Court orders Burger King to pay fired cook $46K A B.C. woman who was fired after 24 years of working at Burger King for taking home a fish sandwich combo without paying has been awarded $46,000 for wrongful dismissal.
Pakistani ‘terrorist’ returns to Canada Rashid Ahmed answered the phone at his suburban home in Mississauga, which would not be unusual except for the fact that he is being investigated by Pakistani police over a deadly sectarian clash two months ago. “Luckily I escaped,” he said that Pakistani police had named him “as a terrorist” over the incident at a mosque in Pakistan’s Chakwal district. Ahmed said he had returned to Canada before he could be arrested. “That’s how I am safe here, thank God. It’s all work of God, I believe, because had I been caught it would have been not good for my health at all.” After a mob estimated at between 1,000 and 3,000 stormed the mosque in Dulmial, Pakistani news agencies identified Ahmed as the key figure behind the attack. Usha Ram took the owners of the downtown Vancouver fast food franchise to court after she was fired at the end of 2013 from her position as a cook. Ram argued she had been given permission by the manager on duty to pack up the food and take it home without paying. Janif Mohammed, co-owner of the Granville Street fast food joint, represented himself in court and countered that he had a zerotolerance policy for theft and said Ram took a sandwich, fries and soft drink, though Yayyaba Salman, the manager on duty at the time, testified she thought Ram had asked only to take a sandwich. Air India bomb-maker released from halfway house The only person convicted in the 1985 Air India bombing has been released from a halfway house and is now free to live where he chooses, according to a new decision from the Parole Board of Canada. Inderjit Singh Reyat is currently serving a seven-year sentence after being convicted of perjury in 2010 for repeatedly lying during his testimony at a trial into the bombing deaths of 331 people. The parole board says that resulted in his co-accused not being convicted in Canada’s worst mass murder. In January 2016, Reyat was given statutory release after serving two-thirds of his sentence and was expected to be closely monitored at a halfway house at an undisclosed location for another 18 months. “The fact that he is still holding back, it’s absolutely ridiculous that the parole board will let him out,” said André Gerolymatos, co-director of terrorism, risk and security studies at Simon Fraser University. “You have to wonder what the parole board is smoking.” Nearly 32 years ago, Reyat bought the dynamite, detonators and batteries that took the lives of 329 people aboard Air India Flight 182, which was ripped apart by a suitcase bomb off the coast of Ireland in 1985. A second bomb-laden suitcase, destined for another Air India flight, exploded prematurely and killed two baggage handlers at Tokyo’s Narita airport. Reyat, a mechanic from Punjab, then living in Duncan, B.C., was a member of an extremist group fighting for
a Sikh homeland. He was first convicted for building the Narita bomb and later pleaded guilty to manslaughter at the Air India trial. His co-accused, Ripudaman Singh Malik and Ajaib Singh Bagri, were acquitted in March 2005 of murder and conspiracy charges in the two bombings. Reyat has never told the court what he knew about the bomb plot and a 2013 psychologist’s assessment said he presented a “relatively high risk” for future group-based violence and showed “a lack of true empathy and remorse,” according to the parole board. At the time, the board imposed several conditions on his release, noting he had been “involved in terrorist activity that took the lives of 331 people.” But a year later, the parole board paints of picture of a reformed extremist. Despite convictions for manslaughter, possession of restricted weapons and explosives, and bomb-making, his casemanagement team now considers him to low risk, with one caveat. “If there were a threat to your Sikh cause, your risk for future group-based violence is high,” the parole board decision reads. The board based its latest decision on the fact that Reyat appears to have disassociated himself from extremists and has denounced violence. It says he attends psychological counselling, is “highly accountable” in reporting his whereabouts and regularly spends time with his family.

Hasty change to Canada’s electoral system never made sense By Lydia Miljan and Taylor Jackson The Fraser Institute The federal government is walking away from its campaign promise to change the way Canadians vote in federal elections. Given that the task was always going to be complicated and the results messy, the decision is understandable. In his recently-released mandate letter to Karina Gould, the newly-appointed minister of Democratic Institutions, Prime Minister Justin Trudeau said that “changing the electoral system will not be in your mandate.” Trudeau justified his change in intention by saying that “a clear preference for a new electoral system, let alone a consensus, has not emerged. Furthermore, without a clear preference or a clear question, a referendum would not be in Canada’s interest.” Had a referendum taken place - and it should have - Canadians needed to fully understand that while there may be benefits to other electoral systems, there are also drawbacks. Consider a proportional representation (PR) system, which the special parliamentary committee recommended in December. While many may know about the potential benefit of distributing seats in Parliament more closely to vote shares, there are also costs.
For example, a recent study found that a move to PR would likely lead to higher government spending and larger federal deficits. The study found that the average size of central governments from 2000 to 2014 in countries with PR was almost 25 per cent larger than in countries with majoritarian/plurality election rules similar to what Canada now uses. The study also found that PR countries tend to finance this extra spending by running larger deficits. The reason? PR systems tend to elect more parties to the legislature, increasing the likelihood for coalition governments. In order to form coalitions, larger parties must gain the support of smaller parties, often by capitulating on their main issues, which leads to higher levels of government spending. Moreover, smaller parties in PR systems are able to exert a disproportionate amount of power at the expense of the preferences of the majority of voters who didn’t vote for such parties. We should also consider the drawbacks of the alternative vote (AV) or ranked ballots system, another reform option. This system has the potential to reduce competition in our elections, a key attribute of a healthy democratic

system. For example, another study examined the impact adopting AV rules would have had on Canada’s seven federal elections between 1997 and 2015. The study found that just one party - the Liberals - would have gained seats in every election. In fact, they would have gained an average of 19 seats per election. To a lesser extent, the NDP would have increased their seat totals in more recent elections. Only the Conservatives would have lost seats every election. The study also found that AV rules would have changed the outcomes in a number of elections, including in 2006, when instead of a Conservative minority government, the Liberals would have won a minority. Before any changes are made or any referendums held, Canadians must understand that many of the proposed alternatives come with drawbacks. Changing the electoral system in a hasty manner was never going to be in the interest of Canadians. India has world’s deadliest air Continued from Page 1... He cited the confluence of rapid industrialization, population growth and an aging populace in India that is more susceptible to air pollution. The 2017 State of Global Air report finds that since 1990 the absolute number of ozonerelated deaths has risen at an alarming rate in India – by about 150 percent – while in China, some European nations and Russia, the number has remained stable. Measured per head of population, India substantially outpaces China, with 14.7 ozone-related deaths for every 100,000 people, compared with China’s 5.9. In addition, deaths in India attributed to fine particulate matter in the air were approaching China’s toll in 2015 and probably exceed that figure by now, according to Dan Greenbaum, president of the Health Effects Institute. An increase in vehicle traffic, emissions from coal-fired power plants and other industrial facilities, and fires fueled by wood and dung contribute to the problem. “India has substantially higher air-pollution levels than China today and is caught up and surpassing China in terms of the risk to the population’s health,” Greenbaum said. The study shows that in 2015, long-term exposure to fine particulate matter – the dangerous tiny particles that can penetrate the lungs and cause cancer, heart disease and other ailments – contributed to 4.2 million deaths globally. China and India together accounted for 52 percent of those. The health effects of the ultrafine particles are still being studied and the full effects are only beginning to be understood, said Majid Ezzati, a global environmental health professor at the Imperial College, London. “These studies are hard to do, and isolating the effects of air pollution is hard,” Ezzati said. “The numbers are still dynamic and nobody should claim an exact number of deaths is known.” But if he were an Indian citizen, he said, “I’d say, ‘Let’s not sit there and do nothing about it. Let’s not be exposed to it today as more research is being done.’” According to Greenbaum, the health effects are worsening in India as air pollution increases, while the Chinese data is stabilizing after an aggressive campaign to diminish emissions from coal-fired power plants and other pollution-control efforts. India is taking longer to address coal emissions and vehicle standards, he said, meaning its death toll will continue to rise. The country has tightened its emissions standards for cars and will align them with strict European standards by 2020.

Canada to spend more on defence, Sajjan says, but non-committal on NATO Canada expects to make significant new investments in defence following the forthcoming release of its defence policy review, Defence Minister Harjit Sajjan said Thursday as he met with NATO leaders in Brussels.
But Sajjan was non-committal about the specific issue of Donald Trump’s repeated complaints about NATO members whom the U.S. president has long alleged have failed to pay their fair share of the cost of the alliance. Sajjan said he spoke with U.S. Defence Secretary James Mattis, a strident spokesman for the Trump administration on the issue of NATO spending who on Wednesday delivered a stern ultimatum to member nations. “America will meet its responsibilities, but if your nations do not want to see America moderate its commitment to the alliance, each of your capitals needs to show its support for our common defence,� Mattis said.
Canada is demonstrating its commitment to NATO by contributing troops and leading a multinational NATO mission in Latvia as part of what is known as Operation Reassurance, Sajjan noted. “Obviously we did discuss (spending) in terms of the resources required for the impact that we want to have in NATO, and every nation is doing their part towards that,� Sajjan said. He repeatedly mentioned the ongoing defence policy review, which was part of his mandate as defence minister and which is looking at Canadian defence needs for the next 20 years, including NATO commitments and missions. “We knew that spending by the previous government was low and the defence policy review allowed us to do a thorough analysis of what was required,� he said. “Yes, this will require defence investments.� NATO says member states should aim to spend two per cent of GDP on defence. Canada now spends about one per cent and has long been under pressure from the U.S., including long before the start of the Trump era, to boost spending. The government is looking at predictable, planned investments, Sajjan said. “We in Canada need to be able to demonstrate a thorough plan and what type of defence investment is needed, because this is significant money that needs to be invested, but the Canadian taxpayer also requires us to make sure that we are efficient with the money.�

