Myanmar set to realise its oil and gas potential Myanmar is one of the world’s oldest oil producers, exporting its first barrel of crude in 1853. Despite this, its upstream sector is still in its infancy. This is due to a number of factors: sanctions, opaque regulatory policy and insufficient investment have all hindered Myanmar’s efforts to fulfil its oil and gas potential.

Since the lifting of sanctions by the US and European Union in 2012, Myanmar has taken steps to reform its foreign investment laws and has held a number of successful international bid rounds for onshore and offshore oil and gas blocks.

Myanmar has signification oil and gas potential based on its location, size and stock of natural resources. Yet despite possessing some 10tn cubic feet of proven natural gas reserves and 50m barrels of crude oil, both onshore and offshore exploration has been limited.

The government has become increasingly keen to attract further foreign investment, with the energy and mining sectors among the top seven priorities and set to achieve an 8% increase in GDP. Furthermore, foreign investment regulations have been relaxed to encourage foreign direct investment (FDI) and as a result, Myanmar’s oil and gas sector received over US$14.3bn in FDI by the end of the third quarter of the 2014-15 financial year with the oil and gas sector currently accounting for about 36.3% of the country’s total foreign investment. Through foreign investment and exploration in oil and gas blocks bids, Myanmar aims to enhance its own companies’ capabilities through exposure to foreign companies’ technology, expertise and knowledge, while at the same time leveraging their financial strength.

Crude oil and condensates are produced from the onshore Salin Basin and offshore Yetagun field. Total liquid fuels production has gradually fallen since the 1980s to around 16,000bbl/d in 2015. At Myanmar’s most recent offshore bidding rounds, held in 2013, the country awarded 16 onshore and 20 offshore blocks to several foreign and domestic companies. International companies such as Chevron, Ophir and Shell have started surveys and exploration activities at over half of these blocks. Myanmar’s government has decided to delay launching the next offshore bidding round, initially planned for 2016, until at least 2017 and focus upstream development on the 20 offshore blocks awarded in 2013.

Natural gas production makes up the majority of Myanmar’s hydrocarbon production and it has risen substantially in the past few years, from about 450bn cubic feet (Bcf) in 2012 to 692Bcf in 2016. Most of the country’s current natural gas output comes from four offshore basins off the country’s west coast: the Yadana, Yetagun, and Zawtika fields in the Moattama Basin, and the Shwe field in the Rakhine Basin. Myanmar’s natural gas production is forecast to rise as new offshore projects come online. In early 2016, the state-run Myanmar Oil and Gas Enterprise (MOGE) and Australian stakeholder Woodside Energy announced the discovery of two large natural gas wells at opposite ends of the Rakhine Basin.

Blocks where exploration work has begun offshore Myanmar

Most of Myanmar’s natural gas production is exported to Thailand and, more recently, China. Natural gas exports to Thailand, which accounted for roughly three-quarters of Myanmar’s natural gas exports, totalled around 340Bcf per year in 2015. While much of the current export is through pipelines, Myanmar’s government is also seeking international investment in liquefied natural gas projects to help meet export obligations and growing domestic demand over the next several years.

Although it exported its first barrel of crude way back in 1853, since then the development of its oil and gas industry has been hindered due to a lack of investment.

One-to-one with Matthew Crewe Managing Director, Green’s

Green’s is a world leader in the design and manufacture of bespoke waste heat recovery systems which includes its patented fuel economisers. Green’s combines innovation and engineering expertise to help companies around the world reduce emissions, improve efficiency and save money. Alongside its engineering and production capabilities, Green’s provides comprehensive repairs, spares and maintenance services for virtually all makes of boilers, economisers and related equipment.

Q

Enhancing efficiencies and maximising production are key industry topics these days. How is Green’s helping its clients in these areas?

Our waste heat recovery systems and economisers typically bring energy suppliers, from biomass through to traditional coal and gas plants, savings of around 15% on their fuel bills. Our bespoke solutions capture the heat generated as a bi-product of energy production enabling it to be used for other applications which reduces emissions, improves efficiency and saves money.

