Welcome to the 2018 Family Gathering of the Baptist General "Welcome to the 2017 Annual Meeting of the Baptist General Convention of Texas!!

Convention of Texas! We, indeed, are a FAMILY!! All ages, all cultures, and all backgrounds, but we are ONE in Jesus Christ!

Our theme this year is COMPELLED! What a word! In the Bible, our New Testament ancestors were compelled by theI Spirit, compelled to family preach,feast! and compelled When I think of family, think of the classic Behind to contend for the faith. Howe most striking proclamation came from the Apostle Paul in 2 Corinthians 5:14. Paul wrote, "For Chris the scenes preparation...savory smells flowing from the kitchen... love compels us!" young and old clamoring to the table for family favorites...and rich

conversation filled with stories and laughter! In much the same way, That's how we stillfamily feel! Welcome to this year’s Texas Baptists Family Gathering! We are so excited to bring together our African American, Hispanic and Intercultural churches alongside our Texas Baptists Annual Meeting. When we worship together, we witness but a glimpse of the unity we’ll one day see in Heaven.

We have so much planned for you. At this year’s meeting, you can hear inspiring messages by Texas Baptists pastors David Dykes, Ralph West, Jason Paredes and Nebiye Kelile; attend insightful workshops on topics relevant to daily ministry; peruse the exhibit hall, connect with friends new and old, and celebrate the amazing diversity of the body of Christ.

SPEAKERS Nebiye Kelile Nebiye Kelile is a church planter and pastor of Pathway Church; a new church plant in the Dallas area. Pastor Kelile has been pastoring and preaching the gospel for 14 years now. He is married to Hiwot Kelile and they have 4 children. Originally born in Addis Ababa, Ethiopia, Pastor Kelile soon migrated with his parents to the States at the age of 2. Born to a Christian family, Pastor Kelile has seen himself privileged to have grown up hearing the gospel from early on in his life.

He is passionate about the gospel and has always had a determination to see people meet Jesus. While in College, he preached in Open Air Meetings, created public forums for students of different faiths to hear a clear defense of the Christian faith, mobilized bible study groups, prayer meetings and gender-based accountability groups on campuses. His commitment to evangelism soon led him to volunteer and intern with chaplains in juvenile halls and prison facilities. After some time of preparation, Pastor Kelile spent 6 years in the local church as a Youth Pastor, Young Adults and College Pastor. Deeply committed to the next generation, Pastor Kelile longs to be a part of what God intends to do in and through future church plants.

David Dykes David Dykes grew up in South Alabama. He is a graduate of Samford University, Birmingham, Alabama. He received his Master of Divinity degree and Doctor of Ministry degree from Southern Baptist Theological Seminary in Louisville, Kentucky. His doctoral emphasis was on evangelism and church growth. He received post-doctoral training at Cambridge University, Cambridge, England.

He has been preaching since 1970 and pastored churches in Alabama before coming to pastor Green Acres Baptist Church in 1991. Green Acres is recognized as one of the leading churches in America, in terms of missions and evangelism. Green Acres has been the #1 church among Southern Baptists in the amount given to the Cooperative Program for the last 18 years.

Dr. Dykes has personally led mission teams to over thirty foreign countries. His passion is training leaders in Africa, Europe and Asia on principles of biblical leadership.

Dr. Dykes has served as a trustee for The Southern Baptist Theological Seminary, East Texas Baptist University, The University of Mobile, the Executive Committee of the Southern Baptist Convention.

He currently serves on the Board of Trustees of LeTourneau University. Locally, he has served as a Director of the Tyler Chamber of Commerce, and as board member for The American Red Cross.

FAMILY GATHERING Ralph Douglas West Ralph Douglas West is the Pastor and Founder of The Church Without Walls in Houston. The Church Without Walls began with 32 members and now embraces thousands of families meeting each Sunday.

