Toy for Joy campaign ensures happy holiday for thousands of children

As Christmas Eve came and went, hundreds of families and thousands of children prepared to enjoy Christmas because the generosity of the local community made it possible.

The 2025 Toy for Joy drive officially ended with its traditional Dec. 24 deadline. However, contributions sent in just before the deadline and received after Christmas Eve will be applied to the campaign that brings the thrill of Christmas gifts to deserving children in Hampden, Hampshire and Franklin counties.

The contributions of thoughtful individuals, families, groups and organizations were godsends for those children. These donations went directly to making those children happy.

Those who gave should feel proud of their contribution. The deep gratitude from those who spearheaded the drive — and the families who benefited — cannot be measured.

This drive, sponsored by the Salvation Army and wrapping up

its 103rd year, brings toys, games and books to children whose circumstances would otherwise leave them left out of the holiday happiness enjoyed by others.

Salvation Army Captain Stacy McNeil was in her first year at the Springfield Citadel. McNeil plans to be here for years to come.

She says she was deeply moved by the generosity of the local community, and is already formulating strategies to make next year’s 2026 drive a bountiful success.

In the final days of the campaign, a particularly poignant donation once again came from the law firm of Doherty, Wallace, Pillsbury and Murphy. The Springfield firm’s generous $2,148 gift maintains its tradition of donating in memory of cherished colleague Robin Morris, who passed away well over 20 years ago.

Morris has never been forgotten. The law firm has donated well over $50,000 to Toy for Joy over the years, and their hearts remain as open as ever, with this year’s gift more than doubling last year’s contribution.

As has always been true, many

of this year’s donations — including some of the largest by individuals or families — were sent anonymously and/or in memory of loved ones. In some cases, families scaled down their own personal gift giving, or chose not to do so at all, to support the children in need.

Toy for Joy was advertised and promoted in The Republican, Reminder Publishing, MassLive and El Pueblo Latino. Donations received in late December, as well as the final total for the 2025 campaign, will be published in The Republican in early January and at thereminder.com.

The Salvation Army, volunteer workers and Toy for Joy media outlets join in wishing everyone health and happiness during this Christmas and holiday season.

They look forward to the 104th campaign next year — continuing one of New England’s most enduring and proven traditions of holiday spirit and community generosity.

School Committee withdraws from current MSBA program

WILBRAHAM — The Hampden-Wilbraham Regional School District School Committee voted to withdraw Wilbraham Middle School from the Massachusetts School Building Authority’s accelerated repair program and submit a state of interest in applying for the MSBA’s core program in its meeting on Dec. 18.

The decision comes after a month of deliberating plans within the committee and with the Wilbraham Select Board and Hampden Selectboard, who have both sent letters of support on the decision, after Committee member Michael Tirabassi and Superin-

tendent John Provost initially researched the core program and how it aligns more with the repair needs at the middle school.

Hampden Selectboard’s letter of support comes with a clause, requiring the committee to submit a comprehensive five-year plan, detailing what can be done for the middle school in the meantime on the chance they’re invited into the core program.

It said “it is unfair to the students, faculty and staff of Wilbraham Middle School, as well as irresponsible to delay taking further steps to mitigate the many issues impacting the health, safety and education of our Wilbraham and Hampden students.”

said in its letter that it “recognizes there are complex issues with the middle school that need attention and mitigation during the MSBA core process.”

Committee member Sean Kennedy said the committee needs to have a plan right now. He said he always thought the plan was to move as many eighth grade students as they could to Minnechaug Regional High School, encouraged through attending an Innovation Career Pathways program.

The program is designed to expose students to work in high-demand industries to prepare them for life after graduation.

“That would free up space, when I talked to [Principal] John Derosia, he said the number one

thing we need is space,” Kennedy said. “Number two, security, number three, health. Health is the air, health is the asbestos floor tilings coming up.”

Tirabassi said the plan involved a number of capital items for the middle school, including mediation for the asbestos flooring and repair of the doors. He said one of the things the Hampden Selectboard made clear was it did not want the school neglected because of how long the core program may take.

“The plan is to move forward with doing repairs in the middle school building,” Tirabassi said.

“The plan is not to replace all the windows or the doors, but to repair doors and repair floors. I believe

there’s also capital projects on the list in regards to air handlers.”

Tirabassi said moving eighth graders into the high school would have never been a long-term solution, considering the New England School Development Council’s 10 year projections that said the number of Wilbraham Middle School students will rise from 569 to 773.

“The problems in the school are serious,” Tirabassi said. “I would love to go back 10 years in time. I think we’re behind the eight ball, I think this should have been done a long time ago. I don’t think that the fact that it wasn’t done 10 years ago is a reason to not do it now. We can only look See MSBA on page 3

stable enough to support an addition to the building, because we need additional space,” Collins said. “I have seen buildings older than that be renovated and added to through the core program, and it’s like having a brand new building, but you don’t know that until the experts go in and do an assessment of what the building is standing on.”

