Metro Vancouver taxpayers should not be stuck with paying for the cost of Mayors Council’s pet projects By Umendra Singh The plan by the local “Mayors’ Council” to raise $2 billion for transit in the Vancouver area by increasing property taxes is ridiculous. Local taxpayers have made it clear many times they do not want to be burdened with additional taxes to pay for transit. Transit should be user-pay and yet local mayors, led by Vancouver’s Gregor Robertson, keep on coming back with more elaborate plans to burden taxpayers with more taxes to fund transit. The Mayors’s Council claims that their latest tax grab will be a 10-year expansion plan will create new bus routes, including HandyDART services for people with mobility issues, reduce overcrowding on transit and improve rail services - or so says Translink. It’s the first phase of a two-part transit improvement plan across the region.

The federal government will contribute $370 million. The province will add $246 million and TransLink will pay the balance of $1.3 billion. The improvements will mean a $3 per

household increase in property taxes. Fares will also rise by 10 cents, beginning next July. “This is a major day for the Metro Vancouver area,” gloated Vancouver Mayor

Gregor Robertson, adding the transit improvement plan will reduce overcrowding and improve services. Robertson said the next phase will include projects on Broadway and improvements to the Pattulo bridge. The second phase of the plan will go out for public consultation in 2017. Interestingly, the first phase will include projects in Vancouver and the “second phase” will include Surrey and other areas. Robertson said agreeing to the property tax and fare increase was “a tough one” for mayors. He said the movement from the mayors was largely because the federal government came to the table with more significant funding after delays which he said have “killed a lot of time.” BC’s Minister Responsible for Translink Peter Fassbender said he applauds the mayors moving ahead with the plan, saying it would start work on the Broadway corridor as well as light rail in Surrey and to Langley. Fassbender conceded those projects would be years away, but this announcement is about meeting current transit need Interestingly, the Mayors and other politicians forgot to ask the people who will end up paying for the whole thing - the taxpayers. The taxpayers have no say in how the Translink operates and what its priorities are. The taxpayers have no say in who is on the board of Translink. So why should taxpayers and property owners in Metro Vancouver be stuck with paying the cost of these projects? The provincial government runs the Translink so let the provincial government pay for these projects - after Translink goes on a cost cutting plan.

She will be a great leader representing us on the world stage,” the Republican president-elect said in a statement. The 44-year-old daughter of Indian immigrants, Haley represents what some Republicans hope could be the new face of their party: a younger, more diverse generation of leaders. Haley took Trump strongly to task during the presidential campaign over his harsh rhetoric about illegal immigration and for not speaking forcefully enough against white supremacists. Trump has chosen mostly male conservatives so far for senior positions as he shapes his administration following his victory over Democrat Hillary Clinton in the Nov. 8 election. Trump takes over from Democratic President Barack Obama on Jan. 20. Also on Wednesday, a spokesman for former Republican presidential candidate Ben Carson said Trump had not offered the retired neurosurgeon the post of housing and urban development secretary, disputing a Wall Street Journal report. “Trump did not make an offer,” Carson spokesman Armstrong Williams told Reuters. “He asked him to consider HUD. Nothing has been offered and no decision has made.” The Journal, citing two people familiar with the deliberations, also reported that Trump was expected to pick billionaire investor

The choice of Haley may be aimed at countering criticism of Trump’s divisive comments about immigrants and minorities, as well as accusations of sexism during his election campaign. Haley led a successful effort last year to remove the Confederate battle flag from the grounds of the South Carolina state capitol after the killing of nine black churchgoers in Charleston. The flag was carried by proslavery Confederate forces during the Civil War and is viewed by many as a racist emblem. Haley said she had accepted Trump’s offer and would remain governor pending her confirmation to the Cabinet-level post by the U.S. Senate. “When the president believes you have a major contribution to make to the welfare of our nation, and to our nation’s standing in the world, that is a calling that is important to heed,” she said in a statement. Haley’s job may include reassuring allies worried about some of Trump’s campaign rhetoric, including his pledge to build a wall along the U.S.-Mexican border to curb illegal immigration, his promise to review trade agreements and his suggestion that he would push NATO partners to pay more for their own defense. Trump wants a better relationship with Russia, a permanent member of the U.N. Security Council. He has antagonized China, another major power at the United Nations, with his rhetoric on trade and territorial disputes in the South China Sea.

Priyanka chooses Toronto to launch movie about Indian roots

The film is the third to be produced by Chopra and tells the coming-of-age tale of a young man living in Canada who returns to India to reconnect with his roots. “Toronto was very important to me because it has such a massive Punjabi community,” Chopra said at a press-conference Sunday. “I think the Punjabi community is an extremely proud and upheld community in Toronto and I really wanted to bring the film somewhere where it would be appreciated and looked at for what we were trying to make.” The film, starring Punjabi star Amrinder Gill, shot in both Canada and the northern Indian city of Chandigarh, marks Chopra’s foray into Punjabi cinema. But she hopes the message will resonate with all audiences, especially at a time when she says so much emphasis is placed on what divides people. “I think there are too many labels that promote xenophobia in the world, so many labels that people are always put into little boxes with. People are people. That’s the way I see it. We all just move around and do our best to survive: move countries, move homes, just to make sure that our families get a better life. “And this is a story of an immigrant family in Canada and their son who’s lost his way and how he ends up after he find his roots.” Carving out a life away from home an experience one that Chopra, who made the leap from Mumbai’s Bollywood scene — where she is already a megastar — to Hollywood, knows all too well. “Yes, I have got the opportunity to not play the exotic sidekick in a big movie or I’ve got the opportunity to headline a TV show as the lead of a show, but that doesn’t usually happen to South Asian actors,” she said. ‘If you hold onto your roots, you always have a place in the world’ “For me it was a massive fight. Modiâ€™s sudden currency move spoils business for Indians Continued from Page 3... Almost every transaction, like most in India, is done in cash. And business at the massive New Delhi market is evaporating, the

food spoiling and wasted, two weeks after the governmentâ€™s surprise currency move made more than 80 per cent of Indiaâ€™s banknotes useless. By withdrawing all 500- and 1,000-rupee notes from circulation, the government is trying to clean Indiaâ€™s economy of â€œblack money,â€? or untaxed wealth. Its success

remains to be seen, but for now the move has created serpentine queues outsides banks and ATMs of people replacing their rupee notes or making small withdrawals. Few people have access to banks, however. The vast majority of Indians earn and spend in cash, and more than half of the countryâ€™s 1.3 billion people have no bank accounts. In Azadpur people are upset: the impossibly wiry laborers who transport fruit and vegetables in handcarts around the 90-acre market, the big traders who conduct hundreds of thousands of rupees of business in a day and the small retailers who buy a few baskets or crates of food to sell each day. Stopping to talk to a reporter would have been impossible a month ago, but business at the market was so thin on a recent day that groups of traders and workers were free to speak. A look at how Indiaâ€™s currency move has impacted people at one crucial market.

Vancouver Police searching for 4-year-old girl An Amber Alert has been issued by Vancouver Police for four-year-old Delilah Felton, possibly travelling with her mother, suspect Angela Hanley. Delilah was last seen wearing a colourful rain jacket, mostly red with flowers on it, a black skirt with writing on the front, and black leggings with grey stripes. She is described as Caucasian, one metre and 22 centimetres tall, 40 pounds, with red hair and blue eyes. Police say Delilah was taken from the East King Edward area of Vancouver. Her mother, the suspect, is 46, 5â€™6 tall, 139 pounds, with red hair and blue eyes.

She was last seen wearing a light brown corduroy jacket with a fur-lined hood, dark jeans, and calf-height rain boots.

Police ask the public to call 9-1-1 if they spot either Delilah or her mother. They say to not approach either.

Edmonton dentist breaks silence after South Asian girl suffers brain damage More than two months after a four-yearold Edmonton girl slipped into a coma while having dental work done, the dentist who performed the procedure has broken his silence. A letter that was sent to anesthesiologists in the city this week by Dr. William Mather. “As I am sure you are aware, a little girl visited my office in September for a routine dental procedure requiring general anaesthetic. It is true, as reported by the media, that my patient went to hospital and has suffered brain damage,” the letter said. “Not an hour goes by that I don’t think about this little girl and what her family must be going through. As a father and grandfather myself, my heart is breaking for her family. This terrible tragedy has shaken me – and my staff – to our very core.” Mather went on to describe how he was overwhelmed with media attention and at the urging of his lawyer, did not respond to interview requests. He claimed as result, some of the details of the incident are inaccurate or incomplete. On Sept. 7, four-year-old Amber Athwal was rushed to the Stollery Children’s Hospital after the dental visit. Her father, Raman Athwal, said after a dental exam they were told by a specialist that Amber could have a procedure done that day. The family said the specialist asked if Amber ate breakfast and when told yes, they allege he said it was OK and put her under with a general anaesthetic. They allege Amber

suffered from a lack of oxygen during the operation and was rushed to the Edmonton children’s hospital. Amber was transferred to the Glenrose Rehabilitation Hospital on Oct. 10, while still in a coma. The family was told by doctors that an MRI showed the girl has a brain injury. Her father said she is recovering from a G-tube (gastrostomy) surgery and has been responding to her parents’ voices, though the four-year-old is still not fully conscious. “It makes us happy, but on the other side we know she’s not even up to the 10 per cent she was.” Athwal, who quit his job to be by his daughter’s side, said his family is living off charity. He thinks Mather should have waited to send out his request for anesthesiologists until the Alberta Dental Association and College wrapped up its investigation. The Athwals had been given a deadline of Nov. 30, 2016, for the resolution of that investigation, but Athwal isn’t convinced he will find out what happened to his daughter.

US computer scientists urge Hillary Clinton to challenge poll result A number of top US computer scientists have urged Hillary Clinton’s campaign to seek a recount of vote in Battleground States of Wisconsin, Michigan and Pennsylvania, saying they have found evidence of ‘manipulation’, according to a media report on Wednesday. The computer scientists believe they have found evidence that vote totals in the three swing states could have been manipulated or hacked, , quoting a source as saying. Democrat Clinton’s Republican rival Donald Trump had won the swing states of Wisconsin, Michigan and Pennsylvania in the November 8 election. The group informed John Podesta, Clinton’s campaign chairman, and Marc Elias, the campaign’s general counsel, that Clinton received 7 per cent fewer votes in counties that relied on electronic voting machines, which the group said could have been hacked. Based on statistical analysis, Clinton may have been denied as many as 30,000 votes; she lost Wisconsin by 27,000, the scientists said. Their group told Podesta and Elias that while they had not found any evidence of hacking, the pattern needs to be looked at by an independent review.

