ADA 15th District trustee Dr. S. Jerry Long of Houston addressed the participants, educating them on the ADA’s strategic planning process.

To close the retreat, Austin public relations and marketing firm Hahn, Texas presented its proposed public relations plan for TDA. The TDA Public Relations Task Force, implemented by TDA president Dr. Ron Rhea, chose Hahn, Texas after reviewing several proposals from area public relations agencies.

The Future Focus Committee may update the planning timeline and process for TDA 2014 based upon the group’s feedback.

Dentists Who Care Holds Conference Dentists Who Care held its 14th annual Charity Dental Conference on August 6 and 7, 2010, at Isla Grand Beach Resort in South Padre Island. A total of 350 people attended the event.

TDA Staff Attends ADA Management Conference in Chicago The 61st annual ADA Management Conference was held July 20-22, 2010, at the ADA headquarters in Chicago. Staff from both constituent and component societies participated. TDA executive director Mary Kay Linn, TDA director of member services Lee Ann Johnson, TDA executive affairs manager Donna Cortez, and Dallas County Dental Society executive director Jane Evans attended.

TDA 2014: An Update Ronald L. Rhea, DDS, TDA President

Organizational Excellence This is the sixth of eight articles highlighting the objectives and goals in TDA’s current strategic plan, TDA 2014.

GOAL: TDA will be effectively managed, well-governed, and fiscally sound.

OBJECTIVES: 1.

Increase and enhance sources of non-dues revenue.

2. Strengthen and enhance strategic communications among the tripartite system.

3. Continually evaluate the TDA financial position, policies, and budgets.

4. Maximize the effectiveness of all TDA management and governance.

5. Enhance TDA’s facilities.

The fifth goal of TDA’s strategic plan, TDA 2014, is Organizational Excellence. This expands to state, “TDA will be effectively managed, well-governed, and fiscally sound.”

Organizational Excellence is certainly the broadest of all TDA 2014’s goals. For any organization to be excellent, it must operate successfully on every tenet of its strategic plan, thus organizational excellence incorporates all of the other goals.

All organizations are either growing or dying. Certainly, the TDA is growing. This year, the TDA has the most members that it has ever had in its history. We have expanded our facilities by the purchase of the building adjacent to us; plans are well underway and a contractor selected to remodel this into a meeting center of excellence by the end of the year that can be used by the TDA and leased out to other organizations who wish to use it. Our finances are sound, and our strategic reserves are intact having weathered well the downturn in the economic markets. And, our operating budget is well supported by numerous robust sources of non-dues revenue.

In any business, the most difficult task, the one requiring the most skill and careful consideration, is the management of our human resources. No textbook can detail all the aspects of effective personnel selection and supervision. Experience is very valuable along with thoughtful administration. The growing complexity of labor relations and the size of our staff have led us to add experienced personnel charged exclusively with human resource management. Additionally, under direction from the House of Delegates, two additional rotating Board members have been added to the Personnel committee. Each personnel decision is reviewed by the labor relations specialty attorneys that are members of our contract law firm.

We must communicate with the other parts of the tripartite system — the ADA and our local components. Visits from the TDA president and vice presidents to the local component meetings help keep the lines open. In the spring each year, TDA hosts in Austin the Component Presidents/ Presidents-elect Conference to exchange ideas, tour the TDA building, and introduce the presidents and presidents-elect to Board and staff.

This last year, the TDA hosted a conference of like-minded states so that we might present to the American Dental Association (ADA) our collective opinion on workforce issues. We have the ADA’s attention.

All this takes money. For the last several years, there has been no increase in dues to our members.

Fortunately, our non-dues revenues have covered the needs. In 2009, 43 percent of the income of the TDA was provided from non-dues income sources. The many projects of TDA Financial Services, Inc., the profitable annual TEXAS Meeting, advertising revenues from our publications and website, and rental income from our headquarters building, have contributed strongly to our budgets. A strong treasurer, Budget Committee, and accounting department exercise internal oversight while the rotation of external annual auditors helps us to spot areas for improvement.

