WELCOME to this issue of The Shield.

As always at this time of the year we are all focused on the successful delivery of our large programme of works taking place over the Christmas and New Year period. It will come as no surprise to anyone for me to take this opportunity to stress the importance in delivering these works safely and getting ourselves back home safe to our families every day. We all know the railway can be a dangerous place and that it can be even more so during the dark nights and winter weather. Did you know that last year these next three months accounted for half of our lost time inju-

ries for the whole year? That is a total of 15 people who did not get home safely to their loved ones during this period last year. That cannot be right.

For me, it can’t be acceptable that anyone who comes to work on one of our sites goes home injured. Please can I ask that you all look out for one another over this potentially dangerous time and to make sure each and every one of us gets home safely? Take a moment and ask yourself some key questions: Is everyone fit for work and properly rested, especially towards then end of a long shift?

Does everyone have reasonable access to welfare facilities and are they fit for purpose?

“If you have a pallet on the lift, as you remove product and the weight decreases, it adjusts itself,” said Darcy Coe, Costain Supervisor. “It is a really good piece of kit and saves us a lot of time as well.

“We have been using it on our Longfield site, where we are doing a lot of soil nailing. By having the grout – each bag weighs about 25kg – on the lift we can feed it into the grout pump.

“As well as being faster and more efficient, it also makes lifting and bending a lot safer, eliminating potential back problems.”

Is the worksite properly lit for winter working and is the site tidy before start of work and on completion, helping to prevent slips, trips and falls?

Is everyone trained and competent with the right equipment and plans and permits to carry out the task?

If the answer to any of these questions is no, then report it, raise a Close Call and if necessary stop work. Please don’t forget to follow the Lifesaving Rules – they are exactly that. Please have a safe, productive and happy Christmas and New Year…and remember, if you can’t do it safely then don’t do it.

Banishing the balsam An explosive invasive species detected on a site was safely removed ahead of works beginning.

Himalayan Balsam, which is similar to Japanese Knotweed appears along the banks of watercourses. It was found to be present on a work site, along the River Medway, which is only accessible by barge.

“It is very hard to get rid of, it just keeps on spreading,” said Costain General Foreman Chris Rochford.

When the plants are mature and dry, the fruits split open explosively if touched, flinging the seeds a considerable distance from the parent plant. Each plant produces about 2,500 seeds.

Watercourses are a prime route for dispersal. Seeds can also begin to germinate in water.

Before any works could begin, colleagues from the devegetation contractor Fen isolated the area, and trimmed down the plant, snipping the flowers to remove the seeds.

The seeds were then bagged and incinerated.

“It was crucial to utilise best practice to complete the removal safely and prevent the spread of the plant,” added Chris.

The initiative links with Network Rail’s Lifesaving Rules.

It encourages colleagues to not ‘walk by’ should they see something that is unsafe. Andrew Rippington, Senior Health and Safety Advisor, said: “This campaign has been the biggest drive, in terms of safety, at BAM Nuttall in a long time. Our incident records are the lowest they have ever been and the rules have certainly helped.

“It is a back-to-basics approach but it really focuses the mind on what is important. Our first rule, ‘never enter an exclusion zone’, is an area where we have seen some horrific incidents, but it is a simple thing that everyone can do to make sure they are safe.”

IN EACH edition of The Shield, we hand over a pair of Bollé safety glasses to colleagues who have made an outstanding contribution to safety where they work.

Jim Lynn of HVMS was commended for helping the local community. Members of the public have been parking illegally and irresponsibly near a worksite in Guildford and Jim has been in contact with the police and council for support. Due to the parking issue, a mother with a child in a pram was unable to gain access to a nearby walkway, so Jim intervened and helped. The member of the public commented on Jim’s polite manner and attitude.

Jarred Ismail, COSS at Whitton, uses his experience to risk assess every task that the team under his control does.

He always gives a really good and precise briefing, asking questions after each one, to ensure that everyone has understood.

He said: “The brief is an extremely important part of keeping the guys safe on site, it should never be rushed and should always be fully understood before starting work.”

Safely does it SAFETY days have helped to further encourage safe practices within the workplace.

In October, BAM Nuttall held the BAM Worldwide Safety Day where staff discussed safety issues and each site had the scope to cover topics that were important to them.

A number of activities took place across all BAM sites and offices. At a site in Acton, the team carried out a practice rescue of an injured colleague, identifying the steps needed to do it safely.

also took place in October. Safety themes, the Southern Shield Charter, health and wellbeing and fatigue were discussed.

The event was opened by IP Southern Regional Director Tim Coucher and included a session with high-impact health and safety speaker Jennifer Deeney. Her presentation reminded everyone how important it is to get home safe every day for both ourselves and loved ones.

