 per cent six months ago.

The latest disclosure shows that $72,040 was spent on food and beverages for 55 passengers — including almost two dozen journalists — aboard the prime ministerial plane during a trip to Turkey and the Philippines last November for a G20 summit and an APEC leaders’ summit. Another $81,383 was spent on food and drink for 62 passengers — including more than a dozen journalists — aboard the prime minister’s plane for a trip later the same month to London, where Trudeau met the Queen, Malta, where he attended a Commonwealth summit, and Paris, where he participated in a United Nations climate change conference. For security reasons, the prime minister is required to fly only on a government plane, even for purely personal trips.

LeBlanc under fire for agreeing to attend private event hosted by law, communications firms The Conservatives are accusing Fisheries and Oceans Minister Dominic LeBlanc of conflict of interest for agreeing to take part in an event hosted by a law firm and a communications company that does work with Irving companies. Conservative House Leader Candice Bergen said LeBlanc's attendance at the "exclusive" event is

problematic on two fronts: his personal ties to the Irving family, as well as his role as the prime minister's point man on government litigation. "When a huge law firm comes calling to ask him to be the guest of honour at a reception and they boast and bill him as a trusted adviser of the prime minister, there should have been some alarm bells," she said.

New Airbnb rules could shut down 1,000 shortterm listings in Vancouver, says mayor Vancouver Mayor Gregor Robertson says a new proposal that would require people to get a licence for Airbnb and other short-term rentals could put up to 1,000 homes back into the long-term rental pool.

That’s because short-term rentals of less than 30 days would only be legal in homes that are principal residences, Robertson revealed Wednesday at city hall. “Housing is first and foremost for homes, not operating a business,” said Robertson. “Both the city’s research and broad public input tells us we can have short-term rentals in Vancouver to help supplement income, while ensuring long-term rents are back in the rental market.” The proposal comes the week after Robertson revealed a proposal to tax empty or vacant homes that are not principal residences, with the aim of getting empty investment properties back in the rental pool.

Under the proposed rules for short-term rentals, homeowners would be able to get a licence for their principal dwelling. They would not be able to get a licence for secondary units on the property — such as basement suites and laneway homes — according to Matheny Krishna, the city’s general manager of building licensing. “We are defining it by the dwelling unit, not the entire property. So if there are laneway homes and secondary units, those are not considered,” said Krishna on Wednesday. “Those would be separate units and those would be required to have a licence, or in this case it wouldn’t be their principal unit so they wouldn’t be able to do it.” But under the proposed rules tenants with long-term leases for secondary units would be able to get licences, but only if they have a landlord’s permission in writing. Likewise owners of secondary properties such as investment condos or vacation properties would not be eligible to licence units for short-term rentals. But tenants with long-term leases and the landlord’s permission would be able to get a short-term rental licence for those properties. Both owners and tenants of strata property would need to prove their strata by-laws permit short-term rentals.

Bank watchdog is beefing up capital requirements for mortgage insurers Canada’s top financial regulator is beefing up capital requirements for mortgage insurers to make sure they are adequately accounting for the creditworthiness of borrowers and fast-rising real estate markets. The Office of the Superintendent of Financial Institutions published a draft advisory for public consultation Friday that would force mortgage insurers to incorporate additional risk attributes when determining how much money to set aside to cover the loan, including the borrower’s credit score, outstanding loan balance, and the amount of time left to fully repay the mortgage. A noteworthy addition is a supplemental capital requirement for cities with “house valuation concerns,” said Jason Mercer, an analyst at Moody’s Investors Service who published an in-depth look at the

residential mortgage market in June. He said boosting the amount of capital to be held against mortgages in hot real estate pockets with high price-to-income ratios mirrors measures introduced earlier for the mortgage portfolios of the country’s banks. “These new capital requirements, if implemented, will provide greater certainty that risks associated with residential mortgages are adequately capitalized for,” Mercer said, adding that this should reduce concerns about the impact of a housing downturn. In his June report, Mercer estimated that a housing crash in Canada could result in combined losses of more than $17 billion for Canadian banks and mortgage insurers. The new OSFI rules for mortgage insurers are to come into effect Jan. 1, with possible revisions, following the consultation period that ends Oct. 21.

Unionized workers vote 64.7 per cent in favour of GM contract that promises $12,000 in bonuses Unionized workers at General Motors of Canada Ltd. have voted in favour of a contract that will invest $554 million in the automaker’s

Canadian operations and give production workers $19,000 in additional payments over the life of the four-year contract. The deal was approved by 64.7 per cent of GM Canada’s 3,900 hourly workers, with 66.5 per cent of production workers and 56.5 per cent of skilled trades workers voting in favour. Unifor will now turn its attention to negotiations with Fiat Chrysler Automobiles (FCA) Canada Inc., using the GM agreement as a model. If an agreement isn’t reached by midnight on Oct. 10, workers there will be in a position to strike. “In the negotiations with GM, the union set clear objectives which we reached, including our top priority to secure

investment and product for our members and the future of the auto industry,” Unifor president Jerry Dias said in a statement. “With FiatChrysler and Ford we will accept nothing less.” The GM deal includes a $6,000 signing bonus plus another $6,000 in lump-sum payments that will be paid out in $2,000 increments in years two, three and four of the contract. In addition, workers at GM Canada will receive a two-per-cent salary increase upon ratification and another two-per-cent increase in 2019, according to highlights of the agreement released Sunday by Unifor. In total, a typical full-time production-line worker will make $19,063 extra over the life of the contract. GM has also agreed to invest $554 million in its three Canadian facilities, which include an assembly plant in Oshawa, Ont., an engine plant in St. Catharines, Ont., and a partsdistribution facility in Woodstock, Ont. Securing Oshawa’s future was the key objective for the union. One of the plant’s two assembly lines will shut down as planned next year but the other flex line will have its life extended beyond 2019 as a result of the tentative agreement.

