Foreword

FOREWORD

This report acts upon your published Feedback, TET mandate timeframes, and the direction provided by Tūhoe entities. It melds together work stream efforts, expert opinion, and indigenous insights producing The Blueprint for The New Generation Tūhoe Authority. The means to representing the Tūhoe nation in recent times has provoked lively discussion at boardroom tables and clubrooms, work places and marae meetings. Seemingly in the last year, much needed hapū fundraising, the urgent unblocking of drains and replacing lost marae property gave way for a while to talk of tribal landmark boundaries, history and customary practice, we listened to forum scrutiny of the essential role, duties, functions of hapū and iwi, also the rights and privileges of its principal representatives. Others conferenced the notion and reality of birthright, entitlement and examined the held obligations and responsibilities upon each and every Tūhoe person. A framework for growing future leaders to assure our flow and continuity was a popular theme throughout. It is not our way to follow government benchmarks and norms for iwi organisation structuring. We will not have true progress with cut and paste fixtures, replica strategies and processes, imitation policy and infrastructure templates; only our own hearts and hands are fit to shape our futures. Tūhoe have taken an unprecedented approach to drafting a new tribal authority entity by working it out themselves rather than by consultants and off the shelf mock ups. In 2009, Ngāi Tūhoe whanui formulated and agreed upon an action plan, identifying the building blocks for Te Wharehou. We have listened to your deliberations and raise this Blueprint.

Here is a pointed consolidation of your views: How will Kaumātua Leadership inform the behaviour and direction of Te Wharehou?

• The mana and mauri of Kaumātua stem from whānau and hapū, that connection is to be respected and upheld.

• Iwi affairs deserve support and guidance from Kaumātua of the Iwi. Counsel by such a collective accord is prized and powerful.

• An inter-dependent relationship basis rather than a fixed structural arrangement for Kaumātua Leadership participation. What and how do we want to be Represented?

• Representation is about expressing and implementing the shared aspirations, beliefs and commitments in regards to tribal natural resources and Tūhoe populus.

• Ahikaaroa or hapū-tribal grounded representation is worthiest, but only successful with effective connections with Tūhoe abroad. How will roles, responsibilities, relationships, occur within, outside, with Tūhoe service providers to develop robust Infrastructure?

• Tūhoe will locate and build Te Wharehou about Tāneatua. • Tribal Charter documents between all leading entities will clarify internal and external structural relationships for Ngāi Tūhoe.

• Te Wharehou exists to forward the Mana Motuhake of Tūhoe that will assure the survival of Tūhoetanga. The presence and influence of hapū and tribal executives in Tūhoe social, political, economic development is to be elevated to a primary status. What will the Information System serve and where will the Iwi Register sit?

• The Iwi Register is the most valuable collection Te Wharehou will manage. There will be substantial technology and systems investment to promise an on- going secure professional and credible service.

• The information system will be world class standard providing up to date and relevant information to serve the needs of Tūhoe. Incorporated census, statistical, GIS, library, research and archive functions will make this resource a major contributor to whānau, hapū, Iwi planning and development.

We studied a range of iwi structures organisation and systems most were open and candid about

their experiences, regrets and achievements; that sharing has been instructive particularly to the representation, kaumātua and TISR reports. By far, the most important and significant input arrived from Tūhoe people, old and young, women and men, living at home and away, optimistic and not so optimistic. Typically, all were extremely opinionated and adamant; they demand and expect the highest standard of performance, behaviour, service and leadership of their new Tūhoe authority.

We acknowledge the support of Landcare NZ who financed our overseas fact finding mission with the Inuit nations from North America and several aboriginal tribes in Australia. All cautioned us against the trading off of natural resources and treaty rights for limited entitlements and financial benefits. After some 30 years of mainstream service provisioning and subsidies including housing, transport, education, employment to healthcare, they want for grace and honour that only comes by way of cultural integrity. We are designing by our own heart and hand, the manner and the agency by which we will sort the future, the future that is never late. Tomorrow, Tūhoe futures are looking superior to yesteryear. Representation in a Tūhoe context is all about the creditable presentation of Tūhoetanga; the people, the land, the assets; these things give form, longevity and force – ihi, mauri and mana to Ngāi Tūhoe. Kaumātua, through Tribal Executives will consistently play a strategic role in the new iwi authority by providing support and advice on tikanga, reo, whakapapa, Tūhoetanga and in participating in Tūhoe identity profile events. Specific approaches are likely on a case by case need basis.