Pastor West holds a Doctor of Ministry degree from Samford University’s Beeson Divinity School, Birmingham, AL; a Master of Divinity degree with Biblical Languages from Southwestern Baptist Theological Seminary, Ft. Worth, TX; and a Bachelor’s Degree in Religion and Philosophy from Bishop College, Dallas, TX. Pastor West has also completed advanced studies at Cambridge and Oxford Universities and received an Honorary D.Div. degree from the Interdenominational Theological Center at Morehouse School of Religion, Atlanta, Georgia and Paul Quinn College, Dallas, Texas. Although he can boast of a number of degrees, honors and associations, those who sit under his preaching would most aptly describe his attitude using Paul’s words in 1 Corinthians 2:1-2.

Jason Paredes Jason is the Lead Pastor of Fielder Church in Arlington, Texas, a growing multi-ethnic church in the heart of the DFW area. As a third-generation Latino growing up in small town Texas, he began his ministry primarily in Anglo churches but after a two year missionary venture to Buenos Aires, Argentina and inner-city ministry in Fort Worth, God has called him to bring the cultures of the city together in one church to display the power of the Gospel through the unity it brings. He is married to Virginia and has five beautiful daughters who aren’t allowed to date until they are 42 and a son who brings some much needed balance to the girl power in his house.

FAMILY GATHERING TO UNITE TEXAS BAPTISTS IN ARLINGTON By: Kalie Lowrie, News Writer The 133rd Annual Meeting of the Baptist General Convention of Texas will be a “Family Gathering” from July 29-31, 2018, at the Arlington Convention Center. The first Family Gathering was held in San Antonio in 2013, with great success. Now, for the second time, joint sessions of Texas Baptists Annual Meeting, the African American Fellowship Conference and the Hispanic Baptist Convention of Texas will join together in harmonious celebration for a three-day event.

"The Family Gathering of Texas Baptists this July, in Arlington, is unique among Baptists gatherings here in the U.S.,” said Texas Baptists Executive Director David Hardage. “We will enjoy great worship and fellowship and in so doing get a real glimpse of what heaven will be like. I hope our BGCT family will take full advantage of this wonderful opportunity."

Featured speakers throughout the event include Nebiye Kelile, pastor of Pathway Church in Garland; David Dykes, senior pastor of Green Acres Baptist Church in Tyler; Ralph West, senior pastor of Church without Walls in Houston; and Jason Paredes, lead pastor of Fielder Church in Arlington.

"The Family Gathering is one expression of God's great gift to His creation: through Christ we are 'no longer foreigners and strangers,' but members of God's household (Eph. 2:19-22),” said Jesse Rincones, executive director of the Hispanic Baptist Convention of Texas. “As we come together, we can value God's image in each other even in the midst of our differences. What a great opportunity to be joined together, be built up and 'become a dwelling in which God lives by his Spirit!’”

Worship will be led by Chris and Diane Machen; the choir, orchestra and praise team of The Heights Baptist Church in Richardson, under the direction of Jud Hardage & Angela Irby; Westside Baptist Church Praise Team in Lewisville, under the direction of Patrick Bradley; and First Baptist Church Weslaco Praise Team, under the direction of Raymond Sanchez.

Business sessions for both Texas Baptists Annual Meeting and the Hispanic Baptist Convention of Texas will be held. Affiliated churches must register messengers for both conventions in order to vote during business sessions.

Twenty-five workshops will be offered on topics such preaching, family ministry, church safety, evangelism, discipleship and missions. Attendees are encouraged to stop by exhibit halls throughout the three-day event to learn more about Texas Baptists resources, partnering ministries and institutions, and for networking and fellowship.

REGISTRATION INFORMATION Registration for this annual meeting is being held in the Grand Hall Lobby of the Arlington Convention Center beginning Sunday, July 29th at 2:00 pm. Visitors are required to register at the registration desk.

CONSTITUTION OF THE BAPTIST GENERAL CONVENTION OF TEXAS (excerpt) Article III – Membership Section 1. This Convention in session in all its meetings shall be composed of messengers elected by Baptist churches that shall voluntarily cooperate with the Convention. All messengers must be members of the church by which they are elected. A messenger must be enrolled at the Convention in session to be qualified to vote. The messengers have no right to act except for annual or special meetings constituting the Convention in session for which they have been elected by their cooperating churches.

