Smiles on Wheels Receives a Great Gift!

The Alliance of the TDA (ATDA) presented TDA Smiles Foundation (TDASF) with a generous $20,000 check to help cover the costs of the 10 new operatories for Smiles on Wheels, TDASF’s new dental mini-missions.

The chairs, units, and lights (already purchased and in-house) will be labeled with engraved plaques thanking the group for their generous contribution. A Meadows Grant supports the Smiles on Wheels program, and the decreasing model grant weans TDASF from the funding. Contributions such as this one by the ATDA directly impact the longevity of the seed funding, helping bring this important program to more rural counties across Texas at a lower cost to the communities.

In addition, TDASF has hit the information highway with the premiere of a new series of mini-information videos.

Through a bidding process at a recent Georgetown Chamber of Commerce fundraiser, TDASF won a production package donated to the event by Stone Ranch Media. The package includes six mini videos that are about 2 minutes in duration.

Three videos follow a patient, Joyce Smith, through her experience with the TDASF, and three others spotlight the program from the perspectives of a TDASF employee, volunteer dentist, and community volunteer.

Cameron County Smiles on Wheels in Los Fresnos Goes Off Without a Hitch

Beautiful weather, friendly people, and lots of smiles defined the TDASF team’s most recent mission trip to Cameron County for the third Smiles on Wheels event since the program began in December 2008. Earlier this month, volunteers gathered at the Ebenezer Christian Church in Los Fresnos, a town with about 5,000 residents. Volunteers from near and far gathered to staff the event, including both of the dentists in Los Fresnos.

Over the course of the day, volunteers treated 114 patients and provided about $45,000 in charitable care in a cinderblock construction room that measured about 1,000 square feet!

Our thanks to each and every one of you who played a role in making this event another success!

ADA Institute for Diversity Now Accepting Applications

Now in its seventh year, the American Dental Association (ADA) Institute for Diversity in Leadership has proven to be an exciting educational experience for a diverse group of dentists. With the guidance of professors from Northwestern University’s Kellogg School of Management, participants discover key concepts in leadership, develop a lifetime of supportive relationships, and set new paths in the dental profession and The application deadline is April 30. Final candidates will be selected by the ADA Board in June. Over the course of the year, the 12 dentists selected to participate in the institute will attend three leadership training sessions at ADA Headquarters in Chicago. Tuition, fees, and related travel expenses are covered by the ADA and program sponsors. There is no cost to participants.

Meet the New TDA Staff Terry Jordan, a senior human resources generalist, joins TDA as its contract HR consultant. She has her master’s degree in public administration and is certified by the Society for Human Resource Management (SHRM) as a senior professional in human resources. She has Jordan more than 16 years of professional human resources experience and has worked for municipalities, healthcare, and manufacturing organizations.

Terry will support the human resources function for the TDA and will be available for day-to-day consultations with employees and management. Terry is currently working on projects such as updating job descriptions, improving the performance review process, and completing a general needs assessment.

Terry is founding president of a new SHRM affiliate chapter serving human resources professionals in the San Marcos area.

She lives in San Marcos with her three boys and enjoys making glass beads and showing her art at regional festivals.

ATDA News Alys Richards, Publicity Secretary The Dental Health Committee of the Alliance of the Texas Dental Association (ATDA) regularly provides oral health project information to all its local districts. This year, Dental Health chair Julia Martin compiled and distributed a Dental Health Resources Handbook to each district alliance. The handbook is teeming with ideas for dental health projects, provides website addresses for dental health teaching aids available in several languages, and offers information on the Alliance of the American Dental Association’s (AADA) Senior Smiles Project grants. The handbook also provides the TDA Smiles Foundation’s web address so that ATDA members may register to serve as volunteers at Texas Missions of Mercy and participate in other charitable activities.

Nominations for the elective office of Texas Dental Association (TDA) Editor may be submitted to Dr. Preston Coleman, TDA Secretary-Treasurer. Only an active, life, or retired member in good standing of this Association shall be eligible. A Curriculum Vitae (CV) must accompany a letter of intent and the nominee will also have to sign a conflict of interest statement. If a CV is not submitted, you will have to present your qualifications verbally before the House of Delegates.