Liberals to reverse Tory voting rules, will allow citizens without ID to cast ballot The Liberal government is rolling back a number of controversial changes to Canada’s voting process.

Maryam Monsef, the minister for democratic institutions, has introduced

legislation that will allow voters to use the voter information card as valid ID to cast a ballot. The government is also restoring the ability of voters to vouch for other citizens who lack identification, permitting them to vote, and restoring the chief electoral officer’s voter education mandate. The previous Conservative government tightened voting rules with its controversial Fair Elections Act, which critics said was aimed at suppressing the vote of people unlikely to support Conservative options. The new bill also expands the right to vote to more than a million Canadians living abroad. It will also provide more independence to the commissioner of elections, who investigates election irregularities and fraud.

ICBC says basic rates could rise 42% by 2020 Skyrocketing claims, increases in cases of insurance fraud and more injury claims have led ICBC to project a worst-case scenario rate increase of 42 per cent by 2020. ICBC released the long-term projections Wednesday under pressure from the B.C. Utilities Commission. The insurer is projecting rates will go up 4.9 per cent in 2016, 6.4 per cent in 2017, 7.9 per cent in 2018, 9.4 per cent in 2019 and 7.9 per cent in 2020. ICBC has also provided best-case scenario figures under which rates would only go up 15.8 in the same period. In order to show British Columbians it is trying to keep rates down, the provincial government has announced plans to no longer insure luxury cars. Once the legislation is passed, owners of personal vehicles selling for more than $150,000 will have to get private insurance. Figures from the province provided by ICBC show luxury cars are six times more expensive to fix than the average passenger vehicle. On Wednesday, Transportation Minister Todd Stone said that repairing a fender, grill, headlights and intercooler on a

Bentley Flying Spur would be about $38,000. “This is putting an unfair burden on the vast majority of the other ratepayers who are subsidizing this particular rate class through their premiums. This has to end,” said Stone. “The provincial government has been facing criticism over ICBC rates that have gone up more than 30 per cent since Premier Christy Clark took office. The province could not project how much money it would save by not insuring luxury cars but pointed out luxury car ownership had gone up by 30 per cent in the last three years. Currently, luxury car owners pay about the same basic rate as the owner of a $15,000 car, the average value of a passenger vehicle in B.C. Before the legislation is put in place, the province says it will increase rates for luxury car owners ‘as soon as possible’ that could see them pay double the insurance they pay now. “This new rule will apply to private passenger vehicles only. It will not apply to pickup trucks or limousines or RVs,” said Stone. “This is a move to protect the middleclass ratepayer and provide basic fairness.”

Premier Christy Clark avoiding questions on long-term ICBC rates As debate heats up, B.C. Premier Christy Clark is avoiding the discussion on whether the public insurer should be required to disclose future projected rate increases. When asked on Tuesday, Clark did not directly answer the question of whether ICBC should have to release the projections, only saying she wants to ensure rates don’t go too high in the immediate future. “I think ICBC should keep the rates at a 4.9 per cent increase, which is what the government is committed to doing. People cannot afford these massive rate increases,” said Clark. “I am fighting for the ratepayers, people who drive cars, the moms and dads who already find life unaffordable.” The provincial government has approved a 4.9 per cent increase in 2016 that would add $3.50 a month to the average auto insurance bill or $42 a year. The B.C. Utilities Commission, the

organization that regulates ICBC, has called on the insurer to provide some clarity to what sort of increases are expected each year until 2020. ICBC has refused to this point to release the projections because of concerns they would be taken out of context. ICBC has already submitted an application that would see rates go up 4.9 per cent. NDP critic Adrian Dix says Clark is being disingenuous in her statement about making sure rates do not become unaffordable. Dix has calculated that ICBC insurance rates have gone up about 30 per cent over the last five years. Documents provided by Dix also show the provincial government has moved nearly $1.2 billion from ICBC revenues into provincial coffers. It is unclear where that money was used, but the province has committed to not taking revenues out of ICBC’s account this fiscal year.

Strong winds turn 2 hr BC ferry ride into 7 hr ordeal A late night BC Ferry sailing from Nanaimo to Tsawwassen turned into a seven hour ordeal

for some ferry customers last night as strong winds stopped the ferry from docking. The delays started right away as The Queen of New Westminster didn’t leave until 11:45 p.m. – an hour after it was originally supposed to leave Nanaimo. It was supposed to be a two hour crossing and the ferry was due to dock at 1:45 a.m. However, it turned into a seven hour ordeal for the 21 passengers on board as the ferry

couldn’t dock in Tsawwassen. The strong winds that hit the region made conditions too difficult for the ferry to dock safely. The captain did attempt to dock multiple times but it was too windy. The boat finally docked just before 7 a.m. Thursday. “Our crew kept them well informed,” said Deborah Marshall with BC Ferries. “They offered coffee, tea, food and what-not.” It appears the passengers did get fed by the crew around 5 a.m. A few concerned parents, who had adult children on board the vessel, waited out the night in the parking lot and said they could see the ferry attempt to dock. One of the parents told Global News the wind was so strong it was blowing water across the parking lot. “You couldn’t even hardly open your [car] door,” said Donna Verhulst.

BC child poverty rate higher than national average British Columbia’s child poverty rate is higher than the national average, according to a new study from a coalition of advocacy groups. According to the report released Thursday morning by First Call: B.C. Child and Youth Advocacy Coalition, the provincial child poverty rate — as of 2014 — was 19.8 per cent, which puts it higher than the national average for youth at 18.5 per cent. The organization’s 2016 B.C. Child Poverty Report Card also puts the overall poverty rate in B.C. at 20.1 per cent. Adrienne Montani, the provincial coordinator for the coalition says income inequality is growing in B.C. and there are several factors to blame. She highlights the “failure to collect some

revenue and failure to share the wealth that’s being accumulated through wages with people and through robust social programs.” “We don’t have a decent child tax benefit in B.C. We have a very stingy one compared to other provinces.” While the percentage of children in B.C. living in poverty has decreased slightly from the 20.4 per cent in last year’s report, the percentage of children affected by poverty who live in single-parent families stayed the same, at 50.3 per cent. “B.C. has made no substantial progress in reducing this astounding rate of poverty for children in lone-parent families since 2006, and in fact it has trended upward since 2009,” the report says.

Planes clip wings on Vancouver airport tarmac leaving both unable to fly A United Airlines plane clipped wings with a WestJet aircraft Thursday morning on the tarmac at Vancouver International Airport, leaving both planes damaged and unable to fly. The incident happened while the United Airbus A319 was being towed into Gate 77 of the airport’s international terminal. United spokesman Charlie Hobart said there were no customers on board the aircraft. He also said both planes were being towed at the time. But in a statement, WestJet spokeswoman Lauren Stewart maintained the Westjet aircraft was stationary during the collision. Westjet also said there were no guests or crew on board its aircraft. A witness who was waiting to board the plane said crew members he spoke to were visibly shaken and described the incident as feeling like “a big earthquake.” Emergency responders attended the scene but an airport spokesperson said there were

no reports of injuries. “Our aircraft was being towed from

one gate to a different gate,” he said. “They did come in contact with one another and authorities on the ground are still trying to determine how and why.” Hobart said that empty planes docking at a gate are subject to the same rules and grounds-crew guidance as an aircraft full of passengers. “The grounds crews are all professionals,” he said. “I can’t speak for the folks in Vancouver, but in terms of this kind of incident happening, it doesn’t happen very often.”

One dead and three injured in Maple Ridge accident Ridge Meadows RCMP are investigating after a fatal accident on Golden Ears Way on Tuesday afternoon. It happened at approximately 4:20 p.m. on the stretch of road between Lougheed Highway and 203 Street, when a northbound SUV and southbound SUV collided head-on. Three people survived and were transported to hospital with non-lifethreatening injuries, but one person died at the scene. An RCMP spokesperson said weather might have been a factor, but it’s

unknown at this time what caused the crash. The road was closed for some time as crews cleared the scene and investigated the accident.

Coquitlam RCMP nab alleged bike thief still wearing his inmate clothing It is not often that the RCMP get such an obvious clue from an alleged thief, but Mounties in Coquitlam say a 21-year-old man was still wearing his inmate clothing

when they came upon him allegedly trying to steal a bike, just hours after getting released from custody. The Coquitlam RCMP Prolific Target Team (PTT) observed the man acting suspiciously

near Westwood Street and Christmas Way, shortly before 8:30 p.m. on Nov. 17. Police officers watched as the man approached a mountain bike locked to a sign post. Within a few seconds, the suspect had allegedly managed to cut the bike lock and tried to get away on the bike when police intervened. The suspect, who has now been identified as Cody Stone, has been taken into custody and is now facing one charge of theft under $5,000. We’re out there, making patrols and looking for anything out of the ordinary, said Cpl. Scott Grimmer, PTT Team Leader in a release. It’s pretty easy for us to identify someone when they’re in ‘crime mode’, especially when they’re still wearing their inmate clothing.

Jimmy Pattison optimistic about Donald Trump B.C. business magnate, investor and philanthropist Jim Pattison is confident U.S. president-elect Donald Trump will be able to use his business acumen to run the country. “I think Donald Trump will probably be better than most people expected, would be my guess,” said Pattison, who is chairman and CEO of the Jim Pattison Group. “I think the anticipation that things were all going to be not-so-good, I think will be — I’m optimistic that they’ll be a bit better.”

Pattison was asked if running a business empire, in his opinion, makes a person qualified to run a country. “No, it doesn’t, but there’s a lot of different ways to run businesses,” said Pattison. “It depends on how tough he is on free trade with Canada, but overall, I’m hopeful.” The 88-year-old billionaire said he has met Trump in the past but doesn’t personally know him. Pattison is one of the richest people in Canada and owns the country’s second largest private company.