What were the highlights of the last year for Green’s?

We generated record sales – up 25% on the previous year, which was a fantastic achievement by our hard working team and enabled us to take on new staff across the business. This includes experienced technical and sales people who have been attracted to join us at an exciting time of business development through to graduate engineers.

We also reintroduced an apprenticeship scheme which is great for introducing young people to engineering and manufacturing as well as for Green’s. Increasing international sales have seen our systems, and our people, shipped to some new farflung destinations during 2016 including Australia and Vietnam.

And what plans do you have in place for the next 12-18 months?

We plan to build on the success of the past year by increasing awareness of Green’s and the commercial and environmental benefits our products bring. We have recently commissioned a new finning production machine which will double our capacity and we are about to open an additional factory in Wakefield.

We’ve also launched a new website and we’re getting more active on social media so that we can engage online with our current and prospective customers. Also, our growing team plans to get out talking face-to-face to people in the energy sector to ensure we continue to meet their needs.

We are extremely proud that our products have been designed and made in the UK for almost one hundred years and have been supplied to more than 400 power stations with boilers ranging from 100MW to 1,000MW.

Because a lot of our systems are exported, the weak currency rates have been advantageous for us.

We are optimistic that longer-term there will not be restrictions on skilled people coming to work in the UK. Our workforce is strengthened by its diversity and we will continue to make efforts to ensure that this is maintained.

Q

How does Green’s keep up with the rapidly changing needs of energy providers?

A

By talking to our customers, we try to anticipate their needs and respond to them appropriately.

For example, many customers want a representative close to them so we have added to our network of agents and distributors to provide on the ground global presence.

Last year we conducted a survey among purchasing professionals which showed that delivery, price and good supplier relationships are the most important factors that influence buying decisions. This has resulted in us focusing our efforts on improving our backoffice systems and services and investing in our aftermarket services such as spares sourcing and supply.

Member news Cresent appoints new operations director

Control of work and health and safety specialist Crescent has announced the appointment of Warren Thomson as its Operations Director.

Warren, who joined the company in 2012, has also been made a member of the Cresent board.

Cresent finished the end of last year by successfully signing off the project completion documents on its first major nuclear contract, worth around £0.5m. Warren had overseen the delivery of the twoyear project, from initial gap audit to handing over the bespoke safe system of work system and the associated training.

As we continue to see our business expand into new markets, such as utilities and the chemical industry, Warren’s ability and track record will continue to complement Cresent’s heritage in oil and gas.

New appointments for DNV GL

DNV GL, a multinational provider of risk management services, is further developing its consultancy services to address key industry challenges such as enhancing safety, efficiency and performance.

DTL wins work on Greece’s largest coal-fired power plant

Damper Technology Ltd (DTL) has been contracted to design and manufacture the complete supply of dampers for the Agios Dimitrios power station refurbishment project.

The 1,600MW coal-fired power plant, located in near Agios Dimitrios, in Kozani, is Greece’s largest power plant.

DTL will supply over 300 damper units in varying sizes and functionality to the project to renovate four of the plant’s flue gas heat recovery system units.

The Nottingham-based company will supply a wide range of dampers including circular and rectangular frame butterfly and multilouvre types.

Ellis runs cable cleats across the River Wear

Cable cleat specialist Ellis has developed a bespoke solution for Balfour Beatty to safely secure power cables running the length of the New Wear Crossing in Sunderland.

Currently under construction, the new two span cable-stayed bridge features an A-frame pylon rising to 105 metres and will span the River Wear between Castletown on the north bank and Pallion on the south.

Ellis was approached by Balfour Beatty after its initial plan to secure the cables proved unworkable.

Although Ellis had no suitable, standard alternatives, the company’s innovative product development team went back to the drawing board and developed a project specific solution that finally secured the order.

Richard Shaw, Managing Director of Ellis, said, ‘In the past if we didn’t have a standard product for a project we’d been asked to quote on that would have been the end of it.

