TDA Board Goes Paperless The TDA Board of Directors conducted its April 3 – 4, 2009, meeting using web-based BoardDocs software.

BoardDocs was designed to improve meeting efficiency and alleviate the use of paper, and it allows Board members the ability to securely access the most current agenda items, supporting documents, policies, and procedures on the Internet. As the meeting progresses, changes and revisions are displayed in real-time and immediately accessible, providing members current and up-to-date information.

Candidates Forum Every year, in accordance with the Bylaws, the TDA House of Delegates elects the oďŹƒcers, directors, and council members of the Association for the coming year. Candidates for Council positions are nominated by the President-elect, and candidates for Directorship are nominated by their respective Division Caucuses. Three oďŹƒces are considered “at largeâ€? oďŹƒces as their nomination is not restricted; as long as they meet the qualiďŹ cations for oďŹƒce, they can be nominated by an individual, by a component, or by the Board of Directors if no nomination has been received for that oďŹƒce by the winter meeting of the Board. These oďŹƒces are the Secretary-Treasurer, the Editor, and the Speaker of the House of Delegates. Every third year, the President-elect is an at-large oďŹƒce.

This year, two outstanding individuals are seeking the opportunity to ďŹ ll the Editor position: Dr. Stephen R. Matteson and Dr. John P. Schmitz, both of San Antonio. TDA members are urged to consider their statements and to communicate with their delegates regarding the choice for this important position.

My grandfather graduated from the New York College of Dentistry in 1899, and his son, my uncle, graduated from the University of Pennsylvania School of Dentistry in 1927. I was the next dentist in the family and graduated from the University of Pennsylvania School of Dentistry in 1962. During a 2-year tour in the US Air Force in North Carolina, they selected me to be the base oral surgeon with 2 weeks of additional training, quite a stark contrast to the training of an oral surgeon today. After my tour of duty, I returned to my home state to practice general dentistry, which I did for 10 years. During that time, I was appointed to a part-time position at my alma mater as an operative dentistry instructor and found that I greatly enjoyed teaching dentistry in the student clinic.

I am truly humbled to be nominated for the position of editor of the Texas Dental Association. My colleagues and fellow clinicians from the San Antonio District Dental Society have been very encouraging and supportive to me in seeking this position. The Texas Dental Journal is a very historic publication in dentistry. It is the oldest dental journal in the Western Hemisphere. It deserves an editor with unique qualiďŹ cations who can continue to move the Texas Dental Journal ahead as a model and voice in dentistry.

At age 35, I decided to sell my practice and enroll in an oral radiology residency at the University of Connecticut. Subsequently, I accepted my ďŹ rst full-time teaching position at the University of North Carolina at Chapel Hill. During that time, the North Carolina Dental Society selected me to serve as their representative on the North Carolina Radiation Protection Commission, a state level organization charged with writing rules and regulations pertaining to all aspects of the use of radiation in the state. I was honored to serve as the chairman of that organization. In 1983, the Food and Drug Administration asked me to serve as chairman of an expert panel on the use of X-rays in dentistry. This panel functioned for 5 years, and their ďŹ ndings were published in a government document and in an issue of General Dentistry (1, 2). Also, during my time in North Carolina, the Dental Division of Kodak requested that I write a seminar series on radiographic diagnosis that was distributed by the company to all dentists in the country (3).

In 1988, a promotion opportunity brought me to San Antonio where I was appointed chairman of the Department of Dental Diagnostic Science at the University of Texas Health Science Center, a position I held until 2000. In 1995, the San Antonio District Dental Society elected me as editor of their newsletter and sent me to an editors training course oered by the ADA where many techniques and strategies for editors were presented. My other activities in the San Antonio District Dental Society included membership on the Peer Review Committee and as a clinical examiner at local schools during dental health week.

