Toy for Joy campaign ensures happy holiday for thousands of children

As Christmas Eve came and went, hundreds of families and thousands of children prepared to enjoy Christmas because the generosity of the local community made it possible.

The 2025 Toy for Joy drive officially ended with its traditional Dec. 24 deadline. However, contributions sent in just before the deadline and received after Christmas Eve will be applied to the campaign that brings the thrill of Christmas gifts to deserving children in Hampden, Hampshire and Franklin counties.

The contributions of thoughtful individuals, families, groups and organizations were godsends for those children. These donations went directly to making those children happy.

Those who gave should feel proud of their contribution. The deep gratitude from those who spearheaded the drive — and the families who benefited — cannot be measured.

This drive, sponsored by the Salvation Army and wrapping up

its 103rd year, brings toys, games and books to children whose circumstances would otherwise leave them left out of the holiday happiness enjoyed by others.

Salvation Army Captain Stacy McNeil was in her first year at the Springfield Citadel. McNeil plans to be here for years to come.

She says she was deeply moved by the generosity of the local community, and is already formulating strategies to make next year’s 2026 drive a bountiful success.

In the final days of the campaign, a particularly poignant donation once again came from the law firm of Doherty, Wallace, Pillsbury and Murphy.

The Springfield firm’s generous $2,148 gift maintains its tradition of donating in memory of cherished colleague Robin Morris, who passed away well over 20 years ago.

Morris has never been forgotten. The law firm has donated well over $50,000 to Toy for Joy over the years, and their hearts remain as open as ever, with this year’s gift more than doubling last year’s contribution.

As has always been true, many of this year’s donations — including some of the largest by individuals or families — were sent anonymously and/or in memory of loved ones. In some cases, families scaled down their own personal gift giving, or chose not to do so at all, to support the children in need.

Toy for Joy was advertised and promoted in The Republican, Reminder Publishing, MassLive and El Pueblo Latino. Donations received in late December, as well as the final total for the 2025 campaign, will be published in The Republican in early January and at thereminder.com.

The Salvation Army, volunteer workers and Toy for Joy media outlets join in wishing everyone health and happiness during this Christmas and holiday season.

said that if you ask people if they support the Affordable Care Act, they will say yes. But ask them if they support Obamacare — the nickname given to the law by Republicans when it was passed — and they will say no.

“If people think you’re taking it away from them and giving it to someone else, it’s a loser,” Neal said. He emphasized that the Affordable Care Act expands insurance coverage to more people, rather than choosing who gets coverage.

The cuts will also impact commercial insurance plans, Banko said. Under the law, hospitals are required to treat people with emergencies regardless of their ability to pay. As more uninsured people visit emergency departments for health care, the unpaid costs and financial pressures will filter into the wider insurance market.

“Emergency room visits are a bad way to get health care,” Neal said.

Neal went on to say, “Health care in our valley is not just about services.” He explained that it is also about people, including the “tens of thousands” employed in the area’s health care industry.

There are more than 1,300 doctors and providers, and nearly 13,000 employees across Baystate Health’s network of four hospitals and 50 medical offices. Mercy Medical Center in Springfield employs 2,000 more, another 3,000 are employed by Cooley Dickinson Hospital in Northampton.

From a different perspective, Neal said, Medicare is the largest employer in Western Massachusetts because so much health care is paid through the program.

Banko said nearly half of Baystate’s patients, 48%, have Medicare for insurance. Another 23% are on Medicaid.

aid, Banko said neither of these programs fully cover care expenses incurred by patients. Last year, Baystate Health “operated in the positive” for the first time in six years. Banko said the $180 million in revenue was reinvested back into the facilities. However, he said the OB3 Act “wipes that out.” Banko said the expenses are largely out of the company’s control. These include employee health insurance costs and supplies. He said half of the rise in supply costs are due to federal tariffs imposed by the Trump administration.

Banko, who took over as CEO in 2024, remarked that he has taken heat over recent decisions, including offering buyouts for some non-patient facing personnel who decide to voluntarily separate from the company.