Conservative MPs laugh at Amarjeet Sohi A federal cabinet minister who learned to deal with the public while driving an Edmonton transit bus was laughed at this week in the House of Commons, apparently for that very reason. Amarjeet Sohi, the minister of infrastructure and Liberal MP for Edmonton Mill Woods, rose in the house Tuesday to speak about transportation. He began his remarks by acknowledging that as a former transit driver he was especially shocked to learn that a bus driver in Winnipeg had been stabbed to death earlier in the day.
“Mr. Speaker, as a former bus driver, I want to convey our thoughts and prayers,” Sohi said. On the video recording of the proceedings of the House of Commons, loud laughter could be heard coming from the opposition benches. Sohi’s colleagues on the Liberal side could be seen shaking their heads in disbelief.
“What I heard was laughter,” Sohi said Wednesday during an interview from Ottawa. The former transit bus driver went on to serve two terms on Edmonton city council, before winning a seat as a Liberal member of Parliament in the 2015 federal election. “I take pride in my background,” Sohi said. “I think it does demonstrate a streak of elitist attitude in the Conservative party, where maybe they don’t appreciate we have working-class people in Parliament in the Liberal government who are making a difference in the lives of Canadians.” Adam Vaughan, a Liberal MP from Toronto, raised a point of order in the House on Wednesday and asked that the laughter be “withdrawn,” which would strike it from the record. “This is offensive to the values of this House, to the values of Canadians and the diversity of all of us,” Vaughan said. But Conservative House leader Candice Bergen refused. “There’s all kinds of laughter that occurs here,” Bergen responded in the House. “So we absolutely respect and honour all of the jobs that we’ve done, and the experience we bring to this house.” Sohi said he wasn’t personally upset by the laughter, but he thought Bergen’s statement fell short of what was required.
BC Premier discusses softwood strategy with Canada’s ambassador and special envoy When it comes to negotiating a softwood lumber agreement, British Columbia Premier Christy Clark says she prefers an unpredictable American administration, rather than the previous disinterested U.S. government. Clark said she feels more confident about Canada’s chances of reaching a softwood lumber trade deal after her cabinet was briefed Thursday by Canada’s ambassador to the U.S., David MacNaughton, and David Emerson, B.C.’s recently appointed trade envoy on the softwood file. She said Barack Obama’s administration was focused on reaching the Trans-Pacific Partnership trade agreement and barely responded to Canadian attempts to talk about the softwood deal, which expired in 2015. “They just simply weren’t interested,” Clark said at a news conference after the cabinet meeting. “So, unpredictable change can sometimes be good if it means we have an administration that, for the first time in a long time in the U.S., is interested in getting this agreement resolved.” MacNaughton said recent behind-thescenes talks and Prime Minister Justin Trudeau’s visit to Washington to meet U.S. President Donald Trump have managed to raise the profile of the agreement with the Americans. “They see it as a small, regional issue,” he said. “The most important thing we did was impress upon them how important it was to Canada. It’s a national issue that affects hundreds of communities.” Clark said about 40 per cent of B.C.’s rural communities are dependent on forestry. The forest industry provides more than 60,000 direct jobs in the province and last year’s value
of lumber exports from B.C. to the U.S. was $4.6 billion. B.C. is Canada’s largest producer of softwood lumber, accounting for about half of national production. The 2006 Softwood Lumber Agreement to
ensure stable lumber trade between the two countries expired on October 12, 2015. Last November, the U.S. lumber Coalition, an alliance of large and small softwood lumber producers, filed a petition to the U.S. Department of Commerce and the U.S. International Trade Commission to limit Canadian lumber shipments. The coalition claims Canada unfairly subsidizes it’s lumber industry, which harms American workers who are experiencing mounting unemployment. “The petition alleges that Canadian provincial governments, which own the vast bulk of Canada’s timberlands, provide standing trees to Canadian producers for an administered fee that is far below the market value of the timber, as well as a number of other subsidies,” said a statement from U.S. Lumber Coalition.

BC home sales levels ‘back to normal’ Despite regional variations, home sales across the province returned to a historic average level for January, according to the British Columbia Real Estate Association.
Sales have slowed in the Vancouver housing market due in part to policy initiatives such as the foreign buyers tax and tighter credit regulations for first time home buyer, but the BCREA reports that sales on Vancouver Island and in the Okanagan are trending above average. All told, 4,487 homes were sold in British Columbia in January, 2017, according to the BCREA’s figures, down from 5,831 sales the previous year, a 23 per cent drop. Cameron Muir, the association’s chief economist, said the decline in home sales in the Vancouver area may seem large, but last year’s sales levels were at a record high. “When we look at home sales last month across the province, they were down 23 per cent compared to January of last year, but we have to remember that we were coming off of
record levels in Vancouver at that time,” said Muir. Home sales peaked in January 2016, during a period of ‘white hot’ consumer demand across most of the southern half of the province. According to Muir, total provincial sales have since returned to normal levels after reaching an ‘unsustainable high a year ago.’ “Since then home sales have come back down to more normal levels,” he said. “In fact, the sales levels this January more mirror the 15-year average.” In 2017, sales have already declined in Vancouver and Muir expects to see similar market cool downs in Kelowna and Victoria in the near future. Tom Davidoff, economics professor at the University of British Columbia’s Sauder School of Business, said that the composition of the market has changed. “Affluent foreign buyers largely pulled out of the Vancouver market,” Davidoff said. Davidoff said it is too soon to assess the impact of the first-time home buyers loan program, which the province introduced in December 2016, but he said it could be attributed to the ‘uptick’ in condos and multiunit sales. Muir predicted home sales are likely to increase due to a strong provincial economy and job growth in metro regions.

Pre-election throne speech promises tax relief week when the B.C. Liberals deliver the provincial budget. Last November the government projected a budget surplus of more than $2 billion for the 2016-2017 fiscal year. The B.C. election is May 9. The Liberals are seeking a fifth consecutive mandate. According to the speech the province in on track to be free of operating debt by 2021. Guichon also spoke of B.C. as having the lowest unemployment rate in Canada while having the best economic growth and job creation numbers.

BC gangster pleads guilty in Montreal to role in international cocaine conspiracy
A B.C. gangster linked to one of the biggest arms seizures in Canadian history has pleaded guilty in Montreal to a series of drug, explosives and firearms charges. Prosecutors said Shane “Wheels” Maloney controlled the massive weapons cache, which contained 1,475 sticks of dynamite, two pounds of C-4 explosives, remote controls for the explosives, detonators and hundreds of firearms and prohibited gun parts. Police found the cache during raids in October 2012 as part of Project Loquace, a lengthy investigation by the Sûreté du Québec into an international drug ring importing up to 75 kilograms of cocaine per week through links to Mexican and South American cartels. Jean Pascal Boucher, spokesman for the director of criminal prosecutions, confirmed Wednesday that Maloney pleaded guilty to trafficking 25 kg of cocaine, committing his offences for the benefit of a criminal organization, possessing explosives and three firearms charges including possession of a gun for the purpose of illegally transferring it. Several other charges against Maloney were dropped as part of his plea deal, and he dropped his application to have his charges stayed due to court delays in the case. The defence and prosecution are making a joint submission for a 10-year sentence minus the time Maloney has been in pre-
trial custody. Maloney’s sentencing is set for March 15. The 39-year-old was splitting his time between Vancouver and Montreal prior to
his arrest on Nov. 1, 2012, along with B.C. gangsters Larry Amero, a Hells Angel, and Rabih Alkhalil, who is also charged in the Vancouver murder of rival Sandip Duhre. Maloney, who has been in a wheelchair since a motorcycle accident 15 years ago, had filed a lawsuit against the Province of Quebec, alleging that as a paraplegic he was being discriminated against while in pretrial custody. A judge last year ruled against the discrimination claim, but did order jail officials to review his security classification every 45 days. Maloney is tied to the infamous Irish West End Gang in Montreal. More than 100 people were arrested as part of the Loquace investigation, but police in both Quebec and B.C. said at the time that Maloney, Amero and Alkhalil were kingpins of the drug operation. They said the cocaine conspiracy was hatched in B.C., then moved to Quebec.

Dev Juno weighed seven pounds and seven ounces and was born by surrogacy at 12:24 a.m., minutes after Family Day ended and just as Valentine’s Day got underway. “It was love at first sight when I saw him for the first time,” Chandra Herbert told Postmedia by text message. (He was unable to speak by phone, as a newborn baby was sleeping on his chest.) “While holding him, time seems to stand still. I am definitely in new baby bliss.” Chandra Herbert said the name Dev was chosen to represent the divine and his middle name Juno was chosen for the Greek deity known for protecting women, a nod to the couple’s mothers, as well as their friend
Amanda who carried the baby for them. “We are forever grateful to our incredible friend Amanda. She has given a gift so great to our family,” said Chandra Herbert. “We were in the adoption process for years and it was challenging. Amanda came forward and in a selfless act of love and care, offered to help us grow our family. She is an incredible woman.” Chandra Herbert also thanked the health care workers, as well as friends and family who assisted throughout the pregnancy and during the delivery. “We are so happy to be dads,” he said. The openly gay couple were married in March 2010 on the their 10th anniversary. Following their marriage, the couple legally changed their names to the hybrid Chandra Herbert. Chandra Herbert was first elected as the MLA for Vancouver-Burrard in 2008 in a byelection. Then in 2009, he was elected as the first MLA in the newly established riding of Vancouver-West End. He was re-elected in 2013. Chandra Herbert has long been a champion of B.C.’s arts and film economy, renters rights, and LGBTQ rights. He successfully fought to include transgender protections in the B.C. Human Rights Code.
ICBC calls up 45% in week of wintry weather Along with blocked highways, closed schools, and halted mail delivery, last week’s epic snowfall and freezing rain also led to a crush of crashes in B.C. Calls to ICBC were up 45 per cent in the second week of February, compared to the same week in 2016: Feb. 7-13, 2017: 25,460 calls Feb. 5-11, 2016: 17,575 calls On Monday of last week, ICBC took in more than 5,000 calls to its Dial-A-Claim line, compared to an average day of about 2,800, said spokesperson Sam Corea. “So we were practically double the number of calls that we get with people having crashes,” said Corea. Most of those calls were coming from the Lower Mainland, where more than half the cars in B.C. are located. Not every call results in a claim, and many
types of claims can be processed online, so the numbers provided are just a snapshot. While ICBC says it takes weather forecasts into account and plans staffing accordingly, the surge in severe crashes — where the vehicle isn’t driveable — has led to some delays. At one point, earlier in the winter, there was a week-long backlog at ICBC’s central estimating facility in the Lower Mainland, where more severe crashes are sent for assessment, Corea said. “We’ve had some wait times sometimes, we’re working as fast as we can,” said Corea. There were also delays in transporting those non-driveable vehicles due to heavy snowfall, ICBC said. “The body shops are busy and the towing companies are busy, so there’s been a ripple effect right through the winter,” said Corea.