Neal, Banko warn legislation will hurt area health care

SPRINGFIELD — Baystate Health CEO Peter Banko and U.S. Rep. Richard Neal sat on either side of a low table in front of about 150 officials, health industry leaders and community organizers. The Dec. 15 panel of two, arranged by the Springfield Regional Chamber, answered questions about what fallout to expect from the federal One Big Beautiful Bill Act, also called the OB3 Act, which was passed in July.

As part of the legislation, federal subsidies that lowered premiums on insurance plans obtained through the Affordable Care Act are set to expire. In Massachusetts, the Affordable Care Act marketplace is known as the Health Connector. Democrats pushed to extend the subsidies, and the resulting gridlock is what caused the recent government shutdown. Neal said he had not given up hope on forcing a vote in the U.S. House of Representatives on whether to extend the subsidies for two years.

Neal said forcing such a vote was “uphill,” but on Dec. 17, four Republicans joined with House Democrats to force the vote. As of press time, the future of the subsidies was uncertain.

Under the OB3 Act, $1 tril-

lion was cut from the federal budget for health care programs.

For Massachusetts, that translates to a reduction of $4 million to $5 million.

Neal said the new eligibility requirements put 31,000 state residents in danger of losing their coverage completely, while hundreds of thousands more will see their premiums increase dramatically. In Neal’s district alone, there are 287,000 people on Medicare, and 106,000 of them are children. He said 21% of Massachusetts residents are uninsured, but every child in the state has coverage, if not through a private plan, then through Medicaid.

The legislation’s changes to Medicaid eligibility implement work requirements, which Banko said have not worked in Georgia or Arkansas, where he previously worked in hospital administration. Medicaid mostly covers low-income Americans. More than 1-in-3 Medicaid recipients are children, 10% are seniors and another 10% are people with disabilities.

“We’re not talking about people who don’t deserve it,” Banko said of the health care coverage.

The system may not be perfect he said, but “we don’t throw the baby out with the bathwater.”

Neal said politics have colored

the way people see Medicaid. He said that if you ask people if they support the Affordable Care Act, they will say yes. But ask them if they support Obamacare — the nickname given to the law by Republicans when it was passed — and they will say no.

“If people think you’re taking it away from them and giving it to someone else, it’s a loser,” Neal said. He emphasized that the Affordable Care Act expands insurance coverage to more people, rather than choosing who gets coverage.

The cuts will also impact commercial insurance plans, Banko said. Under the law, hospitals are required to treat people with emergencies regardless of their ability to pay. As more uninsured people visit emergency departments for health care, the unpaid costs and financial pressures will filter into the wider insurance market.

“Emergency room visits are a bad way to get health care,” Neal said.

Neal went on to say, “Health care in our valley is not just about services.” He explained that it is also about people, including the “tens of thousands” employed in the area’s health care industry. There are more than 1,300 doctors and providers, and nearly 13,000 employees

across Baystate Health’s network of four hospitals and 50 medical offices. Mercy Medical Center in Springfield employs 2,000 more, another 3,000 are employed by Cooley Dickinson Hospital in Northampton.

From a different perspective, Neal said, Medicare is the largest employer in Western Massachusetts because so much health care is paid through the program.

Banko said nearly half of Baystate’s patients, 48%, have Medicare for insurance. Another 23% are on Medicaid.

Cost of business While 71% of Baystate patients use Medicare and Medicaid, Banko said neither of these programs fully cover care expenses incurred by patients. Last year, Baystate Health “operated in the positive” for the first time in six years. Banko said the $180 million in revenue was reinvested back into the facilities. However, he said the OB3 Act “wipes that out.” Banko said the expenses are largely out of the company’s control. These include employee health insurance costs and supplies. He said half of the rise in supply costs are due to federal tariffs imposed by the Trump administration.

Banko, who took over as CEO in 2024, remarked that he

has taken heat over recent decisions, including offering buyouts for some non-patient facing personnel who decide to voluntarily separate from the company.

“I’m trying to turn a battleship in a bathtub,” he said of his efforts to maneuver the company into a healthy financial position.

Banko said people should brace themselves for changes the healthcare industry will make in response to these economic factors. He predicted mergers and acquisitions as companies try to make use of economies of scale.

There will likely be a streamlining of services and programs and longer wait times in emergency departments as people without primary care doctors seek treatment. He acknowledged that wait times are already an issue.

Banko said many of the impacts will not hit people’s wallets until after the midterm elections in November 2026. “We’ve got time, so our community has to advocate on our behalf in Boston and Washington.” Neal said the American Hospital Association was also advocating against the end of the subsidies.

When asked what else people can do to help, Banko quipped, “Prayers are always good,” before asking the public to “support the people in our organizations” and “extend a little grace.”

