South Asian man and his mistress found guilty of bludgeoning his wife to death On Wednesday, Ottawa man Bhupinderpal Gill and his former mistress Gurpreet Ronald were found guilty of first-degree murder in the savage 2014 killing of Gill’s wife. Gill and Ronald were found guilty in the slaying of Jagtar Gill after six days of deliberation by the jury. Entering the trial, the police theory was that Ronald and Gill, secret lovers who worked the same shifts as OC Transpo drivers, conspired and executed the murder plot so they could be together because divorce was not an option. Urbancorp restructuring leaves hundreds of hopeful Toronto homeowners in limbo

Three years ago, Loraine Adal-Salmon, who works in hospital administration, and her husband Anthony Salmon, a medical technologist, pooled their savings and put an $82,000 deposit on a three-storey semidetached house with a finished basement and back yard that Urbancorp Inc. agreed to build them at the site of a decommissioned public school in midtown Toronto. Urbancorp said it would give them the keys to their $810,000 home at the end of 2016. Today their dream, and those of many other homebuyers, lie in ruins. Urbancorp, beset by creditors in Israel and Canada, has filed for protection for some of its properties under the Companies Creditors Arrangement Act, and to restructure other properties under the Bankruptcy and Insolvency Act. Sikh bikers ride 12,000 km, raise $60,000 for cancer charity A group of big-hearted Sikh bikers in Canada have ridden a total of 12,000 kilometres for a noble cause, raising over 60,000 dollars for a Cancer charity. Twenty-four members of the Sikh Motorcycle Club rolled into Surrey, Canada, two weeks after departing for their journey to raise awareness about the devastating diseases. On 13 bikes, the members rode a total of 12,000 kilometres – about 1,200 per day – through British Columbia, Alberta, Manitoba, Ontario and Quebec,

before turning around in Montreal. They completed their tour on Sunday.

Indian rape survivor attacked second time by the same five men A 20-year-old college student was found in the roadside bushes of a small northern Indian city last week, raped and left for dead. In the days afterward, a shocking possibility came to light: Her attackers may be the same five men who had raped her three years earlier but were out on bail. They allegedly raped her again because she had been so steadfast in her case against them. Heinous rape cases periodically find airtime in the Indian news cycle, but the outcry is often muted when the victim belongs to a lower caste. The unnamed

girl in this case is a Dalit, a term used to describe the lowest rungs of India’s caste system. Casteism is

outlawed by India’s constitution, but the practice is widespread, especially in smaller towns and rural areas. The five men whom the girl’s family blames for the rapes belong to the upper castes. Continued on Page 7

Here is why Liberal Gov’t is not helping cool the hot real estate market in Metro Vancouver Now we all know why BC Premier Christie Clark and her finance minister Mike de Jong have had lukewarm responses to helping keep housing prices affordable in Metro Vancouver. In fact, the BC Liberal gov’t has been downright useless as far as helping cool the

overheated market so that local tax pays can buy homes for their families in Metro Vancouver. Some people thought it maybe because neither Clark nor de Jong were elected from Metro Vancouver. But it is probably something else – something like money bring brought in

by the property transfer tax. B.C.’s hot housing market helped the province post a $730 million surplus during the last fiscal year, the province’s finance minister has confirmed. In total the property transfer tax brought in $1.53 billion for the government, $605 million more than budgeted, said de Jong in Victoria this week. That’s an increase of 44 per cent over the previous year, and it all went a long way toward helping the government table the $730 million surplus, he noted. With home sales in Metro Vancouver continuing to climb, de Jong added that so far this year the tax has been a “significant amount” higher than forecasted and new numbers are expected to be released in September. “I have indicated that trend is continuing beyond the levels we thought prudent to plan for,” he said. The tax is charged anytime someone buys or changes the titles on a residential or commercial property in B.C. Exceptions are

made for qualified first-time home-buyers and some transfers within a family. So now you all know why Premier Clark and Finance Minister de Jong are not so helpful in assisting local taxpayers afford homes in Metro Vancouver.

A dozen guns are still unaccounted for after thieves crashed a stolen truck into a Canadian Tire and made off with 15 firearms. Two men and a woman are in police custody in connection with the robbery, which happened in Trail, B.C., on July 20. Police allege the three broke into the store in the early hours of Wednesday morning by ramming it with a large red truck stolen from another nearby business. The entire incident was captured on the store's surveillance cameras. The truck has not yet been located, but police have recovered three of the stolen guns. Police are asking anyone with information on the break-in or the whereabouts of the truck to contact the Trail RCMP detachment or Crime Stoppers.

The money will go toward the organisation’s efforts to fund research, prevention initiatives and assist those fighting cancer. Along the way, the bikers met community members and appeared on local TV and radio stations to share their journey. “Every city they went to—the Sikh community, the non-Sikh communities, everyone was cooperative of them,” club founder Harjinder Singh. “We thought about those kids that are in need that need that money and so that gave us energy and we kept fighting through it,” said rider Charnjit Dhadda. Beyond fighting childhood cancers, the riders had another mission—bringing communities together. “The main purpose of this club was to build a bridge between the mainstream community and us – that the Sikh next door living here is one of us. Second of four accused sentenced in hit-and-run murder case A Surrey manâ€™s drug addiction propelled him into a downward spiral that resulted in his being charged in relation to the killing of an Abbotsford woman, his lawyer said Monday during his sentencing hearing. Sukhpal Johal, 29, previously pleaded guilty to a charge of conspiracy to commit murder in relation to the April 2009 death of Kulwinder Gill, 42, of Abbotsford, and appeared this week in B.C. Supreme Court in New Westminster. An additional charge of accessory after the fact was stayed. The judge, who ruled on Tuesday, agreed with the Crown and defence lawyersâ€™ joint submission that Johal should receive a 10-year jail term. Johal has been in custody since his arrest, and, taking into account double credit for time already served, he will spend another three and a half years in prison. He was also given a lifetime weapons ban. Evidence presented in court was placed under a publication ban, as two other men charged in the case â€“ Gurpreet Atwal, 29, and Kulwinderâ€™s husband, Iqbal Gill, 52, both of Abbotsford â€“ have yet to go to trial, each on a charge of first-degree murder. Atwal is scheduled to go to trial before a jury in September, while Gillâ€™s trial is set for May 2017. A fourth man, Jaspreet Sohi, 31, of Surrey pleaded guilty in October 2015 to a charge of being an accessory to murder after the fact and was sentenced to time served plus one day in jail. A first-degree murder charge was stayed.

The four men were charged in April 2013 â€“ four years after Kulwinderâ€™s death. The publication ban prohibits outlining the role that each man allegedly played in the killing. Kulwinder had been out for a walk with her husband on April 27, 2009, when she was struck by a pickup truck in the rural area of Townshipline and Bell roads, east of Highway 11. Responding officers were flagged down by her husband, who led them to a water-filled ditch, where Gill had been thrown by the impact. A suspect vehicle with signs of damage was seized by police on acreage several blocks away. The incident was initially believed to be a hit-and-run collision, but police soon began investigating it as a suspicious death. At Johalâ€™s sentencing hearing on Monday, defence lawyer Georgia Docolas said the judge should consider Johalâ€™s guilty plea as a mitigating factor in sentencing, because it shows he is remorseful. She said Johalâ€™s rehabilitative efforts he has made during his three years in custody should also be taken into account, as should the â€œrelatively minorâ€? role he played in the crime. Prior to his involvement in Gillâ€™s death, Johal was a â€œlow-level drug dealer and criminalâ€? who was addicted to drugs and associated with â€œnegative peers,â€? Docolas said. She said he had hit â€œrock bottomâ€? around the time of Kulwinderâ€™s death.

Police clear out Burnaby ‘demoviction’ protesters The RCMP arrested several protesters this morning who were occupying an apartment building that was slated for demolition in Burnaby. Natalie Knight says she and the other protesters were asleep when about 20 RCMP

officers smashed a window and came into the building. The group had been protesting socalled demovictions in Burnaby. The development company that owns the building had received a court injunction to

remove the protesters, and police took all seven people out of the building. Knight said three, including herself, were arrested, but she says they were released without being charged after signing an agreement saying they will stay away from the property. Police provided a slightly different version of the events. In a statement Burnaby RCMP said seven people were arrested, but four were released at the scene, and the others were brought to the detachment for processing. The statement said that the protesters will not be required to appear in court as long as they agree to stay away from the properties covered by the injunction. Knight says the protesters will continue calling for an end to the so-called demovictions, which is when tenants are evicted from apartment buildings that provide affordable rental housing so new condo towers can be built.

