TAWWA Awards 19 Scholarships to Students

I

n its continued effort to support higher education, Texas Section has awarded 19 scholarships for the 2023-2024 academic year. The TAWWA Scholarship Committee selected 17 students to receive a $2,000 TAWWA scholarship. TAWWA, in cooperation with Plummer Associates, Inc., also named Ehsan Rajaie, of Arlington, as the recipient of the $3,000 Plummer Associates, Inc./TAWWA Environmental Scholarship. This scholarship is awarded to a student studying to become an engineer or scientist in the water environmental field. Isael Martinez Avila, of El Paso, was also named the recipient of the One AWWA Operator Scholarship. This scholarship award can be used for certification/licensure, two-year water related associate degree, technical school program, professional training program, books and manuals and operator-related conferences. You can help TAWWA fund more scholarships for students next year by purchasing the TAWWA water conservation license plate or donating online at www.tawwa.org/page/scholarships. Julia Macmanus was awarded a scholarship from funds raised by the Water Conservation License Plate. Thank you to our Scholarship Committee, chaired by Yongki Shim, Southeast Chapter, for their hard work in selecting the scholarship recipients: Christina Burleson, Central Texas Chapter; Anthony Chacon, Desert

Mountain Chapter; Jennifer Klidies, Coastal Bend Chapter; Michael McBee, North Central Texas Chapter; Ann Peche, South Texas Chapter; Jessica Salinas, Rio Grande Chapter and Kristen Van Hoosier, Capital Area Chapter. The 2023-2024 scholarship recipients are: ESTEBAN CADENA Southern Methodist University | Finance Esteban Cadena recently graduated from Aledo High School and is attending Southern Methodist University as a finance major, with the goal of becoming a financial manager or advisor. Cadena was in the top 10% of his high school class and part of the National Honor Society and Student Council. Cadena volunteered over 70 hours of community service and is a Hilltop Scholar at SMU. He also plans to be part of the campus Investors Group, Finance Association and Latino Business Club. His AWWA family member is Ignacio Cadena, client director at Black and Veatch. CARLOS ESPINDOLA JR. Texas State University | Civil Engineering Carlos Espindola Jr. is working towards a master's degree in civil engineering at Texas State University. His thesis project is investigating the aesthetic quality of purified water for potable reuse and in the Spring of 2023, his research team piloted an advanced water purification system at the City of San Marcos Wastewater Treatment Plant. Espindola Jr. operated the system last summer and will continue to do so this fall. He is a graduate research assistant in the Ingram School of Engineering and served as vice president of the TAWWA Texas State student chapter. He is a student member of AWWA. I

t is that time again, when we leave Summer behind and get back to the routines of the Fall. School is back in session, Chapters have resumed their regular meetings, and vacations are complete. During this time, our scholarship committee was busy selecting several fantastic scholarship recipients. The Texas Section gives out more than $100,000 to members and their families AMY MIDDLETON every year. Funding for these scholarships 210-510-0888 comes from Texas Section investments and amiddleton@plummer.com contributions to the Texas Section Scholarship Program, as well as support from the Water Conservation License Plate. Visit our website if you would like to purchase a conservation license plate or make a direct donation to the Texas Section Scholarship Fund. In October, several of the Executive Board headed to the AWWA Regional Meeting of Section Officers (RMSO) in Vancouver, BC. RMSO provides an opportunity for AWWA leaders to meet with Section leaders to present information on AWWA programs and initiatives. Networking and sharing Section information make up a significant part of these meetings. In November, the Texas Section will host the semiannual Board meeting at the Wells Branch MUD Community Center in Central Texas where our Council, Division and Committee Chairs come together to share what activities and initiatives they have participated in for the last six months. This is one of my favorite meetings, where we get to network with other members and push forward initiatives for the next six months until we meet again at Texas Water. I am looking forward to attending many of the activities that will be held this Fall, in addition to the Chapter meetings. A couple include the Robert F. Pence Drinking Water Seminar sponsored by the North Central Texas Chapter and the 19th Annual Student Scholarship Dinner hosted by the South Texas Chapter, where I will have the honor of presenting the Distinguished Member Award and meeting the local 2023 scholarship recipients. I hope to see many of you this Fall and hopefully we will all enjoy some cooler weather!

