Many (or at least some) of you :will have heard about UBC being ordered to pay ba k $4 n,il11011of parkii,g tickets after they lost a class-action lawsuit.Apparently It doesn't say any• where in_thc University Act that unlversiti >s mi allowed to issue ti kets and coll ct fin ·s. .Beforeyou get dollar signs in your heads and go looking up the old tickets, k 'ep in rnind w 'vc only been under the University Act for a year, and it's likely very different for colleges. I don't think students at UFV will be collecting money any time soon.

The other thing to consider Is do we even want to? Think of it this way.

Right now lf you park illegally here you're given a fine. nlere Is no exact list of what TMpark will charge on the UFV faciliti ·s website, but it's logical to assume the fine would be some· where around $25.

It would be nice to imagine that in

a utopian society UFV would realize that parking fees are irritating and

that students hate them, and just allow us to all park for free. That'sn' er going to happen. If it ever did, students would no doubt be slapped with a "parking lot maintenance fee" along with our other student fees at tuition time, and that would probably add more money than parking really docs all semester Jong, espe !ally since we have the money-saving option to par-

Obviously, being towed away immediat ·ly is a sucky d 'ill, and since towing fees are usually over $100, I'd definitely rather pay the measly $25 ticket and hope not to get caught next ti rne.

Per onally, I think th ·y should just amend the Univ rsity Act and allow universities to colkct fines. I abo wouldn't mind a rule about how affordable to make the amount of fir1esand parking ... but that's a rnnt for another day. lt seems like everyone is awaiting the results of the appeal, but 1 can't help thinking it'll go easier n all of us iflhe big guy~can just win this one.

Are Parking Fees History at UFV? BC Supreme Court Judgement Questions the Legitmacy of University Parking Fines DAVID MILLER

he future of parking fines at UFV might be in jeopardy after the BC Supreme ourt declared that universities, under the University Act, have no powers to issue fines to students for parking offenses, The declaration, made in April this year, came as a result of a class action lawsuit brought by a charted accountant against UBC In 2005.

The outcome of thls ruling has used UBC, UVic and SFU to stop issuingfines,and instead r sort to v hide immobili:,,ationand towing, acts approved in the fudge's ruling.

Reporting James Miles, the BBC correspondent In China during the 1989 Tiananmen Square protests, has written an insightful piece about the use of the term "massacre" and the historic protests. Noting the chaos of reporting and having to do on the fly reedits of stories before they reach the studio, Miles opines that the media, "got the story generally right, but on one detail I and others conveyed the wrong impression. There wasno massacre on Tienanmen Square." According to MIies, the western media's rush to talk of massacre at the historic square contradicted eyewitness reports and allowed the Chinese authorities to question the credibility of tha media's raporting.

"What happened in 1989 was by far the most widespread pro-democracy upheaval in communist China's history. It was also by far the bloodiest suppression of peaceful dissent."

Writing for the BC publication, The Tyee, Canadian Internet expert, Michael Geist, highlighted the not-so-great state of Canada's broadband network. According to a report releasedby the OECD, out of 29 "developed" countries Canada ranks in the mid-range in terms of expense. The average consumer pays 45 dollars a month while those In UK or Japan pay around 30 dollars. While this might seem all right, when the report combines speed with price, Canada ranks 28th. "This may be the most telling metric, since it confirms that Canadians pay more for less," says Geist. Geist criticizes IP providers for not keeping up with technology, particularly Rogers: "Rogers announced new faster spaeds for two of its broadband Internet services last week.

Although the new speeds were promoted as a free upgrade, the company raised its prices just two months earlier by as much as 10 per cent."

BC welfareon the rise The number of BC residents able to work on welfare has increased between September and March by 10,000 to 32,000. These latest stats come from Ministry of Housing and Social Development, and show that since April of last year, the number of able to work welfare recipients has Increased by 52 percent Reporting on this issue, the CBC highlighted a 2008 report released by the Social Plan• ning and Research Council of BC which concluded that BC welfare rates weren't enough to cover dally expenses. Wendy Pederson, an activist for Raise the Rates told CBC, "Welfare rates are abysmally low. And I don't know how people are going to survive. How wlll they pay their rents? An average onebedroom apartment in Vancouver Is $900 a month." As of March, BC's employment rate Is 7.4 percent with the forestry and con• struction sector being the hardest hit.