CRA is cracking down on non-compliance in Canada’s hottest housing markets With the red-hot residential real estate markets of Toronto and Vancouver showing no signs of cooling down, taxpayers need to be aware that the Canada Revenue Agency is paying even closer attention to tax compliance in this sector. While transactions in the Greater Toronto Area have so far been the subject of greater scrutiny, including audits, the CRA has recently been actively monitoring and auditing real estate transactions in British Columbia. In the year ending March 31, 2016, the CRA audited about 1,864 Ontario real estate files and recovered nearly $18 million in income tax and $32 million of GST/HST. In B.C., audits of 339 files resulted in $4.2 million in recovered income tax and $10 million in recovered GST/ HST. The CRA issued nearly $10 million of penalties in 447 of these cases, with the highest penalty being almost $2.5 million. In a recent release, the CRA explained how it addresses non-compliance in the real estate sector using a combination of advanced risk-assessment tools, analytics, leads and third-party data to detect and address what is essentially tax evasion. The CRA then audits the files of taxpayers that it identifies as being high risk. The CRA identified a number of areas of compliance risk in the real estate sector, including: The first concern identified by the CRA is taxpayers who buy a property with funds that may never have been taxed, whether in Canada or abroad. For example, a large down payment

on a home may indicate that the purchaser has unreported income, either earned from legal or illegal sources. This is particularly an issue when the lifestyle of the buyer is incompatible with the income reported on their tax returns. The second common area of concern is flipping, an activity by which some Canadians, including real estate agents, buy and resell homes in a short period for a profit. These could be professional contractors or renovators who rapidly buy and sell real estate for profit (sometimes demolishing or renovating the property), speculators or “shadow flippers.” This latter group are middle investors who buy a property and then, for a profit, assign the right-to-sell clause that is in the contract to another speculator or the final buyer. Flipping is also done by individual renovators who buy real estate, renovate it, and then live in it for a short time before selling so they can claim the principal residence exemption several times in their lifetimes. While real estate flipping isn’t illegal, the money made on real estate flips, including any real estate commissions and appreciation in value, must be reported to the CRA. In its report, the CRA stated that it acquires and analyzes third-party data and has found that some flips are either not being reported at all for tax purposes or are being reported incorrectly. The profits from flipping real estate are generally considered to be fully taxable as business income, as opposed to a capital gain (which is only half taxable).

Tax on sizzling real estate sales boosts BC budget surplus Tax revenue from BC’s sizzling housing market helped the province post a $730 million surplus during the last fiscal year, the province’s finance minister has confirmed.

“It is clear that property transfer tax revenues are up,” said de Jong on Thursday in Victoria. In total the property transfer tax brought in $1.53 billion for the government, $605 million more than budgeted, said de Jong. That’s an increase of 44 per cent over the previous year, and it all went a long way toward helping the government table the $730 million surplus, he noted. With home sales in Metro Vancouver continuing to climb, de Jong added that so far this year the tax has been a “significant amount” higher than forecasted and new numbers are expected to be released in September. “I have indicated that trend is continuing beyond the levels we thought prudent to plan for,” he said. The unpopular tax is charged anytime someone buys or changes the titles on a residential or commercial property in B.C. Exceptions are made for qualified first-time home-buyers and some transfers within a family. The tax rate is one percent on the first $200,000 and two per cent on the remaining value, based on the fair market value of the property at the time of the transfer.

Surrey acts on homeless camp

Surrey bylaw officers, police and city engineering department staff descended on a homeless camp Thursday morning in Whalley. A group of homeless had built a small camp near the 10700-block 135A Street just over a week ago, and the city was called in to clean it up. Surrey Manager of Bylaw Enforcement Jas Rehal told The Leader Thursday the object was not to displace the group, but to move them along temporarily so cleaners could clean human feces from the street. He said it’s his understanding that a growing number of people coming to the area are arriving from neighbouring cities looking for social services. He has instructed staff to deal with the issue sensitively “like you were entering someone’s home.”

Across the province the total value of commercial and residential real estate sold in 2015-16 was $93.67 billion. Of that total residential sales accounted for $79 billion, and commercial sales accounted for $14 billion. The tax windfall has the province contemplating ways to put the money back into the economy targeted at affordability. What those changes are will be announced when MLAs return to Victoria for a rare summer legislative sitting to address both the City of Vancouver’s request for an empty home tax and affordability on the whole.

Cops with coffee bust armed drug dealer It’s an unusual story about a criminal, a coffee shop and a loaded, sawed-off shotgun. A ruling from the B.C. Court of Appeal reveals new details about the arrest of an armed drug dealer outside a popular Prince George coffee shop in November, 2013.

The Tim Hortons was busy with customers, including numerous students from a nearby high school, Two RCMP officers sat drinking coffee and looking out the window. According to court documents, they spotted Jamie Racette, 36, outside on a bike in the parking lot, and noticed a bulge on his back. When Racette started to tie a bandana around his face, the officers approached him. Racette had 42 adult criminal convictions to his name that day, including armed robbery, so he was prohibited from wearing a mask or having a gun. A drug addict, Racette had previously told officials he used to get drugs from gang members in exchange for keeping things “running smoothly at a drug house.” The month before he was arrested in the Tim Hortons parking lot, Racette had sold an undercover RCMP officer half a gram of meth for $60 in a dial-a-dope sting. But he wasn’t

arrested at the time, because the undercover operation was ongoing. Back at the Tim Hortons parking lot, the officers who interrupted their coffee break discovered Racette was wearing a backpack under his vest. Inside the backpack, they found a small amount of m e t h a mp h e t a m i n e , which they seized, a cell phone with text messages about drug sales and a loaded sawed-off shotgun. Racette was arrested, and later pleaded guilty to the two dial-adope offences and gun possession. He was sentenced to a two-year conditional sentence, but the Crown appealed, arguing the principles of denunciation and deterrence required prison time. The appeal court made note of Racette’s “profoundly tragic” upbringing. Racette likely suffered from fetal alcohol problems, the ruling stated. It noted Racette was a foster child by age 4 and started using drugs and alcohol at age 6. By 13, he was in trouble with the law. As an adult, he sold drugs through “unsophisticated, low level dealing” to support his own drug habit. Still, the ruling said the fact Racette brought a loaded, sawed-off shotgun into a public place was “profoundly dangerous misconduct with a tool of his criminal trade.” On appeal, Racette’s original two-year conditional sentence was replaced with a six year prison term, four years with time served.

Government to amend B.C. Human Rights Code to protect gender rights The provincial government plans to table legislation that will explicitly protect gender identity and expression in the B.C. Human Rights Code, Attorney General Suzanne Anton announced Wednesday in Vancouver. “In British Columbia we have a human rights code that ensures no one faces discrimination based on grounds such as race, religion, place of origin, sex, or sexual orientation, amongst others,” she said, adding that everyone is protected under the code. “However, it’s important that they understand they’re protected. Every British Columbian needs to feel protected and have confidence in that protection, no matter their gender identity or expression.” “The proposed changes will specifically include gender identity or expression among the protected grounds of discrimination in British Columbia’s Human Rights Code,” Anton said, adding that this would specifically protect transgender people against discrimination from anyone, including landlords and employers. Anton said the government had planned to introduce a bill to protect transgender rights next spring, but has hastened the process in order to introduce the bill next week when the legislature resumes. Vancouver-West End NDP MLA Spencer Chandra Herbert, who has been trying to have protection for gender identity added to the B.C. Human Rights Code for several years, plans to support the government legislation.

