Gordon L. Havens, loving husband and father of seven children passed away at home, peacefully surrounded by family, at the age of 92.
Gordon was born on September 28, 1931 in Naples, NY to Howard and Margaret (Wheaton) Havens. He graduated in 1949 from Livonia, NY. He was in the service from 1950 to 1953 and was stationed in Schwabach, Germany. He was a commissioner and member of the Wallace Fire Department for 44 years. Gordon worked at Stromberg Carlson, General Dynamics and Mercury Aircra . He retired in 1993. On November 17, 1964 he married Patricia A. Towner and was married for 59 years.
Gordon loved to go to get co ee and breakfast every morning and loved to take his grandchildren with him. He liked to take vacations and travel, spending time with his family, going to watch the races in Dundee and Woodhull with his brother and family. He enjoyed sitting at his table and watching the birds feasting from his many bird feeders. He enjoyed the outside and mowing the lawn. He enjoyed tinkering in the garage with his son, Gordon.
Gordon is survived by his beautiful wife, Patricia Havens; daughter, Kim Willis; son, Michael Havens; daughter, Kelly (Terry) Burns; daughter, Jane Havens, daughter, Jackie (Chris) Hudson; daughter, Judy Havens; and son, Gordon (Brenda) Havens; several grandchildren, great-grandchildren; nieces and nephews.
He was predeceased by his parents, Howard and Margaret Havens; brother, Stuart (Eliza) Havens; grandson, Justin Willis.
A private graveside service is planned for the family.

AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2024-2025, exclusive of public monies, may be obtained by any resident of the District during business hours beginning May 8, 2024 at the Prattsburgh Central School business office.

Upon receipt of an application of an absentee ballot, the district clerk will review the application to determine if the applicant is a qualified voter and is otherwise entitled to vote by absentee ballot.
The school district may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law Section 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons to provide their signature, printed name, and address.

BUDGET HEARING - A budget hearing for the inhabitants of the Bath Central School District qualified to vote at School District meetings will be held in the Library of the High School Building, 25 Ellas Avenue, in the Village of Bath commencing at 5:30PM on May 8, 2024 where there shall be presented the proposed School District budget for the following school year.

Vacancies upon the Board shall not be considered separate specific offices. The individuals receiving the highest number of votes shall be elected to the vacancy.

PROPOSITION II – BUSES
Shall the following resolution be adopted to wit:
Resolved that the Board of Education of the Bath Central School District is hereby authorized to undertake the acquisition of one (1) wheelchair bus and three (3) 72-passenger school buses, all at the estimated maximum aggregate cost of $748,842, less trade-in value, if any, and that such costs, or so much thereof as may be necessary, shall be raised by the levy of tax to be collected in annual installments; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $748,842 shall be issued, or the School District may enter into an installment purchase contract if the Board of Education determines that it is in the best interest of the School District to finance the purchase in that method.
ADDITIONAL PROPOSITIONS - Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than 30 days before the date of the election as set forth in this notice unless a greater number of days is required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation.
ABSENTEE BALLOTS - AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail and absentee ballots will be obtainable and are returnable no earlier than April 21, 2024 between the hours of 8:00 AM and 4:00 PM Monday through Friday, except holidays, from the District Clerk. Completed applications for early mail and absentee ballots must be received by the District Clerk at least seven (7) days prior to the vote if the ballot is to be mailed to the voter, May 14, 2024; or the day before the election, if the ballot is to be delivered personally to the voter, May 20, 2024. Early mail and absentee ballots must be received by the District Clerk no later than 5:00 PM on May 21, 2024
A list of all persons to whom early mail and absentee ballots shall have been issued will be available in the office of the District Clerk from 8:00 a.m. until 4:00 p.m. prevailing time on each of the five (5) days prior to the day of the election, except weekends, up to the day set for the election. Any qualified voter may challenge the acceptance of the ballot of any person on such list, by making his/her challenge and reasons therefore known to the Inspector of Election before the close of the polls. A challenge against an early mail ballot cannot be based on the reason that the voter should have obtained or applied for an absentee ballot.
The Education Law makes special provisions for absentee voting by “permanently disabled” voters of the District and any questions regarding these rights should be directed to the Clerk of the Board.
The Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas early mail and absentee ballot applications and early mail and absentee ballots must be received by the voter by mail or in person, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile.
