Rūātoki Tribal Response to Unbalanced Beacon Reporting

The Beacon misinformation

Why the misinformation is incorrect -

23 April 2019: Questions need straight answers. Te Mana Motuhake – is this our vision for the future? Can we please have an economic development strategy for all Tūhoe? A passive investment strategy is a savings strategy. TUT acts like a government agency, when it is not. It has not been a champion of economic development, to create employment, foster business and manage assets. Te Kohinga wants to see provision for individual tribal groups to access capital for economic development. Is TUT’s position representative of Te Mana Motuhake? Shit no!

-

-

Te Kohinga is not a hapū. Its view undermines the collective opinion of hapū and their Tribal. An economic strategy that wants short term labourer jobs. They trap Tūhoe in an outdated economy and a lowly unskilled rat race. Tūhoe does not have a passive investment strategy, it is active, dynamically aligned with Tribal priorities. The explanation given of a passive strategy is incorrect. The Tūhoe Trust Fund manages risk by spreading funds across 3 investment portfolios; Tribal Economic Development, Operations, Sharing and Growth Projects.

The Facts -

Hapū and Tribals need to resew the want for responsibility and leadership. This being the character necessary to build owner operators, leaders and managers of new business i.e. planners, architects, designers, roading controlling authorities and engineers from within the hapū that services the wider community. To design careers and a workforce that restores Te Urewera and raises care for community and each other needs to be worked out. That is the pathway to Te Mana Motuhake o Tūhoe. TUT is not a Government agency, TUT does not seek to replicate a Government department as this sits in opposition to its vision and mission statement for te iwi o Tūhoe. TUT is responsible for meeting the standards of Tūhoe permanency and Mana Motuhake. The iwi tari TUT supports the economic growth and development of Tūhoe Tribal authorities, their leadership and collective Tribal Kaupapa. TUT represents Tūhoe on external matters and manages the effects. It is responsible for growing the Tūhoe Trust fund of today and tomorrow generation of Tūhoe. Its duty is to support Tūhoe Tribal capacity and capability by agreement and assure the proper functioning of TUT.

The issues being supported by biased and racist journalism by the Beacon

Mana Motuhake does not work for me, we should replace it with economic development and individual wealth.

21 May 2019 – Pest Control numbers low for The Urewera. Referring to Dec 2018 AGM presentation.

-

Poor trapping responses, questioning management ability to deliver on aspirations.

13 August 2019 – Keeping Tūhoe dependent on leaders. According to Mason Durie, TUT are not leaders.

Spending is excessive. Buildings are foolish.

-

-

There is no transparent financial reporting.

There is a lack of understanding on the intent, meaning, construction and application of Te Urewera Act, Te Kawa o Te Urewera, Annual Priorities, or operational approach. Tiniwai Te Whetu living in Hamilton, Corrections, just returned to Kawerau, no experience or background in pest control in Te Urewera.

-

Like marae, buildings offer spaces of leadership to design them, build them, imagine work flows in, engineer them, create art for them, share stories about them, landscape for them and more. They are a practical demonstration of sharing, individuality, contribution and ultimately shared and helpful use. They have been a Tribal response to mahi tahi, employment, planning and reviving today and tomorrow expectations. TUT is backing emerging leadership on the ground, in our hapū, and in our valley’s – not the office. Look to your hapū for leadership. You will find it there. TUT is not the iwi Leadership.

-

Trapping responses have been recorded in Te Urewera for the last 15 years, thus trapping responses are compared to historical efforts. DOC investment in areas has receded consistently over the last 15 years, meaning less trapping effort. Te Kawa has a primary focus on human behaviours that impact Te Urewera, that will take time to arrest, correct and educate anew. Today’s generation will not have all of the answers for that. TUT has invested in Tūhoe Tribal ahikā – who are now forming Bushcrews in Te Waimana, Rūātoki, Waikaremoana and developing in Ruatāhuna. TUT accounts are reported in hard and soft copy 20 days prior to Dec AGM’s. These are audited. Wellington Managing Director of BDO New Zealand, has attended every TUT AGM to independently present the financials. Every AGM has relevant stations after the hui to answer specific questions; i.e. Finances, Tribals, Iwi initiatives.

Nobody wants to listen to me.

My hapū is not picking me as their spokesperson or their leader.

13 August 2019 – Keeping Tūhoe dependent on leaders. Te Kohinga acknowledges Sir Mason Duries views on leadership when he states “Good leaders are servants of their people bad leaders makes their peoples servants”

Te Kohinga continue to call for a review of Te Uru Taumatua, especially its Trust Deed and decision making processes The current TUT Trust Deed permits a very small number of Tūhoe to appoint the leadership

-

Tiniwai Te Whetu is not a signatory to the Political Compact. He does not say who he is representing. The Settlement absolutely intended to change the divisive, and dishonest actions of government and local government within Te Urewera. TUT acquires no distinct authority, it acts as a post office – by the direction of its Tribals.