Cannabis changes pass, synthetic kratom ban delayed

SPRINGFIELD — After a spirited debate on Dec. 8 regarding changes to Springfield’s cannabis ordinance and how the distance from a school is measured, the three proposed amendments sailed through the City Council with little opposition at its Dec. 15 meeting.

The amendments allowed medical cannabis to be sold by businesses that currently sell adult-use recreational cannabis and adjusted the zones in which medical cannabis can be sold.

Another amendment changed the method of measuring the 500foot buffer zone between dispensaries and schools. Instead of measuring from one property line to the other, it measures from the door of the dispensary to the entrance of the school.

This change brings the city into alignment with how the state measures such buffer zones.

At the previous meeting, only councilors Tracye Whitfield, Lavar Click-Bruce and Jose Delgado were in favor of the change, as it would allow EMBR, 461 Boston Road, to expand its parking. Whitfield made the case that the neighborhood wanted the dispensary to expand its parking, as traffic had become an issue. When the vote was taken, however, only councilors Malo Brown and Melvin Edwards voted against the change.

Meanwhile, a ban on synthetic kratom, a substance with opioid-like effects, which passed the first round of voting unanimously, was derailed at the last minute. Health and Human Services Commissioner Helen Caulton-Harris spoke against

the proposed ordinance because the city does not have the means to test products for the synthetic compound 7-OH, as the regulations call for. Further, she said the language does not make a clear distinction between products made from the kratom leaf and those made with 7-OH. “We all agree that it needs to be taken out,” Caulton-Harris said, but insisted that she was against passing unenforceable ordinances. Instead, she suggested working with the state and the federal Food and Drug Administration, both of which, she said, are working on banning synthetic kratom.

Councilor Sean Curran, who had spearheaded the ban, pushed back. He said it is the council’s role to pass ordinances and the executive branch’s role to “figure out” how to enforce them.

Curran said banning the substance will “show leadership” to the state in its efforts to regulate the products and “send a message” to gas station owners that the city will not tolerate the manufacture or sale of synthetic kratom.

When asked for an opinion from the Law Department, attorney Ken Shea said, “It would behoove the council not to pass something that cannot be enforced. Councilor Victor Davila said he was “shocked” the issue had not been caught beforehand.

Brown asked if the City Council could create and fund a department to perform the testing.

Shea said the council had the authority to do so, but it could not be done during the meeting as it was not on the agenda.

Brown said Caulton-Harris “does a fantastic job” and opined that her department needs more funding, but said that was “not an excuse” not to “get the ball rolling” on the ordinance and work on the enforcement afterward.

Councilor Kateri Walsh acknowledged that Curran “really just wants to protect the citizens,” but suggested the ordinance be sent to committee so the enforcement component could be worked out.

Curran was adamantly against sending the matter to committee and said that the ordinance would “die there” and even if it did not, it would take at least a year to bring it back.

He urged his colleagues to vote to pass the ordinance. He said 7-OH was a “gateway drug,” before declaring, “We’re going to have dead kids.”

Davila asked if there were deaths directly attributable to 7-OH. Curran relayed that a

state police trooper had told him 7-OH was appearing in the systems of people who had overdosed. However, Whitfield looked up the Massachusetts Department of Public Health’s data on the matter and said 7-OH had been present in the systems of 68 overdose deaths since the start of 2024, and other drugs were also present in nearly all those cases.

Referring to the meeting being the last of Curran’s term, Whitfield said, “It is irresponsible to move fast because someone is leaving the council.”

The council voted 7-6 to refer the ordinance to the General Government Committee.

Goodbyes As it was the last City Council meeting of the year, each of the councilors took time to say goodbye to their two outgoing members, Curran and Tim Allen. Fenton described Curran as a “dedicated public servant” with “vision, integrity and a deep sense of responsibility.”

Similarly, Davila said to Curran, “You always put Springfield first.”

Curran received a standing ovation and received a plaque.

“I appreciate all of you,” he said to his colleagues. “It’s been great standing shoulder to shoulder with you.”

Allen was also given a plaque and standing ovation. Fenton spoke of Allen’s “intelligence,” “compassion” and “unwavering dedication to dialog,” as well as the “key role” he has played in the city’s budget process and fiscal responsibilities. Jessica Paris, a 26 year teacher at Stony Hill, said she is asking for a fair contract because she “cares about the sustainability of schools and the ability to dedicate educators to continue serving students with the time, energy and commitment they deserve.”

“Our schools are filled with hardworking caring professionals who give everything they have to ensure students feel safe, supported and capable of success,” Paris said. “Teachers in our district are carrying more responsibilities than ever before.”

Paris said that asking for fair contracts wasn’t about asking for more, but about “recognizing realities of the job” and “ensuring teachers can continue providing the high quality education the community expects and deserves.”

