CAMPBELL, NY: David "Ted" Theodore Hall Jr., age 67, of Campbell, NY died unexpectedly at home on Monday, October 3, 2022. He was born in Bath, NY on December 20, 1954, the son of the late David and Melissa (Foster) Hall. He graduated from Dundee Central School. Mr. Hall was an Auto Body Technician at Fox Auto Group in Painted Post, NY. He loved and excelled at his work. He will be dearly missed by all who knew him.

He is survived by his wife Ruth (Whitaker) Hall of Penn Yan, NY; sisters, Melissa (George) Hall-Griffin of Hammondsport, NY, Judith Horton of Bath, NY and Catherine (Doug) Polmanteer of Bath, NY, sister-in-law, Phyllis J. Bailey of Penn Yan, NY, several nieces, nephews, great nieces and nephews, cousins and his beloved dog Cassie. He was predeceased by his sister, Sheryl Jacoby.

BATH, NY: Norma I. (Bottum) Bulkley, 91, passed away quietly at her home in Bath, New York on September 29, 2022. She was predeceased in 2019 by her husband, Glenn E. Bulkley of Bath, predeceased also by her sister Betty Palmer of Canisteo, her brother Charles Bottum III of Paint ed Post and a niece, Ruth Ann (Palmer) Stafford of Addison.

She is survived by her sons Steven of Bath and Leroy of Phoenix, AZ, also by a sister-in-law Ella Mae Coykendall of Addison and seven nieces and nephews.

Norma was born October 16, 1930 in Tuscarora, Steuben County, NY to C. Henry Bottum II and Myrtle O'Bryan. She grew up on the family homestead farm on Bottum Hill Rd., attending the nearby one-room district schoolhouse before graduating as salutatorian from Addison High School. She took her first job as the desk clerk at Bath R.E.A. where she met a young apprentice lineman who would become her husband. Glenn and Norma raised their family in Norwich, NY, returning to Bath early in their retirement to care for elderly parents.

Memorial services will be private. Norma will be laid to rest alongside her devoted husband of 63 years at Seaman Cemetery in Savona, NY. In lieu of flowers, donations in Norma's memory may be made to the Bath Volunteer Ambulance Corp. 110 East Steuben St. Bath, NY 14810.

BARON WINDS PROJECT

OF SUBMISSION OF JOINT PERMIT APPLICATION, INCLUDING WATER QUALITY CERTIFICATION

Army

New York State Board on Electric Generation Siting and the Environment (Siting Board) and New York State Public Service Commission (NYSPSC) seeking, among other things, certain federal and state authorizations and WQCs relating to Phase II of the Baron Winds Facility. Phase II is a proposed 117 megawatt (MW) wind powered electric generating facility located within the towns of Cohocton, Fremont, and Wayland in Steuben County, New York. Phase II will consist of up to 26 wind turbines, associated underground electrical collection lines (32.5 miles), 10.9 miles of temporary and permanent access roads, one permanent meteorological tower (MET tower), a new collection substation, and temporary staging/laydown yards for use during construction. e Facility will share the Operations and Maintenance (O&M) facility with Phase I. However, an additional storage building will be constructed within the O&M yard to accommodate equipment storage for the Facility. e proposed collection substation is located at the Point of Interconnection (POI) in the Town of Cohocton, adjacent to the Phase I Project substation. e underground 230 KV transmission line constructed for Phase I has ample capacity to transmit the power from Phase II of the Facility, so no additional transmission will be constructed.

On September 12, 2019, the New York State Board on Electric Generation Siting and the Environment (the “Siting Board”) granted a Certi cate of Environmental Compatibility and Public Need (“CECPN”) to Baron Winds LLC (“Baron Winds”) for a commercial scale wind energy project. e CECPN authorizing the construction and operation of Phase I and II of the Facility under Article 10 of the New York Public Service Law (PSL). e Joint Application that is the subject of this notice covers the permits/approvals required to construct and/or operate Phase II of the Facility under the Clean Water Act § 404 from the USACE and for Water Quality Certi cation from NYSPSC (Clean Water Act § 401 and 6 NYCRR Part 608). No public comment period is required for the Joint Application at this time.

In accordance with 16 NYCRR § 1000.8(a), the Applicant is requesting as part of the Joint Application that the Sting Board issue a Clean Water Action § 401 WQC to Phase II of the Facility under PSL Article 10.

e Joint Application includes, among other things: a description of the Project, including design drawings and related information; an analysis of the environmental setting of the Project; results from surveys conducted to assess potential impacts to aquatic resources, construction methods, potential impacts to jurisdictional waters and associated impacts to aquatic communities from construction and operation of the Project; proposed measures to minimize environmental impacts; and reasonable alternatives. e Application also addresses compliance with the Endangered Species Act and the Historic Preservation Act.

e Project will have the following environmental impacts relevant to the Joint Permit Application under review. Construction of the Facility includes permanent Facility access road crossings, one jurisdictional ditch realignment, wetland ll/grading for wind turbine staging, and temporary equipment crossings along the underground collection line. Permanent impacts to WOUS total 14,540 square feet (sf) of wetland impacts and 116 linear feet (lf; 348 sf) of stream impacts. Realignment of a jurisdictional ditch (S077), totaling 324 lf (324 sf), is associated with construction of a permanent access road. Temporary impacts to WOUS total 728 lf (2,714 sf) of stream impacts.