-

There is no Council of Tūhoe Kaumātua. Ruatāhuna, Waikaremoana, Rūātoki confirm that their pakeke are not represented by this group. There has been NO review of Te Mana Motuhake. False. All Tūhoe descendants no matter where they live are permitted to appoint leaders through their marae, hapū and Tribals. o Te Waimana: Ryan Te Waara and Peter Madden are Trustees o Ruatāhuna: Ngatai Rangihau and Jackie Te Amo are Trustees o Waikaremoana: Lorna Taylor makes the 7th Trustee. o Rūātoki: Tāmati Kruger and Patrick McGarvey COVID monies applied for café staff; and NZ public responsibilities with Te Urewera.

The SMP requires government agencies to be transparent in their dealings with Tūhoe, it requires Tribals and therefore all hapū to be informed of what and who is being funded to achieve Tribal community outcomes. It will require Tribal-Hapū approval for that. TUT is a filter, defending that transparency occur for all Tribals.

The Tūhoe Settlement is complex and I was not around for its development, therefore I don’t know how it all works

The SMP has been worked through hapū and Tribals incorporating their Tribal Spatial and Development priorities. All Tribal representatives attended a working session with government agencies who are working with Tūhoe to transfer social service responsibility and investment to Tūhoe = SMP. That investment will then be passed on to Tribals to work on delivery responses to hapū priorities.

I cannot accept that the home folk can be leaders, visionaries and managers – only our qualified, certificated Tūhoe should lead.

13 November 2020 Tūhoe - The iwi has spoken.

-

-

27 November 2020 Te Kōmiti o Runga retaliation process.

-

First Tūhoe Hui ā Iwi of pakeke called in the mana whenua territory of another Iwi. 147 people voting on resolutions put without any factual basis provided on the topics. That marae hui happen frequently and regularly, where kaupapa is shared, debated, prioritised, queried, tested, and supported. Tiniwai Te Whetu does not attend his hapū hui. Tiniwai Te Whetu has never requested a hui with TUT or a Tribal. Tiniwai Te Whetu with Te Waiarani Harawira has requested to view all Board minutes of TUT. That has been provided. No question or further discussion arose from that. Just ongoing media complaint with no basis. There is no retaliation. Withdrawal does have consequences, but these consequences apply to any marae withdrawing from the Tribal. TUT was created by 91% vote of registered Tūhoe people. TKOR has existed since 1940 and has always operated by the voluntary giving of time to the collective interests of the whārua and of Tūhoe.

-

No Tūhoe needs to wait for a hui. On any topic, people come in and have a cup of tea with people they have questions about. This occurs at TUT and our Tribals. Every day and many nights, any time.

I want direct access to the things I want, the hapū and the Tribal are not relevant to my lifestyle.

-

3 Hapū have withdrawn from the Rūātoki Tribal – Waikirikiri Marae; Te Pūtere and Ngāhina Marae. The Marae that ARE members of the Rūātoki Tribal are Tauarau Marae, Te Tōtara Marae, Ōwhakatoro Marae, Paneteure Marae, Ōhotu Marae, Te Rewarewa Marae, Papakāina Marae and Ōtenuku Marae. These marae communicated the consequences of withdrawal to those marae and of ANY marae from the Tribal that is because the Tribal serves its member Marae, but recognises the right of any Marae to withdraw from the Tribal. This has happened prior to settlement and has and will happen post settlement. The door is always open to them.

Hapū hui are not sexy but Govt hui are and I want to be at the top table

22 Jan 2019 – Review the answer to lack of trust. Tiniwai Te Whetu: TUT 2018 AGM outcome was poor management performance. Poor investment performance. Lack of Trust and confidence in TUT

Tūhoe AGM’s are about the people, NOT its money. Tūhoe don’t need speeches they need or want information, so AGM are organised to allow people direct access to the ‘horse’s mouth’. Questions about Te Urewera, talk to the teams. Questions about the money, the trust fund – talk to the Investment Committee. Questions about anything – talk directly to the Trustees, the managers, whoever. This is preferred over listening to people speech make their own individual topics that the rest of the whanau are not interested in. These sessions happen over Kai and continue for about 2 hours after the formalities. Beacon article was published after attending TUT AGM, where comprehensive information on state of Tūhoe nation was presented. Tiniwai Te Whetu did not attend any of the 12 monthly hapū hui. Did not attend the 12 Rūātoki Tribal hui. Did not attend any of the AGM workshops or information tables at the AGM hui. Beacon willing to publish individual and untested opinions on Iwi wide affairs. No testing.

Independent Auditor reports to ensure highest level accountability reporting is provided, this includes the treatment of entities within the Tūhoe group. The Investment Committee further talks to key parts of the Trust Fund. Hard copies of annual reports are sent twice yearly, the first outlining annual priorities ahead and then year end, annual report updates see https://bit.ly/3tJMFhh. Rūātoki Bushcrew work on the care of the nahere, not on Māori land court districts, TUTTKOR resources their bush crew to frontline and hands on begin the care response for the nahere

My old habits mean that I prefer pākehā governance administration over Hapū–Tribal led presentations, on the ground views and witnessing of growing leadership and responsibility of our ranatahi.

What was presented and reported: TUT return for the year 6.48% real (less tax, inflation and fees) so gross 8%. This was above the average market return for that period. Cash value appreciation $9.25m We made $24.2m and used $11.25m and reserved $13m. $11m used on Te Urewera, Tribal-Hapū priorities, Medical Centres, Te Tii Ruatāhuna. Find information in the annual report here: https://bit.ly/3tJMFhh.

I want the chequebook.
