Biden’s green energy plan: 15 year road to the end of natural gas in the US electricity sector dilemma The race among nations in the 21st century is no more about who can reach the unreachable lands, not about who could develop the biggest cities or who could be the first to explore the stars. The race among nations in the 21st century should be about reducing carbon emissions from our transportation, eliminating greenhouse gases from our industries and foremost, tackling climate change that is affecting our mother earth.

The 46th US presidential election told us just that. In July 2020, Joseph Robinette Biden Jr announced a US$2tn clean energy plan in an effort to tackle climate change as part of his presidential manifesto. The four year plan was seen as one of the most expensive and revolutionary clean-energy plans ever. The Green New Deal aims to escalate the use of clean energy in the transportation, electricity and building sectors and reduce fossil fuel use across the US. One of the objectives of the plan is to eliminate carbon emissions from the electricity sector by 2035. The deal, however, does not bring a smile to all. The industry understands eliminating carbon emissions from the electricity sector would also mean removing fossil fuel resources from the electricity generation mix equation. The new deal is a reversal from former President Donald Trump, who sought to maximize US oil, gas and coal output by removing regulations and easing environmental reviews. To compare to his democratic president predecessor, President Barack Obama’s Clean Power Plan had only called for the electricity sector to cut its carbon pollution 32% by 2030.

Currently, fossil fuels make up 63.64% of the electricity generation mix. Natural gas is the dominant fossil fuel resource with 41.96% share in the electricity generation mix, followed by coal (21%), petroleum (0.43%) and other gases (0.26%) (source: EIA). As coal is currently going through its phased-out process from the electricity sector, natural gas would be the most significant fossil fuel source remaining in the equation until 2035. This brings us to the dilemma: a 15 year road to the end of natural gas in the US electricity sector. For the past few years, natural gas has been seen as an important bridge to cleaner fuels and coal transition. Gas fired power plants were used to accommodate the growing penetration of intermittent renewable energy such as wind and solar.

Through the new plan, President Biden is expected to impose new limits on greenhouse gas emissions from power plants and reinstate methane regulation to Obamaera levels preventing gas leaks from infrastructure – which was repealed during the Trump administration.

These clean-energy policies have the potential to drive up the cost of gas fired electricity. Thus making it harder for gas to compete with wind, solar and other renewables. As more technologies are being developed and deployed, renewable energy has become cheaper and more efficient. By 2030, solar is expected to become the cheapest source of power in the US electricity market. However, natural gas, due to its resilience, is anticipated to remain as a dominant fuel source for the US electricity mix until 2025.

In this new Biden era, the future of natural gas fired power plants could depend on the capability of the industry to place itself in the greener electricity sector. New technologies such as hydrogen and carbon capture could be applied as a way of achieving a carbon-free electricity sector. Biden’s clean energy proposal leaves the door open for gas plants to continue operating with the addition of carbon capture systems to the plants. Gas plants could also use hydrogen as its secondary fuel to lower their carbon emissions.

The Biden administration’s plans to seek to end carbon emissions from power plants would also mean the end for natural gas-related assets such as pipelines. The latest statement from the former Secretary of State John Kerry which warned that natural gas pipelines could become ‘stranded assets’ within 30 years has shaken pipeline owners. To remain relevant in the business, pipeline owners are eyeing another, possibly futureproof fuel: hydrogen as the new feedstock. Substituting one feedstock for another poses a technical challenge for pipeline owners given that the current compressors designed for natural gas are not suitable to move hydrogen and some types of steel pipes in-place could crack when exposed to hydrogen over time.

While industries might have questioned the implementation of the clean energy plan in the Biden administration agenda, the White House has proven its gravitas through actions. President Biden has revoked the permits for the controversial Keystone XL pipeline on his first day in office. The president has also imposed an indefinite moratorium on new oil and gas leasing on federal lands. While the president is actively taking action on climate change, the industry should also be prepared to remain relevant in the new greener oil and gas industry.