“I’m trying to turn a battleship in a bathtub,” he said of his efforts to maneuver the company into a healthy financial position.

Banko said people should brace themselves for changes the healthcare industry will make in response to these economic factors. He predicted mergers and acquisitions as companies try to make use of economies of scale.

There will likely be a streamlining of services and programs and longer wait times in emergency departments as people without primary care doctors seek treatment. He acknowledged that wait times are already an issue.

Banko said many of the impacts will not hit people’s wallets until after the midterm elections in November 2026. “We’ve got time, so our community has to advocate on our behalf in Boston and Washington.” Neal said the American Hospital Association was also advocating against the end of the subsidies.

When asked what else people can do to help, Banko quipped, “Prayers are always good,” before asking the public to “support the people in our organizations” and “extend a little grace.”

Neal, Banko warn legislation will hurt area health care

SPRINGFIELD — Baystate Health CEO Peter Banko and U.S. Rep. Richard Neal sat on either side of a low table in front of about 150 officials, health industry leaders and community organizers. The Dec. 15 panel of two, arranged by the Springfield Regional Chamber, answered questions about what fallout to expect from the federal One Big Beautiful Bill Act, also called the OB3 Act, which was passed in July.

As part of the legislation, federal subsidies that lowered premiums on insurance plans obtained through the Affordable Care Act are set to expire. In Massachusetts, the Affordable Care Act marketplace is known as the Health Connector. Democrats pushed to extend the subsidies, and the resulting gridlock

is what caused the recent government shutdown. Neal said he had not given up hope on forcing a vote in the U.S. House of Representatives on whether to extend the subsidies for two years. Neal said forcing such a vote was “uphill,” but on Dec. 17, four Republicans joined with House Democrats to force the vote. As of press time, the future of the subsidies was uncertain.

Under the OB3 Act, $1 trillion was cut from the federal budget for health care programs.

For Massachusetts, that translates to a reduction of $4 million to $5 million.

Neal said the new eligibility requirements put 31,000 state residents in danger of losing their coverage completely, while hundreds of thousands more will see their premiums increase dramatically. In Neal’s district alone, there are 287,000 people on

Medicare, and 106,000 of them are children. He said 21% of Massachusetts residents are uninsured, but every child in the state has coverage, if not through a private plan, then through Medicaid.

The legislation’s changes to Medicaid eligibility implement work requirements, which Banko said have not worked in Georgia or Arkansas, where he previously worked in hospital administration. Medicaid mostly covers low-income Americans. More than 1-in-3 Medicaid recipients are children, 10% are seniors and another 10% are people with disabilities.

“We’re not talking about people who don’t deserve it,” Banko said of the health care coverage.

The system may not be perfect he said, but “we don’t throw the baby out with the bathwater.”

Neal said politics have colored the way people see Medicaid. He

HOLYOKE - Catie’s Closet, in partnership with Holyoke Public Schools, hosted a ribbon-cutting ceremony on Dec. 17 to celebrate the grand opening of a brandnew, in-school closet at William R. Peck Middle School.

The closet provides students free access to clothing, toiletries and essential items, removing a critical barrier to school attendance and helping students feel confident and prepared every day.

Catie’s Closet has been serving 350 students inside H.B. Lawrence Elementary since 2021, The expansion to William Peck will enable the future opening and operation of additional Catie’s Closets across the district, serving nearly 4,800 students.

Under this recently signed agreement, HPS will open additional closets in 2026, with the long-term goal of establishing a closet in all district schools in need. The expansion follows the school district’s recent emergence from state receivership.

“We are honored to partner with Holyoke Public Schools at such a pivotal time,” said Mickey Cockrell, CEO and co-founder of Catie’s Closet, “Our valued partnership will give thousands of Holyoke students greater access to the essentials they need to thrive in school and in life.”

Catie’s Closet is a 501(c)(3) nonprofit organization that was launched in 2009 by Cockrell and Denise Trombly.

Through its in-school closet program, Catie’s Closet transforms unused areas inside schools into safe, welcoming spaces where students in grades pre-k through grade 12 can discreetly shop, free of charge, for clothing, toiletries and other necessities.