“It’s been a long road, but we’re getting there,” he said in the joint announcement alongside Anton. “We will finally see explicit protections for transgender people in B.C.’s Human

Rights Code and join with most of Canada in ensuring that transgender people know that their rights are protected in law, in name, and right there on the paper,” said Chandra Herbert. Morgane Oger, who chairs the Trans Alliance Society and sits on the BC NDP executive, is thrilled that the B.C. Liberal party has agreed to support the change to the B.C. Human Rights Code. “It’s a good day, a very good day,” she said. “I’m very, very, optimistic that they’ll live up to this and we actually get our human rights bill.” Oger said that now she’s looking forward to taking the struggle for transgender rights “to the next step” and incorporating more gender identity issues into the education system. Seven other provinces also have language that explicitly protects against discrimination based on gender identity or expression.

Pokemon Go player risks electrocution on SkyTrain tracks Metro Vancouver’s Transit Police are warning Pokemon Go players to stay safe, after a player risked electrocution by jumping onto the SkyTrain tracks to capture one of the virtual monsters. Two young men at a downtown station yesterday were on the platform when one suddenly jumped onto the tracks with his phone while the other recorded him on video, say police. “He appeared to be playing the game. He jumped back up on the platform and the two ran out of the station before anyone could intercept them to speak with them,” said Transit Police spokesperson Anne Drennan. “This is of great concern to us. Jumping onto the guideway is extremely dangerous. There is a 600-volt charge on the sides of the tracks and should this young man have touched this area he would have been electrocuted,” said Drennan. The 20-second incident set off sensors that caused a train to emergency brake — putting other travellers at risk of being injured by the abrupt halt, she noted. The incident comes as swarms of Pokemon Go players have been gathering at SkyTrain

and Canada Line platforms as “hotspots” form, said Drennan. The Broadway-City Hall, Aberdeen, Metrotown, Lougheed Main, Surrey Central and Vancouver stations have seen throngs of players with their eyes on their screens tracking footprints to lure or snag the virtual ‘pocket monsters’. Transit officers looking over players shoulders have noticed that many of the monsters the players are seeking in the virtual reality game do pop up on the SkyTrain guideways. Drennan said she is even concerned that players might just wander off a platform because they are so entranced with the game on the screen. “All of the world they are having problems with this type of thing as a character pops up in an unusual place that’s not appropriate — such a cemetery or in our case a place that’s a safety issue.” But Drennan said yesterday’s incident was the first time someone has been spotted jumping down onto the tracks to play the game.

More bees could boost BC blueberries by $20-million says Vancity report A shortage of bees is holding back B.C.’s thriving blueberry industry from its full potential, according to a new report from Vancity. The analysis, authored by bee expert Mark Winston of Simon Fraser University, found blueberries could add up to $20-million more to the BC economy if they were fully pollinated. “There are simply not enough honeybee colonies to accomplish the growing pollination need for blueberries,” said Winston. “We import bees every spring from as far away as Alberta to pollinate, and even that hasn’t been enough.” BC leads the country in blueberry production, growing almost half of all Canadian blueberries, according to government statistics. Overall, BC’s bee colonies have fared well during a time of colony die-offs, with some of the lowest mortality in the world, said Winston. He attributes the relative success to diverse habitats, lower pesticide use and the skills of

local beekeepers. But, that’s still left blueberries in need of more pollinators, he writes in the Vancity report Sweet Deal: The value of bees to British Columbia’s economy. Blueberries require about 20 bee visits per flower, and if they don’t get that, there will be reduced yield and profit for growers due to smaller or misshapen berries, the report states. Wild bees can’t provide that, in part because of pesticide use near farms, said Winston. “Because pesticide use in blueberries is a bit on the high side, there are simply not enough wild bees around to contribute to the pollination,” Winston told. Growers rent honeybee colonies to pollinate their fields, but that’s costly, and the price per hive has risen sharply in the past decade fom $65 in 2006, to between $100 and $150 per hive this year. Bees already contribute close to $500 million to the BC economy, in pollination , honey sales, wax and other services, according to the Vancity report.

A man has died after collapsing on a popular trail on Grouse Mountain. North Vancouver RCMP Corp. Richard de Jong says it happened at around 8 p.m. Wednesday night. The man in his 50s suffered a heart attack at the halfway point of the Grouse Grind trail. Mounties, North Shore Rescue and B.C. Ambulance responded and the man was airlifted off the mountain. RCMP say the man was not transported to hospital and was pronounced dead at the scene. De Jong says the man was from Surrey and his family has been notified.

A pair of Cuban softball players who failed to show up for the Women’s World Softball Championship in Surrey have not had any contact with their team for three days. Tournament spokeswoman Laura Ballance said she notified the RCMP when the women did not arrive for the first game on Sunday and that the Canada Border Services Agency is involved. “It’s complicated because they’re actually on a six-month visitor visa so they technically haven’t done anything wrong,” she said Wednesday. “But they’re not with their team.”

Riot at Burnaby youth detention centre causes fire, extensive damage Windows were broken, equipment was smashed and fires were started during a riot that erupted at the Burnaby youth detention centre. According to the BC Government Employers Union (BCGEU) — the union that represents the facility’s employees — it began around 8:30 p.m. PT on Tuesday. “Several youth inmates in a living unit at the centre started a riot — smashing microwaves, tables, windows, sprinkler heads and more,” said Dean Purdy, chair of the corrections and sheriff services component with the BCGEU. “They then broke into the staff station, smashing the windows and destroying computers, desks, walls and more sprinkler heads.” Purdy says the riot then poured into an adjacent living unit where youth lit several fires. Burnaby RCMP confirmed it was called to the centre last night. A police emergency response team was also deployed.

Purdy said it wasn’t until 2:30 a.m. PT — six hours later — that staff and police were able to get the situation under control. “Tensions have been very high inside the jail. There’s been several assaults on staff and more and more inmates with mental illnesses, “ said Purdy. He adds the closure of the Victoria youth custody centre has led to an increase in prisoners at the Burnaby facility, which has proved challenging for staff to manage. “There needs to be more consequences: our officers do a great job, but they can only do so much when they’re hamstrung on what they can do to enforce the rules and regulations in that jail.” Purdy said the union will be following up with WorkSafeBC as well as the facility’s management. In a statement, The Ministry of Children and Family Development said the safety of staff and residents at the facility are a top priority.

Man dead after collapsing on Grouse Grind A man died from a medical emergency while on the Grouse Grind on Wednesday night. Mike Danks with North Shore Rescue said they received a call from one of their members hiking the trail at the time, who saw the man collapse at the halfway mark. “He actually witnessed the collapse and contacted us right away, as well as 911,” said Danks. North Shore Rescue dispatched an aircraft to fly a medical team to the halfway point on the trail, where they treated the man for about 20

minutes before long-lining him back to the Cap Gate station. RCMP said North Shore Rescue and District of North Vancouver fire crews were able to get the man off the trail at about 8 p.m., but he died at the scene. Danks said the man, in his mid-50s, was hiking with a couple of other people at the time. He said this call was a coordinated response with B.C. Ambulance and the District of North Vancouver Fire services.

Surrey family escapes house fire A Surrey family was forced out of their home by a massive fire that broke out early Thursday morning. Sonny Ghandi, a resident of the neighbourhood, was just coming back from work when he saw the fire tearing through the roof of the house. “I was pulling up to the street ... the house was just fully engulfed,” said Ghandi. “It’s scary. The worst thing that can happen to someone is losing the house to a fire.” Fire crews immediately started attacking the fire after arriving on scene around 4:00 a.m. The flames were already tearing through the roof, and the crew quickly called for more firefighters to battle the massive blaze. “They did good. There was quite a bit of flame from the house impinging on the two

exposures, and we managed to stop that at that time,” said Batt. Chief Richard Ellis. At least five people escaped the house fire unharmed. For several hours a sixth person, who was living in one of the basement suites, was unaccounted for, but fire officials have confirmed everyone is now safe. Smoke and debris from the fire also caused some exterior damage to two adjacent houses, which were evacuated safely. The cause of the fire is currently under investigation, but Ellis believes it may have started in one of the basement suites in the house.