Is Everything Old New Again? BY MIKE HOWE tawwa executive director

I

n 1996, the Board of Texas AWWA was on the move. After several years of having two pages of Texas Section information in another organization’s newsletter, the new TEXASh2o newsletter was first published. And, the very first joint Texas Water™ Conference was presented in Austin. As the Community Relations Manager for Austin Water, I was on the selection team to hire the editor/publisher of the first TEXASh2o, (still the team at GCP, our amazing backoffice team) and along with my Austin Water staff, I became the lead planner for the inaugural Texas Water™ Conference. After the successful first Texas Water™ Conference, I supported the folks in Arlington who were planning the second joint event for 1997. Early that year, the Texas Section AWWA Board put out the word they were looking to bring on full-time staff to meet the needs of the growing membership. The desire was then, and remains, to provide guidance to the Section leadership, provide year-to-year consistency of operations, develop and deliver training, and

create a structure where volunteers could plan and execute new programs in support of the water community. When I looked at the opportunity to help shape the changes and growth of Texas AWWA this new position offered, I MIKE HOWE decided to take a chance. In 512-238-9292 May of 1997, I became the mikehowe@tawwa.org first and only Executive Director of the Texas Section AWWA. As trite as it sounds, "the rest is history." From the outset, and working side by side with Incoming Section Chair Katie McCain, I was able to develop policies and procedures that allowed us to put the Section on a firm growth-oriented foundation. As time passed and with the incredible work of the volunteer Section Board, the focused efforts of rotating Executive Committee Officers, and the extraordinary commitment of a long list of Division, Committee and Chapter leaders plus volunteers over the years, the Texas Section is now the second largest and fastest growing of the forty-three AWWA Sections, with more than 4,500 members. In the twenty-six plus years as Executive Director, I have had the unique opportunity to help build the Section into an organization that influences the broadest spectrum of water issues while meeting the needs of the widest range of water professionals. While leading the Section’s day-to-day operations and providing guidance to the Board and volunteers to meet our collective goals, we have crafted and delivered numerous innovative award-winning trainings on an extraordinarily wide range of topics, CONTINUED PAGE 30 | executive director report

Stormwater Team Ready to Mobilize for Monsoon Season BY MARTHA KOESTER lead public affairs coordinator, el paso water

S

tormwater team members have been busily preparing El Paso Water’s infrastructure year-round to weather the storms of monsoon season. A transition to the El Niño weather pattern is expected to usher in a late summer season this year. Aside from cleaning, weeding and desilting the stormwater system, Chief Operations Officer for Stormwater Gisela Dagnino reported 49 improvement projects have been completed, with several more in progress. "We are expanding and improving our system, and we continue to maintain and repair what’s already there," Dagnino said. CONTINUED PAGE 28 | el paso water

Texas A&M Student Receives AWWA Scholarship

O

lubayo Oginni, a Ph.D. candidate in the Environmental Engineering Department at Texas A&M UniversityKingsville, is the recipient of the 2023 Dave Caldwell Scholarship offered by Brown and Caldwell through the AWWA Scholarship program. Olubayo says that his childhood influenced his passion for water studies. "Growing up in a country like Nigeria, where there is little amount of fresh, clean water due to the nonchalant means of waste disposal by industries, especially the oil and gas industries in the region, I plan to introduce the outcome of my research in Africa and other areas of the world for effective water treatment." He also plans to take the Principles and Practice of Engineering (PE) exam and would like to work as an environmental engineer for a water/wastewater utility or consulting firm.

AWWA's Scholarship Program Now Open

D

o you know a student pursuing a career in the water community? If so, please spread the word that it’s time to apply for scholarships sponsored by corporations and the American Water Works Association. Why are scholarships important? University costs continue to increase, and these scholarships encourage students to join the water community. Scholarships are offered for undergraduate and graduate studies in water research, engineering, finance, IT, legal, communications and policy. Scholarship recipients must be enrolled in the university

for the Fall 2024-Spring 2025 academic term and must use the funding by August 2025. All funds will be distributed to the university for the student's account and may be used for tuition, boarding, books, lab supplies, technology and conference attendance in the same country as they attend university. He graduated with honors at the top of his high school class, served as Junior Class President and Senior Class Vice President, was involved with football, baseball and track and field, and part of the Boy Scouts of America, achieving the rank of Eagle Scout. His AWWA family member is Jason Gehrig, director of infrastructure engineering at Tarrant Regional Water District.