Senators look to provinces for solutions to court delays A senate committee is in B.C. to ask the province for ideas on solving the national problem of lengthy court delays. Senator and committee member Denise Batters said there are thousands of cases across the country that are delayed by months or even years, undermining access to justice. The committee is on a national tour to seek solutions from the provinces. The committee has already made recommendations in an interim report to alleviate court delays based on earlier findings. These findings include reducing unnecessary court appearances, filling judicial vacancies, implementing alternative court models, and investing in technology. Batters said her committee is particularly

interested in how B.C. tackles impaired driving charges. “There’s a real glut of impaired driving cases in the criminal justice system in Canada,” she explained, adding there were almost 40,000 cases in 2013-2014 that take on average 141 days each to complete. In B.C., she explained, the province has been using administrative penalties to divert some of these cases from the criminal system. “There’s pros and cons to it … but we’re seeking more efficient ways of dealing with those cases.” In a summer ruling, the Supreme Court of Canada introduced strict new deadlines for criminal trials in order to respect the accused’s Charter right to be tried within a reasonable time frame.

Vancouver tops list of ‘bubble’ cities on global real estate risk ranking Canada’s priciest city to buy residential real estate also has the biggest risk of being in a bubble, according to a new international study of real estate markets. The UBS Global Real Estate Bubble Index 2016 listed 18 cities around the globe and their risk and found Vancouver with the greatest probability of a bubble. “Real house prices have increased by more than 25 per cent since 2014 in the wake of a weak Canadian dollar which apparently stimulated Asian demand even further,” the bank said, in its 22-page report released Tuesday. “Moreover, loose credit conditions have offset the economic

slowdown due to weak commodity prices. Mortgage growth rates have been accelerating lately. In response, to still-high foreign demand, the local government has introduced an additional property tax for non-resident investors. The risk of substantial price correction appears very elevated.” Vancouver prices have already started falling based on average prices, though the Real Estate Board of Greater Vancouver said in August its Multiple Home Prices Index composite benchmark

price for all residential properties in the metro area was $933,100, up 31.4 per cent from a year earlier. The British Columbia Real Estate Association said the average price of a home sold in Greater Vancouver last month was $833,065, down 7.5 per cent from a year ago. The B.C. government’s new 15 per cent additional property transfer tax on foreign-owned or backed purchases was announced July 25 and went into effect Aug. 2. Realtors have reported some consumers, including foreign buyers, are walking away from deals and some expect an even larger fallout when September housing results are released next week. The UBS study does not just single out Vancouver. It notes that with a third of all government bonds offering negative yields, investing in tangible assets remains popular. “It is hardly any wonder that housing markets are again overheating, just a few years after the last major wave of a global correction,” the report states, adding there is significant overvaluation of housing in key financial centres. UBS says the cities with overheating have a key common characteristic, excessively low interest rates that don’t match the strong performance of the real economy. The eurozone, Australia, the United Kingdom and Canada are all listed for keeping rates too low. “When combined with rigid supply, as well as sustained demand from China, this has produced an ideal setting for excesses in house prices,” write Claudio Saputelli and Matthias Holzhey, of UBS, in their report. After Vancouver, the next four bubble cities in order were London, Stockholm, Sydney, and Munich.

Tory MP Rempel wants to know if Liberal ministers are hiding more moving expenses The Conservatives want to know if the Liberal government is “hiding” additional moving expenses for senior aides after obtaining documents showing taxpayers picked up a bill of $9,692.50 to move a contract employee to Ottawa from Thailand. Conservative immigration critic Michelle Rempel confronted the government during question period, pressing the Liberals to “come clean” on the expenses front. “We’ve just learned that it appears the immigration minister hid the cost of moving a senior Liberal staffer to Ottawa from Thailand,” Rempel said. “In an official response to Parliament the immigration minister said no such expenses existed, but moments ago we received documents that tell us otherwise.” “Are there any other Liberal ministers that want to come clean with these expenses?” she asked. A spokesperson for Immigration Minister John McCallum said Monday that Bernard Derible, the minister’s director of issues management, first came to Ottawa as a contract employee in the fall of 2015. The hotel costs for the months of November and December were covered by taxpayers as a part of the terms of his contract. After two months Derible was offered a full-time position. He continued to live in a hotel until he moved himself and his family into a home he bought in February, but picked up the bill for his remaining hotel stay himself, according to the spokesperson. Half his flight was also covered.

“The original contract was for temporary work, and did not necessitate ‘moving/ relocation’ expenses,” a statement from McCallum’s office read. “Under the terms of the original contract, the flight from his residence in Bangkok (return) along with temporary accommodation and a monthly fee were agreed upon.” McCallum’s office said that Deribe came urgently to Ottawa to assist with the refugee resettlement effort. “He did not claim any expenses to relocate his family from Thailand to Ottawa,” Camielle Edwards wrote. In recent days Prime Minister Justin Trudeau’s Liberal government has come under fire for approving $1.1 million in moving expenses to relocate 49 ministerial aides to Ottawa. Last week, Trudeau’s principal secretary Gerald Butts and his chief of staff, Katie Telford, issued a statement on Facebook saying they would pay back $65,000 of the $207,000 in moving expenses they claimed to move from Toronto to Ottawa. Butts had initially claimed $126,669.56. Telford’s claim was for $80,382.55. On Friday, two more senior Liberal senior staffers said they would follow suit and pay back almost $55,000 in moving expenses they had claimed. She also told the House of Commons the previous Conservative government spent $300,000 to relocate a number of Prime Minister’s Office staffers to Ottawa.

This represented a minuscule 0.4 per cent of India’s overall goods trade worth $643.3 billion in the same year. President of Federation of Dry Fruit Traders Anil Mehra said traders would agree to forgo their interests as no one was ready to trade with a nation whose law and order were beyond its control. “India is the only country in the world where dry dates are consumed. Normally, 27-28 lakh sacks of dry dates are imported from Pakistan in a year. If we shut down this trade worth Rs 990 crore per year, Pakistan will bow down instantly,” he added. “On the other hand, tomatoes, garlic and ginger — exported from here — are in high demand in Pakistan. If we stop it, it would be tough for them to get these items from anywhere else,” he said. However, Gunbir Singh, former chairman, Punjab CII, said steps should be initiated to make relations between the two countries cordial.

Awaaz-e-Punjab likely to go with Congress The Awaaz-e-Punjab is in touch the Congress high command in Delhi to have an electoral alliance for the upcoming state Assembly elections. The development was confirmed by forum leader and Independent MLA from Ludhiana Simarjit Singh Bains. Talking to the Tribune here today, Bains said the forum had entrusted Navjot Singh Sidhu to have negotiations with the Congress. He said the issue of seat sharing was being discussed and an announcement regarding this would be made by the weekend. Though Bains did not reveal it, there are clear indications that Sidhu is directly talking to Rahul Gandhi’s emissaries to clinch the deal. Rahul would back in Delhi tonight from Uttar Pradesh.