Staff asked thought-provoking questions to members of the safety leadership team in an ‘Ask us Anything’ session.

Volunteering to do our bit

Colleagues from BCM Construction picked up their tools for a different kind of work.

Fifty two employees volunteered to erect a fence around the Kent Wildlife Trust-managed Old Park Hill Nature Reserve so that it can be used for grazing cattle and horses. This is essential for restoring the area to its early 20th century status as open chalk grassland, which is one of the richest and most important habitats for plants and animals in the UK. After a health and safety briefing onsite, the volunteers got to work clearing a fence line by removing scrub and other obstacles, creating bonfires to dispose of the scrub and erecting fencing along the line.

Volunteer and supervisor on the day, Pete Milnes, said: “The day went very well. Kent Wildlife Trust was over the moon and said we completed three months of their work in one day. All the guys worked very hard without incident and completed the main goal of getting a fence line in. “ Kent Wildlife Trust, Chief Executive, John Bennett, said of the day: “They achieved an immense amount of work, constructing a key stretch of livestock fencing which will enable the Trust to undertake some very important conservation work. A volunteer task on this scale and that achieved so much, is all too rare.”

THE MOST IMPORTANT THING I LEARNED… “THE MOST important thing I have learned is to have conversations to make the best and safest decisions we can. By taking a moment to step back and evaluate, we can do things right first time and not compromise safety for speed.

“A particular incident that stands out is when we were excavating platforms to install drainage channels. The guys came across a piece of concrete which needed to be broken up to complete the night’s work. We took a moment to stop and think and discuss our options. Although it would have been nice to complete the run, it wasn’t essential.

“The guys were close to the working hours limit as well as the limits for using vibration tools, so we notified station staff and placed barriers around the work area, making the platform safe.

“Before the next shift, we obtained a larger breaker with a lower vibration rating, which minimised the HAVS (Hand Arm Vibration Syndrome) exposure, as well as giving us more time to break the concrete out.

“Programmes and budgets are important as we all strive for efficiencies, however, they have to support safety decisions and not lead them. It is vital we have the right people in the right place with the right skills, to feel empowered and supported to speak up when things aren’t right.”

CUT 5 GLOVES were introduced to all site teams in the Southern Region to improve cut resistance.

In August, The Shield paid a visit to Thorndell Viaduct where team members said if they could change one thing they would introduce a more practical version of the Cut 5 glove.

The general purpose glove was introduced as the minimum standard for hand protection.

Since the introduction of the Cut 5 gloves, 28 hand injuries have occurred, eight of which were cuts.

Although the feedback has generally been positive,

in some cases, colleagues have felt the gloves have hindered them from working effectively.

A common issue is that hands become cold while they are being worn and the thermal inner layers restrict hand movements. Wet weather also affects the gloves, causing issues for operatives.

A view from the bridge When it comes to safety – there’s no messing about on the river

WORKING at height from an historical bridge over one of the most famous rivers in the world, certainly brings a tide of safety concerns.

Staff work with harnesses that have two points of attachment at all times on platforms that can move up and down with winches, meaning that should something fail, there is always a back-up.

A containment screen and a cradle covers and protects them as they work and ensures materials and equipment are safely contained.

It also provides protection against the elements.

While working on the bridge, the crew is hooked to the column or wall by a further two or three points which restricts move-

ment, so even if it is windy, they remain secure.

As the river is tidal, water levels can rise by six to seven metres in a working day and wash from other boats can be a problem, so the river span is closed to separate the works.

The Port of London Authority gives out regular warnings and signs are displayed on the work boat to warn other river users to slow down so staff can keep working safely.

Phase one of the project, carried out by Costain and its supply chain partners, took place early this year, before work was halted ahead of the summer season when spans of the river below the bridge could not be closed. Phase two will complete this year, with potential additional works leading into early next year.

“Being so close to the water is a safety issue. We are faced with us dropping things in the river as well as potentially injuring people below.

“However, by having access via boats and working this way, we are eliminating the safety risks that come with using scaffolding. Our site is more safe and secure than if we had used scaffolding, which would have made exactly the same job longer and more risky.”

“With rope access, safety is critical at all times. We use harnesses and hang from buildings every day. There are no second chances.”

LAWRENCE DOHERTY – SITE MANAGER, WALKER CONSTRUCTION “I am the Site Manager, particularly focusing on the brick repairs on the bridge.

Our access is supplied by CAN and our staff have been fully briefed on working at height. There is a supervisor on the platform at all times.

“As there are a number of different contractors on site, communication is vital to ensure that work is being carried out effectively and safely.