Man pleads guilty to attacks on people linked to BC Justice Institute Families with links to a British Columbia justice training centre were among the targets in the firebombings and shootings of their homes and vehicles by a man who has pleaded guilty to orchestrating the attacks, the Crown told a sentencing hearing Thursday. Vincent Cheung, 43, of Langley, pleaded guilty in B.C. Supreme Court to 18 of 23 counts stemming from the attacks between April 2011 and January 2012. Reading from an agreed statement of facts, Crown lawyer Joe Bellows said the man targeted 15 families throughout the Lower Mainland after tracking down their homes with information obtained from their licence plates. All the victims — including a corrections officer and members of a church group — had a member of their family park at the British Columbia Justice Institute, which offers training for people working in public safety including police officers and firefighters, he said. Bellows said the Crown and defence will jointly ask for sentencing in the range of 10 to 15 years in prison. He said nine witness impact statements on Friday will shed light on what the families endured. “A lot of emotional trauma, a lot of financial

difficulties,” he said outside court. “They were very traumatized. Especially those who were victimized more than once.” Court heard that Cheung hired and directed others, and might have personally participated in the attacks. Most victims were at home and several were sleeping, but nobody was injured or killed, said Bellows. Their safety was not the result of careful planning, “it was simply dumb luck,” he told the court. Video footage played in court showed a firebombing at the home of West Vancouver’s former police chief. Bellows said in one case, a fire was set to the front and back entrances of the home of an elderly woman. Investigators spent four years piecing together the mysterious reign of terror, which at first appeared to involve random victims, court heard. But an email sent to the justice institute in July 2011 drew the connection that concentrated police efforts. Its subject line read, “Stop following people before someone gets hurt.” The email listed nine names and addresses. Eight had been victims of arsons or shootings, court heard.

Drunken ice cream truck driver crashes into ditch in Surrey

Police say they believe the driver of an ice cream truck that ended up in a ditch in Surrey, B.C., may have been impaired. RCMP say officers were called at about 3:45 p.m. PT Thursday afternoon when witnesses saw an ice cream truck driving erratically on 141st Street near 100th Avenue. Staff Sgt. Murray Hedderson said the truck hit several garbage cans along the side of the road before it drove into the ditch. “The driver, a 45-year-old resident of Surrey, was dealt with at the scene,” Hedderson said. “Alcohol is believed to be a factor in this incident.” The driver was examined by paramedics but didn’t have any apparent injuries. Gurpreet Sandhu was at home when the crash happened. “I thought it was just a normal ice cream truck, but then I saw it drive across our grass in our front yard,” he said. “So I thought, OK, something’s up.” By the time Sandhu ran outside, the truck was in the ditch. He claims he could smell alcohol on the driver. “He tried to walk away, but he couldn’t,” he said. “It’s kind of concerning because there are lots of kids around here ... It could have been a lot worse.”

BC mining code strengthened to prevent disasters like Mount Polley Changes to B.C.’s mining code will prevent another disaster like the Mount Polley tailings pond collapse, British Columbia’s Mines Minister Bill Bennett is promising. In August 2014, a massive tailings dam failed at the mine in B.C.’s Cariboo region, sending 24 million cubic metres of mine waste and water into nearby waterways. Critics called it one of the biggest environmental disasters in modern Canadian history, and still warn the recent changes still do not go after companies responsible. But Bennett said the latest revision to the mining code should put many concerns about tailings dams to rest. “What we have done here, and what we’ll do in the next few months will prevent a major accident from happening with a tailings storage facility here in B.C.,” Bennett said at a news conference Wednesday. “I’m absolutely convinced of that.” He said the changes include design standards for tailings storage

facilities tailored to conditions within the province and emphasize public and worker protection. An independent review of the disaster last year concluded that the tailings dam collapsed because the strength and location of clay underneath the dam was not taken into account during original designs. Bennett said the mining code updates can’t guarantee small leaks or spills from tailings facilities, but the changes include conditions and requirements that go beyond normal industry standards. B.C.’s Chief Inspector of Mines Al Hoffman said the changes include seven mining code revisions. Among the changes are requirements in mine permit applications to declare performance objectives that include programs for prediction, identification and management of physical, chemical and other risks associated with tailings facilities and dams.

Delta police investigate after alleged sexual assault of Pokemon Go player A 31-year-old New Westminster, man has been arrested and could face charges after allegedly making sexual advances on a woman with whom he met to play Pokemon Go.

Police in Delta say the 19-yearold woman arranged to meet the man, who was a stranger to her, on another online app to play the popular game, which was just recently released in Canada. They met on July 13 just before

midnight at the Annieville Lions Park in North Delta, says Acting Sgt. Sarah Swallow. “When they met at the park, the man made some unwanted sexual advances,” Swallow said. “She was able to leave the park and reported it to the police.” Police officers went to the park and found him there. He was arrested and is facing a possible sexual assault charge. Swallow says that people meeting up with strangers should take precautions, such as letting someone else know their schedule, when and where they are meeting, when they’re expected to return, and any other pertinent information.

Mayor Hepner hesitant about Fraser Health’s plan for a supervised injection site in Surrey Fraser Health Authority says they are pursuing an “aggressive” strategy to reduce overdoses in the Lower Mainland, including a possible supervised injection site in Surrey. Forty-three overdoses have been reported in Surrey since Friday, but Mayor Linda Hepner says she does not approve of a standalone supervised injection site in her city. “I’m not certain that in the current form that I know of, that that will get a lot of support,” she said. “I think the best prevention is don’t use drugs at all, and anyone who fails to heed that direction should have a narcan kit and not use street drugs alone.” Hepner says a consumption site in an existing facility like a homeless shelter or existing health facility might be more “palatable,” although she did not know specific details of what that might look like. She says she and council will be meeting with Fraser Health in the coming days to discuss ideas. Fraser Health’s plan also includes making the antioverdose drug naloxone and opioid replacement drug Suboxone more available, increasing overdose awareness among drug users and working with

Gill said her store offers suits for $5 to $25 that would normally retail for anywhere between $50 and $300. Located on Scott Road at 94th Avenue, the store is completely non-profit and run by volunteers. All proceeds go to a charity of the volunteers’ choosing — currently the Surrey Memorial Hospital. In addition to sorting, pricing and selling the clothes, Gill said her volunteers are happy to provide fashion advice as well. “Our customers have come in and said, oh, I have a wedding to go to ... and they have so many questions,” Gill said. “What jewelry goes with an outfit, what they should be wearing, a head scarf or not — we’re happy to do that.”

Kidney transplant between husband and wife gets easier as immigration officials reverse decision An Abbotsford couple is breathing easier after finding out they will get family support for a kidney transplant between them. Visakha Brar was set to donate a kidney to his wife, but the transplant was complicated because both needed post-surgery care but have no family in Canada to help. An application to bring Brar’s brother to Canada on a temporary permit to care for them was denied last week, but now immigration officials have reversed their decision. ‘Discrimination’ in Canadian visitor visa system, says immigration lawyer David Mata “[The family] is obviously very excited. They’re happy that they can now focus on their health and getting back on their feet

as quickly as possible,” the family’s lawyer, Jasdeep Mattoo said. “It’s a bit confusing on my end because none of the evidence when we reapplied for the visa had changed, except that the surgery date for Mr. Brar here in Canada had moved up and was a little bit closer, but otherwise everything else was the same.” According to an earlier letter the family received from immigration officials, Brar’s brother, Gurchet, has “not satisfied me [immigration officer] that you would leave Canada at the end of your stay as a temporary resident.” Reasons cited included “travel history,” “family ties in Canada and in country of residence, current employment situation” and “personal assets and financial status.”

Used car buyers warned after BC seller rolls back 39 odometers A B.C. man has been banned for life from selling vehicles after being caught rolling back the odometers of 39 cars he sold through Craigslist. The vehicles were all sold in Richmond and Delta by Arthur Tong, a licensed car dealer who posed as a private seller, according to the B.C. Vehicle Sales Authority. VSA spokesman Doug Longhurst said his organization usually receives about three complaints of odometer tampering a year. “That’s why this one stood out to us,” he said. “It was so egregious, we decided that we actually needed to make a public announcement to warn consumers.” Following a detailed investigation, Longhurst says the registrar of motor dealers cancelled Tong’s dealer registration, and issued him a lifetime ban forbidding him from have any association with motor dealers. Longhurst said odometer tampering is relatively easy to do, even with modern vehicles that use digital odometer systems. He said tools can be bought online that connect to a car’s computer and adjust the odometer’s display.