Earlier, on Thursday Badal put the entire government and political machinery in an emergency mode following reports of developments on the India-Pakistan border. Union Home Minister Rajnath Singh spoke to Badal on phone in the morning to request him to immediately start the process of evacuation of people residing in villages falling within 10 km of the international border in view of the escalating situation. After chairing a Cabinet meeting to review the situation in the wake of the Centre’s advisory, Badal congratulated Prime Minister Narendra Modi and the government for taking the bold step. In border districts one additional officer from Chandigarh has been sent to assist Deputy Commissioners, Badal said, adding that DCs have been sanctioned Rs 1 crore each to meet out any exigency arising out of the prevailing situation. “I have personally called all MLAs in

border districts and asked them to help in evacuation. While all schools in border areas have been closed, officers on leave have been recalled,” the CM said. Depending on the situation people will have to remain out of the border area villages, he said. Indian-American charged with US$ 9.5M fraud A 48-year-old Indian-American doctor in Alabama has been charged with a health care fraud of US$ 9.5 million through illegally conducted tests, and prescribing controlled substances for illegitimate purposes. Shelinder Aggarwal simultaneously filed guilty plea to the charges. In the plea, he agreed to forfeit his former clinic on Turner Street Southwest in Huntsville, along with US$ 6.7 million, the Justice Department said on Friday. Aggarwal had earlier repaid US$ 2.8 million to Medicare and US$ 45,843 to Blue Cross after audits, according to his plea agreement. The agreement stipulates a 15-year prison sentence. A federal judge must accept the

terms of the agreement before it is final. The doctor has been charged with one count of distributing a controlled substance outside the scope of professional practice and not for a legitimate medical purpose in July 2012 and with one count of conspiring to execute a health care fraud scheme against Medicare and Blue Cross Blue Shield of Alabama. According to the Justice Department, Aggarwal surrendered his medical license in 2013, along with his federal Drug Enforcement Administration certificates to prescribe controlled substances, after the Alabama Board of Medical Examiners initiated an investigation.

Indian-origin lawyer shoots at 9 in Houston An Indian-origin lawyer with apparent Nazi sympathies went on an early morning rampage in US’ Houston city, shooting at nine people on Monday before he was killed by police, according to authorities. Nathan Desai was wearing military-style clothing with Nazi symbols during the 20-minute shooting spree when he fired at passing cars. Police said that they did not know why Desai went on the rampage hitting people at random. Desai’s name was written with the ‘s’ capitalised in media reports in Houston, making it sound European, but his father was identified as Prakash Desai. All of his victims survived but one person was critically wounded and five others hospitalised, Houston’s Acting Police Chief Martha Montalvo said. She described the shooter as a lawyer who was having problems at his law firm. When police responded to the shooting, he shot at them and was killed when police returned fire, Montalvo said. Indian-American petition to declare Pakistan a terrorist state presented to Obama A petition by Indian-Americans urging the Obama White House to declare Pakistan as state sponsor of terrorism gathered more than 135,000 signatures by Tuesday morning, forcing the administration to make a call on the matter amid a sharp deterioration in ties between New Delhi and Islamabad that Washington is trying to arrest despite its own difficulties with the Islamic Republic. The White House has 60 days to respond to a petition once it gets 100,000 signatures in 30 days, which the Indian-American appeal crossed less than a week after it was proposed. The petition cited H.R. 6069, the legislation moved by Texas Congressman Ted Poe, the Chairman of the House Subcommittee on Terrorism, along with Congressman Dana Rohrabacher, which seeks to designate Pakistan+ State Sponsor of Terrorism, to argue that the matter is “important to the people of United State of America, India+ and many other countries which are

continuously affected by Pakistan sponsored terrorism.” Although the Obama administration has previously said that declaring Pakistan a terrorist state is not on the cards right now, a state department official was a little more circumspect while not ruling it out on Monday. “That’s a very specific process and determination that involves a legal process and assessment,” spokesman Mark Toner said, when asked about the petition, adding that the US “focus right now is to enhance their capability... to deal with a terrorist threat on their soil.” While Toner acknowledged Pakistan has been making progress on the issue, he left little doubt that Washington remained unhappy and less than satisfied with its approach to the neighborhood, saying “we’ve been very clear that they need to target all militant groups, including those that target Pakistan’s neighbors, and close all safe havens.”

It is a movement that I am witnessing this presidential election. he said. US slams Pakistan for cross-border terror, urges calm and restraint The Obama administration on Thursday urged India and Pakistan to continue discussions on the military confrontation between the two sides to avoid escalation, while publicly slamming Pakistan and reiterating its support to India on the terrorism issue. Referring to reports of India’s surgical strike inside Pakistan-occupied Kashmir, White House spokesman Josh Earnest said Washington was aware of the development but saw the positive side of the militaries of the two sides being in communication with each other after the Indian action. ‘’We encourage both sides to continue discussion to avoid escalation,’’ he said. Earnest then referred to National Security Advisor Susan Rice’s call to her Indian counterpart Ajit Doval, and the National Security Council readout that followed, which conspicuously endorsed India’s stand on cross-border terrorism and warned Pakistan to wind up support for UN designated terrorists and terror outfits. ‘’The United States continues to be concerned by the danger that cross border terrorism poses to the region and we fully expects Pakistan to combat and delegitimize the UN Designated terrorist groups,’’ Earnest said, adding, ‘’The United States is firmly committed commitment to our partnership with India and to our joint efforts to combat terrorism.’’ There was no condemnation or censure of India’s purported surgical strike, which in any case Pakistan said has not taken place. Earnest said the US also continued to be in close contact with Pakistan and it valued the ‘’important partnership we have with them on a range of issues.’’ The US State Department meanwhile issued an almost identical statement while urging calm and restraint on both sides. ‘’We understand that the Indian and Pakistani militaries have been in communication, and we believe continued communication is important to reduce tensions,’’ it said in a statement, adding that Washington has ‘’repeatedly expressed our concerns regarding the danger that cross border terrorism poses to the region, including the recent attack in Uri.’’ Both statements implicitly censured Pakistan for cross-border terrorism, including the URI incident. President Obama did not refer to it in a White House event honoring para-olympics athletes, and the matter did not feature in the regular White House briefing till the very end, after Syria, Saudi Arabia and host of other issues were discussed. Media reports and analysts broadly recognized India’s right to strike at targets across the Line of Control into Pakistan-occupied Kashmir, territory that New Delhi claims as an integral part of the Indian state of Jammu and Kashmir. Quite conspicuously, Pakistan did not get any support from any of its purported allies, including China, Saudi Arabia, and Turkey all three having had trouble with Pakistan’s nurtured terrorism.