Operator: Hyderabad Integrated MSW Limited Value: US$50m Development of an energy from waste plant in Jawahar Nagar, India. The project will have a capacity of 48MW and it is the second stage of the 20MW Jawahar Nagar Energy from Waste (Phase 1) project. The operator has been given consent to go-ahead.

Operator: ArmWind LPP Value: US$60m Construction of a 48MW wind farm in the region of Aktobe, Kazakhstan.

The site will be an extension to the 48MW Badamsha 1 wind farm.

Saft has secured a contract for the provision of its Uptimax battery solution to provide essential backup power and other auxiliary services.

Operator: NuScale Value: US$7.5bn Deployment of a combined 1GW wind farm and 12 SMRs generating 924MW in north Wales. It will also produce over 3 million kg of hydrogen per year.

Shearwater and NuScale have signed a MoU to explore opportunities for the proposal. An outline proposal has been submitted to the British government.

The 8x Cs of energy transition for supply chain success EIC kicks off 2021 with the 8x Cs of energy transition that, if acted upon by government and industry, ensure energy supply chain success.

The hyper-topic of energy transition is thrown around as the obvious solution to reach net zero carbon targets.

The reality though is that most new energy transition technologies are still years away from being proven, safe, scalable and economically affordable.

And the clock is ticking.

To meet 2050 net zero carbon goals, countries need to rapidly transition from where they are today – some with scaled and affordable renewable electricity, but most without – to a future with fully decarbonised power, industry, transport and heat.

This transition needs to happen at pace and will require new technologies, at scale. Excitingly, and foreseeably, this should provide massive opportunities for almost all businesses across the energy sector.

EIC analysis highlights 8x Cs of energy transition that, if acted upon by government and industry, will ensure supply chain success.

Energy transition remains a complex topic with many unknowns, but the EIC believes that these 8x Cs of energy transition are key.

1 CLN: Clean

• Government o Clean energy, clean growth – focus UK energy policy on authentically green technologies at the start, such as green hydrogen, wind powered electrification and nuclear. o Focus CCUS investments more on decarbonising industry rather than CO2 capture for blue hydrogen.

o Clean conscience – re-establish higher UK aid budget to ensure a just transition.

• Industry o Clean sheet – address your own carbon footprint quickly. Your customers will demand it, so start now.

2 CON: Confidence

• Government o Confidently pitch huge UK ambition to the world at COP26. o Aim to be top five globally in key energy transition technologies, confidently picking winning technologies for the long-term.

EIC data shows that green hydrogen projects globally outshine blue hydrogen projects by a factor of 10:1 – don’t miss the boat, step up UK investment in this key new and authentically clean technology that the UK is geologically perfect for.

• Industry o You have the capability and ability to grow, invest and export.

3 CTL: Control

• Government o Control the outcome, by filling in the supply chain gaps in the detail of the energy white paper, legislating and regulating supply chain investment and success, and communicating and delivering against a supply chain plan, intervening where necessary. o Link energy security to a planned and controlled, rooted and healthy supply chain. o Learn from offshore wind; don’t leave supply chain success to chance. Set clear UK content requirements for strategic UK projects, with both O&M and technology rules for UK-controlled scope.

4 C£$: Cash

• Government o Assist COVID recovery with a green levy on businesses and consumers – direct the money raised towards UK utility-scale clean growth projects. o Supply chain companies cannot live on sporadic opportunities, they need a consistent pipeline of substantial green projects to invest properly themselves.

• Industry o Business leaders need to get more involved. Become an expert in how to access and win government contracts, funding and support.

5 COL: Collaboration

• Government o Co-ordinate collaborative Government-Industry-Society communication and working. Excite the sharing of ideas, make decisions at pace, listen to all corners of the UK and its wide range of views, feed new technologies, and root clustered capabilities, build back better, and watch energy exports take off.

