BC Liberals planning reworked, Green Party-influenced budget The BC Liberal government is plotting a course toward an early test of its strength in the legislature,

working to rewrite its budget with enough appeal to opposition MLAs – specifically, Green MLAs – to allow it to survive a vote in the House as early as June. Whether Premier Christy

Clark snags a bare majority on the final ballot count by Elections BC next week, or if she is left seeking to lead a minority, her government will be redrafting this year’s fiscal plan in the coming weeks. It will be British Columbia’s first Green-influenced budget since the emerald-hued pages that made up the budget that introduced the province’s carbon tax in 2008.

Ms. Clark’s Liberal Party currently holds 43 of the legislature’s 87 seats on the preliminary count from the May 9 election, but with 180,000 absentee ballots yet to be tallied, her government could edge up to a majority – or lose ground – when the final numbers are in on May 24.

South Asians helped hand eight ridings to the NDP A range of negative factors, which some might call a perfect storm, hurt B.C. Liberal Leader Christy Clark and sharply swung South Asian voters to John Horgan’s New Democratic Party in the May 9 election.

The B.C. Liberals lost all eight Metro Vancouver ridings with large South Asian populations, with political observers saying the governing party failed to connect with voters on both regional issues and worries

specific to South Asians.

South Asians felt particularly betrayed by the B.C. Liberals’ approach to the trucking and taxi industries in which South Asians are predominant, said Kwantlen Polytechnic University political scientist Shinder Purewal and prominent radio host Harjit Singh Gill.

Most of Metro Vancouver’s more than 260,000 South Asians also showed little interest in the B.C. Green party, which means that, unlike in many predominantly white urban ridings, the potential NDP vote was not siphoned off to the third-party Greens.

In north Surrey and north Delta, where South Asians often account for 50 to 80 per cent of the population in neighbhourhoods,

the NDP on May 9th took four ridings away from the B.C. Liberals (including the defeat of two cabinet ministers) and held on to three others.

The NDP’s George Chow also won Vancouver-Fraserview, which has a sizable South Asian population, defeating Liberal Attorney General Suzanne Anton.

In addition to issues of special concern to South Asians, Gill and Purewal made clear South Asians were miffed with the B.C. Liberals because of three key conflicts that cut across ethnic lines.

Like many others in Surrey, they said, South Asians were ticked with the B.C. Liberals for placing tolls on the Port Mann and proposed future bridges, about thousands of Surrey students making do with school portables and by the Liberals’ abandoned promise to build a second hospital in Surrey.

“South Asians felt betrayed by the people they had sent to Victoria,” said Gill, host of a popular Punjabi- and English-language radio talk show at 1550 AM. Gill maintained his more than 100,000 listeners saw the B.C. Liberals as “becoming very arrogant” and under the influence of would-be Punjabi “kingmakers;” insiders whom he said had manoeuvred to have their favourites acclaimed as candidates, without nomination battles.

Gill focused several radio programs on the party’s failure to help thousands of Metro Vancouver truck drivers.

The United Truckers Association (UTA),

whose membership is predominantly South Asian, publicly hammered the B.C. Liberals for abandoning truck drivers. “They’re going through a very hard time now,” Gill said.

Many truckers had gone on strike and “are being exploited by their owners.”

Purewal, who attended UTA meetings as an observer, estimated 80 per cent of Metro Vancouver’s truck and taxi drivers are South Asians.

Surrey itself, he said, is home to more than 7,000 truck drivers.

The B.C. Liberals’ promise in March to support the arrival of Uber, the ride-hailing service, also aggravated many South Asian taxi drivers, said Gill and Purewal.

Former B.C. Liberal cabinet minister Peter Fassbender, who lost the riding of SurreyFleetwood to the NDP’s Jagrup Brar, was particularly targeted for his failure to come through on transportation worries, said Purewal.

Beyond special concerns to South Asians, Gill and Shinder said South Asians joined other Surrey residents in being angry at the B.C. Liberals for falling short on a promise to build a second hospital.

Residents were especially peeved, he said, by the B.C. Liberals’ decision to sell provincially owned land in Surrey that had previously been set aside for a medical facility.

The Peace Arch News reported on how the B.C. Liberals eventually sold the land for condos to Redekop Homes, which is owned

by Peter Redekop, who donated almost $720,000 to the party.

The hospital issue helped the NDP’s Jinny Sims win the once-safe Liberal riding of Surrey-Panorama, Purewal said.

Gill added that the B.C. Liberals’ promise in January to build more permanent classrooms in Surrey came too late to satisfy parents who had grown appalled that 7,000 Surrey students go to schools in portables, more per capita than anywhere in B.C. In addition, Purewal said Surrey residents are feeling hemmed in by the “Mexican wall” of toll bridges rising south of the municipality, with the Liberals proposed Pattullo and Massey bridges scheduled to follow the Port Mann and require toll fees.

“Christy Clark is perceived in Surrey as someone who comes to Vaisakhi parades and smiles, but doesn’t do anything,” Purewal said.

Since so many South Asians own their own homes, have rental units and work in construction, Shinder noted the B.C. Liberals’ 15 per cent tax on foreign buyers of single-family homes may have been a minor ingredient working against Clark.

“The first thing South Asians do when they have money is buy homes. They’ve been making money out of rising real estate prices,” said Purewal, who has been a candidate for the federal Liberals.

A pre-election Mainstreet Research poll showed yet another factor behind the NDP’s gains: The vast majority of South Asians aren’t drawn to the Green party.

Only seven per cent of decided South Asian voters in B.C. intended to vote for the Greens, according to the April Mainstreet poll. That compared to the provincial average of 19 per cent.

“South Asians are more interested in bread-and-butter issues, like education and health care. They rely on construction and development,” said Purewal.

It would be a travesty of our democracy if the BC Greens were allowed by the BC Liberals or BC NDP to impose its political will on this province with just over 16 percent of the popular votes.

Some of the policies that the BC Greens are proposing, such as taking away union and business funding of election campaigns and other electoral reforms ideas, are good and worth considering or evening legislating into law.

But these BC Green policies should not be implemented as a political ransom pay off by either the BC Liberals or BC NDP desperate to form the next government.

A weakness in the Westminster style government is that in close elections, like the one that took place in BC last week, the party that has the least support among the voters (like the BC Greens) sometimes gets to play the role of “kingmaker”. Don’t be mistaken by nice term. There is nothing kingly or diplomatic about it. It is blackmail - pure and simple. “Give me what I want or I will go to the highest bidder - your political rival,”. And make no mistake, there are 100 billions of dollars at stake in forming and 100 operating a government in BC - both sides 95 will gain. In business or any other field, this 95 kind of behaviour would be frowned upon.

75 So why should it be acceptable in politics?

75 Should not it be illegal for a political party to provide political support to prop up a government - any government - in exchange 25 for a political favour ? Why can’t the party 25 that has won the most seats govern - it will 5 VICTOR BAINS but that is what the never have a majority 5 voting public wanted in the first place. Each 0 issue would be debated and voted on its 0 merit and there will be no steam rolling of government agenda in the Legislature.

Subhash Gogi

They say,"age marks no bar when it comes to living ones passions", and Mr. Subhash Gogi is a live example of this.

Subhash has educational degrees in variety of the field ranging from Zoology to Journalism but his love for Indian classical arts never declined.

"I have now retired as a Government employee but even while I was working, enjoyment was always on my priority list for which I kept in touch with my music talent", Said Subhash.

Before joining his last job, he was a professional guitar player and was highly renowned for his adeptness with playing Indian Classical music on guitar.

"Now that I have retired from my job I am full time engrossed with music.the guitar I play is slight guitar. I have chosen it because this instrument is highly used in western country music and I wanted to collaborate with western musicians and create fusion affect of slight guitar", told he.

Subhash was spotted in Surrey BC for his friend's Son's wedding where he presented his talent in front of the people

who came in to be a part of the celebration.

"It was a delight to play collaboratively with a local tabla talent Cassius Khan",Subhash said.

Despite of his amazing talent, he could not pursue his carrier in music as the field was considered fudel by the society. " Mangnihar and Langha- two renowned music styles are linked to the beggers and everyone would look down upon, so we couldn't even think of getting a decent lifestyle with music as profession by that time", told Subhash.

Subhash's musical journey was started from his early childhood as his father too was a music lover. At the age of 6, he would fluently play harmonium and astonish people with his skills.He started playing guitar in grade 9 and never looked back. There was no deficit in his practice and praises for his performance.

"The first complement I received for my performance was from the famous Punjabi poet and writer Shiv Kumar Batalvi but I was not familiar with his name at that time", he told.

At present, he is working on promoting Indian classical arts around the world and is looking for more people to join him with his initiative.

Japan, Europe join India in pushing back against China’s One Belt, One Road

India and Japan are together embarking upon multiple infrastructure projects across Africa, Iran, Sri Lanka and Southeast Asia in what could be viewed as pushback against China’s massive, unilateral infrastructure initiatives under the One Belt One Road (OBOR) project connecting it with Europe and Africa.

India has conspicuously stayed away from the so-called New Silk Road, launched with much fanfare by Chinese President Xi Jinping on last Sunday, because of strategic and security concerns. This week, European Union countries also decided not to participate.

While in East Africa, Delhi and Tokyo are planning to fund infrastructure and capacity building projects, Japan is expected to join the Indian foray into the expansion of Iran’s Chabahar port and the adjoining special economic zone. In eastern Sri Lanka, the two countries are expected to jointly expand the strategically located Trincomalee port. They are also likely to join hands to develop Dawei port along the Thai-Myanmar border.

India and Japan are holding a separate session on May 24 with stakeholders from Africa on the sidelines of the Africa Development Bank meeting in Ahmedabad to discuss joint projects on capacity building and infrastructure.

Japan’s state minister of finance will lead the country’s delegation at the meet.

The India-Japanese initiatives are part of the Freedom Corridor that stretches from the Asia-Pacific to Africa.

It is aimed at stabilising the region amid Chinese designs on it that have led to discomfiture in certain capitals, noted an expert on the issue of international connectivity projects.

The corridor was announced by Japanese Prime Minister Shinzo Abe during counterpart Narendra Modi’s trip to Tokyo last November for the annual summit of the two nations. The issue of collaborations also

figured in discussions that finance minister Arun Jaitley had during his recent trip to Japan.

India and Japan have launched their own infrastructure development projects to balance China’s influence in the region. The central features of this are Japan’s Partnership for Quality Infrastructure (PQI) besides collaborations in northeast India and the Andaman and Nicobar Islands. PQI is an initiative for advancing Japan’s expertise in infrastructure development, especially against the backdrop of increasing competition to build economic corridors. The initiative was launched by Abe in May 20 ..

DEEPENING TIES “India and Japan’s deepening economic partnership has been prompted by a recognition of China’s efforts to enhance its influence by funding development projects in its neighborhood,” Darshana Baruah of Carnegie India wrote in a recent paper. “China plans to build a corridor of infrastructure projects across both land and sea routes connecting Southeast Asia to Europe…

As China extends its influence and reach throughout Asia, Japan and India naturally are seeking to do the same. The recent upturn in economic engagement between India and Japan is founded on the twin pillars of development assistance and infrastructure development to enhance domestic and regional connectivity.”

And all three political players in this case should be ashamed of themselves as all of them have openly committed to engaging in this political blackmail.

Both the BC Liberals and BC NDP have said they are willing to play ball with the BC Greens and give them what they want in order to get the Green support to form government. It would be refreshing for a political party and its leader to say it will not be blackmailed into doing something that was not part of its election platform.

