South Asian woman dies in Fraser Health emergency room while waiting for treatment A 73-year-old woman spent her final hours of life sitting in a wheelchair in Royal Columbian Hospital’s emergency room waiting for

a treatment bed to open up. Her family says she died an “undignified death” and was not being properly cared for. Surjit Kaur, a mother and grandmother, was taken to the

emergency room on March 6. She was diagnosed with a bladder infection and sent home with a prescription for antibiotics. At home, she began throwing up for several days. Without any improvements after a week, a clinic doctor gave Kaur an urgent care note and sent her to the emergency room. That day, on March 14, Kaur was seen by a doctor in the emergency room at Royal Columbian Hospital. She had her blood taken, and was seated in a wheelchair in the waiting room. “After that, there was nothing. Robin Hood flour banned after reports of E.coli tainting There have been 25 cases of E. coli infections linked to a recalled batch of Robin Hood brand all-purpose flour, the Public Health Agency of Canada says. The flour in 10-kilogram bags was sold in British Columbia, Alberta, Saskatchewan and Manitoba. It was recalled Tuesday by the Canadian Food Inspection Agency (CFIA) after it was determined some of the flour was contaminated with E. coli O121. Police hunting for “South Asian” bank robber

Police are asking for the help of the public in identifying a suspect in several bank robberies across the Lower Mainland in March. On separate occasions three financial institutions were robbed, one took place on March 3 in Surrey, and two more on March 17 in Langley and Abbotsford. A similarly described man is alleged to be the suspect, in all three instances he wrote a robbery note and got away with cash. At all three locations the suspect was caught on surveillance cameras, violence was not used, no employees or clients were hurt. The man is described as possibly South Asian or Filipino, in his 30’s, 5’8, with a medium build, dark beard and moustache, and wearing a black toque, sunglasses, black gloves, black jacket and black pants. Police believe it is the same man in all three incidents. “Collaborating with our policing partners is an essential tool in solving multi-jurisdictional robbery series like this one,” says Surrey RCMP Corporal Scotty Schumann in a news release. “The goal is to identify this suspect quickly with the public’s help and hold him to account for his actions.” Anyone with more information on this suspect is asked to contact one of the following: Surrey RCMP at 604-599-0502, Langley RCMP at 604-532-3200 or Abbotsford Police at 604-859-5225 Crime Stoppers, if they wish to remain anonymous, at 1-800-222-TIPS or www.solvecrime.ca.

They’re part of 291 asylum seekers apprehended by the RCMP in B.C. in the first two months of 2017 — 130 more than Manitoba, where refugees have attracted international coverage. “We have seen a rise in the numbers of people coming, especially families crossing the border,” said Mario Ayala, director of the Inland Refugee Society. “The resources are the same, [but] the needs are growing ... it’s hard for us to help these people properly.” The last year has been a whirlwind for Abdul and his family. Their journey started in their home country of Pakistan, where Abdul admits life was good. “We had good jobs over there, our own house. We had all kinds of happiness,” he said. But the family decided to move to the United States because of political persecution for their liberal beliefs, and say they went through the appropriate channels to obtain American visas. They settled in Brooklyn, their son started going to school, and soon Abdul’s wife had another son; an American citizen. “American people and America is a good country, I like and respect that country,” said Adbul. However, he says shortly after Donald Trump became president, things changed. Trump signed an executive order restricting entry to the United States for travellers from seven predominantly Muslim countries in late January, leading to chaos and confusion at airports across North America. Carbon monoxide poisoning kills Hare-Krishna family in BC Interior The death of a family of four has left the community of Venables Valley in B.C.’s Interior grief-stricken. Harvey Volaine, Melissa Penner and their two sons were found dead in their home south of Ashcroft on Friday afternoon. Volaine’s daughter, Adrienne Volaine, told CBC the deaths were caused by carbon monoxide poisoning, which resulted from a malfunction with the hot water heater in the home. As of noon Monday, the RCMP had handed over its investigation to the B.C. Coroners Service. In an emailed statement, the B.C. Coroners Service confirmed the suspected cause of death as carbon monoxide. It said it expects results from the toxicological examinations to be available later this week. Volaine said investigators have now left the home and it has been returned to the family. Speculation around what happened to the family has caused grief for Adrienne

and her family. “I want everyone to know what happened, so they can stop with the crazy comments, she said. “People are ruthless.”

Adrienne, her partner, their children, Adrienne’s mother and Volaine, Penner and their sons recently returned home from a family trip to Costa Rica. “We all came home together,” Adrienne said. “I just parted ways with them in Vancouver.” Hare Krishna community The community is very rural with no

electricity unless you make it yourself, explained Barbara Roden, the editor of the Ashcroft Cache Creek Journal.She said many of the community members in Venables Valley were part of the Hare Krishna religious community, although she wasn’t sure if the family were also members. David Musterer, a senior member of the Hare Krishna community, says Volaine had been living in the area on and off for 30 years. “They didn’t interact a lot with the community but we’re still a bit of a tight-knit community, so we all knew them,” Musterer said. “It’s very hard to wrap your head around when a whole family is lost like that.” Musterer said the community will be gathering to discuss the tragedy further and will be praying for the family’s welfare. Roden said grief counsellors were brought into the community to help people cope.

Federal budget 2017 fails the middle class By Niels Veldhuis, and Jason Clemens The Fraser Institute In listening to Finance Minister Bill Morneau deliver his government’s 2017 Budget, it’s clearly evident that the minister and his government believe their plan is working. “A year and a half ago, our government set out to deliver the kind of change that would make a real difference for Canadians,” Minister Morneau noted in his speech. “We’ve delivered on behalf of Canadians.” The 2017 Budget is littered with more great rhetoric, boldly noting: “Budget 2017 will help deliver a growing economy that works for every Canadian.” In fact, the 2017 budget mentions “economic growth” 51 times. Sometimes the government claims to “support economic growth,” other times it “delivers economic growth” or “fosters economic growth” and even claims to “accelerate economic growth.” While the government and finance minister talk up

a good game, their own budget actually shows the exact opposite. But don’t believe us. Check it out for yourself. You don’t have to get deep into the budget - Table 1 provides the evidence. There you will find economic growth forecasts for the next five years, 2017 through 2021. You will also find previous forecasts for the same period - those used in the government’s 2016 Budget delivered last March and those used in its 2016 Fall Update. The only thing that’s missing in Table 1 is the original five-year economic growth forecast the Liberals provided in their 2015 Fall Update, just weeks after being elected. So are things actually getting better? Is the government “driving,” “fostering,” “accelerating” economic growth? Well, in its 2015 Fall Update the Liberals forecasted average economic growth of 2.1 per cent over the next five years (20162020). Just months later, 2016 Budget cut average growth to 1.9 per cent over the

coming five years. Then just a half-year later, the 2016 Fall Update cut average economic growth again, this time to 1.8 per cent over the next five years. And then ... wait for it ... Budget 2017 cuts economic growth further to 1.7 per cent! Now, you might think that reduction in average economic growth from 2.1 per cent to 1.7 isn’t that big of deal. But consider it this way. Since the Liberals’ first forecast in the 2015 Fall Update, expected GDP for 2017 has dropped by $62 billion or $1,700 per Canadian. Add up the reduced GDP expected over the next four years (2017 to 2020) and the result is a staggering $328 billion in lost GDP or nearly $9,000 per Canadian. For an average Canadian family of four, that means a loss of nearly $36,000 in income over a five-year period. The budget is entitled “Building a Stronger Middle Class” but the government’s own projections prove the opposite is actually occurring. - Troy Media

Minhas, who is a registered nurse, said she was shocked her aunt’s vitals were not being monitored in any way, and she was not receiving fluids, after vomiting and having diarrhea for over a week. The family says hospital staff told them they can’t monitor the patient or administer an IV unless the patient is in a treatment bed. There was no bed available for Kaur, and she was left sitting in a chair for hours. Minhas said her cousin had faith in the hospital to treat her aunt properly. “He trusts the system, he trusts the nurses, he trusts the doctors to be doing what they were supposed to be doing, but they weren’t,” Minhas said. At 7:45 p.m., the hospital found a bed for Kaur, but when they went to transfer her, it was too late. She was unresponsive. They tried to resuscitate her for 20 minutes but she ultimately passed away. Minhas says she doesn’t know if better treatment would have saved her aunt, but it could have provided her a more dignified death. “She could’ve died with family around her and all the rituals that we do before somebody dies. She could have died like that if she had been taken care of.” Kaur’s family said Fraser Health has taken responsibility, and promises changes will be implemented to prevent this from happening in the future. But, when Newspaper asked Fraser Health what went wrong, and what those changes would be, they provided this statement:

“We have been working closely with the family, including arranging meetings with clinical staff and administration. We have reviewed the patient’s chart and have shared all of the information related to her care with the family. Unfortunately, this woman was very ill. It is hard to lose a loved one. We are continuing to work with the family to support them through their loss.” Kaur’s family is the fourth to come to Global News after a loved one died after a visit to a Fraser Health Authority emergency room. In September 2016, 27-year-old Kris Biggs arrived at the Surrey Memorial Hospital emergency room with severe chest, back and head pain. Doctors told him it was dehydration and muscle soreness and sent him home, but he died in bed the next day of an undiagnosed aortic dissection. Mary Lou Murphy went to Abbotsford Regional Hospital on Jan. 30, sweating profusely and in considerable pain. After a five-hour wait, she was given a shot of morphine and sent home, Fraser Health said. She died the next day. Just a week later, Balraj Gill took her three-year-old daughter Nimrat to the same hospital with a fever. Gill said she was advised to go home and give her daughter Tylenol. She was rushed back to the hospital the next day after her condition worsened, where she later died. Judy Darcy, the BC NDP health critic, questions how many people have to die before changes are made. “There has been one crisis after another, in one emergency room after another in Fraser Health. We’ve raised this issue repeatedly in the legislature. It’s long overdue that the government stepped in and took responsibility,” Darcy said.