Dr. Chris Anderson asked me to be a guest editor of an issue of the Texas Dental Journal on radiology in 2000 (4). Also in 2002, I was appointed by the American Academy of Oral and Maxillofacial Radiology to serve as radiology section editor of Oral Surgery, Oral Medicine, Oral Pathology, Oral Radiology, and Endodontology, also known as the “Triple O Journal.� The duties of section editor were to receive manuscripts submitted for publication, to distribute copies of the papers to appropriate reviewers, and to evaluate the manuscripts in light of the submitted reviews. Authors were then informed if the material was accepted for publication or if changes were needed. Then the manuscripts were forwarded to the publisher for inclusion in the printed journal. In addition, section editors of “Triple O� also wrote editorials. These responsibilities were quite similar to those of the editor of the Texas Dental Journal, and would be helpful if I were elected to that position.

Currently, I am working part-time at the UTHSC Dental School in San Antonio on a N.I.H. training grant on evidence-based dentistry. We are teaching dental students to use the internet to obtain the best evidence on speciďŹ c dental topics.

The history of the Texas Dental Journal is long and its reputation is excellent. My hope is that, if elected editor, I would be able to make important contributions to our journal and enhance its standing as a state dental publication.

Personally, I am part of a dental family. My father was a prosthodontist who was also active in early dental implant research. My brother is a dentist practicing at the VA Hospital in Temple, Texas. I have practiced in several dierent venues of organized dentistry, including the US Army (as a general dentist), the University of Texas Health Science Center at San Antonio (as a faculty member of the dental and medical schools), and private practice. I practiced general dentistry for more than 8 years and now exclusively oral and maxillofacial surgery.

I began publishing in 1979 and have published more than 110 journal articles, book chapters, and abstracts as well as securing several patents and trademarks. My publication history has been very diverse. I have published in professional journals like the Annals of the New York Academy of Sciences, Clinical Orthopaedics, the Journal of Oral and Maxillofacial Surgery, and the Journal of Cell Physiology. I have also reviewed and written grants for the National Institutes of Health and the American Heart Association, and continue to review new technology for several orthopaedic, biotechnology, and dental implant companies. I think I can adequately evaluate the science. I understand the publication process, and I know what it takes to get articles published.

Currently, I serve as a reviewer for the Journal of Oral and Maxillofacial Surgery, Oral Surgery, Oral Medicine, Oral Pathology, Oral Radiology, and Endodontology, as well as Plastic and Reconstructive Surgery. Since 2008, I have been the senior editor of the Academy of Osseointegration’s newsletter, Academy News, which serves more than 5,000 members worldwide. Many TDA members may have read my editorials, which I write four times a year. I believe my editorials have been both interesting and controversial. I am also the secretary-treasurer of the San Antonio District Dental Society, and have been an integral part of its Board of Directors since 2006.

I have a new, progressive vision for the Texas Dental Journal. I want to position the Texas Dental Journal as a premier dental publication. This involves moving the publication process of the Texas Dental Journal into the electronic age and includes developing an editorial process where all manuscripts are submitted and reviewed electronically. I would also like to solicit invited articles from prominent dental leaders. This may mean introducing several new features into the make-up of the journal. It also means interacting with faculty and residents from the state of Texas’ many post-graduate programs and encouraging them to submit articles to the Texas Dental Journal for publication.

Interaction with the editors from highly successful state society dental journals is also essential for bringing in new ideas for making the Texas Dental Journal a progressive, informative journal.

The duties of the editor-in-chief are very broad. They include exercising editorial control over all journals and publications of the TDA. The editor also controls the selection of scientiďŹ c material published in the Texas Dental Journal. I believe I have the exemplary qualiďŹ cations needed to fulďŹ ll these duties. It would be a great professional honor to be elected as TDA editor.

