Welcome to Offshore Europe.

It’s always a pleasure to welcome the global energy community to my home city of Aberdeen –a vibrant hub for innovation, collaboration and opportunity in the offshore energy sector. Offshore Europe week is a highlight in the calendar, and this year promises to be no exception.

We are proud to once again host the EIC pavilion at the heart of the action, situated in a prime location right at the entrance to Hall 1. Our longstanding partnership with the show organisers spans more than 20 years, and we’re excited to be part of this year’s theme: Unlocking Europe’s Potential in Offshore Energy – a timely and vital conversation for the future of the industry.

SPE Offshore Europe has always been about driving progress. It’s where new technologies are launched, partnerships are formed and the future of the upstream industry takes shape. With more than 30,000 attendees and 800 exhibitors expected across the four days, this year’s show is set to be another great event.

Spotlight on the EIC Pavilion

September hails the start of a busy season for the International Trade team. We start the month with two shows in one week, Offshore Europe in Aberdeen and Oil & Gas Asia in Kuala Lumpur.

The EIC is delighted to once again be hosting the EIC pavilion at Offshore Europe, taking place on 2-5 September in Aberdeen.

Organised by the Energy Industries Council (EIC), Offshore Europe is the energy industry’s platform for navigating towards a better energy future. This event will create a space for collaboration and learning in order to drive the oil and gas sector forward.

Europe’s upstream oil and gas is at a critical crossroads, with offshore opportunities gaining prominence amid growing energy security concerns and ambitious climate pledges. The market outlook remains robust as operators seek to balance the demand for reliable energy supplies with the urgent need for sustainable practices.

Interest in upstream E&P continues to be centred around the North Sea, particularly UK and Norway. It is anticipated that up to 12 upstream projects in the region will reach their final investment decision over the next two years.

As Europe intensifies its focus on energy independence and carbon neutrality, the offshore sector is poised to play a pivotal role, driving both economic growth and environmental stewardship in the coming years.

The EIC has been hosting a pavilion at Offshore Europe for 20+ years and we are delighted to once again be in prime location in Hall 1 with 22 companies joining us.

As of July 2025, there are 5,303 projects tracked in Europe on EICDataStream. 3,348 of these projects were announced between 2020 and 2024. Most of the projects announced are in the mature renewables and energy transition sectors (hydrogen, carbon capture, offshore floating wind, small and advanced modular reactors (SMR and AMR), energy storage and sustainable aviation fuels (SAF) which have seen a significant rise in new developments being proposed. This is due to nations introducing various carbon dioxide emission reduction targets by 2030 and ambitions to reach net zero targets in the middle of the century. Oil and gas announcements more than doubled from 62 to 141 from 2022-2024, due to nations reducing their reliance on Russian imports after the invasion of Ukraine. 508 projects have been announced so far in the first half of 2025 with mature renewables and the energy transition sectors accounting for 42% and 44% respectively. 13 projects have been announced in offshore vicinities, of which, 3 are hydrogen and 10 are wind and floating projects.

The European energy market’s total CAPEX is expected to reach US$1.34tn by 2030, with renewables accounting for ~US$442bn – the largest share. Offshore projects will account for approximately US$304bn of the total energy market’s CAPEX by 2030 with 56% (~US$169bn) being accounted for by the renewables and energy transition sectors. The North Sea is a major hub for offshore development and by 2030 it will see approximately US$187bn being invested, more than half of which will be into renewables and energy transition projects. The Norwegian North Sea will see US$27bn in CAPEX for the oil and gas sector – the largest CAPEX total for European oil and gas developments.