“One of the most important safety aspects for me is the use of power tools.

We have limits on how long staff can use these types of tools at any given time to prevent Hand Arm Vibration Syndrome (HAVS), so we maintain strict records of use and rotate staff accordingly.”

“Another piece of important equipment for me is my hard hat as it protects my head.”

What you wear – and how you wear it – can be the difference between a job well done and a serious injury.

In each issue, we’ll focus on one piece of PPE and reveal some of the science behind the safety.

THIS IS UNSAFE IF IT’S not safe, we shouldn’t work. Here’s an example of people on the ground highlighting safety concerns due to fatigue.

Fatigue can be one of the root causes of accidents on site. Here is a great example of some of our people stopping an individual from working due to concerns about fatigue.

At the start of their shift a frontline supervisor working for Costain contacted the engineering supervisor to ask if the COSS due to work with them that night had signed in and was ready to work.

It was confirmed that he had been signed in, but was asleep in his car. It took several attempts, including banging on his car door, to wake him up. The COSS was asked if he was alright and on replying that he was, he was signed in and made his way to the work site. Upon arrival at the site the supervisor, aware of the COSS’ state, thought that the COSS still looked tired. He took the decision not to let the COSS oversee the work group; he put a call into the duty manager to inform him of this.

As result of this the COSS was prevented from potentially endangering himself and others through fatigue.

Sussex on the screen THE project to remove and replace the Thorndell Viaduct has been completed.

The 150-year-old cast iron viaduct, near Pulborough in West Sussex, was replaced with a concrete one, in a project spanning several months.

The new concrete structure was hoisted into place and the old one demolished over the course of the August Bank Holiday weekend.

“As the viaduct is on a tidal flood plain, we were often working at sea level and even diverted a river underneath the worksite,” said Section Engineer for BAM Nuttall Tom Puxley.

Shocking result

Step in time In the last of our Kit In Close-Up features, we take a look at boots.

It is important to wear footwear that supports your ankles. Footwear without ankle support (such as rigger boots) are not permitted.

All boots must have steel or composite (such as kevlar) toe caps to protect your toes if anything is dropped on them. The steel toe cap must not be exposed under any circumstances. If it is, the boots must be replaced immediately.

The boots must also have a com-

posite or steel mid-sole in case you step on anything sharp.

Metatarsal guards are available to protect the top of the feet.

Boots must be replaced if the treads start to deteriorate as this is a major cause of slip type accidents.

“A big safety concern for us was that our work area could have flooded, so a lot of water management was needed to keep the site clean and tidy. We pumped the water out and there was a fully dedicated team to ensure this was done, particularly on a Monday morning.

“It was a very time sensitive project. We were at the mercy of the weather, but we were lucky and did the majority of the work in the summer months.”

BAM Nuttall won a Green Apple Environment Award for their dedication to water management on this project.

THE DC Isolation Protocol, offering a step-by-step guide on how isolations of an electrified third rail are planned and carried out, has been introduced.

This is a result of a number of isolation strapping incidents, including one where a colleague was seriously injured.

The protocol provides advice on the required equipment and guidance on the responsibilities of the team. It gives direction on implementation and procedures, correct PPE and required levels of qualification for the strapping team.

It aims to ensure the safety of those carrying out the isolation and those on the worksite.

What is more dangerous – a 25,000 volt overhead line or a 650 volt third rail?

The severity of injury from an electric shock depends on the amount of current and the length of time it passes through your body. A current of a tenth of an amp of electricity for just two seconds is enough to cause death.

The amount of current you will receive depends on the voltage you touch and the resistance of your body, so you would think that higher voltages are always more dangerous.

However, at really low levels of current, muscles can become paralysed, so you are unable to release the tool, wire or piece of infrastructure. As you can’t let go, the current continues through your body for a longer time. For this reason, hand-held tools that give a shock can be particularly dangerous even though they are low voltage.

The conclusion must be that 650 volts can be just as lethal as 25,000 volts.

Remember just a little current can kill. Even as low a voltage of 75 milliamps can cause cardiac arrest.

The Shield visited Purley substation to see just how seriously safety is taken when it comes to electricity...

Neil Mullins, Construction Manager, Siemens “I liaise with the third party contractors, such as companies that provide rain water shelter, civils and Network Rail deliveries.

“I act as a link between our Euston head office and the site, produce the four-week look ahead report, period reports and do the KPI reporting. I work with the Site Manager to ensure we hit all of our deadlines and liaise with the Project Manager to keep people in the loop. I am also one of the designated Safe Work Leaders for the site.”

Most important piece of safety kit: “Cut 5 Gloves.”