Excellence is never static. The constant vigilance of your officers, Board of Directors, staff, and outside consultants will keep us at the top of our game.

TDA Member Donates Profits to TDASF

Mason Smiles on Wheels Another amazing event in another amazing town!

TDA member Dr. Robert G. McNeill of Garland, an oral and maxillofacial surgeon, will donate all patient payments collected from his oral surgery practice in September to five nonprofit groups, one of which is the TDA Smiles Foundation (TDASF).

“As a dentist, I feel very fortunate to be able to help people. This is just another way for us to do something very different and give us a chance to help a variety of great organizations,” McNeill says. He is the owner of North Texas Dental Implants, Oral & Facial Surgery with offices in Dallas and Garland.

“The Smiles Foundation through the TDA was also a natural selection for me as so many dentists are involved with this great cause.”

In addition to the TDASF, the other non-profit groups receiving payments from Dr. McNeill are the Make-A-Wish Foundation, Kidd’s Kids, Mission Challenge/Goats for God, and the Dallas Morning News Charities.

On July 31, 2010, your TDASF had a successful Smiles on Wheels event in Mason, Texas.

Mason is located approximately 2 hours northwest of Austin in the hill country. Known as “The Gem of the Hill Country,” Mason is a beautiful town with warm, gracious citizens who welcomed the TDASF staff and volunteers.

During this 1-day Smiles on Wheels event, TDASF volunteers provided 149 people with more than $82,000 worth of donated dental care.

From restorations to extractions, these procedures provided Mason County citizens with pain-free smiles.

Peer Review: Process Snapshot Peer review is organized dentistry’s dispute resolution process that generally handles complaints from patients against dentists regarding the quality or appropriateness of clinical dental treatment received. It is not a legal or punitive proceeding. If the complaint falls within an appropriate category for review, then peer review usually serves as an equitable alternative to the patient filing a complaint with the Texas State Board of Dental Examiners (TSBDE) or initiating litigation.

Alliance of the TDA Names 2010-11 Officers The Alliance of the TDA (ATDA), the Association’s organization for spouses of members, named its 2010-11 officers.

The new ATDA officers are president Ms. Jill Kralicke, president-elect Ms. Sharon Bryant, first vice president Ms. Janell Dunsworth, second vice president Ms. Marthiel Russell, third vice president Dr. Kelly Lemke, fourth vice president Ms. Barbara Coats, recording secretary Ms. Diane Bogan, corresponding secretary Ms. Debbie Moore, publicity chair Ms. Pamela Coleman, treasurer Ms. Patty Taylor, historian Ms. Conni Durbin, parliamentarian Ms. Barbara Westwood, and immediate past president Ms. Bertha Nell Barth.

The ATDA works with the TDA to foster and support dental health education.

Money Matters Ron Collins, DDS, MAGD, TDA Secretary-Treasurer At its meeting earlier this month, the TDA Board of Directors approved one of my goals as your secretary/treasurer. They approved a workgroup of statewide members with particular interests in the area of finance. This workgroup will review all aspects of TDA finances and report back to the Board with suggestions and resolutions as well as create an overall financial philosophy which fits under our strategic plan, TDA 2014.

I will serve as chair of the committee composed of Dr. W. Kenneth Horwitz of Houston, Dr. Alan B. Moore of Austin, and Dr. Terry D. Watson of Richardson.

Each of these people brings an area of expertise that will be of great value to the work group.

I am beginning the TDA budget process for the year 2012 with department directors, councils, and committees. This process leading to the final budget ultimately drives the consideration for the proper amount of dues. The budget process will utilize a “zero based budget” concept. This means that each area of the TDA which has a budget implication will start at zero and build a reasonable estimate and justification for their anticipated needs.