Section 2. Each church cooperating with this Convention shall be entitled to: A. Two messengers for the first one hundred (100) members or fractional part thereof. Two additional messengers for the first two hundred fifty dollars ($250) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and B. One additional messenger for each additional hundred members and each additional one thousand dollars ($1,000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and C. If, as calculated under B above, a church’s giving surpasses its membership, then one additional messenger for each two thousand dollars ($2000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, not to exceed six additional messengers, provided, however, that D. No church shall be entitled to more than twenty-five messengers.

E. A mission church shall be considered a church under the Constitution solely for the limited purpose of electing messengers to the Annual Meeting if it is identified as a body of believers separate from its sponsoring church; it contributes to the BGCT in an identifiable way either directly or through the sponsoring church from its own resources; it exists to address some specific mission need, such as language, culture or location, it regularly practices baptism and the Lord’s Supper separate from its sponsoring church; and it identifies itself with, aligns itself with, and endorses, generally, the purposes and work of the Convention. The total number of messengers a mission may qualify for is four (4).

BULLETIN TO PROPOSE A RESOLUTION A resolution has been defined as an expression of opinion from a messenger, as opposed to a motion, which calls for action. The following guidelines are offered for persons desiring to submit a resolution.

Only registered messengers may submit a resolution.

Resolutions may be submitted in the following ways: • Resolutions may be given in print directly to any member of the Resolutions Committee.

The committee members are identified on page 40 of the Bulletin. Committee members will be available at the front of the stage at the conclusion of the first business session which is expected about 10:45 am, Monday, July 30.

• Resolutions may be brought to the Resolutions Committee at the conference room at the Sheraton Hotel entrance.

• Resolutions may be emailed to the Resolutions Committee at ferrell.foster@texasbaptists.org The Resolutions Committee must receive resolutions no later than noon on July 30.

Any resolution must be submitted electronically or in print with the name, address, contact phone number and church membership of the messenger. A member of the committee may contact anyone submitting a resolution if there are questions concerning the resolution. The committee may be reached by calling Ferrell Foster at (214) 773-1512.

STANDING RULES The Convention today will be asked to act on the following recommended “Standing Rules� for this annual meeting: 1. All reports, motions, resolutions or amendments to the constitution, bylaws or articles of incorporation shall be submitted by a registered messenger to the body, then sent to the recording secretary in writing, legibly signed by the maker and shall include their name, address, church membership and phone number where they can be reached during the convention.

2. All motions requiring a vote not scheduled on the agenda must be introduced by the close of the Monday business meeting. Amendments to the Constitution and/or Bylaws must also be introduced by the close of the Monday business meeting.

3. All resolutions must be submitted by noon, Monday, July 30.

4. To obtain the floor, a messenger shall approach the microphone, address the chair, give his or her name and church and wait to be recognized.

5. Discussion or debate and nomination speeches shall be limited to three minutes for each speaker.

There may be no more than one nomination speech per candidate.

6. No messenger shall speak more than once on the same question or topic until all have spoken who wish to do so.

7. The chair shall recognize messengers wishing to speak to each side of the question alternately.

8. All messengers who attend and participate in the business meetings of the convention shall conduct themselves in keeping with the stated objectives of the Constitution of Texas Baptists.

9. Voting shall be conducted by voice or by the raising of ballots by messengers. Division of the assembly shall be conducted by messengers standing and raising ballots. The president, by his/ her own decision, may order a vote by ballot.

10. In the election of officers, if no nominee receives a majority vote of the messengers, there shall be a runoff election between the two nominees who received the greatest number of votes on the first ballot.

BULLETIN TO MAKE A MOTION A motion calls for specific action by Texas Baptists or some entity of Texas Baptists. Only registered messengers may make a motion. A motion normally begins with “I move to ..." or "I move that…”

1. Write the motion legibly. (If the motion is spontaneous and you don’t have time to write it before presenting it to the convention, write the motion before leaving the microphone area.)