City of Vancouver proposing 3.4% property tax increase The City of Vancouver is proposing to raise property taxes and services fees to cover a $55-million increase in its operating budget. The $1.32-billion draft 2017 budget was released late Wednesday afternoon. It includes a 3.4 per cent property tax increase and other increases for utility, recreation and permit fees. The city says the increases will go towards greater costs for existing services that are in line with inflation and new expenditures in other areas like social housing, security and the arts. According to the city, the property and utility fee increases will amount to an extra $49 in costs for a median homeowner in Vancouver. But opposing Coun. George Affleck says the rate increases shouldn’t outpace inflation, which is currently at under two per cent.

“That’s outrageous,” Afleck said. “It’s becoming more expensive to live in the city because of Vision Vancouver.” Afflect says in the past 10 years the city budget has increased by $300 million or by 30 per cent, but the population has only increased by nine per cent. According to the city, Vancouver has had one of the lowest average property tax increases in the Lower Mainland. The budget says the city expects to take in an extra $32.3 million in property tax revenues and an additional $16.8 million in service fee income in 2017. The increase in property tax follows an average 17 per cent increase in property assessment values for Vancouver homes this year.

Montreal woman asked to remove hijab in court appeals judge’s refusal to clarify rules The Montreal woman ordered by a Quebec Court judge to remove her hijab before her case could be heard is appealing a higher court ruling in the case. Rania-El-Alloul’s lawyers argue Superior Court Justice Wilbrod Décarie made errors in law in a ruling last month when he refused to issue a declaratory judgment. El-Allou wants the Quebec Court of Appeal to affirm the right of people appearing in courtrooms to wear hijabs or other religious attire. In his ruling, Décarie was strongly critical of Quebec Court Judge Eliana Marengo, the judge who told El-Alloul in February 2015 she would not hear her case unless she removed her hijab. Marengo contended the courtroom was a secular space and compared the hijab to a hat and sunglasses, which would not normally be allowed in a courtroom. “The thesis adopted by Judge Marengo that a courtroom is a secular space where the religious beliefs of a person have no right to be cited has no force of law in Canada,” Décarie wrote in his decision. But Décarie stopped short of issuing a declaratory judgment, saying it was beyond his jurisdiction and largely unnecessary. In court documents filed with the Quebec Court of Appeal earlier this month, El-Alloul’s

lawyers argued Décarie should have gone further. “It isn’t enough that I have been vindicated,” El-Alloul said in a statement to be released Wednesday by the National Council of Canadian Muslims, which is advising her in the case. “It’s so important that the successful resolution of my case ensures no one is ever humiliated the way I was and deprived of their rights.” Julius Grey, ElAlloul’s lawyer, said the case has “extraordinary importance.” “We have to make sure that no woman is ever denied justice because she’s wearing the hijab, or anyone else wearing a kippa or turban,” Grey told. “It’s singularly inappropriate to deny justice to somebody justice for such a reason.” Grey said he doesn’t accept Décarie’s argument that the case was beyond his jurisdiction. “The judge denied a remedy, not because he disagreed with the first proposition, but because he felt it was the wrong procedure. The principal of the charter is that there’s always a remedy if there’s a right,” Grey said. Grey will ask the Quebec Court of Appeal to reverse Décarie’s decision and issue the declaratory judgement requested.

Fentanyl and other opioids for chronic pain put patients on a dangerous slope Prince’s death from an overdose of fentanyl is a high-profile example of what happens thousands of times every year among people with chronic pain. The single-page medical examiner’s report lists fentanyl overdose as the cause of death. The report includes notes about scars on his left hip and right lower leg, which could be from past surgeries for joint pain. “There’s a good example of a patient who by all accounts was a cleanliving guy who eschewed alcohol and didn’t exactly abuse drugs per se, but did have chronic pain and was under the care of a physician for chronic pain,” said Dr. David Juurlink, head of clinical pharmacology and toxicology at Sunnybrook Health Sciences Centre in Toronto. Since fentanyl is 50 to 100 times more potent than heroin or morphine, a tiny amount can push people past a tolerant dose into an overdose situation, said Dr. Perry Kendall, British Columbia’s provincial health officer in Victoria. After Oxycontin was pulled from the market in 2012 and replaced with tamperresistant OxyNeo, many provinces said they wouldn’t pay for either. Use shifted to fentanyl as well as other more potent opioids. Fentanyl patches for cancer pain have been diverted for illicit use, although Kendall said this isn’t occurring as much in Canada as in the U.S. The illicit market quickly filled with smaller doses of higher potency bootleg fentanyl from China that could be smuggled more easily than large quantities of heroin. Fentanyl-related deaths have surged in Canada. In B.C. alone, deaths involving fentanyl increased from 13 in 2012 to 480 in 2015. In Alberta, fentanyl-detected deaths increased from 29 in 2012 to 274 last year. B.C. hadn’t seen a toll like that since the mid-1990s, Kendall said. The alarming increase was why he declared an emergency last month, with the goal of getting more resources, attention and timely and detailed data, such as from emergency rooms.

A loophole in a B.C. Housing pilot project has the NDP’s housing critic calling for change. “I’m astounded by the fact the government knows so little about what is happening in the housing market, including in their own housing,” David Eby said. Eby’s response comes after a report about some condo owners who are taking advantage of a loophole in the system. In late 2015, a new condo development — Sequel 138 — opened in the Downtown Eastside. The controversial project featured 18 affordable housing units, which are managed by a private organization. However, 79 condos in the building were up for sale. For those units, only buyers with a combined household income of less than $85,000 a year qualified to get into one. In return, they paid little to no down payment. All buyers signed a covenant with B.C. Housing. One clause clearly states for the first two years owners wouldn’t use the property for anyone but themselves. Instead, Global News has learned some units are being rented at market value. The issue was first brought to B.C. Housing’s attention by a condo owner

in August, however no action was taken until Global News began asking questions on Tuesday. Eby says it should have been addressed months ago. “This is the indication that B.C. Housing and this government doesn’t have adequate information about what’s actually happening in the housing market and then even when they do have the information, they’re failing to act until it’s a news story,” Eby said. In a statement, B.C. Housing says the initial agreement for the 79 units included in the Affordable Homeownership pilot project allowed for rentals. Owners and tenants had to meet an income test and B.C. Housing monitored those requirements. “However, under the initial terms of the agreement, no cap was placed on the amount of rent owners can charge tenants. B.C. Housing is investigating the concern and going forward, this clause will be eliminated in all similar agreements by prohibiting rentals and leases,” the statement went on to read. Eby supports government initiatives aimed at tackling metro Vancouver’s affordability crisis, but says there has to be a system in place to ensure they actually work.

Premier Christy Clark is promising to build 2,900 affordable housing units across much of British Columbia’s Lower Mainland in an effort to increase the supply of rental options. The 68-project program was announced today at the site of a 40-unit housing development in Surrey for single mothers who have children with special needs. The government is spending $516 million on projects for adults with disabilities, seniors, youth, aboriginal people and single women with children. Housing Minister Rich Coleman says the funding largely comes from revenue collected through taxes on property transfers and foreign buyers. Coleman says he expects the housing projects to be built within two years, and some have already been slated to start construction.

Liberals to buy 18 Boeing Super Hornet fighter jets to fill ‘capability gap’ The Liberal government says it will begin the process of buying 18 Boeing Super Hornet jet fighters to meet what it deems to be the urgent needs of the air force, but was unable to say Tuesday when the aircraft will be purchased and how much they will cost. In addition, Defence Minister Harjit Sajjan announced the Trudeau government will launch a full-fledged replacement program for the entire existing fleet of CF-18s before the end of the end of its term in three or four years.

He promised an “open and transparent competition” to replace the aging fighters — purchased in the 1980s — and said the decision must be guided by the country’s defence needs, which are still being formulated. “The competition for a permanent fleet will be informed by the outcomes of the defence policy review next year,” Sajjan said. Significantly, he added that the competition will produce “a new fleet that will be fully operational in the late 2020s,” which pushes the transition to new jets further into the future than the former Conservative government had planned. The previous government had planned to stop flying the current fleet by 2025. “That means we must continue to fly the legacy CF-18s throughout the 2020s, no matter what,” said Sajjan.

Public Works Minister Judy Foote said the planned competition will ensure that the country gets the right fighter jet at the right price, but it could take as long as five years to prepare and run. That is despite multiple consultations with industry and an exhaustive, independent panel review conducted under the Conservatives. The urgent, sole-source purchase of Super Hornets is intended to cover what Sajjan says is a growing “capability gap” where Canada is strained to meet all of its NATO and North American air defence commitments. The government plans to enter into discussions with the U.S. government and Boeing immediately to acquire the jets, but Sajjan would not say how long it will take, nor how much each plane might cost. The decision to sole-source is controversial, the kind of arbitrary political move the Liberals railed about when the former Conservative government essentially promised to do the same thing with the F-35 stealth fighter. The Liberals have struggled since coming to office on how to deal with the toxic political legacy of the F-35 debate, which played out over many years with the former Harper government. Prime Minister Justin Trudeau promised during the last election not to buy the Lockheed Martin-manufactured stealth fighter. The Conservatives had put the F-35 program on hold in 2012 after a scathing report by the auditor general, who accused National Defence and Public Works of understating the enormous lifetime cost and not doing their homework. Sajjan first floated the notion of an urgent “capability gap” last spring, but the concept has remained ill-defined.

Canada’s spy agency is openly warning that Russia and China are out to steal the country’s most prized secrets. The Canadian Security Intelligence Service, which rarely identifies security threats by name, makes the frank statement in briefing notes prepared for service director Michel Coulombe. While Canada grapples with the problem of jihadi-inspired extremists, the long-standing threat of espionage is also a worrisome preoccupation, the spy agency says in the notes. “Russia and China, in particular, continue to target Canada’s classified information and advanced technology, as well as government officials and systems.” The Canadian Press used the Access to Information law to recently obtain the briefing

materials, intended for use by Coulombe at a March meeting of the Senate committee on national security and defence. CSIS spokeswoman Tahera Mufti declined to elaborate on specific aspects of investigations, but she emphasized the spy service’s broad concerns. “Canada remains a target for the traditional espionage activities of a number of foreign states, which continue to gather political, economic, and military information in Canada through clandestine means,” she said. “States and other entities abroad have interests — political, economic and territorial — and will pursue those interests by a variety of means. Some will do so through espionage and interference, targeting the Canadian economy, strategic interests and assets, societal institutions and members of the diaspora.”