Today if we don’t already have the perfect solution we will design and manufacture it.’

Designed to support Emtelle ducts, which in turn support the power cables running the length of the bridge, the Ellis solution incorporates 252 specially designed assemblies,

Once complete, the Wear Crossing will carry two lanes of traffic in each direction, plus dedicated cycle ways and pedestrian footpaths.

It is scheduled to open in spring 2018 and will be twice the height of Nelson’s Column.

Hornsea One contract heralds First Subsea’s diversification into offshore wind

First Subsea, a Lancaster-based business, has signed a multi-million pound contract with DONG Energy to provide 151 cable protection system units to the Hornsea Project One wind farm, set to be the world’s largest offshore wind farm once complete.

The significant order is the first major UK contract in offshore wind for the company, which specialises in mechanical connectors.

First Subsea enjoyed huge success in the oil and gas industry for many years, however, the downturn in oil prices led the company to diversify into the offshore wind sector.

Duncan Clark, Hornsea Project One Programme Director said, ‘Offshore wind development in the UK is thriving and we’re seeing a lot of firms diversify from oil and gas into this rapidly growing industry. DONG Energy is also an example of this, having been oil and gas focused for many years we recently announced our intention to sell our oil and gas division.’

Hornsea Project One, located 120km off the Yorkshire coast, will be the first offshore windfarm with a capacity over 1GW and be capable of powering well over one million homes.

Open day success for HTL Group Scotland Controlled bolting specialist HTL Group Scotland has opened its doors to showcase its full suite of capabilities at its new facility in Dyce, Aberdeen.

The company welcomed visitors from a range of sectors to see the extensive group capabilities first hand including demonstrations of their core OEM products and joint integrity software, as well as providing a tour of the new facility and HTL’s brand new mobile exhibition, the HTL Expo Unit.

The opportunity to see the new facility and HTL’s OEM controlled bolting and ancillary products on display offered attendees’ the chance to learn more about the customer focused solutions available from the experienced and friendly team at HTL Group Scotland.

An insight into the ECITB approved training offered by HTL Group Scotland also formed part of the busy day. Siemens SGT-700 industrial gas turbine

Siemens to supply rotating equipment for petrochemical project in Oman

Siemens and its Dresser-Rand business will supply two gas turbinedriven compressor trains and two gas turbine generator packages for the Liwa Plastics Industries Complex, a major petrochemical project in Oman.

The natural gas liquids (NGL) extraction plant in Fahud, situated approximately 300 kilometres southwest of the capital of Muscat, is part of the industrial complex.

The order was placed by the South Korean construction firm GS Engineering & Construction Corporation for the state-run oil refinery and petrochemical provider Orpic, which will operate the plant and the industrial complex. The NGL extraction plant is expected to go into operation in 2019 to extract liquefied natural gases.

The scope of supply includes four Siemens SGT-700 industrial gas turbines. Two of the gas turbines each drive a barrel-type turbocompressor (STC-SV) for lean gas compression. The lean gas will be routed back to the national natural gas distribution system.

The other two gas turbines, each of which drives a generator, will supply electricity to the Fahud NGL plant to extract natural gas liquids and provide waste heat for the NGL extraction process. The extracted NGL from rich gas feed will be transported via a pipeline from Fahud to Sohar. NGL is the feedstock for the petrochemical complex in Sohar.

The Liwa Plastics Industries Complex will turn NGL into polyethylene and polypropylene plastics. This will enable Oman to produce polyethylene for the first time.

Sparrows Group retains BP North Sea operators and maintenance contract

Global provider of engineered products and services Sparrows Group has successfully retained its current North Sea mechanical handling and crane management contract with BP, which will extend the working partnership between the two companies to over 50 years.

