The Capital Area Chapter recently hosted their Annual Seminar with keynote speaker The Honorable Commissioner Brigid Shea. This seminar focuses on water supply planning, water resource management and alternative solutions for sustainability. No seminar is complete without a fun networking event after a long day of collaboration and learning.

Our Southeast Chapter will host an all-star panel of speakers including our very own AWWA Director, Drew Molly. Additionally, our Rio Grande Valley Chapter will host their annual Water Summit soon to exchange ideas on water and wastewater solutions for the region.

I am grateful for the opportunity to speak at these events and spread the word on our amazing organization and the benefits of being a member. Be on the lookout for other day seminars later in the year throughout the state.

AWWA Membership Summit

Speaking of membership, I recently returned from AWWA’s Membership Summit in Denver, Colorado. I was joined by our TAWWA Membership Chair, Ann Peche, our Executive Director, Daniel Nix, and our Chair-Elect, Mary Gugliuzza. This summit provided us with a valuable opportunity to network with our Section peers and our AWWA staff. We gained insights into AWWA initiatives and how they can support our membership growth, including our 2026 Action Plan for TAWWA. We are currently seeking enthusiastic individuals to fill our Membership Committee positions for our local chapters. If you are enthusiastic about supporting our

Across Texas, a new class of water customer is rapidly emerging—data centers and cryptomining facilities. As of December 2025, there were 411 operational data centers in Texas. By comparison, Crypto mining facilities only numbered 40, but that low number comes with the caveat that 5 of the 10 largest cryptocurrency mines are located here in Texas. These operations are essential to powering cloud computing, artificial intelligence, financial transactions, and the digital services we all rely on. But they also bring a level of water demand that many utilities have not historically planned for.

Depending on design and cooling technology, a single large data center can use hundreds of thousands to several million gallons of water per day—often comparable to the daily demand of a small community. Crypto-mining operations, whether standalone or housed within larger data centers, add to that burden through both direct cooling needs and the water required to support energy generation. As more of these facilities are proposed across Texas, the cumulative impact on local water supplies, treatment capacity, and watersheds deserves careful attention.

What makes this moment especially striking is the contrast between private investment and public water funding. In Texas alone, technology companies are committing tens of billions of dollars to digital infrastructure. Most notably, The Texas Tribune reports that Google has announced plans to invest $40 billion to construct three new data centers in the state over the next 3 years—a single corporate commitment that is twice the size of the 20 year, $20 billion Texas voters recently approved through Proposition 4 to improve water supplies and infrastructure statewide. While both investments reflect Texas’ continued growth and economic momentum, the comparison raises an important question for water professionals: at a time when communities struggle to finance reservoirs, treatment plants, reuse systems, and aging distribution infrastructure, we are simultaneously welcoming facilities that depend on reliable, abundant water—yet are backed by capital flows that far exceed public investment in water itself.

For TAWWA members, this means we can no longer afford to be passive observers when data centers or crypto mining facilities are proposed in our service areas or watersheds. For TAWWA members and utilities this reality underscores the need to be informed, engaged, and proactive. Utilities should understand how data centers operate, what cooling technologies they use, how much water they require

The annual AWWA/WEF Young Professionals (YP) Summit is the premier water and wastewater industry workshop for young professionals. Join other young leaders by exploring your role in water and discussing how you can best serve the water sector at large. The 2026 Summit will be held March 22-24, 2026 in Charlotte, North Carolina. TIs Your Utility a Member of TXWARN?

XWARN, the Texas Water/Wastewater Agency Response Network, is a nonprofit, volunteer-based, utility-to-utility network that prepares for disasters, then helps member utilities recover by getting resources — personnel and equipment — where they’re needed.

Working closely with the TCEQ and the State Emergency Operations Center, TXWARN is prepared to assist water and wastewater utilities in response and recovery during major system outages and increase your preparedness by providing new tools and proven practices that can enhance your utility’s readiness to recover should disaster strike.