Gregor Robertson warns of Trans Mountain protests ‘like you’ve never seen before’ With growing signs the federal government may support an expansion of Kinder Morgan’s Trans Mountain pipeline, Vancouver Mayor Gregor Robertson says public opposition to the project could soon boil over. “I think you’ll see protests like you’ve never seen before on this one.” Robertson’s warning came just days after federal Natural Resources Minister Jim Carr gave another indication the federal government may support the contentious proposal. Speaking to reporters on Tuesday about the impact of a Trump presidency on Canada’s pipeline plans, Carr said the Keystone XL project is no longer a priority for the federal government. “It doesn’t get oil to export markets in Asia,” he said. Winding through Alberta and British

Columbia along a 1,150-kilometre route, the Trans Mountain pipeline carries crude oil and refined petroleum from Edmonton to Burnaby. From there, it can be exported to China and other oil-thirsty markets in Asia. The federal cabinet has until Dec. 19 to decide whether to approve the expansion, which would triple the pipeline’s existing capacity to 890,000 barrels per day. The project has already faced stiff resistance from environmental groups across the country, as well as from First Nations and other communities along the pipeline route and on the B.C. coast. In November 2014, more than 100 people were arrested on Burnaby Mountain after they prevented crews from carrying out drilling and survey work related to the project.

Vancouver interested in rat surveillance program Rat tracking may soon become a greater priority for the City of Vancouver. City staff say they’re interested in a project being conducted by two UBC graduate students, who have been examining whether rat populations throughout the city can be measured in a more methodological way. “New York has a bit of a rat surveillance program, Berkley also has one. What do they do? What do other city cities do? And could they be implemented here?” said Kaylee Byers, a PhD student at the University of Columbia. Byers and Michael Lee, a UBC student working on his master’s degree in public health, have been looking at rat populations in Vancouver for several years, stemming from research done via the Vancouver Rat Project. While the number of rats in the city has appeared to be on the rise for some time,

the only way city staff currently track rats is through citizens reporting them via the 3-1-1 help phone number. Byers, who spends five days a week with Lee chasing and observing rats on the Downtown Eastside, said creating a systemic tracking system is easier said than done. “They’re not easy. They’re tricky critters,” she said. “One way you might try is you put out baits, and you say, ‘Where are we seeing the most bait uptake by rats?’ You could have an idea of where you potentially have more rats ... but you can’t say how many rats are taking that bait.” Byers said a wide variety of methods, including citizen reporting, expanding use of the 3-1-1 line, and enlisting pest control professionals to do surveys, could be used. Vancouver man says he was confronted by Donald Trump supporter giving Nazi salute A Vancouver man filed a report with police claiming he was the victim of a racial tirade. Julio Montero says he was coming out of a London Drugs Sunday night when he was approached by a Caucasian man in his 40s. “As I’m walking, I see a man approaching me and he quickly does a Nazi salute and says, ‘Donald Trump Power! Now the power’s on our side,’” Montero said. “I was initially in disbelief but then I stood up and I said to myself, ‘What the hell did I just see?’” Montero, who was born and raised in Cuba, reported the incident to London Drugs and the Vancouver Police Department. The racial rant is believed to have been caught on surveillance camera. Montero reported the incident to the store manager and the Vancouver Police Department. The accusation comes after reports of similar incidents across North America. Recently, a video by the Atlantic that was taken inside a meeting of the National Policy Institute — a think-tank that is part of the alt-right movement that includes neo-Nazis, white supremacists and anti-Semites —

showed the group’s leader shouting to a crowd of about 200 people: “Hail Trump, hail our people, hail victory!” as some attendees lifted their hands in a Nazi salute. Trump condemned the National Policy Institute in an interview with New York Times editors on Tuesday. In Canada, a racist altercation was filmed on a Toronto streetcar with one passenger telling another to “Go back to your f—ing country.” In B.C, racist flyers showed up in the mailboxes of some Richmond residents last week. RCMP are investigating the flyers as a form of hate literature. “A lot of people are feeling emboldened by the recent events in the United States and they’re coming out and they are really expressing their racist views, supremacist views and all kinds of views that are completely unacceptable for our Canadian society,” Montero said. Vancouver Police told Global News they launched an investigation immediately but the file is now closed because there was no physical violence, direct threats or any other criminal offence.

Dangerous drug carfentanil found in Vancouver As the province is still grappling with a public health emergency caused by drug overdoses, Vancouver Police say there is a concern for a new type of drug possibly hitting city streets. Up until now, fentanyl has been the drug health authorities and police have been warning about. The strong opioid has been found laced into street drugs, bringing death to unsuspecting users. Now, another deadly opioid, believed to be a hundred times more toxic than fentanyl and 10,000 times more potent than morphine, may be posing a threat for drug users in Vancouver. Investigators with Vancouver Police say carfentanil has been found during a drug

seizure in the Downtown Eastside on Sept. 20. They say a man, who was reported to be in possession of a firearm, was checked by police in the north lane of Powell Street near Heatley. When he was searched, it was discovered he had several grams of a narcotic believed to be heroin. Two samples of the drug were submitted to Health Canada for analysis. On Tuesday, Health Canada confirmed the samples contained trace amounts of the highly toxic drug carfentanil. Carfentanil is used in veterinary practices to immobilize certain large animals. Just a few granules are enough to trigger a fatal overdose. The drug has caused hundreds of overdoses in the United States in the last few months and is believed to be making its way to Canada.

Surrey firefighter Ryan Hammerer identified as fatal Delta crash victim

Surrey firefighters are mourning the loss of fellow firefighter Ryan Hammerer, who was one of three people killed in two separate car accidents on Sunday morning. “It is with deepest sadness and regret that we announce the tragic passing of firefighter Ryan Hammerer,” reads a post by Surrey Fire Fighters Association IAFF Local 1271 from Facebook. Hammerer was the sole occupant of a Jeep that struck a semi-trailer that was parked on the side of Ladner Trunk Road around 8:46 a.m. PT.

Ban on new places of worship upheld in Montreal’s Outremont borough A bylaw prohibiting new places of worship on one of Outremont’s main streets has been upheld. Residents voted Sunday in a referendum whether to overturn the ban on Bernard Avenue, a treelined strip dotted with restaurants, cafés and residential buildings. A total of 1,561 residents voted in favour of upholding the controversial bylaw, while 1,202 voted against it. The bylaw, introduced last year, forbids new temples of worship of any denomination from opening on the street. But the borough’s sizable and fastgrowing Ultra-Orthodox population feels targeted. “It’s very disappointing,” said Abraham Ekstein, a leader in the Hasidic community. Ekstein believes the results will further divide the community of Outremont, adding that he is prepared to take the issue before the courts. “Bernard was the last zone where we could build synagogues and this ends it,” said Ekstein. “So I said that all the time during the campaign in a constitutional democracy the right of the majority is not to discriminate against the minority.” “We will for sure use the rights of the constitution, we will for sure go to court.” Referendums on municipal bylaws don’t usually attract much attention. However, the vote has received intense media coverage,

and emerged as the latest flashpoint in the province’s continued debate over religious accommodation. Citizen groups on both sides had both produced flyers to make their case and turnout in advance polls last weekend was high. The bylaw was introduced in 2015, not long after the borough approved a permit for a synagogue on Bernard. Not long after, the borough decided to pass a law banning all new places of worship on two key arteries, Bernard Avenue and Laurier Avenue, with the aim of creating “winning conditions” for local businesses. The Laurier ban wasn’t contested and the other major street, Van Horne Avenue, has had a similar ban since the late 1990s. A vote in favour of the Bernard ban would therefore effectively block any new synagogues in the borough. Several merchants have come out in favour of the ban, arguing another place of religious worship would hurt business. Francine Brulée, co-owner of the Les Enfants Terribles, a high-end bistro on Bernard, said many people in the Hasidic community don’t frequent her restaurant or other businesses in the area. “They do their own things and that’s OK,” she said. “But if there’s more and more and more, the other stores and the other restaurants will suffer, I think.”

Lawyer wants lesser sentence for aboriginal man who killed his Pakistani friend Colin Chrisjohn — who brutally beat and stabbed a man to death in Windsor last summer — should get a lighter sentence due to his aboriginal heritage, says his defence lawyer. “When you are bullied, you develop anger,” said Windsor lawyer Laura Joy in court on Monday. According to Joy, her client experienced racism in his youth due to his heritage with the Oneida Nation of the Thames, and this — combined with a learning disability and alcohol issues — should be a consideration in his sentence. Joy said her client is “not a bad person. He is actually a decent human being. He’s not a sociopath. He does feel remorse.” Chrisjohn, 26, pleaded guilty in August to a charge of manslaughter for the killing of Amir Hayat Malik. A 32-year-old Pakistani immigrant, Malik’s battered and bloody body was discovered in an alley behind Brant Street on the morning of June 4, 2015. His injuries included multiple stab wounds and a deeply cut throat. The court heard that Chrisjohn and Malik were friends. Both were intoxicated at the time of the incident, and the altercation apparently started over a comment Malik made to Chrisjohn. Assistant Crown attorney Kim Bertholet

described the killing as “an extremely grave offence.” “It wasn’t one stab. It wasn’t one punch or a push,” Bertholet told the court. Bertholet noted that Chrisjohn left the victim to die in the alley: He did not call 911, and he made no efforts to save his friend’s life. Instead, Chrisjohn fled the city after apparently disposing of evidence: No knife was found at the scene, and there was no

blood evidence on Chrisjohn when he eventually surrendered himself to police four days later. The Crown is seeking a prison sentence for Chrisjohn in the range of eight to 12 years. Bertholet is recommending a sentence of nine years. Meanwhile, Chrisjohn’s defence is seeking a sentence in the range of four to seven years, with an emphasis on the lower end.