By arming students with the power of choice, Catie’s Closet fuels their confidence, encourages them to stay in school, and unlocks opportunities to break the cycle of poverty, according to the co-founders.

Since 2010, Catie’s Closet has partnered with schools and social service agencies across Massachusetts and New Hampshire to help thousands of students each year. According to its website, they help over 100,000 students daily and have closets located in over 140 schools throughout Massachusetts and New Hampshire.

Catie’s Closet’s expansion into Western Massachusetts began in 2023, with the opening of its third distribution center in East Longmeadow.

At the ribbon cutting, Soto talked about the importance of Catie’s Closet and its influence in Holyoke.

“Our partners at Catie’s Closet have always stepped up to the plate whenever we needed them to, and it’s just a great partnership here in Holyoke. We have slogan called ‘Juntos Podemos’ — ‘Together We Can’ — and that doesn’t just include people within our Holyoke Public School community. It also includes partners

like Catie’s Closet,” Soto stated.

Soto also thanked the sponsors who made it possible to open numerous Catie’s Closets across Massachusetts and New Hampshire, like the one at Peck Middle School.

Chicopee police chief set to retire later this week

CHICOPEE — Chicopee Police Chief Patrick Major announced that he will retire on Jan. 5 after three-plus years of serving in the position.

“It’s been coming for a while,” Major said. “I just turned 57 not long ago. I’ve put in a good career here. I’m just hoping to spend some quality time with my wife going into the future.”

Major has been part of the Chicopee Police Department in different capacities since 1992. He was hired full-time in 1997. He said his time with the force has been “quite a journey.”

“I’ve enjoyed my time here going through the ranks, going through the different departments or areas of the department, from patrol through the detective bureau drug unit,” he said. “The time

overseeing the special response team and the dive team, I really, truly enjoyed that. I got to see tremendous effort by the members of those teams and definitely learned a lot.”

Major was appointed as the city’s police chief by Mayor John Vieau in April 2022. He further reflected on his time as chief in an interview with Reminder Publishing.

“I’ve told some people it’s a position I never really thought that I’d be in to be honest with you,” he said. “It was a little overwhelming at first, but I’ve had fantastic support from everybody from the department, from the mayor, from the council, and I consider myself very fortunate.”

Major replaced former Police Chief William Jebb, who retired after 34 years of service.

Major said joining the police force was something that he was interested in since he was a

young child.

While serving as a full-time mechanic at the 104th Fighter Wing, his brother was hired by the Chicopee Police Department.

After conversations with his brother, Major said it was something that he wanted to do.

“I can honestly say I don’t have any regrets,” Major stated.

“There’s a lot of choices out there for careers, and this is the one. I really think I wouldn’t have wanted to do anything else.”

Major said that he achieved one of his first priorities when he became chief, attracting more officers to the department.

“We were down a number of officers, and with the support from the mayor and the council, we managed to bring our numbers up to a respectable number,” Major said.

Major also highlighted some technological upgrades the de-

partment has added, including the implementation of Chicopee’s real time information center and body worn cameras.

“That goes along with the 21st century policing report,” he said.

“That was one of the pillars that that report had discussed was technology being the future of policing. I can say that our department is definitely leading the way, if not at the state, at least in New England and further.”

Although Major’s retirement date is Jan. 5, his final day in the department will be Dec. 31.

Prior to joining the Chicopee Police Department, Major served in the U.S. military and earned a degree in criminal justice from Quincy College. He talked about his excitement to finally have time to relax and spend quality time with his wife.

“I’ve been going full-time since I was 17,” Major said. That’s when

I went into the military. No respite after I got out, immediately went into guard, and I’ve been going nonstop since then. So, [I’m] taking a little time to decompress and let everything go over the last 40 years and honestly spend some great time with my wife. She’s been waiting patiently for me to retire, and now we have some time to enjoy for ourselves.”

Major is unsure about the timeline for finding the city’s next police chief but said that Deputy Chief Eric Watson will serve as the acting chief in the interim.