Russell Thorpe, Commissioning Engineer, Siemens “Part of my job is to ensure the installation of the equipment is done properly and that the design is correct and suitable for service. I test the installation of the high voltage equipment and issue safety documentation, ensuring that it is in place, briefed and understood, to carry out work as required.

“A real danger at the substation is from electricity. We risk assess each particular job individually to see what equipment is needed. ” Most important piece of safety kit: “Flame-retardant PPE, which has just been implemented, which is a necessary improvement.”

Dan McKenzie, Electrical Improver, Siemens “I work alongside the electricians, pulling cables, helping with containment and maintaining the site. I also make a cracking cup of tea!

“As we are working with electricity, I never assume that something is dead. I always test first.

“I am studying to be an electrician and I attend college one evening a week alongside working here.”

Most important piece of safety kit: “It changes with each job you do, goggles, gloves and ear defenders are vital when cutting metal, for example.”

Mark Evans, Lead Electrician/Site Supervisor, Siemens “The weather plays a big role on this site.

There has been a lot of excavation work on site for the new LV cable route ducts which has made the ground boggy and slippery, so it is important to be aware of slip and trip hazards.

“Our biggest worry is electricity, so it is essential to follow procedures to remain safe. At the moment, 90 per cent of the installation work we are doing is not with live equipment.”

Most important piece of safety kit: “My hard hat and boots – I feel naked without them!”

PROJECT BRIEF

Siemens has been contracted to undertake the replacement of a 33Kv High Voltage (HV) switchgear at Purley substation in Surrey. Siemens are working with a number of their key supply chain to deliver the works, including McGarry Construction, who are undertaking the civil works.

The new equipment is being installed on the same site as the Colas Rail training centre and the worksite is the only route in and out from the station for

John Perkins, Site Manager, McGarry “McGarry’s are doing the civils construction work at Purley and I supervise the construction workers. I work very closely with Mark Davies, Siemens Site Manager, to ensure everything is running safely and to the planned programme of works.

We have a good working relationship with Siemens and have been involved in the civils work with them for a number of years now.

“There are lots of hazards that we must be aware of including moving machinery, deliveries on the road due to the weak bridge and keeping the public safe.

“There is a range of experience on site and I do keep an eye on our less experienced guys, particularly as one of them is my son!”

Most important piece of safety kit: “The right PPE is so important, it totally depends on what you are doing.”

“We have to be respectful of pedestrians as well as considering their safety while carrying out our work activities. Barriers have been erected around all of our work areas to provide separation and protect them,” said Site Manager Mark Davies.

“Access in and out of site has been quite challenging due to the three tonne axle weight limit on the bridge coming into the site and a two and a half tonne limit on a smaller bridge within it. This

required a huge amount of planning for the delivery of equipment and the removal of redundant material. We have used smaller and lighter towable welfare facilities, office and storage units as our usual ones were too heavy.”

One of the key lifesaving rules on site is to always test before touch, to ensure that the current is dead before work is started.

“It is so important to me that everyone remains safe at work.

We want to avoid anyone getting hurt at all costs.”

Health check DO you know how long it takes for alcohol to leave your body?

It is actually slower than you think, for every unit of alcohol you consume, it takes one hour to pass out of your system.

Many of us will be looking forward to the Christmas parties we are going to and spending time with our friends and family over the festive period. It’s important that we enjoy ourselves; but we also need to bear in mind our work place policies on drugs and alcohol. Here is some information to help you to make the right choices.

If you have drunk alcohol the night before your shift, you still may be over the limit when it comes to driving and working the next day, even if you don’t feel drunk.

We all have different tolerances, so during the festive period try to remain in your comfort zone.

As you know, illegal drugs and other drugs that can be misused are completely banned, this can include prescription medication.

More than ever, Christmas time is family time; it is important that everyone gets back home safe to their families and loved ones. Being unfit for work through drugs or alcohol can put you and your co-workers’ safety at risk.

Drug and alcohol advisor Lindsay Smith, who delivers drug and alcohol awareness training to railway workers, the armed forces and the police, said: “Respect from loved ones, friends and colleagues can be so hard to earn, but so easy to lose. Be safe, be responsible and have a brilliant Christmas and a Happy New Year.”

Keep a record of what you are drinking To calculate your units multiply the alcohol percentage (%ABV) by the volume of drink in millimetres (ml); then divide it by 1,000.

So, if you drink six bottles of lager (330ml) at 5.2% (nearly 11 units) in the course of an evening finishing at 11pm, you could still be over your employers alcohol limit by lunchtime the next day (11 hours later).

A pint of lager contains three units, an alcopop has 1.4 units, a 175ml glass of wine has 2.3 units and a single measure of spirits contains one unit.