Vaping, e-cigarettes to be regulated by Health Canada The federal government plans to regulate e-cigarettes to make vaping products less accessible to young people. “The proposed act amends the Tobacco Act to regulate vaping products as a separate class of products,” Health Canada said in a statement on Tuesday. The aim is to protect young people and nonusers from nicotine addiction while allowing adults access to e-cigarettes. “We know that there is some evidence to suggest that the use of vaping products can be used as a harm-reduction tool for people who are current smokers,” Health Minister Jane Philpott told reporters in the Commons. “But at same time, they have [been] shown to be an enticement for young people to take up smoking and become addicted to nicotine.” The government aims to regulate the manufacture, sale, labelling and promotion of e-cigarettes and vaping products.

A key part of the legislation introduced in the Senate is to regulate health claims, such as that a vaping product will help smokers quit. The legislation would cover vaping products with and without nicotine. Other measures in the proposed legislation include: A ban on the sale and promotion of all vaping products to those under age 18. Prohibiting the promotion of flavours that appeal to youth, such as candy flavours. Creating regulatory authority to display health warnings on vaping devices. Rob Cunningham, a senior policy adviser at the Canadian Cancer Society, said e-cigarettes should be regulated. “The new federal legislation will deal with areas of federal responsibility, such as advertising and promotion, packaging, the product itself, use in federally regulated workplaces and public places.”

Health minister says legislative changes coming to ‘turn the tide’ in opioid crisis Canada’s health minister says legislative changes are coming within the next few months to help address this country’s deadly opioid crisis. Jane Philpott said she’s been talking to her colleagues in the public safety, foreign affairs and justice departments on the

issue, and “a number” of pieces of legislation are coming to help “turn the tide on this crisis.” Philpott and Ontario Health Minister Eric Hoskins, both doctors themselves, convened a two-day meeting in Ottawa to tackle the issue with provincial health ministers, addiction experts and affected families. It finished Saturday morning. Out of the summit came a signed a joint-

statement to address the crisis, including a promise by Health Canada to look at changing the Controlled Drugs and Substances Act to improve access to safe injection sites. “We are fighting against a very worrisome trend and we’re not going to get to zero deaths immediately. What we’re going to need to do is flatten that curve as quickly as we possibly can and move it down rapidly so people are not dying at the rate they are now,” Philpott said. “We are working toward the appropriate amendments that will be necessary to ensure that supervised consumption sites in communities that want and need them will be available.” With calls to increase border security and stop the flow of illegal fentanyl from China, Philpott says new legislation would involve multiple departments. “This will take the whole of government, the whole of society” to tackle, Philpott said at the closing news conference. Health Canada will also issue new prescribing guidelines to doctors in January and increase access to suboxone, a substitute painkiller, in First Nation communities.

Massive tidal turbine in Bay of Fundy generating electricity for first time Nova Scotia hailed North America’s first successful grid-connected tidal turbine Tuesday with a ceremonial flipping of a switch at a substation outside Parrsboro. “We are ushering in a new era and taking an unprecedented step towards a lower carbon future,” said Energy Minister Michel Samson. The 1,000-tonne, five-storey turbine was lowered onto the floor of the Minas Passage earlier this month. It was quickly connected to land via a subsea cable and started producing electricity almost right away. The turbine generates two megawatts of electricity — enough to power 500 homes. The deployment is part of a large-scale demonstration project to test the technology in the powerful tides of the Bay of Fundy over the next several years. The first deployment in 2009 failed within days when the turbine blades were destroyed by the powerful tides. The electricity being generated is some of the most expensive ever produced in Nova Scotia, costing $530 per megawatt hour versus the current average of $60 per megawatt hour. Nova Scotia Power customers are paying the cost under a rate set through a provincial initiative to encourage the development of

renewable energy. Executives with OpenHydro and Nova Scotia Power’s parent company, Emera, said refinements in technology and standardization will eventually bring the cost down. “We think it will take about five years for commercialization,” said Thierry Kalanquin of OpenHydro. The two companies have formed Cape Sharp Tidal to deploy this and one other turbine. Both companies stressed that monitoring has shown there has been no harm to fish or mammals in the bay since the turbine was installed. “We have demonstrated that we have absolutely no environmental impact. Zero,” Kalanquin said Tuesday, adding that “there is no fish going through the turbine right now.” Protestors stationed outside the event were a reminder that not everyone is convinced. Some fishermen in the Bay of Fundy have gone to court to try to reverse the provincial permit that allowed the deployment. They say it poses a threat to the lobster fishery, a claim the province and Cape Sharp Tidal dismiss. “Would we like to put more turbines in the Bay of Fundy? Yes we would, but not at the expense of things that matter to coastal communities or to the livelihoods that depend on it,” she said.

Physicians bearing heavy workloads as BC battles family doctor shortage A family doctor shortage in the province has left many physicians feeling burnt-out. An aging population, coupled with an exodus of family practitioners due to retirement, immigration and ill health, has led to heavier burdens for doctors, according to Bill Cavers, a family doctor in Victoria and former president of Doctors of BC.

“The amount of paperwork has gone up tremendously ... and that’s frustrating because it detracts from the normal clinical flow,” he told. Cavers says British Columbians are aging overall, and that their care is becoming more intense — which has become quite taxing for physicians. “With these factors, we estimate we need about 450 new graduates per year to keep up with demand right now. And we’re graduating about 300.” In 2013, the provincial government

estimated 200,000 people in B.C. were without a family doctor. That same year, the province promised all residents access to a family doctor by 2015 with its $132-million GP for Me program. “It is quite serious, actually,” said Cavers. “We know we’ve been falling behind in terms of total numbers for several years.” Cavers says the demand extends well beyond general practitioners. “We have a shortage of pharmacists, of nurses, of social workers — all of the health care professionals. We know that the demand in the population is climbing, so we need to look and reorganize the way we’re delivering care.” Cavers says a realignment of how care is delivered might help offset the rising demand. For example, he says there are some things a physician doesn’t need to do, like go over the list of medications — a task that he says could be handed off to a pharmacist, who might be better suited for the job. Another major problem, he says, is that there is little co-ordination between health authorities and practitioners, meaning a patient’s medical history isn’t always accessible to a physician. He says it would be greatly beneficial if the provincial government could, “produce a computerized system that allows doctors to share information, and not have to do the same work again, and again and again.”

BC NDP leader John Horgan makes promises, calls for change ahead of May election The leader of B.C.’s opposition New Democrats says the governing B.C. Liberals have made bad political choices, and it’s now time for a change.

John Horgan spoke to supporters at a rally in Vancouver on Sunday, giving a preview of

what issues his party will campaign on ahead of the provincial election on May 9, 2017. Horgan told the crowd that Premier Christy Clark’s policies on education, healthcare and housing have hurt British Columbians, and it is his party’s job to make sure people know that. The NDP leader said he wants to build a B.C. that restores people’s faith in government’s ability to make life better, and promised that, if elected, he will bring in a $15-per-hour minimum wage and $10-per-day childcare. Horgan also committed to implementing all of the recommendations of the Truth and Reconciliation Commission and to standing up to the federal government when it comes to oil tanker traffic in B.C. waters.

Queen’s University investigates ‘shockingly racist’ student costume party Queen’s University is investigating after photos appeared online showing white people dressed as Buddhist monks, Middle Eastern sheiks, Mexicans and Viet Cong fighters in rice hats during an off-campus student party in Kingston, Ont. Partygoers wore “inappropriate costumes” at the event Saturday in the university district, the Alma Mater Society said in a statement on Tuesday. The district is a residential area surrounding the campus. “These events undermine Queen’s ability to provide a welcoming and respectful campus environment,” said the society’s vice-president, Carolyn Thompson. “We need to have an open and productive dialogue about race and racism on campus.” The university also issued a statement Tuesday, saying that while the event did not occur on campus, it’s “taking the matter very seriously, and [continues] to look into it. “If we determine that this was a Queen’s sponsored or sanctioned event, we will take appropriate action,” the statement said. Photos of the event were posted on a student’s Facebook page, and were viewable by “friends of friends,” according to Toronto comedian Celeste Yim. Yim was able to see them and posted eight of the images on Twitter. She called the event “shockingly racist.” “The costumes are indisputably and

unequivocally offensive, tasteless, and should not be tolerated. Context and intentions have no bearing,” Yim wrote. Most of the students at Queen’s University who spoke on Wednesday said the images from the party were inappropriate. “It’s definitely a joke in poor taste. And it’s not right in present society,” said Sutheeksan Sunthoran. “I think we can do better. We should do better — not just as members of Queen’s, but as Canadians, generally.” Hisham

Conservative Senators amend government’s middle-class tax plan In a rare move, Conservative senators on the Red Chamber’s finance committee have amended a spending bill passed by the House to rewrite the government’s proposed middle-class tax plan. Conservative Senator Larry Smith moved an amendment to Bill C-2, which he said would make the plan revenue neutral — a promise the Liberals made during the last election, but subsequently broke as their plan will cost the treasury an additional $1.7 billion a year — and would deliver a larger tax break to middle-class Canadians earning between $45,282 and $90,563. For example, a Canadian earning $60,000 a year would get a tax cut of $570.12 under Smith’s plan, versus the $261.36 the Liberals had originally intended, according to figures provided by Smith at committee. But the amendment also reduces the tax savings Liberals had promised those earning between $90,563 and $200,000. For example, a tax filer with an income of $120,000 would see tax savings drop from $766.37 to only $87.15 a year, Smith said.

Smith’s plan would, however, keep Trudeau’s tax hike to those earning more than $200,000 a year, who will see their bracket increase from 29 to 33 per cent of income. The Quebec senator, a former president of the CFL’s Montreal Alouettes, said that the Liberal plan actually delivered the largest dollar amount reductions to these higher earners, to the detriment of those earning less. “We’re increasing the debt and we’re not giving the benefit to the people who are supposed to get it,” Smith told committee Tuesday. “What we are trying to do is help focus the bill where the prime minister said he wanted to focus … middle-income Canadians.” The tax changes made under C-2 already took effect as of Jan. 2, 2016, meaning Smith’s changes would have to be applied retroactively. The amendment was adopted by the committee in a 9-3 vote, and will now be sent back to the chamber for a vote by all sitting senators.