Projects which fall under the HOD mandates, staffing requirements, and the annual session in San Antonio will use the same guidelines. Only 1 year at a time will be estimated and we will be discontinuing the “carry over” concept for multiyear projects (only 1 year of a multi-year project will be estimated at a time). It is my goal to try and come as close as possible to the actual income and expenses for any given year which is difficult looking ahead 1 and a half years out.

Here are two meta-analyses of topics pertaining to periodontal disease. Authors of meta-analysis papers spend considerable time and effort reviewing the pertinent literature on a topic and systematically select the best evidence available. They also perform statistical analysis of the total set of combined data. This saves all of us readers the time to find and read all of the articles and try to determine the meaning of these publications. You can find the abstracts of these articles by inserting the PMID number in Google or doing the same on pubmed.gov.

TDA Conducts Freshmen Day at UTDB, Baylor TDA sponsored Freshmen Day at the University Texas Dental Branch at Houston (UTDB) and Baylor College of Dentistry – Texas A&M Health Science Center on August 6 and August 13, respectively.

Eighty-six UTDB freshmen and 106 Baylor freshmen attended. The students were treated to lunch, had the chance to win some great door prizes and they learned about the benefits of organized dentistry and the services offered through the tripartite membership system.

Dallas County Dental Society president Dr. Wayne Woods, Council on Membership chair Dr. David Doerre and member Dr. Lynne Gerlach, Committee on the New Dentist chair Dr. Josh Austin and member Dr. Andrea Keith hosted the event at Baylor. Council on Membership members Dr. Stephen Wright and Dr. Ralph Cooley, Committee on the New Dentist member Dr. Jeremy Chance, Greater Houston Dental Society (GHDS) president Dr. Greg Condrey and member Dr. Richard Collins hosted the event at UTDB. TDA and local society staff also attended the events.

TDA Welcomes a New Staff Member Andrea Young joins the finance team at TDA as a staff accountant. She brings with her over 18 years of accomplished experience in the accounting field as well as an association background. Her primary responsibility will be to achieve accurate and timely financial reporting.

She is originally from California and relocated to Texas in 1999.

She resides in North Austin with her four children and two grandchildren.

The Delegation of Coronal Polishing In 2009, the Texas Legislature approved SB 455 which amended the Dental Practice Act to clarify the authority of Texas dentists to delegate certain procedures to dental assistants. These procedures include the application of pit and fissure sealants and fluoride varnish, the provision of interim treatment of minor emergency dental conditions, and the performance of coronal polishing. With respect to coronal polishing, all Texas licensed dentists may delegate, under direct supervision, the performance of coronal polishing to a properly trained and certified dental assistant.

Lately, the TDA central office has received an increase in the number of questions regarding when a dentist may delegate coronal polishing and if coronal polishing may be billed as a prophylaxis. To help answer these questions, the TDA contacted the Texas State Board of Dental Examiners (TSBDE) for clarification.

According to the TSBDE’s general counsel Ms. Joy Sparks, “Coronal polishing” is defined by statute as “the removal of plaque and extrinsic stain from exposed natural and restored tooth surfaces using an appropriate rotary instrument with rubber cup or brush and polishing agent, including the use of a toothbrush (Tex. Occ. Code § 265.0001(1)).” It can only be performed under the direct supervision, direction, and responsibility of the dentist, by a dental assistant who is certified pursuant to Tex. Occ. Code § 265.006 (Tex. Occ. Code § 265.003(a)).

Dentists may delegate coronal polishing as an adjunct to many procedures including pit and fissure sealants and prophylaxis. However, coronal polishing MAY NOT BE BILLED AS A PROPHYLAXIS. Only a dentist or dental hygienist can do a prophylaxis. Under the Dental Practice Act, Tex. Occ. Code § 258.001 (Impermissible Delegations), “a dentist may not delegate…to a person not licensed as a dentist or dental hygienist…the removal of calculus, deposits, or accretions from the natural and restored surfaces of exposed human teeth and restorations in the human mouth,” or “root planing or the smoothing and polishing of roughened root surfaces or exposed human teeth.”