• Industry o Decarbonisation affects everyone and everything – there is no longer an oil and gas or renewable industry, for instance – all sectors are now part of the clean, green economy and there is a key role for all technologies including transport, nuclear, renewable, gas, homes, grids, interconnectors, fuel cells and so on. o Embrace the concept of being part of a single and integrated UK energy supply chain, active in multiple sectors. Beyond energy, explore entering new sectors.

o The planet and the environment concern all sections of society, so make sure your own business is fully diverse and inclusive, to ensure you can attract and retain the best talent. o Diversify as fast as you can – the days of relying on just oil and gas are fading, although EIC data shows that oil and gas projects will account for more than 50% of energy export opportunities (by value) for at least the next five years.

6 CAP: Capability

• Government o EIC has done the hard work to assess UK energy supply chain capability (3,500+ amazing businesses) – use the data, nurture what we have, make smart ‘seeding and rooting’ capability decisions. o Energy transition is the next industrial revolution, and global competition will be fierce. o The UK’s highest emission zones tend to be in lower economy and high unemployment regions of the UK – take this chance to ‘level up’ and ‘build back better’ with regional, net-zero investment, training and job growth.

• Industry o Energy transition is five years from providing supply chain opportunities, so retain your core business focus in the short term while exploring new technologies for the future.

7 CUK: Content (UK)

• Government o Link energy policies to UK content requirements and make the threshold higher. o Link the UK content threshold to key technologies, not just O&M. Accepting that O&M is good for levelling up and jobs, this is not exportable, so we only grab a small % of the global market if we rely on O&M-related UK content. o Drive UK content for core manufacturing of energy transition products, and new areas of research and education. o Charge UK Export Finance ECA funding to drive growth in UK supply chain participation in global energy transition projects.

8 COM: Competitiveness

• Government o Industry will come back from COVID, so set post-COVID policies and funding mechanisms that are catalysts for rapid growth. o There is a correlation between countries that lead with digital adoption and those that lead in decarbonisation technology and ambition – so set policies that drive digital leadership. o Continue to provide funding and support to oil and gas exporters, at least for five more years.

• Industry o Don’t give up on digital adoption with risk-averse energy clients – the key to global competitiveness in energy transition will be whether your business has the highest rate of digital adoption and innovation. o Invest in UK manufacturing for energy transition, not just UK services. o The UK energy supply chain has demonstrated unbelievable resilience during the low oil price years since the 2014 oil crisis and more recently the pandemic. This perfectly positions those businesses to grasp the opportunity to capture market opportunity of energy transition in the months and years to come.

Bertling Logistics has announced the appointment of Steve Walter as general manager for its Houston office. Steve took up his new role on 1 January 2021 and brings a wealth of commercial, operational and management experience from his 23 years in the freight industry to his new role at Bertling.

BBRG active in EU funded project with MooringSense Bridon-Bekaert Ropes Group (BBRG) is active in a consortium for the European MooringSense project funded by the Horizon 2020 initiative, which aims to reduce the costs associated with floating offshore wind energy production by 10 to 15% and increase efficiency.

MooringSense is defining a more efficient management strategy for mooring systems and has outlined the architecture of its digital twin, a significant aspect of the project’s development.

This digital twin is a replica of the mooring system, enabling real time virtual monitoring, predictive modelling and development simulations.

As part of the consortium of research, BBRG helped define the digital twin that will optimise the operation and maintenance of the floating wind turbines’ anchoring and mooring systems, along with the specifications and validation procedures of the components that make up the solution proposed by MooringSense.

While the digital twin is still evolving, the consortium is now concentrating its technical work on aspects such as the design and prototyping of a low-cost intelligent sensor using GNSS technology to monitor the movement of floating platforms, the development of the monitoring system to control their structural health and the definition of riskbased integrity management strategies. The project will also work on efficiently managing the vast volume of data offered by digital twinning.

Glacier Energy secures significant PBS contract

Glacier Energy, a leading international provider of specialist products, services and engineering solutions for energy infrastructure, has been awarded a contract worth circa £1m

by PBS for the provision of export gas coolers for Total Exploration and Production UK’s (TEPUK) North Alwyn platform in the North Sea. The scope of work includes the design, fabrication, assembly, inspection, testing and supply of four shell and tube heat exchangers which will be carried out by Glacier Energy’s heat transfer solutions division based in Aberdeen, UK.