Trade Minister Chrystia Freeland says TPP deal dead unless US remains on board Canada’s trade minister says the rise of “ugly” partisan politics and anti-globalization forces together pose a threat to the world not seen since the Great Depression. Chrystia Freeland offered up that scathing analysis in her testimony today before the Senate trade committee. It came one day after Donald Trump‘s renewed vow to pull the United States out of the controversial 12-country Trans-Pacific Partnership. Earlier today, Freeland said the TPP can’t go ahead without the U.S. Later, during her committee appearance, Freeland delivered an unsolicited broadside against the growing global anti-trade movement. She said the world is witnessing forces not seen since “maybe any time since the 1930s.” “We’re living in an era of nativism and protectionism, something that I think is very dangerous for the world and for Canadians,” she said. The committee was hearing evidence on Canada’s participation in a new World Trade Organization initiative called the Trade Facilitation Agreement. But Freeland’s remarks appeared aimed at Trump’s protectionist rhetoric, the protectionist forces in Europe that nearly scuttled Canada’s free trade deal with the continent and Britain’s vote to leave the European Union. “At a time when so many other countries are being torn apart by ugly and polarized politics, I’m really pleased to be able to be here with you and to strongly support the TFA, which was struck by the previous government,” Freeland said. “In working together on this across party lines, we really are able to show that some

issues are simply in the national interest and not a reason for partisan fighting.” On the TPP, however, a partisan fight indeed broke out earlier Tuesday on how Canada should deal with Trump’s pledge to pull the U.S. out of the pact. During question period, Conservative trade critic Gerry Ritz urged Canada to follow some of its other TPP partners – notably Japan, New Zealand, Mexico and Australia – and ratify the deal without the U.S. “They’re going to go it alone without the U.S. Why aren’t we a part of that?” Ritz demanded. Replied Freeland: “Even if all other 11 ratified, there is no TPP.” Interim Conservative leader Rona Ambrose said it’s “all hands on deck” when it comes to fighting anti-trade sentiments around the world, and Job 1 should be rescuing the Pacific Rim deal. “I think that this government had no idea that this was going to happen so they had no Plan B in place,” Ambrose said outside the House. It’s long been no secret that the Pacific Rim deal would hinge on the participation of the U.S., a factor that boils down to simple arithmetic, Freeland said earlier Tuesday. She said it can only come into force if ratified by six of the 12 member countries representing 85 per cent of their combined GDP. “What that means, in practice, is the TPP agreement as currently structured and finalized can only come into force if it’s ratified by the United States.” In a YouTube video released Monday, Trump said he will issue a notification of intent to withdraw from the agreement on his first day in power, a move many believe would kill the deal outright.

Independent Senators growing restless with pace of change The Liberal government’s representative in the Senate tried to appease members of the Red Chamber by hosting an all-party meeting to discuss the onslaught of legislation headed their way before Christmas — but few partisan senators actually showed up. It was far from a full complement of senators, as roughly 40 of 105 members made

an appearance, and nobody in a leadership position in the Liberal or Conservative caucuses was there to discuss the agenda. Peter Harder, who is tasked with shepherding legislation through the upper chamber on behalf of Prime Minister Justin Trudeau, has been accused by Liberal Senator Jim Cowan of being a “radical” and “slyly subversive” for hosting this meeting, in private, outside of the chamber. Conservative Senator Leo Housakos echoed those sentiments, telling CBC News the meeting was an attempt by Harder to turn the Senate into a bureaucratic extension of the Liberal government but with less transparency. Ontario Independent Senator Frances Lankin said the Harder bashing and “gamesmanship” was distracting from what

senators are in Ottawa to do: pass legislation. “Doing the business of the Senate, and the business of Parliament, is the reason we’re here. Political theatre shouldn’t be the reason we’re here.” The arrival of 21 new Trudeau appointees has hastened the demand for seats on Senate committees, which is where most of the “sober second thought” work of the Red Chamber is actually done. Lankin said she is increasingly frustrated with the pace of change, as partisan senators have been loath to yield power to the Independents, who now form a plurality in the chamber. If a senator does not sit on a single committee, their workload is rather light — they are only expected to be present in the Senate chamber for the three weekly sittings. Asked Tuesday if the alleged delay was the result of an old boys’ network trying to hold on to power, the former Ontario NDP cabinet minister said she would not use those words exactly although she said, “I believe them strongly.” All Senate committees currently have a Conservative majority. Committee membership was determined when Parliament returned after the last election, and the Tories still had a plurality in the chamber. “I’m very impatient about the change, I’ve been here since April, I haven’t seen, myself, a lot of progress,” Lankin said. However, two seats on each Senate committee have already been set aside for “non-affiliated” senators, but some have yet to be filled.

Also in attendance at the $1,500 a plate fundraiser was Shenglin Xian who, at the time, was awaiting approval from federal regulators for his bank to be approved in Canada. Wealth One Bank of Canada was given final approval a few months later in July, according to the Globe and Mail report. When faced with questions from Ambrose in the House about the bank’s subsequent approval by Canadian regulators, Trudeau dismissed the suggestion that anything untoward was done.

5-kg heroin seized from 2 smugglers

The Narcotics Control cell of the district police has busted a three-member gang of smugglers by arresting two of its members. On a tip-off, a police team led by inspector Sunil Kumar, incharge of the Narcotic Control cell at Thathi Jaimal Singh village, signalled an SUV to stop for checking. During the search, the police team seized 5 kg heroin, Rs 32 lakh old Indian currency, a 9 mm pistol, 100 rounds of different bores and a computerised weighbridge. The consignment is worth Rs 25 crore in the international market. The police have also taken the SUV that the accused were driving into custody.

SSP Manmohan Kumar Sharma told mediapersons today that the arrested gang members were brothers. They were identified as Nasib Singh and Kuldeep Singh of Thathi Jaimal Singh village. 84-yr-old dies when ‘denied’ money A retired government employee died when he was reportedly denied money at a post office in Jamalpur today. The deceased, Pyara Singh (84), was a heart patient. He had served in the same post office. His neighbour Harpreet Singh said Pyara Singh went to the post office with his son. “Pyara Singh was standing in a queue for long. He was in a shock when he was denied money. He fell unconscious and taken home, where he died,” Harpreet said. The last rites were performed at Jamalpur cremation ground in the evening.

Rupee touches all-time low, recoups to end at 68.73 The rupee went into a free fall on Thursday as it slumped for the fifth session and even hit an all-time low of 68.86 against the dollar as the demonetisation aftereffect played out and concerns grew about a possible Fed rate hike in the near term. However, a suspected Reserve Bank of India intervention stemmed the slide of the rupee, which recovered partially to end the day at 68.73 — a 39-month closing low. Analysts fear that rupee could even touch 70 if the trend continues. The rupee opened lower at 68.74 per dollar as against Wednesday’s closing level of 68.56 at the forex market and dropped to an all-time low of 68.86 before ending at 68.73. As the rupee plunged to a record low today,

the finance ministry stepped in and said it is closely monitoring the currency movement. The impact of the note ban, continued foreign outflows, a stronger dollar overseas and rising yields in the US continued to cast their shadow on the rupee. The rupee had dropped 91 paise, or 1.34 per cent, in five trading days. The domestic unit was last seen at this level when it traded at 68.85 intraday and ended 68.80 on August 28, 2013. It moved in a range of 68.58 and 68.86 during the day. Foreign funds going on a selling spree from emerging markets on expectations of a rate hike next month by the US Fed and rupee volatility following the domestic demonetisation drive to curb black money added to the pressure, dealers said.

Over 200 terrorists active in J&K, government tells House The government informed Parliament on Wednesday that around 200 terrorists were active in Jammu and Kashmir out of which 105 had infiltrated into India from Pakistan this year. In a written reply in Rajya Sabha, minister of state for home affairs Hansraj Gangaram Ahir said 105 terrorists had infiltrated into India till September this year. “As per available inputs, nearly 200 terrorists are active in the state of Jammu and Kashmir,” he said. Ahir said the government, in tandem with the state government, had adopted a multipronged approach to contain cross-border infiltration, which included strengthening of border management and multi-tiered

deployment along the international border/ Line of Control and near the ever changing infiltration routes and construction and maintenance of border fencing. The minister said the steps included construction of bunkers and bridges on nullahs, improved technology, weapons and equipment for security forces, improved intelligence and operations coordination, installation of border floodlight on the international border and synergising intelligence flow to check infiltration. 16 contractors cheated Mumbai of Rs 572 crore Sixteen contractors cheated the city of Rs 572 crore by cutting corners in construction of over 200 roads, a high-level BMC probe has revealed. The municipal corporation has now decided to not only stop payments to the guilty contractors, but also recover the money already paid to them. While six of the sixteen contractors already have FIRs registered against them, police cases against the rest will be registered once the probe report is formally submitted to Municipal Commissioner Ajoy Mehta. Mumbai Mirror broke the story of this massive investigation into shoddy road works in its January 26 edition in a report headlined - ‘Tests on 5 roads catch contractors window dressing, inquiry ordered’. The inquiry was triggered by a letter written by Mayor Snehal Ambekar to Municipal Commissioner Ajoy Mehta revealing how contractors were

skipping entire layers while laying roads to maximise profits.

After the tests on five roads, the inquiry ordered was asked to cover 217 suspect roads. The nearly 10-month investigation has now revealed that that the contractors did not adhere to the mandated thickness of layers, compromising the life of the roads. Deviation from prescribed quality in most roads was found to be as high as 35 per cent.

Jobless Indian lives on building’s terrace for 8 months in UAE A jobless one-eyed Indian man has been living on the terrace of a building in the UAE for more than eight months without proper food after his employer, also an Indian, withheld his passport, a media report said on Tuesday. Sajeev Rajan, an electrician in his early forties, belongs to Kollam in Kerala where his wife, two children and ageing parents live. He was left with no other option but to live on the terrace of a building in Ajman city because his employer had refused to return his passport after settling his dues, Khaleej Times reported. An exhausted Rajan, who worked for a Sharjah-based construction company and spent 236 days on the terrace because he does not have a job or money to get a bed space, said he stayed on the terrace even during the harsh summer, the report said. He has been surviving with the generosity of some construction workers and shop owners, it said.