But he also said it is easy to detect suspected odometer tampering by looking at the car’s history, either through an ICBC vehicle history report or through a private company like Carfax. For the various data points these reports collect — registration, accidents, major repairs, etc. — the odometer reading is usually recorded. Longhurst said his organization — which regulates the licensing of car dealers in B.C. — was only able to intervene because Tong was a licensed car dealer in the province. “If they had bought from a private seller who wasn’t a licensed dealer, as it turned out, they would’ve been on their own in terms of trying to get any kind of recovery,” Longhurst said. Longhurst said his organization returned more than $118,000 to purchasers of the tampered vehicles. Four vehicles were returned to Tong for full refunds, but most people were happy with their cars and simply wanted to be compensated for the premium they paid over the “true” value of the car. Tong’s license has since been revoked, and the VSA is warning people to avoid purchasing vehicles from him.

Conference Board of Canada downgrades 2016 growth forecast The Conference Board of Canada has become the latest organization to lower its growth forecast for the Canadian economy this year. The think-tank cited this spring’s wildfires in Fort McMurray and a slide in business investment in the oil and gas sector as it issued a new forecast that downgrades its growth expectations for the domestic economy from 1.6 per cent to 1.4 per cent for 2016. “The economy got off to a good start at the beginning of the year but, unfortunately, that momentum has largely dissipated,” said the Conference Board’s Matthew Stewart. “The economy will likely contract in the second quarter and then rebound towards the latter half of the year. However, this won’t be enough to offset the second quarter’s weakness.”

The downgrade echoed a move earlier this week by the International Monetary Fund, which lowered its 2016 forecast for Canadian growth from 1.5 per cent to 1.4 per cent, also citing weakness in the resource sector. The Conference Board said business investment in the oil and gas sector is forecast to fall by $14 billion this year with the price of oil expected to remain near $50 US a barrel. Weakness in the global economy will also hurt Canada’s growth prospects, the board says, as the U.K.’s vote to leave the European Union and the failed coup in Turkey could hurt business confidence. It also says the low Canadian dollar will not be enough to stop export growth from slowing, as the U.S. consumer remains cautious and the global outlook is uncertain.

BC, Ontario and Quebec strike deal making it easier to buy their wines Fed up with not being able to buy B.C. wines in Ontario? A solution — at least a partial one — may be at hand. The premiers of British Columbia, Ontario and Quebec announced an agreement Friday to make it easier to purchase Canadian wines that aren’t made in the province where you live. “We have not freed the grapes completely,” B.C. Premier Christy Clark said. “But this has unshackled them.” The sales will continue to be overseen and regulated by each province’s respective liquor distribution agencies: B.C.’s Liquor Distribution Branch (LDB), the Société des alcools du Québec (SAQ), the Liquor Control Board of Ontario (LCBO). But the goal is to make it easier for consumers to order wine from outside their province online. They could then pick it up

The disclosure of a massive privacy breach appears in documents obtained under the Access to Information Act, deepening a crisis that has already touched some 80,000 public servants and triggered a wave of hiring to patch the problems.

The briefing material prepared by Public Services and Procurement Canada indicates that up to 70,000 public servants had access to the personal details of all 300,000 employees covered by the system. A spokeswoman for Canada’s privacy commissioner confirmed the department “has reported this matter to our office and we have followed up with them.” Valerie Lawton said she could provide no further details. The minister in charge, Judy Foote, said she learned only this week of the internal breach of private information. “I am aware of it, and I’ve been told that none of the information became public,” she said in an interview. Alberta EI claims jump 70% after McMurray fire The scale of work disruptions from the Fort McMurray wildfire is being born out in employment insurance numbers from Alberta that show a record level of applicants. Statistics Canada says EI applications soared 70 per cent from April to May for a 22,800 increase in what it says is the largest monthly gain in any province since it started tracking the numbers in 1997. Alberta recorded a 58.6 per cent year-overyear increase in EI recipients. Actual EI recipients jumped 12.1 per cent in May from a month earlier to 77,800, the largest increase since June 2009. Almost a third of the new recipients are in the Regional Municipality of Wood Buffalo, which includes Fort McMurray. “The number of beneficiaries in Wood Buffalo more than doubled from 1,900 in

April to 4,500 in May,” Statistics Canada said in a release. “This increase coincided with the wildfire in northern Alberta, which resulted in the evacuation of residents from the Fort McMurray area in early May.” In Calgary, the EI rolls swelled from the previous month by 6.8 per cent to reach 24,040 and in Edmonton by 8.4 per cent to reach 24,260. Nationally the number of people collecting EI was up by a modest 2.4 per cent. But the number of new EI claims — which provides an indication of the number of people who could become beneficiaries — rose by 9.7 per cent from April to May of this year. “Most of the national increase was attributable to a higher number of claims in Alberta,” Statistics Canada said.

The new Canada Child Benefit (CCB) is expected to push tens of thousands of Canadian children above the poverty line, and could help stimulate an economy that could use a jolt in the arm. “This is an initiative that’s going to help Canadian families in a significant measure,” Prime Minister Justin Trudeau said in an interview Wednesday, and noted it is a “more generous and tax free” system

3 more may join Khattar Cabinet Haryana Chief Minister ML Khattar will reshuffle his Cabinet tomorrow. While Banwari Lal, Manish Grover and Vipul Goyal — Bawal, Rohtak and Faridabad legislators, respectively — are likely to be inducted as ministers, the axe may fall on two or more ministers perceived by the Khattar government as a liability. They are Ghanshyam Saraf, Bhiwani MLA, and Bikram Singh Thekedar, who represents Kosli. Goyal is reportedly being inducted as Cabinet Minister and Banwari Lal and Grover as Ministers of State. Grover had emerged victorious in Hooda’s stronghold of Rohtak. He

is said to be close to the Chief Minister. The new ministers may be administered oath tomorrow, say sources. Khattar, who met Prime Minister Narendra Modi and BJP president Amit Shah in Delhi recently, is believed to have obtained their approval for the reshuffle after a detailed discussion on the performance of each of the ministers. Anil Jain, the BJP incharge for Haryana affairs, too, had held interaction with the ministers to assess their work. The Cabinet expansion was to be held much earlier, but was delayed owing to the reshuffle in the Union Cabinet.

Raninder Singh, son of PPCC president Capt Amarinder Singh, was questioned for four hours in the Enforcement Directorate office here today regarding suspected violations of the Foreign Exchange Management Act (FEMA) in the UKbased Jacaranda Trust case. Appearing for the first time on the third summons issued to him, Raninder was given a questionnaire running into eight pages. The questions pertained to his family background, property details, movable assets and account details, ED sources said. Raninder, who was accompanied by his lawyer and AICC spokesperson Jaiveer Shergill, has been told to re-appear along with his and his wife’s income tax details and his travel record since 2007. Today, he had brought along his passport and bank account details, copies of which he submitted. Coming out of the ED office, he said, “I cannot comment on the case since the investigation is in progress.” Shergill said there were no allegations in the summons. Asked if details of any Swiss bank had been sought or furnished, he said, “There are no such accounts.” Raninder, president of the National Rifle Association of India, had missed the last summons on July 14, citing preparations for shooters headed for the Olympics. He had sought an adjournment last month on medical grounds. Award conferred on Indian-origin ex-Singapore President

Indian-origin former Singapore President S R Nathan has been conferred with the Outstanding Member of the South Asian Diaspora award for his dedicated and notable work in forging closer ties with India. Nathan, whose 12-year term concluded in 2011, was awarded by the Institute of South Asian Studies (ISAS) at the 3rd South Asian Diaspora Convention (SADC). He was also a recipient of the Pravasi Bharatiya Samman, the highest honour accorded by the Indian government to Indian-origin individuals overseas.