But that would be asking too much from our political leaders, it seems. And the Greens?

For a while there, I thought the BC Greens were indeed different. But they are just like the rest - willing to sell their political souls to prop up a government they campaigned against. This is shameful.

Surrey Mayor talks big despite lack lustre performance Shaping a growing city was the theme of Surrey Mayor Linda Hepner’s State of the City Address on Thursday. In front of a business crowd at the Sheraton in Guildford, Hepner announced a 10-year economic growth strategy, revealed an SFU mental health chair has been hired and said that she would be fast-tracking six to eight “transformative” developments in the city. The mayor began her speech by saying it’s been an “interesting” year, from the “unexpected” election of President Donald Trump to the British delivering their formal exit notice from the European Union, to the results of B.C.’s provincial election just nine days earlier.

“Even though some of those things might look, or feel, like they are a world apart from us, the fact is they still matter to Surrey,” Hepner said. “Everything that is happening in the United States is of tremendous interest to us, particularly if it involves trade, travel, tourism, border security or immigration.”

Hepner said dozens of Surrey companies market and sell into Europe and Britain, pointing to award-winning clean tech company Ivey International that has secured $250,000 in European contracts in the last six months and Punjab Milk Foods, which exports Indian food products to more than 20 countries.

‘Canadian Kardashians’ received emergency travel documents to escape from Nigeria were dating.

“When I first started travelling it was with the guy I was dating. He took me everywhere.

We went to Malaysia, Argentina. He took me for polo,” Jyoti said.

Their luxury lifestyle and the brand they were cultivating online came to an abrupt end in December 2016 when the sisters were taken into Nigerian police custody.

BC Liberals planning reworked, Green Party-influenced budget Continued from Page 1...

The NDP, at 41 seats, is close enough to toppling the Liberals that its co-operation is highly unlikely. It is the Greens, with three seats, who are poised to be in a position to influence the balance of power.

The Premier’s office intends to appoint a cabinet in June and then to recall the legislature quickly. Her government would need to introduce a Throne Speech which would require a vote of confidence from the House. However Ms. Clark appears intent on testing the strength of her new government with a new budget as well. If she does not have enough support, the government would collapse and John Horgan, the NDP Leader, would have a chance to try to put one together.

Ms. Clark has indicated that she expects she will need to work with Green Party Leader Andrew Weaver and his caucus to govern even if the Liberals could pick up enough seats for a majority. While negotiations continue about what that collaboration might look like, it is unlikely the Greens, fresh from an electoral breakthrough, would jump into any formal coalition arrangement.

Instead, the best the Liberals can hope for in a minority scenario is an agreement with the Greens to support the pending throne speech and budget.

Because the election interrupted the process of passing a budget in the spring, the province does not have a fiscal plan in place.

The government has the authority to spend money that should last until September, but if

The fiscal plan tabled by the Liberals in February included a surplus of $295-million plus a forecast allowance of $350-million. There is enough fiscal room to adopt some of the Green’s wishes, but some tax hikes would still be at least on the table for consideration.

The Greens want a comprehensive program for early-childhood education and free daycare for working parents with children under the age of 3. The Liberals once promised to phase in junior kindergarten, a program that was shelved. Reviving that could go a long way toward satisfying the Greens.

As well, the Greens wanted more spending on schools, beginning with $220-million this year – on top of the $330-million in additional funding committed by the BC Liberals to address the recent court ruling on class size.

A charge of first-degree murder has been laid against a 22-year-old man accused of shooting another man in a hotel parking lot in

Surrey. The Integrated Homicide Investigation Team says 29-year-old Birinderjeet Bhangu was shot as he sat in his vehicle on March 13.

Four days later, the team released a surveillance photo of a male suspect believed to be the shooter.

Police say the murder charge has been laid against Johnny Drynock, who has been in custody since April 8 on an unrelated matter in Merritt.

Drynock is scheduled to make his first court appearance in Bhangu’s death on Friday.

B.C. parties leave door open to electoral reform without a referendum Neither of British Columbia’s two main political parties are ruling out changing the province’s electoral system without holding a referendum.

The New Democrats’ campaign platform included putting the question of electoral reform to voters, but party leader John Horgan said Thursday he’s open to compromising with the Greens, who want the change introduced without a vote.

“Quite honestly I believe that this singular moment in history is an opportunity to demonstrate to British Columbians the benefits of a proportional system where two parties can come together and provide good government for B.C.,” Horgan said after his first caucus meeting since the May 9 election.

“We campaigned on a referendum to affirm proportional representation, but I’m open to discussions with the Green party about their approach to this question and we’ll take it from there.”

Liberal Leader Christy Clark said earlier this week that she wants to discuss the issue with the other parties before taking a firm stand, but added that she campaigned for electoral reform during her time as a radio talk show host in Vancouver.

“In the past I have been an advocate for electoral reform,” she said on Tuesday.

“Let’s have the discussion with the legislature and other parties first.”

The NDP and the Liberals are awaiting the final results of last week’s tight election race

and the leaders of both parties have said they are in talks with the Green party over forming a possible minority government.

No single party secured a majority of seats in the election, leaving the Liberals with 43, the NDP 41 and the Greens three, although those results won’t be confirmed until after next week’s absentee ballots are counted.

The Greens campaigned on a promise to introduce a system of proportional representation. Party leader Andrew Weaver said the exact form of electoral change would be a matter of negotiation.

“Our position had been that we would bring in proportional representation without a referendum ... but we would be open to discussing a referendum afterwards,” Weaver said on Wednesday.

The Greens also want to lower the voting age from 18 to 16 and change the fixed date of the provincial election to October.

B.C. has voted on changing the province’s electoral system twice in the last 12 years, but both attempts failed.

In 2005, about 57 per cent of people voted in favour of a system of proportional representation, which fell short of the 60-percent threshold established by then-premier Gordon Campbell.

Four years later, voters were asked to vote on electoral reform but the provincial government actively campaigned against the proposal. The initiative received only 39-percent support.

BC government wants to resolve foreign buyers tax lawsuit without full trial B.C.’s provincial government says the constitutional challenge put forward by a foreign homebuyer on Metro Vancouver’s 15 per cent foreign homebuyers tax is “of questionable merit” and can be resolved without undertaking a full trial.

The provincial government has responded to the potential class action lawsuit launched last September by lead plaintiff Jing Li, a university student from the People’s Republic of China now living in Burnaby.

Li says she was caught by the 15 per cent foreign buyers tax — which the province implemented last August to slow down the region’s red-hot real estate market — which added $84,000 to the price of a townhouse she had attempted to buy in Langley.

In her claim, Li alleged the province had acted beyond its powers by applying the tax and alleged it had violated foreign treaties and international obligations the federal government had made to other nations.

In an amended claim submitted in February, Li further alleged the province had discriminated against her on the basis of national origin, contrary to the equality guarantee of Section 15 of the Canada’s Charter of Rights and Freedoms.

The claim has generated considerable interest across the country, particularly in Ontario which launched its own foreign buyers’ tax in April.

In early May, the province responded to Li’s claims by saying the foreign buyers tax does not violate foreign buyers’ rights.

In its response, the province says it acted

well within its powers to apply taxes. It argues that any international treaties agreed to by the federal government would be irrelevant, unless they have been specifically implemented into domestic law via

legislation.

On the Section 15 Charter challenge, the province argued the tax makes its distinction based on immigration status — not national origin — and is therefore not protected by the Charter.

Furthermore, the province is making the unusual move of requesting a summary trial — where the judge can make a preliminary decision without a full trial — before the class action is certified.

The province says the class action certification process would add “unnecessary complexity and costs.”

It adds the court would be forced to engage in a much broader range of issues than the case warrants, which, it says, would be “highly inefficient.” A timely resolution of the issue is imperative, the province says, adding time would dramatically increase potential costs for the province if the litigation were to go on.

Agnes Macphail—Champion of Equality and Human Rights: One of the Faces on the Canada 150 $10 Bill On 1 June, the Bank of Canada will mark the 150th anniversary of Confederation by issuing a commemorative $10 bank note.

What makes the Canada 150 note unique is that it features four portraits rather than the usual one. Sir John A. Macdonald, Sir GeorgeÉtienne Cartier, Agnes Macphail and James Gladstone are four parliamentarians who’ve each played a significant role in Canada’s history.

Let’s turn our attention to Agnes Macphail, the iconic Canadian woman in the group.

Macphail was a champion of equality and human rights who, in 1921, became the first woman elected to the House of Commons in Canada. Macphail entered politics to represent the interests of farmers in her riding of Grey South East (Ontario), and she became an advocate of the working class and defender of marginalized groups such as women, miners, immigrants and prisoners.

In 1929, she was the first woman to

represent Canada at the League of Nations (the forerunner of the United Nations) and the first woman appointed to the Disarmament Committee of the League of Nations.

Her support of prison reform culminated in the 1939 Penitentiary Bill that recommended 88 changes to the penal system, including more outdoor time and exercise for inmates and mandatory education for inmates who were illiterate.

Macphail was an outspoken advocate of gender equity and worked toward ending legal discrimination against women. In addition to her support for female workers, she founded the Elizabeth Fry Society of Canada, which supported women in conflict with the law. Macphail spent about 19 years as Member of the Parliament of Canada before serving as Member of the Provincial Parliament of Ontario. There she advocated for Ontario’s first equal pay for equal work legislation in 1951.

South Asian man shot in Richmond while driving Police have identified the victim of a fatal shooting in Richmond on Mother’s Day. A body was found in a vehicle that crashed into a property near Granville Avenue and No. 2 Road on Sunday afternoon.

The Integrated Homicide Investigation Team has identified the victim as 24-year-old Jasdeep Singh Klair.

Just before 2:45 p.m. a silver BMW veered off Granville Avenue and hit some shrubbery on the corner of Ledway Road, west of No. 2 Road.

IHIT believes Klair, who was known to police due to multiple drug convictions for both possession and trafficking, was shot while driving his vehicle and as a result of his injuries, lost consciousness, resulting in the car crash a short distance away on Granville Avenue.

Klair was pronounced dead at the scene.

IHIT believes he was the victim of a targeted killing.

A suspect vehicle, a copper-coloured 2010 Kia Forte, was seen fleeing the area and was later located in the 4400 block of Thompson Road less than an hour following the shooting.

The car had been reported stolen from Surrey in March.

On Sunday, the quiet neighbourhood swarmed with police cruisers and paramedics.

A yellow tarp could be seen covering the car, which hit a hedge adjacent to a pedestrian crossing.

Police tape cordoned off a stretch of Granville Avenue as police gathered evidence from the scene.

“This homicide occurred in a heavily populated residential area at a busy time of day.

Due to the distinct description of this vehicle, police believe there are individuals who can assist in bringing further information forward and/or assist by identifying the occupant(s) of the suspect vehicle,” IHIT Staff Sgt. Jennifer Pound said in a release.

The daytime homicide was described as

“brazen” by an RCMP officer at the scene.

“It’s very concerning to the police and community here in Richmond that we would have such a brazen incident that would result in a homicide here on a Sunday, a nice sunny afternoon on Mother’s Day,” Insp. Keith Bramhill told Global B.C. The incident is similar to Richmond’s first homicide of 2017.

On Jan. 10, 21-year-old Calvin Chi Hang Zhao of Vancouver was found dead with gunshot wounds in a black Jeep SUV near Granville Avenue and Ash Street, about three kilometres east of Sunday’s homicide.

Police said at the time that the shooting was targeted. A suspect vehicle, a white SUV, was seen leaving the scene. No arrests have been announced in Zhao’s death.