NRI teenager commits suicide over marks in UK An 18-year-old Indian-origin girl in the UK committed suicide after missing out on the top scores she needed to meet the cutoff for her first preference in university, her inquest was told. Harpreet Kaur Hallaith, from Wolverhampton in the West Midlands region of England, is believed to have jumped to her death. Her body was found at High Rock, a scenic spot in Bridgnorth, Shropshire, a day after she was reported missing by her parents in August. A suicide note was also recovered, her inquest at Shropshire Coroner’s Court was told this week. “I can’t think what Harpreet was thinking that day but I can’t think she really intended to take her own life,” her mother told the inquest. “She was a happy child [who] loved school and had lots of friends. She developed a keen interest in languages as well as history. Harpreet was always very popular,” she added. John Ellery, the coroner, recorded a verdict of suicide with the cause of death as multiple injuries. Harpreet was a bright student from Wolverhampton Girls’ High School but had started to feel stressed about her exams earlier this year.

Calling demonetisation a “scam”, the Congress today demanded a joint parliamentary committee (JPC) probe into the leak of Prime Minister Narendra Modi’s November 8 announcement to some people in the ruling BJP. Leading the charge against the government, Congress vicepresident Rahul Gandhi said the Opposition was united and wanted two things – a JPC probe into the leak of the demonetisation move to BJP’s organisation and PM’s presence in Parliament during the debate. The Congress refused to budge on the issue and decided to observe the “Aakrosh Diwas” on Monday against problems being faced by the people due to purging of Rs500 and Rs1,000 notes from the system. An aggressive Rahul while accusing the PM of unilaterally announcing demonetisation said, “This is the PM’s decision. His Finance Minister and Chief Economic Adviser didn’t know of it. The PM has centralised power in his hands.” He said, “The BJP organisation in West Bengal and other places knew about it. PM’s few industrialist friends were in the know of the move. Bank deposits surged ahead of the announcement. Also, did you see anyone in suit boot standing in queues for cash?” Flanked by his Lok Sabha colleagues, the Congress V-P said his party wanted to debate demonetisation under Rule 56, an adjournment motion but the PM was afraid of allowing the same. The government is offering a discussion under Rule 193 that doesn’t entail voting.

Overnight train barrels off tracks in India while passengers sleep, killing more than 100 people More than 100 people were killed when an overnight passenger train rolled off the track in northern India early Sunday, with rescuers working into the night to pull people out of the mangled coaches, police said. The death toll was expected to rise further because rescue workers had yet to gain access to one of the worst-damaged of the 14 coaches that derailed, said Daljeet Chaudhary, a director general of police. About 150 people were injured, he said. The train derailed at around 3:10 a.m., jolting awake passengers who had settled in for the long trip. Survivors and bodies were retrieved from mangled coaches that had fallen

on their side. Ramchandra Tewari, a passenger who suffered a head injury, said he was

asleep when he was suddenly flung to the floor of his coach. “There was a loud sound like an earthquake. I fell from my berth and a lot of luggage fell over me,” Tewari told reporters from his hospital bed in the

city of Kanpur. “I thought I was dead, and then I passed out.” Another passenger, Satish Kumar, said the train was travelling at normal speed when it stopped suddenly. “It restarted, and then we heard a crash,” Kumar, whose coach remained standing on the track, said at the derailment site. “When we came out of the train, we saw a few coaches had derailed.” The cause of the derailment was not immediately clear. Accidents are relatively common on India’s sprawling rail network, which is the world’s third largest but lacks modern signalling and communication systems. Most accidents are blamed on poor maintenance and human error.

Delhi woman dejected as her marriage called off following cash crunch A young woman’s dream of marriage was dashed when the groom’s family called off their eight-month-long engagement on Wednesday, two days before the wedding day, as a result of the cash-crunch due to demonetisation. At a press conference in Suva today, Fiji Airways managing director and CEO Andre Viljoen said the airline currently operated five Boeing 737s (one 700 series/ four 800 series) on its short and medium haul network to destinations including Australia, New Zealand, Hawaii, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu.

“We’re very pleased to confirm the future of our narrow-body fleet, following the conclusion of an extremely exhaustive procurement and selection process,” Mr Viljoen said. “The improved operating economics and product enhancements were compelling reasons to consider renewing the current Boeing 737 aircraft.” The announcement was made jointly in Suva today by Fiji Airways and the Fijian Government - the airline’s majority shareholder.

8 police officers and one army man jailed for rape Eight Police officers and a military officer convicted of rape, sexual assault and perverting the course of justice were jailed by the Lautoka High Court this afternoon. Manasa Talala and Seruvi Caqusau were sentenced to 8 years imprisonment with a non parole period of 5 years. Kelevi Sewatu, Penaia Drauna and Senitiki Natakasavu received 7 years imprisonment each with a non-parole period of 4 years. Filise Vere, Viliame Vereivalu, Jona Davonu and Pita Matairavula were imprisoned for 9 years and

wont be eligible for parole for 6 years. The nine were each charged with the rape and sexual assault of Vilikesa Soko and Senijeli Boila. Mr Soko succumbed to his injuries and later died whilst in custody. Talala and Vereivalu were also charged with defeating the course of justice by instructing other police officers to make false statements. Justice Aruna Aluthge in his judgment delivered last week found all accused persons guilty of all charges and convicted them accordingly.

Ice lab worry Police have not ruled out the possibility of methamphetamine, commonly known as ice, being manufactured in the country again. Commissioner of Police Brigadier General Sitiveni Qiliho said this in an interview yesterday. “You will recall a few years ago, one of the biggest ice production labs was found in Laucala Beach so we don’t rule out the possibility that there could be some places in Fiji where that is being manufactured again,” he said. “We’ve proven that it is coming through our mail system but that part of it, yes, our crime intelligence people continue to hunt for information in regards to that before we can act on information that we get. But we cannot deny or confirm anything.” In 2004, the biggest methamphetamine producing lab was discovered at Laucala Beach in Nasinu by police. Brig-Gen Qiliho said the issue of drugs was a problem for Fiji.

“The issue of drugs is a growing problem for us in Fiji and the impacts are on our economy and health system and if we don’t address it quickly, it’s going to have a bad effect. “We’ve been trying to go after marijuana farms, you’ve mentioned amphetamine, yes, and we are looking at that.” Brig-Gen Qiliho said the dog units would also help catch delivery of drugs entering the country through the mail system. “When we go to raid suspected areas, this is another capability that helps us in that. It is also important for communities to know that we don’t go out and sniff the air and get the solutions or the answers. “The community needs to give us information. We are going out and trying to get information but if people see something that is happening or if they know something is happening and they keep it quiet, then we are not getting the information that we are supposed to act on.”

Former FSC boss faces probe

The Sugar Ministry has ordered an investigation into allegations that former Fiji Sugar Corporation executive chairman Abdul Khan may have abused his office for personal benefit, ministry’s permanent secretary Yogesh Karan confirmed. “I have referred the allegations to the various agencies concerned for investigations to be launched.” When contacted yesterday, Mr Khan said carrying out investigations into any claims of misconduct was the Sugar Ministry’s prerogative.

“There have been allegations made against me and if they feel it is appropriate that they should carry out investigations during my term as executive chairman and CEO, then it is their call,” he said. The National Farmers Union claimed that during his five-year term as executive chairman of the FSC, Mr Khan had used his position as executive chairman and financially benefited from commission and consultancy payments from a number of overseas firms for work done for the miller by his company AJYNK Ltd.

The militants’ bodies were exhumed yesterday from the Edhi Foundation’s graveyard in Mowachh Goth by health officials under the supervision of a judicial magistrate and police to establish their identities. This was done to collect DNA samples after officials leaned during the probe that not all them were foreigners but two belonged to Karachi, Dawn quoted officials as saying. Pak cleric gets death for burning Christian couple A cleric was among five persons who were today handed down death penalty by an anti-terrorism court in Pakistan for burning alive a Christian couple after accusing them of committing blasphemy here in 2014. Lahore anti-terrorism court Judge Chaudhry Muhammad Azam delivered the verdict after the prosecution presented all witnesses. He gave death sentence to five suspects including

Thirty two Sri Lankans have joined the Islamic State terror group in Iraq, a senior minister informed parliament on Friday and vowed to implement the proposed tough counter terrorism Act to protect national security. “We are aware that 32 of them have left the country to join Islamic State (ISIS),” Justice Minister Wijeyadasa Rajapaksha said during the 2017 budget debate. Rajapaksha said Sri Lanka would go ahead as planned on the proposed Counter Terrorism Act despite criticism. “We know that there is criticism on the proposed act but we have to consider our security interests. You may call it draconian but we will implement it,” Rajapaksha said. He said some vested interests were trying to create instability in the country by igniting communal clashes. We have to deal with this situation, Rajapaksha said. Some groups were trying to brand the northern criminal group Ava as the LTTE. We have to be alert on these actions to create problems in the north, he said. The police have arrested over a dozen of alleged Ava group members accused of perpetrating violence in the north. All of them have been placed under remand custody. The locals and Tamil groups have levelled criticism on the proposed anti-terrorism bill.

