Taking a Closer Look:

ADEQUACY

Thanks to your help and support, the first hurdle for conducting a study on adequacy has been cleared.

So, what exactly does that mean? At this point, there are enough legislators who believe we need to revisit how we review education in Arkansas.

legislators would like to see the entire adequacy process opened back up and a review conducted from top to bottom. That would be great but probably more than the current political will can support.

However, studying components of education can be spread out over several years, and we could still make a difference in education in Arkansas.

Educators, much like legislators, will need to ask themselves the question, “If you could only study 2 or 3 areas in education this next year, what would those areas be?” Like so many things

in life, the answer would depend on your particular situation. For example, some districts see the new salary schedule as a matter of financial survival and that issue should be addressed immediately. Other districts may see the need for additional support in mental health as the number one issue that should be addressed immediately.

Still others see the need to study Enhanced Student Achievement (ESA) funding and what the future (if any) holds for the expenditure of those dollars.

Whatever your number one priority is for legislators to study, you need to weigh in on the conversation.

Without you communicating with your legislator about the need for a new study…it will not happen!

So I have to admit that I was a skeptic about the Reading Initiative for Student Excellence (R.I.S.E.).

Fast forward six months into my learning of the new initiative and my interests were beginning to surpass the immediate apprehensions into a growing curiosity to learn more. I began to hear testimony from other school administrators that shared how impactful the training was on their teachers and how so much of the information made strong connections with why so many of our students still

So after going through the R.I.S.E. research and presentation with our district R.I.S.E trainer, I quickly connected to the excitement of how this training could allow our teachers to be equipped with the necessary knowledge and tools to implement a winning plan for students to succeed in reading.

I would like to share my top takeaways and “aha” moments that have convinced me that this initiative is going to allow our teachers to truly RISE above and guide our students to achieve success in reading.

Aha #1: The left side of the brain must be developed with smooth pathways to connect the Phonological Processor (sound) to the Orthographic Processor (print). These pathways can be created with 1-4 exposures for some students, but some students need many more exposures to create a smooth pathway for sound & symbol connection in the brain.

Aha #2: We do not learn to read by visual memory, but by orthographically mapping words, which will cause words to actually become “sight” recognition words. Word recognition is faster than visual recognition. (We can put down the flash cards!)

Aha #3: Phonological Awareness interventions are a MUST

Aha #9: Students need a personal trainer, which means they need a teacher to do the following: assess current levels, determine goals, design the workout routine, choose material to gently challenge the student, give immediate and corrective feedback, and modify the workout plan as needed.

Aha #5: The Science of Reading has had the most research done than any other area of learning. Learning to read is NOT natural and the research has shown us how to teach it. 95% of our students can become successful readers.

Aha #6: The Simple View of Reading: Decoding x Language Comprehension = Reading Comprehension (check out this model for the details).

Aha #7: My favorite model of reading is Scarborough’s Rope model because, as a parent, it breaks down the different components that a child needs to have real reading comprehension. I feel this model can also communicate the areas of struggle in a more specific and pinpointed conversation with our parents to help them not only understand where the breakdown is occurring, but also to give them support and ideas on how they can help their child too.

Aha #8: Sound Walls are a great tool in helping students understand phoneme (sound) to graphemes (letters) connection for younger students and Root Walls are a great tool for understanding morphology (structure of words) &

I am excited about the future of our state as our teachers begin to take the knowledge from these trainings and implement them into the classroom to bring even our most struggling readers to a place of confidence and success with reading. I truly believe we are headed in the right direction and will continue to see Arkansas R.I.S.E. above the rest!

“Our KIDS! They are AMAZING!” John “Skipper” Ward, superintendent of the Magnolia School District, says providing his students with experiences that will have an everlasting, positive impact on their lives is his passion.

John “Skipper” Ward enjoys being superintendent of the Magnolia School District. In fact, he absolutely loves it with a highly contagious enthusiasm.

“Our kids! They are amazing!” Skipper exclaims. “I am continuously amazed by our students and how talented and incredibly smart they are!”

Being the son of a superintendent and an elementary principal from Texas, Skipper seemed a natural for going into the educational field. “After college, I thought I wanted to have career in animal nutrition, but didn’t last long,” he recalls.

He ended up at Texas A&M - Texarkana working on his degree in Elementary Education then went on to earn his masters degree in Educational Leadership.

Skipper began his career as an educator at Horatio Elementary in 1997.

Ten years later, he was the superintendent of that school district. “I really did not intend to move as that was home for both me and my wife.”

However, the superintendent’s position at Magnolia School District opened, and Skipper took a chance. “I consider Magnolia to be one of the top jobs in the state. I really never thought of myself as having an opportunity to lead a district like Magnolia.”

Looking over his career, Skipper remembers the highlights, one, after a hard-fought, highly controversial millage campaign in Horatio: “We were waiting for the approved/funded partnership list to be released. When I saw our name on the funded list, I cried. It was emotional knowing how much work went in to the effort from our board and community.”