David Emerson named BC’s trade envoy on softwood lumber A former federal cabinet minister has been appointed the B.C. government’s trade envoy to try and reach a new softwood lumber deal with the United States. The province says David Emerson will also work with the federal government to get a new agreement. Emerson served in a number of federal cabinet portfolios for the Liberals and Conservatives including industry, foreign affairs and trade. As trade minister, Emerson signed the last softwood lumber agreement in 2006, ending the fourth Canada-U.S. lumber dispute. He also worked as CEO of lumber producer Canfor, which the province says gives him a “broad base of knowledge to defend B.C.’s forest policies” when negotiating with the U.S. Industry advocates and the provincial government have said they will try to convince American consumers and politicians that a fair softwood lumber deal is necessary to protect the U.S. from import restrictions and higher prices. U.S. International Trade Commission says Canadian softwood lumber caused harm U.S. expected to turn up heat on softwood lumber dispute with investigation request Susan Yurkovich, president of the B.C. Lumber Trade Council, has warned that restrictions on Canada’s lumber supply would cause house prices in the U.S. to spike, pushing home ownership out of the reach of some Americans. B.C. new agreement matters to people across the province, particularly those who work in the forestry industry. “Defending those jobs for British Columbians is our absolute priority,” she said at a news conference on Tuesday after the government’s throne speech. Clark said Emerson will part of a team that is making sure B.C.’s case is “well-known and wisely argued” to the new U.S. administration.
“He is probably the most skillful and knowledgeable person in this area that we could send down to the States on our behalf,” she said. Emerson said in a statement that he’s excited about his new post. “I am looking forward to working collaboratively with the B.C. lumber industry and Canadian ambassador to the U.S.A., David MacNaughton, as we defend B.C. companies, workers and communities against the false subsidy allegations made by the U.S. lumber industry,” he said.

Suspect sought after bus driver assaulted in West Kelowna RCMP in West Kelowna are searching for a suspect after a female bus driver was allegedly hit in the head by a passenger while driving Monday afternoon. The assault happened on board a BC Transit bus near the Highway 97 South and Hudson Road bus exchange at around noon PT on Family Day, said a statement issued by police. The operator was allegedly struck by a young man who then fled on foot. “A passenger hit her in the head while she was driving the bus,” said Scott Lovell, president of the Amalgamated Transit Union, local 1722. “At 80 kilometres per hour when you have a 20-tonne vehicle rolling down the highway ... I’m shocked that the operator had the ability to safely pull the coach over.” Lovell said the operator brought the bus to a stop and the passenger climbed over her to exit through the driver’s window.

“He actually stepped on the driver and jumped out.” Police said the driver did not require any medical treatment as her injuries were minor. Lovell said she has already returned to work. He is now renewing calls for driver shields on Okanagan buses. Lovell said a trial program was to be launched in Kelowna this past fall, but is still not in place. “These assaults on bus drivers have to stop.” RCMP will review the on-board video surveillance cameras for any evidence to help with their investigation. The suspect in Monday’s assault is described as a young aboriginal male, with dark hair and a poor complexion. He was last seen wearing a dark hoodie, dark shorts, white running shoes and carrying a large backpack. The incident follows the fatal stabbing of a Winnipeg Transit driver on Tuesday.
BC signs enefits dea s it First Nations on proposed Petronas project The manager of a proposed liquefied natural gas export plant on British Columbia’s northern coast joined Premier Christy Clark Wednesday in touting two agreements reached with First Nations as important milestones for the project’s future. Clark and Wan Badrul Hisham, Pacific NorthWest LNG’s chief project manager, said the land, cash and environmental agreements are important steps forward. However, neither was prepared to make an official announcement about the project’s future. Malaysian-backed Petronas has yet to make a final investment decision on Pacific NorthWest LNG’s project near Prince Rupert and Clark’s government returned to the legislature Tuesday warning that LNG projects face “unforeseen head winds.” Clark promised billions in liquefied natural gas investments and 100,000 jobs leading up
to the 2013 provincial election, but that hasn’t materialized. In November, Woodfibre LNG was the first to announce it was proceeding with a $1.6 billion development near Squamish. The federal government announced in September that after a rigorous environmental review it had approved Pacific NorthWest LNG’s project. It would include an $11 billion plant and pipeline for a total capital investment of $36 billion. The approval came with 190 legally binding conditions that would lessen the environmental impacts of the project. Despite government concerns about downturns in energy markets, Clark said the benefits deals with the Lax Kw’alaams Band and the Metlakatla First Nation mark the cooperative spirit required to pave the way for the project. “All great relationships are founded on trust and respect,” she said. “This is another major step forward for LNG in B.C.”

One of the groups hoping to become the union bargaining for RCMP members now has an actual office in Surrey — the first to be set up in Canada. The Mounted Police Professional Association of Canada (MPPAC) opened its doors for the first time on Wednesday. It’s a humble office, little more than a small room with a desk for national president Rae Banwarie, a board room and some common space shared with other tenants in the building at 74 Avenue and King George Boulevard. “A lot of members are uncomfortable talking about their workplace issues in the workplace, so this is an office where our president will set up shop … if members want to come by and discuss some things,” said Rob Creasser, a retired Mountie from Kamloops, who serves as MPPAC media liaison. “We’re not just trying to go out and certify. We’re actually showing that we can do what a collective group can do and that’s help their members and this is the start,” said Creasser. “We needed an office and now we have our first and it’s going to be the first of several right across Canada.”Creasser said Surrey was selected as the location, because it’s home to the largest RCMP’s detachment in Canada, and B.C. has about a third of Canada’s Mounties. Highway closures in BC raise concerns about local food security during disaster A series of highway closures has highlighted how dependent B.C. communities are on regular shipments of food and supplies and raised questions about what would happen to that supply chain during a prolonged emergency. Produce sections in B.C. grocery stores were running low, just one day after the Lower Mainland was cut off from the rest of the

have between three and five days worth of supplies. “So, if our transportation routes are impacted ... it’s going to take some time for us to figure out how to reroute, how to restage,” she said. Bodhi said with extreme weather conditions expected to become more frequent, communities should think about preparing for future disasters by analyzing supply chains and access to food locally. She said increasing food security is an area where municipalities can take the lead by supporting local organizations aimed at doing the same. She pointed to canning workshops put on by the Northern Environmental Action Team in Fort St. John and space set aside by Terrace for a weekly farmer’s market as good examples of the work that should be supported. She also said more can always be done to prepare for disaster.

Carbon Tax not revenue neutral - Fraser Institute Continued from page 4... The study says the tax was revenue neutral up until 2013, when the government stopped providing new cuts to offset the additional revenue it was collecting from the carbon tax. A statement from the Finance Ministry says tax cuts exceeded revenue from the carbon tax by an estimated $500 million last year. The ministry says small and targeted tax measures that have been implemented since 2012 — the last time the carbon tax increased — have helped keep it revenue neutral. The government says it has returned more than $1.6 billion in tax cuts to employers, individuals and families since the carbon tax was established in 2008. “We look at the entire tax system every year as part of the budget process, and it’s reasonable that deciding to continue providing a tax cut is as legitimate a tax measure to include as an entirely new tax reduction,” the ministry says. It says some tax credits have expiry dates and when the ministry decides to continue them, there is a cost to government. The Fraser Institute takes issue with the government’s use of pre-existing tax credits in its calculations. It says once pre-existing tax reductions are excluded, B.C. taxpayers paid $226 million in
increased taxes in 2013-14 and $151 million in increased taxes in 2014-15. The study says the B.C. tax is often praised as a model to follow because of claims it is revenue neutral.
“The B.C. government has effectively raised taxes by hundreds of millions of dollars without British Columbians even knowing about it,” says Lammam in a news release. Finance Minister Mike de Jong said he doesn’t understand or agree with the study’s calculations and it contradicts the criticism the government normally gets on the tax. “Most of the criticism we’ve received lately has been for the fact that our tax reductions far exceed the revenues we receive from the carbon tax,” he said Thursday. De Jong said the ministry has been discussing possible tax reductions and after Tuesday’s budget, the Fraser Institute’s findings “will be a moot point.”
Re-appeal to locate missing person – Jamila PEROZ Surrey RCMP and the family of missing person, Jamila PEROZ, are re-appealing for the public’s assistance in locating Ms. Peroz. Jamila Peroz was last seen on January 12th near 146th Street and 70th Avenue in Surrey. She has not been seen or heard from since. “The family is very concerned for Jamila,” says Mr. Matin Majedi, brother-in-law of Jamila, and the Peroz family spokesperson. “It is out of character for Jamila to be out of touch with the family for this long. Jamila’s two brothers and I have flown in from Saskatchewan to assist police in the search for

If anyone has any information at all, please call police immediately.” Mr. Majedi also made a plea directly to his sister-in-law. “Jamila, if you are able to contact any of the family, please let us know you are ok. Your brothers and I will stay in British Columbia for as long is necessary to ensure your well-being.” Peroz is described as a 34 year old female, 5’5”, with brown hair. For years in British Columbia, there has been a glut of substitute teachers in the Lower Mainland, as UBC’s education program developed many more graduates than there were full-time positions available in the province. Now, school districts are facing the opposite problem. Throughout Metro Vancouver and the Fraser Valley, schools are struggling to find people to quickly come in to replace teachers who are sick or on leave. In Surrey, there have been days where upwards of 100 teachers haven’t been backfilled with substitutes. “Sometimes the principal fills in. Teachers might be asked to cover those classes instead of taking their prep time. We may pull a librarian or a music teacher or a learning support teacher to fill in,” said Kevin Fadum, the school district’s principal of human resources. It creates many logistical challenges, as administrators realize that the

stable of people they’ve relied on to fill in are suddenly no longer available. “It just stops the work that the principal has to do, it stops it for a day. I mean that’s the work of the principal. They wear a million hats and they just have to put those things on hold,” said Kevin Godden, superintendent of the Abbotsford School District. It’s a result of a B.C. Teachers’ Federation landmark victory in the Supreme Court of Canada late last year, effectively overturning 14 years of staffing levels being outside the purview of collective bargaining. It means the provincial government will have to restore staffing to 2002 levels, and in January the government announced an interim step of $50 million for 1,100 new teachers across B.C. That’s created a rush on teachers — which in turn, has caused a dearth of substitutes. “This has created some challenges,” said a Ministry of Education spokesperson in a statement.

The Canada Border Services Agency says it has seized seven kilograms of suspected cocaine from the bottom of food trolleys on an airplane. The agency says it made the discovery earlier this month while carrying out a routine inspection of an aircraft landing at Toronto’s Pearson International Airport. It says officers noticed something unusual about the catering trolleys on board and examined them more closely. Officers eventually found seven brick-shaped packages on the bottom of the food carts that contained white powder wrapped in plastic. The agency says the packages were taken to
a lab where they tested positive for suspected cocaine.
The agency did not release details on where the packages originated from or if charges are pending.