“It’s been an honor and a pleasure to serve to serve the residents of the city,” Major said. “My goal when I became chief was to take what was given to me by the previous chiefs and bring it forward and make some progress. I hope they appreciate the efforts that this department has made over the last few years.”

It accomplishes these objectives by providing low-interest loans and grants to cities, towns and water utilities through the Massachusetts State Revolving Funds.

The SRF programs are partnerships between the United States Environmental Protection Agency and the state. SRFs function like an environmental infrastructure bank by financing water infrastructure projects

in cities and towns across the commonwealth.

Since its establishment in 1989, the trust has loaned nearly $9.6 billion to improve and maintain the quality of water in the commonwealth.

An estimated 97% of Massachusetts’ residents have benefited from the financial assistance of the trust.

The city of Chicopee has been advancing sewer separation projects for over 20 years, according to Water Pollution Control Project Supervisor Quinn Lonczak.

In 2014, the city began designing the downtown area and completed a construction project

from 2016 to 2018.

The city then put a pause on remaining design in the downtown area in order to focus on neighborhoods where frequent sewage backups occurred.

This city will complete the remaining base mapping activities within the downtown area, according to Lonczak, who added that conceptual design of the next sub-phase downtown project will also be completed.

This sub-phase was chosen to coincide with the forthcoming Downtown Streetscape project that will provide vehicular and pedestrian improvements.

Lonczak said the department

expects to kick off this design project in early 2026 and work through the spring of 2027.

“Our hope is to be prepared for a major utility replacement in the area of the streetscape project well in advance so that the city can effectively touch everything in those rights-of-way and not need to ‘come back’ for further utility work,” Lonczak said. “My personal goal is to make sure this once-in-a-generation project is just that: once in a generation.”

One thing that Lonczak said is important to note is that this grant provides for design progress only and not construction.

City awarded grant to design sewer separation project

CHICOPEE — Chicopee received $250,000 in overflow and stormwater reuse municipal grants to continue the design of sewer separation in the downtown area.

This year, 60 employees volunteered to purchase presents for 60 children, fulfilling individual wish lists and helping make the season brighter for families supported by the Massachusetts Society for the Prevention of Cruelty to Children.

Through this effort, each participating employee receives a child’s first name, age and gender, along with a personalized wish list. These lists typically include toys, clothing, winter necessities and practical items — for example, building sets, art supplies, warm sweaters, gloves or gift cards. Employees shop for their assigned child and return the wrapped gifts to the office, where they are delivered to MSPCC. The MSPCC serves families across multiple communities in Western Massachusetts through a range of programs. The children adopted by the DA’s Office are engaged in one or more of these

services, and MSPCC provides only limited personal information to protect privacy.

Nakajima appointed as Holyoke’s next planning director

HOLYOKE — Mayor Joshua Garcia appointed Amherst resident Eric T. Nakajima to head the city’s Office of Planning and Economic Development.

Nakajima succeeds Aaron Vega, who has been appointed president and CEO of the Western Massachusetts Economic Development Council.

Nakajima, 59, is an economic development consultant. He has had policy and innovation positions with the state’s Executive Office of Housing and Economic Development and is the former director of the Massachusetts Broadband Institute.

From 2020 to 2024, he was

the Director of Government Relations for the Massachusetts Teachers Association.

Nakajima earned a Bachelor of Arts Cum Laude degree in Political Science from the University of Massachusetts of Amherst and a master’s degree in city planning from the University of California at Berkeley. He also participated in a yearlong fellowship for working professionals at the Massachusetts Institute of Technology in Cambridge.

Nakajima explained that it is early for him to outline his plans since he is still mid-transition and doesn’t officially start until Jan. 5.

“After I’ve put in a few weeks, I expect to have a clearer sense of mission and priorities,” he said.

Nakajima explained that Garcia wants him to simplify the process of development in Holyoke while remaining in compliance with laws and local plans, such as the city’s Comprehensive Plan and the Center

City Renewal Plan.

“So, high on my to-do list is investigating how we can make the development process much more efficient, responsible and sensible, while remaining transparent and in line with the direction the city is going,” Nakajima said.

