Mind the gap – NOCs vs IOCs vs IECs in the race to Net Zero COP26 is around the corner and with investors and the public demanding the meeting of Paris Climate Agreement targets by nations, the operators have been engulfed in a flurry of diversification activity and business restructuring.

The importance of these actions cannot be understated as the climate goals set out in the Paris Agreement aim to cap the rise in global temperatures at below 2⁰C above pre-industrial levels by 2100, with 1.5⁰C being the ideal.

A secondary factor for this diversification is that oil and gas is seen as too volatile to pin long term portfolio hopes on, with forays into renewables and clean tech becoming increasingly commonplace.

The race towards meeting Net Zero carbon emission targets by 2050 or sooner is heating up; with 11 countries having either enshrined net zero targets in law or having proposed legislation for targets. To add to the shift, countries such as the Republic of Ireland and Denmark have announced that they will be ending exploration licences for oil and gas by 2050, with the potential for the UK to announce a similar scheme with a target of 2040 in the lead up to COP26.

Despite these positive actions, the question remains: ‘Will the goals set by the Paris Agreement be met?’

The answer, as always, is complicated.

A gulf is rapidly opening up between the so-called IOCs (international oil companies) – now increasingly marketing themselves as IECs (integrated energy companies) – and the NOCs (national oil companies) with regard to their energy transition targets. As of April 2021, majors bp, Shell, Equinor, Total, and Eni have all made a concerted effort to diversify their portfolios from traditional oil and gas projects into the renewables and clean tech markets. Repsol and Eni currently lead the pack in terms of net zero commitments, stating that they will target net zero across their global operations, products and customers (encompassing Scope 1, 2 and 3 emissions) by 2050 or sooner.

Even within the IOCs the differences in planning between some of the US majors such as Chevron and ExxonMobil and the western IOCs such as Total, bp, Eni, Equinor and Shell is striking. Unlike the European-based IECs, these supermajors have been unwilling to commit to mid-term and long-term targets for reducing carbon emissions, preferring instead to take a ‘slow and steady’ approach.

Chevron and ExxonMobil are ultimately concerned about diminishing their returns by diversifying into new, unfamiliar business lines like the renewables sector.

Consequently, they have made very little moves into the sector and are instead focusing on emissions reduction technology to complement their existing business such as carbon capture and storage, and direct air capture.

Chevron has made no firm net zero commitments to either the medium term (2035) or long term (2050), stating that it prefers to stick to shorter term targets.

To this end it has set out new targets to lower emissions per barrel produced by a third over the next seven years.

ExxonMobil has taken a similar stance to Chevron, and has laid out plans to lower its emissions up to 2025; its target is that every barrel of oil produced in 2025 generates one-fifth fewer emissions over its life cycle than in 2016. This short term-based thinking from the US supermajors has raised alarm bells with investors and activists, who are concerned that there is no sign of these operators decreasing production in future.

The NOCs have been slower off the mark in announcing their net zero ambitions. Those who have pinned their colours to the mast include Petronas and PetroChina, however other NOCs are struggling to commit. According to a report by the Natural Resource Governance Institute, the NOCs are on course to spend US$414bn over the next ten years on oil and gas projects. These are set to include ADNOC, which is set to spend US$122bn from 2021 to 2025 with Pertamina recently announcing that spend from 2020 to 2024 will be US$92bn; of which US$64bn will be dedicated to upstream investment, US$20bn will be invested in downstream, and US$8bn on gas, power and renewables – a clear sign that they are certainly not done with hydrocarbon investment.

This continued investment in fossil fuels comes at a time when countries are considering re-opening in the wake of the global vaccine roll-out, offering hope for the oil and gas industry that normal service may yet resume.

On the back of this, operators have raised the need for more fossil fuel investment over the next decade since there isn’t currently enough renewable energy to fuel global energy demand; highlighting the transition’s delicate balancing act.