Peter Fassbender criticised for handing out government cheque at his campaign office

A B.C. cabinet minister from Surrey is under fire for handing out government cheques to a local community group from his B.C. Liberal Party campaign office.

Peter Fassbender, minister of community, sport and cultural development, was photographed giving two Government of B.C. cheques, worth a total of $75,000, to the Surrey Newton Rotary Club while in his campaign office March 18. The money was provided in his capacity as minister. But the setting, in Fassbenderâ€™s party campaign office, surrounded by reelection material and large B.C. Liberal signs, is drawing criticism because it makes the taxpayer money look like it comes from the Liberal party and not the province. â€œItâ€™s highly inappropriate and it shows a complete disregard for what British Columbians have done â€” they work hard, pay their tax dollars and see their tax dollars being used for partisan purposes,â€? said Glen Sanford, the B.C. Surrey man killed in head-on collision in Delta A 40-year-old man from Surrey was killed in a head-on collision with a semi-truck in Delta early Wednesday morning. Police were called to the crash between the semi-truck and a sedan on Deltaport Way near Arthur Drive around 2:30 a.m. Delta Fire crews also attended the crash and had to perform CPR on one of the victims. Delta Police said they believe the driver of the sedan was travelling eastbound on Deltaport, when he crossed into the westbound lanes, right into the path of the semi-truck. RCMP find ‘truckloads’ of stolen goods on two Surrey properties Surrey RCMP say they hauled away “truckloads” of allegedly stolen goods and arrested six people after executing warrants on two “problem properties” in Surrey during the month of March. In a statement, police said vehicles, bicycles, licence plates and power tools were among the items seized from from the properties. The first of the premises, in the 14100 block of 83rd Avenue, was searched on March 10. Among the items seized, police said, were eight bikes, power tools and gardening equipment and an Airsoft replica handgun. Police believe the items were stolen during break and enters. The second property, in the 9700 block of 182A Street, was searched March 16 and

resulted in the arrests of four men and two women, according to police. Police said they seized nine vehicles, three motorcycles, trailers, an ATV, stolen licence

plates, “numerous” garage door openers, personal documents, 100 vehicle keys and power tools from that property. Police said the six who were arrested have been released pending further investigation.

BC man detained at US border on warrant for alleged sexual assault of child U.S. Customs and Border Protection detained a 44-year-old Port Coquitlam man Saturday morning, wanted for alleged aggravated sexual assault of a child in Texas. The man was detained at the Peace Arch Border Crossing after a routine inspection revealed the outstanding warrant, C.B.P said in a written release. The man was processed by Customs and Border Protection and then turned over to the Whatcom County Sheriff ’s deputies. Whatcom County undersheriff Jeff Parks said he was

released two days later. The C.B.P says he posted bond and was returned to Canada. The warrant was issued by police in Keller, Texas.

Richmond stops mega homes on farmland Richmond city councillors addressed a longstanding city issue on Monday, voting eight to one in favour of a moratorium on building permit applications for houses on Agricultural Land Reserve. “The time has come. Clearly, there needs to be some kind of restrictions with the permit applications increasing in the last couple of months,” said Mayor Malcom Brodie. Recently, the city rejected a building permit for a 40,000 square-foot home that would fit 21 bedrooms. Out of the 26 building applications that the city received since the start of 2017, 65 per cent of those were for homes over 10,000 square-feet. “We are looking at our farm land being used by huge mansions that have absolutely no relationship to agriculture what so ever and we’re losing the ability to feed ourselves in an era of climate change,” said Coun. Harold Steves. Councillors hope to make more land available for farming by restricting the size

Pakistani man deported for failing to mention terrorist brother in his visa application A Kamloops man was deported to his native Pakistan earlier this month for failing to tell Canadian officials that his brother was an alleged international terrorist charged in an Islamabad hotel bombing. Aitizaz Ud Din Syed, 29, originally came to B.C. in 2013 on a student visa, but had been working at a tech company in Kamloops during the last year. He was arrested in January by the Canada Border Services Agency for misrepresenting information on his visa application almost four years earlier. Syed’s older brother, Ibrar Ud Din Syed, was the alleged mastermind of the September 2008 Marriott Hotel bombing in Islamabad that left 55 dead and hundreds wounded. Al-Qaeda was believed to be behind the deadly attack. There is currently an Interpol warrant for Ibrar Syed’s arrest, although his younger sibling told the Immigration and Refugee Board recently that his brother likely died in an air raid about two years after the hotel bombing. Syed also told the IRB that he didn’t realize he had to list a dead sibling on his visa application, but admitted he later learned he should have done so and didn’t notify authorities at that time. CBSA official Jeffrey Wicharuk told IRB member Trent Cook during a Jan. 6 hearing that the agency had learned of “derogatory information” about Syed from the RCMP and CSIS that might make him inadmissible to Canada on security grounds. He asked for more time to get the

information, which had to be declassified or redacted. Lawyer Antya Schrack said the younger Syed “has never been associated with any terrorist organization.” “He’s not been a member of any political

Patient with internal bleeding kept in hallway at Surrey Memorial “Hallway medicine” in Canada may be nothing new but tell that to the patients experiencing the makeshift emergency care. Karen Sidhu has first-hand knowledge of that experience after being admitted to Surrey Memorial Hospital for internal bleeding last month and spending her entire stay — three days — stuck in the hallway. “We sat in the emergency dept for about six-and-a-half hours,” Sidhu said. “Then they admitted me and I was shocked I was going to be stationed in the hallway along with about 35 other patients.” Sidhu described being put in an area near the paramedic bay with “glowing florescent lights” that were “beating down” on her, not allowing her to sleep. Every time the bay doors opened, she was hit with a blast of cold air. Eventually the long-time Surrey resident took it upon herself to find another area to try to get some rest. Taking her IV pole and finding a few blankets and a pillow, Sidhu settled into the patient family room, which had a couch. “I was freezing,” she said. “I had about seven blankets on me and it still didn’t work.” The next day Sidhu found out a procedure needed to be done to find out where the

bleeding was originating. Following the procedure, which included being put under general anesthetic, Sidhu was returned to the hallway. With strangers walking back and forth constantly, she never felt safe and she felt that performing medical care in the hallway exposed her private, personal information to anyone within earshot. Throughout her Surrey Memorial ordeal, Sidhu never blamed the staff. “Let me emphasize that the staff, the nurses and the doctors are first-class, they are not the problem,” Sidhu said. “The problem here is the fact that I understand that Fraser Health has shutdown 80 acute care beds in Surrey because of a community-based program. I don’t find that acceptable. As a taxpayer in B.C. I feel that we have the right to be treated with dignity and respect.” Following Sidhu’s experience, a letter was sent to staff from the hospital’s administration, which included information about patient volumes in Surrey. 100 The decision to stop using inpatient beds in 95hallways on units and instead put them in emergency departments was made, the letter 75 states, “in the best interest of our patients.” Sidhu could not disagree more with the 25 hospital administration’s reasoning.

Most Canadians get priority surgeries within recommended wait times 0

Three out of four Canadians received a hip or knee replacement, cataract surgery, hipfracture repair or radiation therapy for cancer within the recommended wait times for those priority procedures, researchers say, although there was often a wide degree of variation from one province to another. A report by the Canadian Institute for Health Information (CIHI), released Tuesday, provides a snapshot of patient wait times for five priority medical procedures in 2016 and compares them to data for the previous four years. Overall, wait times for hip fracture repair across the country continued to improve, with the percentage of patients receiving surgery within the 48-hour benchmark increasing to 86 per cent in 2016 from 81 per cent in 2012. Nationally, wait times for joint replacement remained relatively unchanged last year, with 75 per cent of patients receiving hip or knee replacement surgery within the 182-day benchmark. Since 2012, the number of hip replacements rose 22 per cent, while knee replacements went up 18 per cent.

BC Pays a ‘Huge Premium’ for Contracting Out Health Admin When looking at how payments to a private contractor to administer the Medical Service Plan and Pharmacare programs have ballooned, the real comparison should be to

what it would cost the B.C. government to do the work itself, says a former government policy analyst. “It’s a huge, huge premium we’re paying for this, compared to what it would cost if we were doing it in house,” said Don Scott, a retired civil servant who worked for MSP from 1998 to 2004. The Tyee reported in December on a health ministry report that found the cost of the contract with Maximus B.C. Health Inc., signed as part of a post-2001 wave of outsourcing, had grown by 50 per cent over its 10-year term.