Garcia said Nakajima’s credentials and experience put him at the top of the list for the OPED director’s position.

“We’re fortunate to have attracted a professional whose skills and knowledge are so relevant to Holyoke’s prosperity path,” Garcia said. “The growth that Aaron Vega and his team brought about will continue and expand under Eric’s leadership.”

MSBA approves three repair projects for Holyoke Public Schools

HOLYOKE – The Massachusetts School Building Authority’s Board of Directors approved 93 potential projects in 45 districts that will benefit targeted school repairs, including three projects in Holyoke.

At the Dec. 16 City Council meeting, the council announced that MSBA approved the Lt. Elmer J. McMahon Elementary roof project, Maurice A. Donahue Elementary School partial roof replacement and Lt. Clayre Sullivan Middle School partial roof replacement.

The city will appropriate $636,812, which is in addition to the $4.4 million previously appropriated for the purpose of paying costs of a replacement on the McMahon Elementary School roof.

The city will also appropriate approximately $5.7 million for the purpose of paying costs of partial roof replacement and code-required upgrades at the Maurice A. Donahue Elementary School.

dle School, the city will appropriate about $6.7 million for the purpose of paying costs of partial roof replacement and code-required upgrades.

The City Council approved sending the three items to the Finance Committee for further review before the items are sent back for final approval.

The MSBA partners with Massachusetts communities to support the design and construction of educationally appropriate, flexible, sustainable and cost-effective public school facilities.

Since its 2004 inception, the Authority has approved 1,138 projects and has made over $18.3 billion in reimbursements for school construction projects across the commonwealth.

According to MSBA, the accelerated repair program “focuses on the preservation of existing assets by performing energy-efficient and cost-saving upgrades, which will result in direct operational savings for school districts.”

It is offered by the state for specific work on windows, exterior doors and roofs.

The program aims to improve learning environments for children and teachers, reduce energy use and generate cost savings for districts.

“The Accelerated Repair Program allows us to partner with school districts on much-needed repairs that can greatly extend a school’s lifespan,” said State Treasurer and MSBA chair Deborah Goldberg. “Besides making the learning environment more comfortable for our schoolchildren, these repairs also make our schools more energy efficient and generate substantial cost savings. It’s a win-win for everyone involved.”

In March, the City Council submitted statements of interest to the MSBA for invitation into the Accelerated Repair Program for roof replacements at several of its schools, including Holyoke High School, Dr. Marcella R. Kelly, Lt. Clayre P. Sullivan, Lt. Elmer J. McMahon and Maurice A. Donahue Elementary schools.

Pickleball Kingdom opens facility in Holyoke, its first in Mass.

HOLYOKE — Pickleball Kingdom hosted a grand opening for its brand-new, state-of-the-art indoor pickleball facility on Dec. 20 at 50 Holyoke St. The facility offered free open play throughout the entire weekend of Dec. 21 to celebrate the occasion.

Pickleball Kingdom introduced its 15-court premium facility to the Holyoke Mall in the former Bob’s Store space on the lower level near JCPenney.

The business currently has locations in several states, but this is its first location in Massachusetts.

In May 2022, the first Pickleball Kingdom opened in Chandler, Arizona, with raving reviews from fans. It had the outdoor surfaces but with all the indoor benefits, according to the business.

Founder Ace Rodrigues created Pickleball Kingdom to elevate the popularity of the sport by eliminating outdoor variables like the sun, the wind, the rain, the heat, the cold and the waiting.

Rodrigues said that since no ball in any sport is more affected by the wind, he thought it made sense to play indoors.

“It felt great to cross the finish line on this state-of-the-art facility,” Lake said. “Getting to open the facility to the community is always exciting and fulfilling. Holyoke now has a hub for competition, friendships and community. That’s what

Since the Pickleball Kingdom will be in a mall, Lake added, “We’re trying to mix the retail environment of the mall with the recreational side.”

The complex will have a dedicated space to ensure pickleball paddles, pickleball balls and apparel.

Lake talked about the rising popularity of the sport and the reason for opening another location in Holyoke.

