Being forcibly relieved of our responsibilities for 150+ years, and at the whim of other peoples rules, systems, culture and decisions has meant that we are out of practice.
But....our hunger for recovery is limitless. Our desire to dream again is boundless. Our drive to be responsible for Te Mana Motuhake o Tuhoe and do what we know is right, insatiable.

Leadership must be Tūhoe centred in their actions, have global awareness in their deliberations, ideas focused on growing Tūhoe self-reliance; autonomy will assure that continuity of Tūhoe culture, language and identity – our greatest assets and sources of our worth, honour and prosperity.
BLUEPRINT PURPOSE Te Urewera - our homeland. Encompassing te rohe pōtae o Tūhoe in its entirety. Our tikana of rights and obligations, our need to use our natural resources, our responsibility to bring employment, wealth opportunities and desirable lifestyle.
Whānau, hapū, Iwi are the institutions of Tūhoe, the way Tūhoetana is practiced, celebrated, transmitted, shared and evolved. Whānau is the nation builder, the origin of Tūhoe identity. The vibrancy and potency of Tūhoe is dependent on the vibrancy and potency of Tūhoe institutions.

The Te Uru Taumatua annual plan guides us on the small steps that we must take to enact and bring to life the 40 year Tūhoe vision, “The Blueprint”.
A commendable Blueprint is not in itself a measure of success. Strategy is not sustainable alone but must be accompanied by a crafted implementation plan. Our success in this endeavour is to be measured by the degree of applying Tūhoe values and priorities into the day to day operations of the new Tribal Authority.
Six years into our post settlement revival we are at the stage that we are clear of where we need to be. How far away from that we are. And the mahi to be done to get there.

Anamata TŪHOE FUTURES A storytelling journey is developed, and KINSHIP STORIES are collected and shared to revive the connectedness between hapū and whārua, past and present.
TE WHAREPURI is restructured to deliver a public community service and encourage connectedness with COMMUNITY MARKETS that are run by the people, for the people. A DIGITISATION SERVICE is established to engage Tribal volunteers and initiate community involvement; Regular release of stories retold through art and through the eyes of tamariki and pakeke.
CULTURAL DEVELOPMENT UNFOLDS to mean the expression of Tūhoe social, economic and political development. Widespread understanding of TUT structural organization, where priorities are derived and why the focus is on Tribal – hapū redevelopment. The MARAE DEVELOPMENT PLAN for Rūātoki is delivered. Tūhoe continues collaborating and supporting the RUAPANI NEGOTIATING GROUP to achieve its desired outcomes
by bringing to light the difficulty that has damaged mana tanata relationships in Waikaremoana. We look to design-build HAPŪ VILLAGE COMMUNITIES to fortify the future by encouraging village living, and working with regional councils and crown agencies to support behavioural change from living life to excess to one of living with the land.
WE FORECAST OUR FUTURE LIFESTYLE NEEDS by expressing what climate change means for Tūhoe by hosting an ‘Earth Day’ event; describing seasonal and cultural change patterns connected to changes in Te Urewera landscape and climate; and studying name changes over time and across landscape. WE REBUILD OUR SENSE, ADMIRATION AND KNOWLEDGE FOR TE UREWERA. The transfer of DOC archival holdings on Te Urewera to Te Wharepuri is planned; friendship heritage stories are collected for insight into Te Kawa development; and a summary of pest-control strategies used through time is published.

We sense the need to EXPLORE NEW THOUGHT PATTERNS and create infrastructure that grows responsibility, and not dependency.
PERSONALISING TE KAWA O TE UREWERA and experimenting with how the principles could be applied to operations. SELF-AWARENESS of our development stage and journey increases with new induction tools to express a unified view on Te Urewera connection, allowing everyone to deliver the same message. An INTERACTIVE TIMELINE helps tell the story of Te Urewera, understanding past responses to the pressures of the time. Learnings from the past contribute to a new approach for managing the impacts on Te Urewera.
BASELINE CONTROL OPERATIONS within Te Waimana and Waikaremoana are running at required levels for effective control. The infrastructure network is addressed and WORKFORCE CAPABILITY needs are developed through shared understanding and commitment. TŪHOE INSTINCT innovates Tribal control strategies. A shared sensing of pressures, and Tūhoe knowledge of caring for Te Urewera creates a unified control strategy. Recommendations are put
forward for a better possum permitting system that considers livelihood against the health of the nahere. The value of RONOA is shared as are examples of where LIVING WITH THE LAND is practiced. Establish MANUHIRI STORYTELLING in Te Kura Whenua to weave together the complex history at Waikaremoana. Taona are on display, creating a space of learning and sharing between manuhiri and tanata whenua. Invite new conversations and test basis for real and enduring relationships with FRIENDS OF TE UREWERA . A summer season programme for the Waikaremoana Great Walk and surrounds provides the foundation for meaningful conversations and interaction. A TŪHOE APPROACH to managing huts and tracks is designed to bring meaning to natural features mixing heritage, experience, and mana whenua connections. All structures are up to a safe standard, enhancing a Te Urewera connection and experience.

TŪHOE PEOPLE A range of KAINA TAHI supports are launched to raise resiliency and responsibility in the home including financial planning; financial literacy training; debt and budget management. Healing ourselves leads to greater ihi, wehi and wana. COUNSELLING SUPPORT in individual and group settings is established; a workforce programme for whānau support kaimahi is developed. Tūhoe EMERGENCY HOUSING is established for whānau who need time and space to find their footing to take the next step into their own home. A description and framework for a TŪHOE LEARNING ENVIRONMENT is set, with a keen understanding of what Tūhoe things need preserving. Learning packages for TE KURA WHARE TECHNOLOGIES – uku, wetlands, water are created. Working with Orana Tamariki, the MATEMATEĀONE WORK PROGRAMME is operational with the Tūhoe way of caring shared to design Tūhoe caregiver and home assessment standards; a whare
for respite and emergency care opened; and therapies explored to support tamariki returning to Tūhoe homes. A PLACE OF RESPITE for whānau to take time away from their everyday life to care for their whanau who suffer with addictions (alcohol, drugs, gambling) is opened with whanau-based therapies, clinical and medical support. The current Mending Room operational model is designed and tested to introduce TRIBAL MENDING ROOMS, and expands to include family harm and care and protection services. Social village development explores climate change and COMMUNITY LIVING STANDARDS. All four Tribal Medical Centres are established and operational. A Tūhoe model of care is developed to identify Tribal health priorities and disparities. SMP Year 1 of the next 5 years begins leveraging HEALTH PLANS to support improvements of our Medical Centres.

Te Urewera architecture is intentionally built to express TŪHOE SPIRIT AND RESPONSIBILITY, past and future. Support the design and build of the living system, physical and social infrastructure for the first pilot TŪHOE TRIBAL VILLAGE in Tāneatua. We TAKE OUR CAPABILITY NEEDS into our own hands and increase skills, experience, work ethic and workmanship by facilitating tailored learning opportunities through Primary ITO’s. Drawing from Te Kawa, TE UREWERA REIMAGINES A NEW TOURISM EXPERIENCE and we engage an iwi wide conversation with the aim of understanding and unifying views on authentic and regenerative experiences, grounded in Tūhoe values and instinct.

Facilitate an independent audit of TUT infrastructure - identify gaps and create work programmes to address these gaps. The Investment Committee’s work programme for 2020-21 is developed, as is operational and maintenance programmes for TRIBAL MANAGED INFRASTRUCTURE.