“The decisions you made in this negotiation will shape not only the quality of our schools but also the future of every child that walks into our classrooms,” Paris said. “It is a message to families that our district is committed to assets. It is a message to teachers that their dedication is not invisible. It is a message to students that the adults they rely on are worthy of respect, stability and support. They deserve to see that their community values the people who show up for them day after day and year after year.”

“We now have four curricula to plan for, implement and grade at the elementary level, five if you count second steps,” Russell said. “It just keeps adding on. In order to plant a seed, you have to pull a weed. In other words, every time a new task is added on, something should be taken off our plate, but it’s not.”

Russell emphasized the amount of work the teachers are exposed to by asking the School Committee to consider a few numbers. She said the 24 students in their classrooms is too high, three is the average number of extra hours worked per day and 74 is the amount of school days so far.

“That adds up to 222 extra hours of work, or approximately 32 additional work days,” Russell said. “One hundred and seventy, the number of days we’ve gone without a contract, and 12 is the number of meetings the HWEA negotiating team has had with the School Committee with no outcome. As a teacher and a resident, I find this shameful.”

Russell also said she would be remiss if she didn’t mention paraeducators, who step up on a moment’s notice and are always there for teachers and students.

She said teachers could not do it without them and they need fair wages too.

“We love our students and we want to work hard so that they get the best education possible, but educators are losing time with our

WILBRAHAM — Educators in the Hampden-Wilbraham Regional School District spoke out for a resolution in the contract negotiations between the Hampden Wilbraham Education Association and the School Committee in its meeting on Dec. 18.

The HWEA represents more than 375 teachers, paraprofessionals and service providers across the district.

Negotiations began in November 2024 and since contracts expired in June 2025, state mediation has been filed to bring a resolution. The two groups have reached an impasse, stuck on certain topics like pay raises for paraprofessionals and teachers, and paid family leave as a benefit for educators when there is a birth or adoption of a child.

The HWEA held a stand-out demonstration at Crane Park on Dec. 12 to bring awareness to the public about the ongoing challenges educators are facing under expired contracts.

Mile Tree teacher Franchesca Dubois is an expectant mother and behind tears, spoke about the impact and financial obstacles the lack of maternity leave will bring to her growing family. She said the beginning years of childhood are important for a child’s development and the beginning year of her sons’ life may be “forced into the hands of someone that is not his mother.”

“My husband and I have discussed for me to return to work as

early as four weeks postpartum,” Dubois said. “As a newer teacher in the district, I have only accumulated 26 sick days.”

Dubois added that before her son is even born, the majority of those sick days will be used for appointments and then time with her newborn, leaving her without an income when the accumulated days run out.

“What are my options, a second job? Leaving teaching entirely for a job that can provide basic support for my growing family,” Dubois said. “My husband will carry our young and growing family in a new world that so desperately requires two strong incomes.”

Dubois told the committee that sharing her families’ struggle takes a lot of bravery, but she does it because she isn’t the only young parent it will affect.

“Please look at the age graphics of our district,” Dubois said.

“Many more may soon be in this position. I encourage you all to follow suit with other surrounding districts and careers to adapt paid family leave for my son and my family and the rest to come.”

Stony Hill teacher Maureen Russell spoke about the demanding expectations that teachers and students are currently under with the curriculums, which she said are not sustainable. Russell said the new curriculums are rigorous and engaging and due to the fast pacing, there’s no time to go through content that students didn’t process and internalize, leading to the teacher taking ex-

LONGMEADOW — Families gathered in the Longmeadow Town Green on Dec. 18, where Lubavitcher Yeshiva Academy Rabbi Noach Kosofsky lit the menorah for the fifth night of Hanukkah.

Kosofsky spoke about being

resilient after the Bondi Beach shooting in Sydney, Australia on Dec. 14, which took the lives of 15 people during a Hanukkah celebration. Kosofsky said the celebration of Hanukkah turned into a massacre.

“Each night, we light the menorah, we add light,” Kosofsky said. “In the darkness and the

challenges, we bring light and find goodness in every situation.”

The youngest victim was 10-year-old Matilda, whose last name is being held at the request of her family. Kosofsky said Matilda was described as a bright, joyful and spirited child by everyone around her. Kosofsky said Rabbi Eli Schlanger, who was

known as the Bondi Rabbi, was described as a wonderful, beautiful man full of boundless energy.

Kosofsky said that the Jewish community will continue to stand with pride and not hide from enemies. He said the same night, hundreds gathered at Bondi Beach to light the menorah in honor of the victims.

“You must go forward, you must stand tall,” Kosofsky said.

“The way we fight darkness is with light, goodness will always prevail.”

The menorah was then lit for the five nights, followed by a parachute drop from the top of a Longmeadow Fire Department truck ladder.