“One of the reasons we’re targeting the Massachusetts market is that we know not only will the weather support it, but the surge in pickleball popularity is only increasing day to day, and in Holyoke, there’s only going to be a certain amount of time you can play outdoors,” Lake said.

According to Lake, the target audience of pickleball used to be viewed as the “elderly realm,” but since the popularity of the

sport has only increased, he said, “that’s no longer the case, and it’s now shifted to between the 20s and the 40s as the main players of the game.”

Whether you’re new to pickleball or a seasoned player, Lake encourages everyone to come see why Pickleball Kingdom is redefining the game.

Heartbeat of New Orleans music comes to Springfield

By Peter Tuohy ptuohy@thereminder.com SPRINGFIELD — An all-star ensemble of musicians are coming to Springfield with the “Take Me to the River: New Orleans” concert at HOPE Center for the Arts on Jan. 9 at 7 p.m. The concert is inspired by the 2022 documentary of the same name, which will be shown for free on Jan. 3 at 4 p.m.

Some of New Orleans’ most celebrated musicians and rising stars will be performing, such as Cyril Neville, Omari Neville, Ian Neville, Big Chief Bo Dollis Jr., Jelly Joseph, Robert Mercurio, Joe Ashlar and Brian Richburg Jr. The event is presented by Blues to Green, an organization dedicated to utilizing music and other arts to center the cultures of the African diaspora within American culture. It also serves as a benefit concert for the Springfield Jazz and Roots Festival.

Kristin Neville is the founder of Blues to Green and the wife of the late Charles Neville, a New Orleans musician best known for his saxophone work in the Neville Brothers. The group won a Grammy Award in 1990 for best pop instrumental performance for “Healing Chant,” off their album “Yellow Moon.”

“This project is trying to share that heritage with people through film and through a band that is touring,” Neville said.

The documentary celebrates the culture, influence and unique musical history of New Orleans by collaborating legendary musicians to record a melting pot of new music. It served as the final time all four Neville brothers recorded in the studio together.

Neville said that music of the African diaspora, which led to genres like the blues, jazz, soul, funk and reggae, speaks to the resilience of the people.

“It is a music, I think, of liberation and tells this deep story about our collective history and people who were taken from Africa and brought to different parts of the

world,” Neville said. “This cultural memory has been retained and passed down through generations, and given meaning and beauty and joy.”

She added that the cultural memory acted as a means for people to express themselves and be given a voice to lead the birth and innovations of jazz in New Orleans, which was uniquely positioned by what many consider the birthplace of jazz, Congo Square.

She said people who were enslaved and free Black people would gather at Congo Square on Sundays to sing, drum and dance to traditional music, retaining cultural traditions from Africa.

“It birthed something new and what happened there spread to other places in the country and the world out of such hardship and oppression,” Neville said.

“Something so beautiful and free, instilling and expressing joy came out of that.”

Neville also said that before the concert on Jan. 9, students from across Springfield will be brought to the HOPE Center for the Arts for a learning engagement with the band about the music and culture behind it.

She said the youth engagement is tied in with another project of Blues to Green called The Legacy Education Program, where they bring musicians into Springfield and Holyoke schools to connect with students and share their life stories.

“The program centers Black music, history and culture,” Neville said. “They are sort of role models for young folks, seeing people like themselves or reflecting their own communities and pursuing careers in music.”

Neville added that the ability to honor and pay tribute to the music speaks on a deeper, emotional and spiritual level that “transcends boundaries of language and social class.”

“We connect in the spirit of the music as one people through a shared experience,” Neville said.

Majestic Theater unleashes the ‘Hound of the Baskervilles’ Jan. 8 to Feb. 15 WEST SPRINGFIELD — West Springfield’s Majestic Theater will present “The Hound of the Baskervilles” Jan. 8 through Feb. 15. Written by Stephen Canny and John Nicholson, the play is a fast-paced, hilarious parody of Arthur Conan Doyle’s classic Sherlock Holmes mystery.