PetitionagainstWaste Incineration Makes Its Rounds In the Fraser

Valley According to Abbotsford Today, local city councilor Patricia Ross is helping to circulate a peti· tion against the practice of Waste Incineration. The petition Is part of a campaign organized by the Canadian Cancer Prevention Network (CPPN), who are becoming alarmed about the plans for an Increase in waste incineration sites across Canada (including Metro Vancouver).

According to the CPPN, "Health Canada states that the biggest source of dioxins and furans, which are persistent carcinogens that accumulate in our bodies and In the environment. is the large scale burning of municipal and medical waste." The peti· tion calls on municipal, territorial, provincial and federal bodies to "phase out" current and proposed incinerators and adopt "a healthy and sustainable resource management policy for the 21st century." The increase in funding reflects the increasing debt incurred by Students attending Post-Secondary Institutions.

According to a Statistics Canada report, released this year, one in three post-secondary graduates have diffi-

ulty repaying their student loan two years after graduation. '!he report is being touted by Ca• nadlan student lobby groups as proof ofth flawsofthe student loan system in Canada.

"This study confirms that there is a very disturbing in 'quality of access to post-secondary education in ana.da," said Katherin Giroux-Bougard, National hairperson of the anadian Federation of Students (CFS). " tudents that cannot pay up front are being driven deep into long-term debt."

The report, " raduating in anada" tracked the _progressof 60,000 post-secondary grads who graduated in 2005. According to the report, 54 percent of university students graduate with debt with Bach lor Degree graduates averaging $20, 000 in debt upon graduation, the same as in 2000.

About 80 percent of this debt is th result of government loans .

The Canadian Alliance of Student Associations, which UFV SUS is a

member, showed alarm that the report highlighted an increasing trend of students relying on private loan source , According to the report, the proportion of graduates with debts to private lenders has Increasedby 37,5% from 2000 to 2005. These graduates owe an average of 32.4% more than those in 2000.

"Students are finding that the Canada Student Loan Program does not adequately cover their financial needs", said Zach hurchill, outgoing National Director of the Canadian Alllance of Student Associations.

"Theyarc beingforced to r ly on private debt as a result."

In January this ,year, CFS highlighted the fact that student debt in Canada had reached $13 billion. Since January, student debt has Increased by $ll0 million. This figure only accounts for the federal Canada Student Loan and doesn't include student debt incurred from provincial loans.

Not all Abbotsford residents share that opinion. "Jam a forty- om thing professional, voter, taxpayer and yes, pot smoker." Says an anonymous responder to an Abbotsford News article. "And while I might admir> Tim somewhat for his tenacity and dedication to his cause .. .I also kind of wish he would just shut-up. His incessant ranting about conspiracies does little to sway opinion ... and while a few youngsters may worship him, to the majority (pot smokers included) he

just comes across as a nutbar. J believe he is hu~tlng the cause more than he is hdping it. And Ju t for the record, I

"As early as 1907,Dr. Peter Bryce, medical health officer for the depart• ment of Indian Affairs found that in the west, 69 per cent of students who had attended schools In the previous 10 yearshad died either at the school or shortly after discharge," said Lux.

On top of the above offences, physical and sexualabuses were stlll a factor throughout the years of these boarding schools' practices.

At the end of the day, as taxpayers, we should care about what goes on at our hospi• tals other than when we are stuck in them. lhe staff is generally nice and hard working (some will tell you that you have AIDS, but that's a different story), so It's not fair to blame it on them, since they arc operating under the same system we are.

When you walk in the doors you get to lake your pick from upscale, lounge-style dining or low-key pub food. Finnegan's is on the left and The Phoenix Lounge is on the right. lbe staff is friendly from th start, either side you pick. You have to show identification which ls swiped, entered into the ystem, and have your plctur, tak ·n. H's a little bit intense for an aJternoon lunch, but I suppose on a packed night, It will be necessary. l jusl pretended l was on a top-secret mission, so It was cool.

The architecture and decorating of the restaurants ls beautiful, and almost maj stic. It has a v ·cy trendy and classy look. Finnegan's featur ·s double bar that takes up the entire back wall, and boasts 15 beerson tap.