This is a significant award for the team that reinforces the strength of our design and manufacturing expertise, as well as our market-leading status in the heat transfer solutions field across the oil and gas, chemical and alternative energy industries.

HTL Group announces rebrand of Gee-Force The decision to rebrand GeeForce, previously presented as part of the HTL Group, has been a critical element of an extensive rebranding effort in response to accelerated company growth and renewal to its corporate vision. The rebrand became effective from 1 January 2021 and at the heart of this rebranding with a change of the company name from Gee-Force to HTL Great Yarmouth will see an update to the corporate logo too.

The HTL Group has been incorporated since 1996 and is a controlled bolting and joint integrity specialist. The company remains headquartered in the North East of England, with strategically located facilities across the east coast of the UK and Australasia.

The HTL Group and Gee-Force Hydraulics previously partnered back in 2016, as HTL Group looked to expand its UK footprint in the South East of England. The successful partnership later led to Gee-Force’s acquisition in 2018 and now the official rebrand to The HTL Group. By logging zones visited, duration of interaction with potentially infected staff, estimated time of infection and geographical team presence, a risk level can be assigned to each staff member. This gives an indication, based on historical data, if further measures need to be taken. For example, if staff should get tested or not in case an infection occurs on site.

This way operators can take individual targeted actions rather than ordering a lockdown for the whole operation.

The zones, risk levels and other parameters can be fully customised to comply with the individual HSE requirements of every customer.

Ørsted is leading the way with developing effective escape kits for maintenance teams in case they become trapped in the nacelle during a fire. The ever greater heights of the turbines has been a critical factor in driving this development by the world’s No1 offshore wind operator. The cabinets and Viking escape equipment are due to be retrofitted to their existing turbines this spring. Manufacturing of these new cabinets commenced in early January at the Jo Bird factory in Somerset ready for shipment of the first batch of cabinets in March.

MAN Energy Solutions receives order for new FPSO compressor trains MODEC, the leading supplier and operator of offshore systems for the global oil and gas industry, has commissioned MAN Energy Solutions to supply a total of five radial compressor and two screw compressor trains for the first Brazilian offshore gas extraction project of end customer Equinor.

The compressor trains will be installed aboard the largest FPSO (Floating Production Storage and Offloading) vessel to ever be delivered to Brazil. The vessel will be deployed in the Bacalhau field, about 185km off the Brazilian coast – south of São Paulo – at a water depth of around 2,050 metres.

The FPSO plant will be designed to produce and process up to 220,000 barrels of crude oil and up to 15m cubic metres of gas per day. The minimum storage capacity will be two million barrels of crude oil.

The compressor systems will help maintain the pressure in the Bacalhau field, thereby maximising the production flow-rate and efficiency. The type RB compressors (2 × RB 45-4+5 and 3 × RB 28-6), which are driven by an electric, fixed-speed motor, will be utilised for gas-processing, full gas re-injection and gas-lifting applications.

The two SKUEL 510 screw compressors will be used as vaporrecovery units. These pressurise any flash-gas created and return it to the process instead of burning it off into the atmosphere. Not only does this increase the efficiency of gas processing, it also significantly reduces CO2 emissions.

Delivery of all compressor trains is scheduled for the fourth quarter of 2021.

New WEG turbine enables 13% gain in power generation WEG Group company TGM – a leading Brazilian provider of equipment for power generator drivers, has replaced a steam turbine with a superior model at Usina Santo Antônia in Sertãozinho, Brazil.

Santo Antônio has acquired a multi-stage TGM turbine model BT 40 (reaction technology) to drive an energy generator, aiming at replacing the TME 25000A turbine (impulse technology), installed in 2002. The new equipment allows a 13% gain in power generation using the same amount of steam, which supplies internal consumption and enables export to the rest to the grid.