2. Go to a microphone at a time when business is being considered.

3. When recognized by the presiding officer, state your name, that you are a messenger, the name of your church, and read your motion, which must be presented to the convention during a business meeting to become an official motion.

4. Before leaving the microphone, give the written copy of your motion to the page at the microphone. A page will take the copy of your motion to the platform so the motion can be entered into the record by the recording secretary.

5. The Committee on Annual Meeting will announce a time for the convention to consider the motion or recommend its referral to some convention entity.

NOTICE Texas Baptists’ Bylaws call for the meeting of the convention to be conducted according to the current edition of Robert’s Rules of Order Newly Revised. The officers abide by this manual on parliamentary procedure. In the past, a messenger’s motion has been ruled out of order because it did not comply with Robert’s Rules of Order when a change in wording was all that was necessary for the motion to have been appropriate and in order.

Every effort is being made for the business of our convention to be conducted in the smoothest and best way possible for the advancement of our Lord’s Kingdom. If a messenger has a motion to make, the parliamentarian will be available to assist with the wording so that the motion will be in proper format.

Note: A motion will not be considered by the convention until a messenger has personally made it at the appropriate time and place while the convention is in session. A motion cannot be submitted to the delegates except during the Annual Meeting.

CREDENTIALS COMMITTEE The Committee on Credentials has been assigned an area near Registration outside Grand Hall in the Arlington Convention Center. Messengers must have a messenger card properly endorsed by the church clerk or moderator. Messengers who do not have such a card will need to be approved by the Credentials Committee.

Among those materials is the Book of Reports, which contains the annual reports of Texas Baptists Institutions and Agencies, the Texas Baptists Executive Board and a copy of the Texas Baptists Constitution and Bylaws. Additionally, the Texas Baptists Bulletin contains information about business matters to be voted on and proceedings.

M-Jam Missions Day Camp—Kindergarten through 6th grade M-Jam, a mission’s day camp provided by Texas Baptists in partnership with WMU of Texas, for students on Monday, July 30, and Tuesday, July 31, from 8:00 am to 5:30 pm.

Day campers will explore how living a “Life on the Edge” means to make God-honoring choices, regardless of the impossibilities, the risks, the dangers, and the moments. M-JAM brings high-energy worship, object lessons, risk-taking missionaries, mission projects, games, and activities. This day camp is for those who were in grades K-6 in the 2017-18 school year.

2019 BUDGET PROCESS The Business and Financial Plan calls for each administrative office, ministry and program area of the convention to submit an itemized budget of its expected expenditures for the next fiscal year to the Executive Director. The Executive Director works with staff to make necessary changes and presents the proposed budget to the Finance Committee of the Executive Board which, in turn, presents it to the Executive Board for its approval. The Executive Board submits the Cooperative Program budget, consisting of all the anticipated income and expenditures which have been submitted and approved, to the Convention in session.

As amended at the 2012 Annual Meeting, the BGCT Constitution, Article IX, Section 1 states "...Annual adoption of the budget shall be voted at the Annual Meeting held in the fall. The Executive Board will be responsible for budget adoption at its fall meeting in years when a summer Annual Meeting is held..."

Therefore, after it is prepared, the 2019 budget will be submitted to the Executive Board for approval at the September, 2018 meeting.

Preparation of the proposed budget includes months of projections, research, planning, committee reviews and prayer to arrive at the proposed resource plan for the coming year. Such is the case for the proposed 2019 calendar year budget.

For ordained staff members, the Executive Board allows advance designation of a portion of the salary as housing allowance as permissible by IRS regulations. Ordained staff members pay their own self employment taxes, which are 15.3 percent of taxable compensation.

The detailed budget is published annually and provided to the Executive Board and committees involved in the budget preparation process. A budget summary will be mailed to each church in the Fall of 2018. The budget summary and the detailed report can be found at texasbaptists.org. For a hard copy, please call 888.244.9400.

The Finance Committee is authorized, on a contingency basis, to adjust spending based on actual receipts.