There is also seafood, steak and a variety of appetizers. 'TI1 prices arc a bit high, p rhap in an ttempl to

limit the in• flux of unbathed, already drunk university students.

I ordered the cedar plank salm• o.n which was just alright - it wasn't anything to writehome about,

but it wasn't the worst thing to have happer,cd to me. TI1edessert menu Is small, but quite delicious. And as for the drinks, there are plenty of concoctions to chose from, , s w II as r11lof the old staples. 1hey have daily drink specials and have a fair amount of virgin drinks for all the designated drivers out there.

11,e official grand opening is June 19th, since the owners wanted to give the staff a chance to get used to their jobs with a less busy crowd.

But once it gets off th ground, it will most likely be a hotspot: it's big, has alcohol, ls 11eara university and ls the only place around other than the Duke of Dublin, 'lh ov rall perience of Finnegan's/ Phoenix Lounge is cool, there isn't a whol lot to wow you. 'l11eplace is pack ·d tonight and, giving credit wh re it's due, the folks pushing suds her have produced the lethal combination of posters promoting alcohol liberally posted around the building (fitting with the theme they are lal'gely for things like long defun l vintages of wine and ab• sinthc) nd a sweltering heat that has patrons boiling In their threads. The effcclis a lot of thirsty customers.

he Rock'n Rebels from .Moncton op ned for Montreal's the Brains in an all fest-a-billy in support of the 3rd Annual Mari• time Tattoo F 'stival as the official after-party. But more importantly, this show was in support of the new self-title Brains album that was recently released by Stomp Records. In Halifax after a few nights through the Maritimcs with the Rock'n Rebels, The Brains had this Saturday night sorted out as the sure thing even if Kos was playing a free/pay•what-you-wantshow up the road.

So the Rock'n Rebels took to the stage starting off strong with Harvester of Souls. As East Coast punk-a-billy, the Rock'n Rebels exuded an aura of slick action where the liquor and beer ought to flow freely and the point is to have a rocking time. The mission was clear but unfortunately the local kids tended to stoop behind in the back rather than glvin'r with this girl who seemed to be affiliated with the lad . Either the intent was lost or the kids just needed more liquid courage.

By the time Montreal's The Brains took to the stage, the Coconut Grove was packed with scenea-billy kids with all manner of greaser and punk influenced garb and gestures. All was good because it was a good vibe that had little pretence. Thi trio from Mo.ntrcal, de pite heraldins the entire cult zombie phenomena, had this great ability to get people strutting their stuff and wr ckin' like champs. Renee de la Muerte would not hav the stoopage and quickly encouraged the crowd to push up and be a part of the actlo.n.

The songsfrom the earlier album like Hell n' Back and More Brain were sure fire ways to rlle up the crowd as many were singing along and rocking out The newer stuff' would draw a bit I 'S5 of a sing-along response, but would certainly push the crowd to feel the magic of pyschobilly. Natural showpeople and all around rad dudes, the Brains guys seem to be on the warpath to making It up there with pyschobilly heroes like Tiger Army and the Nekromantix.

The Rock'n Rebels are currently working on a new album and look for it pr bably in th fall to the New Year. Who knows, but rnayb · if the west shows enough love, the Rock'n Rebels will find themselves coming through town one day. The Brains arc on a huge tour in support of their new self•tltled album and there Is a show at the Vancouver Grease 'n Grind at Pat's Pub May 30th 2009. If you miss them there, maybe you can follow them as they head back out east hitting places in the prairies before going to the USA.

s a child, mo$t of my viewing pleasure was prescribed to me by my father. Through him I learned to love such classics as: Legend, Blade Runner, Total Recall and anything by Monty Python. One of the shining stars in my father's repertoire of films was Terminator. Since the first Terminator came out before I was born I only watched it a select amount of times, it was Terminator 2: fudgement Day that captivated me.

At the beginning I was feeling like "Yeah whatever Christian Bale, I get it, you're talented.'' As I was introduced to the adult Tohn Connor, I felt like I needed some fresh meat.

I loved seeing him play this gritty character. After his role as Chekov in Star Trek, it was such a surprise. I wish he had more screen time because he ls one of my favourite young actors and I'm pretty sure he's on the fast track to fabulous. YES, Arnie does make an appearance in this film and NO It Isn't really him but who cares?!

He was always Just a chunk of man meat anyways.