The contract sees the lifting and mechanical handling specialist operate and maintain all 21 of BP’s pedestal cranes in the North Sea across eight assets. This includes the soon to be commissioned Clair Ridge platform and Glen Lyon FPSO. The full scope of the mechanical handling and crane management contract covers the supply of crane operators and maintenance of the pedestal cranes as well as all other mechanical handling equipment which includes inspection, repair, refurbishment and spares management. As part of the contract Sparrows will also deliver training and engineering support for all lifting scopes which includes equipment change-outs and decommissioning activities.

Full test traceability and real time observation

Fraser Milne, Engineering and Projects Director at Balmoral said, ‘The test centre offers a turnkey resource for product testing from concept through development and deployment including hydrostatic, mechanical and laboratory trials.

‘In a “first” for the industry, bespoke software has been commissioned that allows full test traceability and real time observation from anywhere in the world.’

Each test vessel can be fitted with chart recorders, pressure and temperature data loggers that provide highly detailed results to depth equivalents of 10,000msw for analysis.

‘With an eventual total of 14 test vessels being available, the centre is unique and offers great potential across many sectors,’ concludes Milne.

The highlight of April is our Iran Showcase event where, in a first for the EIC, we will welcome a representative from the US administration setting out exactly where the Terry W illis US government stands with regard to Iran, the sanctions regime and prospects for future policies.

SNC-Lavalin wins Salalah ammonia plant

SNC-Lavalin has been awarded a contract by Salalah Methanol Company LLC for the engineering, procurement and construction of the anhydrous liquid ammonia plant project, in the city of Salalah, located in the Sultanate of Oman. The project is expected to begin this month with SNC-Lavalin initially performing the early works programme.

Scope of works also includes utilities and offsite infrastructure. The facility will produce anhydrous liquid ammonia using a technology provided by Linde Group. Unfortunately, there are still a lot of misconceptions about the legality of UK companies doing business in Iran.

Here at the Dubai office, there are constant enquiries from member companies who have heard or even been advised that it is not possible to do business in Iran.

CNPC acquires interest in ADCO

China National Petroleum Corporation (CNPC) has joined BP (10%), Total (10%), Inpex Corporation (5%) and GS Energy (3%) as stakeholders in the onshore concession and shareholders of Abu Dhabi Company for Onshore Petroleum Operations (ADCO). CNPC signed a US$1.77bn deal with Abu Dhabi National Oil Company (ADNOC) for an 8% interest in Abu Dhabi’s onshore oil concession, operated by ADCO. The agreement has a term of 40 years, backdated to 1 January 2015.

It’s been generally accepted that oil prices have stabilised in recent months following the decision by OPEC to cut production in late 2016.

Leading companies in the region are now beginning to test the economic viability of exploration and development projects, and some are even ready to seal deals. It seems that the worst is over for the E&P industry in Asia and if oil prices continue to march toward US$60/barrel, we should see a gradual increase in E&P spending in Asia, with a focus on offshore China and the development of previous discoveries in Indonesia, Malaysia, the Philippines and Vietnam.

Shell’s agreement at the end of January to sell its stake of more than 22% in the Bongkot field in Thailand to stateowned Kuwait Foreign Petroleum Exploration Company has sent a strong signal that the market is starting to become conducive to signing deals and that companies are more willing to buy assets. There is certainly a significant increase in mergers and acquisitions in South East Asia as assets are becoming available and more affordable. We are also seeing an increase in operations and maintenance activities by operators and asset owners.

At the EIC Asia Pacific office we are looking forward to the overseas delegations to Myanmar in May and to China in October. We will also be holding member briefing sessions in different cities around Asia Pacific including Singapore in July and Jakarta in October. Members are encouraged to take this opportunity to gain market insights and make industry contacts by participating in these overseas delegations and the planned business briefings.

Thai Oil targets 100% refining rate in 2017

Thailand’s largest oil refiner Thai Oil aims to run its refinery at 100-103%, with the possibility of achieving 108% of its 275,000bbl/d capacity in 2017, and has no plans for any maintenance shutdowns. The company’s investment budget for infrastructure for this year is between US$143 and US$171m. Thai Oil also has plans to expand its refining capacity to 400,000bbl/d over the next five years.