We will fight them politically. A handful of people cannot decide what others will eat, wear or think,” she said. Gov’t to issue seven lakh letters asking for PAN details New Delhi: In a crackdown on domestic black money holders, the Income Tax Department will issue seven lakh letters, seeking information about high-value nonPAN transactions involving bank deposits and property transactions, among others. According to the authorities, under the annual information returns (AIR), various types of high-value transactions were being reported to the Income Tax Department. These include reporting of cash deposits of Rs 10 lakh or more

in a savings bank account, sale or purchase of immovable property valued at Rs 30 lakh or more. Many of these transactions do not have PAN linked to it. The department has details of about 90 lakh such transactions for the period 2009-10 to 2016-17. The department has, with the help of in-house computer techniques, grouped such non-PAN transactions and identified seven lakh high-risk clusters having around 14 lakh non-PAN transactions which are being scrutinised closely.

Office of profit not defined in any law Against the backdrop of 21 AAP MLAs facing the prospect of disqualification for holding the post of parliamentary secretaries in the Delhi government, the Centre on Thursday said the expression ‘office of profit’ has not been defined in “any law”. The government also made it clear that taking steps for disqualifying the legislators working as parliamentary secretaries is a state subject and the Central government has no role in it. Responding to a question on whether the posts of parliamentary secretaries to ministers in the country comes under the ambit of office of profit and steps being taken to disqualify such legislators, Law Minister Ravi Shankar Prasad said in a written reply in the Lok Sabha that there are no posts of parliamentary secretaries to ministers in the Union of India. “There is no reference to the post of parliamentary secretaries in the Parliament (Prevention of disqualification) Act, 1959. The expression ‘office of profit’ has not been defined in any law,” he said. Prasad also noted that the post of

parliamentary secretaries has been created in some states. “Whether such posts come within the ambit of office of profit or not depends upon the nature of post, the terms and conditions of appointment, termination, the payment attached thereto, the functions performed thereunder,” he said. Article 191 of the Constitution states that a person shall be disqualified for being chosen as, and for being, a member of the Legislative Assembly or Legislative Council of a state if he holds any office of profit under the Government of India or the government of any state specified in the First Schedule. Article 192 says that if any question arises as to whether a member of a House of the state legislature has become subject to any of the disqualifications mentioned in Article 191, the issue will be referred to the Governor and his decision will be final. But before giving any decision, the Governor shall seek the opinion of the Election Commission and will act according to the opinion.

Mumbai erupts as Dalit boy beaten to death The murder of a 16-year-old Dalit boy by the family of his 17-year-old girlfriend from a higher caste has sparked off protests in several parts of Mumbai. The incident figured in the Maharashtra Assembly today. Chief Minister Devendra Fadnavis immediately ordered an inquiry.Swapnil Sonawane was allegedly beaten to death in the presence of his parents by relatives of his girlfriend.The police have arrested seven persons, including the girl’s

brothers, parents and friends. Swapnil and his parents Shahaji and Asha Sonawane were coerced into visiting the house of the girl to “discuss” the matter on Tuesday night. There, they were beaten up mercilessly, says the FIR. Shahaji said the attackers rained blows on Swapnil’s head and he fell unconscious. He was taken to a hospital where he was declared ‘ brought dead.’

Govt to review pellet gun use Amid simmering tension in Kashmir, the government today decided to review the use of pellet guns for crowd management, saying it would form a committee of experts to suggest better alternatives. Home Minister Rajnath Singh told the Lok Sabha that the expert committee would be asked to suggest options to pellet guns within two months. “We are keen on alternatives to pellet guns in the category of nonlethal weapons,” Rajnath said while replying to a debate on Kashmir in the House today. The announcement comes as 53 Valley residents have sustained eye injuries due to pellets. The use of pellet guns, Singh said, wasn’t new in Kashmir. These guns, he said, had left six dead, 198 injured and five blind when used during the 2010 violence in Kashmir. “This year’s figures are one dead, 53 injured and none blinded.” That apart, the government, dwelling on the causes of the Kashmir violence in the

aftermath of militant Burhan Wani’s killing, blamed Pakistan for fomenting trouble in the Valley. Citing Pakistan’s act of observing a Black Day to mark the Kashmir situation, Rajnath said, “Our neighbour has played a principal role in ruining the atmosphere in Kashmir. It continues to interfere in our internal affairs and is trying its level best to intensify the infiltration.” The Minister listed data to suggest that the Valley’s law and order situation was today better than in the past. He was addressing Opposition Congress’ accusations of increased militant activity in Kashmir under the Narendra Modi-led BJP government. On demands for an all-party delegation to the Valley, Rajnath said Chief Minister Mehbooba Mufti had advised for the situation to normalise first.

Anyone can seek corrupt IAS officers’ prosecution In a first, the Centre has decided to empower the common man to seek prosecution of corrupt IAS officers. The move comes after the Supreme Court said in a judgment (Subramanian Swamy versus former PM Manmohan Singh and others) that there was no legal provision that barred a citizen from filing a complaint for the prosecution of a public servant who

allegedly committed an offence. Following this verdict, the Department of Personnel and Training (DoPT) is in receipt of requests from private persons seeking sanction for prosecution of IAS officers without any proper proposal and supporting documents. Now, it has been decided to streamline the procedure for handling such requests received from private persons.

$20m worth of supplies Vodafone ATH Fiji Foundation and partner agencies such as the Spinal Injury Association and its network have collaborated to bring in $20 million worth of mobility devices and medical supplies into the country this year, says foundation executive Ambalika Devi.

This week, the foundation handed over $17,000 worth of items to the Korolevu Health Centre in Sigatoka to benefit at least 21 people in the districts of Komave and Korolevuiwai.

This assistance was part of the $20m. Ms Devi said the partnership came about when a need was identified by Dr Elizabeth Dass and a medical team from the Korolevu Health Centre. The centre was assisted in this project by Warwick Hotel and Resorts and the resort’s community liaison officer Mereisi Ratulevu. Namatakula villager Fina Nauloga, whose leg and arm were amputated after an accident, was one of the recipients of the mobility devices. She received a wheelchair from the team. Spinal Injury Association executive director Joshko Wakaniyasi said the partnership with the foundation had resulted in the association reaching a greater number of people.

Infant drowns in bucket A Family’s goal to earn some money from harvesting and support their 11-month-old baby ended tragically when the child drowned in a bucket of water yesterday. The father, Savirio Valu, 21, with his wife Filomena Loulou, 20, left their house at Natua in Seaqaqa on Monday for the canefarming area of Nabekavu in Labasa to earn money for the family. But on Wednesday afternoon, Mr Valu returned home to find his baby son, Benidito Matenararawa, had drowned in a bucket of water used to bathe him. After bathing the child, Ms Loulou said she had put him to bed before sleeping herself and it is believed the child later woke up and

managed to climb into the bucket Shocked and with tears flowing down her cheeks, Ms Loulou shook her head in disbelief because she struggled to accept the situation. “He slept first and I partly closed the door in the room because baby was sleeping,” Ms Loulou said. “I didn’t feel any movement or hear any noise as he got up, but he must have opened the door and crawled to the kitchen.” Mr Valu said he had gone shopping and left his family alone at the house they were occupying in Nabekavu. “I arrived at home about 3pm and saw my wife sleeping in the room, but my baby was nowhere around,” Mr Valu said.

Indian national jailed for four years in bribery case An Indian national was sentenced to three years, 11 months imprisonment by the Suva Magistrates’ Court today for using a forged document and conspiring to defraud influencing a public official. Mukesh Shankarsinh Purohit used a birth certificate knowing that it was false and conspired with another person with the intention of dishonestly influencing Fiji Immigration Officers in the exercise of their duties in the issuance of a passport. He has 28 days to appeal his sentence.

Mum on rape charge A 45-Year-old woman charged with the alleged rape of her 14-year-old daughter had her case transferred to the High Court. The mother is charged with one count of rape and one count of assault and appeared before Magistrate Charles Ratakele at the Nasinu Magistrates Court yesterday. The court heard that the alleged offences took place between January 1 and July 5 this year. Magistrate Ratakele issued a restraining order against the accused. The accused has been remanded in custody. The matter has been adjourned to July 29.