A side effect of operators attempting to meet net zero targets, is the divestment of non-core, high-polluting, mature assets. With these assets increasingly falling into the hands of the NOCs as the IOCs diversify into IECs, and with hydrocarbons in it for the long haul, the focus should turn to how best to help high polluters within the NOC community reduce their emissions in a phased manner.

May and June will see two of the EIC’s biggest virtual events take place, with thousands of delegates expected to network Mark R isley and hear from the world’s top energy companies with a specific focus on decarbonisation, energy transition, the road to COP26 and the race to net zero.

The North Sea Decarbonisation Conference is just two weeks away, a new event from the EIC and co-organised by Agoria, Danish Export Association Energy, IRO and World Forum Offshore Wind.

Sessions across the two days will focus on offshore wind, hydrogen, ocean energy, CCUS, offshore electrification and power networks, financing technology to net zero, and waste to X. Each session is packed out with exciting speakers, including some of the biggest names in energy. Hot on the heels of The North Sea Decarbonisation Conference will be the 2021 Energy Exports Conference, a now established brand in the energy events calendar. Taking place on screen from 14-17 June, EEC 2021 will highlight key energy export opportunities from around the world with a renewed focus on clean technology sectors and technologies.

The mammoth agenda has just been announced, with panel sessions including The Energy Transition: Identifying the Immediate and Long-Term Opportunities for the Energy Supply Chain; Digitalisation – The Role of Digitalisation in International Advancements and Creating Export Opportunities; and Global Opportunities in Hydrogen.

International delegations will highlight export opportunities in the Netherlands, India, Africa, the US, Taiwan, Japan, Bahrain, Brazil, Guyana, Saudi Arabia, India, Chile, Australia and Angola.

Confirmed speakers so far include Petrofac, Bechtel, Worley, Aramco, Aker Carbon Capture, Nel Hydrogen, Northland Power, Rolls-Royce, Storengy and Wood, with regular additions expected over the coming weeks.

Also speaking at EEC 2021 will be the EIC’s Diveena Danabalan, Senior Energy Analyst & Strategic Relationship Manager, who features in this edition of Inside Energy. NEW DATA ANALYTICS SERVICE MINIMISES OIL & GAS OPERATING COSTS

TÜV SÜD National Engineering Laboratory has launched its Data Analytics service to help oil and gas operators minimise flow meter downtime and maintenance, significantly lowering operating costs.

The total cost of calibrating an offshore flow meter is estimated to be in the region of US$50,000 or more, once all costs incurred are accounted for.

Traditionally, irrespective of whether a flow meter is deviating from its required operating parameters it will be routinely scheduled for recalibration and operations stopped unnecessarily.

Validation of models created by the Data Analytics service can be conducted in TÜV SÜD National Engineering Laboratory’s accredited calibration facility.

This increases end-user confidence in results by reducing any levels of error, assuring them that the problem-solving method suggested by the Data Analytics service will be effective in the real world.

The new Data Analytics service will enable operators to move away from this time-based calibration approach to condition-based calibration, by using statistical modelling techniques to predict meter performance based on live and historical data. In addition, diagnostics information can be used to understand what may be negatively impacting a meter by analysing hidden patterns to identify specific fault conditions. This could include incorrect installation, instrument damage, particle deposition, the presence of an unexpected second fluid phase, and upstream or downstream flow disturbance.

Gordon Lindsay, Head of the Digital R&D Group at TÜV SÜD National Engineering Laboratory, said: “Thanks to advances in technology and increased connectivity through the Internet of Things, vast amounts of data exists but only a fraction of its potential benefit is realised.

Our new Data Analytics service uses data in real time to detect when a meter is not performing to specification and identify the cause of this failure. Recalibrations are both costly and labour intensive, so proactively determining the optimal calibration date delivers increased measurement confidence, reduced downtime and cost savings.”

Amarinth has delivered an order of titanium pumps to VWS Westgarth that will be installed on two Petrobas FPSOs operating in Brazil.