Cross-LoC raid was ordered around Wednesday It was around noon on Wednesday that Prime Minister Narendra Modi sanctioned the military strike across the Line of Control (LoC) to destroy terrorist camps located in Pakistan Occupied Kashmir (PoK). Unconfirmed reports said around 40 terrorists present at seven launch pads across LoC and they may have been killed in the Indian Army’s surgical strikes. However, there was no official word on it. Troops from the 4 and 9 para special forces were used in the operations. Over the next 16-17 hours, the dynamics kept changing and ended when the Indian Army team reported back successful around 4.30 am on Thursday. The top brass of the political establishment was informed that the operation was a success. Though cross-LoC military action has been done in the past, the first public announcement

of such move came on Thursday morning when Director General of Military Operations (DGMO) Lt Gen Ranbir Singh announced this at a press conference. Top sources explained to The Tribune that a military move was ordered in two parts that would be spread across an arc of 250 km. The targets were seven terrorist launch pads at seven locations across the LoC that included the Lepa valley, Tatta Pani and Bimber. The first was to fire artillery guns across the LoC, including from a location near Uri–close to the same place where terrorists had killed 18 Army soldiers on September 18. The second was to use the confusion caused by the artillery fire to sneak in troops from pre-decided spots across the LoC by using the several ingress routes.

Sonia supports Modi after army action Congress president Sonia Gandhi on Thursday threw her weight behind Prime Minister Narendra Modi after the surgical strikes on terror camps in POK and said the Congress stood behind the government in its action to protect the country’s security. “We hope Pakistan will now take effective steps to dismantle infrastructure on terror that it has supported,” Sonia said after chairing a high-level party meeting on the issue of the government’s response post the Uri attack. Leading the Congress’s position on the development moments after the Director General Military Operations announced India’s strikes across the LoC was Ahmed Patel, political secretary to Congress president Sonia Gandhi. Sonia, who is still not fully recovered from her shoulder dislocation, chaired the Congress meeting ahead of the all-party meeting called

by Home Minister Rajnath Singh. The meeting was attended by former prime minister Manmohan singh, former defence minister AK Antony, Sonia’s political secretary Ahmed Patel and Leader of Opposition in Rajya Sabha Ghulam Nabi Azad. Since the Uri attack the Congress had been calling for a response that would deter Pakistan from indulging in further attacks of the nature of Uri and Pathankot. On Wednesday, the Congress officially criticised India’s decision to boycott the Saarc meet, asking for the Saarc meeting sans Pakistan. But on Thursday, all Congress leaders hailed the military response which signals a shift in India’s oft-practised policy of strategic restraint. “We congratulate the Indian Army for undertaking surgical strikes on terror launch pads. We stand completely behind our Armed Forces,” Ahmed Patel said.

The victim, Purnajyothy, 27, is the wife of Shiv Shankar, a 34-year-old software engineer from AC Guards. In November 2015, Purnajyothy had married Shankar. After the wedding, Shankar came to know about health problems of his wife and he began pestering Purnajyothy’s parents to let him take their

other daughter as his second wife. However, Purnajyothy and her parents said no to the wicked plan of Shankar. Surgical strikes across LoC hit 6 terror pads Mounting a swift counter-terror operation across the Line of Control in Jammu and Kashmir, the Indian Army today announced it had neutralised terrorists waiting to infiltrate. The brave military manoeuvre was hailed across the country. The ‘surgical strikes’ was a resolute action by India 11 days after 18 soldiers were killed in the Uri sector in an attack by Jaish terrorists from across the border. The action came days after Prime Minister Narendra Modi promised that the blood of the jawans will not go in vain and the Army, asserting it will act at a place and time of its choosing, did so from midnight to dawn at five places and six launch pads. “Based on specific and credible inputs that some terrorist teams had positioned

themselves at launch pads along the LoC to carry out infiltration and conduct terrorist strikes inside J&K and in various metros, the Indian Army conducted surgical strikes at several of these launch pads. The operations were focussed on ensuring that these terrorists do not succeed in their design to endanger the lives of our citizens,” the Director General of Military Operations, Lt. Gen Ranbir Singh, said at a joint briefing with the Ministry of External Affairs. He said he had shared the information with his Pakistani counterpart. Pakistan rejected across-LoC strikes as a “fabrication of truth”, suggesting it was a move to cater to the domestic media and public.

Rs 330-cr tech push for troops in J&K

Less than two weeks after the Uri terror attack, the Ministry of Defence has okayed an electronic warfare system to enhance the Army’s capability to fight a low-intensity conflict in Jammu and Kashmir. The Defence Acquisition Council (DAC), which met under the chairmanship of Defence Minister Manohar Parrikar, okayed the Rs 330-crore project. This would include equipment that

would not only jam gadgets, including mobile phones, radio transmitters and thermal imagers, but also access the conversation of suspects. There would also be a set of sensors to pick the movement of the targeted people. The DAC also approved the purchase of AntiTank Guided Missiles (ATGMs) and a new repair facility for Scorpene submarines at the Mumbai naval dockyard.