According to EICDataStream, the UK is set to lead offshore investment over the next five years, with approximately US$85bn committed. Collectively, the top 10 markets represent a combined CAPEX of around US$265bn. While most countries’ CAPEX totals are driven by mature renewables, Iceland is focusing entirely on energy transition technologies and Romania is focusing on oil and gas. Norway leads oil and gas development with 77% of its energy investment focusing on oil and gas over the next five years. Wind farms are the most developed offshore technology currently, especially in the North Sea region, but carbon capture projects are expected to increase as it becomes more feasible to inject carbon dioxide into depleted fields. Offshore hydrogen is still in its infancy and only a few small-scale plants are in operation, like the CrossWind Baseload Power Hub which can produce 400 tonnes of green hydrogen a year. Offshore projects will continue to develop and will become major investment hubs, especially for renewables and energy transition, as nations scramble to meet their decarbonisation targets and race towards meeting net zero.

The UK and Netherlands lead the charge for offshore hydrogen and carbon capture deployment, followed closely by Denmark and Norway. The UK is aiming for 30m tonnes per year, with the potential to store 78 gigatonnes, which will primarily be stored in the North Sea. The North Sea can become a pioneer for carbon capture projects and could serve as the blueprint for other suitable carbon storage facilities across the world. 20 offshore hydrogen and carbon capture projects are expected to become operational by 2030 with 14 CCS and 6 hydrogen projects. Offshore hydrogen production remains in its early stages due to high costs, logistical challenges in transporting hydrogen to shore and the need for dedicated offshore infrastructure such as electrolysis platforms.

The European upstream sector faces struggles in exploration and field development activity amidst geopolitical tensions and supply chain bottlenecks. According to EICDataStream, approximately US$7bn worth of CAPEX in projects announced in the midstream sector are currently in the feasibility stage. Additional pipeline developments are also being pursued to reinforce supply security. Opportunities within Europe’s offshore sector will encompass both ongoing operations and future developments. The region is anticipated to witness a substantial number of project approvals in the near term, especially in Norway, where redevelopment of already-producing fields plus potential of tieback of new discoveries enables fast-track developments to help increase the country’s production and subsequently, Europe’s supply.

HyNet Cluster CCS: CO2 captured from HyNet cluster will be transported to Liverpool Bay for permanent storage in the Irish Sea. Eight contracts announced in Q2 2025.

Northern Lights CCS Project (Project Longship) (Phase 2): Phase 1 recently completed. Phase 2 will store 5m tonnes of CO2 per year. OneSubsea awarded contract for a subsea CO2 injection system.

Rosebank and Lochnagar Oil and Gas Fields: Equinor plans to reapply for the project’s development consent. The 2025 subsea infrastructure installation campaign commenced in April. Fram Sør: Equinor has announced FID and the plan for development operation submission to the Norwegian government. Several awards are expected in 2025. Balder Project (Phase VI): Phase V is slated to commence operations in Q4 2025. Phase IV has reached FID in June and will be developed as a tie-back to the Jotun FPSO.

The offshore wind industry is expecting to see a sizeable number of projects announced aiming to expand the region’s capacity. Some of the key reasons for this boom in activity include mature markets – such as Germany, Netherlands and the UK – gaining momentum with planned upcoming auctions in 2025 and 2026. Furthermore, emerging markets are starting to install the first batch of turbines, with Portugal, Finland and Poland planning their first offshore wind tenders. This represents a new wave of opportunities for the supply chain industry in newer markets, seeking to expand capacity in the near future. Nevertheless, the industry globally is facing challenges with inflation, supply chain bottlenecks, grids and permitting speeds. While projects in Europe are starting to see impacts to specific projects and auctions, the region is focussing on policy reform and auction restructures to mitigate this, which will be beneficial for the pipeline beyond 2030, the timeline for when the region is expected to see commercial floating wind farms become operational.

Offshore Wind Farm MFW Baltyk Srodkowy II:

The project has reached financial sanction in May 2025 and construction phase has officially commenced for both phase 2 and 3 of the wind farms.

Offshore Wind Farm West of Orkney:

The government has granted offshore consent to the wind farm, making it the first ScotWind project to secure all the required permissions.

Offshore Wind Farm Nordlicht I (N-7.2):

The project was sanctioned in March 2025 subject to the reception of necessary permits and construction is slated to begin in 2026. Vestas will supply 68 15MW turbines.