Abbotsford parents mourn toddler who died of suspected pneumonia A review is underway after an Abbotsford toddler died of suspected pneumonia that went undetected during back-to-back hospital visits.
Nimrat Gill, 3, died on the morning of Feb. 7, during her second visit to Abbotsford Regional Hospital in as many days. But her family wonders if there may have been a different outcome if their daughter had received a more thorough examination during their first visit the day before. “We want her back,” said mother Balraj Gill in between tears, a white scarf draped around her neck. In Sikh culture, those in mourning wear white or black clothing. Behind where Gill sits on the family room couch, a framed portrait of Nimrat is propped on the fireplace mantel. In the corner of the dimly lit room is a collection of Nimrat’s toys and playthings, including a plush child-size Minnie Mouse – Nimrat’s favourite character. “We miss her so much,” said Gill, her lip trembling as she speaks. She describes how her nine-year-old daughter Simrat has been grappling with the loss. “Her sister is missing her so much. ‘I can’t sleep without her. How can I play without her? How can I live without her? How can I answer her questions?’” On the evening of Feb. 5, Gill said her daughter began coughing and had trouble sleeping. When her husband returned home from work after midnight, the couple decided to take Nimrat to Abbotsford Hospital, just five minutes from their home.
After waiting about an hour, Nimrat was given a physical examination. Gill was told Nimrat would be OK and to give her Tylenol Cold to help with the symptoms. The family went home and followed orders. That day, Nimrat continued to cough and showed signs of a slight fever but otherwise continued to play and interact with family members. There was nothing that led Gill to believe her daughter was suffering from anything more serious than a cold. When Nimrat began vomiting around 3 a.m. on Feb. 7, the family returned to the emergency room. Gill said the family arrived around 5 a.m. but it was about an hour before a doctor came to see them. “He said, ‘My shift is almost done so the next doctor will check her,’” Gill recalled. “I told him, ‘We were here yesterday too.’ ” Gill said another hour went by before a second doctor examined Nimrat and ordered X-rays and blood tests. X-rays took another hour and a half to complete. Another nurse came 35 minutes later to draw the first round of blood samples for testing. Just minutes after having her blood drawn, Nimrat started to become agitated and Gill grew concerned over her strange behaviour. The child, who had been urging her mom to go home, no longer made sense when she spoke. “She was starting to bite her lips and her fingers so I asked a nurse, ‘Why is she doing that? Why is she getting angry?’ She’s never done that before,” said Gill, who was told it was likely a result of fighting a fever, or from the child’s general displeasure at having blood drawn. When it become clear Nimrat was not improving, doctors then initiated a “code” call. Nimrat was swarmed by hospital staff and fitted with an oxygen mask as Gill was ushered out of the room. About 15 minutes later, around 11 a.m., the family received word that Nimrat had died due to suspected pneumonia. “I was totally lost, out of my mind. I didn’t know what was happening,” said Gill.
Surrey woman suing Abbotsford cops for calling her ‘fat’ and drawing gun on her A Surrey woman is suing the Abbotsford Police Department, City of Abbotsford and three constables, claiming a police officer drew her gun on her, forced her to the ground, hit her and called her “bitch” and “fat” after stopping the plaintiff for allegedly speeding 18 kilometres over in a 50 km/h zone. None of the allegations contained in the notice of civil claim have been proven in court and the matter is expected to go to trial by jury on April 10, for eight days. The defendants’ response denies Malkeet Kaur Dhaliwal’s allegations and claims she was “lawfully arrested” and “suffered no loss, injury, damage, or expense as alleged, or at all.” According to Dhaliwal’s claim, filed in B.C. Supreme Court in Vancouver, the care aide worker was driving along Clearbrook Road on Nov. 27, 2011 when Constable Krys Pappius, driving an unmarked police car, clocked her car at 68 km/h in a 50 km/h zone. The court document states Abbotsford Police Department Collision Reconstructionists later confirmed the GPS modem in Pappius’ car was defective and had been over-reporting vehicle speeds. Dhaliwal was 48 at the time, and a widow with two daughters. Her claim describes her as a devout Sikh who does not drink alcohol, smoke, eat meat or consume illegal drugs. She was wearing a traditional Sikh headscarf at the time, as well as her work scrubs, and it was raining heavily and dark. The Newton woman was on her way to provide home care to a client, the document states. Her notice of civil claim alleges Pappius pulled her over at King Road and “without any justification or provocation” had her exit her car, “shoved or tripped” her to the
ground, “drew her gun and pointed the gun at the plaintiff at close range; and forcefully pinned the plaintiff against the ground and handcuffed her. “While the plaintiff was on the ground Pappius repeatedly physically and verbally assaulted the plaintiff, in particular striking her and calling her ‘bitch’ and ‘fat,’” the lawsuit alleges. The two other defendant constables are identified only as Toews and Saggu. The plaintiff ’s notice alleges the three constables searched her car “without any cause,” and did not give her a Charter warning. She was ticketed for speeding, failing to stop for police and failing to produce a driver’s licence — all of which was later dismissed, Dhaliwal’s claim states. The defendants’ response, also filed in court, states that the Abbotsford Police Department “is not a legal entity capable of being sued” and identified the constables as employees of the Abbotsford Police Board, not the City. It also notes that a Police Act investigation into Pappius’ conduct on Nov. 27, 2011 concluded she “committed the disciplinary defaults of discourtesy and abuse of authority.” At all material times, the defendants’ response states, Constables Toews and Saggu “acted honestly and without malice in the lawful performance and execution of their duties.” Dhaliwal is seeking damages for post traumatic stress disorder, depression, anxiety, ligament and cartilage damage to her knee, various bruises and abrasions, soft tissue damage, and general pain and suffering. Dhaliwal’s notice of claim states she is also seeking punitive damages “for the defendants’ high handed, callous and reprehensible actions.”
BC Premier Christy Clark apologizes over claims NDP hacked her party’s website British Columbia’s premier has apologized to the leader of the provincial NDP in the culmination of a week-long political backand-forth that saw Christy Clark accuse the Opposition of criminally hacking her party’s website. It’s an ordeal that New Democrat Leader John Horgan describes as “the weirdest thing in the world.” Clark said she jumped to conclusions
after allegations surfaced Tuesday suggesting someone had illegally accessed private information through the B.C. Liberal party’s website.
“I have no problem saying sorry because I made a mistake,” she told reporters in a conference call on Friday. “You know I was really mad about it and I jumped to conclusions too quickly. And when you make a mistake like that you should apologize, which is what I did today.” The premier said she couldn’t reach Horgan and left a message on his phone. The mea culpa is the latest twist in a spiralling storyline that unravelled Friday when Independent member of the legislature Vicki Huntington came forward to say that her staff had accessed the private information without any hacking. It was actually a Liberal party privacy breach, Huntington said in a telephone interview.

had his picture in the Feb. 7 edition of The Standard holding a giant novelty cheque after winning $100,000 on a scratch ticket for an instant lottery game. Price was wanted at the time he collected his prize. “We are urging Juston to turn himself in, contact the detective in charge of
the investigation or reach out to his lawyer,” Const. Virgina Moir said. Police arrested Price on Christmas Eve and charged him with domestic assault. A judge released him on bail the same day with a surety. The surety was revoked on Jan. 14, and a warrant was issued for his arrest. “There are also other pending charges, but we can’t release the details right now,” Moir said. “We had an interaction with him (Feb. 5), and we believe we have grounds for additional charges. Those charges are separate and aren’t related to the domestic assault, and he is aware of them.” Price won the top prize in Boom Multiplier, which costs $5 to play. “When I first scratched my ticket, I thought I won $1,000,” Price told officials at the OLG Prize Centre in Toronto, where he picked up his winnings. “Then I showed the ticket to my brother and he said I won $100,000.” The father of two bought his winning ticket at the Facer Street Avondale store. “This prize money gives me a new start. I am thinking of investing in a property in Toronto and also putting some money away for my boys,” he said when he picked up his winnings.

St. Michael’s Hospital confirmed to the National Post a routine audit uncovered “irregularities” in health benefits claims totalling approximately $200,000. Thirtyone employees have been fired. It is not known how many other employees are under investigation. “The hospital takes its role as custodian of the public trust very seriously,” the hospital said in a statement to the Post Tuesday. “St. Michael’s has a strict policy for its health benefits plan. We are continuing to work with Sun Life, our benefits administrator, to ensure a thorough investigation.” In an internal email to employees Monday obtained by the Post, hospital vice-president of human resources Mary Madigan-Lee said the claims were examined and “found to be in breach of our code of conduct.” “Necessary measures have been taken with the employees involved,” she said. She said she could not elaborate on the nature of the irregularities, or what sort of health claims they involved because the matter is still under investigation. A number of other employees have been suspended in connection with the investigation. Most of those affected were
secretaries and other support staff, one physician said. Doctors are not covered by the health plan. Another physician who works at the downtown facility said he was also in the dark about the nature of the irregularities and learned of the affair only when the memo was circulated by email Monday. The situation is concerning, said the doctor, who spoke on background.
“One of the things we do here is research on what should be publicly funded,” he said. “So, it would be a big black eye for the hospital if it was true that hospital employees were misusing an insurance plan.” Board chairman Tom O’Neill declined to comment. “Our channels of communication are through the CEO” and public affairs, he said. “We’re not up to date; they’re up to date.” John Klein, director of communications at SEIU Healthcare, which represents more than 850 service employees at St. Michael’s, said the union was aware of the ongoing investigation.

Trudeau hails CETA as ‘blueprint’ for future trade deals Prime Minister Justin Trudeau marked the European Parliament’s passing of the Comprehensive Economic and Trade Agreement (CETA) early today, hailing it as a potential model for future trade deals while addressing the concerns of those who opposed it. “We can’t understate how important it was
to get this deal right,” Trudeau told members of the European Parliament in Strasbourg, France — the first time a sitting Canadian prime minister has addressed the legislature. “Now we need to make it work … If we are successful, CETA will become the blueprint for all ambitious, future trade deals. If we are not, this could very well be one of the last,” he said. “Make no mistake about it, this is an important moment.” In the face of growing protectionist movements around the world — most obviously from U.S. President Donald Trump , but by no means limited to the U.S. — Trudeau and his European hosts are positioning their new trade deal as the progressive alternative. Demonstrators had continued to taunt European legislators yesterday, even as 58 per cent of them voted in favour of ratifying the agreement.
Trudeau said the concerns expressed by both voters and street protesters about a system that benefits “only the luckiest few” are valid. “The anxiety people have towards the economy and trade — the worry that our kids won’t have access to the same jobs and opportunities that we had — can be addressed only if we ensure that trade is inclusive, so that everyone benefits. “This agreement … delivers just that.” Trudeau listed the shared beliefs the CETA process demonstrated: democracy, transparency and the rule of law, but also human rights, inclusion and diversity. “We know that, in these times, we must choose to lead the international economy, not simply be subject to its whims.” Trudeau’s international trade minister told reporters later in the day that the purpose of this trip is to “make it real.” “The voice of open trade has been heard and the world is listening,” François-Philippe Champagne said. “We need to do a better job of explaining what these trade agreements have been doing for the people.” While Trudeau’s speech marked CETA’s ratification, the strategic alliance he was celebrating goes beyond trade issues. In a joint news conference, the new president of the European Parliament, Italian Antonio Tajani from the centre-right European People’s Party, alluded to how Canada might be able to bridge the gap between the new American administration and the European trading bloc Trump has openly cheered against in recent weeks.
Dozens of refugees walk across border into Canada It was a cold February night and the ground was covered with snow when Juan, Carmen and their 11-year-old son Jose slipped across the U.S. border into British Columbia. Carmen is seven months pregnant and she dreaded being separated from her children if she was deported from the States, a possibility that had suddenly become very real after the election of Donald Trump. And so, the Honduran family decided to try their luck in Canada, where they had heard the government was more welcoming to refugees. “We had to run. We ran in danger of being caught,” Carmen said of her arrival in B.C. The family has been here a week and is seeking legal aid to file a refugee claim next week. Postmedia News agreed to use only their first names for this story. Speaking through a translator, the family said they left Honduras because Jose had no future there, except to be forcibly recruited into one of the violent gangs that control much of the country. The family had lost their home when they could no longer afford to pay a “war tax” to the local criminals — they were given just two days to leave or they would be killed. After a long, dangerous journey through Guatemala and Mexico, they settled in the eastern U.S., where they lived happily for two years until a new president was elected on a promise of deporting millions of people like them. Now, they say many Central American migrants are planning to head north.
“My work friends, a lot of them said they were going to come to Canada,” Juan said. The federal Immigration Department couldn’t provide any recent statistics on people seeking asylum after crossing the border on foot, but spokeswoman Nancy Caron wrote in an email that “we have not seen a surge in the number of in-land refugee claims in the past few months.” But refugee advocates in Metro Vancouver say otherwise. Although the numbers in B.C. don’t compare to the hundreds of asylum seekers who have braved the bitter cold at the border near Emerson, Man., in recent weeks, anecdotal evidence suggests an increase here as well.