The order of four pumps from VWS Westgarth, the largest single supplier and operator of sulphate reduction membrane systems, was for chemically enhanced backwash pumps to be installed aboard two floating production storage and offloading (FPSO) vessels operated

by Petrobas off the coast of Brazil.

The pumps are ATEX certified for hazardous areas and incorporate auto start stop modules for unattended operation. To handle the highly corrosive fluid, all wetted parts of the pumps are manufactured in titanium, including the casings, impellers and shafts. Titanium is a difficult material to work with and must be cast under a full vacuum using copper crucibles to prevent the molten titanium attacking the crucible walls. The UK has one of only a few foundries in the world with the capability to cast large titanium components. Amarinth worked closely with this UK foundry to ensure an optimum design for the castings to maintain the correct flow of the molten titanium over changes of dimensions and directions.

Furthermore, Amarinth had to deliver the pumps to a tight 28 week deadline during the COVID-19 pandemic.

Amarinth saw the scale and potential impact of the pandemic early in the outbreak and quickly leveraged its engineering and commercial agility and investment in remote working technologies to make the necessary changes to its business model, ensuring the company could work with its customers and suppliers to maintain critical on time delivery of pump orders.

Despite the engineering challenges, compounded by the pandemic, Amarinth’s strong relationship with its supply chain, and the COVID secure working practices it put in place, enabled the company to design, manufacture and deliver the pumps to meet the 28 week deadline for the project.

Leading cable gland manufacturer, CMP Products, has achieved approval to South African National Standard (SANS) 60079 for its range of hazardous area cable glands.

The latest accreditation comes as CMP continues its push for growth across South Africa and the wider African continent, providing choice and access to products directly from Johannesburg.

ITI Operations Limited has revealed its stunning, new and bespoke base at Crombie Lodge on Moorfield Group’s Innovation Park, Bridge of Don. The systems integration specialist is expanding its Aberdeen operations having agreed terms in November 2019 for a 10-year lease on the 6,000sq ft north wing at the modernised Crombie Lodge.

The move sees the company’s floorspace increase by around 50%.

Ronald Holden, Divisional Director of ITI, said: “Our Aberdeen operation has been expanding for several years now, meaning that we had completely outgrown our previous premises and needed to move.

This provided the ideal opportunity to upgrade and relocate to a modernised location.”

ITI Operations opens new Aberdeen base at Innovation Park

The new awards include a first campaign for the onshore utilities market. The five-year multi-millionpound deal will see the company deliver crane lifting services to a significant onshore petrochemical facility based in south Wales. Other wins include a frame agreement extension with TechnipFMC for precommissioning services, delivery of shutdown and small bore tubing services for Chrysaor and the supply of rigging equipment and crane management services for Petrofac’s Duty Holder assets in the UKCS.

Ocean Infinity acquires MMT

Ocean Infinity and MMT have announced an acquisition that brings together MMT’s deep expertise and established track record as a distinguished marine survey and data analytics provider and Ocean Infinity’s best-in-class robotic technology and operational expertise.

The combined force will maximise the potential of Ocean Infinity’s fleet of autonomous underwater vehicles (AUVs), and the soon to be launched Armada fleet of uncrewed, low-emission, robotic ships. The company will be uniquely placed to support its international clients’ data acquisition requirements, working across multiple sectors including energy, subsea cables, government and defence.

Following the acquisition by Ocean Infinity, MMT will continue to operate under the MMT brand. The enlarged group will have a headcount of over 300 people and will operate from an expanded geographical footprint with offices in the US, Sweden, UK, Singapore and Norway.

Optilan wins Seagreen wind farm contract

Optilan, a leading security and communications company for the energy, infrastructure, pipeline and rail sectors, has been contracted to supply telecommunications and security services for the Seagreen wind farm project.

