CEO

As we reflect on 2025, we are reminded that the voices of the professionals working alongside Texas families are critical now more than ever. They understand firsthand the realities families face across our state, including increased caregiver stress and the need for effective systems to connect them to resources.

Informed by our growing work in communities across the state, the 400+ members of the Texas Prevention Network and the guidance of our new Public Policy Advisory Committee, TexProtects launched an ambitious agenda for the 89th Legislative Session focused on strengthening families. The progress highlighted in this report reflects what is possible when advocates, providers and communities work together toward a shared vision for Texas children and families.

TexProtects also continues working to change the narrative around preventing child abuse and neglect. Prevention is often framed as stopping something harmful, when it is about building something stronger: communities where families are connected, supported and able to thrive.

Throughout the session, we witnessed significant legislative strides and historic investments that will undoubtedly bolster support systems for Texas children and families. Yet, this session also brought its share of complexities.

Advocacy Beyond Session: Sunset Review While the 89th Legislative Session ended on June 2, 2025, opportunities to influence policy continue through Texas’ Sunset review process. As state agencies that serve children and families undergo review, TexProtects launched a two-year strategy in summer 2025 to ensure community voices help shape the future of family-serving systems.

Advocates in Action

Meaningful change does not happen in silos. TexProtects serves as a central convener, bringing partners together to align efforts, strengthen advocacy and raise a collective voice at the Capitol. Because real impact happens when Texans work together.

This year, TexProtects’ Public Policy Advisory Committee grew to 20+ respected leaders, adding new expertise to ensure our policy priorities reflect the evolving needs of Texas children and families.

Founded by TexProtects in 2014, the Child Protection Roundtable continued to serve as a collaborative space for 80+ organizations focused on improving outcomes for children and families involved in the child welfare system. During the 89th Legislative Session, the Roundtable met weekly to coordinate advocacy efforts, share updates and discuss strategy.

TexProtects also organized a Day at the Capitol for members of the Texas Prevention Network, creating opportunities for prevention professionals to share their experiences directly with lawmakers and advocate for policies that strengthen Texas families and communities.

The Texas Prevention Network continued to grow in 2025, expanding to over 400 members across the state.

Founded to meet a significant gap in professional development opportunities tailored specifically to the prevention workforce, the Network continues to provide meaningful connection, learning and support for professionals working to strengthen families.

Throughout the year, TexProtects hosted bimonthly virtual trainings for Network members, featuring guest speakers from the Texas Education Agency and other state agencies. In the fall, TexProtects presented to over 500 attendees at the state’s Partners in Prevention event and hosted an evening mixer that brought together Texas Prevention Network members from across the state for connection and community.

As demand for prevention-focused training continued to grow, TexProtects also developed new resources for providers, including the launch of Investing in Texas Families: A Step-by-Step Curriculum.

Designed with the Texas Home Visiting RFA process in mind, the curriculum supports organizations interested in launching or expanding home visiting programs.