Sullivans partner with Lock & Key Realty for Lakeside Inn renovations

WILBRAHAM — The next steps in the renovation of Wilbraham’s Lakeside Inn were revealed by John and Joe Sullivan on Dec. 23 with the announcement of a partnership with Lock & Key Realty, represented by Marc Murphy, Jordan Healy and Michael Rodgers.

Lakeside Inn is located at 2589 Boston Road and was built in the 1940s as an inn and restaurant, also allowing guests to enjoy Nine Mile Pond. The Sullivans purchased the property in August for $800,000 and revealed plans to bring it back to its original use, a 15-room “boutique hotel” with a restaurant seated for 100 guests with waterfront dining accommodations.

“We partnered up with a group that I’m really excited about,” Sullivan said. “They have a wealth of knowledge and experience that compliments ours …

I’ve never felt so seriously integrated with a group before than I have here.”

Sullivan said Lock & Key are next level developers and will be “major assets for them and will make the project work” before calling up Rodgers to speak, who said it’s been an excellent partnership so far.

“The Sullivan group has been leaders in hospitality in the region for a long time, Lock & Key has been the leader in real estate and redevelopment for a long time,” Rodgers said. “We are really excited for the opportunity to bring back this historic landmark in Wilbraham with a moderate twist. Great things are coming.”

WILBRAHAM — Despite strong winds and rain, The Magnolia Agency cut the ribbon to officially open their new location at 95 Office Park on Dec. 19. They specialize in captives, insurance and surety for construction, manufacturing, retail and distribution.

State Sen. Jake Oliveira was at the event to recognize the opening, along with Bruce Adams on behalf of state Rep. Angelo Puppolo. Oliveira said he was proud that more “Ludlow people were infiltrating Wilbraham.”

Daniel Dias was brought in to manage the location by Magnolia founders Rich Varrato and Lou Gold. He said in a press release that he is “excited and humbled to be a part of the Magnolia Agency’s opening.”

Permanent housing funding for homeless at risk

SPRINGFIELD — As the freezing temperatures of winter in New England continue, Springfield Mayor Domenic Sarno joined at least 24 of his counterparts from communities across the country in urging the federal Department of Housing and Urban Development not to cut previously-approved grants for people experiencing homelessness.

HUD operates the Continuum of Care Program, a federal program which aims to “promote a community-wide commitment to the goal of ending homelessness” according to HUD’s website.

On Nov. 13, HUD sent out a notice detailing plans to limit the amount of funding from Continuum of Care that can be used for permanent supportive housing, in which housing is secured for people with a history of long-term homelessness,

those with disabilities or unhoused families. While 87% of the program’s $3.5 billion budget is currently dedicated to permanent supportive housing, the HUD’s changes would cut that to 30%. This cut would abruptly leave more than 170,000 nationwide without housing, according to the National Alliance to End Homelessness.

On Dec. 8, HUD withdrew its notice of intent and stated the department would review the changes, leaving thousands of people in limbo.

In 2024, HUD released a report in February finding that there were 2,683 people unhoused in Springfield, with about 2,400 people in shelters. Another 112 people were found to be in transitional housing. These figures do not include people living in Springfield-Hampden County Continuum of Care’s 304 permanent supportive housing units.

Gerry McCafferty, Springfield’s Director of Housing and

administrator of the Springfield-Hampden County Continuum of Care, stated in a press release that the people living in those units will likely return to homelessness if the CoC loses the funding for their housing.

An additional 134 units covered by Continuum of Care are time-limited rental assistance for people ages 18-24. McCafferty stated that many of those young people have aged out of foster care and are “at very high risk of being victimized when homeless, including being at risk of human trafficking and sexual exploitation.”

McCafferty said in the press release, “This many people returning to homelessness will overwhelm our local shelter system and lead to many more unsheltered people and encampments in the city.” Last winter, Springfield’s shelters reached capacity on multiple nights.

One of the organizations that works to place people in per-

manent supportive housing is the Center for Human Development. Sean Brown, a program manager for the Diversion, Shelter and Housing Division of CHD, said permanent supportive housing is more than the government paying for a roof overhead.

“Once taken through our intake process, case management is assigned to assist new clients with apartment identification and leasing, basic needs, connecting them to services, and setting personal goals for stabilization in their own subsidized apartments,” Brown said.

Brown said stable housing has a major impact on people.

“Clients who once felt invisible and forgotten now have the stability, support and access to the tools to turn their life around and thrive. Families once threatened by possible separation have been restored and reunited,” he said. “It is an incredible experience to witness someone moving into an

apartment after being without permanent housing for some time. Their visible expressions of relief, safety and happiness have been incredibly moving.”

Sarno said his team is “looking to use every possible tool in the toolbox to address our critical housing and homeless support needs, and focusing on practical solutions,” including working with the state and federal governments and other partners.

