curriculums in our schools, and the Council on Legislative and Regulatory Affairs (CLRA) works diligently through the legislature to help with funding issues within our public oral health system. The April 2010 TDA Today article on Workforce by Dr. Lisa Masters points out that TDA passionately believes in a system of delivery where the dentist is the head of the team, and solely responsible for diagnosis and performance of irreversible procedures.

In light of this belief, TDA continues to pursue legislation to help us attain that goal, while also helping to provide a solution to the access to care issue.

Access to Oral Healthcare

As a member you should be proud of the efforts that have been made on behalf of your profession in the area of access to oral healthcare. These efforts continue to provide a framework for the type of practice that allows our dentists to perform in an environment that ensures the most highly trained people are delivering the highest quality of care. While the “access to care” issue will likely remain with us into the foreseeable future, you can be assured that TDA will continue to stay abreast of the changes and will strive to be “the pre-eminent authority on access to oral healthcare in Texas”.

This is the fourth of eight articles highlighting the objectives and goals in TDA’s current strategic plan, “TDA 2014.”

One of the most controversial topics in the healthcare field today has been described using the catch phrase “access to care”. It is an issue that has provoked intense discussions by federal and state governments and patients and practitioners, and it has continued to drive suggestions for fundamental changes to health care delivery systems throughout this country. In addition, recent data published in 2010 by the Pew Foundation with support from the W.K. Kellogg Foundation, suggests that one in five children in the United States does not have access to routine dental care.

And yet, despite all of the rhetoric, discussions, and posturing, the term “access to care” continues to be poorly defined and often misinterpreted.

In 1998, Marc L. Berk and Claudia L. Schur stated in an article in Health Affairs, “Even the most thoughtful persons find it difficult to disentangle the research on access (1).” This statement continues to be true today as each of the research entities has its own definition of the term “access to care”, making tabulation and comparison of data on this multifactorial issue extremely difficult.

TDA will be the pre-eminent authority on access to oral healthcare in Texas

Objectives

1. Increase the number of dentists participating in the Texas Dental Medicaid program.

2. Increase the number of dentists participating and the total value of services provided in TDA dental charitable programs.

3. Expand and maintain data on oral healthcare needs.

4. Promote oral health education in public schools.

5. Disseminate information of volunteer opportunities to TDA members for providing access to oral healthcare.

6. Strengthen the public oral health system infrastructure in Texas by advocating for increased funding of “DSHS Oral Health Program”.

TDA has chosen to address concerns about access to care in its strategic plan, TDA 2014, by incorporating a goal dealing specifically with this topic.

The goal, “Access to Oral Healthcare”, has been a very active area in our strategic plan. As you can see from the listing of the associated objectives below, TDA has attempted to deal with this issue of access through the Committee on Access, Medicaid and CHIP (CAMC). Primarily our efforts have been to attract additional practitioners into the Medicaid program, thereby, increasing total services, and by expanding the number of practitioners involved in TDA-driven charitable services through our Smiles Foundation and their Texas Missions of Mercy (TMOMs) and Smiles on Wheels. TDA has also begun to disseminate information on opportunities for providing care to our growing network of charitable providers. TDA attempts to influence the issue through support of the Oral Health

TDA Perks picked Michelle’s form from hundreds of entries during a live drawing at the 2010 TEXAS Meeting in San Antonio earlier this month.

The University of Texas Health Science Center at San Antonio Dental School Celebrates 40 Years

President’s Message

Hundreds of faculty, alumni, and community members attended a gala earlier this month to recognize The University of Texas Health Science Center at San Antonio Dental School (UTHSCSA) for 40 years of excellence in teaching, research, patient care, and community service.

From its inception in 1970, the dental school has provided research, educational technology, clinical training, patient care and community-based education. The gala raised funds to support the dental education outreach and community clinical care programs.

