BATH, NY: William D. Rumsey, 78, passed away unexpectedly on Tuesday April 23, 2024 at his home. He was born in Johnstown, PA on December 2, 1945, the son of the late Leslie Rumsey Sr. and Janice Knowles Rumsey.

He graduated from Haverling High School. He was employed as an AC specialist in Florida for over 20 years. He also was a Heavy Equipment Operator for Les Rumsey Construction in Bath, New York. William was a member of the Airboat Club in Florida.

He was predeceased by his parents and his wife, Betty.

He is survived by two brothers, Leslie Rumsey Jr. and Curt Rumsey; several nieces and nephews and step children.

His wishes were no services.

BATH, NY: Lucille A. Saltsman, 84, passed away on ursday April 18, 2024 at the Taylor Health Care Facility. She was born in Bath, NY on May 28, 2024, the daughter of the late William Margeson and Onnalee Hiney Margeson.

She graduated from Haverling Central School in 1957. She worked at Taylor & Great Western Wineries for 30 years. She then worked at the Bath VA for 10 years.

She loved to read, knit and crochet, and enjoyed puzzle books.

Lucy was predeceased by her parents, William Margeson in 1989 and Onnalee Margeson in 2001; her husband, James Saltsman in 1990 and a son, Terry Saltsman in 2004.

She is survived by her children. Christine (Donnie) Wilson, David (Dee) Saltsman, Donna Saltsman and Darlene Clawson; twelve grandchildren, Sydney (Preston) Wilson, Ashley (Rob) Blevins, Andrew (Carrie) Saltsman, Josh (Lindsay) Whiting, Jeremy (Viv) Whiting, Tori Saltsman, Casey (Krystal) Saltsman, Bryan Saltsman, Jason (Kelly) Burdick, Jeremy (Jaime) Burdick, Steven (Sara) Wy els and Matt Wy els; and thirteen great grandchildren, Anya, Emma Blevins, Brooke, MaKenziey, Scarlett Whiting, Aiden, Vickie McGill, Aaron, Morgan Burdick, Riley, Carter, Gabriella Burdick and Elijah Wy els.

Barbara Beekman Barbara Beekman

Barbara Beekman passed away peacefully at home on April 21st 2024 at the age of 92.

She was born on August 16th of 1931 in North Hornell to Gordon O. Smith and Genevieve A. (Bush) Smith. Barbara spent most of her childhood in Howard, New York on the family farm (Smith Stock Farms), and always referred to the farm as home.

Barbara graduated from Central Islip High School, Houghton College, and Geneseo University. She taught for several years in the Hornell School System and later retired from Greenwood Central School where she taught 5th grade.

Barbara was very active in many community organizations including e First Presbyterian Church of Bath, Steuben County Historical Society, Bath American Legion Auxiliary Post 173, Bath Chamber of Commerce Tourist Information Building, and the Red Hat Society.

She is survived by her children from her rst marriage to Dr. Edwin T. Presley... her daughter, Janet E. (Philip) Ruger; son, Edwin G. Presley, both of Bath, NY; and son, Craig W. (Judith) Presley of Manassas, Virginia. She is also survived by her grandchildren: Erica (Michael) Mathews of Manassas, VA, Sara Ruger of San Jose CA, Bridget (Gregory) Henshaw of Bath, NY and Taylor Presley of Hornell, NY; seven great grandchildren; one great-great granddaughter; as well as many generations of cousins and extended family.

She is also survived by the children of her later husband, Richard (Dick) Beekman... Diane (Peter) Graham of Bath, NY, omas (Immer) Beekman of Katy, TX, Richard Beekman of Myrtle Beach, SC, Christine (Stephen) Deitrick of Lindley, NY, and the late Lori Beekman Gee.

Barbara was predeceased by her parents, both spouses, son-in-law Philip Ruger, son-in-law Peter Graham, grandson Je rey Deitrick, and daughter Lori Beekman Gee.

Family wishes to provide a special thank you to the dedicated care providers, Jeni er Torence, Jenna Hyde, and Kim Dinehart, from Home and Health Care Services of Hornell NY.

Born in Bath on November 10, 1934, she was the daughter of the late David and Do na (Cole) Frankin. Besides her parents, she was also predeceased by her husband, Leon Havens on September 12, 2009.

A graduate of Prattsburgh Central School, Pauline was a devoted wife and mother.

She was a member of the Wheeler Grange and loved working on the family farm. Pauline was an excellent cook and loved cooking for friends and neighbors. She also enjoyed ower gardening and making homemade ice cream and butter.

She is lovingly survived by two sons, Paul T. (Julia) Havens and Jack Havens; one brother, Mert Franklin; one sister Lorali Olmstead; as well as several nieces and nephews.

REQUEST FOR RELEASE OF FUNDS

On or about May 16, 2024, the New York State Homes & Community Renewal, through the New York State Housing Trust Fund Corporation (HTFC), will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of $560,000 in HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990, in accordance with section 288 (42 U.S.C. 12838), to authorize Rural Housing Opportunities Corporation (RHOC) undertake a project known as RHOC Mobile Home Replacement 2023, for purposes of the replacement of 4 mobile home units scattered within Chemung, Genesee, Monroe, Ontario, Orleans, Wayne, and Wyoming with an estimated total project cost of $600,000.

This is the first tier of review in a 2-tiered process. The specific addresses of homes are not known at this time because the participating property owner identification process is ongoing. Therefore, under 24 CFR Part 58.15 (Tiering) and 24 CFR Part 58.32 (Project Aggregation), HCR will use a tiered approach and Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known. No physical work will begin on properties until all levels of environmental review are complete and found to be in compliance. Tier 1 review addresses specific environmental factors for which compliance has been documented, regardless of specific site locations. It prevents repeating the same compliance factors on a Tier 2 site-specific basis, once all participating homeowners are known. Tier 2 Site Specific Review: The site specific reviews will cover all the laws and authorities not resolved in the broad Tier 1 review as discussed in the ERR that is available for public inspection. Mitigation Measures/Conditions/Permits (if any): Template Tier 2 forms are included in the ERR that is available for public inspection. The Templates include the mitigation measures, conditions and/or permits that will be complied with, if applicable, at each project site that is chosen.

FINDING OF NO SIGNIFICANT IMPACT

HCR has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. An Environmental Review Record (ERR) that documents the environmental determinations for this project can be obtained by accessing https://hcr.ny.gov/hcr-environmental-review.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Heather Spitzberg, either by mail to Environmental Analysis Unit, NYS Housing Trust Fund Corporation, 38-40 State Street, Albany, New York, 12207 or by Email to environmental.comments@hcr.ny.gov. All comments received by May 15, 2024, will be considered by HCR prior to authorizing submission of a request for release of funds. Comments should specify which part of this Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

HCR certifies to HUD that Heather Spitzberg, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.