Before he let reporters begin grilling him on the Flynn fiasco, he found a bit of time to mention Trump’s Monday meeting with Justin Trudeau. Whether it was mistaken identity or just another Spicer stumble, he did not say “Justin Trudeau.” “Yesterday the president set — had an incredibly productive set of meetings and discussions with Prime Minster Joe Trudeau of Canada,” he said, “focusing on our shared commitment to close co-operation in addressing both the challenges facing our two countries and the problems throughout the world. Our countries share a profound economic interest, with more than $2 billion in two-way trade flowing across our border every day.” Taking questions at the White House on Tuesday, White House Press secretary Sean Spicer called Justin Trudeau “Joe.” Spicer is not the smoothest-spoken of professional spokesmen, and some observers
said they heard an aborted “Ju-,” as in Justin or judo, rather than a real “Joe.” Spicer was mocked in Australia in early February for
pronouncing the name of Prime Minister Malcolm Turnbull “Malcolm Trumble.” Spicer has faced mockery for his slips of the tongue, deliberate deceit and attacks on the reporters asking him questions. This was his second curious remark related to Canada. In late January, he cited the terrorist attack on Muslims at a Quebec mosque to justify Trump’s travel ban on people from seven Muslim-majority countries. Trump’s chaos-plagued young administration has been struggling with basic tasks like identifying foreign leaders correctly. It has called U.K. Prime Minister Theresa May “Teresa,” called the president of Colombia the president of “Columbia,” and called the prime minister of Australia the president of Australia.
Liberal government moves to write off $ i ion in unpaid edera student oans The federal government for the second year in a row is writing off millions in student loans it will never collect, this time to the tune of $178.4 million. The money represents 32,554 loans that federal officials believe they will never be able to collect, either because a debtor may have filed for bankruptcy, the debt itself has passed a six-year legal limit on collection, or the debtor can’t be found. Last year, the government wrote off 33,967 loans totalling $176 million. Federal officials have increased their efforts in recent years to collect outstanding student loans after watching write-offs hit $312 million in 2012 and $295 million in 2015. The previous Conservative government ordered officials to ramp up collection efforts in order to bring the write-offs under control. The Liberals’ first budget offered a new tool for the Canada Revenue Agency in its collection efforts: legal changes allowing it to use tax information for the purpose
of collecting debts from the student loan program overseen by Employment and Social Development Canada. The CRA had expected to receive that power last year, but the federal election delayed political approval. Figures provided by the CRA late last year showed the agency collected $208.8 million in unpaid loans, a three per cent increase in
collections between 2015 and 2016. The CRA is responsible for collecting loans in default and can do so by withholding income tax refunds to cover the outstanding amount, or by referring cases to the attorney general for legal action — which could lead to garnisheeing wages or seizing assets.
Man charged with mischief after vandalism at Montreal mosque A Montreal man has pleaded not guilty to a charge of mischief in connection with vandalism at a local mosque.
Sylvain Gingras, 50, has been ordered held for 30 days so he can have a psychiatric evaluation to determine criminal responsibility.
A window at the Khadijah centre was smashed and the mosque had eggs thrown at it on Feb. 2. That was the same day as a funeral in Montreal for three of the six victims of the Quebec City mosque shooting. The charge filed by the Crown is a summary offence for mischief in connection with the broken window and is not a charge of mischief against a place of worship, as recommended by investigators. Gingras was arrested earlier this week on unrelated charges of assault and uttering threats related to events that happened the same day as the mosque vandalism.

‘The real bad guys’ are coming from Canada, not Mexico, report alleges The Trump White House should be less concerned with the U.S. border with Mexico and turn its attention to Canada instead, an investigative report in the U.S. online news site The Daily Beast suggested this week. The report quotes unnamed FBI and Department of Homeland Security officials as saying far more “suspected terrorists” are being encountered at the U.S.Canada border. “We are looking in the wrong direction,” the story quotes a senior Homeland Security official as saying. “Not to say that Mexico isn’t a problem, but the real bad guys aren’t coming from there — at least not yet.” The story points to leaked FBI data collected between 2014 and 2016 that showed the number of “suspected terrorists” trying to enter the U.S. from Canada at land border crossings was in some months twice that encountered at the Mexico-U.S. border. The Mexico-U.S. border is the main entry point for economic migrants seeking work in the U.S. The data was leaked to Daily Beast reporter Jana Winter, who said the term “suspected terrorist” can be misleading. “Our watch list system has long been criticized for being way too broad, so it could mean, you are, you know, a terrorist [or] you have the same name as someone who is being investigated. Or you could be associated with
a certain group from a certain country … It really covers the gamut.” Speaking this week to The Investigators, Winter said her story has prompted reaction on both sides of the border. “I think most shocking [is] that some of the law enforcement officials — and also congressmen and senators who live and work in border states — had no idea that these numbers existed. The U.S is so busy focusing on Mexico.” But when asked, she deemed “ridiculous” any suggestion that the data was leaked by those opposed to a border wall with Mexico trying to shift the focus to Canada. “I was given them, frankly, by sources who largely agree that there should be some sort of border wall … but who think both sides need to be looked at,” Winter said. “Plus, the more that you’re on TV talking about the southern border as the only threat — as one of my sources pointed out — if you were a terrorist trying to get into the country, and you weren’t incredibly stupid, you would probably go to the border that isn’t the focus of every single conversation.” The Canadian government has responded to the story by pointing out that “no terrorist attack has ever been carried out by individuals entering the United States from Canada.”
Ottawa eyes tax measures that hits higher earners The odds of a federal budget that targets investors with higher taxes on capital gains or even dividends are rising. Don’t be too relieved if such measures aren’t contained in the budget expected later this month because they could be revisited in a year or two. The government needs tax revenue to keep the deficit in check and has been studying all the various tax measures that cost it money. Two of the biggest are the 50-per-cent inclusion rate on capital gains and a preferential tax rate on dividends. It’s not just the forgone tax revenue that will keep these two tax measures under scrutiny. According to research by economist David Macdonald of the Canadian Centre for Policy Alternatives, they also benefit well-off people far more than the middle class or low-income people. The federal Liberals talk a lot about helping the middle class and have demonstrated a willingness to tax wealthier people more in order to do so. They have already adjusted federal income tax rates so that very high earners pay more while lower income individuals pay less. The Liberals also reconfigured child benefits in a way that pays more to the middle class and less to the well off. Mr. Macdonald singled out five federal tax measures as being the most inequitable to lower income people based on 2011 data – the dividend tax credit, partial inclusion of capital gains, the foreign tax credit, employee stock
options and pension income splitting. Changing the dividend tax credit would be controversial in light of how much seniors have come to rely on dividend income at a time of ultra-low interest rates. But Mr. Macdonald’s data show the benefit of favourable taxation for dividends is not widespread across the population. “Ninety per cent of the benefit goes to households making more than $84,000 per year,” he said. “It’s worth a lot of money to people who get a lot of income from dividends, but that would predominantly be fairly rich households.” One of the reasons why we have the dividend tax credit is related to tax fairness. A business pays dividends out of after-tax income. The dividend tax credit, and the calculations that go into it, are designed to prevent double taxation. For investors, the net result is that dividend income is taxed at a much lower rate than regular income. But double taxation is actually common in our economy. It happens, for example, when we use our after-tax income to buy goods or services to which the GST or HST apply. “Everything you buy at any store in the country is double taxed,” Mr. Macdonald said. Increasing the tax load on capital gains would be less politically risky, although we’re sure to hear objections based on the potential impact on the economy. Taxing capital gains at a lower rate than regular income is thought to encourage investment.

He was the backbone of all anti-Clinton research during the presidential campaign and getting inside the White House at a young age is said to be a reward for the behind-the-scenes player. He said Trump’s agenda would be great for Indian-Americans. “The economic vision he has, the emphasis on economic reforms, cutting up red tape, regulations, fixing our healthcare system, all these things are going to have huge impact for all Americans including Indian-Americans.” In Trump, Shah said, both India and Indian-Americans, have their best friend inside the White House.
NRI hotel manager charged for helping US gang A 32-year-old Indian-origin hotel manager in the US has been indicted for providing a “safe haven” to a street gang in crimes including attempted murder, drug trafficking, prostitution and robberies, prosecutors said. Umesh Oza, who managed two hotels in Oceanside city in California, was charged last week with racketeering conspiracy under laws traditionally used for organised-crime syndicates and mobsters, the San Diego Tribune reported. He is accused of providing a location for the alleged crimes to take place and employing a gang member as “security”, the indictment states.
“Not only are we targeting the traffickers and customers, but we are also going after the businesses that facilitate this type of gang activity,” said Alana Robinson, the acting federal prosecutor for Southern California in San Diego. “This case, along with many others like it in our district, demonstrates that human and drug trafficking by criminal street gangs is rampant,” Robinson said. Oza “provided a safe haven” for the alleged members of the Westside Crips criminal street gang to carry out drug deals and prostitution, according to the prosecution.