NFP opposes massive pay increase for MPs The National Federation Party Leader and Whip today opposed the Report of the Parliamentary Emoluments Committee, which recommended huge increases to parliamentary and travelling allowances of MPs, PM and Cabinet Ministers. The Motion was passed by majority of MPs from Government and SODELPA. NFP MPs, Leader Hon Biman Prasad and Whip Hon Prem Singh were the only ones who voted against it. The NFP MPs have informed the Speaker they will not accept the increases. Parliament approved increases to members’ allowances amidst criticism from the National Federation Party that it was not fair for an in-house committee of MPs to decide what they should get in allowance. Thirty nine parliamentarians voted for the motion, two voted against it while nine MPs abstained yesterday. In tabling the report of the committee, chairperson Dr Brij Lal said the new allowances were a result of submissions received from the Social Democratic Liberal Party, FijiFirst and NFP. The committee, in its report to Parliament, stated that the value of the Fijian dollar was weak compared to the US dollar, Euro and British Pound and that the other costs such as hotels, meals and transportation were also factors in their recommendation for the

increases. Opposing the motion, NFP leader Dr Biman Prasad said the FijiFirst Government prescribed emoluments for itself and determined salaries of all others stated in the Decree. “This is totally against accountability and transparency,” Dr Prasad said. He said every Parliament appointed an independent Emoluments Committee to determine salaries, perks and privileges of parliamentarians. “As legislators in the highest court of the land, we need to practice what we preach, more so when the Code of Conduct Bill is being scrutinised before being enacted. “We strongly believe that the Emoluments Committee should recommend for the establishment of an independent Emoluments Committee which then can independently and with impartiality recommend appropriate salaries, perks and privileges for all members of Parliament including His Excellency the President, Honourable Speaker, Prime Minister, Cabinet Ministers, Assistant Ministers and the Leader of the Opposition.” He said the report of the independent Emoluments Committee would be an act of transparency and necessitate the repeal of the Parliamentary Remunerations Decree 2014 that was enforced by the Government.

Suspended MP vows to fight on SUSPENDED Social Democratic Liberal Party Member of Parliament Ratu Isoa Tikoca says his suspension for the entire term of Parliament does not mean an end to his political career. Ratu Isoa said the suspension now gave him more time to visit people. Ratu Isoa was suspended following recommendations made by the Parliamentary Privileges Committee after Prime Minister Voreqe Bainimarama lodged a complaint to the Speaker. The committee’s report ,which was endorsed by Parliament, recommended that Ratu Isoa be: * Suspended for the rest of the term of Parliament; * Make a public apology, and; * Cannot enter parliamentary precincts

during the term of his suspension. A total of 30 parliamentarians voted for the motion to suspend the SODELPA whip, 13 MPs voted against while seven MPs did not vote. Speaking in support of the motion, Mr Bainimarama said Parliament had to be vigilant in punishing any forms of discrimination. Opposition Leader Ro Teimumu Kepa said she was not happy with the decision as three MPs from her side were suspended from Parliament. NFP leader Dr Biman Prasad said the suspension was a disregard of international laws and best practices. During the budget debate, Ratu Isoa had read out the names of selective people in government positions — all the names were of people who follow the Muslim faith.

Cancer claims 1200 lives annually MORE than 1200 people die from cancer every year in Fiji, says Fiji Cancer Society acting president Phillip Low. While addressing supporters of Bushells Fiji’s Biggest Morning Tea event organised by Motibhai Group of Companies in Nadi yesterday, he said cancer was the third leading cause of death in the country. “Cancer is responsible for 10 per cent of deaths in Fiji with well over 1200 cases recorded annually,” he said. “The unfortunate part about that is that this number is growing. The statistics on this will be released shortly. “Cancer is the third leading cause of death in Fiji behind cardiovascular diseases and diabetes. This figure is on the rise due to the lack of early detection, lack of awareness and education.” He said cancer patients were also faced with both emotional and financial challenges when

undergoing treatment. “The important part that everyone should know is that in Fiji there are only two centres that conduct chemotherapy, which is the Lautoka Hospital and the CWM Hospital. “There are quite a large number of cancer patients living between the corridor of Lautoka and Nausori. “However, a lot of patients turn up for their first session of chemotherapy and in our culture and society, the cancer stigma is still very much an issue. “Because of the shame that people feel from this treatment, a lot of people fail to come back for their second or third treatment.” He said the Fiji Cancer Society had been working hard to ensure patients got their vital medical care. “So what we do is reach out to local taxis and get them to pick up these patients right from their homes and take them to the hospital.

In his address to the UN General Assembly, Sharif described Wani as “the young leader murdered by Indian forces” and said he has “emerged as the symbol of the latest Kashmiri Intifada, a popular and

An influential American lawmaker on Thursday slammed Pakistan Prime Minister Nawaz Sharif for using the UN platform last week to praise a “militant”. “Disappointed to see the Pakistan PM use the UN to praise a militant group that uses violence to promote its cause,” Congressman Ted Poe said in a tweet. In his address to the UN General Assembly on September 21, Sharif described Hizbul commander Burhan Wani a “young leader”. Poe is Chairman of the House Foreign Affairs Sub-Committee on Terrorism, Non-proliferation, and Trade last week introduced a bill in the House of Representatives to designate Pakistan as a State sponsor of terrorism. Motivated by his bill, Indian-Americans have launched an online ‘We the People’ petition on the White House website urging the Obama administration to designate Pakistan a State Sponsor of Terrorism. By late Wednesday night more than 265,000 people had signed the petition, making it the most popular active petition on the White House website. As per the guidelines of the We the People petition, the Obama administration responds within 60 days after the petitions is signed by a minimum of 100,000 people. US defence secretary Ashton Carter+ has termed India “a responsible nuclear state”, saying Pakistan’s “history of nuclear weapons is entangled in tensions” and that the US was working with Islamabad to ensure stability. “The landscape of nuclear weapons has changed in the last 25 years,” Carter said on Tuesday at a conference on ‘Sustaining Nuclear Deterrence’ at the Minot Air Force Base in North Dakota, US. “Pakistan’s nuclear weapons are entangled in a history of tension, and while they are not

Talking about China, he said Beijing “conducts itself professionally in the nuclear arena, despite growing its arsenal in both quality and quantity”. 14 die as overcrowded bus slips off road in Nepal An overcrowded bus slipped off a mountain road in Nepal on Tuesday, killing at least 14 people, an official said. The bus was carrying passengers both inside and on the roof, said Dhading District Administration official Toran Parajuli. He said that the road was covered in parts by mud from landslides, and that the bus driver appeared to be trying to negotiate around these areas when the accident happened. The bus slipped off the road near Lapang Phedi village, 120 kilometers (75 miles) west of Kathmandu, the capital, and rolled about 300 meters (980 feet) before stopping on the banks of the Ankhu River. Parajuli said rescuers were at the accident

site. At least nine people were injured, with a helicopter flown to the site from Kathmandu to try to fetch them. The bus, which was on a local route and carrying all Nepali nationals, was unusually crowded because people in Nepal are heading to their village homes this week for the Hindu festival of Dashain, which begins on Saturday. The two-week festival is the most important one in Nepal, a predominantly Hindu country. It is illegal to travel on the roof of a bus in Nepal, but police do not monitor rural roads. Traffic accidents in the Himalayan country are blamed mainly on poorly maintained roads and vehicles.