Optilan will supply telecoms services, including the provision of integrated telecoms and CCTV solutions, for both the offshore and onshore elements of the wind farm project.

The contract has been awarded by Linxon, the joint venture between ABB and SNC-Lavalin, who are supporting Petrofac on the delivery of substations for the project.

The £3bn Seagreen offshore wind farm is situated 90km from the Angus coastline. On completion, the site will become one of the largest operating wind farms, with approximately 114 wind turbines installed.

Sandvik to invest in new hydraulic and instrumentation factory in India Sandvik, a developer and producer of advanced stainless steels, special alloys, titanium and other highperformance materials, will invest in a new hydraulic and instrumentation tubing factory at its Mehsana Mill in Gujarat, western India, to meet increasing customer demand.

The Mehsana manufacturing facility has been successively expanded and modernised in recent years to increase availability of high quality seamless stainless steel and high alloy tubes as well as to strengthen service in the region.

The first phase of this growth initiative was completed in 2020 when Sandvik added a new cold finishing tube manufacturing line mainly for heat exchanger tubing and other demanding industrial applications. The investment this time around is divided into two parts and will be fully completed and operational by early 2023.

Siemens to supply gas engines for new peaker plants

Conrad Energy has signed another two contracts with Siemens over the supply of containerised gas engines for two new peaking power plants in Wrexham and Bilston, UK. This is in addition to a contract received earlier in 2020 for a plant in Sittingbourne.

The new gas-to-electricity plants will feed additional energy into the National Grid at times of peak demand, boosting the UK’s ability to make wide-scale use of renewable and sustainable energy sources.

Flexible, fast-start peaking plants play a key role in guaranteeing a stable energy supply during periods when green energy generation capacity isn’t sufficient to meet demand.

Siemens will supply a total of seven SGE-56SL 1MWe containerised gas engines. These highly flexible and reliable engines can be powered by a range of fuels and deliver excellent return on investment. Siemens will also provide full design of the plugand-play containerised gas engines to Conrad Energy.

The total capacity of the Siemens engines is 7MW – enough to power up to 14,000 homes with a fast ramp-up time of just three minutes.

In addition to covering peaks in energy demand, the newly built plants will be efficient and flexible enough to be used for general electricity trading at other times.

Sonardyne’s SPRINT-Nav reaches new heights

Marine technology specialist Sonardyne has released a new high altitude variant of its market leading hybrid navigator SPRINT-Nav to allow uncrewed surface vessels (USVs) and underwater vehicles to extend their operational envelope.

SPRINT-Nav tightly integrates a Sonardyne SPRINT INS, Syrinx DVL and a highly accurate pressure sensor into a single high-performance solution providing navigation and optional acoustic doppler current profile (ADCP) functionality.

Operating at 400 kHz, the high altitude variant achieves reliable bottom lock at up to 230m altitude above the seabed, providing USVs with a highly accurate and robust navigation source, which is critical, for example, in station keeping applications in coastal surveys where GNSS could be denied or subject to interference.

Installation of the new SPRINT-Nav variant on autonomous underwater vehicles (AUVs) and remotely operated vehicles (ROVs) allows inspections and surveys to be performed at even higher altitudes than previously possible.

Specialist pipeline technology company, STATS Group, has promoted two longserving employees to senior executive positions.

Steven Byers, who joined the Aberdeenshire business in 2010, has been appointed Chief Operating Officer, reporting to Chief Executive Officer Leigh Howarth, while Gary McDowall succeeds Steven as Director of Operations for STATS UK and Europe region.

Steven will be responsible for supporting STATS operations and projects teams, across the globe, as well as leading the group’s digitalisation programme.

Gary McDowall joined STATS in 2008 as a project engineer and during his time with the business has worked on numerous energy infrastructure contracts, including project managing the isolation of the Forties pipeline system in the North Sea. In his new role, Gary will be responsible for leading the safe delivery of all projects in the UK and Europe, using STATS specialist technologies and solutions.