Membership is free to all public and private utilities in Texas, and through our Statewide Mutual Aid agreement, when response is needed, we will work to assist when possible and resources are available.

There is no cost and never any obligation. TXWARN is just one more important tool in increasing your ability to recover from major system outages.

was a standout wide receiver. He then went on to attend Southern Methodist University on a full athletic scholarship, playing football for the Mustangs and lettering three years. At SMU, while earning his Bachelor of Science in Civil Engineering and a Master of Business Administration, Randy was also an active member of Phi Gamma Delta (FIJI) fraternity and the Fellowship of Christian Athletes. Perhaps most importantly, while at SMU Randy met the love of his life, Rhonda Lynn Bonham, and the two never parted until the day he passed.

Randy's professional career spanned over four decades within the water and wastewater utilities industry. After rising to the position of Deputy Director at the City of Dallas Water Utility, in 1989 he took on the role of Director of the City of Austin Water and Wastewater Department. In 2000, he became Director of Water at the Lower Colorado River Authority.

Notable career accomplishments for Randy included securing a landmark half-century water supply deal for the City of Austin and Central Texas region; serving as Chair and then Director of the Texas chapter of the American Water Works Association; receiving recognition from the Environmental Protection Agency for contributions to safe drinking water; and serving on Vice President Al Gore's committee to ensure water systems across the United States were Y2K compliant. After retiring, Randy split his time between Austin and Taos, New Mexico. With his wife Rhonda, he also developed a love for travel, visiting many countries across Europe, the Middle East, and the Holy Land, in addition to numerous national parks, campsites, and places of natural beauty throughout the United States. In retirement, he also served on the Board for the SMU Lyle School of Engineering and the Board of SMU-inTaos.

A devout Christian, Randy was a member of Northwest Bible Church in Dallas, then Grace

Covenant Church in Austin, and Calvary Church in Taos, New Mexico. In his churches, he devoted himself to teaching Bible studies, leading youth clubs, serving as an Elder, and preaching when called upon. He volunteered his time and energy to help build a Christian camp in Querétaro, Mexico; install clean drinking water systems in Reynosa, Mexico; construct an orphanage in Guatemala; and build youth centers in Austin. He helped build the ministry of Mission Possible in Austin and served on its board, supporting the homeless and impoverished communities of the city.

Randy was a loving family man, committed to caring for his wife and children with kindness, patience, and selflessness. He coached his kids' sports teams, led Scout troops, and taught youth group Bible studies. His legendary weeks-long canoe trips through the lower canyon of Big Bend with family and friends will be fondly remembered. He created "Camp-Run-Amok" at the Taos house, where his grandkids spent summer vacations hiking in the New Mexico mountains, making creative art and wood projects, playing tournaments of bocce, mini-golf, pickleball, basketball, and 4-Square, and participating in skit and s'mores nights. His commitment to family leaves a legacy of love that will endure through the generations.

Randy is survived by his wife of 52 years, Rhonda (Bonham) Goss; his sister, Janis (Goss) Harless, of Arlington, Virginia; his brother, David Goss of Dallas; and his three children: Julie (Goss) Clawson of Austin, Alan Goss of Austin, and Kyle Goss and wife, Margot, of

Dallas. He was lovingly known as "Papa" to his eight grandchildren: Emma, Aidan, Sophia, Porter, Grayson, Marin, Mara, and Marlo. He was preceded in death by his parents, Roland "Stormy" and Kathryn "Katie" Goss of Dallas, Texas.

In lieu of flowers, the family invites you to make a donation to the ALS Association or Fellowship of Christian Athletes in Randy's honor.

AWWA Past President David Rager, a Xavier graduate, is also on the seven-person Advisory Board.

The program courses are online and asynchronous. The program includes 25 hours of core water utility management courses, five hours for residency experiences, and two hours for a capstone project. Students meet three times in person, including one session abroad, over the course of 16 months.

Xavier describes the program as "ideal for current or aspiring water utility managers at all levels or individuals with backgrounds in engineering, environmental science, public administration, or related fields who seek to advance their careers in water utility management."