Delhi Court Issues Warrant Against Big Boss 10’s Swami Omji A new non-bailable warrant has been issued by a Delhi court against Bigg Boss 10 contestant Swami Omji in a theft case lodged by his brother The controversial godman Swami Omji may move straight from the Bigg Boss House to the jailhouse. A Delhi Court has summoned the popular contestant of Bigg Boss 10 on 3rd December. This may come as a blow to the reality TV show hosted by Salman Khan, as Swamiji’s antics have kept the audiences entertained,

even though he is unpopular with the other inhabitants of the Bigg Boss House. The case which has landed him in trouble goes back a few years. The FIR was registered in November 2008 against Swami Omji by his younger brother Pramodh Jha, who accused him of breaking his bicycle shop’s lock in Delhi’s Lodhi Colony along with three men and stealing 11 bicycles, expensive spare parts, the sale deed of his house and various important documents. Even during his ongoing stint in the tenth season of Bigg Boss, his lewd comments have earned the ire of not just fellow contestants including VJ Bani, Gaurav Chopra, Rohan Mehra and Mona Lisa but also host Salman Khan. While Alia Bhatt already has two hits this year in the form of Kapoor & Sons and Udta Punjab, Shah Rukh Khan has a disappointment in Fan. So will Alia prove lucky for SRK? Alia Bhatt gives her best performance while Shah Rukh Khan blows you away with his charm

consultation scene with Shah Rukh Khan and also in the scene where she relives her childhood trauma. I love the way Gauri Shinde interpreted her character. Kaira is a flawed individual; you do feel she is mean to her family and her boyfriends. But you can’t help but not hate for her because you can see the warmth she has for her friends. Shah Rukh, meanwhile, is a catalyst in her life as he tries to make her solve her life problems. The man uses his natural charm and dimpled smile to effective use, and we are sure girls are gonna swoon over him. However, what I liked about him the most that he allowed Alia to own the show, as he lets himself be a spectator in those scenes.

Among the other leading men, Ali Zafar oozes charisma, while Kunal Kapoor lends able support. As for direction, I must say as far as Gauri Shinde’s movies go, I still love her debut film better. It had a tighter narrative than DZ. However, that doesn’t mean Dear Zindagi is a weak attempt. It has some really fine moments, and natural warmth in the proceedings. The last meeting of SRK and Alia is an example of brilliant writing and execution. The songs by Amit Trivedi gel well with the narrative. What’s not While Dear Zindagi makes for a feel good viewing, we do wish that the editor had snipped off a few scenes in the second half. At two and a half hours, the movie is tad too long and it allows monotony to set in. Alia’s scenes with SRK were supposed to be a highlight of the movie. But apart from the first two scenes and the last one, the rest are too preachy and repetitive. It would have also helped if Shah Rukh Khan’s character was more fleshed out, especially since it was promoted the movie on his shoulders. People expecting this to be a typical Bollywood romcom and out and out Shah Rukh Khan movie, may get disappointed. What to do Dear Zindagi will definitely appeal to you if you love slice of life film. A little bit of trimming here and there would have been good, and it is not a typical Bollywood movie. However that shouldn’t stop you from not witnessing one of Alia’s best performances and SRK being his charming best.

Mango Sandesh Recipe Main Ingredients: Chenna and Mango puree Ingredients To make chenna or slightly moist paneer: Milk - 1 1/2 liters Curd - 3/4 cup, beaten till smooth For mango sandesh: Powdered sugar - 1/3 cup Cardamom powder - 1/2 tsp Mango puree - 1 1/3 cups, freshly squeezed mango pulp blended till smooth Pistachios or almonds - finely chopped for garnish

Method Heat 2 litres milk in a heavy bottomed vessel and bring to a boil. Reduce heat to low and very slowly add whisked curd and keep stirring continuously. The milk will begin to curdle and milk solids start forming along with a thin liquid called whey. If the milk is not curdling after adding the entire curd, add 1-2 tbsps of curd to curdle it. Turn off heat. Immediately add 10 ice cubes to the vessel to stop further cooking of milk solids. Allow to rest for 5 mins. Take an empty vessel and place a sieve over it. Cover the sieve with a wet muslin or cheese cloth and pour the curdled milk into it. The whey will collect the bottom of the vessel and the curdled milk solids (called chenna) will remain on the top. Set aside the collected whey that can be used to knead chapati dough. Pour 2 to 3 cups of water over the chenna to wash off any sourness that it might have. Bring the edges of the cloth on all four corners and gently squeeze the milk solids (chenna) once or twice so that excess liquid is removed. Tie a knot so that you can hang it at a height for the excess liquid to drain. Set it aside for at least 45 mins. You will have moist paneer or chenna ready to make sandesh. Place the chenna on a wide plate and knead it gently for at least 8-10 mins till it forms a smooth mixture. Add powdered sugar and cardamom powder and mix well to combine. Heat a non-stick pan, add chenna-powdered sugar mixture and cook on very low flame stirring constantly. Since we have added sugar, it will become a soft gooey mixture. Continue to cook on low heat till the mixture leaves the sides of the pan. It will become a soft lumpy, dough like mixture. Turn off heat and place the mixture on a greased plate. Allow to cool slightly so that you

can handle the mixture with your hand. Knead the mango mixture lightly for a minute and make small lemon sized balls. Flatten them slightly and make a small

dent in the center and place crushed nuts or a whole pistachio. You can refrigerate for a few mins and serve chilled or at room temperature.

We all know our phones tell other people something about us. It tells how much money we spent on it and how we care about what our phones look like. We accessorize them in order to appear suave. But do you think it can tell us more? Well according to the brains at Lincoln and Lancaster Universities, they feel that iPhone users have much more to hide than other users of different types of phones. The researchers say, “We found that iPhone owners are more likely to be female, younger, and increasingly concerned about their smartphone being viewed as a status object.” So basically they want to say that Apple is all about the external perception rather anything else. However, the researchers went further and added “Key differences in personality were also observed with iPhone users displaying lower levels of Honesty-Humility and higher levels of

emotionality,” So basically not only are iPhone users superficial, but they are more dishonest than Android or Windows phone users. iPhone users are more likely to have an emotional outburst (like you might be having one right now after reading this). The published research also talks about many traits that an average Android user might have. They are older, honest and agreeable to a lot of concepts and opinions. They are also less likely to break rules for personal gain, which might not be the same for iPhone users. They care less for wealth and for the finer things in life, which were quite the opposite for iPhone users. The study was originally presented at the British Psychological Society Social Psychology Section annual conference last September and is now available for the public.

Toronto real estate investors deny they’re driving up the market Peter Walsh says that since arriving in Toronto a decade ago, he and his wife have purchased three houses and two condos. But he rejects the idea that their property investments are contributing to the affordability crisis in the city’s red-hot real estate market. “I wouldn’t like to think of us as kind of ruining the market for anybody or making it bad for anyone,” says Walsh, who emigrated from the UK and now works full-time as an

accountant. “I don’t think I’m driving up the market. I’m just quietly benefiting from it.” His comments come amid suggestions from some real-estate observers that domestic investors in Toronto are partially responsible for pushing up prices in a housing market with a limited supply, making it a challenge for first-time buyers to purchase a home. Figures just released by the Toronto Real Estate Board reveal that Toronto home prices jumped 21 per cent from a year ago and now average $762,975.

That spike, some real estate observers suggest, could be related to the domestic investor market. According to one recent survey of Toronto-area real estate agents, domestic investors now make up 25 per cent of their client base. Meanwhile, the Toronto condo research firm Urbanation says foreign buyers made up only five per cent of the sales of new units in condo buildings that were under development between July and September. Domestic investors made up 52 per cent. Walsh says the properties he and his wife have acquired are renovated and rented out, providing housing for those who may not have an established credit history and are unable to yet afford their own home. “What I feel we’ve done is perhaps help people,” he says. “I can justify it to myself in saying I don’t think I’m hosing anybody or demanding excessive rents.” For example, Walsh says one of his former tenants, an artist, wasn’t able to afford the entire rent. So Walsh accepted one of her paintings to supplement the rent owing. Jennifer Goheen says she and her husband have purchased three Toronto condos and a house because they realized there was more money to be made in real estate than in the standard type of investing with a bank or an investment firm. She also disagrees that investments like hers have had much impact on the housing market.

An emergency fund is meant to be there in times of need, but a new survey suggests nearly half of Canadian homeowners would be ill prepared for a personal financial dilemma such as job loss. The poll released today by Manulife Bank finds that 24 per cent of those surveyed don’t know how much is in their emergency fund, 14 per cent have not put away any funds and nine per cent have access to $1,000 or less. The remainder of those surveyed have up to $10,000 saved, with the average amount being $5,000. Manulife says among those polled, homeowners had an average of $174,000 in mortgage debt, with an average of 28 per cent of their net income going toward paying off their home each month. About half (46 per cent) of those polled say they would have difficulty making their monthly mortgage payments in less than six months if their household’s primary income earner lost his or her job. Sixteen per cent say they would have financial difficulty if interest rates cause their mortgage payments to increase. Mortgage data has been a hot-button topic in recent months as the federal government takes steps toward reducing the risks in the Canadian housing market.

Calgary landlords facing ‘grim’ times as almost 40% of rental properties sit empty Close to 40 per cent of Calgary’s available rental listings are unoccupied, according to a local property management company which says the weak market has become a major source of financial stress for small, private landlords. Hope Street Real Estate Corporation, which directly manages the tenancies of 3,600 landlords in Alberta, released a report this week based on data from its own operations as well as Internet listing sites such as Kijiji and RentFaster. According to its report, 37 per cent of the advertised rental properties in Calgary do not currently have a tenant living in them, and the average property spends 59 days on the market before being rented. There are 8,102 rental properties currently advertised for rent in Calgary, it said, up from 5,233 one year ago and 2,377 in the fall of 2011. The average rental list price is $1,467 per month. “I have never seen it this grim before,” said Shamon Kureshi, president and CEO of Hope Street Real Estate Corporation. “I have never seen this level of difficulty for landlords trying to find a tenant.” While large residential landlords have certainly felt the impact of the declining price of oil and rising unemployment rates — Boardwalk REIT is forecasting a vacancy rate in Alberta of five per cent in 2016 for its properties, up from 2.5 per cent in 2015 — Kureshi said big companies are far better positioned to manage the declining market conditions than “mom and pop” landlords. “We’re talking about the people who are renting out their basement suite to make ends meet or the family who’s maybe invested in a

Housing’s attention by a condo owner in August, however no action was taken until Global News began asking questions on Tuesday. Eby says it should have been addressed months ago. “This is the indication that B.C. Housing and this government doesn’t have adequate information about what’s actually happening in the housing market and then even when they do have the information, they’re failing to act until it’s a news story,” Eby said. In a statement to Global News, B.C. Housing says the initial agreement for the 79 units included in the Affordable Homeownership pilot project allowed for rentals. Owners and tenants had to meet an income test and B.C. Housing monitored those requirements. “However, under the initial terms of the agreement, no cap was placed on the amount of rent owners can charge tenants. B.C.