BC Liberals deny using taxpayers’ money to fund partisan ads The B.C. Liberals are denying claims they broke the law with taxpayer-funded advertisements that aired in the lead-up to the recent provincial election.

The party’s denial was part of its response to a civil claim launched in March that alleged the government had spent $15 million on advertising that served to enhance the image of the party.

David Trapp, who is listed as the plaintiff in the suit, argued that the government has a legal obligation to collect tax money and spend tax money for the benefit of the citizens, and that the ads were a misuse of taxpayer money.

The lawsuit also claimed the advertisements were designed to improve the party’s likelihood of success in the election.

On May 3 — six days before the election — the B.C. Liberals filed a response to the lawsuit in B.C. Supreme Court denying the party engaged in partisan advertising.

In its response the party states that as a matter of policy, public money can’t be used to buy advertising in support of a political

party.

The defence claims that in order for government advertising to be approved, it must be “fact-based” and “point to, or provide information on government priorities, programs services or politicies.”

After the lawsuit was filed In March B.C.’s auditor general warned the B.C. Liberals that one of the provincial government’s advertising campaigns promoting the province’s budget was too political.

But the crux of the party’s defence is that the government doesn’t have a fiduciary duty that’s enforceable in court, and that this is a novel argument being raised by the plaintiffs.

“The collection of taxes and distribution of public money held by the government is a purely public function,” states the party’s defence. “It has no private law analogue that could ground the recognition of a fiduciary duty.”

All of the claims have yet to be tested in court.

A date for a hearing has not yet been set, but one the lawyers for the plaintiffs, Paul Doroshenko, confirmed Wednesday they plan to move ahead with the lawsuit and will seek to have the case certified as a class action.

“Ultimately we’re hoping we can get this matter all the way to trial,” said Doroshenko.

“Our hope is that we end this practice with this lawsuit. We’re going to press ahead. Win or lose we’re going to press ahead.”

Abbotsford could convert some protected farmland to industrial use Abbotsford may apply to take land out of the Agricultural Land Reserve for industrial use.

A report from city staff notes the city’s industrial real estate vacancy rate is at 1.7 percent, and within the Lower Mainland, industrial tenants are moving to places like Abbotsford in search of cheaper floor space.

But the idea of losing farmland isn’t sitting well with Jillian Azanza, an Abbotsford chicken farmer and member of the B.C. Young Farmers Association board.

“It needs to be kept in the ALR, period. For the future of young farmers,” Azanza told On The Coast host Stephen Quinn.

“For the future of food security in Abbotsford, for the future of food production … without the reserve, I’m not sure where our future goes as young farmers in Abbotsford.”

Azanza is critical of the city for taking more land out of the ALR after already removing some several years ago.

“What we’ve been told, as farmers, is to be more innovative or effective on the small, fixed land base we do have,” she said.

The city is hosting open houses about potential ALR exclusions Wednesday and Thursday evening.

In British Columbia, a municipality cannot unilaterally remove land from the ALR. They can only request that the Agricultural Land Commission do so on their behalf.

Judge allows so-called ‘homeless’ to camp in Vancouver park A tent city on Vancouver’s Main Street will be staying up for at least a little while longer.

Justice Neena Sharma dismissed the City of Vancouver’s application for an injunction

at the 950 Main Street encampment.

“We’re obviously really happy about it,” said Maria Wallstam, an organizer with the group, Alliance against Displacement.

“I was expecting them to grant the injunction. We didn’t have legal counsel either.”

Based on the evidence provided, Justice Sharma said the safety and stability of the occupants outweighs the potential harm to the city.

The city had argued that the tent city needed to go, so it could get started on a social housing complex on the vacant lot — a proposed development that would include 26 units of social housing, serving Aboriginal adults who are homeless or at risk of homelessness.

“Only a third would be for people who are

homeless or in most need of housing. That’s not a lot,” said Wallstam.

Justice Sharma heard from occupants at the tent city who said they have nowhere else to go and their lives would be in danger if the camp were dismantled.

“The tent city is providing something they haven’t been able to get anywhere else,” she wrote, adding that the people may suffer greatly if the the injunction is granted.

In a statement, the city said they were “concerned” by the decision and were reviewing their options.

“In order for the project to be completed on time, there are immediate site access requirements for environmental remediation testing and planning. Soil testing and drilling have already been 100 postponed due to the encampment and any95 further delay to this work threatens the viability of the housing project,” it wrote.

75 “We still hope that we can reach a peaceful resolution to this encampment.”

Activists expect the city to file another 25 injunction in the coming weeks. But for now, 5 they have no plans to leave the site.

Burgoyne gave birth to Shawn Tyson Williams Burgoyne at Cranbrook’s East Kootenay Regional Hospital on Monday.

“When I saw him, it was amazing” she said. “I cried. He was just so chunky and cute.”

Shawn was born via caesarean section and both mother and son are doing fine.

Staff said Shawn is the biggest baby anyone at the hospital has ever seen.

Ontario MPP Jagmeet Singh launches bid for federal NDP leadership Jagmeet Singh, deputy leader of Ontario’s NDP, put an end to months of speculation Monday night and announced that he’s aiming to become the party’s national leader — and the country’s next prime minister.

Singh launched his campaign for the federal NDP’s leadership in front of a room full of supporters at the same banquet hall in Brampton, just west of Toronto, where he celebrated his first election victory in 2011.

Singh told the crowd that his party, and the country, are hungry for new leadership.

“Leadership that will bring people together, to build a Canada that is truly inclusive and where everyone can realize their dreams,” Singh said.

“That is why, my friends, today I am proud to announce that I am running to be the leader of the New Democratic Party of Canada.”

Singh, the first turbanwearing Sikh to sit in Ontario’s legislature, told his personal story, describing how he was born in east Toronto to immigrant parents, was first raised in Newfoundland and Labrador while his father attended medical school there, and then his family moved to Windsor, Ont., when he was seven years old.

Singh said he was picked on and bullied because he had “a funny sounding name, brown skin and long hair,” but he learned to stand up for himself.

“Nobody should be made to feel like they don’t belong,” Singh said.

Building an inclusive Canada is what motivated him to become a lawyer, he said, and then to become involved in public life.

“That’s what draws me to be your leader, and that’s what drives me to be your prime minister,” he said.

Singh took a few shots at Prime Minister Justin Trudeau on multiple policy fronts. He

said the Liberal prime minister has adopted the “deplorable climate change targets” of his predecessor, Conservative prime minister Stephen Harper, and that Trudeau has a “shameful record on Indigenous child welfare.”

He also made reference to the other party leadership contest going on, the Conservative Party’s, and said its candidates are “tripping over each other to drive a wedge between Canadians.”

Singh said he is offering a vision for the NDP and the country that aims to counter feelings of cynicism and powerlessness among voters.

“We must champion a politics of love to fight the politics of hate,” said Singh.

Brad Lavigne, who was former NDP leader Jack Layton’s campaign manager and is supporting Singh’s candidacy, said he thinks Singh’s aspirational message will appeal to voters.

“I think that there is a tremendous appetite for that,” said Lavigne, who was at Singh’s event. “I think he’s got the ability to attract people from outside of politics, people who have been turned off politics in the past.”

Lavigne said Singh, 38, brings energy and dynamism to the leadership race and that he is the kind of “magnet” that people are seeking. He’s the party’s “best chance” to gain momentum and appeal to a broad coalition of voters, Lavigne said.

Singh will become the fifth official candidate vying to replace Tom Mulcair when New Democrats vote for a new leader this fall. The other contenders so far are: B.C. MP Peter Julian.

Ontario MP Charlie Angus.

Manitoba MP Niki Ashton.

Quebec MP Guy Caron.

Andrew Weaver, the BC Green Party Leader whose support Premier Christy Clark will almost certainly need if she is to hold onto power, has torn apart several major facets of her government’s policies.

Mr. Weaver held a news conference Wednesday to announce that he is set to begin face-toface negotiations with Ms. Clark, the Liberal Leader, and with NDP Leader John Horgan to determine which of the two parties he will support when the final ballots are counted from the May 9 election.

British Columbians are still waiting to learn whether they have elected either a minority government or a bare majority. In either event, Ms. Clark will have the first opportunity to form that government. The tally of absentee ballots, as well as recounts in two seats with narrow margins of victory, begins on Monday.

Mr. Weaver told reporters he will bargain in good faith with both the Liberals and the NDP: “We can collaborate with anyone. We understand what compromise means.”

However, he then highlighted large gaps between his Green Party and the Liberals on several key issues, including the expansion of the Kinder Morgan oil pipeline, which the Liberals have approved, and the construction of the Site C dam, Ms. Clark’s pet mega-project.

“Our position on Kinder Morgan and Site C is not too dissimilar from the NDP position; our position on Kinder Morgan and Site C is dramatically far away from the Liberal position,” he said.

“The fact that we are being told to ship diluted bitumen in our coastal waters is just reckless, and this government is just reckless for agreeing to it,” he said. He was asked

whether Site C, which he opposes, is a dealbreaker: “It’s on the list,” he replied. “Where?

We have to discuss.”

The Greens could hold the balance of power in British Columbia with just three of the 87 seats in the B.C. legislature. The initial vote results put the Liberals at 43 seats, and the NDP at 41. If the final seat count remains close, Ms. Clark will need Mr. Weaver and his Green caucus to win any confidence vote in the legislature.

If she loses such a vote, she would be expected to resign as Premier, or Mr. Horgan could seek to take her place if he could persuade B.C.’s Lieutenant-Governor, Judith Guichon, that he can form a government with the support of the Greens.

While Elections BC prepares for the final round of counting ballots, both the Liberals and the NDP have been courting Mr. Weaver and seeking common ground.

Mr. Weaver has not put environmental issues on his list of three non-negotiable demands. He says the Greens must be accorded official party status in the legislature; there must be a commitment to campaign-finance reform; and he wants to see a plan to change the province’s electoral system to representation by population from the current first-past-the-post regime.

Ms. Clark told reporters this week she is in favour of electoral reform. “In the past, I have been an advocate for electoral reform. I campaigned for it when I was on my radio show.” The NDP has just launched a petition “to reform B.C.’s broken political system” which promises to move toward a proportional voting system and to get “big money” out of politics.

Mr. Weaver said he is “somewhat skeptical” about the Premier’s interest in electoral reform, given that change had not been adopted in the 16 years the Liberals have been in power. And he was derisive about Ms. Clark’s proposal to send the issue of campaign-finance reform to an independent panel for review. “It’s much akin to, we have a plan to develop a plan to come up with a plan,” he said.

Although environmental matters are not on the Greens’ list of must-haves, Mr. Weaver left no doubt that his opposition to the Kinder Morgan pipeline is going to be part of his party’s deliberations.

The pipeline expansion is critical to Alberta as it seeks new markets for its landlocked oil, but the project faces staunch opposition from environmentalists, Indigenous groups and municipal governments on the West Coast.

On Monday, Alberta Premier Rachel Notley signalled her alarm about the possible impact of the B.C. election in the project’s future. With both the Greens and the NDP in opposition in B.C., she held a news conference to declare that politicians in British Columbia do not have the power to block the pipeline expansion, saying it is entirely a federal government decision.

Ms. Notley also announced that the Alberta government will be an intervenor in the Federal Court of Appeal hearing in October, where 16 legal challenges to the project will be heard.