The gala specifically honored Methodist Healthcare Ministries of South Texas Inc., an organization that has contributed more than $2.25 million to the school’s outreach/educational programs in pediatric dentistry, general dentistry, prosthodontics, community dentistry and dental public health. Through these programs, thousands of dental patient care visits have been provided.

Ronald L. Rhea, DDS, TDA President 2010-11 I have been in the Texas Dental Association House of Delegates for more years than I can remember. Yet the House and its delegates never cease to amaze me.

Each district dental society chooses its best and brightest and sends them to San Antonio, not to participate in the revelry but to study, deliberate, and debate. Working diligently, these erudite men and women then set policy for the Texas Dental Association.

The process is sometimes long and arduous, convoluted and exasperating, sometimes impassioned, but nevertheless, fascinating! A resolution presented to the House may at first seem irrevocably contentious. But as it is processed, maybe reworded by the Speaker of the House, Dr. Glen Hall, massaged, dismantled, and reconstructed by the reference committee, and debated and amended on the floor of the House, its value (or lack thereof) begins to emerge. Most often, what was once a divisive issue reaches a near consensus and the actual vote is often almost unanimous either “yea” or “nay”.

The process and the collective wisdom of the House do prevail.

Even the closed executive sessions bear out the wisdom of TDA policies developed over years of experience and debate. Unlike the popular press in our country, not to trivialize freedom of the press, the delegates of your House are unwilling to sully reputations or imply impropriety until all the facts are known. Your delegates fully realize that once impugned in the permanent records of the TDA, reputations can never be totally repaired even if later facts exonerate the accused. Trust in your delegates, the Board of Directors and officers, and the TDA staff, proves time and again to be well placed. All of them have, after all, the same goals — the preservation of quality dental care for the citizens of Texas, ability of Texas dentists to practice unimpaired by over-regulation, and maintaining the strength of the TDA as “The Voice of Dentistry in Texas.”

Evidence-Based Practice Tip of the Month Stephen R. Matteson, DDS, Editor The subject of tissue engineering in dentistry is an interesting topic. Pulp regeneration is an area that holds promise for the management of immature permanent teeth requiring endodontic therapy. Listed below are a few abstracts that pertain to this topic. These studies are the early publications that appear during the developmental stage of a new therapy and are in the low level of evidence category. We can hopefully look forward to prospective, randomized controlled clinical trials, systematic reviews and eventually meta-analysis evaluations of large numbers of controlled studies to fully understand the effectiveness of this clinical technique. The meta-analysis statistical method incorporates data from a carefully selected group of controlled clinical trials and performs the statistical analysis of the data in the collected studies. It is considered the highest level of evidence in the health care literature.

Ms. Sharon Dickinson, CDA, RDA, CDPMA, professor, received the Minnie Stevens Piper Professor Award, an award given to outstanding professors from 2- and 4-year colleges and universities, public and private. Question: Are testimonials banned in advertising?

Answer: No. This question is addressed in Texas State Board of Dental Examiners (TSBDE) Rule SBDE Rule 108.59 – “Testimonials.” The rule states that, “A licensed Texas dentist shall not write, disseminate, or participate in testimonials in any manner as to such dentist’s competency or ability or endorse proprietary remedies, drugs, instruments, equipment, appliances, food or food supplements, except to report the results of properly conducted and controlled experiments or clinical studies, provided that such reports are submitted only to recognized scientific journals or to recognized scientific professional associates, or both.”

Glickman, D.D.S., M.S., M.B.A., J.D., of Dallas was named immediate past president of the American Association of Endodontists (AAE) at its recent annual session in San Diego, CA. In addition, Glenn R. Walters, D.D.S., of San Antonio was elected to the AAE Board of Directors during the organization’s same event.

Dr. Glickman, professor and chair of the department of endodontics and director of graduate endodontics at Baylor College of Dentistry — Texas A&M Health Science Center in Dallas, has been a member of the AAE since 1982.