Indonesia evacuates tourists after Mount eruption

Indonesian authorities are searching for several hundred tourists after Mount Barujari on Lombok island spewed a massive column of ash into the atmosphere and have evacuated more than 1,100 others, the country’s disaster agency said on Wednesday. The volcano, also known as the Child of Rinjani because it sits within the Mount Rinjani caldera, erupted without warning on Tuesday afternoon, delaying flights from airports in Lombok and nearby Bali. The ash column reached 2,000 meters (6,560 feet). Disaster Mitigation Agency spokesperson Sutopo Purwo Nugroho said that nearly 400 foreign and local tourists had been registered since Sunday to climb the mountain, leaving from Sembalun monitoring post, about 11 kilometers (7 miles) from the crater.

Meanwhile, the United Nations on Thursday encouraged India and Pakistan to resolve differences through dialogue. “The United Nations calls on the government of India and Pakistan to exercise restraint and encourage them to continue their efforts to resolve their differences peacefully and through dialogue,” UN spokesperson Stephane Dujarric said.

Bhutan said while it is committed to the Saarc process and strengthening of regional

cooperation, it is concerned over the “recent escalation of terrorism in the region, which has seriously compromised the environment for the successful holding of the 19th Saarc Summit in Islamabad in November 2016.” “Further, the Royal Government of Bhutan shares the concerns of some of the member countries of Saarc on the deterioration of regional peace and security due to terrorism and joins them in conveying our inability to participate in the Saarc Summit, under the current circumstances,” the message from Thimpu said on Tuesday. M.S. Dhoni MS Dhoni – it’s a name every cricket fan in India will cherish now and in the days to come. After all, this man gave India its best wicketkeeper-batsman, and also the most successful captain, who won us the inaugural T20 World Cup as well as the 2011 World Cup. These two moments are something Indian cricket fans will continue to celebrate even after decades, and also revere the man who was the architect of these wins. A possibility of knowing more about this lad from Ranchi who was rumoured to drink buckets of milk on a daily basis is enough to bring crowds in the theatres, as I witnessed today. The terrifically talented Sushant Singh Rajput, who mesmerised us in Kai Po Che, Shuddh Desi Romance and Detective Byomkesh Bakshy!, plays Dhoni in this adaptation of Captain Cool’s life. Kiara Advani and Disha Patani play the female leads, while Anupam Kher, Kumud Mishra, Rajesh Sharma plays supporting roles in the film. The film is directed by Neeraj Pandey, the man who made A Wednesday, Special 26 and Baby. Here’s our review of the film…

The Untold Story movie review: Sushant Singh Rajput delivers his career best innings in this long yet engaging biopic What’s it about The biopic, or if you want to call it a glorified adaptation of Dhoni’s life then that, starts off with Dhoni as a school going kind in Ranchi who prefers to be a goalkeeper than a wicketkeeper, because he doesn’t like the ‘small ball’ (he said that…not me). However his coach wants him to handle the gloves and do the jumps, and doesn’t even allow him to touch the bat. His father Pan Singh (Anupam Kher) is a pump operator, who wants his son to join the government service, and not end up like him. Slowly, Dhoni became a much loved cricketer, first in his town, later while playing for the Railways, and then for the country, as he promoted himself from being a struggling wicketkeeper to the man who would lead India one day. What’s hot

First things first, the movie worked mostly for me, because they hired an actor like Sushant Singh Rajput in the lead. Yes, he doesn’t look like Dhoni even with that long mane, but we forget all that when it comes to his performance and his body language. Be it the lighter scenes where he is pranking his friends, or the dramatic ones, Sushant gives a rousing act that will win your hearts. Check out the scene when he smugly lets his employer take an upper hand during a practice match before hitting him for sixes. Or for the matter, when he breaks down in the middle of the road, when he hears about his first girlfriend’s demise. The man doesn’t allow much room for you to complain when it comes to histrionics. Even though the length of the film taxes your patience, the film appeals to a large extent thanks to Sushant’s performance and Neeraj Pandey’s deft direction. That Neeraj Pandey is an accomplished director is something every movie buff knows by now, and it’s the way he handles some really average writing in here that makes this biopic watchable, especially in the first half. Some of the highlight scenes in the film are in the first half itself, like those scenes where Dhoni had to oscillate between his college exams and his training in a town far away. His first confrontation with Yuvraj Singh, his future rival, is actually the best scene in the film. The casting manager has to be given a pat on the back for roping in Love, Sex Aur Dhokha star Herry Tangri who is so similar to Yuvraj Singh. Even Dhoni’s daily struggles as a TTE at Kharagpur station is well-handled. Another aspect that has to be appreciated is

the CGI done in the film. From superimposing Sushant’s face on a teenager’s body a la Captain America: The First Avenger to doing to same on real Dhoni’s face during the real match footage, the special effects team has done a brilliant job. Among the heroines, Kiara Advani scores over Disha Patani (in her debut film), as she is likeable as the cute and clueless-about cricket hotel management trainee, who would later become Mrs Dhoni. Disha is good too, but she is held back by a miniscule role. The supporting cast, played by Anupam Kher, Bhumika Chawla, Kumud Mishra, Rajesh Sharma and those actors who plays his friends and colleagues are all good. What’s not It’s not easy to make an impartial biopic in India, especially when the person on whom you are making a biopic on is alive and also a producer of the film. You just cannot show the dark shades in his life, and that’s precisely what goes wrong with the film. None of the controversies in Dhoni’s life are addressed, be it on or off-field. So if you get into the theatre expecting to learn about the dark secrets of the dressing room talks, the famous Dhoni-Gambhir or DhoniYuvraj rivalry, or the IPL controversies, the film skips all that to delve into Dhoni’s romantic life. There is a scene where Dhoni teleconferences with the selectors to axe three seniors from the team because of their agility issues. Even without naming them, the selectors behave as if they know whom he is referring to. It’s like the makers didn’t have the courage to handle the really talked about portions of Dhoni’s career. If you are making the film to inspire people, as is the intention of the makers, then make your hero a little more human – people will relate to him more. After all every hero has a dark side, ask Batman!