Canadian universities see surge of international students Canadian universities will welcome unprecedented numbers of international students this fall, with some institutions seeing jumps of 25 per cent or more in admissions of students from abroad, evidence that Canada is increasingly seen as a tolerant, stable destination in a world beset by political uncertainty, the schools said.

Applications from international students were up by double digits this year, with record levels of interest from American students. Many observers had suggested that the election of Donald Trump was a reason. But until this month, when many foreign students must respond to admission offers, it was not clear how that interest would translate into enrolment.

“We have a rising tide of isolationism and exclusion in Europe, in the United States, and people are looking to Canada,” said David Turpin, the president of the University of Alberta. “We will have these incredible students who will be educated in Canada, and in many, many cases go back home and build linkages that are crucial for our future development,” he said.

At the University of Alberta, the percentage of international students who have accepted admission offers has increased by 27 per cent from last year. The school has also seen an increase of approximately 82 per cent in applications from graduate students from abroad. Numbers are similar across the country. The University of Toronto, which has

been recruiting students in the U.S. this past year, has doubled the percentage of American students who accept an offer. At Queen’s University in Kingston, Ont., acceptances by international students are up 40 per cent. Even smaller institutions, such as Brock University in St. Catharines, are expecting more than a third more international students to arrive in the fall term.

Some prominent Canadian universities are in the midst of ambitious internationalization drives, including recruiting globally recognized researchers and professors.

At the University of British Columbia, for example, money from an increase to international student fees is targeted toward the creation of the President’s Excellence Chairs Program.

Six research areas will see a substantial boost in research heft, with each chair receiving as much as $10-million to $15-million to set up research labs or teams.

“There has been very significant interest from scholars from around the world in moving to UBC,” said Santa Ono, UBC’s president. “There have been faculty members who have contacted us after the closing date of a search for a faculty member asking us to extend it; we have been approached by faculty members wishing to relocate to Canada,” he said. While the university benefits from this new talent, Dr. Ono said he is concerned about the political trends that may be driving professors to Canada.

RCMP warn of ‘splice-and-tape’ counterfeit bills Canadians are being warned to watch out for $5 bills cunningly held together by strips of tape and foil, in what police are calling a “splice and tape” trend among counterfeiters.

Police say counterfeiters are removing the clear panel near the side of the bill, which also contains two shiny, embedded holographic strips. Investigators suspect the real $5 panels are being repurposed to create higherdenomination counterfeits, while the cobbled-together $5 bills are being put back into circulation. The result is two Frankenstein-like sets of bills, with each containing elements of real and fake banknotes.

RCMP Cpl. Vinh Ngo, of the Federal Serious and Organized Crime unit, said the problem is widespread. “I think it’s everywhere really,” Ngo told CTV Vancouver. “There are no certain geographical patterns.”

He added that there are “some elements” of organized crime involved in the counterfeiting.

An estimated $75 billion worth of banknotes are currently in circulation. The most commonly-duped bills are the $20 and $100 denominations.

The RCMP website says cash is the most common means of payment for transactions under $25, and the second-most common means for transactions between $26-$100.

“These types of crime are driven by greed and financial gain,” said Const. Jason Doucette, of Vancouver Police. Doucette suggested the low-budget counterfeits might indicate a larger scheme. “There’s not a lot of financial gain in doing one $5 bill, so I suspect there’s more to come.”

Environmental lawyers ask court to quash Surrey coal transfer facility The Federal Court heard Wednesday from environmental lawyers that are trying to overturn the Vancouver Port Authority’s approval of a coal transfer facility on the Fraser River. The project would see four million tonnes of thermal coal pass through the Lower Mainland every year. The coal would be brought in from Wyoming, barged to a site on Texada Islands and then exported to Asia. “We don’t need to be shipping dirty coal through Canada,” said Karen Campbell, a lawyer with Ecojustice Canada.

“We’re not reaping the benefits. We’re actually suffering the health impacts, the community impacts, the environmental

impacts and we’re contributing to climate change by allowing this to happen,” said Campbell.

The lawyers opposed to the project argue the port didn’t have the lawful authority to approve the project when it did and allege it was biased in doing so.

“There had been examples of port executives actually indicating support for the project publicly before approval had been granted,” said Campbell.

She also said the port’s compensation scheme, “which will give incentives and bonuses based on project approvals,” can inhibit its ability to make a fair decision.

BC can’t hold Alberta’s economy ‘hostage’ by blocking pipeline, Notley says Alberta Premier Rachel Notley has used her strongest language yet in rejecting the contention that British Columbia has the power to stop the Trans Mountain pipeline expansion from Edmonton to an ocean port in Burnaby.

“We understand that some oppose the twinning of the pipeline, and I respect their opinion,” Notley told a news conference. “But I fundamentally disagree with the view that one province or even one region can hold hostage the economy of another province. Or in this case, the economy of our entire country.”

Notley held the news conference to announce that Alberta has been granted intervenor status in legal challenges to the controversial project.

The premier added there is no way for a province to block a decision made in the national interest by the federal government.

“If there were such tools, Canada would be less a country and more a combination of individual fiefdoms fighting with each other for advantage,” she said.

Sixteen groups have asked the federal court to review approval of the project by the National Energy Board and the federal government. All applications will be heard in a single hearing in October.

Kinder Morgan intends to break ground on construction this fall.

But the result of the B.C. election has created uncertainty over whether this will happen.

The vote on May 9 left the Liberals with 43 seats. The NDP won 41 and the Greens took three. A party needs to win 44 seats to form a majority government.

Both the Green Party and the B.C. NDP oppose the Trans Mountain expansion.

The Green Party could hold the balance of power if the Liberals end up forming a minority government.

About 176,000 absentee ballots still need to be counted. That won’t happen until at least May 22.

At the news conference, Notley was also asked about the report by an expert panel into the National Energy Board released Monday.

The five-person panel suggested the creation of two new agencies to replace the NEB. It also made the controversial recommendation that leadership be moved from Calgary to Ottawa.

Notley called a proposal to move the NEB out of Alberta “dumb.”

“If someone were to propose that you move the Atlantic Opportunities Marketing Agency from Atlantic Canada to Winnipeg, people would say that’s dumb,” she said.

“Let me just say, moving the NEB to Eastern Canada is dumb. We are absolutely opposed to that and it shouldn’t happen.’

Immigrant detention system not flawless but legal, government lawyer says A government lawyer says Canada’s immigration-detention system may not be perfect but it is constitutional.

He is telling Federal Court it would be a mistake to throw out the law allowing for immigrant detention because problems may occur as a result.

A Jamaican man who was detained for five years before being deported is challenging the constitutionality of immigration laws.

Alvin Brown and his supporters argue that the scheme allows for indefinite detention, amounting to cruel and unusual punishment.

But the government lawyer notes that another judge ruled immigration authorities were not to blame for Brown’s long detention.

He argues each case is different and that detainees do have numerous ways to seek redress if they believe their circumstances are unreasonable.

Vancouver police don construction gear to help nab distracted drivers Police were undercover in downtown Vancouver on Monday morning disguised as construction workers are part of a crackdown on distracted drivers.

Officers donned orange safety vests at a worksite at the foot of the Burrard Bridge to catch drivers who were either speeding or texting. The initiative is part of a provincewide campaign meant to drive attention of respecting so-called “cone zones” and help keep roadside workers safe from careless drivers.

Cone zones are work areas set up to protect roadside workers, including traffic flaggers, tow-truck drivers, and first responders who work in close proximity to traffic.

Now in its seventh year, the annual B.C. Cone Zone Campaign coincides with the increase in roadside work in the warmer months of the year. WorkSafeBC says Vancouver will see an estimated 25 per cent

increase in road construction and repair projects than over the same period in 2016.

According to WorkSafeBC, a total of 15 roadside workers were killed and 229 were injured after being struck by motor vehicles between 2007 and 2016.

“We want to remind drivers to slow down, pay attention to instructions from roadside workers, abide by temporary road signs and leave their phones alone,” said Trina Pollard, WorkSafeBC’s manager of industry and labour. “Every roadside worker deserves to make it home to their family at the end of their shift without injury.”

Fines for a distracted driving violation more than doubled last summer, costing those caught in the act $368 for an offence.

Motorists also get three or four penalties to their driving record, and a first infraction means they have to pay a $175 premium to ICBC.

80 per cent of drugs checked at Insite safe injection centre contain fentanyl A pilot project to test street drugs for fentanyl at the Vancouver safe injection centre Insite has found that about 80 per cent were laced with the potentially deadly opioid.

Testing of more than 1,000 drug samples over a nine-month period found more than 80 per cent of the heroin and crystal meth brought in by clients and about 40 per cent of the cocaine contained illicit fentanyl. Dr. Mark Lysyshyn, medical health officer at Vancouver Coastal Health, says the drug checks resulted in clients reducing their dose and decreasing their risk of overdose. Lysyshyn was to present

the findings today at the 25th Harm Reduction International Conference in Montreal.

He says more testing of street drugs could save lives and help alleviate the public health emergency in Canada around opioid consumption and overdose.

Fentanyl is 100 times more toxic than morphine and a dose the size of a grain or two of sand can result in a fatal overdose. In British Columbia, more than 900 people died of apparent illicit drug overdoses in 2016, with about 60 per cent of the deaths linked to fentanyl.

Water restrictions begin across Metro Vancouver Stage 1 water restrictions kick in across Metro Vancouver last Monday, meaning anyone who waters their lawn outside designated hours is risking a $250 fine.

From now until Oct. 15, both residential and commercial lawn sprinkling

is only allowed on alternating days.

Despite the recent rains and heavy snowpack, the Water Services Department is conserving water in preparation for dry spells to avoid shortages. Officials say most lawns only need about an hour of watering a week to stay healthy, and that overall water consumption can increase by 50 per cent in warmer months for swimming pools, growing food and maintaining sports fields.

The permitted hours for even-numbered residential addresses are from 4 to 9 a.m. on Monday, Wednesday and Saturday only. Residents of odd-numbered homes are limited to the same time on Tuesday, Thursday and Sunday.

For non-residential addresses, the approved hours for even-numbered addresses are Monday and Wednesday from 1 to 6 a.m.

Watering at odd-numbered addresses is allowed Tuesday and Thursday from 1 to 6 a.m. All non-residential addresses can turn on their sprinklers Friday from 4 to 9 a.m.

Washing cars and boats must also be done with hoses that have shut-off nozzles, and there other limitations in place for cemeteries, golf courses and artificial turf that can be found on Metro Vancouver’s website.

Water restrictions apply only to the use of treated drinking water – not rain water, gray water or recycled water.

Ottawa weighs permanent civilian management for RCMP Public Safety Minister Ralph Goodale opened the door to permanent civilian management in the RCMP after two external reviews concluded the national police force failed to deal with long-standing workplaceharassment problems.

In scenarios being considered, the RCMP would work under a new civilian board of management, or see all administrative and financial functions placed under a civilian boss. Either way, the commissioner of the RCMP would remain in charge of police operations, but would have to forsake other responsibilities that have traditionally been in the hands of uniformed officers.

The government already needs to name a new commissioner of the RCMP, given that top Mountie Bob Paulson will retire in June.

The two reports, which were released on Monday by the RCMP’s civilian watchdog and by special adviser Sheila Fraser, raise pressure on the government to use the occasion to revamp the organization’s structure.

Speaking to reporters, Mr. Goodale said he is getting ready to bring his formal recommendation for the future of the RCMP to cabinet, while offering support for increased civilian management.

“I’m open to that idea,” he said. “This is an issue that I intend to bring forward for a government decision very, very quickly. We’ve taken a number of other steps, but this one is fundamental and it needs to have very strong support behind it, not just at the political level but publicly among Canadians.”