TÜV SÜD’s new Data Analytics service minimises operating costs

TÜV SÜD National Engineering Laboratory has launched its Data Analytics service to help oil and gas operators minimise flow meter downtime and maintenance, significantly lowering operating costs.

Our new Data Analytics service uses data in real-time to detect when a meter is not performing to specification and identify the cause of this failure.

The total cost of calibrating an offshore flow meter is estimated to be in the region of US$50,000 or more, once all costs incurred are accounted for. Traditionally, irrespective of whether a flow meter is deviating from its required operating parameters it will be routinely scheduled for recalibration and operations stopped unnecessarily.

The new Data Analytics service will enable operators to move away from this time-based calibration approach to condition-based calibration, by using statistical modelling techniques to predict meter performance based on live and historical data.

In addition, diagnostics information can be used to understand what may be negatively impacting a meter by analysing hidden patterns to identify specific fault conditions.

Validation of models created by the Data Analytics service can be conducted in TÜV SÜD National Engineering Laboratory’s accredited calibration facility. This increases end-user confidence in results by reducing any levels of error, assuring them that the problem-solving method suggested by the Data Analytics service will be effective in the real-world.

Start of trading in Abu Dhabi’s Murban Futures a ‘new era’ for oil markets

Murban crude, trading under the symbol ‘ADM’, will join the ranks of prominent oil price benchmarks Brent and West Texas Intermediate in a ‘new era’ for global energy markets. A light crude, which accounts for half of the UAE’s oil production, Murban will have a contract for future delivery bought and sold on the ICE Futures Abu Dhabi exchange. The exchange, run by Intercontinental Exchange (ICE) is a historic first for the Middle East, as Murban, the UAE’s flagship crude grade, produced from onshore wells by ADNOC, is used to price and hedge oil being traded into Asian markets.

Qatar Petroleum to become full owner of Qatargas 1 JV

Qatar Petroleum will become the sole owner of Qatargas as of 1 January 2022, as the company will not renew the Qatargas Liquefied Natural Gas Company joint venture (QG1). Established in 1984, QG1 is a joint venture between Qatar Petroleum and affiliates of Total, ExxonMobil, Marubeni and Mitsui.

QG1 was the nation’s pioneering LNG project. “The takeover by Qatar Petroleum will conclude more than 25 years of successful operations of QG1, from which the first ever Qatari LNG cargo was exported,” said Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum.

With a production capacity of approximately 10m tons per annum of LNG, QG1 facilities will continue to be operated by Qatargas on behalf of Qatar Petroleum and will play an important role in supplying LNG to the world’s markets in a safe and reliable manner.

Asia Pacific news Regional update

In conjunction with EIC member Riken Keiki, EIC Asia Pacific organised a LIVE e-vent webinar on 15 April 2021 with the specific Azman objective of promoting Nasir Riken Keiki’s latest products and technology in gas sensor equipment.

This is part of the EIC Inform scope of work where Riken Keiki engaged EIC Asia Pacific to reach out to our network in order to introduce its new products to the market.

On 29 April 2021, EIC Asia Pacific collaborated with OGV Energy based in Aberdeen to organise another LIVE e-vent webinar to highlight the latest opportunities in energy projects in Asia Pacific. The speakers for this webinar were the regional director of EIC Asia Pacific, the lead analyst APAC and guest speaker Tim Rockell, Managing Director of Energy Strat Asia based in Singapore. The speakers spoke on how to do business in APAC, the opportunities and challenges and touched a little bit on the impact of energy transition to the energy industry in Asia Pacific.

Ramadhan month was upon us again in the middle of April which meant EIC Asia Pacific just had time to organise events with local and regional members in Kuala Lumpur and Singapore. Since we now have more than 40 members who joined EIC within the last year, the event provided opportunities for these new members to network with other members and select industry players.

The event was successfully held in the Grand Hyatt Hotel in Kuala Lumpur where a total of 50 people attended.

