EICDataStream Special project opportunities in South America

ROG.e 2026 Introduction

Introduction It is a great pleasure to welcome all participants, exhibitors and delegations arriving in Rio de Janeiro for ROG.e – one of Latin America's largest energy sector gatherings. As regional director for the Americas at the EIC, I can affirm that Brazil is experiencing unique momentum. The country is consolidating its leadership in deepwater pre-salt production while emerging as an indispensable player in the global energy transition across natural gas, low-carbon hydrogen and decarbonisation. Our proprietary database, EICDataStream, currently tracks over 320 active oil and gas projects in Brazil, representing US$193bn in planned CAPEX. Offshore upstream remains the industry backbone, with 75 active projects accounting for over US$120bn (62% of total oil and gas investment). Crucially, over US$54bn (~28% of planned CAPEX) has reached final investment decision (FID) and entered the EPC phase. Furthermore, EICAssetMap highlights that Brazil hosts over 3,500 active energy assets, including 50 in-production FPSOs – making the country the world leader in FPSO operations. This landscape is supported by a robust domestic supply chain. Through EICSupplyMap, we map 1,570 Brazilian supply chain companies, with 1,100 showing proven oil and gas capabilities. Out of 2,160 mapped equipment and service categories, Brazil leads in lower-complexity goods and engineering services, with 413 suppliers offering ancillary products and electrical engineering. Many of those companies could be partners to new comers to the region. For British and international companies, this environment is packed with strategic opportunity. The UK's recognised technical excellence and supply chain strength complement the scale of Brazilian projects, opening doors to valuable commercial partnerships and long-term investments.

However, traditional hydrocarbons remain a fundamental pillar of the portfolio, with oil and gas projects totalling over US$438bn overall. Within this segment, upstream activities capture 27% of total regional CAPEX, equivalent to US$283bn and driven by major offshore developments. The midstream and downstream sectors each comprise 7%, underscoring the continued need for logistical infrastructure, gas processing and refining upgrades. Finally, the conventional power sector contributes a 5% share (around US$52bn), reflecting sustained demand for dispatchable capacity to ensure overall grid reliability amidst the broader transition.

Graph 1: New project announcements from 2021 by sector. South America has witnessed a dynamic shift in project announcements since 2021, reaching over 1,725 new projects logged on EICDataStream, out of up to 2,000 active and future projects tracked. While the region experienced a peak in 2023, subsequent years have shown a clear market rebalancing. Traditional renewable energy announcements have trended downwards, a decline largely driven by severe curtailment issues and transmission bottlenecks that are temporarily stalling greenfield developments in key markets such as Brazil and Chile. Conversely, the energy transition sector – encompassing nascent technologies such as low-carbon hydrogen and CCS – is steadily advancing, gaining momentum in parallel with the maturation of new regulatory frameworks across the continent. At the same time, the power generation and transmission and distribution (T&D) segments are showing resilience, fuelled by the pressing need to alleviate grid congestion, alongside increasing demand for stable and reliable energy. The region's energy CAPEX outlook presents a balanced portfolio between traditional energy and the green economy, with renewables accounting for a 26% share of projected investments, representing US$278bn in capital commitments. This proportion purposefully excludes the offshore wind sector, which currently remains highly uncertain; including its massive early-stage pipeline would unrealistically inflate the renewable share to 52% (over US$850bn), despite most of these developments being unlikely to move forward in the near term. Hydrogen follows closely as a major clean tech segment, holding a 22% share and reflecting the substantial capital requirements of upcoming export-oriented hubs. When combined, these energy transition initiatives, alongside mature renewables, amount to over US$540bn in the regional pipeline. For more information visit...