Mr. Goodale said there is no doubt that the

RCMP needs reforms, but refused to lay out his preferred option in public at this point.

“This institution has to get it right, and I am determined to make sure that happens,” he said.

On the other hand, Commissioner Paulson said the RCMP’s culture was showing clear signs of improvement after a number of policy

changes in recent years.

He acknowledged that any case of harassment was “one too many,” but he disagreed with the calls for increased civilian oversight of the force.

“It’s not up to me to make that decision,” Commissioner Paulson told reporters. “If someone asked my advice, I’d tell them to act on the basis of clear evidence … In my view, we have to give time to the systems that are in place and see how they are working.”

The negative headlines continue to pile up for the RCMP, which recently offered an apology and compensation package to female victims of sexual harassment. On Tuesday, another hard-hitting report is expected to be tabled by the Auditor-General, this time into the force’s mental-health programs.

Cabinet to have final word on infrastructure bank projects: Morneau

Finance Minister Bill Morneau says cabinet will have the final say on any projects approved by the Canada Infrastructure Bank, a proposed $35-billion entity that the Liberal government describes as an arm’s length Crown corporation.

The minister’s comments touch on one of the key points of tension surrounding the bank: Private investors – including Canadian pension funds – want assurances that any project decisions will be free of partisan politics and the short-term whims of election cycles. However, the government must also demonstrate appropriate oversight of the bank in response to critics who say it could give the world’s largest investment funds too much influence over how billions in federal tax dollars will be spent.

“We will need to have [cabinet] approval to make sure those projects make sense for Canadians, of course, but the organization, the financing and the management of those projects will be left to the Canada Infrastructure Bank to execute,” he told reporters following an appearance before the House of Commons finance committee.

“We will always need to have some level of oversight. Our goal is that the bank can be as independent as possible from a governance standpoint and from a management standpoint. And that once a project is determined to be the right kind of project, that it can be run and managed separate from government intrusion,” he said.

The Liberal government’s 2017 budget describes the Canada Infrastructure Bank as an “arm’s length organization” that will work with other levels of government and private investors on major projects that would be led by the private sector.

Legislation to create the bank is included in Bill C-44, an omnibus budget bill. Mr. Morneau’s advisory committee on economic growth – which includes representatives from major institutional investment firms – had recommended in an October report that the bank’s independence should be modelled on the Canada Pension Plan Investment Board (CPPIB).

Temporary foreign worker program prone to abuse, Auditor General says Canada’s temporary foreign workers program is rife with oversight problems that appear to have allowed lower-paid international workers to take jobs that out-ofwork Canadians could fill, the federal auditor general says.

Some companies have effectively built a business model on the program that could be having unintended consequences that the government doesn’t know about, including wage suppression or discouraging capital investment and innovation, said Michael Ferguson’s report on the program, part of a fresh batch of federal audits tabled Tuesday.

Ferguson’s report says the government approved applications for temporary foreign workers even when employers had not demonstrated reasonable efforts to train existing employees or hire unemployed Canadians, including those from under-represented groups, such as First Nations.

Nor did officials effectively crack down on companies that were found to have run afoul of the rules; few on-site inspections or face-to-face interviews with the foreign workers themselves were conducted, the audit found. Even when corrective action was recommended, it took months for all the necessary approvals. Ferguson is calling for better oversight of the program and more

pushback from federal officials to ensure companies applying to hire temporary foreign workers are doing so for the right reasons.

The department overseeing the program, Employment and Social Development Canada, says it plans to implement all of Ferguson’s recommendations.

Ferguson’s report comes months after a Commons committee recommended an overhaul to the program, and three years after the previous Conservative government made changes in a bid to ensure the program worked as intended: to help companies fill job vacancies only when qualified Canadians couldn’t be found for the work, and only when it didn’t negatively affect the local labour market.

Between 2013 and 2015, the number of temporary foreign workers in Canada dropped from 163,000 to just over 90,000, a result of the 2014 changes and the economic downturn. Despite the drop in numbers, the audit team said it found numerous cases where employers gave dizzying reasons for needing a temporary foreign worker that departmental officials failed to challenge in 40 per cent of the cases reviewed as part of the audit. One person was allowed to hire a caregiver for their elderly parent even though they had not tried to recruit a Canadian, as required, because they wanted “someone who is trustworthy and with the ability to work without supervision.”

Canada’s federal spending watchdog has won a battle with the Liberal government to gain access to information he deemed critical to evaluating whether the country is on course to phase out fossil fuel subsidies.

Releasing a series of spring audits Tuesday, Auditor General Michael Ferguson expressed frustration that he wasn’t able to gain key documents, including budget analyses, from Finance Canada to determine what progress has been made to meet Canada’s 2009 G20 commitment.

He aired his grievance in a special message to members of the House of Commons

detailing his fight.

“Our right to freely access information is fundamental to our work, and a cornerstone that protects our independence,” Ferguson wrote.

During a news conference after tabling his report, Ferguson called any situation where the government is hampering the ability of his office to do its work “extremely concerning.”

He noted that while battles over the disclosure of information go back several decades, this current tug-of-war unfolded over the last 18 months since the Liberals took office.

agents about potential threats entering the country between April 2015 and March 2016, 56 were overlooked or missed, and the required follow-up was not completed as required. Some of them “involved organized crime and contraband drugs,” the audit found.

Among 3,125 temporary resident permits issued at land border crossings between March 2015 and April 2016, 113 of them were approved “without appropriate justification,” including in some cases to people with criminal convictions.

CBSA and customs duties Staff shortages, a “self-assessment” system and incomplete or incorrect paperwork mean the Canada Border Services Agency doesn’t know whether or not it is collecting all customs duties owed on goods being brought into the country.

Due to lax paperwork, the border agency and Global Affairs failed to levy $168 million of customs duties on about $131 million worth of quota-controlled (including supply-managed) goods in Canada in 2015, such as dairy products, chicken, turkey, beef and eggs.

Some goods brought in duty-free under the Duties Relief Program were sold inside Canada despite the fact the supplymanagement system requires that they be exported. Six importers had their licences suspended after a 2016 compliance spotcheck found all six had been diverting products into the Canadian market.

Opposition calls on Bardish Chagger to follow Trudeau and recuse herself from ethics commissioner hiring Both the Conservatives and the NDP are calling on government House leader Bardish Chagger to recuse herself from the hiring of the next ethics commissioner, just days after Justin Trudeau bowed to opposition pressure and removed himself from the hiring process.

Trudeau stepped back on Monday, citing the ongoing investigation by the ethics commissioner into his Christmas vacation on the private island of the billionaire Ismaili Muslim leader, the Aga Khan.

NDP ethics critic Nathan Cullen says that leaving a Liberal cabinet minister in charge of the hiring process, when several Liberal ministers have been investigated for alleged ethical violations, means that whomever they

hire won’t have the credibility to do the job properly.

“It would be like somebody accused of a crime getting to appoint their own judge and jury,” said Cullen. “No one would ever perceive that person as being fair and unbiased.”

The federal Liberals’ appointment process has faced repeated criticism this week. On Wednesday, the opposition parties asked the Speaker to review how Madeleine Meilleur, a former Ontario Liberal cabinet minister, was selected as Canada’s new official languages commissioner.

Also on Wednesday, the non-partisan watchdog organization Democracy Watch called for a complete overhaul of the ethics

commissioner appointment process and the process for all other judicial and watchdog appointments.

Cullen says a new nonpartisan appointment process for watchdogs is required, one which involves all parties.

He points to Ontario’s model for appointing judges as one possibility. Ontario’s 13-member vetting committee is composed of seven lay members from around the province and six members from the judiciary and important legal associations. They present the government with a short list of three to four candidates from which the government can select a judge. Under the federal model, there’s a much longer list, which can lead to patronage appointments as the government has more leeway in selecting whom they want.

Conservative House leader Candice Bergen says the current process for selecting a new ethics commissioner, with Chagger in charge, has no credibility. She argues Trudeau could ask a retired judge or someone outside the political system to help them restore faith that the new ethics commissioner will be independent.

ask a non-partisan, respected Canadian to help come up with a name,” said Bergen.

The Conservatives also have concerns about the timing of Trudeau’s recusal. Current ethics commissioner Mary Dawson’s term will expire on July 8. She is not seeking reappointment

and the search for her successor has been on for months. It’s possible that a shortlist of candidates has already been drawn up, or that Trudeau has already made his preference known. Even if he hasn’t already stated his preference, Bergen believes that Chagger will be working closely with the Prime Minister’s Office to make the hiring decision, so Trudeau’s senior advisers will influence the choice.

Cameron Ahmad, the prime minister’s press secretary, told Postmedia Thursday that Trudeau has recused himself from all matters regarding the new ethics commissioner’s appointment. Ahmad did not directly answer questions regarding what role Trudeau has played in the hiring process so far, whether anyone in his office will be involved going forward, or whether interviews have been conducted or a shortlist of candidates has been created.

Vikram Singh challenges his PC nomination loss in Ontario Superior Court A third Progressive Conservative nomination is now being formally challenged by party activists.

Supporters of Vikram Singh, who lost the May 7 Conservative nomination in Hamilton West-Ancaster-Dundas, have served senior PC officials with a notice of appeal.

According to legal documents being filed with the Ontario Superior Court of Justice, Singh’s campaign alleges “gross irregularities and voter fraud” at the marathon six-hour nomination meeting.

The allegations have not been proven in court and party president Rick Dykstra has declared that Ben Levitt won the fourcontestant nomination fairly and will be the party’s candidate in the June 7, 2018 election.

But the documents, which were served to party officials last Wednesday, allege there were problems at the nomination meeting’s credentials desk that hurt Singh’s candidacy.

Named in the action are Dykstra, PC executive director Bob Stanley, and staffer Logan Bugeja.

It’s the latest problem to jolt the Tories, whose popularity in public opinion polls has led to surge of interest in running for the party next year.

As first disclosed by the Star, PC activists in the ridings of Newmarket-Aurora and Ottawa West-Nepean are also challenging the results of their recent nominations.

To prevent any future problems and curb the growing pains, Conservative Leader Patrick Brown has hired private-sector auditors PwC to oversee nominations going forward.

“We’ve never seen so many memberships being sold. There is this massive appetite for change in Ontario, and, because of that, we’ve never had so many candidates, so many contested nominations,” Brown said Monday.

“For me, given the fact that we’re seeing nominations that are more energized than ever before, I thought engaging PwC would help let anyone know that there’s a neutral arbiter there,” he said, referring to the firm that is also known as PricewaterhouseCoopers.

“We had three nominations (last weekend), heard no complaints. Ultimately I have to sign the nominations and I’ve told the party that I want PwC to sign off on the best practices.”

Aside from the Tories’ 29 MPPs, the party has nominated 34 candidates for next year’s election.

Christy Clark would still face tough road, even if Courtenay-Comox seat flips in her favour Members of the B.C. Legislative Assembly better get their vacation time in now, because days off may soon be hard to come by.

With the B.C. Liberals anxiously awaiting a recount, and the absentee votes to be counted in Courtenay-Comox, they are still holding out hope they could secure a majority government of 44 seats. They know the most likely path to that scenario would be to flip the Vancouver Island riding the NDP won by

nine votes.

Ahead of any recount or tabulating the absentee ballots, the Liberals were elected in 43 of B.C.’s 87 electoral districts, one short of the 44 seats needed to form a majority, while the NDP won 41 and the Greens, three.