The plot involves legendary detective Sherlock Holmes and his trusty companion, Dr. Watson’s, investigation into the mysterious death of Sir Charles Baskerville, who is believed to have been killed by a supernatural hound. The comedy features three actors who play multiple roles, with plenty of physical comedy, slapstick and quick costume changes, while bringing the eerie plot to life in

a high-energy romp that both spoofs and celebrates the iconic detective story.

Gina Kaufmann will direct the play. Hope Rose Kelly is stage manager, and production assistants are Elie Berman and Michael Garcia. Dawn McKay is costume designer and Dan Rist is lighting designer. Scenic designer is Dana Weintraub, and Ryan Hickey is sound designer.

House points light at dark money in local politics

BOSTON — Legislation requiring public disclosure for people and groups spending significant sums to influence town meeting votes is gaining some traction on Beacon Hill.

The bill (H 806) won initial House approval on and would amend the law to cover spending aimed at influencing the outcome of warrant articles taken up at the local government level. The official title of the bill is “An Act relative to dark money in local government.” The bill would apply statewide but is driven in part by spending intended to influence short-term rental and housing decisions on Cape Cod and the Islands.

Under the bill, any person, corporation, association, organization or other group that spends or commits to spend $1,000 or more in the aggregate to influence a warrant article or vote on an article at a town meeting would be required to file detailed reports

with the town clerk.

“Town meetings are essential to the fabric of our nation; the American Revolution was spurred in part by the king limiting the number of town meetings people in the colonies could hold,” sponsors of the legislation wrote in testimony to the Joint Committee on Education.

It continues, “Our proposal is consistent with existing Massachusetts campaign finance law, which requires full disclosure of contributions and expenditures for candidates, political committees and ballot question campaigns. By extending disclosure requirements to individuals and entities aiming to influence town warrant articles, this bill would bring local governance practices in line with these established democratic norms for state-level elections, closing a loophole in Massachusetts election law.”

The bill (H 806 / S 506) was filed by state Sens. Julian Cyr and Dylan Fernandes and state Rep. Thomas Moakley, who represent Cape Cod and Nantuck-

et and Martha’s Vineyard, as well as state Rep. Simon Cataldo of Concord.

The Senate version of the bill advanced on a 5-1 Election Laws Committee vote in November and is pending before the Senate Ways and Means Committee.

State Sen. Ryan Fattman voted against the bill.

The House bill moved forward on a voice vote during a lightly attended session on Dec. 18.

Under the bill, reports would itemize when and how money was spent, the purpose of expenditures, amount and the names and addresses of those paid. Filers would also have to disclose the sources of any contributions used to fund the spending, including the dates and amounts received and the identities of contributors.

Reporting would be required on a rolling basis before and after a town meeting. Filers would submit monthly reports for prior-month activity, a pre-meeting report due five days before a town meeting, and a final report due 30 days after the meeting.

The sponsors say there “is motivation for entities to use the existing loophole” to not disclose spending.

“Major policy decisions are made at a town meeting level.

Many warrant articles concern areas where corporate and special interest groups have a direct financial stake, such as zoning laws, housing developments, telecommunication rules, and environmental regulations,” they wrote.

It is also not a coincidence that three of the four primary sponsors are from the Cape and islands.

“Our concern is not theoretical. In towns across Cape Cod, advocacy groups have poured money into efforts to influence town meeting decisions, yet their leadership and funding sources remain undisclosed. Cape Cod voters, and all the voters in the Commonwealth, have the right to know who is funding these efforts so they can make informed decisions about the group’s claims,” the testimony says.

It cites an article in the Martha’s Vineyard Times from 2023 about a similar bill Cyr and Fernandes filed last session. According to that article, lawmakers listed a few incidents of what they called dark money influencing local decisions: off-island investors who they say to influence shortterm rental and housing measures during a Nantucket town meeting; an anonymous group called Provincetown Citizens for Housing Solutions advocating against several short-term rental articles with mailers and text messages; and Truro voters who received mail from a group called Take Back Truro, which campaigned against housing initiatives.

Violations of the disclosure requirements would be punishable by up to one year in jail, a fine of up to $1,000, or both.