When the government and the company entered the deal starting in 2005, it was to have a fixed value of $324 million. “The total value of payments to Maximus over the same term is $489 million, an increase of approximately 50 per cent over the original 10-year cost,” the ministry’s report found. A ministry spokesperson said the cost had increased due to policy and program changes, the implementation of major projects, and the increased risks associated with them. Changes also included implementing new programs, such as the smoking cessation program announced in 2011 to fulfill a promise Premier Christy Clark made during her BC Liberal leadership campaign. Scott said that while it’s damning that the contract has cost so much more than expected, comparing the expense to what the government used to spend to do the work makes the picture appear even worse. According to the Medical Service Commission’s financial statements for the year that ended March 31, 2001, administration cost the government less than $25 million. “They privatized it and it went to almost $40 million overnight,” Scott said. The Tyee reported in 2009 that the annual cost had escalated to $42.1 million by 2008 and $51.2 million by 2009.

Two Burnaby, B.C., men — including the son of notorious former Hells Angel Juel Stanton — are in custody after alleged involvement in a “frenetic” string of armed robberies spanning seven jurisdictions in three weeks. Dillon Juel Stanton, 26, is facing 12 charges: 10 counts of robbery with a firearm, one count of possessing a firearm without a licence and one count of possessing the identity documents of another person, Coquitlam RCMP announced today. Stanton’s father was a well-known Hells Angel, who was gunned down in the yard of his Vancouver home on Aug. 12, 2010, the day of a scheduled court appearance. Also charged is Nicholas Lenard Traviss, 20, who faces 10 counts of robbery with a firearm. The pair were arrested on March 13, shortly after the last armed robbery in the string, said Cpl. Michael McLaughlin of Coquitlam RCMP. “This robbery series was very active, very frenetic,” said McLaughlin. “Just when investigators would start getting their hands on one robbery another one would happen, sometimes in the same day.” Police were worried about escalating criminality and violence in the crimes, though McLaughlin said to his knowledge, no residents were home during the break and enters. Police obtained a search warrant for a storage locker and recovered stolen property from four separate robberies, including cigarettes, vaping supplies, video games, lottery tickets and firearms.

Affordability crisis hits low-income earners hardest There are 60,000 families in pricey Metro Vancouver who spend more than half their income on keeping a roof over their heads, and this shaky financial house of cards puts them at risk of homelessness. Many of these are the working poor, according to a recent Metro Vancouver homelessness report, who not only find their shelter too expensive, but often inadequate due to its condition or size. As the cost of rent and mortgages skyrocketed in the city, the number of households teetering on

the economic edge grew by about 10 per cent between 2001 and 2011 — and the proportion of these households with children jumped by 18 per cent, the region’s housing data book shows. The rent or mortgage payments can’t be missed. So, that leaves many working poor families forced to make ends meet by slashing spending on other necessities. “We pay so much money in rent, there’s not enough left for food each month,” said Martin Fernandez, a single father who relies on a

Burnaby food bank. “To eat chicken, we buy bones (from a butcher) for $2 with a little skin and meat, and make soup.” Rent increases have far outpaced inflation in Vancouver, and the median rent, according to Canada Housing and Mortgage Corporation, is now $1,150 a month for a twobedroom apartment. Asylum seeker who sought sanctuary in Langley church loses fight to clear his name An El Salvadoran asylum seeker who became a permanent Canadian resident after spending two years in sanctuary in a British Columbia church is looking to the Supreme Court of Canada to clear his “tarnished” name following another legal loss. Writing for a three-judge panel, Justice Mark Noel of the Federal Appeal Court scuttled Jose Figueroa’s most recent court bid to receive a certificate from Canada’s minister of foreign affairs declaring that the man is not a terrorist. “I am still in the process of evaluating the steps that I need to be taking in the near future, but for certain … I do need to take this to the Supreme Court,” Figueroa, 50, said in an interview on Tuesday. Quebec is a bad model when it comes to child care A new report from the Fraser Institute suggests Quebec’s universal daycare system is expensive, has long wait times and produces poorer developmental outcomes for children. The think tank’s report, Quebec’s Daycare Program: A Flawed Policy Model, argues that while advocates of such a program, including some in B.C., point to Quebec as a model for success, the reality is much different. “Some of the claims made to support it — that it pays for itself, eliminates wait lists and consistently benefits children — aren’t supported by the evidence,” report coauthor Ben Eisen is quoted as saying in an

accompanying media release. The report argues that while a universal daycare program increases labour force participation, the economic benefits from

such increased participation do not offset the costs of daycare, and the “best scenario” still costs the provincial government $1.2 billion annually. It also argues that there is little evidence of cognitive improvement in children in Quebec’s universal daycare system. “Instances of hyperactivity, aggression, and anxiety all increased measurably in the years following Quebec’s policy change. Negative effects on motor and social development were also found.” The report says the “universal” daycare program has tens of thousands of children on waiting lists and recommends governments provide resources “directly to families to help them cover the costs of whatever approach to childcare works best for them.” Sharon Gregson, a $10-a-day child care advocate with the Coalition of Child Care Advocates of B.C., called the report a “weak” attack on the sort of program her group wants to see in this province. “They say we’re basing the $10-a-day plan exclusively on the Quebec experience and we’re somehow claiming Quebec’s child care system is perfect, and that’s simply not true,” she said.

Jim Pattison donates $75M to St. Paul’s Hospital B.C. billionaire Jim Pattison has donated $75 million to the St. Paul’s Hospital Foundation in Vancouver. The St. Paul’s Foundation says the donation

is the largest by a private citizen to a single medical facility in Canadian history. “Jim Pattison’s gift will help us realize an exceptionally rare opportunity to build a major medical and research centre from the ground up,” foundation CEO Dick Vollet said

at the announcement on Tuesday morning. The donation will help build the Jim Pattison Medical Centre, an 18-acre health campus, which will be built near Main Street and Terminal Avenue in East Vancouver. The foundation says the new medical centre will include the new St. Paul’s hospital, the provincial heart centre, the Centre for Heart Lung Innovation, the B.C. Centre for Excellence in HIV/AIDS and other research centres, primary and specialized clinics and facilities for “life sciences industry partners.” “I am proud to donate to St. Paul’s Foundation for a hospital that has been putting people first in our community for more than 120 years,” Pattison is quoted as having said in a media release. “The new Jim Pattison Medical Centre will build on St. Paul’s history of serving British Columbians with excellence and compassion.”

Delta Police investigate early morning shooting The Lower Mainland’s Integrated Homicide Investigation Team says the victim of a early morning stabbing in Surrey, has died. Police were called to a report of a stabbing at a residence in the 17000 block of 57 Avenue at about 6 a.m. Sunday. The man was taken to hospital in serious condition. Police believe the stabbing was the result of an altercation between two people. IHIT said the stabbing was not a random act and its investigators will release more details about the incident on Monday.

Meanwhile in Delta, B.C., a 35-year-old man is in stable condition in hospital after he was shot early Sunday, police say. The shooting occurred in the 11800 block of 88 Avenue around 5 a.m. PT, and appeared to involve two men who knew each other, said Delta police in a statement. The injured man made his own way to hospital with non-life threatening injuries, but police say he is not cooperating with investigators. Police are asking witnesses to contact police.

Filing your first tax return in Canada If you or your family members have recently moved to Canada, you understand the incredible level of change that takes place. Your check list might include: settling into a new neighbourhood, building a network of friends and landing a new job. But there’s another nuance to living in Canada that should be on your list –filing a tax return before April 30th. “Being a newcomer means you are likely new to the routines and requirements of the new country,” said Ivy Chiu, Senior Director, Cultural Markets at RBC. “As you adjust to life in Canada, make sure you plan ahead in your first year and for years ahead. Lean on your community and trusted experts to set you and your family up for success while navigating your way through the changes.” If you are a resident of Canada for part or all of the tax year (January 1 to December 31) , you are required to file a tax return if you have taxable income or would like to claim a refund. Even if you have not received an income, you would still need to file a return to claim benefits that you would be eligible for so ensure you do so by the April 30, 2017 deadline. Here are a few questions you might want to ask your accountant or financial advisor before filing your tax return. Hint: If you have a low income or a simple tax return, you may be eligible for the Community Volunteer Tax Income Program. 1. What income needs to be reported? I still

Be sure to clarify what income (including when you became a resident of Canada and prior) that needs to be reported on your tax return. 3. What benefits and credits am I eligible for? There are lots of benefits and credits available including the Canada Child Benefit for eligible Canadian residents. Find out what credits and benefits you are entitled to and how and when to apply for them. 4. What information do I need to compile to complete my tax return? Be prepared and find out what identification, property ownership details and income information are needed before you file. 5. What tax sheltering options am I eligible for? Be sure to ask what tax sheltering options (i.e. Tax Free Savings Account or Registered Retirement Savings Plan) you are eligible for. The Raptors. The Penguins. The Blue Jays. He wants all the results. The ritual has helped keep the 59-year-old

with bi-polar disorder focused and stable despite the upheaval in his life that came when he was sent back to a country he left as a baby. His Victoria lawyer Peter Golden is still hopeful Van Heest will be allowed to return to B.C. despite a string of convictions for

uttering threats, assault and mischief related to his mental illness. A nine-month sentence he received triggered his removal from Canada. His fate now rests in the hands of Immigration Minister Ahmed Hussen. Van Heest, who doesn’t speak Dutch, is living in a Salvation Army shelter in Amsterdam. “Len, from what I understand, was really scared when he got off that airplane. He was perspiring. He was agitated. The person that (Canada Border Services Agency) said was going to give him a room — a family friend — was in Australia,” Golden said. “Len’s passion and one of the things that has kept him in good shape is that he follows sports. So he phones his mom every morning to get the scores. Part of what has kept his stability for the last few years is this routine.” Van Heest is one of hundreds in B.C. with criminal records deported under stricter rules brought in by the former Conservative government in June 2013.