“This housing crisis was largely created by the federal level and now cities like ours must deal with the fallout. To claw back these funds now will have serious consequences. I appreciate my fellow mayors, nationwide, for coming together to voice our concerns and encourage bold action,” Sarno said.

Zaza Green donates $500 in toys to Indian Orchard

SPRINGFIELD — The holidays are a time of joy but can also be stressful for families who are experiencing financial difficulties.

Each year, the Indian Orchard Citizens Council hosts a toy drive to help families give their children some holiday magic.

“Our organization is always looking for ways to help the community,” said Zaida Govan, a city councilor and president of the Indian Orchard Citizens Council. The citizens council applies annually to receive toys from the Toys for Tots, a national toy collection and distribution program operated by the Marine Toys for Tots Foundation. However, the organization also collects new, unwrapped toys or monetary donations from individuals and local businesses to help provide for community children.

This year, Christy Figuero, a brand ambassador for cannabis dispensary Zaza Green, reached out to Govan to see how the company could help. The company agreed to donate $500 worthy of toys to the drive. Figuero and fellow brand ambassador Zori Alfonso enjoyed the experi-

ence of shopping for the toys and to be donated to the Indian Orchard Citizens Council. Of her past experiences with toy drives, Figuero said, “I’ve only been on the receiving end, so to be on the giving end is really special.”

In the days before Christmas, the council hosted an event, allowing people to come pick out toys for their children. Govan said they come without their children. Heartbeat of New Orleans music comes to Springfield

By Peter Tuohy ptuohy@thereminder.com SPRINGFIELD — An all-star ensemble of musicians are coming to Springfield with the “Take Me to the River: New Orleans” concert at HOPE Center for the Arts on Jan. 9 at 7 p.m. The concert is inspired by the 2022 documentary of the same name, which will be shown for free on Jan. 3 at 4 p.m.

Some of New Orleans’ most celebrated musicians and rising stars will perform, such as Cyril Neville, Omari Neville, Ian Neville, Big Chief Bo Dollis Jr., Jelly Joseph, Robert Mercurio, Joe Ashlar and Brian Richburg Jr. The event is presented by Blues to Green, an organization dedicated to utilizing music and other arts to center the cultures of the African diaspora within American culture. It also serves as a benefit concert for the Springfield Jazz and Roots Festival.

Kristin Neville is the founder of Blues to Green and the wife of the late Charles Neville, a New Orleans musician best known for his saxophone work in the Neville Brothers. The group won a Grammy Award in 1990 for best pop instrumental performance for “Healing Chant,” off their album “Yellow Moon.”

“This project is trying to share that heritage with people through film and through a band that is touring,” Neville said.

The documentary celebrates the culture, influence and unique musical history of New Orleans by collaborating legendary musicians to record a melting pot of new music. It served as the final time all four Neville brothers recorded in the studio together.

Neville said that music of the African diaspora, which led to genres like the blues, jazz, soul, funk and reggae, speaks to the resilience of the people.

“It is a music, I think, of liberation and tells this deep story about our collective history and people who were taken from Africa and brought to different parts of the world,” Neville said. “This cul-

tural memory has been retained and passed down through generations, and given meaning and beauty and joy.”

She added that the cultural memory acted as a means for people to express themselves and be given a voice to lead the birth and innovations of jazz in New Orleans, which was uniquely positioned by what many consider the birthplace of jazz, Congo Square.

She said people who were enslaved and free Black people would gather at Congo Square on Sundays to sing, drum and dance to traditional music, retaining cultural traditions from Africa.

“It birthed something new and what happened there spread to other places in the country and the world out of such hardship and oppression,” Neville said.

“Something so beautiful and free, instilling and expressing joy came out of that.”

Neville also said that before the concert on Jan. 9, students from across Springfield will be brought to the HOPE Center for the Arts for a learning engagement with the band about the music and culture behind it.

She said the youth engagement is tied in with another project of Blues to Green called The Legacy Education Program, where they bring musicians into Springfield and Holyoke schools to connect with students and share their life stories.

“The program centers Black music, history and culture,” Neville said. “They are sort of role models for young folks, seeing people like themselves or reflecting their own communities and pursuing careers in music.”

Neville added that the ability to honor and pay tribute to the music speaks on a deeper, emotional and spiritual level that “transcends boundaries of language and social class.”

“We connect in the spirit of the music as one people through a shared experience,” Neville said.

House points light at dark money in local politics

BOSTON — Legislation requiring public disclosure for people and groups spending significant sums to influence town meeting votes is gaining some traction on Beacon Hill.

The bill (H 806) won initial House approval on and would amend the law to cover spending aimed at influencing the outcome of warrant articles taken up at the local government level. The official title of the bill is “An Act relative to dark money in local government.” The bill would apply statewide but is driven in part by spending intended to influence short-term rental and housing decisions on Cape Cod and the Islands.