But with a majority that slim, even simple tasks like appointing a speaker would become a challenge, giving up one of the precious votes that majority governments need to ensure bills are passed smoothly.

“We will deal with that when we see what the result of the election is,” said B.C. Premier Christy Clark the day after the historic vote.

“All I can tell you now is, if it’s a majority or a minority, we will work hard with other parties collaboratively that want to work with us.”

The speaker is required for the legislature to sit, and in the case of a tie, he or she would act as the deciding vote. But former MLA and NDP finance minister Elizabeth Cull says it will be hard to recruit anyone to sit in the speaker’s chair.

“Are the Greens likely to offer up one of their members to be a speaker? I would not think so.

They want to have their voting power in the legislature. Would the NDP want to put up one of their members? I doubt it as well,” said Cull. “The Liberals are going to have to put one up themselves in a situation where it will be a dead heat.”

Clark herself has a spotty attendance record in the legislature. She’s often said the business of being premier keeps her busy elsewhere.

The B.C. Liberals say she attends the legislature twice a week, while in session. But the NDP says she only showed up 17 out of the 51 days the legislature was in session last year and only seven out of 19 days this year.

In this new reality, she would be required to spend much more time around Victoria, in order to ensure the 44 votes needed are secured. The amount of travel by members of cabinet or opposition leaders would also be limited.

Quebec lumber workers among the first affected by duty-inspired layoffs Hundreds of Quebec forestry workers are experiencing the first sour tastes from the softwood lumber battle with the United States as they prepare for the start of layoffs.

Starting Monday, Resolute Forest Products is cutting shifts at seven sawmills and delaying the start of forest operations that will affect 1,282 workers.

Pierrot Fortin, who experienced such heartache during the last impasse in the early 2000s, is again preparing for lost income and uncertainty.

“Work stoppages like this are never easy,” said the truck driver who hauls wood from forests in the Lac-Saint-Jean region.

“It has an impact on families and everyone is worried.”

But the 48-year-old says he’s luckier than some — his house is almost paid and his two children are no longer babies.

Fortin feels for young families and older workers who have few employment alternatives in one-industry towns.

The big worry is that temporary curtailments will be extended as companies feel growing pressure from retroactive duties and the prospect of additional preliminary charges to be announced next month.

During the last softwood lumber dispute, Canada shed 20,000 forestry jobs between 2000 and 2006, and about 400 sawmills closed entirely between 2004 and 2009.

Unifor, which represents 24,000 forestry workers at 134 companies, fears duties this time will hurt 25,000 Canadian jobs.

La Tuque mayor Normand Beaudoin says any downtime longer than two weeks currently planned for about 100 mill employees would be difficult for families in

the small town about 200 kilometres south of the Lac-Saint-Jean region.

“In the short-term I don’t have a lot of worries, but if it goes on for one or two years it will do a lot of harm,” Beaudoin said.

Although workers were aware of the

challenges facing the industry, they were surprised by the speed with which Resolute moved to cut costs — especially since the company’s preliminary duties are below the 20 per cent Canadian average with no retroactivity, said Daniel Leblond, president of the Unifor local at the Dolbeau-Mistassini sawmill.

Resolute said the immediate impact on the industry is largely because of volatility in market pricing thanks to the duties, and the fact that some U.S. customers had built up some supply in anticipation of the duties.

Still, it has created anxiety because there are no answers to questions if the layoffs will be extended.

“These families are devastated, just like if they were struck by a hurricane,” said Leblond.

He fears that more job cuts are coming at two paper mills if there’s no relief from punishing duties on supercalendered paper.

PM Modi attends Vesak Day celebrations in Sri Lanka

Prime Minister Narendra Modi on Friday participated in the International Vesak Day celebrations in the Sri Lankan capital, the biggest festival of Buddhists.

Modi, on his second visit to Sri Lanka in two years, was received by his Sri Lankan counterpart Ranil Wickremesinghe at the venue amid traditional fanfare.

The Prime Minister, who is the chief guest at the event, lit lamps - a traditional practice.

Sri Lankan President Maithripala Srisena was also present on the occasion.

Nepal - China talks to build cross-border rail link Nepal is in talks with China to build a crossborder rail link that may cost up to $8 billion, and funding could be expected after Nepal formally signed up to Beijing’s Belt and Road initiative, a Nepali finance ministry official said on Sunday.

Yug Raj Pandey, an under-secretary at Nepal’s ministry of finance, told Reuters the proposed 550 kilometre-long railway would connect China’s western Tibet region to Nepal’s capital of Kathmandu and will carry goods and passengers.

The Himalayan nation officially signed an agreement two days ago to be part of President Xi Jinping’s ambitious plan to build a new Silk Road, he said on the sidelines of the Belt and Road Forum in Beijing. “Now we are a member of (the

initiative) we can get some specific project assistance from China’s government. We expect it for the railway,” he said. “Once we connect by railway then we can increase our trade and invite more tourists to Nepal.”

Pandey said the two countries had been in discussions for the past five months about the project, which could cost $7-8 billion and take up to eight years to complete.

He said Nepal planned to start preparing a detailed project report for the railway, and that they had yet to decide how much funding they will seek from China.

The railway will travel over 400 kilometres in China to the Nepal border, and then about another 150 kilometres from the Nepali border to Kathmandu, he said.

Sri Lanka refuses to let Chinese sub to dock

Sri Lanka has rejected China’s request to dock one of its submarines in Colombo this month, two senior government officials said on Thursday as Prime Minister Narendra Modi landed in the island nation.

Sri Lanka last allowed a Chinese submarine to dock+ in the capital of Colombo in October 2014, a move that triggered fierce opposition from India, which worries about growing Chinese activity in a country it has long viewed as part of its area of influence.

Prime Minister Narendra Modi arrived in Sri Lanka on Thursday for a two-day official visit.

A senior Sri Lankan government official said China’s request to dock one of its submarines in Colombo this month had been

rejected. He said Sri Lanka was “unlikely” to agree to China’s request to dock the submarine at any time, given India’s concerns.

The official asked not to be named because of the sensitivity of the matter.

The second official, at the defence ministry, also said China’s request to dock this month had been rejected but that a decision on a further docking had been postponed.

“It might happen later,” the second official said, adding that China had requested approval to use the port around May 16 “sometime back”.

A source close to the Chinese embassy in Colombo confirmed that China had requested permission for the submarine visit but was still awaiting a response.

6 killed in Bangladesh police raid Police in Bangladesh raided a militant hideout on Thursday sparking a clash in which five suspected militants and a fire fighter were killed in blasts that the militants set off, police said.

Bangladeshi security forces have been hunting for militants, especially members of a group that has pledged allegiance to Islamic State, since an attack on a cafe in the capital, Dhaka, last July in which 22 people were killed, most of them foreigners.

In the latest incident, police raided the hideout, about 200 miles (120km) west of Dhaka, after a tip-off. The militants, suspected members of a faction of the Islamic-State-linked Jamaat-ul-Mujahideen Bangladesh group, set off explosives, killing themselves and the fire fighter, as police closed in, Munsi said.

Ex-MP convicted of MLA’s murder A court in Jharkhand’s Hazaribagh today convicted RJD leader and former parliamentarian from Bihar Prabhunath Singh in a 22-year-old murder case of then legislator Ashok Singh. A three-time JD-U and one-time RJD MP from Maharajganj, Prabhunath was convicted along with his brother Dinanath Singh and Ritesh Singh in the case by the Additional District and Sessions Judge of Hazaribagh District Court. Ashok Singh was elected from Mashrak assembly constituency in Bihar in 1995. He was killed 90 days after winning the poll in which he had defeated Prabhunath Singh. Prabhunath Singh was in Janata Dal in 1995 and later joined Janata Dal-United (JD-U). At presently, he is with the Rashtriya Janata Dal (RJD). He is a strongman of Maharajganj Lok Sabha constituency of Bihar. “My brother had defeated Prabhubath Singh in 1995. Prabhunath had openly said that my brother will be killed within 90 days of becoming legislator and was killed on the 90th day,” Tarkeshwar Singh, Ashok Singh’s brother, told a news channel. The court would pronounce the sentence on May 23. The case was transferred to Hazaribagh in Jharkhand from Bihar on the instruction of the Supreme Court.

The CBI is probing investment clearances given to a firm during Mr Chidambaram’s tenure.

He said the government was using the raids to try to “silence his voice”. CBI spokesperson RK Gaur said the agency was also conducting raids in other cities like Mumbai, Delhi and Gurgaon.

Mr Chidambaram, who served as finance minister until his Congress party was voted out of power in 2014, said the CBI was targeting him because of his writings.

The former minister often criticises Prime Minister Narendra Modi’s policies in his speeches and articles.

He said every case during his tenure was “processed according to law”. The Congress party said the raids were “a fishing expedition launched by the Modi government against Mr Chidambaram”.

Rifath’s satellite beat out of a slew of other inventions at a competition jointly sponsored by NASA and ‘I Doodle Learning’ called ‘Cubes in Space,’ in an effort to bring new technologies and devices to space and solve current quandries as well as new ones.

“The main role of the satellite will be to demonstrate the performance of 3-D printed carbon fibre. We did a lot of research on different cube satellites all over the world and found ours was the lightest,” he told the Times of India. Despite being from a small town in Tamil Nadu called Pallapatti, Rifath does have bigger than big-city dreams for the 240 minute-long mission and his aeronautics career — and has proved his scientific prowess in the past, too.

When he was just 15, he invented a twoand-a-half pound helium weather balloon from a ground in Kelambakkam, as a part of the Young Scientist India-2015 competition held by Space Kidz India. (Plus, in the past, NASA’s also had assistance from other teens, like the 17-year-old Brit who noticed an error in the International Space Station data.)

Chidambaram’s son Karti leaves for London two days after CBI raid Two days after the CBI conducted searches in his premises, Karti Chidambaram, son of former Union finance minister P Chidambaram on Thursday left for London.

Close associates confirmed that Karti, an AICC member, took a flight to London on Thursday morning. He was accompanied by a friend.

A source close to Karti told he had travelled as per schedule.

“It was a planned travel and had nothing to do with the CBI action,” said the source. His father also told

PTI in New Delhi, “Karti is travelling as per earlier travel plans. He will return after a few days. There is no ban on his travel.”

The CBI had on Tuesday conducted searches in connection with a case against Karti for allegedly influencing Foreign Investment Promotion Board (FIPB) officials to grant clearance for “unapproved” investments by INX Media, in 2007 when P Chidambaram was finance minister.

INX Media was run by its directors Indrani Mukerjea and Peter Mukerjea.

Foodgrains set to be cheaper under GST Foodgrains will cost less from July 1 when the nationwide Goods and Service Tax (GST) is expected to be rolled out as the GST Council today decided to exempt the dailyuse commodities from the levy.

Common use products like hair oil, soaps and toothpaste will be charged a single national sales tax or GST of 18 per cent instead of the present 22-24 per cent tax incidence through a combination of central and state government levies.

The GST rates for all but six items were finalised on day one of the two-day meeting here of the GST Council, headed by Union Finance Minister Arun Jaitley and comprising state representatives.

Milk and curd will continue to be exempt from taxation when the Goods and Service Tax (GST) replaces current indirect taxes.

‘Mithai’ or sweets will attract 5 per cent levy.

Daily-use items like sugar, tea, coffee (barring instant coffee) and edible oil will attract the lowest tax rate of 5 per cent, almost the same as current incidence.

Prices of foodgrains, especially wheat and rice, will come down as these will be exempt from GST. Currently, some states levy Value Added Tax (VAT) on them.