Next, he recalls a humbling realization: “My teaching has all been with middle school kids, and I taught a reading class in my homeroom. I did not have any training in how to teach reading, and knowing what very little I know now about teaching reading to kids, I did them a great injustice,” Skipper admits. “We have ridden the pendulum of teaching reading to the detriment of many of our kids, especially the low socio-economic kids who oftentimes are not exposed to language at home.”

How do you want to be remembered?

“As an educator with a heart for kids.

Spending a career in education does not make one an educator.”

"Since I have started teaching,” he reflects, “I think we have over-complicated the process of teaching kids and have lost sight of the importance of building relationships before content. Thankfully, I think that is changing.”

At least until 2024, students in Magnolia will still have their champion in the district’s central office. “I sincerely hope I’ll be starting my 28th year in education in Magnolia in five years.” Skipper states. He’s adamant that all his students get to reading on grade level, graduate, and go on to a career they love, just like him.

Something says that Skipper’s enthusiasm may be just the push to get his students there.

What is the best advice you have ever received? &

A

“Throughout my life I have always been told to ‘just do your job and work hard.’ I try to apply that to my life daily and make decisions that are going to allow me to lay my head down at night knowing I have done what I believe is right for kids.”

What’s the favorite thing about your job?

“Without a question, the kids. I love our kids, and I love being in a position where I can lead the effort to provide our students with educational experiences that will have a lasting impact on their lives.”

What is the most challenging part of your job?

“I think just the ever-changing landscape of the political realm of education. Some of the day-to-day challenges are what I enjoy about my job. The most challenging, and often most frustrating, are those challenges mostly out of my control.”

What would other administrators be surprised to know about you?

“I would imagine that not many of my colleagues know that I used to team rope a little. This is something we used to do as a family when I was younger. As a teenager, I got away from it but picked it back up when I returned to Horatio after graduation. I haven’t roped in several years, but it is something I have always enjoyed and people are surprised to know. Anytime I am around any of our students that have a roping dummy out at a fair, I will pick up a rope and swing it a little. Kids are always shocked that I know how to handle a rope.”

What is the most daring thing you’ve done?

“I would say going on a bear hunt with a long bow.

While my dad lived in New Mexico, I went with him a few times in the foothills of the Santa Fe National Forest near Las Vegas, NM. There was a wild plum orchard on some private land we had permission to hunt. I sat on the ground behind an old barn right off of a trail bears were using to feed. Unfortunately, I never had the opportunity to shoot one, but there were a couple of times that the hair stood up on the back of my neck when I would hear one feeding in the brush just out of range.”

If you weren’t in your current position, what would you be doing?

“Most likely farming, raising cows and would probably have chicken houses. We had a cow/calf operation and baled hay commercially until I became a superintendent. I have a tremendous amount of respect for our farmers. Being successful as a farmer is difficult; they are some of the best businessmen/women in our country.”

What have you done that you are most proud of?

“Above all, my family. I know everyone is proud of their families, but mine is truly what drives me. There is nothing I have accomplished in my career that could have been done without my wife. She is simply the smartest person I know.”

“I am proud that I have always focused on kids and providing them with an

educational experience that will provide them with the opportunity to be successful. Our kids are not going to remember all of the achievement tests they had to take that we all stress over. They are going to remember the experiences they had, the relationships we developed with them, and how those experiences impacted their lives.”

The question generally starts like this, "We want to do business with a relative of a school board member.

Do we have to get ADE approval?"

This is another of those questions that more information is needed before an answer can be given. Even though the laws on ethical guidelines and prohibitions for administrators, employees, and board members have been around for over a decade, they still generate questions on a regular basis. The requirements for disclosure, board approval, and ADE approval are different depending on the details of the transaction.

Fowler Honored:

2019 AACTEA Administrator of the Year Rhonda Fowler has been named the Arkansas Association of Career and Technical Education Administrators (AACTEA) Administrator of the Year for 2019. The award is presented in appreciation for exemplary leadership in providing outstanding educational opportunities for students and for distinguished service as an educational leader in Arkansas.

Rhonda has served as career and technical education coordinator at the Northeast Arkansas Education Cooperative in Walnut Ridge since 2009, working with 13 school districts in providing assistance for new programs, management of federal Perkins funding, teacher professional development and maintenance of quality Career and Technical Education (CTE) programs in schools.

Re-Envisioning Learning: Addressing the Critical Needs of Our Children The true visionaries in education are those that fight their way out of the proverbial box to innovate and create a learning environment where all students can thrive. Dr. Bill Daggett will inspire you to become a visionary leader to advance the future of K–12 education. He will share his latest research on innovative practices from the nation’s most rapidly improving schools that are resulting in dramatic improvements in student performance. The AAEA Job Board is a calendar-year subscription that assists districts with the ever-increasing challenge of recruiting quality staff. It is a significant resource for educators, both in-state and out-of-state, seeking employment in Arkansas’ schools.

Over 165 school districts are participating in the program in 2019, which has been extremely helpful to schools and educators over the years. The site is used year-round and is accessed extensively during the second semester. It is not unusual to see over 400 jobs posted on the Job Board at one time. With an account, school districts may post unlimited job vacancies throughout the year. Subscription renewals will be sent to superintendents this fall regarding 2020 renewal.