Once again this film makes sawed off shotguns look both awesome and badass. Marcus does end up in some Terminatoresqu duds and the whole cod of the movie evokes the ending o{ T2. Danny Elfman honoured the original soundtrack - particularly the scary music that accompanies oncoming Terminator related danger. There were sev ral nods to the classic lines

of the original films, but they lacked the overdramatic flair and therefore did not make me cringe.

There were lots of amazing action scenes involving explosions and car/ plane/massive machine chases. They did not abuse the cgl in this film, which was a relief because there were no scenes where I was like "This looks like total bullshit." At one point Marcus hacks into the Skynet information center and when he shuts down from information overload I could swear I heard a Mac start up sound. I did have some issues with the dates ln the film but they could easilybe argued around because they were deceptively vague about the past (all I'm saying is Judgement Day was in 1997 and everything looks fine in 2003 in this film).

Thewhole movie I waspondering if I liked it better than T2, but then I realized that don't have to decide because that was then and this is now, literally time wise in the films, so I'm going to think of them as tw marv I-

Last month, Canadian Heritage Minister James Moore announced that Canadian Magazine Fund and Publications Assistance Program will m rge, creating the anadian Peri• odical Fund.

Funding would be availableonly to magazines with an annual clrculation above 5,000.

Most Canadian literary and arts magazines, however, fall well below the 5,000 subscriber mark.

The rationale behind the cut ls that it's not an efficlent way to use funds since thes · literary magazines involve a lot of time and paperwork fora very small amount of money.

"Our answer to that Is maybe to find a way to bemore efficientbecause we're not eicpensivefor them at all.

We're very, very cheap. lhey give a lot more money to big magazines like

different from something you would get out of the States;" said Anita ahey, editor of Arc Poetry Magazine.

"Of course, we don't have a big audience In numbers, that's not the point of these magazines. The number of people who buy and read these magazines doesn't necessarily reflect their Impact on Canadian culture and society," Lahey added.

Canadian literary and arts magazines are stepping stones for writers.

'It's where a lot of the people who go on to be· come really good writers start out," said Lahey.

More than that, these literary magazines serveas a community not only £or beginning writers, but also £or those who are experienced and established, to publish works and

participate in the conversation about Canadian writing and literature.

Depression-born and distinctly American - tho1.1ghlate, Britain and Japan WO\l.ld muscleln on the scene.:comicbooks have often been regarded as 11bs1.1rd escapJsm, but they've been a part of our social strata for close to a century.

Many attest that comic books, often now referred to as graphic novels, are socially relevantartifacts.There's a vibrant culture built around them, and a fan base growing stronger all the time. ''Well,the great artwork has always had its appeal," said Mike Rooth, a comic book illustrator currently workingfor Rubicon Publishing.

Based out of Oakville, Ontario, Rooth creates graphic nov ls and mini-comics for the educational market. He's been collecting comics since he was 10 years old.

"I g1.1ess I'm a big kid at heart, because I still love comics, but more so these days for the gr at storytelling," said Rooth.

Pia Guerra, co-creator of DC Comics' award-winning series Y: The Last Man, has also held a fascination with comics since her early childhood.

"T'vebeen reading them since l was lO,"enthused Guerra. "My cousin left an issue of -Mell at 01.1rhouse and I was hooked."

Victoria, B.C. comic book scribe and illustrator Gareth Gaudin has been subverting the masses with his Magic Teeth Dailies since 1993.

Gaudin also began collecting comics as a youngster. "l bought my first comic in October 1978; it was Godzilla #17 by Herb Farm,"he said.

Gaudin speaks with great reverence of the sensory experience of comicbooks.

"I love covers; they are the most Important part of the book," said Gaudin. "l also like the old pulp pap r they used to use. I love the smell of

Nostalgia certainly plays a part in what makes comics so appealing to fans and creators, but comics have also moved with the times and become far-reaching.

"I love what you can do with the medium," said Guerra. "Storytelling

is all about creating a reality; if that created reality can help visualize a better actual reality, then it c11nhelp change preset attitudes, misconceptions, and Ignorance."

Gaudin agrees, particularly when considering comics outside of the mainstream.

"With underground comics, there are no censors," said Gaudin. "It is Just the artist directly relating to the

"I don't mind them myself,'' said Guerra.