Aerated drinks and cars will be in 28 per cent bracket. On top of the peak rate, small cars will attract a 1 per cent cess, mid-sized

cars will attract 3 per cent and luxury cars 15 per cent. On gold, states demanded a 4 per cent tax even though the rate is not among the 5, 12, 18 and 28 per cent approved bands. ACs

Jaitley said there will be no inflationary impact as most of the rates, which are at 31 per cent, have been brought down to 28 per cent.

India gets new big guns - 31 yrs after Bofors Thirty-one years after the Bofors artillery guns were ordered from Sweden and the resultant bribery scandal, the first addition to the Indian artillery happened today, breaking what is often termed as the ‘Bofors jinx’.

The first two pieces of the Ultra Light Howitzer (ULH) M-777, arrived at the New Delhi airport on board a special aircraft. These are a part of the 145 guns on order from BAE Systems at a cost of $ 737 million. These are set to be formally handed over to the Army in the next 2-3 weeks. The Army wants to start firing the guns immediately in the peak summer at Pokhran, Rajasthan.

The Army said as per the contract, the first two guns would be used to create what are known as the ‘firing tables’. “The induction will commence from March 2019 onwards at the rate of five guns per month till the complete consignment is received by mid2021,” its spokesperson said. The two guns have been shipped in parts that need to be assembled at the Mahindra facility here. BAE will supply the first 25 guns in a ready-to-use condition.

Made of titanium, each gun weighs 4,000 kg, making it transportable with ease by CH47 Chinook helicopters, C-17 Globemaster and C-130 Hercules aircraft or on trucks to provide increased mobility in the mountains.

artillery guns after March 1986 when 410 pieces of the Swedish company Bofors’ FH-77B 155mm/39 calibre Howitzer were purchased for approximately Rs 1,437 crore.

The Army’s Field Artillery Rationalisation Plan, drawn in 1999, aimed to acquire 2,8003,000 artillery guns of various types. The projection included 814 truck-mounted guns, 1,580 towed guns, 100 tracked self-propelled guns, 180 wheeled self-propelled guns and 145 ultra-light Howitzers.

Bollywood’s ‘favourite mother’ Reema Lagoo dies She passed away in a Mumbai hospital after suffering a cardiac arrest on Wednesday night.

The actress was famous for playing the role of the mother of main characters in films and TV soaps. She also acted in several Marathi language plays.

She starred in dozens of hit Bollywood films like Hum Aapke Hain Koun, Kuch Kuch Hota Hai, and Maine Pyar Kiya.

Lagoo started her career in the late 1970s, and soon became famous for playing the mother of lead characters.

She was also known as the “on-screen mother” of popular actor Salman Khan, with whom she acted in several films.

She played Khan’s mother in his first film 28 years ago at the age of 31.

With summer season at its peak and paddy season round the corner, the demand for power is on the rise. Punjab State Power Corporation Ltd (PSPCL) is recording the highest ever metered sale of around 1,800 lakh units almost everyday. The power surplus Punjab is buying power from outside due to its cost effectiveness to meet the demand.

The corporation has floated tenders to buy 1,200 to 1,600 MW during the paddy season.

Senior officials confirmed that the daily demand of 1,800 lakh units is roughly 10 per cent above the demand seen during the same period in 2016. At present, the PSPCL is buying power through exchange where they are getting power at around Rs 3 per unit, which is way cheaper than their own power. Besides, the PSPCL has also started its thermal power plants which it had shut earlier due to the availability of power from private plants.

The average demand for power during the paddy season in 2016 was 2,261 lakh units per day which was met without taking any regulatory measures on any category of consumer. “Keeping this in mind, we expect a 10 per cent rise this year as around 1 lakh tubewells have been added,” said officials.

The PSPCL has already floated tenders for purchase of 600 MW (if needed) from northern corridor at Rs 3.16 per unit, while it also has the option of buying 600 to 1,000 MW from the western corridor at Rs 2.68 per unit. Since generating own power costs Rs 3.60 per unit, the PSPCL usually buys power to save costs.

The Talwandi Sabo thermal plant, which had developed a snag last month, is expected to be functional by June 25 and would supply 1980 MW. “We are fully equipped for the paddy season. We expect 100 per cent availability from hydro generation plants and maximum generation from available thermal plants,” said A. Venu Prasad, CMD, PSPCL.

3 MPs adopt villages in Phase II of Central scheme

Ranjit Singh, SHO, Sadar, said: “Last evening, his family members told us that he had taken some medicine by mistake. We are probing the matter.”

Phase I began with a big bang. And by the end of Phase II, all, but three MPs, from Punjab have forgotten to adopt villages.

This is the fate of the Sansad Adarsh Gram Yojana (SAANJHI) in the state. Phase II concluded this March.

Sources in the Department of Rural Development and Panchayats said that in Phase I of the programme, all 20 MPs (including seven Rajya Sabha members) from the state had adopted a village each.

But in Phase II (April 2016 to March 2017), only three parliamentarians — Dr Dharamvira Gandhi from Patiala, Harsimrat Kaur Badal from Bathinda and Prem Singh Chandumajra from Anandpur Sahib — expressed willingness to adopt villages.

Dr Gandhi has selected Jansua village in Rajpura; Harsimrat, Barre village in Budhlada; and Chandumajra, Khatkar Kalan in Nawanshahr.

None of the remaining 17 MPs has shown interest in the scheme.

C Siban, Director, Department of Rural Development and Panchayats, confirmed MPs’ unwillingness in the programme. “We have written to all MPs to select villages,” he said. Besides, the department has written to all Deputy Commissioners to help MPs in selecting villages by May 31.

Big election promise from SODELPA SODELPA Leader Sitiveni Rabuka has today announced that a SODELPA Government will remove the tertiary loan scheme operated by the Tertiary Scholarships and Loans Board, convert existing loans to scholarships, and offer scholarships to all tertiary students who wish to study.

Rabuka says this would be an extension of free education to tertiary institutions.

He says that development is the duty of every government, and as the nation progressed, more and more developments and benefits could be extended to the whole nation by successive governments.

Rabuka says they will convert all existing loans to scholarships, meaning it will not have to be repaid, but that students will serve a bond which is a requirement to work in Fiji, for the duration of their term of sponsorship.

He then says that scholarships will be offered in the areas of priority of the government, meaning in the areas where Fiji requires certain professions and trades, to benefit the nation.

The SODLEPA Leader says the travel ban on students on guarantors is also a breach of their human rights.

He says travel restrictions should not be imposed by civil servants or a statutory body

like the TSLB, but only by the Courts, given it is a limitation of the freedom of movement of people.

SODELPA’s petition to have tuition fee free education at the three universities and 14 technical colleges in the country was defeated in parliament last year.

SODELPA MP Viliame Gavoka had said that it is necessary for the petition to be referred to a Parliamentary Standing Committee as the government can afford to have fee free tertiary education.

Gavoka said $110 million will be needed for this initiative, and this can be done by reducing the roads and water budget.

Minister for Economy Aiyaz Sayed‑Khaiyum had said during the debate that more students are going to universities after the introduction of the Tertiary Education Loans and Scholarship Scheme.

He said the roads and water budget cannot be reduced.

Sayed‑Khaiyum also raised the question on who will pay for all the tax dollars used to just help students graduate and they then go to other countries.

Education Minister Doctor Mahendra Reddy had said this is just another drama being created by the opposition.

Rabuka: ‘To you (Fiji Indians) I say, I am sorry’ Sitiveni Rabuka says the rioting and assault on some Fijians of Indian descent on May 14, 1987 were the deliberate actions of selfish persons and he apologised for it.

“Many of them have been dealt with according to law.

“I pray that God Almighty will grant all those hurting the grace to forgive me. To you I say, I am sorry,” he said.

Looking back 30 years, the former prime minister said he had on many occasions apologised publicly to Fijians of Indian descent and he continued to make reparations for 1987.

And as Fijians remembered the 30th anniversary of the events of Fiji’s first coup yesterday, Mr Rabuka said he emphatically acknowledged that coups were not the way to resolve any type of national situation in a civilised society.

They however go directly against the very basic principles of human decency and rights and his Christian beliefs, he said.

“Fiji is at a crossroads and there are many wounds that need healing,” Mr Rabuka said.

“It is important that our leaders are more responsible with their actions and works, to encourage and promote peace and goodwill amongst Fiji’s religious and ethnic communities.”

He reassured all minority religious and ethnic communities that SODELPA was committed to assuring their security in Fiji because they also belonged to Fiji with the indigenous Fijians.

“We respect and appreciate your contributions to Fiji.

“We want to work together with you for a more peaceful, prosperous Fiji.”

Mr Rabuka added SODELPA would promote closer inter-ethnic cooperation, partnership and goodwill which would be the mainstay of a lasting peace that would prevent future political crises.

He, however, said he didn’t start the coup culture in Fiji.

These overstayers are part of the 500 that were at large last year, of which 300 have been sent back to their countries.

Department of Immigration director Nemani Vuniwaqa pleaded with the public to contact them with any information on these aliens. Mr Vuniwaqa said they have carried out raids, but the search for these people have been unsuccessful.

“We have carried out raids but these have been futile because they have moved or are evading us,” Mr Vuniwaqa said.

“These immigrants have come in through the gates following the legal processes and it’s not that they illegally entered the country.

In an earlier interview, Minister for Defence and National Security Ratu Inoke Kubuabola urged people in coastal villages and remote islands to work with police in identifying illegal international elements in the country.

Pakistan at crossroads in terror fight, must decide: Army chief Pakistan stands at a “crossroads” in its fight against extremism and must decide whether it wants to enjoy the benefits of its

young demography or suffer at the hands of terrorism, Army chief Gen Qamar Javed Bajwa said today.

Gen Bajwa, speaking on the role of ‘Youth In Rejecting Extremism’ here, said the Army would defeat terrorists but it needed the support of the nation to wipe out extremism from the society.

“Please remember, while the Army fights terrorists, terrorism and extremism is fought by law enforcing agencies and society,” he said.

Pakistan is a young nation, the army chief said, adding that demographically, more than 50 per cent of population is projected to be less than 25 years of age. “We are standing at a crossroads; ten year down the line, we will either be enjoying the fruits of a youth dividend or suffering at the hands of a youth bulge, especially with the youth which remains vulnerable to extremism,” he said.

“A youth driven towards extremism is a youth without a clear idea of his values and identity,” Gen Bajwa said.

Talking about India caught in extremism, he said: “Just next door, India seems to have given in to extremism to such an extent that it has become the new normal. Hate has been mainstreamed in India and it is distorting there national outlook.”

UN court orders not to execute Jadhav A top UN court has ordered Pakistan not to execute a former Indian navy officer convicted on charges of spying until it has had time to hear a case brought by India.

India has argued in the International Court of Justice that Pakistan violated international laws by not allowing it access to Kulbhushan Sudhir Jadhav. Mr Jadhav was arrested in Balochistan in March 2016 and convicted last month. India denies Mr Jadhav is a spy, and Pakistan denies kidnapping him.

Sitting in The Hague, the court rejected Pakistan’s argument that it did not have jurisdiction over the case, and said it would hear the case and seek arguments from both

sides.

“It is appropriate for the court to order that Pakistan take all measures at its disposal to ensure Mr Jadhav is not executed before this court has given its final decision,” court president Ronny Abraham said on Thursday.

“India has the right to seek consular access for Jadhav,” he added.

India’s case had no substance, the Pakistani government said.