Ask the President Hilton Israelson, DDS, TDA President 2008-2009

Question: How Do You Balance Your Time, Maintain a Private Practice, and Serve the TDA? With the 139th Annual Session of the Texas Dental Association just around the corner, it marks the end of my presidency. The past year has raced by, and as you read this article, Dr. Matt Roberts of Crockett is poised to assume the presidency at next month’s TEXAS Meeting in San Antonio. With Dr. Roberts’ strong leadership skills, I assure you the TDA is in excellent hands.

Serving as TDA President has been one of the most rewarding experiences of my life. When I visited component societies, the question universally asked of me was, “How do you balance your time, maintain a private practice, and serve the TDA?â€? The answer is quite easy – the basis of one’s success is time. Having an excellent sta at both the TDA and in my private practice, who have unselďŹ shly committed their time to ensure that I maintain a productive schedule, has allowed me to serve as the President of the TDA without aecting my private practice.

The strategic plan provides a framework for the Association to follow, freeing me to devote more time to my presidency and the membership. The TDA Board, Council and Committees and sta have embraced our strategic plan and work diligently to follow its direction, thus helping me follow the TDA’s agenda.

As I end my tenure, I again want to thank you for your hospitality and kindness extended to me this past year.

Please extend the same support to Dr. Roberts and his TDA Board of Directors as they will continue to ensure strong governance of the Texas Dental Association.

Just One Smile Campaign Administered through the TDA Smiles Foundation (TDASF), Texas Donated Dental Services (TxDDS) is a stateadministered initiative based on a model developed by the National Foundation of Dentistry for the Handicapped.

The patient pool for TxDDS services includes persons 55 years of age or older, as well as those of any age with a permanent disability. Sta screens applicants for eligibility and matches them with a generous charitable dental care provider in their area. TxDDS cases average $3,343 each in comprehensive charitable care and may take from 6 to 18 months for case completion.

Currently, the TxDDS program has waiting lists for general care dentists. For 2009, TDASF has been forced to “close�

62 Texas counties to applicants because of the long wait for care in those areas. To resolve this problem, TDASF is launching the “Just One Smile Campaignâ€? in April and May 2009: Phase 1: General dentistry providers in “closedâ€? counties have probably already received notice of the campaign’s ďŹ rst phase — a simple plea for each current volunteer dentist to accept just one extra TxDDS patient this calendar year to help narrow the case backlog.

Phase 2: Current TxDDS providers in very backlogged areas will be asked to encourage fellow dentists to “try out� the TxDDS program, along with a promise not to add them to the current provider list unless they request to be added after case completion.

Together as a force of hundreds, we can resolve this issue and continue to help improve the public image of dentistry — just one smile at a time!

TDA Member Benefits Federal Trade Commission RED FLAG RULE on Identity Theft The Federal Trade Commission (FTC) has issued regulations requiring any business that may provide credit to customers to take certain steps to guard against identity theft. The FTC has taken the position that its “Red Flag Rule” extends to health care providers, including dentists. The new rule is scheduled to go into effect May 1, 2009.

As of January 1, 2009, the Texas State Board of Dental Examiners (TSBDE) stopped mailing renewal forms. Instead, the TSBDE will mail a reminder postcard approximately 60 days before the license or registration expiration date.

Class 1 Recall on Automated External Defibrillators The Federal Drug Administration and WelchAllyn notified healthcare professionals and consumers of a nationwide Class 1 recall of 14,054 AED 10 and MRL JumpStart external defibrillators manufactured between October 3, 2002, and January 25, 2007. These devices may experience low energy shock, unexpected device shutdown, and/or susceptibility to electromagnetic noise interference. If such issues arise, it may prevent defibrillation of a patient in cardiac arrest and could lead to death. Class 1 recalls are the most serious type of recall and involve situations in which there is a reasonable probability that use of the product will cause serious injury or death. Alexander of San Antonio who was recently selected to receive the ADA 2009 Golden Apple New Dentist award. This award will be presented to Dr. Alexander at the ADA 23rd New Dentist Conference, April 30 - May 2, 2009, in Miami, Florida.