Tūhoe Infrastructure Tuhoe Infrastructure Executing the Infrastructure A commendable Blueprint or idea is not in itself a measure of success. All strategy is not achievable or sustainable alone but must be accompanied by a crafted implementation plan. Our success in this endeavour is to be measured by the degree of applying Tūhoe values and priorities into the day to day operations of the new tribal authority. Tūhoe infrastructure refers to the fact that we need to heavily invest in Tūhoe capability and capacity to invigorate unity, prosperity, and interdependence – Mana Motuhake. Infrastructural development means improved governance and management, modernising systems, procedures and processes, establishing centres for strategic operations, effective service provision and delivery, inter rohe coordination and shared policy programming.

At an operational level, the reasons for Consolidation are to achieve greater efficiencies in the management of assets and distribution of wealth to the iwi. Although the Trust’s could continue to operate in their current form, the disadvantages are a disjointed investment strategy, uncoordinated distributions, inefficiency of multiple governance structures and management expenses. Consolidation in Action The Tūhoe Fisheries Trust has, quite correctly, preferred a High Court arrangement to amalgamate the Trusts. This track requires validation by the High Court that the charitable nature of the Trust is to be properly maintained. With high public scrutiny TFCT considered the approach more transparent than other options. There are public advertising requirements as well as the provision for possibility of parties seeking to oppose the scheme. It is important to note however, that only the beneficiaries of the TFCT can authorise an amalgamation. TET will be supporting the Tūhoe Fisheries Trust assisting with explanations and information detailing the full proposal throughout the year.

Communicating The majority of Tūhoe people no longer reside in the Tūhoe rohe. Many Tūhoe people now live permanently throughout the world. Tūhoe is also international by inclusion of other cultures, religions, and ethnicity. Some are now fourth generation removed. Therefore new ways of maintaining inclusion, engagement and participation overseas is needed. Hui and wananga at marae will continue to suit some but not others. A register will enable worldwide communications with iwi members tailored by location and available technology. For example, social networking sites may be the best way to reach Tūhoe youth. The aim with a communication plan is to give every registered Tūhoe person information about developments and events at home and be invited to comment or be involved regardless of whether they are living in Outer-Mongolia, Vancouver, Tuatapere or down the road at Ngāpūtahi.

Information System The purpose of gathering information on Tūhoe whakapapa and people is to keep us all connected and engaged in Tūhoe iwi business. Information access to news is an open service. For all Tūhoe globally, location and isolation should not restrict their access to their iwi hapū whānau information nor their ability to interact with their own people, places and events. Information systems to be developed by the new authority are to provide Tūhoe with access to Tūhoe iwi information ie, hapū community history, archive stories, marae and hapū, the state of iwi statistics, business base, trade, and employment. The register will not just be about elections, referendums, progaganda and protest. It will be about kinship and awareness of te Mana Motuhake o Tūhoe.

This is not the End... This proposal is not cast in stone. Even after voting, Te Wharehou will continue to evolve and grow, this will not be the only time Tūhoe whanui will instigate further change. This Blueprint has involved a weighing up of an amalgam of politic, instinct, insight, expertise and desire. It has been tested in order against history, tikanga, good governance, and feasible resourcing projections. At the heart of representation is pragmatic adoration and loyalty to iwi mana tangata, iwi mana whenua – Tūhoetanga. This requires devoted priority and hands on knowledge of how things work on the ground.

This approach has won out on fairness and best chance of enhancing cultural integrity. All Tūhoe are represented through their whānau, hapū and Tribal committee. It incentivises the inclusion and participation of all Tūhoe marae hapū. It recognises that much more has to be done to connect in Tūhoe living away, but that services, benefits and modes of contribution are more effectively achieved daily, rather than bi-monthly Board meetings. At your will, the Board is not the centre of all authority and influence. Careful thought has been given to sharing leadership and autonomy with marae hapū Tribal collectives. Coupled with the hope for a fair and just settlement, land assets and resources planned for return to hapū Tribal communities must also be read into these development prospects. These provide keys to true interdependence between Tribals and the iwi authority. We have resisted the printing of voluminous details to aid initial understanding.