Ranveer has qualities similar to SRK and Salman, suggests Rohit Shetty Ranveer Singh is on a high. His ad film Ranveer Ching Returns directed by Rohit Shetty has garnered millions of views on various social media platforms. Together it has reached an audience of over 100-crore. His popularity on social media matches that of King Khan, so he is worthy of the Singh is King title. Box office, wise when SRK and Singh clashed last year, Bajirao Mastani came out on top of Dilwale. And what could be a bigger high for Singh than in his next outing, he had the Dilwale director at the helm. Sitting behind his large desk at his Andheri office, Rohit talks about his actor and the possibility of a sequel of Ching Returns. Do you know what numbers the ad has crossed on social media? I never thought that the ad would become so big! So, it’s crossed 100-crore here also (laughs)? I think it was because a new format — a five-minute ad — that it became so popular. It happens a lot abroad… Actually they do it more with car products. Big directors come in, so this five-minute concept or film is always there. Ching wanted to create the same and they wanted something larger-than-life… Everything that you do these days, is larger-than-life… (Laughs) It was just an experiment as they wanted something like a Mad Max or Maze Runner so we were like fine, let’s try it on CG and work on it. We worked on it for two-anda-half-months and it came out well. We now know that in India you can pull it off. Will you do more ads? Yes, this was my first ad. I have done the Bigg Boss series with Salman Khan as well, though. If the concept excites me and I can add to it, then I will direct an ad again, why not? Ranveer is quirky, madcap, eccentric. You are not. How did you two gel? YRF’s Ashish Patil came to me to direct this ad and they asked me to handle the production side. The script came to me after that and we made some changes. Ranveer and I met to discuss the concept. We had met earlier a number of times. He was very excited about doing this ad. The most important thing is that Ranveer is a very sweet, down-to-earth and nice guy. Everybody knows by now, that whatever he is doing is not to create a perception. He is not artificial. That’s the way he is — a harmless guy who speaks from his heart so immediately we gelled. Off screen, you both share a certain camaraderie, too… All the young boys of today have that trait. I don’t know, maybe I am becoming old (laughs). Today, Ranveer’s a star, but he doesn’t carry that aura or attitude on the sets with him. I believe that he doesn’t know how big he is. The first time he had come to my office was when I was making Singham. That Ranveer Singh and today’s Ranveer Singh has not changed a bit. He is the way he was. The boys of today now work round the clock, like how the way the big stars like Ajay (Devgn), Salman (Khan), Akshay (Kumar), Shah Rukh (Khan) used to work. Any plans to direct Ranveer for a film? I would love to direct him in a film. We are working on a few things, but haven’t finalised anything as yet. I want to do an out-and-out action film with Ranveer because I think, out of the younger lot, he’s one actor who can play a cop or an underworld guy or like in Bajirao Mastani, the father of an eight-year-old son. Out of the whole young lot, he’s the only guy who can pull off all these characters, which few people can understand. He has that versatility, body and structure. He is that one boy out of the younger lot who can pull off any role. Ranveer has that kind of talent to do it all. That’s a huge compliment! You can’t pin any tag on Ranveer. He

can do action as well as comedy or play a loverboy or do a Dil Dhadakne Do or an OTT

commercial, masala Rohit Shetty film or a Sanjay Leela Bhansali film. Ranveer fits any character. Ranveer is the superstar of the next generation and the biggest reason is his connection with the audience. He has a connect with the masses — the way he behaves, puts himself out, the way he interacts with people, comes and dances — that makes the masses think that he’s one of us. A guy from the chawl can think Ranveer is his hero and a girl from Peddar Road can also think he’s her hero. That makes a superstar. Shah Rukh and Salman have that quality. And Ranveer has that. When we had the ad shown at Chandan there were over 500 people and he met each one of them. They would have carried him home and told another 10 people about it

so 5 lakh people would know that Ranveer sab ke saath aisa dance kiya. And he’s genuine. When’s the second ad coming? If the second ad happens, it will only happen after a year or so. We made 30-second ads for TV, which aren’t out yet. This was a new concept and it clicked in a very big way. We shot the ad in just three days; and one day, we shot round the clock. We did the action in the morning and shot the song from evening to morning and then after two hours, we again started working. And let me tell you, at no point, was Ranveer’s energy level going down. On the contrary it was increasing (laughs), especially at night. My team and I are very energetic too, so he was fitting in well. We had a few references but exactly how it would shape up nobody knew.

In a saucepan, combine the water, sugar, and cardamom over medium heat and bring it to a boil. Simmer until the syrup is sticky but not making the thread. If using a candy thermometer, it should reach 200°F. Set aside. Kala Jamun 1. Soak the saffron in warm cream. And set aside. 2. Knead the paneer enough to make it smooth, do not over knead the paneer. 3. In a bowl mix the dry ingredients together, all-purpose flour, milk powder, and baking soda. Add the paneer and mix well add cream to make soft dough. Dough should be soft and sticking to fingers, as dough sits milk powder will absorb the extra cream. Let it sit for about 5 minutes. 4. Knead the dough if it is dry add 1 to 2 tablespoons of milk as needed not the cream. Divide the dough into 14 equal parts. 5. Take two pieces of dough and add the filling ingredients saffron, almonds and pistachios, mix well. Divide the filling into 12 equal parts. 6. Take one part of the dough roll it between your both palms to make a smooth ball and mold it into cup, place one filling in the center, cover from all around, and roll it into smooth ball. 7 Ways To Deal With A Girlfriend Who’s Always Suspicious Of Your Every Move “We can’t go on together with suspicious minds,” sang the legendary Elvis Presley. And he was right. The worst thing that can happen to any relationship is suspicion. It breeds insecurity, lies, cheating, anger, betrayal, hurt and impending doom. “The thing about having a suspicious girlfriend is she will not stop surmising things about you,” says a friend. “If she ever saw me talking to a girl, she would think I was sleeping with her, or that I intended to do that,” he adds, recounting his own experiences. “It reached a point where if I told her I was busy, she’d never stop calling and texting me and so, I had to start lying, which I hated. But I had no other choice.” A lot of times, the suspicion stems from the fact that a relationship between two people is very different in the beginning, compared to once the honeymoon stages are over. Towards the start of any relationship, you have to work doubly hard at understanding the other person and being extra attentive towards their needs and desires. Once the two of you have established an equation, you begin to focus on the other areas of your life. It doesn’t mean you’ve lost interest in the person; it just means that now that they’re a part of your life, you can go on living your life, alongside them. This is something that doesn’t always sit well later on because women have trouble understanding your change of attitude. She starts internalizing everything