Convicted ‘swirl face’ sex offender Christopher Neil to live in Vancouver High-risk sex offender Christopher Paul Neil, once known as ‘Swirl face’, has recently been released from prison and plans to live in Vancouver. According to a public notification Sunday by the Corrections Branch of the Ministry of Public Safety and Solicitor General, the 42-year-old former teacher has a pattern of sexual offending behaviour against both pre and early pubescent boys. Neil is subject to close monitoring by authorities and has to follow 18 court-ordered conditions including no contact with minors in person or on the internet. He is also prohibited from possessing or accessing any electronic device or from getting any other person to do so on his behalf. When asked about Neil’s release and plan to live in Vancouver, the VPD’s Const. Jason

Doucette directed all queries to the Parole Board but said: “The VPD will continue to work closely with Corrections Canada to monitor offenders being released into

Vancouver.” Neil has a criminal history, including abduction of a minor, indecent act committed on a minor and accessing and possessing child pornography. He pleaded guilty to five charges in December 2015, including sexual touching and invitation to sexual touching of two Cambodian boys aged nine and 13, possession of child pornography (including some photos of him abusing boys) and accessing child pornography in breach of his parole conditions. B.C. Supreme Court sentenced Neil to 5½ years in prison last June for sexual offences against the Cambodian boys as well as accessing and possessing child pornography. The sentence was reduced to just under 15 months because of time already served. “Mr. Neil is subject to an intensive level of monitoring and supervision in the community. BC Corrections will continue to work closely with the Vancouver Police Department and our partner agencies to monitor and enforce Mr. Neil’s 18 court-ordered conditions, Rose said. “Privacy laws prevent us from providing details beyond those included in the public notification. However, we want the public to be aware of this individual’s presence in the community and to contact authorities if they observe Mr. Neil engaging in any activity that could be considered a violation of his court order. To be clear, any breach of conditions can result in an offender’s return to custody.”

BC envoy says softwood lumber negotiations ‘in the hands of the U.S.’ British Columbia’s softwood trade envoy says there’s a slight opportunity to quickly negotiate a new lumber agreement between Canada and the United States, but if a deal can’t be reached by the summer or fall it could mean a lengthy fight. David Emerson said Wednesday he sensed a chance at a deal but also saw continued turbulence in the administration of President Donald Trump and strong protectionist sentiments in the U.S. Congress after visiting

Washington, D.C., last week.

“My own guess is there is a window of opportunity, late summer or early fall, and if that doesn’t initiate something meaningful in terms of negotiations then I think we’re probably into next year,” he said. “We’re really now in the hands of the U.S. government to see this thing actually get started and discussions get underway,” he added. Emerson said there has not been a formal start to talks, but Canadian officials in Washington and Ottawa are preparing for negotiations. He said he met with David MacNaughton, Canada’s ambassador to the U.S., last week as well as officials at Canada’s embassy and Global Affairs Canada. He said he would rather see the softwood deal, which expired in October 2015, negotiated separately than folded in with talks to renegotiate the North American Free Trade Agreement. “We would be much better off to have a negotiation early rather than later and in that sense, having softwood lumber wrapped up in a big NAFTA negotiation, I think, would cause it to be dragged out for multiple years,” said Emerson. B.C. Forests Minister Steve Thomson said he was in Toronto recently for strategy meetings with federal Natural Resources Minister Jim Carr.

South Asian man faces manslaughter charge in stabbing Gurtarn “Tarn” Sandhu, 27, has been charged with Manslaughter following the death of Jaspreet “Jesse” Dhaliwal, 36, in Cloverdale early Sunday morning (March 26). On Sunday, Surrey RCMP responded to a report of a stabbing around 6 a.m. in the 17000 block of 57th Avenue. When they arrived, they found Dhaliwal suffering wounds received from an edged weapon. Dhaliwal was transported to hospital, but despite all efforts, he succumbed to his injuries. The initial investigation found that the stabbing was a result of an altercation between two individuals, according to Sgt. Duane Honeyman. Sandhu was located at the scene by RCMP, where he was taken into custody. Bombardier under fire for 32.6M US given to executives while taking government cash Bombardier is being slammed for its “sense of entitlement” after awarding $32.6 million US to senior executives even as it laid off thousands of workers and sought government aid. The payout represents an increase of nearly 50 per cent for its top five executives and board chairman, compared with 2015. “At the very least, it demonstrates a rather

incredible sense of entitlement, doesn’t it?,” said David Baskin, president at Baskin Wealth Management, a Bay Street investment management firm. “Here’s a company that basically went begging to the province and the federal government for money, saying that if you don’t give us all this money, we’re going to lay off all these workers.” The federal government issued a $372.5-million loan last month for the CSeries and Global 7000 programs, while the province recently poured $1 billion US into the CSeries program in exchange for a 49.5

per cent stake. The province’s pension fund manager, the Caisse de dépôt, also bought a 30 per cent stake in the company’s railway division for $1.5 billion US. On Thursday, Prime Minister Justin Trudeau stood by his government’s decision to put money into Bombardier. “Investing in Bombardier is a way of ensuring good long-term jobs in the aerospace industry right across the country,” he said at an announcement at a Ford engine plant in Windsor, Ont. Baskin told that, if he was the federal civil servant who negotiated the terms of the agreement with Bombardier, he would have said, “’Please don’t embarrass us by raising your pay by 50 per cent after giving you all this money.’ But I guess nobody thought of that.” Last year, CEO Alain Bellemare got paid $9.5 million US, up from $6.4 million US a year earlier. His annual bonus almost doubled to $2.36 million US. The chief financial officer and heads of business and commercial aircraft, meanwhile, each received more than $4 million US, while the head of the railway division’s compensation increased 93 per cent to $4.7 million US. Bombardier has announced job cuts totalling 14,500 positions worldwide over the

last two years as it tries to regain its financial footing. The company cut its loss to $981 million US last year, down from $5.34 billion US in 2015 despite lower revenues. Michel Nadeau, the head of Quebec’s Institute for Governance of Private and Public Organizations, is also harshly critical of Bombardier. He went even further than Baskin, saying the executives’ salary increases are unacceptable and should be reversed. “I think the Quebec premier and the

president of the Caisse de dépôt should call Bombardier and say, ‘You should cancel these salary increases.’ I think it’s a lack of judgment from the board of directors,” Nadeau told. Bombardier declined a request for an interview, but said in a statement the executive compensation is consistent with what’s seen at other companies. On Thursday, Quebec Premier Philippe Couillard tried to deflect questions about the payout, saying the company and its shareholders are ultimately the ones affected.

Massive $1M gold coin from Canadian Mint stolen in Berlin Coin was listed in Guinness World Records for its purity of 99.999 % gold Berlin police say thieves broke into the German capital’s Bode Museum and made off with a massive 100-kilogram gold coin issued by the Royal Canadian Mint that’s worth millions. Dubbed the “Big Maple Leaf ” and measuring three-centimetres thick with a diameter of 53 centimetres, the coin has a portrait of the Queen on one side and maple leaves on the other. It has a face value of $1 million, but by weight alone it would be worth approximately $4 million US at market prices. The museum, which has one of the largest coin collections in the world, said on its website that the coin has been on loan in its numismatic collection since 2010. It was first issued by the Royal Canadian Mint in May 2007 and was listed in the Guinness Book of Records for its purity: 99.999 per cent gold.

Spokesman Stefen Petersen said thieves apparently entered through a window at about 3:30 a.m. local time on Monday, broke into a cabinet where the coin was kept, and escaped with it before police arrived. A ladder was found by nearby railway tracks.

Royal Canadian Mint spokesman Alex Reeves said the stolen coin does not belong to the mint. After creating the original (which is in storage in Ottawa), the mint manufactured five more that were sold to interested private individuals. The owner of the stolen coin is unknown.