Nominations are in order at any time up to the time the official nominations are made at the electing House of Delegates. We request that nominations are made as early as possible so that membership eligibility can be verified.

Collectively, a number of TDA members are playing their part in supporting TDASF by committing both financially and their personal time. Since the inception of our two major TDASF programs, Texas Mission of Mercy (TMOM) and Texas Donated Dental Services (DDS) in 2001 and 2000 respectively, we have donated more than $10 million in charitable dental care to date.

Since its inception, TMOM has had 21 events, treated 14,046 patients, and raised more than $5 million.

DDS, which promotes comprehensive dentistry by volunteer dentists working out of their own offices, has produced more than $5 million of dentistry with more than $700,000 of that produced in 2008.

Our newest TDASF charitable effort is the Smiles on Wheels program. is a 1-day event, delivered through a smaller, more personal venue in less populated communities where there are dental needs for the disadvantaged. This event was made possible by a Meadows Foundation matching grant.

Our foundation, under the capable leadership of the TDASF Board of Trustees, has the momentum and energy to grow to an endowment of $10 million and continue to increase their charitable programs. We, the membership, can help by donating both our time and money. One of the donor levels is the $1,200 per year Century Club level and involves a $100 per month commitment billed automatically to your credit card.

TSBDE Rule Update This recurring section is designed to help TDA members keep up with important Texas State Board of Dental Examiners (TSBDE) rules, other regulations, and state law affecting their practices.

Question: Is there a requirement that removable prosthetic devices bear the name of the patient to whom the device belongs? If there is such a requirement, does it apply to patients other than those who reside in nursing homes?

Answer: This issue is addressed in Texas State Board of Dental Examiners’ (TSBDE) Rule 116.10 – Prosthetic Identification.

The rule requires Texas dentists to ensure that “all removable prosthetic devices or removable orthodontic appliances delivered to a patient under his or her care bear a permanent identification marking suitable to determine that the … device or … appliance belongs to that patient.”

Rule 116.10, which applies to removable devices or appliances delivered to any patients under the dentist’s care — not just those in nursing homes -- requires such devices or appliances to include the patient’s last name and first initial and/or social security number. The requirement does NOT apply to removable devices or appliances that “contain no acrylic, vinyl, or plastic base denture base” or to appliances that are “too small to reasonably accomplish [the marking] procedure.”

Note that Rule 116.10 also includes a new subsection (f ) that requires registered dental laboratories to label or certify in writing to the prescribing dentist that the prosthesis or appliance was either: manufactured entirely by the registered laboratory; manufactured in part or whole by a domestic laboratory inside the U.S.; or manufactured in part or whole by a foreign laboratory outside the U.S. That provision took effect on February 26, 2009.

The complete text of Rule 116.10 reads as follows: (a) It shall be the duty of the licensed dentist to insure that all removable prosthetic devices or removable orthodontic appliances delivered to a patient under his or her care bear a permanent identification marking suitable to determine that the prosthetic device or removable orthodontic appliance belongs to that patient.

(b) A suitable marking shall be defined as one that includes the patient’s last name and first initial, and/or social security number. This marking shall be placed in the denture base of the removable prosthetic device or acrylic portion of the removable orthodontic appliance in such a manner as not to compromise the aesthetics of the restoration. (c) The licensed dentist shall install this identification marking or shall request on the prescription to a registered dental laboratory that the laboratory place the identification marking in the removable prosthetic device or removable orthodontic appliance. (d) Nothing in this rule shall preclude a dental laboratory from charging a fee for this service. (e) This rule shall not apply to any removable prosthetic device or removable orthodontic appliance that contains no acrylic, vinyl or plastic denture base, or if said appliance is too small to reasonably accomplish this procedure.

(f ) A dental laboratory that is required to register with the State Board of Dental Examiners (SBDE) shall clearly label or certify in writing to the prescribing dentist that the prosthesis or appliance being delivered to the prescribing dentist was either:

1. manufactured entirely by the SBDE registered dental laboratory;

2. manufactured in part or whole by a domestic laboratory inside of the United States; or,

3. manufactured in part or whole by a foreign laboratory outside of the United States.