you say, or do. And while most times it really is all in her head, it helps if you try to ward off the suspicion and reaffirm her worth and importance in your life. Notice if she gets too clingy around your friends, or if

she turns completely aloof—both are signs of insecurity. Involve her in conversations with friends; especially your female friends—they are where her suspicions lie. Let her feel like she is a part of your life and social circle; let her get to know your friends, the people you spend most of your time with and why they are important to you. The more she understands, the lesser her chances of suspecting. 4. Take Her Out On Double Dates I know, it sounds lame and totally not required. But, it’s actually really required. It’s necessary for the simple reason that she knows you have lady friends who are already seeing someone else and you get to be

romantic with her around others; show them how much you adore your girlfriend and so on. It’s very minute and often skipped, but is every bit as important as an intimate date. 5. Appreciate Her More Often It’s difficult to do so every single time. But, this is something you’re going to have to work on, especially when you know she has a habit of suspecting your every move. The next time she tries asking you where you’ve been, or what you’re doing, throw in something like how you like the fact that she cares so much about you. In fact, you should ask her the same; give her the idea that you’re just as interested in her life as she is in yours. 6. Address The Issue The best way to put the water under the bridge is to get on that bridge. I don’t mean hound her the minute she asks you a question. Questioning you once or twice is human. Most girlfriends do that. I’m talking about when the questions get persistent and pervasive. How you do this is of the utmost importance. You don’t want to make her feel like she’s being accused of something. You care about her and you want her to know that she’s all that matters. Communication has always been the key to solving every relationship problem. 7. Give Her A Choice This is the last straw. You’ve tried everything—balancing your act, spending quality time with her, appreciating her, including her in your life and among your friends and you’ve talked it over. Nothing works. She’s persistent and will not let it go. At this point there really isn’t much you can do. Staying in an insecure relationship turns toxic easily and you’re only hurting each other at this point. She clearly has to work on her own insecurities and address why she feels that way. You clearly cannot live your life constantly justifying your every action. And you can’t love someone who doesn’t trust you enough to set you free. It’s time to cut the cord. Whatever you do, try steering clear of the lies, the sugarcoating and the avoidance of confrontation. That is the worst thing you can do to her and yourself.

Vancouver’s mayor wants to ban Airbnb rentals for those who aren’t living in the homes they are listing, while requiring everyone else to hold a business licence. Mayor Gregor Robertson has revealed the city’s approach to regulating short stays facilitated by vacationrental websites, which he says are contributing to a “dangerously” low vacancy rate. “Our approach is to strike a balance between regulating shortterm rentals and ensuring that some people can continue to do that, but focusing on our long-term rentals,” he told a news conference Wednesday. “Housing is first and foremost about homes, not about operating a business.” Currently, rentals of less than 30 days are prohibited without a hotel or bed-andbreakfast licence. Ninety-seven per cent of short-term listings are illegal, according to a staff report set to go to council next week. Robertson said he recognizes a need to allow short-term stays in principal residences so that renters or owners can supplement their incomes in the expensive city. But he wants those Airbnb users to get business licences and post the licence number in advertisements. Stays of less than a month in secondary units such as investment condos or structures like boats and trailers must remain illegal, in an effort to bring at least 1,000 homes back into the rental market, he said. If a long-term renter of a laneway home or basement suite wanted to list it on Airbnb, they could do so because it is their principal residence, Krishna added. If council approves the report, public consultation will help decide details, including the cost of a licence. The city is also exploring a short-term rental tax that is equivalent to the taxes paid by hotels and bed and breakfasts. The report recommends “proactive, effective enforcement,” using the city’s bylaw and enforcement powers to require unlicensed operators to pay fines or face legal action. The plan would legalize about half of current entire-unit listings and almost all private-room listings, the report says. Karen Sawatzky, a Simon Fraser University urban studies master’s student who has examined Airbnb’s impact on rental housing, said she’s concerned about allowing listings of private rooms. “Where are people who are making minimum wage supposed to live in Vancouver?” she asked. “You can not afford an entire one-bedroom apartment on your own.”

The 2016 Re/Max Commercial Investor Report, released Wednesday, highlights the impacts of the oil downturn on various types of properties in the city. “In some asset classes, particularly office space, the sublease market is putting pricing pressure on the primary lease market,” the report reads. “As a result of companies downsizing, lease-holders in long-term leases are looking to sublease, and in order to do so have to price below market rate. This is having the most impact on office space, but is affecting retail as well.” Adam Hayes with Cresa Calgary, a local arm of the international real estate firm, said there has been 5.2 million square feet of negative absorption in the city’s overall office space from mid-2014 to mid-2016. “To put it in perspective … that is about equal to the pace at which space was occupied and leased in 2011 to 2013, when

Hayes said the “massive” amount of office space currently available in Calgary has even led to changes in the units people use to talk about. “As opposed to how many floors are available, people are starting to talk about how many acres are available in the building,” he said. “There are buildings and complexes out there today that have a number of acres available, and there’s going to be more and more.” Sales of commercial property in the first half of 2016 were down 12 per cent compared to the year before. The retail sector “has rebounded somewhat and is fairly healthy,” the report goes on to say, but continues to struggle in the downtown core. “Some of the large retail spaces left by Target exiting the Canadian market have been filled by new tenants such as fitness facilities, while others have been leased to other large American retailers,” the report treads. As of the end of August, Re/Max said the retail vacancy rate was 3.4 per cent city-wide and 11 per cent downtown. Calgary has historically been “a resilient market,” the Re/Max report notes, and “a slow but eventual recovery is expected.” With several major projects still underway, however, it warns that the supply of office space is likely to continue to rise without a corresponding increase in demand.