Under the bill, any person, corporation, association, organization or other group that spends or commits to spend $1,000 or more in the aggregate to influence a warrant article or vote on an article at a town meeting would be required to file detailed reports

with the town clerk.

“Town meetings are essential to the fabric of our nation; the American Revolution was spurred in part by the king limiting the number of town meetings people in the colonies could hold,” sponsors of the legislation wrote in testimony to the Joint Committee on Education.

It continues, “Our proposal is consistent with existing Massachusetts campaign finance law, which requires full disclosure of contributions and expenditures for candidates, political committees and ballot question campaigns. By extending disclosure requirements to individuals and entities aiming to influence town warrant articles, this bill would bring local governance practices in line with these established democratic norms for state-level elections, closing a loophole in Massachusetts election law.”

The bill (H 806 / S 506) was filed by state Sens. Julian Cyr and Dylan Fernandes and state Rep. Thomas Moakley, who rep-

resent Cape Cod and Nantucket and Martha’s Vineyard, as well as state Rep. Simon Cataldo of Concord.

The Senate version of the bill advanced on a 5-1 Election Laws Committee vote in November and is pending before the Senate Ways and Means Committee.

State Sen. Ryan Fattman voted against the bill.

The House bill moved forward on a voice vote during a lightly attended session on Dec. 18.

Under the bill, reports would itemize when and how money was spent, the purpose of expenditures, amount and the names and addresses of those paid. Filers would also have to disclose the sources of any contributions used to fund the spending, including the dates and amounts received and the identities of contributors.

Reporting would be required on a rolling basis before and after a town meeting. Filers would submit monthly reports for prior-month activity, a pre-meeting report due five days before a town

meeting, and a final report due 30 days after the meeting.

The sponsors say there “is motivation for entities to use the existing loophole” to not disclose spending.

“Major policy decisions are made at a town meeting level.

Many warrant articles concern areas where corporate and special interest groups have a direct financial stake, such as zoning laws, housing developments, telecommunication rules, and environmental regulations,” they wrote.

It is also not a coincidence that three of the four primary sponsors are from the Cape and islands.

“Our concern is not theoretical. In towns across Cape Cod, advocacy groups have poured money into efforts to influence town meeting decisions, yet their leadership and funding sources remain undisclosed. Cape Cod voters, and all the voters in the Commonwealth, have the right to know who is funding these efforts so they can make informed decisions about the group’s claims,”

the testimony says.

It cites an article in the Martha’s Vineyard Times from 2023 about a similar bill Cyr and Fernandes filed last session. According to that article, lawmakers listed a few incidents of what they called dark money influencing local decisions: off-island investors who they say to influence shortterm rental and housing measures during a Nantucket town meeting; an anonymous group called Provincetown Citizens for Housing Solutions advocating against several short-term rental articles with mailers and text messages; and Truro voters who received mail from a group called Take Back Truro, which campaigned against housing initiatives.

Violations of the disclosure requirements would be punishable by up to one year in jail, a fine of up to $1,000, or both.

Former Biden appointee leads agency push to crack housing crisis

BOSTON — The state’s latest housing production law drew a former Biden administration appointee back to Massachusetts, where he’s leading a quasi-public agency that provides early funding to nonprofits that help vulnerable residents.

Ethan Handelman is now more than half a year into his run as executive director of the Community Economic Development Assistance Corporation, which underwrites a handful of bond programs for the Executive Office of Housing and Livable Communities. Handelman said he believes CEDAC, which was created in 1978 and has 27 employees, can make a “dent” in the state’s affordable housing shortage.

“We are, I think, the smallest of the quasi’s in the housing space, but the resources are real,” Handelman told the News Service in a recent interview.

“We’re funding pre-development funds and acquisition funds that start the ball rolling,” he said. “In some cases, they’re the ‘but for’ money — that without this, things wouldn’t get started and they wouldn’t get to construction financing, final financing, people with keys behind doors (and) under roofs. But it is those predevelopment dollars in that starting capital that helps us get to where we need to be.”

That money could cover an initial feasibility assessment for the site, as stakeholders conduct due diligence and potentially pay for an architect, structural engineer or development consultant, he said.

As the project advances, Handelman said, CEDAC may then award a pre-development loan that could range from around $150,000 to $250,000.

“For us, CEDAC is the goto because we are comfortable working with them and have a good relationship in our organization,” said Suneeth John, head of real estate at affordable housing nonprofit Fenway Forward.

Fenway Forward recently secured a boost in predevelopment funding from CEDAC for Our Lady’s Guild House in Kenmore Square. The project — which is a joint venture with the nonprofit Planning Office for Urban Affairs — involves transforming a six-story building into 86 affordable studio rental apartments, according to CEDAC. The agency announced the increased funding last month, as it awarded a total of $4.1 million in early-stage financing to nine projects in the first quarter of fiscal year 2026.