Maxime Bernier says he’d deploy military to stop illegal border crossings Conservative leadership candidate Maxime Bernier says he would dedicate more resources to address the flow of migrants crossing the U.S.-Canada border illegally. And if that doesn’t work, he’d consider temporary measures, including deploying the military to the border. “We’re using the Canadian Forces when we have natural disasters in this country,” Bernier said in an interview. “Let’s use them on a temporary basis in places where these people are crossing the border.” Bernier first made the proposal in a statement earlier Monday after one of his rivals for the leadership, Kevin O’Leary, said in a campaign video and email blast that he’d use the Constitution’s notwithstanding clause to prevent people from using a “loophole” in Canada’s border agreement with the United States to “sneak across the border” and claim refugee status in Canada. Bernier said he’d also consider using the notwithstanding clause, as well as providing “whatever additional resources are required” for the RCMP and the Canada Border Services Agency (CBSA) to respond. “We need to use all the tools that

we have to be sure that our border would be respected, and in the meantime, to fix the loophole in that agreement that we have with the U.S.,” Bernier said. Quebec, Manitoba and British Columbia have been dealing with a surge in asylum seekers skirting legal border crossings to enter Canada from the U.S. since the election of U.S. President Donald Trump, who has promised a crackdown on illegal immigrants in the United States. Canada’s Safe Third Country Agreement with the United States, which was negotiated as part of a border agreement in the wake of the Sept. 11 attacks in the U.S., requires asylum seekers to request refugee protection in the first safe country they arrive in, but only applies at legal border crossings and airports, where ineligible claimants can be denied entry to Canada. But migrants who are intercepted after crossing into Canada at other points are detained, identified and questioned then turned over to CBSA for processing. If they are ineligible for refugee status they could still be removed from Canada — but in the meantime, they have access to some social assistance.

Youth at risk of unemployment with future entry-level jobs replaced by automation A new report is shedding light on how technological trends will affect work in the future, especially for youth. The report released by the Brookfield Institute for Innovation and Entrepreneurship is called Future-proof: Preparing Young Canadians for the Future of Work and focuses on how automation in entry level jobs could change the landscape of the labour force. The Brookfield analysis hopes to help forecast of skills young people may need to land a job and executive director Sean Mullin says although he’s optimistic about the long term future, the immediate implications could cause unemployment rates to rise dramatically. “That’s why we’re trying to get ahead of this and saying what can we do, so that youth in particular going through our education system are going to have a basket of skills to inoculate themselves as much as possible against that kind of potential future,” Mullin said.

Senator Larry Smith elected leader of Senate Conservatives Senator Larry Smith has been elected the new Leader of the Opposition and the Conservative caucus in the Senate. Smith defeated Ontario Senator Linda Frum and Nova Scotia Senator Stephen Greene in the Tuesday vote. Senator David Wells was elected Conservative Senate Caucus Chair. Smith is the former commissioner of the

Canadian Football League and president of the Montreal Allouettes. He was appointed in December 2010 by prime minister Stephen Harper to fill a Senate vacancy in Quebec. In the federal election later that year, Smith ran for a seat in the House of Commons in a Montreal riding and lost. He sparked some controversy when he lamented the cut in pay he experienced moving from the CFL to the Red Chamber. Smith takes over the Conservative caucus as it navigates Prime Minister Justin Trudeau’s

reforms to the Senate. Independent Senators became the plurality in the Red Chamber after the Trudeau government’s round of Senate appointments in November 2016. Conservatives still have the second-largest bloc of representatives in the upper chamber. Smith introduced an amendment to the Liberal budget bill last November that would have changed the government’s middle class tax plan. The move was ruled out of order; it’s rare for the unelected Senate to try to modify a spending bill. Brad Smith, the senator’s son and a television personality who has appeared on the Canadian versions of The Bachelor and Chopped, tweeted a congratulatory message for his dad. Smith replaces Senator Claude Carignan, who left the post at the end of February. Carignan led the Conservative caucus as government leader in the Senate from 2013 to 2015 and shepherded the caucus through the first two years of Liberal government on the opposition benches. He was critical of Trudeau’s plan to reform the Senate, though he did co-operate with Senate Liberals to allow non-aligned senators to take seats on committees.

‘I welcome a dust-off’ of NAFTA, says Bank of Canada’s Stephen Poloz Bank of Canada governor Stephen Poloz said Tuesday there could be room to improve the North American Free Trade Agreement. He was speaking after a speech in which he praised free trade, foreign investment, and immigration as cornerstones of the Canadian economy throughout history. “There are things in NAFTA that are incomplete,” said Poloz, responding to an audience question after the speech. “Softwood lumber is not in NAFTA, the rules of origin are pretty complicated, and so on. So there may be things to be done to improve NAFTA, so I welcome a dust-off, if you like, of NAFTA in that basic sense.” Although Poloz didn’t explicitly refer to U.S. President Donald Trump’s protectionist vows to renegotiate the free trade agreement, he argued in favour of NAFTA and free trade in his prepared remarks. “Many Canadians resisted continental free trade, fearing job losses, the possible loss of our health care system, and a general loss of Canadian economic or even political sovereignty,” said Poloz, according to the text of his speech, which is available online. “None of these concerns have come to pass, although heightened competition did result in job losses in some sectors. But these losses were more than offset by gains in other areas, and consumers have continued to benefit from lower prices and increased purchasing power as most tariffs were eliminated.” In response to another audience question, Poloz argued that people may be losing sight

of the benefits of free trade as protectionism gains political traction around the world. “Certainly, I think that whenever there is a tendency towards protectionism, it’s often the case that people just forget the benefits of openness. The fact that we have free trade agreements in place may mean you pay, say, 30 per cent less for a garment than you would if there wasn’t a free trade agreement in place,” said Poloz.

“But that was a long time ago, and it’s just become part of your baseline, and you don’t really think about it much. But if we were to reverse that tomorrow, it would be a huge impact on your well-being. Say you had to pay 20 per cent more for every article of clothing that you bought. Well, that would be a significant hit to your spending power.” “History tells us that [trade protectionism] is not a recipe for progress,” said Poloz. In his speech, delivered to university students and alumni at Durham College in Poloz’s hometown of Oshawa, Ont., the Bank of Canada governor argued that free trade, foreign investment and immigration all played critical roles in building Canada’s economy throughout history.

by the Bangladesh government - the backdrop of which is the Bangladesh Liberation War. This game and its precursor ‘Heroes of 71’ have been downloaded a little over 40 lakh times with more than 25 lakh of those downloads from out of Bangladesh, the country’s The Daily Star newspaper reported last week. It’s a bonafide hit. How could it not be? A classic ‘good vs. evil’, ‘underdog vs. bully’ narrative with a massive dose of feelgood patriotism - and the chance to blow up some enemies - okay, Pakistanis - along the way.

There are 30 pools in Afghanistan, only one that welcomes girls — and it is facing militant threats for doing so. Nevertheless a handful are diving in, pioneers racing to achieve Olympic glory in Tokyo. The story of the 25-year-old coach and head of the Women’s Swimming Committee, Elena Saboori, epitomises the struggle to swim in a conservative, conflict-plagued country that largely opposes women taking part in sports. A woman friend first took her for swimming, but after that she taught herself by downloading videos and practicing in the pool in Kabul. “I was afraid of drowning, but that’s when I thought I’d become a coach, because girls do not know how to swim here,” said Saboori, an economics student. Saboori

said that she had been advised to stay away from the pool after violent threats were made for allowing her team to train there. “I know that I have broken a taboo. I took a big risk by launching this team.” The risks include a burgeoning Taliban insurgency. But Afghanistan’s patriarchal, ultra-conservative society, where many believe women should be veiled and confined to the home, adds another layer of risk. Saboori and her team cannot swim with their backs, arms or thighs exposed. The team is in touch with a Brazilian firm to design swimwear. Until then, they wear tights and black lycra, long-sleeved tops under one-piece swimsuits, with a swimming cap covering their hair.

India, Saarc countries pull up Pakistan, ask it to pay up $7.85 mn for South Asian University

India and six other members of the South Asian Association for Regional Cooperation have pulled up Pakistan, asking it to immediately pay up $7.85 million as its contribution to the South Asian University. Pakistan is the only member of the SAARC which has not yet contributed any amount for running the institution since it started functioning in Delhi in 2010. The external affairs ministry recently briefed a parliamentary panel on the issue and informed that SAU’s governing

board will “review” Pakistan’s “continued participation” in the varsity if the country fails to contribute any amount to institution. The issue was also discussed during the 53rd meeting of the SAARC’s programming committee in Kathmandu early last month. India has so far given $30.37 million as its operational contribution to the varsity. Afghanistan, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka contributed $2.3 million, $4.9 million, $2.3 million, $1.8 million, $2.9 million and $2.9 million respectively.