A US-born Nasa scientist of Indian-origin was detained by US Customs and Border Patrol (CBP) authorities on his return to America from a trip to Chile and pressured into unlocking his phone, amid an anxious debate on how far the Trump administration intends to take the “extreme vetting” that it has promised and whether it would be applied to more recent US-citizens of foreign origin. Sidd Bikkannavar, who works at Nasa’s Jet Propulsion Lab (JPL), was held by immigration officials when he returned to Houston four days after President Trump signed his controversial executive order on travels into US. Agents confiscated his phone and demanded the pin access number without citing reasons, but since the phone was issued by Nasa and contained sensitive material, Bikkannavar initially declined to comply. He was detained till he parted with the information. With his light skin and long brown locks, Bikkannavar does not look very “foreign” (or “Muslim” as some reports erroneously described him; his last name is from the Hubli-Dharwad region in North Karnataka). Besides, he is also enrolled in Global Entry
— a programme through CBP that allows individuals who have undergone background checks to have expedited entry into the country. He had gone to Chile on a personal trip, pursuing his hobby of racing solarpowered cars. “Just to be clear — I’m a US-born citizen and Nasa engineer, travelling with a valid US passport,” the young researcher wrote in a Facebook post, explaining that, “Once they took both my phone and the access PIN, they returned me to the holding area with the cots and other sleeping detainees until they finished copying my data.” The episode, aside from the profiling it ostensibly involved, also put him in a fix with his employers, because he was required to protect access to the phone. “I’m back home, and JPL has been running forensics on the phone to determine what CBP/homeland security might have taken, or whether they installed anything on the device,” he explained in the post, adding that he has also been working with JPL legal counsel and the lab has issued him a new phone and new phone number.

Karachi hub of anti-India jihadists supported by Pakistan army The Pakistan port city of Karachi is a hub of anti-India jihadist groups and criminals who often enjoy the support of the Pakistani army, says a report released by the Brusselsbased think tank, International Crisis Group. The report says terrorist groups like Lashkar-e-Taiba, its parent organisation Jamaat-ud-Dawa, Maulana Masood Azhar led Jaish-e-Mohammad and anti-Shia group Lashkar-e-Jhangvi have “umbilical links with Karachi’s large, well-resourced madrassas”. It says Pakistan’s most dangerous groups actively contest Karachi’s turf and resources. These outfits operate madrassas and charity fronts with no hindrance from Pakistani law enforcement authorities. NHRC wants government to stop bonded labour The National Human Rights Commission (NHRC) has suggested setting up a “task force” to examine challenges in implementation of measures to eradicate bonded labour. The need for an in-depth study on “ineffective” implementation of the law was underlined by experts at a two-day seminar organised by the commission, which concluded here yesterday. Union Labour Minister Bandaru Dattatreya also addressed it. He had urged the commission and experts to come up with suggestions to root out the social malaise. In the cross-hairs of the experts was apathy in implementation of the Bonded Labour System (Abolition) Act, 1948. The NHRC will soon send a formal report
incorporating the suggestions to the Union Labour Ministry as bonded labour relates to it. NHRC Chairperson and former Chief Justice HL Dattu said despite plethora of laws and schemes “the records of national governance, public investment and development action yield little matching evidence of substantive work towards elimination of bonded labour”. “As long as there is poverty, unemployment, underemployment, landlessness, migration, indebtedness, the pernicious bonded labour system will continue,” he said. Other suggestions include revision in the Minimum Wages Act, 1948, to bring parity in the wages of skilled labour with the lowest paid employee of the Central government as per the seventh pay commission.
‘Restless’ Sasikala has a hard time in jail AIADMK General Secretary VK Sasikala had a hard time in the Central Jail here as she could not sleep and was restless at night, a party leader said on Thursday. “Chinnamma could not sleep well and was restless as she had to sleep on the floor in a 10 by 8 feet ordinary cell in the women’s barracks after jail officials denied her request for a mattress,” AIADMK’s Karnataka unit Secretary V Pugazhendhi told reporters. As the trial court denied Sasikala’s demand for some privileges, including home food, she refused to have supper on Wednesday night though she was served two rotis, one ragi ball, 200 gm rice and 150 gm sambar (lentil) like all other inmates. “When Saskiala’s sister-in-law
and co-convict Elavarasi cajoled her to have food in view of her weak health, she took rice with sambar and butter milk,” a jail source told IANS on condition of anonymity. The judge also rejected Sasikala’s request for a special room for prayers and yoga, A-class facilities and an attached toilet-cumbathroom. She was given a plate, a tumbler and a blanket.
Palaniswami sworn in as Tamil Nadu CM Edappadi K Palaniswami, a VK Sasikala loyalist, was on Thursday sworn-in as the Chief Minister of Tamil Nadu, ending the 10day political uncertainty in the state which began with caretaker CM O Panneerselvam’s revolt against the AIADMK general secretary. Palaniswami is the third person to occupy the top post in the last nine months. A vote of confidence would be held on February 18, Tamil Nadu Assembly Secretary Jamaludeen said. Governor C Vidyasagar Rao administered the oath of office and secrecy to 63-year-old Palaniswami, a party veteran from western Tamil Nadu, at the head of a 31-member Cabinet at a ceremony in the Raj Bhavan this evening. The ministers were sworn-in in batches. Palaniswami is the third AIADMK leader to be sworn-in as Chief Minister in the last nine months. AIADMK supremo and Chief Minister

She continued in the post through her grim 74-day battle for life. Panneerselvam later stepped down, paving the way for Sasikala, who was already chosen AIADMK general secretary, to be elected its legislature party leader on February five. However, the usually reticent man Friday of Jayalalithaa rose in rebellion against Sasikala two days later, claiming he was coerced into resigning. He even expressed willingness to become Chief Minister again if the people of Tamil Nadu and AIADMK workers so desired.
Gov’t questions whether ‘Triple talaq’ is protected under right to religion The Centre on Thursday asked the Supreme Court to decide if the practices of “triple talaq”, “nikah halala” and polygamy among Muslims were protected under Article 25(1) of the Constitution that guaranteed fundamental right to religion to citizens. It also asked the top court to consider if right to religion was subject to fundamental rights, particularly right to equality and right to live with human dignity. The question is important as right to religion is often invoked by conservative Muslim groups to justify religious and social practices that have inherent gender bias against women. “Triple talaq” or “talaq-ebiddat” refers to pronouncing the word “talaq” thrice in one sitting, while “nikah halala” permits a man to remarry the woman he divorced only after she has married someone else; the marriage has been consummated with that man and then she has been divorced or
widowed. Polygamy allows a Muslim man to take four wives. Many Muslim women and groups have challenged these practices on the ground that these violated their fundamental right to equality, right to non-discrimination and right to live with human dignity. In a four-point note submitted before a Bench headed by Chief Justice of India JS Khehar, the NDA government wanted the court to decide whether personal law is “law” within the meaning of Article 13(3) of the Constitution that defines “law”. Article 13(2) restrains the state from making any law that takes away or abridges fundamental rights of citizens. If personal law were to be declared “law” within the meaning of Article 13(3), then courts can examine it and declare it or any portion of it unconstitutional for violation of fundamental rights of citizens (read Muslim women).

Russia offers next-gen jet with new engine, design Russia has upgraded its offer to India on reviving the stalled fifth generation fighter aircraft (FGFA) project by putting on table joint design and development of a brand new fighter jet with a new engine. Viktor N Kladov, Director International Cooperation and Regional Policy, Rostec, speaking to a select group of mediapersons on the sidelines of the ongoing 11th Aero-India here, said: “We are talking of new design and jointly developed fifth generation fighter jet. It will have a new engine with fifth generation features.” “We are not talking about the PAK-FA (a Russian built prototype of the FGFA),” Kladov clarified. At present the Russians are flying a plane called the ‘T-50’ built under the PAK-FA (Prospective Airborne Complex of Frontline Aviation) programme. India had some issues with the engine of the T-50. The project has been stalled for the past two years despite India having paid $295 million for a
preliminary design. Kladov said: “We have met Defence Minister Manohar Parrikar yesterday in Bangalore and he has promised to resume negotiations soon.”
Parrrikar had on February 14 said the ministry had constituted a team to look into various aspects of the FGFA and it was likely to submit its report within a month. Kladov said the engine being used on the PAK-FA (T50) was not fifth generation, adding the new jet will not be copy of the T-50.

NFP leader critical of Attorney General’s role as the Minister for Elections
By: Professor Biman Prasad - NFP Leader The Attorney General and Minister for Elections is himself again misinforming the people on this issue. There has NEVER BEEN anything like him in any previous government. The Attorney General cannot run away from the fact that he is the Minister for Elections, and the General Secretary and Registered Officer (one who deals directly on behalf of his party with the Elections Office), for the Fiji First Party. This is what is really unprecedented. The AG’s feeble claim that previous Prime Minister’s were Election Ministers, and therefore his holding of the portfolio is not wrong, is baseless desperation. No other Minister for Elections ever interfered with the Electoral process like the Attorney General. His authority was requested by the previous Electoral Commission to seek independent legal advice. The Commission in its 2014 Annual Report states the Minister for Elections (AG) did not respond to their repeated requests, as evident from the Commission’s Report provided below: Only last week (9th February) in Parliament the Attorney General imputed improper motives against the former Chairman of the Electoral Commission during the debate on the Electoral Bill. He cast aspersions on the former Chairman’s professional judgment when the former Chairman was not there to defend himself. The AG said in Parliament: “...it is completely unprecedented for the Electoral Commission to not get a legal opinion, should they require legal opinion form the Solicitor-General. The Solicitor-General is also an independent office now appointed by the Judicial Services Commission, which is an independent body to get legal opinion. Instead the former Chairman of the Electoral Commission went and brought a legal opinion from outside and from someone who he has done a lot of work with and continues to do so.” This is yet another example of the AG
riding roughshod over people as a publicly compromised Elections Minister, while he concurrently wears the hat of General Secretary and Registered Officer of Fiji First. More importantly, never has there been a Minister for Elections legally empowered by Decrees in their capacity as party leaders. This Minister is required to deal with the Elections Office frequently in his capacity as Registered Officer and General Secretary under both the Political Parties (Registration, Conduct, Funding and Disclosures) Decree and the Electoral Decree. Therefore this is a clear conflict of interest. a) Dedicated portfolio title as “Minister of Elections.” b) Public Commentaries and Opposing the independent Electoral Commission in seeking independent legal counsel in the midst of an election That was the most inappropriate remark to be made in the midst of Fiji’s 2014 General Elections. He, as Minster for Elections, while wearing the hat of Attorney-General (and as General Secretary and Registered Officer of Fiji First) basically urged that the Electoral Commission should have sought the advice of his own official lawyer -- the SolicitorGeneral -- on a dispute that involved the political parties. And that initial case in the High Court, which ruled in favour of the Supervisor, benefitted his own political party – Fiji First -- in the final candidate list. If the Attorney General and Minister for Elections was not trying to interfere in the work of the Electoral Commission through the media, then what exactly was he trying to prove at that critical time? c) Prescriptive Amendments to the Electoral Amendment Bill. The manner in which last week’s electoral amendments were rushed through Parliament, the timing of these amendments and the substance of them left much to be desired. The NFP spoke at length on them in Parliament.
Elderly couple charged with rape The trial date of an elderly couple who allegedly raped a 14-year-old girl in Nasinu in August last year has been set from the 4th to 8th of December, 2017. The 60-year-old man is charged with two counts of rape, one count of indecently annoying a person and one count of sexual assault while his 60-year-old wife is charged with aiding and abetting the offence of rape.
The defence lawyer told the court that they deny the rape charge and will be challenging the parents of the complainant as the matter was reported a week after the alleged incident. High Court Judge Justice Salesi Temo has granted bail to the man while his wife’s bail has been extended. The couple and the 14-year-old girl are neighbours.