Pertamina to invest US$1.6bn in fuel storage

Indonesian state-owned oil and gas company PT Pertamina will set aside US$1.6bn to develop new fuel storage tanks as part of a move to increase national fuel stocks. Allocated funds of approximately US$1.3bn will be used to build storage tanks, while the remaining balance will go towards developing pipelines. The new development will see Pertamina’s storage tanks increase in capacity to 7.02 million kilo litres (KL) from 3.96 million KL at present.

Sinopec to spend US$29bn upgrading four refining bases

China’s Sinopec group plans to invest US$29bn to upgrade four refining bases between 2016 and 2020 to produce higher quality fuels. The company is applying more stringent fuel standards in its battle against pollution. After the upgrades, the total refining capacity of the four refining sites will reach 130m tonnes per year, while ethylene capacity will reach 9m tonnes per year.

Rick Perry announced as the new US Energy Secretary

The US Senate has confirmed Rick Perry, who served as governor of Texas between 2000 and 2015, as the Head of the Department of Energy following a 62-37 vote. During his confirmation hearing on 2 March, Perry touted his ‘firsthand experience’ with the shale boom as well as the development of wind farms in Texas during his tenure as governor. Although he is known for his sceptical remarks on climate change, Perry said he had a strategy for the energy sector, including not just fossil fuels but also nuclear and renewables options.

Mexican presidential hopeful opposed to reforms

Andres Manuel Lopez Obrador, leader of Mexico’s leftwing National Regeneration Movement (MORENA) party and already a nominee in the 2018 general elections, has made known his opposition to the sweeping energy reforms carried out by the Peña Nieto administration in 2013. One of Obrador’s advisors has said that his administration would review existing contracts and leave in place only those which are beneficial to Mexico, referring to the deepwater auction held in December 2016 which awarded E&P contracts to Chevron, ExxonMobil and Total, among other IOCs. Obrador has emerged as a strong contender in Mexico’s upcoming elections due, in part, to his nationalist rhetoric following the election of Donald Trump to the US presidency and his Mexico related proposals.

South America news Regional update

Places at our Opportunities with Premier Oil event at the end of February were snapped up very quickly and the event certainly did not disappointment.

Our office was packed with Clariss e Roch attendees who came to hear a Premier Oil’s Brazil Project Manager Nathan Biddle explain why the company chose to develop the Ceará’s basin, as well as provide a briefing on their other projects and describe the company’s procurement procedures. It was a really well received presentation with all the attendees saying how excited they were by the opportunities on offer with Premier Oil. On 20 April our Regional Analyst Pietro Ferreira will be carrying out a free EICDataStream training session exclusively for our members. We want to make sure our members know all about its incredible features and how they can help you develop your business, so please do book your place.

A week later on the 27th we’ll be hosting the Fundamentals of FPSOs course where delegates will learn about the main uses of an FPSO, their different parts, the advantages of using this kind of unit to produce an oil field and legislation surrounding their use.

Regional news

Brazilian O&G local content requirements modified

The Brazilian government announced in late February new local content requirements for the exploration bidding rounds scheduled to take place later this year.

While onshore blocks will have a broad requirement of a 50% local content for both the exploration and production stages, local content for the offshore segment has been set at 18% for exploration, 25% for well construction, 40% for subsea gathering and export and 25% for production units (down from the current 65%). The modifications will only be applied to new E&P contracts (including those related to pre-salt areas) and will not affect projects already under development.

These changes will be reviewed by a special committee on local content and will then be submitted to the government’s energy policy panel CNPE for approval.

Peru to seek new developer for Sur Peruano pipeline

The Peruvian government is seeking bids from companies interested in becoming the administrator of the half-finished Sur Peruano gas pipeline. Currently the largest energy project in Peru, the US$7.3bn pipeline was being developed by a consortium led by the Brazilian construction giant Odebrecht, which failed to secure financing guarantees for building works. It is understood that the administrator will be responsible for managing the existing infrastructure until a new developer is selected via a tendering process that will be held later this year.