In June EIC APAC will be recruiting speakers for the Virtual Energy Exports Conference 2021 (vEEC2021) which will be held on 14-17 June 2021. Among the companies we are targeting to invite to speak at vEEC 2021 include Petronas, Pertamina, PTTEP Thailand, PetroVietnam and regional EPC companies.

Beyond the summer months, EIC Asia Pacific is currently planning to have EIC Connect India for the first time and EIC Connect Indonesia for the second time.

Three main agendas for power generation from China’s five-year plan

The Chinese government has released a draft of its 14th five-year plan, outlining the country’s upcoming economic priorities. The draft plan covers a wide range of economic objectives and gives a broad view of how the country will build its energy infrastructure.

The Chinese Communist Party is to publish more detailed plans for the power industry later this year.

The plan is also the first since President Xi Jinping told a UN summit that China is aiming to reduce its carbon emissions to net-zero by 2060. The upcoming five-year plan states that at the end of 2020, Chinese nuclear capacity reached 51GW. This fell short of the country’s 58GW target, but it has set a new target for 70GW of generation before 2025.

Thirty companies shortlisted for LSS4 development The Malaysia Energy Commission has announced the list of 30 shortlisted bidders for the Large Scale Solar @ MEnTARI (LSS4), totalling 823.06MW out of the offered 1,000MW. This comprises 20 bidders covering 323.06MW under Package P1 at between 10MW and below 30MW, as well as 10 bidders across 500MW under Package P2 between 30MW and 50MW. The shortlisted bids for Package 1 ranged between 18.5sen/kWh and 24.81sen/kWh. Meanwhile for Package 2, the bids ranged between 17.68sen/kWh and 19.7sen/kWh. The commissioning of the project will be in late 2022 or early 2023. The shortlisted companies are required to fulfil certain requirements which will be issued by the Energy Commission in due course.

The Rio office is delighted to share the news that we have expanded our team with the hire of six new interns that now form the Rio hub. Alix Milman, Ana Julia Ramos, Adeoye Ladele, Julia Mallmann, Clariss e Roch a Lucas Machado and Lucas Ramos will be supporting the EIC worldwide in improving the quality of services to members.

In March we had the pleasure of hosting our EIC LIVE e-vent: Opportunities with McDermott. Paulo Fortes, McDermott’s Supply Chain Director – Americas, provided an in-depth presentation on their current pre-salt projects. Paulo also discussed current offshore project opportunities in Brazil. We would like to thank our global digital supporter, Osbit, for their support of this event.

This May we will be joining forces with the British Chamber of Commerce in Brazil to deliver the Brazil-UK Energy Collaboration Forum. This event aims to be a forum of collaboration on the energy sector between the United Kingdom and Brazil and will be hosted as a series of three presentations on 5, 12 and 19 May. The topics to be discussed will be, respectively, Subsea Opportunities, Next Generation FPSOs, and The Road to Net-Zero.

All three days will provide networking opportunities for attendees, as well as Q&A sessions with all panellists.

Brazilian gas law approved in Congress

Brazil’s Chamber of Deputies – the lower house of the Brazilian Congress – has approved a new legal framework for the country’s natural gas segment.

Known as the ‘Gas Law’, draft bill 4476/20 introduces the concept of authorisations for the construction of new pipelines instead of concessions – a move that is expected to facilitate the development of new projects and potentially unlock US$10bn in investments. Final approval will be granted after the draft bill is signed off by President Bolsonaro, who openly supports the new legislation.

YPF to invest US$1.5bn in Neuquén

Argentina’s national oil company YPF plans to invest US$1.5bn this year to boost production from oil and gas fields in the Neuquén province, where the Vaca Muerta shale formation is located. The company hopes to increase oil and gas output by 56% and 70% in 2021, respectively.

The company’s total CAPEX guidance for the year amounts to US$2.7bn.