SC to hear triple talaq petition on May 11

The Opposition Congress and the Left on Thursday staged a walkout from the Lok Sabha in protest against government not heeding to a demand to waive farmers’ loans. Raising the issue during Zero Hour, Congress’ Jyotiraditya Scindia demanded of the government to follow the Congress-led UPA government that waived farmers’ loans to the tune of Rs 71,000 crore. Allaying concerns on the future of Indian IT professionals working in the US, the government today said the US administration had not implemented any policy yet to curb jobs. Minister of External Affairs Sushma Swaraj told the Rajya Sabha that India was closely monitoring developments there. It was also in talks with the Trump administration and US Congressmen. Also addressing members’ concerns about the safety of African students in the country, she said the newly anointed Yogi Adityanath government in UP had been asked to conduct an “impartial” probe into alleged attacks on Nigerian students in the state. The issues— racial attacks on African students in Greater Noida and whether India had recently held any talks with the US over visa restrictions for Indian workers—were raised as a special mention in the Zero Hour and the Question Hour. Responding to concerns expressed by members over the Trump administration’s

attempts to curb H1B visas, the minister said: “I do agree that there is an atmosphere of uncertainty and there is a fear of job losses.” However, “there is no policy announced by them (the US) yet. Four Bills have come up in the (US) Congress on visa restrictions, but no one has been passed yet. We are talking to the US administration and Congressmen,” she said. She said Indian officials were arguing their case with data and reasoning. Indian firms, she said, invested $2 billion in the US between 2011 and 2015 and paid taxes worth $20 billion, while Indian IT professionals contributed $7 billion as social security money. “We are only telling them this is a mutuallybeneficial partnership. If you break this, even you will be at a loss,” she said, adding that Indian IT companies had given direct employment to 1,56,000 Americans and 4.11 lakh supporting jobs and the US recognises their contribution to its economy.

Meerut Muslim councillors refuse to sing national anthem A group of Muslim councillors left the Meerut Municipal Corporation House as soon as other members started singing Vande Mataram, following which a proposal to terminate their membership was passed. The proposal put forth by Mayor Harikant Ahluwalia of the BJP also made it clear that any members opposing Vande Mataram will not be welcome in the House. The Muslim members, however, said they would continue to boycott Vande Mataram “as the Sharia law does not allow them to sing it and that they will move court over the issue, if necessary”. Ahluwalia said: “The seven Muslim councillors of the House had walked out of it on Tuesday when other members started singing the national song. They returned

after some time, but I refused to let them in.” The proposal to terminate their membership was yesterday passed at a board meeting, the Mayor said. He said it was a serious issue and all members, barring Muslim councillors, were sincere about singing “Vande Mataram”. “We will not allow members, who are against the singing of Vande Mataram, to sit in the House, when it assembles next. We will even go to jail, if required, over it.” Councillor Shaahid Abbasi said: “We are being looked at with suspicion even when we are ready to lay down our lives for our country.” Councillors Diwanji Sharif and Arshad Ulla said: “The Sharia law does not accept Vande Mataram. We are ready to quit, but would not sing it.”

This means that on an average 1.3 IPS officers were transferred every single day for five years. It also means that on an average, every IPS officer was transferred six times, points out Thakur. With 20 transfers in five years, Umesh Kumar Srivastava tops the list while Anees Ahmad Ansari with 18 transfers comes a close second. Similarly, Rajendra Prasad Pandey was transferred 17 times and Dilip Kumar 16 times. Five IPS officers, including the recently suspended Himanshu Kumar, were transferred 15 times each.

Another 215 IPS officers were transferred five or more times during this five-year period. Among the least transferred officers was Sanjay Tarde. Shifted to CBCID. he remained there. Similarly, Kamal Saxena, who was transferred as Secretary, Home Department, remained on the post. Among the IPS officers suspended during this period, IG Amitabh Thakur was the only one to have been suspended for 10 months. Most others were reinstated within a few days or months. An IPS officer in Uttar Pradesh is transferred 27.3 times during his career, reveals the RTI reply. IG Pramod Kumar Mishra has been transferred 55 times in his career of 33 years, IG Vijay Kumar Garg 52 times, DIG Umesh Kumar Srivastava and IGRK Swarnkar 51 times and Gopal Lal Meena 50 times. Fifty IPS officers in the UP cadre have been transferred 40 or more times in their career.

Parliament okays Finance Bill, rejects RS objections Parliament today approved the Finance Bill, 2017, subsequent to the Lok Sabha rejecting amendments moved to it by the Upper House and upholding its form it had adopted earlier. This marks the accomplishment of the budgetary exercise for 2017-18. Lok Sabha’s consideration of the amendments was marked by an engaging debate, which was initiated by Congress Whip Deepender Hooda. It was laced by searching questions from the Opposition and combative reply by Union Finance Minister Arun Jaitley. The core of the amendments revolved against changes in income tax and company laws in the Bills, which, the Opposition said, gave powers to taxmen to raid and seize without being accountable. The objection was to lift the ceiling on electoral funding by companies; and to prevent disclosure of identity of benefactor (donor) company and the beneficiary political parties. Winding up the discussion, Jaitley extended “open invitation” to the Opposition to suggest steps to improve transparency in electoral funding. “I am only hearing

RtI applications can be filed verbally The applications under Right to Information (RTI) Act can be filed orally, Minister of State for Personnel Jitendra Singh said on Thursday. Section 6 (1) of the Act provides that where RTI request cannot be made in writing, the Central Public Information Officer (CPIO) or State Public Information Officer (SPIO), as the case may be, shall render all reasonable assistance to the person making the request orally to reduce the same in writing, he said in response to a written reply to a question in Rajya Sabha. The Minister was asked whether the government has taken or proposes to take any measure for acceptance of RTI applications and providing their reply in Braille. The transparency law has provisions for citizens to file RTI request orally but nodal

departments for such matters in both the central and state governments have not yet come out with rules and regulations in this regard, say civil rights activists. “Besides filing RTI requests orally, the law makes it mandatory for the CPIO or SPIO to provide all assistance to a sensorily disabled person in accessing the information is provided under the Act. “But none of the nodal departments for RTI matters at the Centre and in state governments have come out with rules and regulations for this,” said Venkatesh Nayak, who works with Commonwealth Human Rights Initiative, an NGO. Rs 60,000 water bills shock residents The Water Supply and Sanitation Department has issued pending bills in the range of Rs 30,000 to Rs 60,000 to a majority of consumers in 139 towns of the state, leaving them in shock. In several cases, the bills are pending for three to five years. This is so because the department did not issue bills all this while. Legislators have apprised Local Bodies Minister Navjot Singh Sidhu of the situation. He has convened a meeting of officers and MLAs next week. Sidhu told The Tribune, “In certain towns, bills had not been collected for nine to ten months. There are cases where bills accumulated for a long period. The state government has set the ball rolling to tackle the crisis in farm sector in earnest. Apart from asking officials concerned to prepare a proposal to set up Punjab Agriculture Insurance Corporation, the process has also begun to give legal status and restructure the Punjab Farmers Commission. For value addition in farm produce, a proposal is being prepared to set up Agriculture Production Board under the aegis of the PAU, Ludhiana. Sources said that a committee has been set up to evaluate debt in farm sector and to waive it in a planned/phased manner. The committee has been told to submit its report within 60 days. The Agriculture Department has been made a nodal agency for follow up action in this regard. To stop the auction of the land of debt-ridden farmers, a law would be enacted. The department has been told to bring the draft of the Bill in its next meeting with the Chief Minister. With case of Agriculture Insurance Corporation, sources said, the previous government had rejected the Pradhan Mantri Fasal Beema Yojana because its parameters were not suitable for its farmers. Former Chief Minister Parkash Singh Badal had personally requested PM Narendra Modi to amend certain parameters of the scheme but the Centre did not oblige. Convinced of the need to provide insurance cover to the farmers, the government is now preparing a proposal to set up its own corporation. For promoting drip irrigation, the state would give 80 per cent subsidy to the farmers. Likewise, those who would use solar power for operating tube wells and other farm activities would also get 80 per cent subsidy. Provision would also be made to make direct payment of subsidy to farmers. Sources said that legal status was being given to Farmers Commission to make this body effective. Its main job would be to assist the Agriculture Department to improve the productivity at the farm level and to provide guidance for diversification in farm sector. Besides, commission would conduct studies on marketing of various farm products and reforms which could be introduced in the sector.

SAD diverted contingency funds for buildings The financial mess in the state is so acute that even Abstract Contingent (AC) bills — which can be withdrawn only when the permanent advance begins to run short or when a transfer of charge takes place — was commonly used for construction works. It is routinely used for petty expenditures. In its report for 2015-16, the CAG has called the routine practice in the state as ‘misutilisation of funds,’ Jagbans Singh, Principal Accountant General (Audit), said that this phenomenon has never been seen before in any other state in the country. As per the audit report, under the four testchecked major accounts of the government, the state abused the provision of AC bills. Around 36 per cent of the total funds drawn during three years from 2013 to 2016 were through AC bills. Out of that amount around 84 per cent were spent for meeting capital expenditure. As on March 31, 2016, 976 AC bills pertaining to the period from 2002 to 2016 involving Rs2,044 crore remained unadjusted. “It means the government doesn’t know where/how Rs2,000 crore has been spent,” Jagbans Singh explained. He said that many officials who had withdrawn the money have retired and the unsettled accounts are a challenge for the government. The bills of spending under AC need to be submitted within one month but more than 50 per cent bills were unsettled. Punjab Treasury Rules (PTR) require that at the time of withdrawal of funds through AC bills, the heads of contingent expenditure are required to be entered in manuscript in the bill along with full details of the expenditure. Therefore, it is essential to ensure utilisation of such funds for the specific purpose within the stipulated period, but not later than 31 March of that financial year. The performance audit covering the period 2011-16 revealed that shortage of sub-centres and Public Health Centres remained up to 15 per cent and 26 per cent, respectively, during 2011-16 Community Health Centres and Public Health Centres were not equipped with essential infrastructural facilities such as ultrasound, blood storage, safe abortion and prescribed drugs There was an overall shortage up to 62 per cent of medical and paramedical staff against sanctioned strength as well as 100 per cent shortage in some cadres with reference to the Indian Public Health Standards as of March, 2016.