LARAH GONZALEZ University of Texas at Austin | Environmental Science Larah Gonzalez is currently attending the University of Texas at Austin, studying environmental science with a focus on biology. She is involved with TCCA at UT and MAES, and plans to do a capstone project that will enable her to study quality management in a handson environment. His band recently recorded their first album and he would like to open his own studio and produce music one day. In high school, Halter was involved with National Honor Society, orchestra, jazz band, baseball and Boy Scouts of America, achieving the rank of Eagle Scout. She is involved with the Architectural Engineering Institute on campus and is a Bible Study leader. Howard is also a facilities student assistant for the College of Engineering, which provides her with insights into how buildings operate after construction is complete and what could be done to make repairs and renovation easier during the design phrase. she is part of the Angelo State Honors Program, on the Dean's List, and part of the women's tennis team, serving as team captain and qualifying for Nationals last year. Irrinki also works in the Angelo State Athletics Communications Office, helping facilitate communication between the athletic department and increase awareness of and interest in Angelo State Athletics. KAYLIN JACKSON Baylor University | Nursing Kaylin Jackson is currently attending Baylor University, majoring in nursing in the Louise Harrington School of Nursing. She is a member of Alpha Lambda Delta Honors Society, the Future Nurses Association and Zeta Tau Alpha. During her senior year of high school, she enrolled in the health science Certified Nursing Assistant (CNA) course. At the end of the program, she passed her exam and is now a registered Certificated Nursing Assistant in Texas. Her

She is involved with the local chapter of the National Student SpeechLanguage Hearing Association, recently serving as president of finance. Lillie would like to be an engineer to help change the world by designing and implementing things that change the lives of others. Her AWWA family member is Zachary Lillie, operations manager for City of Houston Public Works.

JULIA MACMANUS Texas A&M University | Business Julia Macmanus is attending Texas A&M University, majoring in business. She is involved with Texas A&M Traditions Council as well as the Pre-Law Society and worked as a resident advisor. Macmanus is interested in a future career in business or law, and has interned to gain real world experience in both fields. She was also valedictorian of her high school class of more than 600 students. Her AWWA family member is Brian Macmanus, general manager of East Rio Hondo Water Supply Corporation. In high school, she was part of the Health Occupations Students of America, the National Arts Honor Society, the International Baccalaureate Student Service Association and Girl Scouts of Northeast Texas. She plans to pursue a career in healthcare and currently has her patient care technician certification. Her AWWA family member is Ferdous Mahmood, senior project manager at the City of Dallas. ISAEL MARTINEZ AVILA Isael Martinez Avila works for El Paso Water as a utility lead maintenance mechanic and is the recipient of the One AWWA Operator Scholarship. He

is also a student at El Paso Community College, completing an associate degree in civil engineering, with plans to transfer to a four-year university and to eventually become a license engineer. He would like to pursue a career in the engineering department at El Paso Water with a goal is to one day construct or design the infrastructure required to provide quality water to our communities. DAVID PENA Texas A&M Corpus Christi | Architecture David Pena recently graduated from Sandra Day O'Connor High School in Helotes and is currently attending Texas A&M Corpus Christi, studying architecture. In high school, he was involved with National Honor Society, marching band, GT and Boy Scouts, including their honor society known as The Order of the Arrow. He is a graduate teaching and research assistant, won the Outstanding Civil Engineering Ph.D. Student Award and has been published several times. In high school, she was involved in the Debate Team and Varsity Orchestra, going to state in solo ensemble. Rojas would like to one day work in the communications and production sectors, with a goal of working in a production studio such as Universal Pictures or Warner Bros. Her AWWA family member is Irazema Rojas, chief technical officer at El Paso Water.

BRITTANY VORHEIS Texas Tech University Health Sciences Center | Physician Assistant Studies Brittany Vorheis is attending the Texas Tech University Health Sciences Center, studying to become a physician assistant and will start clinical rotations soon. She serves as a mentor to a student in the class below her and volunteers often. She graduated Summa Cum Laude with a degree in biology from St. Mary's University and is a former middle and high school science teacher. She is excited to sharpen and learn new skills through PA school and for her love for medicine and people to continue to grow. MONICA ZABOLIO University of North Texas | English Monica Zabolio is currently attending the University of North Texas, majoring in English. In high school, she was president of her school's newspaper club and in chamber choir. She began writing her own stories when she was in sixth grade and has always loved to write. Zabolio is part of the Honors College at UNT and would like to enter into a master's program for library sciences after receiving her bachelor's degree. Her AWWA family member is Jody Zabolio, director of operations and water resources for Upper Trinity Regional Water District.

ARAHIM ZUNIGA University of Texas at El Paso | Environmental Science and Engineering Arahim Zuniga is attending the University of Texas at El Paso, working towards a doctoral degree in environmental engineering and science. He is a member of the Society of Hispanic Professional Engineers, the American Society for Civil Engineers and a student-led Peace Engineering organization that fundraised to buy point-of-use water filtration systems for a rural community in Colombia. Zuniga hopes his current research can help policymakers make better decisions to mitigate climate change. He is a student member of AWWA.