Graph 2: South America energy CAPEX outlook. Analysing the top four regional markets, Brazil's overwhelming dominance in capital expenditure is directly tied to its massive volume of active developments, giving it a commanding lead with hundreds of projects across the pipeline. This project count explains why Brazil captures most of the region's renewable and conventional power CAPEX, while also securing a major share of the emerging carbon capture market. In the upstream segment, Brazil's pre-salt dominance is strongly complemented by Guyana, which accounts for a significant share of offshore capital due to its prolific deepwater discoveries. Chile and Argentina, by contrast, leverage highly specialised project profiles to capture targeted sectoral CAPEX. Despite having fewer total developments compared to Brazil, Chile commands near-total dominance in energy storage CAPEX while also holding a substantial volume of hydrogen projects, allowing it to share regional clean tech leadership with Brazil. Meanwhile, Argentina's investment profile is heavily concentrated in the midstream sector, reflecting a high density of pipeline and processing projects designed to monetise its substantial shale gas reserves and position the country as a future global LNG exporter. Graph 3: Share of CAPEX by sector among the top 4 countries in South America. Since 2025, 39 oil and gas projects across South America have reached a positive final investment decision (FID), with 10 secured in 2026. Activity is divided between deepwater frontier expansions and a push towards regional energy transition and security, focusing on biofuels, decarbonisation, midstream infrastructure and downstream conversions and upgrades. In the offshore sector, Brazil and Guyana continue to dominate upstream CAPEX, driven by major deepwater developments like Petrobras's SEAP complex (which will involve two new FPSOs, P-81 and P-87, to be built by SBM) and the recently announced ninth phase of Exxon's Stabroek block targeting the Haimara gas field. Projects are also progressing in the Falkland Islands, Colombia, Suriname and Venezuela, with potential to unlock major offshore gas resources. Concurrently, Argentina's Vaca Muerta shale expansion is driving midstream logistics, evidenced by new pipelines, gas processing plants and fractionator projects. The country is also betting on becoming a major LNG exporter, with FLNG projects led by Southern Energy (SESA) and YPF advancing in Río Negro province. Argentina's Large Investment Incentive Regime (RIGI) is underpinning this growth by providing a more attractive framework for large-scale energy investments, particularly in LNG and midstream infrastructure. Meanwhile, Brazil is also investing in downstream self-sufficiency and decarbonisation, pushing substantial capital into corn ethanol plant expansions, biomethane facilities and biofuels expansion in operating refineries. Petrobras is also leading fertiliser capacity expansion with the approved resumption of the Três Lagoas plant. Graph 5: Planned renewable capacity in the top 5 markets (2026-2031). In the power generation sector, the region continues its massive expansion of wind and solar capacity, though the strategic focus has decisively shifted towards grid security and system resilience. Colombia's recent 2026 long-term energy auction marks a pivotal milestone, successfully securing 15-year power purchase agreements (PPAs) to diversify its energy matrix away from drought-vulnerable hydropower. This mechanism is driving substantial CAPEX into utility-scale solar and onshore wind across the La Guajira region. Similarly, Brazil's 2026 Reserve Capacity Auction (LRCap) has been crucial in contracting dispatchable power, both from modernised hydroelectric facilities and conventional thermal plants, to ensure grid stability amidst a highly intermittent renewable matrix. This demand for firm, reliable generation is being increasingly amplified not only by the need to balance green energy but also by the surging baseload requirements of emerging data centres and regional industrial electrification, prompting a strategic resurgence in gas-fired power investments to guarantee uninterrupted supply. However, this rapid renewable expansion has severely strained existing infrastructure, making transmission the primary bottleneck across the continent. In Brazil, the critical curtailment of wind and solar generation in the Northeast has led to estimated financial losses of R$6bn, forcing the government to accelerate its infrastructure response. To unlock future generation projects and resolve grid congestion, the country is executing a series of mega transmission auctions, projecting approximately R$120bn (around US$24bn) in transmission and distribution investments up to 2035. Analogous high-voltage direct current (HVDC) expansion programmes are also being fasttracked in Chile and Peru to reliably connect new renewable nodes to major demand centres.

Graph 6: Energy transition CAPEX by country and sector (2026-2031). South America's clean tech landscape has transitioned from conceptual planning towards the establishment of robust regulatory frameworks and early-stage engineering. 2026 is characterised by securing environmental licences, advancing front-end engineering design (FEED) studies and forming strategic offtake agreements. The approval of Brazil's low-carbon hydrogen framework and Chile's National Green Hydrogen Action Plan are critical milestones, unlocking a combined potential of over US$50bn in future CAPEX for export-oriented hubs in regions such as Magallanes, Pecém and Açu. Concurrently, carbon capture and storage (CCS) legislation is progressing to decarbonise heavy industries using depleted offshore reservoirs. In the advanced biofuels sector, Brazil is driving significant early-stage capital into the market through the Combustível do Futuro programme. This legislative push is accelerating the development of major SAF (sustainable aviation fuel) and HVO biorefineries, positioning the industry to meet upcoming 2027 aviation decarbonisation mandates. Meanwhile, energy storage is rapidly scaling from pilot initiatives to essential infrastructure; Chile is tendering multi-million-dollar utility-scale BESS (battery energy storage systems) to mitigate severe solar curtailment in the Atacama, while Brazil is beginning to formally integrate batteries into its capacity frameworks to ensure firm supply.

The contractor will be responsible for integration engineering covering the electrolysis systems, balance of plant and ammonia export infrastructure. The development is expected to produce around 400,000 tonnes of green ammonia annually for export markets. Morro Pintado Green Hydrogen Project US$2.4bn, Maturati Participaões ApexBrasil has announced an estimated US$2.4bn investment to support development of the green hydrogen project in Rio Grande do Norte under the German H2Uppp programme. The facility, backed by Brazilian and German partners, is expected to produce 80,000tpa of green hydrogen using power supplied by the 1.4GW Morro Pintado renewable complex. Carbon Capture Brazil Lucas do Rio Verde BECCS Plant US$90m, FS Bioenergia FS Bioenergia has begun drilling activities to support geological assessment of the storage area for the project, which will capture CO2 emissions from ethanol production at the Lucas do Rio Verde plant and store them in saline formations in the Parecis Basin. The development has secured funding from BNDES' Mais Inovação programme, with first injection targeted for mid-2026 and commercial operations expected in 2027. SAF Brazil Paulínia SAF Plant (JetBio) US$2bn, Summit Agricultural Group JetBio, an investment platform controlled by Summit Agricultural Group, has announced plans to develop a US$2bn sustainable aviation fuel (SAF) plant in Paulínia, São Paulo. The facility is expected to produce 1bn litres of SAF annually through the ethanol-to-jet (ETJ) pathway using corn and sugarcane-based ethanol, with construction targeted to begin in H2 2027 and first production expected in 2030.