Amnesty International calls for Fiji Times sedition charges to be dropped

Rajesh Kumar, she blamed herself for not being able to be there for her children when the tragic incident claimed the lives of her three daughters at Boca, Labasa. “Kajal, Kreetika, Isha, my babies come back, mummy’s here,” she wailed. “They are only hiding from me in the bush and I know they will come back.” Her husband said they had always made sure to stay with their children. “Friday was the first time for us to leave our

children alone at home because my wife had to go and do some payments while I went to work,” he said. “About 4pm while in town, I told my wife for us to go and finish my tiling work at Macuata House and then head home by 7.30pm. “But while we were working, I received a phone call that my house was on fire and I begged the neighbours to save my children. My wife always stays home with them.” In sharing what transpired that night, Mr Kumar said his son felt the heat and woke his sisters up. “They were all sleeping in our bedroom and my son woke up first and went straight for the door but he could not open it because the padlock was hot,” he said. “Then he ran back to the room to wake his sisters up but they did not wake up and then he ran out of the house because the flames were getting bigger. “We have lost our precious daughters and I still can’t believe they are gone. They are only hiding in the bush waiting for us.” Mr Kumar was discharged from hospital yesterday after he collapsed at the sight of his house on fire.

Chaudhry says NFP will not be part of opposition coalition The National Federation Party (NFP) will be excluded from any further talks on the coalition of opposition political parties. That is the word from Fiji Labour Party (FLP) leader Mahendra Chaudhry, who is spearheading the coalition talks of opposition parties ahead of next year’s general election. Mr Chaudhry said NFP made it clear from its statement yesterday that it would not enter into a coalition with any other party. “So they will be excluded from any further talks. They have made it clear from today’s (yesterday’s) statement that they are not going to be a party to the collation,” Mr Chaudhry said.

He said the NFP’s decision was respected. “They don’t want to be part of the coalition so it’s their decision. One can’t be forced into any coalition arrangement if they don’t want to be a part of it,” Mr Chaudhry said. “That’s where the matter ends as far as they are concerned.” Mr Chaudhry said other parties were working out their own strategies, collectively or individually, as the situation may turn out to be. “They might want to fit in if there is a coalition as a collective strategy or if there is no coalition they will look at it from their own party point of view.”

Amnesty’s New Zealand director Grant Bayldon said the charges are “absolutely outrageous”. “To charge people with sedition for something that’s printed by an outside contributor is extremely heavy handed,” he said. “Amnesty International’s position is that if these people are convicted we will consider them prisoners of conscience.” Mr Bayldon said that “just because something is distasteful doesn’t mean that printing it is criminal and doesn’t mean it’s sedition”. The Fijian Government insists that the ODPP operates outside of their control and therefore the charges are not related to their governance. Mr Bayldon said “regardless of where the charges come from, journalists need to be able to do their work freely and without fear”. When Prime Minister Frank Bainimarama came to power in 2006 through a military coup, he established a regime of heavy media censorship. Officials where appointed to newsrooms to ensure no stories that were critical of the government would be published. The Fiji Times was one of the few news outlets to refuse publication of censored articles, instead choosing to publish blank pages. In 2010, the Government introduced a legislation that imposed further restrictions on the right to freedom of expression. They also limited foreign ownership of Fijian media outlets to 10 per cent — a measure which appeared to single out The Fiji Times, then 90% owned by Rupert Murdoch’s News Limited.

Pak court asks govt to explain detention of Hafi Saeed A Pakistani court has asked the government to explain under what authority it has detained Jamaat-ud-Dawah chief Hafiz Saeed “without a trial”. A Lahore high court’s two-judge bench headed by justice Syed Kazim Raza Shamsi on Monday was hearing a petition of Saeed, his aides - Prof Malik Zafar Iqbal, Abdur Rehman Abid, Qazi Kashif Hussain and Abdullah Ubaid - who had challenged their detention under the anti-terrorism law. After hearing the arguments of advocate AK Dogar, counsel for Saeed, justice Shamsi observed the government should tell about its powers to detain a citizen like Saeed without trial. Referring to an Indian movie wherein Saeed was portrayed as a villain, the judge said the government should see if there is any “international conspiracy” against Pakistani citizens. Dogar concluded his arguments saying the government had detained the JuD leaders without any justification.

Pakistan has agreed to allow former army chief Gen Raheel Sharif to head a Saudi Arabia-led 39-nation Islamic military coalition formed to combat terrorism, according to a media report. This was disclosed by defence minister Khawaja Asif in a programme of private Geo TV. Citing Asif, the channel said official documentation to issue the no-objection certificate (NOC) had not been done but the government has agreed in principle to issue the permission because the Saudi leadership had formally requested through a letter to let Raheel take up the command of the coalition. Asif said he had visited Saudi Arabia for Umrah earlier this year, and had also met officials of the Saudi government. In May, the advisory board of defense ministers of member countries will attend a meeting on the issue, he said, adding the structure of the alliance had not been decided so far. “When General (Retd) Raheel Sharif joins he will define a structure,” he said. In January this year, the defence minister had informed the Senate that the former army chief had not sought an NOC to lead a Saudiled military alliance. Asif had said Raheel had returned to Pakistan after performing Umrah in Saudi Arabia and if he applies for the NOC, then it will be decided according to law. Iran was not included in the grouping which appeared as a vague attempt to forge a Sunni Muslim alliance against Shiite Iran to curtail its influence in Iraq, Syria, Yemen and rest of the Middle East. Pakistan was in an unenviable position as it has good ties with both Iran and Saudi Arabia. It was also not ready to be dragged into the politics of Middle East. Later, Pakistan confirmed its participation in the alliance, but had said that the scope of its participation would be defined after Riyadh shared the details of the coalition it was assembling. According to Saudi Arabia, the alliance is formed to fight ISIS and other militant outfits.

Indian-origin anti-apartheid icon dies South Africa’s revered Indian-origin antiapartheid activist Ahmed Kathrada, who was one of Nelson Mandela’s closest aides in his struggle to end the white minority rule, died in Johanesburg on Tuesday. Kathrada, 87, died at the Donald Gordon Hospital after complications following a brain surgery, his foundation said.

Kathrada, who spent 26 years and 3 months in prison, including 18 years on the infamous Robben Island, was admitted to the hospital on March 4 initially for dehydration but doctors later picked up a clot in his brain which was subsequently removed. After the operation, he had “experienced several health- related setbacks”, the Ahmad Kathrada Foundation said. Kathrada will be buried according to

Muslim religious rights on Wednesday, the foundation said. “This is great loss to the African National Congress (ANC), the broader liberation movement and South Africa as a whole. Internationally, he was staunch in his support for the Palestinian struggle,” Neeshan Balton, Executive Director of the Ahmed Kathrada Foundation, said. “’Kathy’ was an inspiration to millions in different parts of the world.” South African President Jacob Zuma condoled the death of Kathrada, praising him for serving “selflessly throughout his adult life”. He declared a special official funeral for him. Man arrested for attacking woman inside Gurudwara in US Timothy Walter Schmidt (37) has been arrested and charged with attempted rape and assault after he attacked a woman inside a Gurudwara in the US state of Oregon. Schmidt was intoxicated and was walking by the Gurudwara in the Oregon town of Gresham Sunday night. He asked to use a restroom at the Gurudwara and was allowed inside. Naam Shabana â€“ The concept of spinoffs is a novel one in Bollywood which the makers of Baby are trying with Naam Shabana. Taapsee Pannu is the main lead in the movie, while Babyâ€™s original lead Akshay Kumar is seen in an extended cameo. Naam Shabana is directed by Shivam Nair, while Baby director Neeraj Pandey has penned the screenplay and serves as a creative consultant. Hereâ€™s our review of Naam Shabanaâ€Ś Whatâ€™s it about The movie begins three years before the events of Baby, setting the plot around 2011. Indian secret service suffers humiliation when they are unable to catch a dreaded arms dealer, Mikhail, who kills two of their agents. The action moves to Mumbai, where we find Shabana (Taapsee Pannu), a Commerce student who is also a Kudo champion. She is being tracked by this secret agency for some time without her knowledge. One fateful night, during a late night ride with her boyfriend, a group of hooligans accost them and her boyfriend is killed in the process. When Shabana doesnâ€™t find justice for the murder in law, she receives a call from Ranveer (Manoj Bajpayee), one of the senior officers in the secret service. He helps her take revenge on the main killer, while inducting her in his team. Once her vendetta saga is over, she is trained to become a secret agent, and then given her first official mission and that involves assisting Ajay Singh Rajput (Akshay Kumar) to eliminate Mikhail. Whatâ€™s hot The concept of having prequels/spinoffs is alien to Bollywood, and the makers need to be lauded for taking a risky path and offering something new to the audience. Baby was one