The TGM steam turbine model BT 40 can operate at a maximum power of 40MW and operates at up to 140 bar (a) of pressure and 540 degrees Celsius of temperature.

HMRC) to move goods between the UK and non-EU countries.

Apply for a Duty and VAT deferment number (provided by HMRC) if your company is likely to import more than the occasional shipment from the EU.

• Be aware that HMRC is preparing new

export registration systems for vehicles carrying goods to Europe. These are the Goods Vehicle Movement Service (GVMS) and the Kent Access Pass (KAP).

HMRC strongly suggests you appoint a customs broker. EFI Logistics can provide free advice as a HMRC customs broker.

Use the FCO website for directions: if the Foreign and Commonwealth Office (FCO) advises against travel this may invalidate your travel insurance.

Understand the COVID-19 infection status at destination and consider quarantine requirement on arrival at destination and returning home.

•

Double check you hold the correct documentation for travel to the destination in sufficient time: COVID-19 testing, passport, visa validity, etc.

•

Choose flexible or free cancellation options across all bookings, not just air travel – consider using a

travel management company.

So far this year the UK events team has hosted three webinars exploring different energy markets and is continuing to build on our training programme.

Jo Cam pbell We saw over 90 attendees join our multi-sector decommissioning e-vent, which looked at key energy markets in the industry, highlighting specific new business opportunities in the oil and gas, nuclear and wind sectors, while also discussing the synergies from each energy market.

On Tuesday 30 March join ABB as one of EIC’s key partners as they discuss the TANAP project pipeline.

The TANAP project brings natural gas produced from Azerbaijan’s Shah Deniz-2 gas field, and other areas of the Caspian Sea, primarily to Turkey, but also on to Europe for the first time. ABB will discuss their cuttingedge technology and supporting a smarter more flexible energy network across the continent.

As the country pushes forward with a green industrial revolution designed to drive economic recovery while meeting our net zero emission targets, EIC and Peel NRE joined together to launch our Road to COP26 series.

Over 170 companies attended to hear from key industry speakers on the range of projects and innovations taking place in the north west to decarbonise the region.

Middle East news Regional update

We were delighted to host the 10th edition of EIC Connect Clean Energy UAE from 23-24 February 2021.

Moving to a virtual platform resulted in an increased Ryan M cPhers on number of attendees from last year who were treated to a range of presentations from ADNOC, Emirates Nuclear Energy Corporation (ENEC) and IRENA alongside our traditional contractor briefings which remain a cornerstone to our members in what is happening in the country.

With sessions looking at the UAE renewable energy sector, nuclear and waste to energy opportunities and a discussion on the ‘race to net zero’, this fully embraced the energy transition providing a taste of things to come while continuing to focus on the core hydrocarbon sector. The future for the energy sector remains bright and we can expect to see this topic of conversation dominate proceedings into 2021 and beyond. I would like to thank all those who contributed from our speakers, attendees, sponsors, and the advisory committee for their support in what was a tremendous event that we will look forward to welcoming back to a physical event in 2022. With more ‘Connects’ to be added to the calendar in the coming months, including a few firsts please keep an eye out as we continue to utilise this model to showcase markets within the region.

Unfortunately, we were disappointed to have to postpone our Annual Golf Day due to government safety regulations that came into place beforehand. Safety of course remains of paramount importance to us all and we look forward to rescheduling this event when it is deemed safe to do so.

With physical events still not permitted in the region at the time of writing, we will continue with our series of virtual events with market updates planned for Egypt, Azerbaijan, Uganda and Uzbekistan in the coming weeks. EWEC invites bids for Abu Dhabi waste-to-energy plant Emirates Waste and Electricity Company (EWEC) is inviting bidders to build Abu Dhabi’s first wasteto-energy power project as the emirate continues to diversify its energy mix and pursue its carbon emissions goals. The plant, which will be located near the Al Dhafra landfill in Abu Dhabi, will have the capacity to process between 600,000 and 900,000 tonnes of waste annually.