Reward for medal winners The President, Major General (Ret’d) Jioji Konrote will reward medal winners at the 2016 Rio Olympic Games by honouring them under the Order of Fiji. “As the President of Fiji, I also wish to add to the Government and the nation’s incentives by announcing today, that I will be most happy to recognise your achievements by honouring you under the Order of Fiji, of which I am the Chancellor,” he said yesterday. The Government has allocated a $0.5m incentive for medal winners. Nominations for the Order of Fiji have been extended until after the Olympic Games. Team Fiji presented its itatau to the President at the State House yesterday. Mr Konrote congratulated all athletes and reminded them that they were part of a team that had chances of returning home with medals.

‘Of course I strangled her’: Pakistani reality star’s brother admits ‘honour killing’

The brother of murdered Pakistani celebrity Qandeel Baloch said he is “not ashamed” of his actions as he confessed to strangling her for “family honour.” At a press conference held by police Sunday after his arrest, Wasim Azeem described his sister’s showbusiness career as “intolerable,” and said he had killed Baloch for bringing shame on his family. “Yes of course, I strangled her,” he said. “I am not ashamed. We are Baloch, and as Baloch we cannot tolerate this.” He said he waited until his parents were asleep before drugging and strangling Baloch at their family home in Multan. “I was determined either to kill myself or kill her,” he said. Baloch, 26, a model turned reality television star, angered many in Pakistan with a series of risque photographs, videos and

publicity stunts promoted on Facebook. She had recently courted controversy by posing during Ramadan in a series of “selfie” photographs which included Mufti Abdul Qavi, a senior Muslim cleric. She also pledged to do a striptease for Pakistan’s cricket team if they beat India in the T20 World Cup. Pakistani law permits so-called “honour killings” to be treated as a private offence, allowing the culprit to be pardoned by the victim’s family. However, police said prosecutors would seek the “maximum punishment” for Azeem, 25, who had told them that even though Baloch’s career brought the family wealth, he killed her because of her “objectionable videos.” His older brother, Mohammad Aslam Shaheen, has also been charged with murder.

Khaleda Zia’s son jailed for seven years in money laundering case A Bangladesh court Thursday sentenced the eldest son of the main opposition leader to seven years in prison for money laundering, a move that could end his political ambitions. The high court convicted 51-year-old Tarique Rahman, overturning a 2013 acquittal by a lower court, and sentenced him to seven years in jail. Rahman, who lives in exile in London, is the eldest son of opposition leader and two-times former prime minister Khaleda Zia and was considered her political heir apparent. “The high court said Tarique Rahman influenced political power to help his close friend Giasuddin Mamun to get and then launder 200 million taka ($2.5 million),” deputy attorney general Moniruzzaman Kabir

said. “Mamun took the money as a bribe for securing a power plant contract for a construction company and laundered the money to a Singapore account.” Kabir said Rahman had taken 45 million taka from the account. He was sentenced to seven years in jail and fined 200 million taka, the attorney general said. Rahman will now be barred from politics unless the Supreme Court overturns his conviction, Kabir said. The BNP has been weakened by its decision to boycott the controversial 2008 elections and subsequent crackdowns on the opposition by the government of Prime Minister Sheikh Hasina.

Four Islamist militants of the banned homegrown JMB group, including its top regional head, were arrested on Thursday, who authorities said were responsible for Bangladesh's worst terror attack on a cafe here in which 22 people, mostly foreigners, were killed. The Rapid Action Battalion (RAB) raided a hideout of militant outfit Jamaatul Mujahideen Bangladesh (JMB) in Gazipur's Tongi this morning and arrested the four militants. Mahmudul Hassan Tanvir, the 'Amir' of the group's southern region was among the arrested persons, the RAB spokesperson said. The other three have been identified as Ashiqul Akbar Abesh, Najmus Shakib and Rahmatullah Shuvo. RAB's media wing Director Mufti Mahmud Khan said a huge quantity of weapons, ammunition and bomb-making material have been recovered from the house. Khan said the RAB swung into action after receiving a tip-off that the four were present in a building. Khan said these four had taken shelter in the house before Eid during Ramadan and that the house was used for training JMB recruits. Security forces have been looking JMB hideouts since the July 1 attack on Dhaka's Holey Artisan Bakery that killed 22 people, including an Indian girl. The Islamic State claimed responsibility for the deadly attack, but the government denied their presence in Bangladesh, saying homegrown JMB militants were responsible for the assault.

Actor Abhay Deol says that his Happy Bhag Jayegi costar Diana Penty is a natural comic, but she is not quite aware of it. “Comedy is all about timing. I think comedy is such that if it’s there in you and if you’re automatically comical, then it comes very naturally. “In that sense, comedy is very easy if you’re a natural comic. But if you’re not, then it can be tougher than drama,” Abhay said here at an event. Praising Diana, he said: “The good thing with Diana is that she doesn’t think much… She just reacts. So I think she is a natural comic, but she is not aware of it. And that was fun. “If I would do something, she would respond accordingly. ‘Madaari’ -

Movie Review

A wronged man takes on a corrupt system and anyone who comes in between. ‘Madaari’ is another addition to those films that give the common man power to topple the movers and shakers of society. The message: you alone can make things happen, if you take things in your stride. Over a decade ago, director Nishikant Kamat made the hardhitting Marathi film, ‘Dombivili Fast’, which dealt with the trials and tribulations of a common man. In ‘Madaari’, he yet again sets out to highlight societal ills. Though the intention is right, the execution isn’t. Juxtaposing songs (there is a long-winding track at the end of the first half) with montage shots of crowds in the second half mar the narrative. They pose as hindrance in striking a chord with the protagonist, single parent Nirmal Kumar (Irrfan Khan), who loses his school-going son in a bridge collapse. The mishap is shown to be unfolding in Andheri (east), while the announcer says the victims are being taken to the ‘paas ke’ KEM Hospital. Now, any Mumbaikar would know that KEM is in Parel and nowhere ‘paas’ to Andheri. It is at least an hour’s drive or more, given the city’s infamous situation. Glitches apart, there is that emotional connect with the grieving father. More than remorse and guilt for not

U/A; Drama Director: Nishikant Kamat Cast: Irrfan Khan, Jimmy Sheirgill dropping him to school that day and allowing him to go alone, Nirmal seethes in anger. Why did his son die in a manmade tragedy? He seeks answers. Devastated, he thinks of ending his life, but then decides to expose the people responsible for the tragedy. After that point, ‘Madaari’ takes off on a roller-coaster ride as a dishevelled Nirmal kidnaps a minister’s son. The boy is a brat, who, somewhere down the line, gets comfortable with his kidnapper. He wonders if his kidnapper has also warmed up to him as he realises Nirmal means no harm to him but wants to bring his minister-dad to book. Jimmy Sheirgill as the cop sleepwalks through the role. He has done similar stuff umpteen times. It is sad to see him typecast. Towards the end, when you feel for Nirmal and his loss, comes a pretty dramatic and filmy end — when the protagonist brings everyone associated with the bridge collapse down to their knees begging forgiveness. This is coupled with a lot of dialogue-baazi about corruption, inefficiency, accountability and red tape. Pretty much as expected, the film concludes with victory of the common man’s voice. Watch it only for Irrfan and to know why he is top of the heap when it comes to histrionics.

‘Kabali’ -

Movie Review

The scene that ushers the interval in Kabali is reminiscent of a movie from 21 years ago, Baasha, the last and most memorable occasion Rajinikanth played a gangster. Dead centre of the frame is a lamppost with someone lying crumpled under it. In Baasha, this someone was an evil man. Standing in front of him was the person who put him there with calibrated savagery — Manickam, played by Rajini. In Kabali, Rajini is the man lying under the lamppost. Baasha’s formulaic first hour had but one purpose — to set up the unsuspecting viewer for those 10 minutes of mayhem before the interval. An interval that left you breathlessly wondering ‘what next?’ In comparison, Kabali’s first hour has no purpose (Rajini sleepwalks through it) and leaves you wondering where it all went wrong — nothing ever happens before and very little after. It wasn’t supposed to be this way. When news came last year that Rajini’s next would be with Pa Ranjith, it gave rise to hope. Hope that — following the failed family experiment Kochadaiyaan, which really was just an indulgent Rajini humouring his elder daughter Aishwarya, and the insipid Lingaa, which had no reason to exist — the superstar has decided on a course correction. This was fuelled by

Ranjith Cast: Rajinikanth, Winston Chao, Radhika Apte, Dhansika, John Vijay the beautiful but flawed Madras, which had several virtuoso moments before the tame denouement. Hope also that, finally, Rajini has tired of playing himself on loop and instead chosen to submit himself to a director who writes his characters first and then chooses the best people to play them. This much is true — Rajini plays Kabali, a Tamil don in Malaysia who has come out of jail after serving 25 years. While Kuala Lumpur has changed a lot in these 25 years — dull skyscrapers have replaced the vibrant community shops — a lot else has remained the same. The men responsible for sending him in are still out there, flooding the streets with all kinds of drugs. Kabali’s got to set things right all over again. Only, this time he is also trying to find meaning after the long incarceration and is still struggling to come to terms with his loss. In theory, this could have been a great film. You have a star who is willing to leave out the ‘mass’ entry and ‘punch’ dialogues that send fans into a trance, comedy tracks, and elaborately choreographed song sequences. And you have a director who isn’t afraid to take his time setting up characters and base his scripts on the assumption that his audience is intelligent enough to not be spoonfed every single plot point.