The Baby spin-off works only thanks to Taapsee and Akshay

of the most loved movies in 2015, and Taapseeâ€™s track, even though it was a small one, was one of its best parts. We had this curiosity to see more of her character in action, so we welcomed the idea of her having a solo movie. It also helps that Taapsee is a fine actress and she holds the film, well most of it, on her slender but strong shoulders. Of course, she shines in the action sequences, but there is also a scene where she retells her dark past to her boyfriend, where we get to see her emotional side and the actress has nailed it. Akshay Kumar continues his fine form, nailing the role with his dry humour and terrific body language. The dialogues given to both Kumar and Bajpayee are witty and aim to please the frontbenchers (though one dialogue of Manoj Bajpayee deriding our sportsmen could have been avoided). Naam Shabana is one of the rare movies where the second half fares better than the first. There are far more engaging scenes, especially towards the latter part of the movie. The hand to hand action combat is done well, though it needed a little more conviction. The Baby references also work well, most of the times, especially when Anupam Kher makes his entry. Whatâ€™s not Naam Shabana is like two movies rolled into one. While the first half shows how Shabana gets into the secret service program, the second half focuses on the mission in Malaysia. This could not have been a bad thing if the second half hadnâ€™t completely alienated the events of the first half, and even ignoring to some extent, Shabana herself.

Akshay Kumar, who was supposed to be just a cameo, gets to do a lot more than â€˜bahut door se aaya hoon, kuch toh karne do.â€™ In fact,

his presence actually overstays its welcome, distracting the audience from the actual protagonist. Which begs us to ask, why send a rookie like Shabana on such an important mission, when Rajput was enough. Shabana and Rajputâ€™s partnership is not fleshed out well. This leads to our next â€“ why was Ranveer

and his team using their resources to stalk Shabana so much, that it becomes creepy? She is not even that extraordinary in the first place, except that she has the thirst to kill, if the need be. If I was in Shabanaâ€™s place, I would not even have entertained Ranveerâ€™s calls no matter how important info he had. And I would have checked my bathroom for any secret cameras. And also, why was Indiaâ€™s secret service helping a candidate in her revenge killing that they even sent their best officer to help her? They never even bothered to stop her boyfriend from getting killed, when they could have. The screenplay is filled with such loopholes, that we wonder whether it is really written by Neeraj Pandey. Poor Prithviraj is wasted in a badly-written role, that only gives him one scene to shine. Manoj Bajpayee gets sidelined in the second half, after having an overbearing presence in the first. The songs are plain average and a complete hindrance to the narrative, while the editing needed to be much crisper. What to do Watch Naam Shabana purely for Taapsee Pannuâ€™s fine performance and Akshay Kumarâ€™s enjoyable cameo, and also if you loved Baby too much. Just donâ€™t go into theatre expecting another quality stuff like Baby, even if the movie forces us to draw comparisons.

A quick chat with Inderjit Singh Gogoani

nspiration always comes from home but how deeply you get involved with it, that depends on your ideology and hard-work. As a child Inderjit Singh Gogoani would devout a good amount of time reading books along with his siblings, that’s what inspired him to pen down his thoughts since his childhood. “ When I was a kid, technology was not so advanced. The only recreation facility we had was a small library in our house and I would spend hours going through all of them”, told him. His confidence is born out of his knowledge and he would not hesitate to speak in front of crowd. “I would participate in local competitions, sing there or recite a poem or two, and everybody would appreciate me, that would encourage me even more to read, which developed my interest in literature”, told he.

He started his own creations when he was in grade 10 and took essential classes for writing,which added an extra flavor to the creations. His choice of words, command on language and thoughtful ideology makes him stand out in his field. He kept exploring himself and did his PhD in religious studies. “I wanted to explore the area of religion, specially Sikhism and get into the depth of the philosophy”, said Gogoani. His writings mostly reflect the love and

affection Gurbani teaches in regards to other people, religions and culture. “Guru Granth Sahib teaches us to unite everybody, and that is what I am trying to deliver to the community. Guru Granth Sahib itself is comprised of Banis that have links to intellectuals from various religions and culters”, quoted Gogoani. Recently Inderjit Singh Gogoani was spotted in BC. He came here for addressing public in Calgary, Surrey and Abbotsford on teachings of Guru Gobind Singh ji.

“My main concern is to clear out myths in the minds of people and deliver the message of peace”, said he. Inderjit Singh Gogoani is a highly prominent figure in Sikh community, and have done a lot of work doing research on Sikh history.He has done commendable work in the field of writing. He has written 15 books on Fundamental studies, edited around 10 books. He has also made syllabus for Shiromani Gurudwara Prabandhak Committee. At present he is heading the Sikh History and Research Department at Khalsa College Amritsar. - Chhavi Disawar

Kapil CANCELS Shoot In 10 Minutes, Sends Kiku & Raju Back

It happened last night. Kapil is finally experiencing the aftermath of the exit of Sunil Grover, Chandan Prabhakar and Ali Asgar from The Kapil Sharma Show Kapil Sharma has been trying hard to revive The Kapil Sharma Show after the much-loved cast of Sunil Grover, Chandan Prabhakar, Ali Asgar and Sugandha Mishra boycotted the show Kapil brought in standup comedians like Raju Srivastav, Sunil Pal and Ahsaan Qureshi but that did not seem to work. And yesterday night, he summoned Kiku Sharda and Sumona Chakravarti to shoot a few gags. Srivastav was round the corner too. The trio turned up dutifully, with Kiku, who plays Palak on the show, even rescheduling an appearance on the Indian Idol show to make it. The stage was set but the laughter was missing. Instead, gloom seemed to have descended over the place. The camaraderie was missing, so was the fun. A source says, "Bas kuch theek hi nahi lag raha tha. Sab kuch itna alag ho gaya hai yahan pe." And it was clear to Kapil Sharma when he walked on stage to film the gags. The laughter

seemed forced and the comic timing was off. So, within ten minutes, an exasperated Kapil decided to call off the shoot. When we contacted Kiku, he was in no mood to talk and said: â€œWhat rubbish! Why are you asking me about this?â€? We then pointblank asked him if they completed the full episode, to which he said, "Leave me alone. I don't like to talk about my work." Shocking Kiku. You won't talk about your work? Maybe you are the only exception. Actors tell us that they don't talk about their personal life. However, a call to the show's director Sahib said a lot more than the call to Kiku, who let us remind you is too much of a Kapil loyalist; his crew also calls him Kapil's sycophant. Sahib did not deny at all that Kapil called for 'Pack Up' last night after barely 10-15 minutes. "Why don't you call up the production house K9 or Kapil himself to talk on this?" he quipped. When will laughter return to The Kapil Sharma Show? Tonight, Kapil is slated to shoot with Parineeti Chopra and Ayushmann Khuranna. We hope the bubbly Pari (as she is fondly called) manages to cheer up Kapil.

A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

Contracts to buy previously owned U.S. homes jumped to a 10-month high in February, pointing to robust demand for housing ahead of the spring selling season despite higher prices and mortgage rates. The National Association of Realtors said on Wednesday its Pending Home Sales Index, based on contracts signed last month, surged 5.5 percent to 112.3, the highest reading since April. It was also the second best reading since May 2006. Contract signing last month was likely boosted by unseasonably warm temperatures. The gains reversed January’s 2.8 percent drop. Pending home contracts become sales after a month or two, and last month’s surge implied a pickup in home resales after they tumbled 3.7 percent in February. Economists had forecast pending home

There are many stereotypes around the millennial generation, often having to do with selfies — and artisanal everything. But the reality is many in this generation are now young parents who face significant economic challenges as they raise the next generation — and one of the biggest obstacles is finding affordable housing. Shannon Grochowski, 30, and her family of five has struggled for years to find a place that fits their constantly changing needs. They currently rent an older brick home in Langley about an hour from the heart of Vancouver which works for them now, but it’s been a struggle to get there. “I think this is about our fourth home in the past six years just because our family grew,” said Grochowski, who gave birth to their newest addition, Margaret, on Mar. 20. “We would be in a basement suite and that would be too small for us, so then we’d have to upgrade, and then that would be too small for us. We’re just kind of sick of moving.” While their house right now has a good amount of space for the kids to play in, she expects the owners to sell it eventually and they want a place her family can call their own. But she says saving up for a home has been a case of moving one step forward — and two steps back. Unexpected bills are a big setback. “You feel like you’re getting ahead and then something major happens. Recently, our transmission just went on our van, so we had to take all our resources that we had set aside for other things. That repair cost the family $3,000. “I think it’s such a challenge for us because