The Affordable Homes Act reauthorized three supportive housing bond programs that CEDAC administers on behalf

of EOHLC, according to Sarah McKeever, the agency’s director of supportive housing.

Those include $200 million for the Housing Innovations Fund for supportive housing for veterans, seniors, unaccompanied youth and households that have experienced homelessness; $70 million for the Facilities Consolidation Fund for community residences for individuals served by the Department of Mental Health or Department of Developmental Disabilities; and $55 million for the Community Based Housing fund for integrated housing for individuals with disabilities, according to the Healey administration.

CEDAC also handles the Home Modification Loan Program for accessibility improvements, which received $60 million in the housing bond law.

“One of the things that helped attract me to come back to Massachusetts was what I saw in the Affordable Homes Act,” Handelman said, as he pointed to the state’s commitment to “put money and policy change and real focus behind meeting housing challenges.”

A Michigan native who earned a master’s degree in international relations at Harvard University, Handelman has more than 20 years of experience in the affordable housing space. He previously was vice president of the Massachusetts-based Recap Real Estate Advisors, vice

president for policy and advocacy at the National Housing Conference,and senior policy analyst at the Federal Housing Finance Agency.

President Joe Biden in 2021 appointed Handelman as deputy assistant secretary for the Office of Multifamily Housing Programs in the U.S. Department of Housing and Urban Development. He held that role for four years.

In his downtown Boston office, Handelman has displayed a citation that’s signed by Biden and commemorates his time at HUD. There’s also a photograph of the Robert C. Weaver Federal Building, the headquarters for HUD in Washington, D.C, that’s signed by former colleagues.

A brightly colored “kindness” banner is another gift from a HUD coworker, which Handelman said conveys the message to “lead with kindness” in civil service.

CEDAC’s search committee and board unanimously selected Handelman to lead the agency following a national search to replace Roger Herzog, who retired in the spring. Secretary of Housing and Livable Communities Ed Augustus in April said Handelman was the “ideal leader” to build upon Herzog’s legacy.

“CEDAC is entering a new era of leadership at a time when the Healey-Driscoll Administration is doubling down on its commitment to making housing

more affordable and accessible to all through a multifront strategy that includes the Affordable Homes Act, implementation of the MBTA Communities Law and the state’s first comprehensive housing plan,” said Augustus, who praised Herzog’s 16-year-tenure of “enabling community-based organizations to create affordable housing with access to financing and other technical support.”

CEDAC is exploring ways to grow its preservation work, including securing federal dollars that remain available to invest in senior housing properties with aging infrastructure, Handelman said. The agency is also looking into how to support climate resilience and decarbonization efforts as it awards funding to nonprofits, he said.

As Massachusetts continues to grapple with federal funding uncertainty, including from HUD, Handelman said CEDAC is “definitely not slowing down” its work of providing funding and technical assistance to nonprofits throughout the commonwealth.

“What CEDAC is doing in this time of uncertainty is trying to make sure that we are there for our borrowers, for our community partners, that we are leaning in,” Handelman said.

“Joe and John have done so much for the local area, it’s phenomenal,” Ashe said. “You keep going and going, you keep growing.”

Ashe said that as a lifelong Western Massachusetts resident, he is grateful for the work the Sullivans put in to redevelop the area.

Puppolo spoke last and joked with Sullivan about a kayak race championship that has yet to hap-

pen, but now they have a new body of water to do it on.

“This property here is pristine, I don’t know why it hasn’t been redeveloped,” Puppolo said.

“There have been so many different uses over the years, nothing really caught on. I think this is going to catch on. They have a knack at doing that.”

Puppolo said it is a huge investment, but the Sullivans don’t cut corners and go top notch.

“I’m very pleased the Sullivans are investing in this,” Puppolo said. “It’s really gonna transform this area, this property and this entire region.”

Gulluni and staff support 60 children in need through adoption effort SPRINGFIELD — Continuing a longstanding tradition of holiday giving, the Hampden District Attorney’s Office has once again “adopted” children in need this Christmas, ensuring dozens of local young people will have gifts waiting for them under the tree.

This year, 60 employees volunteered to purchase presents for 60 children, fulfilling individual wish lists and helping make the season brighter for families supported by the Massachusetts Society for the Prevention of Cruelty to Children.

Through this effort, each participating employee receives a child’s first name, age and gender, along with a personalized wish list. These lists typically include toys, clothing, winter necessities and practical items — for example, building sets, art supplies, warm sweaters, gloves or gift cards. Employees shop for their assigned child and return the wrapped gifts to the office, where they are delivered to MSPCC. The MSPCC serves families across multiple communities in Western Massachusetts through a range of programs. The children adopted by the DA’s Office are engaged in one or more of these services, and MSPCC provides only limited personal information to protect privacy.