Unifor demands Ford Motor Co. invest in Windsor, Ont.

Unifor has put Ford Motor Co. on notice heading into this summer’s contract negotiations. Chris Taylor, president of Unifor Local 200 and chair of the union’s master bargaining committee with Ford, said it’s time the Detroit automaker invest in Windsor, Ont., again. Ford used to operate six plants and employ 6,300 unionized hourly employees in the auto capital of Canada. It now has three plants and employs 1,500 members of Unifor. Taylor still feels stung by Ford, which decided in 2014 to build a new smallengine plant in Mexico. He claims the union negotiated a letter of agreement stating that if Ford ever produced a new engine product, the Windsor facilities would get first opportunity to manufacture it, provided a number of criteria are met. One of the caveats was government financial assistance, which never materialized, so Ford chose Mexico. Former Conservative Essex MP Jeff Watson, who is also a former autoworker, claimed the government was willing to invest but Ford wouldn’t agree to the terms. “We’ve put Ford on notice. For our [Windsor] operations, we are telling them that unless there is a solution for Windsor, and that solution has to be product, that there will not be an agreement,” Taylor told. Essex MPP Taras Natyshak says attracting

more auto investment will require a detailed strategy that reduces significant hurdles, such as the high cost of hydro. “The benefits are obvious when the government partners with a large manufacturing company like Ford, or GM, or Chrysler,” he said. “We’ve seen the spin-off effect in local economies.” At the federal level, Essex MP Tracey Ramsey is also pushing for government assistance to encourage auto investment. “Sitting back, waiting for corporations or partners to come to us isn’t the way we’re operating any more in manufacturing,” she said. “We have to be tenacious in seeking out those projects to bring, not only to our region, but all across Canada.” “Auto manufacturing in Canada is at an inflection point, and to attract product manufacturing investment, Canada must compete with the world,” wrote Kerri Stoakley, communications manager. “Markets around the world understand the economic benefits of winning an automotive investment.” Ford has facilities in Oakville and Brampton. Taylor said they understand Windsor’s need. “We’ve had a lot of discussion with the leadership and the membership at other facilities, so they understand Windsor is the priority in this round of bargaining,” Taylor said.

Community News Society’s (MVCCSN) Elder Abuse Awareness to Action Program was recently honored with the 2016 – EAAAA- Innovative Program Award by SFU’s Gerontology Research Centre. The award was presented by Prof. Gloria M. Gutman, of SFU’s Gerontology Dept. and Gerontology Research Centre and received by President Ihsan Malik board members Sonia Chaudhary and Mohinder Grewal on behalf of MVCCSN. Recognizing the exemplary work that the society does for seniors, Gutman said, “It was impressive indeed that to date 837 South Asians from twenty-three different groups have attended the seventeen workshops on elder financial abuse that MVCCSN has organized.” The 2016 SFU Gerontology Elder Abuse Awareness to Action Awards (EAAAA) were presented at a reception held on May 16 at SFU’s downtown Vancouver Harbour Centre Campus. Recipe type: Snack Ingredients (240 ml cup used) 250 grams baby potatoes / aloo ¼ cup thick curd or greek yogurt / hung curd 1 ¼ tsp ginger garlic paste ½ to ¾ tsp red chilli powder / paprika ½ to ¾ tsp garam masala ½ tsp coriander powder ¼ to ½ tsp chat masala or amchur powder / dried mango powder ¼ tsp crushed kasuri methi / fenugreek leaves (only a pinch if powdered) 1 ½ tbsp. besan / chick pea flour 1 tbsp oil Salt as needed How to make tandoori aloo tikka 1. Wash and peel the potatoes. I halved the big ones, to make all of them the same size. Boil or steam them. I steamed them in my pressure cooker until al dente and not mushy. To check if they are cooked, I prick with a fork and check. 2. Add the yogurt to a mixing bowl. I strained the yogurt instantly and used. But this hung curd or greek yogurt works the best. 3. Add the rest of the ingredients and mix. I used this homemade garam masala. 4. Add 1 tbsp besan and oil. Check the consistency of the paste. If it is thin, then add the rest of the besan. 5. Taste the marinade to check if there is enough salt and spice. You can add up more of any of the ingredients if needed.

6. Add your boiled potatoes. 7. Marinate and set aside for 30 to 45 minutes in a cool place to prevent sourness. You can also refrigerate them. But refrigeration of potatoes converts the starch to sugars, which is not good for the body in the long run. Rinse your skewers and set aside to dry. 8. Preheat the oven to 240 C for about 20 mins. Line the marinated baby potatoes on to the skewers. Grease your tray and grill them for 15 to 25 minutes. After 15 minutes, turn the skewers around. Grill for another 10 to 15 minutes. The timings may vary slightly depending on the size of your aloo and the consistency of the marinade. I also like to add a few slices of onions to the tray which get charred and impart a good flavor. 9. You can also grill these on a oiled grill pan or just a tawa. But the marinade sticks up a bit and but that adds aroma to the tandoori aloo. Smear some butter over the hot tandoori aloo tikka. Serve hot with onion and lemon wedges and green chutney.

The company says it searches for longterm rental property listings on Craigslist and contacts the owners, offering them more income by listing their property as a short-term rental instead. BnbCare spokesperson Igor Kostin said the company looks for homeowners who might be out of town for a few months and are looking to rent out their place while they’re away. “That’s where we jump in and make our offer,” Kostin said. In an email obtained, the company offered a property owner 20 per cent more income and said it can sign a one-year lease with fixed rent throughout the term. Coun. Geoff Meggs said that kind of activity is exactly what the city is hoping to crack down on. The city recently released data that shows up to 5,000 active short-term rentals in the city with 85 per cent of those on Airbnb. City of Vancouver launches online survey to gather feedback on short-term rentals Vol. 6 No. 31

A survey on the City of Vancouver’s website has launched today to offer the public the chance to tell the city what they think are the pros and cons of short-term rentals, which are often listed on platforms such as Airbnb and VRBO. Comments from the online survey, which is available until Aug. 3, will be provided to city council, which has asked staff to come up with ways to regulate short-term housing rental services such as Airbnb. The survey follows the release of data from the city July 17 which showed that there are up

to 5,000 active short-term rentals in Vancouver — 85 per cent of them on Airbnb. The data also shows two-thirds of the listings are for entire houses, condos or apartments as opposed to shared spaces. “There’s no doubt in my mind that it’s having an impact on our rental market,” said Councillor Geoff Meggs, whose party, Vision Vancouver, has promised to figure out what impact short-term rentals are having on the city’s rental vacancy rate, which is currently at 0.6 per cent. “We hear about people making a little bit of extra income here and there and so

That was enough to sink the Gelbanks’ deal. “When [the inspectors] came in there was no plants, no equipment, and there was no criminal charges laid, and yet this PSIT file still remains,” said Gelbanks, who obtained the 82-page report on his house through a freedom of information request. The PSIT program was only in effect in Mission from 2008 to 2011, when it became a local controversy and was eventually scrapped. Other nearby municipalities had similar programs, where inspectors, often tipped off by high BC Hydro usage, checked out suspect homes.