It was not an attack. It was an agitation. They attacked us,” he said. “The rest of what happened was a natural reaction.” But leaders of Canada’s Ahmadiyya Muslim community said they were unsettled by Ahmed’s return to Ontario and the apparent lack of a Canadian investigation. Safwan Choudhry, a spokesman for the Ahmadiyya Muslim Jama’at, said someone who had taken part in religious persecution in another country “should not have safe haven in Canada.” In a Twitter post following the incident, the Canadian High Commission in Islamabad commended the government of Punjab “for undertaking to hold mob leaders in Chakwal to account.” But it is unclear what, if anything, Canadian authorities are doing themselves. Upon his return to Toronto’s Pearson airport, Ahmed was questioned “and they were satisfied and said that I can go,” he told the Post. “And then CSIS (the Canadian Security Intelligence Service) came and asked me questions and they said, ‘Okay, no problem.’” Global Affairs Canada referred questions to the RCMP, which declined to comment, as did Peel Regional Police. The High Commission of Pakistan in Ottawa said it was “premature to fix the responsibility” until the police investigation was complete. “Rest assured, we have rule of law in Pakistan and all those individuals who are responsible for the incident will be taken to task with the due process of law,” said Nadeem Kiani, the press secretary. The incident is rooted in the persecution of Ahmadiyya Muslims, who are prohibited
by Pakistani law from identifying as Muslims and, like Shiias and Christians, are subjected to attacks. According to Ahmed, the mosque in Dulmial village, about 150 kilometres south of Islamabad, was built in the 1800s and “occupied” by Ahmadiyyas in 1996. A court dispute over ownership of the mosque remains unresolved, he said. Last December, Ahmed said he was in the village as it was preparing for a procession marking the birthday of the Muslim prophet Muhammad. “I was not the organizer of this procession,” he said. He said the procession route was to pass by the Ahmadiyya mosque and there was talk of a protest. As “a high-profile person in good books” because of his community work, the locals consulted him and he suggested they write to the authorities. The resulting petition, signed by 580 villagers, spoke of “extreme measures” unless police took action to remove the Ahmadiyyas from the mosque. Ahmed’s signature was among the first on the petition. The Ahmadiyya community, meanwhile, wrote to the district authorities on Dec. 5 to ask for additional security, warning that locals had “incited to violence” and talked about taking “forcible possession” of the mosque. Prior to the procession, Ahmed said, an announcement on the village loudspeaker system told people not to bring weapons. Once the group had reached the mosque, they asked police to seal the building and remove the Ahmadiyyas. Dawn reported the Senate Committee on Human Rights had recommended the government take up Ahmed’s case with Canadian officials and seek his extradition. But Canada does not have an extradition treaty with Pakistan.

Devotees gather at the shrine of the revered Sufi saint every Thursday to participate in a dhamaal and prayers. It was learnt later that they had gone to discuss the election strategy with Doda whom they had supported in the 2012 Vidhan Sabha elections, which he had unsuccessfully contested as an Independent.

He was brought to Bathinda on remand and, subsequently, admitted to a private hospital in Mohali. Bhangoo has been admitted to the hospital for almost eight months. He allegedly enjoys a special status in the hospital. The hospital discharged him twice. It even wrote to the Bathinda jail for transferring him back to the jail. But as per jail records, he developed some problem while being discharged and was re-admitted twice. Hundreds of duped investors protested several times outside the hospital. Four jail guards and a team of bouncers keep a roundthe-clock vigil at him in a special room of the hospital.
All’s well with EVM security in Jalandhar After visiting strong rooms here today, a team of the Election C o m m i s s i o n (EC) termed the arrangements for the security of EVMs satisfactory. The team comprised Himachal Pradesh Chief Electoral Officer (CEO) Naresh Chauhan and Additional CEO of the National Capital Territory (NCT), Delhi, Rajesh Kumar. They said the EVMs were secure. “We are satisfied with the arrangements made by Returning Officers, the District Electoral Officer (DEO) and district administration. We met the representatives of all parties as well. They have no complaints about EVMs’ security,” Chauhan said. The team visited the strong rooms at Patwar School and Sports College here. On February 7, AAP’s Dakha candidate HS Phoolka had alleged that EVMs stored in Jalandhar strong rooms were not secure. Party activists pitched a tent outside the strong room at Patwar School the next day. They also met Deputy
Commissioner (DC) KK Yadav, requesting him to keep a watch on
the strong rooms. Subsequently, AAP activists demanded live feed of CCTV cameras near the strong rooms and special permission cards for their volunteers to keep vigil outside the strong rooms. Their demand was met. Yadav said, “There were no major concerns in the city. All candidates have expressed satisfaction with the security arrangements for EVMs.” On Wednesday, the team visited Patiala in view of AAP alleging foul play in the shifting of EVMs from the Government College for Physical Education. Can a film be declared a HIT by fake numbers?
Every week trade experts give their verdict and declare a film a hit or a flop, there are also films that fall in the bracket of average earners. Recently the Kaabil and Raees clash was declared as a success for both these films by trade pundits. Every Friday a film comes out and its box office verdict is sealed by Monday. On what basis is a film declared a commercial success in today’s time? An industry expert Akshaye Rathi answers some valid and important questions. Akshaye, how is a film declared a HIT in today’s time? In terms of the actuals, if you want to judge by the real barometers for a hit or a flop, then it is very simple – the returns on investment. If you spend Rs 10 crore to make a film and Rs 5 crore for the publicity and advertising cost, then your total landed cost is Rs 15 crore. And if through your revenues, you do a business of more than Rs 15 crore and you have a profit, then the film is a hit. If your cost of production plus your publicity and advertising cost plus the distribution cost that you spend is more than your revenue, then it is a flop. So what is a profit making film in today’s scenario? A film with a positive return of investment is a profit making one, period! Do you think a third party company for providing accurate box office figures like a Rentrak or a comScore will help get some authenticity and transparency in the Indian market? It certainly can, but the application of Rentrak on particular films will ultimately be permitted by the producers. And unless they do that, there is nobody who can help. In fact, nobody is ready to take Rentrak on board coz they don’t want transparency. They want to create a perception about shit films being hit films and it is about massaging egos more than being realistic and truthful. It is a bit

Achi nahi hai (No, the film has just earned Rs x crore till now, so I don’t think it is that great).” So without seeing the film, people pass a judgment based on these collections, which is not good. I think all the producers need to take an initiative to stop giving these figures. The figures are for the trade, while the movies are for the audience to consume. Does this ploy of inflating figures also affect the industry in an adverse manner?
By creating this kind of perception around films being hit while they are not, producers are digging their own graves coz they are letting these stars believe that their films are hit, while they are not. And the more you try to build a perception of a film being a hit, the more people will run behind the star to sign them for insane amounts of money, that they actually don’t even deserve. Ultimately, this is not good for the health of the film. An actor who cannot get you an opening of more than Rs 5 crore, cannot be paid Rs 10 crore.

The Ghazi Attack: This war film shines with exemplary performances by its eclectic cast When someone tries to tell you. story you haven’t heard before, it catches your attention instantly. The Ghazi Attack starring Kay Kay Menon, Rana Daggubati, Atul Kulkarni and Taapsee Pannu is one such film. Right from the posters to its trailer, the movie had everyone intrigued, as this was not only an unknown tale but also the first submarine based war film. So did The Ghazi Attack live up to all that buzz around it? Let’s find out The Ghazi Attack is a true story based on the mysterious events that took place just before the 1971 Indo-Pak war broke out. PNS Ghazi had set out to destroy the one and only Indian aircraft carrier – INS Vikrant. That’s when S-21, another submarine was sent out to stop Ghazi. It was a classified mission that no one knew of. While Indian Navy has claimed to have destroyed to PNS Ghazi, Pakistan Navy believe the PNS Ghazi exploded as it collided with its own landmines. Till date, the truth remains hidden. The cinematography effortlessly transports you to that time period when this classified mission took place. It’s almost as if you are inside the S-21 submarine and fighting the
war yourself. The director convinces you of the magnitude of the story, makes you feel its impact just like PNS Ghazi felt it when S21 launched a torpedo at it. The director has paid
was here to tell a story and not beat around the bush. The little additions the director made to make this seem more a film, less a documentary, added to story and didn’t seem
special attention to the minute details, like the knobs on the engine, document papers, the surge of waves when a torpedo is launched, pipe bursts when one part of the submarine gets hit by a landmine. The scene where S21 gets hit by the land mine actually makes you reach out to the screen, it’s so real, you wish to stop it yourself. The attack and the counter attack was fast paced and gripping. Sankalp was clear, he
forced. Also, each attack by both submarines was explained well without making it seem like a classroom lesson. Coming to the characters, Kay Kay Menon’s role was most interesting. Beneath all that bravado and cheekiness, there was a broken father who never forgot his son’s death. His character was subtly layered, and each layer came out in the open as the movie progressed. Rana Daggubati’s character rose to the
occasion in the second half, displaying his bravery at the right time. Atul Kulkarni was prefect in his part, calm when he had to be, aggressive when it was needed. He added valuably to the team on the ship. At every tense or anxious moment in the story, the background score made its presence felt reflecting our own feelings. Apart from story and the characters keep us, one couldn’t help feel wistful on watching the late actor Om Puri on screen. His scenes triggered a bitter-sweet memory, for us fans. All in all, it was a story well told with breathtaking visuals. Right from the lead cast – Rana, Atul, Kay Kay to even the submarine engine drivers, everyone had a role to play but for Taapsee Pannu. Her character was a complete waste, as she was rescued out of nowhere and conveniently happened to be a doctor. She may have just had four dialogues. The story would have been the same with or without her. No difference. While Rana’s persona was impressive, his voice was a major put off. At certain instances, his body language and his voice weren’t in sync. While the story was interesting, certain sequences in the end dampened the impact of the movie. The Pakistani Captain’s plans conveniently went wrong and that fizzled out the victory to an extent. If you want to see an inspiring story into which great effort has been put in to make it as real as possible, The Ghazi Attack is definitely for you. Also, there’s Kay Kay Menon.