Oman appoints first female chief executive

Oman has appointed Haifa Al Khaifi to lead its new energy company that owns part of the country’s largest oil block, marking a significant step for gender diversity in the Middle East’s male-dominated oil and gas sector. The government named Ms Al Khaifi as chief executive of the newly formed Energy Development Oman (EDO), which has a share in state-owned oil and gas exploration and production company Petroleum Development Oman (PDO) and an interest in Block 6.

Asia Pacific news Regional update

Malaysia has declared a nationwide state of emergency as the country strengthens its efforts to curb the spread of COVID-19.

Azman All foreign travellers must Nasir have explicit, written permission from the Malaysian authorities before travelling to Malaysia. Travellers must present the results of a negative RT-PCR test undertaken within 72 hours of their departure to Malaysia and must quarantine for seven days on their arrival.

Thailand has recorded its highest COVID-19 daily cases since the country recorded its first COVID-19 case in January 2020. Thailand authorities are allowing travellers from 56 locations to enter the country without visas. All travellers must present the results of a negative COVID-19 test undertaken within 72 hours of their departure and will be subject to a 14 day state quarantine at a government-designated facility at their own expense.

Myanmar has extended its COVID-19 preventive measures until 31 January 2021. International commercial flights are banned until 31 January 2021. The country started its first phase of the COVID-19 mass vaccination programme in January 2021. The vaccination programme prioritises frontline medics across the country.

Indonesia has passed one million confirmed COVID-19 cases. The government has further extended the travel ban into the country for all foreign nationals until 8 February 2021. The country started its COVID-19 mass vaccination programme in January 2021.

Singapore has recorded no new community infections for the sixth consecutive day. Singapore is gradually reopening its border to allow safe travel in limited numbers. There is also a proposal to lift travel restrictions on those who have been vaccinated.

Vietnam has reported its first outbreak in 55 days. The government has temporarily suspended entry into the country for all foreign nationals. Arriving foreign nationals are subject to a minimum of 14 days quarantine.

Vietnam has also limited inbound repatriation flights starting on 10 January 2021 to limit the risk of the pandemic spreading.

The Philippines remains under Code Red Sublevel 2 which indicates ongoing local COVID-19 transmission with a greater number of cases than the government can address. The government has extended partial lockdowns in the capital Manila until 28 February 2021. The Philippines has also confirmed domestic transmission of the new B.1.1.7 COVID-19 strain.

DOE Philippines to award tender for geothermal and hydropower by April 2021

The Philippines Department of Energy (DOE) has released a list of five geothermal projects with a total capacity of 87MW that will be part of a tender planned for April 2021. Among the geothermal projects are the Daklan, Itogon, Putting Lupa, Maricaban and Mt Labo geothermal projects. The ministry intends to award the contracts for the geothermal and hydropower projects under the 3rd Open and Competitive Selection Process (OCSP3) by 14 April 2021 and had conducted a Launching and Pre-Submission Conference to kick-off the start of OCSP3 in early January 2021.

Brazil’s 17th bidding round to offer 92 blocks

YPF to increase investment in 2021

Brazil’s 17th bidding round for E&P concessions will take place on 7 October 2021, according to the National Petroleum Agency (ANP). The latest round will offer 92 offshore blocks in the Campos, Santos, Pelotas and Potiguar Basins.

In a bid to increase oil and gas production after a 10% drop in 2020, the Argentine national oil company YPF has pledged to boost investment in the country by 73% in 2021. Investment plans, however, depend on the company’s ability to restructure its finances and obtain access to cash.

The 7th round for production sharing agreements (PSAs), originally scheduled for 2020, is also expected to take place this year.

The latter is specifically designed for blocks located in the Brazilian pre-salt province, whereas bidding rounds for E&P concessions award blocks located elsewhere in the country.

Argentina’s financial crisis has been an obstacle for companies wishing to access international capital markets, which means that YPF would have to fund its investment target using the company’s own cash flow.