CONTINUED FROM PAGE 9 | el paso water Preparing for the season The stormwater team has also instituted several strategic changes to initiate a prompt response during severe weather, Dagnino said. Those changes include specialized reports from a hydrometeorologist, an after-hours communication protocol and heavy equipment located throughout the city to deploy quicker. More stormwater operations employees are on call, as well as the engineering team during the season. Consequently, EPWater also urges customers to do their part to prepare. "If you know your property will flood, please come by and pick up sandbags," said Stormwater Operations Manager Enrique Ochoa. "Please plan ahead." The Stormwater Department opened additional sites around the city to distribute sandbags during the summer. Maintaining a growing city poses a challenge for the small stormwater operations crew. In addition to

servicing EPWater’s 466 ponds, the stormwater field team of 21 also maintains 74 miles of channels and are also responsible for 41 dams and basins, more than 7,500 storm drain inlets and over 300 miles of conduits throughout the city. "I want to praise our team and the work they do," said Dagnino, adding that team members continuously confront hazards while on the job. "They are cutting weeds, and they are out there in the extreme heat." Dagnino and Ochoa urge public compassion and awareness of the hard work the civil servants do daily. "We see how hard our staff works," Dagnino said. "They are out there, whether it’s raining, snowing, freezing temperatures or scorching hot." About the stormwater system Dagnino, Ochoa and Stormwater Division Manager Alberto Hernandez also want to dispel a public myth about stormwater runoff. "The streets are part of the stormwater system because of the way the city was designed," said Dagnino, addressing the public misconception that

has revolutionized dechlorination of potable water during field applications such as hydrant flushing, reservoir overflows, in-line backwash lines, splashpads, waste water flow, new main installations, and pipeline sanitizing. streets should remain clear of stormwater runoff. "There is always going to be water on the street when it rains." Because intense rains can quickly turn treacherous, EPWater always cautions residents not to take chances in flooded areas and turn around, don’t drown. EPWater also encourages El Pasoans to report flooding by emailing a photo with the location to storm@epwater.org. Illegal dumping, which clogs utility waterways, may be reported by calling 311. Though many improvements have been made to the utility’s stormwater system, Dagnino and Hernandez acknowledge there is still much work to be done. "I think one of the biggest challenges we have here in El Paso is the Franklin Mountains," Hernandez said. "We have a lot of debris coming down the mountains into streets, no matter how many dams we put around the mountain." "We may install a system, and next year the season may be of higher intensity," Dagnino said. "You are always going to be up against Mother Nature."

In addition, after Hurricanes Katrina and Rita, I developed the TXWARN Utility Mutual Aid disaster response program, now the largest and most successful program in the country, testified numerous times at the Texas Legislature on a variety of legislative

efforts, and was invited to testify before a U.S. House Committee regarding utility resiliency. I have also had the ability to help shape AWWA Headquarters in a variety of ways, including being the only non-board member involved in the hiring of the current AWWA Chief Operating Officer, and Co-Chairing the eight-year AWWA2020 Project, aligning AWWA and the Sections into ONEAWWA operational partners. And, of course, from 1996 forward I have helped lead the development of each and every one of the twenty-eight Texas Water™ Conferences, the Largest Regional Water Conference in the U.S©, including two virtual conferences during the Pandemic. The conference hosts over 650 exhibitors and nearly 4,000 water professionals, bringing together over 6,700 badged folks at the latest Texas Water™ 2023 conference in Houston. Now, at this point, you are probably wondering if this "walk down memory lane" has a point. Last year, after 26 years, I notified the Texas Section Executive Committee that I was ready to plan my retirement. In our discussion, I made it clear that I was onboard through the process of finding and

transitioning my replacement, the planning of the upcoming Texas Water™ Conference, and through ACE24 next June in Anaheim, California. So, while the search process is beginning, I will be in my chair for at least the next eight months. In September, the Section began working with Peña Search, a Dallas based firm, to seek qualified candidates for the position. The Section Executive Committee, Past Director Bruce Curtis and Charlie Anderson, a Past Section Chair and Past AWWA President, constitute the search committee. Some of the qualifications include a bachelor’s degree plus, • At least five years of experience in nonprofit leadership, ideally in association management. • A proven track record of designing, implementing, and overseeing a strategic plan that involves collaborating with board members and outside consultants. • Demonstrated acumen for managing the financial and legal affairs of a highly visible professional association. • Experience managing events and training of various sizes, with an emphasis on large-scale professional conferences. • Experience managing state and federal contracts. • Record of engaging and collaborating with a committed Board of Directors and key partner organizations.