10 Secret Tips For Weight Loss That We Followed 1. Before starting to diet, a crucial thing to remember is that while dieting you have to eat a nutritious and balanced diet. It simply means that no matter how much less food you consume in a day, it must contain food from all the food groups – whole grains, proteins, vegetables and fruits and dairy in the right proportion. 2. Dieting does not have to be boring. You can choose any regular food that you enjoy eating and make it healthier. For e.g: If you enjoy dosas, try to make dosa with healthier ingredients like oats or ragi. 3. Portion Control is the secret. Irrespective of the food you choose, have a strict control over the portion you eat. 4. Try to restrict your calorie intake to 1200-1500 calories per day. THE vast Film City studio in Goregaon is known to allow filmmakers to mount their films on a huge scale. Currently, it houses two massive sets — one for Sanjay Leela Bhansali’s Padmavati and the other, for Farhan Akhtar-starrer Lucknow Central — starkly different in appearance, but matching in terms of size. The common factor between the structures is one man, art director Amit Ray, who has erected the larger-than-life sets with able support from design partner, Subrata Chakraborty. When Ray was signed up for Lucknow Central, little did he know that he had to recreate the Lucknow jail on such a huge landscape. But, he took it up as a challenge. ‘This is going to be interesting’, he told himself before taking to the drawing board. A great amount of research went into recreating a jail. Says Ray, “Nikhil Advani (producer) said he wants to make the jail look huge and scary. We have recreated the jail on about two acres. I used a lot of references. So much so that it felt like going back to school. Along with Subrata, we visited a lot of jails in India as well as abroad as part of research. Then we started with the layout, drawings and fashioned a few 3D models.” It took around three months to build the set from scratch. “A lot of technicians doubted us. The biggest

Today, when I look back, I feel really happy that our efforts have paid off. Whoever has seen the set has been complimenting us for the precision and detailing,” Ray proudly says. The production designer, who along with Subrata has also worked on films like Udta Punjab (2016), Haider (2014), Talvar (2015) and Matru Ki Bijlee Ka Mandola (2013), explains his aim is always on lending an authentic tone to a film. “We always try to serve a different dish. Now, I am juggling Padmavati and Lucknow Central, which are poles apart, but we don’t get confused. It is our 15-year experience in this industry that helps us breathe life into art,” he adds.

Density without towers? Vancouver architect says yes If Vancouver wants to introduce more density into the city, one architect says it can be done without transforming the city into an endless row of high-rise towers. Many experts have called for more density in the city to make it easier to build up transit
and concentrate other services, increase sustainability and build more community. Michael Geller, an architect and adjunct professor at Simon Fraser University, says building towers has become “a bit of a tradition” in Vancouver, particularly in the West End. But the city could learn from some new projects in Europe which are prioritizing lower rise buildings while still achieving high levels of density, he says. “I’ve been struck by some of their brandnew planned communities … The buildings tend to be less than 10 storeys.” Geller says the cleverly designed developments present a middle ground
between single-family housing and highrise towers. “When you put a high-rise on a major street next to a single-family house — like Venables and Commercial where the rest of the development is three or four storey scale — I think people are uncomfortable with the juxtaposition.” Instead Vancouver should build more mid-rise buildings, he says, and make better use of lots by building homes closer together and to the end of the lot lines. He said even though these low to mid-rise buildings won’t achieve the very high densities of high towers in a concentrated area, overall across the city they could achieve much higher densities. And even though it is not always as lucrative for developers to build smaller buildings on the same parcel of land, Geller said new architects and clever design will push developers in that direction. “You can’t help but be inspired,” he says. “You are going to see more of these buildings being built because they’re going to be built in locations where you can’t get approval to build high-rises given current community attitudes.” Geller is giving a lecture on highdensity housing tonight, Feb. 15, at SFU Vancouver Harbour Centre at 7 p.m.

You want to be the king or queen of your own castle. But how do you conquer this daunting feat, given that in big cities, socalled starter castles can cost more than $1-million? To help you navigate one of the largest purchases you’ll ever make in your life, here are some answers to commonly asked questions for first-time home buyers. How do I know if I’m money-ready to be a home owner? Look at your lifestyle and ask yourself, “Am I ready to commit?” Do you have stable income and can you plant roots for a few years? “With the transactional costs of real estate, you have to stay put for five years to make up your money,” says 31-yearold Sean Cooper, who paid off his $450,000 mortgage in three years and authored the upcoming book, Burn Your Mortgage. Next, crunch some numbers to determine if you can afford the home you want. The Canada Mortgage and Housing Corporation says your monthly housing costs (mortgage payments, taxes, heating, condo fees, etc.) shouldn’t be more than 32 per cent of your gross monthly income. Use mortgage payment calculators. Ask other homeowners how much owning their homes cost. And don’t forget to add in the closing costs. “A lot of people assume that renting costs the same amount monthly as owning a house but that’s not true,” Cooper says. “Home ownership costs come with a lot more expenses such as home insurance, repairs and maintenance. A good rule of thumb is to budget 1 to 3 per cent of the purchase price of per year to repair and maintenance.” How the heck do I amass a down payment? “Beg your mom and dad,” says James Laird, president of Broker of Record. “We’re seeing that family members are willing to help.” Millennials were 47 per cent more likely than generation Xers to have received help from family for a down payment on their first home, according to a recent RateHub report. For those who don’t have that option, it’s going to take sacrifice and hustling. See if your parents will allow you to move home temporarily — almost 40 per cent of Millennials have moved back home at some point, a TD survey says — or if you can downgrade your living expenses, for example, by finding a roommate. Do what you can to boost your income and your savings, whether that’s reducing spending or negotiating for a raise or working that side hustle. Also, under the home buyers’ plan, firsttime home buyers can take $25,000 out of their registered retirement savings plan and pay it back over the next 15 years without incurring any penalty. For a couple that means $50,000. Should I wait and save up 20 per cent or just put down the minimum 5 per cent? Buyers who put down less than 20 per cent must purchase mortgage default insurance;

You then run the risk of being priced out of the market if prices continue to rise. “If you’re looking at [waiting] years, then it may not make sense,” McAllister adds. “[The insurance] is not a cost that you often feel because it’s rolled into your mortgage.” What are my borrowing options? “Do your research and compare your rates online,” McAllister says. “Even doing that research ahead of time and bringing that number to your bank and asking if they can match it, is also very prudent. You don’t want to take the first offer.” Shopping can be complicated so consider getting a mortgage broker — an intermediary who is connected to multiple lenders and who shops around for the best deal for you (they are paid a finders fee from the lender), she says. Vancouver-based online lender Mogo recently unveiled a mortgage platform geared to Millennials; the digital dashboard walks users through the process and allows them to apply for a mortgage online. “The application takes four minutes,” says Chantel Chapman, a credit expert and financial fitness coach with Mogo. “It’s all about the experience with a mortgage specialist and the convenience of doing it online.” When you’re shopping for a mortgage, don’t just look at rates. Look at the penalties if you end up breaking your mortgage and check out pre-payment privileges such as being able to make lump sum payments, increase your payments and double up on payments. The house that I want is out of my reach. Now what? “People have to manage their expectations,” McAllister says. “The dream of home ownership doesn’t have to be equated with a detached house because that can be a stretch in cities like Toronto or Vancouver. People should start looking at different types of homes to fulfill like that dream; town houses and family-friendly condos are good alternatives.” Consider other options such as buying outside of the core or buying with family or friends.

Bank of Montreal economist Doug Porter says Toronto is the midst of a housing bubble, comparing the market to “frothy” levels not seen since the 1980s. “There’s nothing tentative about the red-hot housing market in Toronto and neighbouring areas,” said Porter, in a note out Monday, referring to the 22 per cent price appreciation of existing homes. “An apparent influx of foreign wealth, coupled with recordhigh demand and a shortage of detached properties, are driving the frothiest price increases since the late 1980s. Prices are even accelerating in segments and areas without shortages.” The economist is now predicting a 19 per cent increase in condo prices in the Greater Toronto Area and says to watch for double-digit gains in the Greater Golden Horseshoe. Basically anywhere with a twohour drive — Niagara, Hamilton, Brantford, Guelph — should see a boost in prices. “Admittedly, condo supplies in the GTA are down sharply from prior elevated levels, but a record number of units are now under construction…so why the froth?” asks Porter in his note titled “Look Up in the Sky: It’s a Bird, It’s a Plane…It’s a Toronto Housing Bubble. He notes the rest of the country looks boring next to Toronto although firmer price gains are being recorded in Montreal and Ottawa after a lengthy period of stagnation. He said Alberta is also stabilizing. Porter predicts “some further softening in Vancouver’s prices” after 33 per cent year over year gains in prices prior to the province imposing a 15 per cent property land transfer tax on foreign buyers in the city. “Many

The actual national average price for homes sold in January 2017 was $470,253, up only 0.2 per cent from a year ago and carried by activity in Toronto and Vancouver, although the latter’s share of national sales activity has diminished considerably over the past year and given it less upward influence on the national average price. Without Greater Toronto and Greater Vancouver, the average price of a home in the country is reduced by almost $120,000 to $351,998. “Canadian homebuyers face some challenges this year, including new mortgage rules that make it harder to qualify for a mortgage and regulatory changes that will push up mortgage financing costs,” said Cliff Iverson, president of CREA.
Economist warns market imbalances are threat to economy in long run Those booming housing markets may make some homeowners rich and provide a short-term boost to the economy, but a Canadian economist is warning about the long-term impact on the country. David Madani, of Capital Economics, said in a report out Friday that while the housing boom supported the economy through the oil shock in 2016, a further deterioration in housing affordability will cost the economy over time. “The abrupt slowdown in Vancouver’s housing market serves as a warning shot. As things stand now, the performance of the economy this year could hinge on the direction of the much larger overheated Toronto housing market,” Madani writes. The report notes that Vancouver home sales have plummeted 40 per cent over the last 12 months and despite mortgage rates remaining very low, house prices are also beginning to drop. “Contrary to the conventional wisdom, there hasn’t been any macroeconomic catalyst or trigger for this abrupt slowdown. The new provincial foreign buyer tax also has little to do with this,” the report states, referring to an additional 15 per cent foreign property transfer tax the province brought in for August, 2016. “The new foreign buyer tax announced by British Columbia’s government in July doesn’t