“In our submissions on 15 May, we had assured the court unambiguously that Commander Jadhav would be provided every opportunity and remedy available under the law to defend his case,” a statement said.

Heroin found at London Heathrow on plane from Pakistan No-one is under arrest following the discovery on Monday, but the aeroplane was impounded on arrival at Heathrow Airport so it could be searched for several hours. The crew’s passports were temporarily seized.

Pakistani reports say it was an aircraft of the national carrier, PIA, flying from the capital Islamabad.

They say the narcotic was distributed in bundles around different parts of the plane.

The plane has now made a delayed trip back to Pakistan

Pakistan rejects Musharraf’s conditions for his high treason trial Pakistan has rejected former military ruler Pervez Musharraf ’s demands of military security and safe passage to Dubai to face his high treason trial, saying an “absconder” cannot give conditions and “dictate his prerequisites” to the court.

The federal government on Wednesday told a threemember special court that being an absconder for high treason, 73-year-old Musharraf cannot seek any relief until he surrenders before the court which is trying him in the high treason case.

Indian restaurant in UK could close after reports of human meat being sold An Indian restaurant in the UK could be forced to shut down after a fake news report claiming it serves human meat went viral on Facebook, according to a media report.

Shinra Begum, the owner of ‘KarriTwist’ in south east London, said people have threatened to vandalise the building and police officers have been called in.

However, the article originated from a

prank news site where anonymous users can submit their own fake news before sharing the stories on social media, metro.co.uk reported on Wednesday.

“One person said he would have broken the windows if our shutters weren’t up. One member of the public did report it to the police. It has greatly affected our business.

We have had people call us up telling us how dare you serve us human meat. If it wasn’t happening to me I would laugh about it,” Shinra said. “This has done the rounds everywhere and people are believing this. We have had it for 60 years and it could shut down after somebody wrote something like this,” she said. “Even though the article, consisting of just a single paragraph, was littered with spelling and grammatical errors, people believed it was true,” Shinra added.

UK landlord faces legal action for ban on Indian tenants A 69-year-old British landlord, who instructed agents not to let his properties to people from India and Pakistan, is facing legal action, UK’s human rights watchdog has said. Fergus Wilson, one of the UK’s biggest buy-to-let landlords, banned “coloured” people from renting his properties as they cooked curry and left behind lingering smell.

The UK’s Equality and Human Rights Commission (EHRC) confirmed that it had applied for an injunction against Wilson at the Central London County Court.

“We have asked the court if it agrees with us that Mr Wilson’s lettings policy

contains unlawful criteria and, if so, to issue an injunction,” said EHRC chief executive Rebecca Hilsenrath.

“As this is now formal legal action we will release further information at a later date,” she said.

However, Wilson remained defiant over his policy, which he justifies on economic grounds to save costs on re-carpeting homes that smell of Indian cooking once tenants have left. “Given that I have not had any Indian or Pakistani person apply for a house during the past five years, I am not sure what the EHRC seeks to achieve,” he said.

UK minister mentions alcohol in Gurudwara, admonished by Sikh woman UK Foreign Secretary Boris Johnson had a tough time on Wednesday on the election campaign trail when a British Sikh woman admonished him for talking about whiskey during a stop at a gurdwara in the city of Bristol.

Johnson, whose wife is of Sikh origin, was forced to apologise for raising the issue of high tariffs on scotch whiskey imports into India, which could be brought down if a free trade deal is struck between India and the UK post-Brexit. “He was simply making the point that a free trade deal with, for example, India could be huge for both sides,” said a spokesperson for the senior Cabinet minister.

“He pointed out that in India billions of

litres of whiskey are consumed every year but there is a 120 per cent (customs duty) on imports of scotch whiskey and wouldn’t it be great if we could have free trade.

“One lady expressed her views based on a personal situation but the other 30 attendees warmly welcomed his remarks. He said he was sorry to hear of her personal story but that was all,” he said.

Johnson had stopped over at the Shri Guru Nanak Prakash Singh Sabha to show his support for Bristol East Conservative candidate Theo Clarke. He was presented with a ceremonial turban and given a tour of the gurdwara before his remarks created a stir.

Rishi Kapoor: I’ve Been Unlucky With Awards...

It’s Payback Time Now Yes, Karan Johar. He was the film’s producer.

I told him that I can’t do it and will give up the film. He said the same thing happened with Kareena Kapoor in her first film and that everything will be okay. However, once I got into the rhythm with Shakun, which was much later in the film -- I started understanding his point of view and he understood mine.

You are all praises for Shakun, but let’s say, hypothetically, if the film had not clicked, Kapoor & Sons brought to Bollywood what few films have in the past – a lovable dysfunctional family. The film, directed by Shakun Batra portrayed relatably ‘flawed’ characters forcing the audience to face realities the society continues to ignore.

Amidst the chaos, it was Rishi Kapoor’s portrayal of ‘Dadu’ that kept the humour alive.

We presented the veteran actor with SpotboyE Salaam for the Best Supporting Actor (Male) and sat down for a chat with him.

You have got practically all the Best Supporting Actor awards for your performance in Kapoor & Sons. Were you expecting this?

No, not really. I am unlucky with awards and suddenly, I think, time is paying me back, so probably I am getting it now. Thank you for all of them. Thank you SpotboyE.com for recognising my work. It was great fun working in Kapoor & Sons.

But you didn’t enjoy working in the film?

Let me put it this way, I troubled my director a lot.

Shakun Batra?

Yeah. But then I analysed it. When you sit on a chair--- especially a person like me, who people know as very impatient -- for a period of five-and-a-half hours; from six in the morning until noon and just being done (obviously it’s some kind of passion I have for my work, which is why I am in front of the mirror being done up) up, and after that you go on the sets and start working--- there is some kind of irritation that obviously builds up inside you.

Yes, and primarily your problem was too many takes of the same shot. Right?

Not too many takes, but too many shots of the same thing. The angles were similar, but I guess, that’s the way people work today. There is no more film, everything is digital, there is no problem of wasting raw stock. The pattern has almost all changed. I am an old-timer, so it’s probably going to take me a little time to adjust to the fact that films, or should we rather call it cinema...

So yeah, cinema will be now made in a particular definite way. I have to adapt myself.

I had objections and wanted to know which shot is going to stay. I always get confused because I am not that kind of an actor who can recreate an emotion, or recreate that same moment from every angle. I am more of a spontaneous actor and I don’t engineer my acting. I have no method at all. I don’t know what to do in each take, so I wouldn’t know if there is no continuity.

These things bothered me, but obviously I was proved wrong by the director. Ultimately the end result was what he wanted--- and that’s the way it is.

You almost walked out of the film. What made you stay back?

(Laughs) It happened on the second day. I called up Karan (Johar) and told him I can’t cope with this.

Karan Johar?

would you have said that he is good?

I like a director who takes his own stand.

He had a point of view which I accepted--and vice versa. We met halfway. I like it that he wanted it in a certain specific way and he managed to do it, so I respect him for his conviction.

I protested because perhaps I was irritable in that cage on my face. Somewhere, it was some distraction.

I just want a ‘yes or no’ answer - If the film had not clicked would you have praised Shakun Batra?

I worked in a film called Aurangzeb and the film didn’t work. I praised the director then.

Even now, I think it has one of my good works.

Would you have praised Shakun Batra – yes or no?

Yes, I would have because he gave me a role and agreed to do what I wanted.

THE Simran credits saga seems to be getting murkier.

Writer Sameer Gautam Singh, who had scripted Hansal Mehta’s Shahid (2013), has called out Apurva Asrani for raising a hue and cry over actress Kangana Ranaut being given credit as co-writer of Simran.

In a long Facebook post yesterday, Sameer has alleged that Apurva pressurised Hansal to give him editing credit for Shahid, although he was already on board as editor. Sameer tells mid-day, “I was a greenhorn when I did Shahid. At that time, I had no industry friends. Apurva’s job was to build the narrative on the edit table. Why was he given a screenplay credit in a film in which he hadn’t punched in a word? There is a deep-rooted hypocrisy and Apurva seems to be doing all this for mileage. I feel upset that Hansal is being made out to be a villain. In Shahid, Hansal sir was there working on the drafts and thus, he earned his credit. PAYING TRIBUTE Mohnish Behl NOT many know that she was only a few years older than most of the actors she played mother to. As far as I’m concerned, my camaraderie with Reemaji was crackling. I first met her first during the shoot of Maine Pyaar Kiya in 1987.

Everyone knows her as a phenomenal actor, a beautiful woman. But no matter what you say about her, it wont suffice to describe the person that she was.

What really struck me about her was her kindness, sensitivity and non judgmental attitude. When you walked

into a set and saw her, she radiated such great warmth. I don’t know a soul who didn’t like her. She had a different aura and charm. I hadn’t met her in years unfortunately, because I haven’t done much cinema; whatever little I have done wasn’t with her. That’s a regret I will always live with.

I am certain people will feel the void more when a director like Sooraj Barjatya puts together a film about families and they find her missing from a space that she rightfully commanded.

On several occasions, I would wake up to find my wife, Aarti, waving out to Reemaji from our balcony. They conversed through gestures.

Industry bids final adieu to Reema THE film industry is yet to recover from the shock of actor Vinod Khanna’s demise last month, and there poured in another sad news. Last morning, veteran stage, film and television actor Reema Lagoo succumbed to a heart attack that she suffered post Wednesday midnight, say sources.

She was rushed to Kokilaben Dhirubhai Ambani Hospital in Andheri.

Her son-in-law, Vinay Waikul said she was taken to the hospital after she complained of chest pain at around 1 am. “She was immediately rushed to the ICU, but she breathed her last at around 3.10 am,” said a doctor from the hospital. Waikul added that Lagoo “was perfectly fine and had no health issues”.

HUM SAATH SAATH HAIN Lagoo played mom to Mohnish Bahl, Salman Khan, Saif Ali Khan and Neelam in the film.

Lagoo acted in several Marathi and Hindi films, besides doing a number of hit television shows.

She was born Gurinder Bhadbhade in 1958. Her mother, actress Mandakini Bhadbhade, was known for the hit Marathi drama, Lekure Udand Jhali. Lagoo realised her gift for acting as a student in Pune. She took it up professionally after finishing high school.

She took the name Reema Lagoo after marrying Marathi actor Vivek Lagoo, who she separated from a few years later.

She is survived by daughter Mrunmayee, also a theatre and film actress and director.

At her last rites yesterday, top names from Bollywood as well as Marathi cinema assembled at Shastri Nagar, Andheri to pay respects to their favourite ‘Maa’.

The British Columbia Real Estate Association (BCREA) that a total of 9,865 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in April, down 23.9 per cent from the same period last year. Total sales dollar volume was $7.19 billion, down 25.4 per cent from April 2016.

The average MLS® residential price in the province was $728,955, a 2 per cent decrease from the same period last year.

Number of BC homes on the market hits 20-year low The latest numbers from the British Columbia Real Estate Association reveal residential property sales across the province are climbing, as the number of homes on the market drops to a 20-year low.

The association says 9,865 homes were sold in April, down nearly 24 per cent compared with record-setting transactions over the same month last year, but still significantly above the five-year seasonally adjusted rate.

A sharp increase in sales on the Lower Mainland is credited for the jump, but the association sees no sign of a buyer’s market.

It says the supply of homes has dropped

17 per cent from a year ago and, on a seasonally adjusted basis, active listings are down 50 per cent since 2012 to hit their lowest level in more than 20 years.

The association says an imbalance between supply and demand is continuing to drive prices higher in most regions, further eroding affordability.
