TŪHOE - TE URU TAUMATUA Bringing the Blueprint to Life

2018 . 2019


Tūhoe Te Uru Taumatua exists to serve the collective interests of Tūhoe Tribals, Hapū and Whānau. Tūhoe Permanency, Mana Motuhake and Matemateaone are the guiding principles to our goals. As we delve deeper into our post-settlement recovery we realise our distance from our desired objective. A collective approach by one and all is required to turn decades of loss and erosion into a prosperous Tūhoe Future, a mighty challenge worthy of our full attention and very best effort. As Te Uru Taumatua does not deliver Tribal services, Tribal interdependence and the sharing of responsibility is essential to our revival.

Our Annual Plan is our way of bringing the Tūhoe Blueprint to life, our commitment to Tūhoe people.


Te Urewera our homeland. Encompassing te rohe pōtae o Tūhoe in its entirety. Our tikana of rights and obligations, our need to use our natural resources, our responsibility to bring employment, wealth opportunities and desirable lifestyle. (The Blueprint, pg 18).

Whānau, hapū, Iwi are the institutions of Tūhoe, the way Tūhoetana is practiced, celebrated, transmitted, shared and evolved. Whānau is the nation builder, the origin of Tūhoe identity. The vibrancy and potency of Tūhoe is dependent on the vibrancy and potency of Tūhoe institutions. (The Blueprint, pg 13).

Leadership must be Tūhoe centred in their actions, have global awareness in their deliberations, ideas focused on growing Tūhoe selfreliance; autonomy will assure that continuity of Tūhoe culture, language and identity – our greatest assets and sources of our worth, honour and prosperity. BLUEPRINT PURPOSE

A commendable Blueprint is not in itself a measure of success. Strategy is not sustainable alone but must be accompanied by a crafted implementation plan. Our success in this endeavour is to be measured by the degree of applying Tūhoe values and priorities into the day to day operations of the new Tribal Authority. (The Blueprint, pg 18).


Anamata TŪHOE FUTURES ‘Where your sense of belonging is strong and strength is measured by your willingness to share it.’ Anamata provides a powerhouse of information about Tūhoe and is stored in Te Wharepuri research library and archives. Tūhoe records, statistics and census information provides Anamata with useful planning tools for the continuity of Tūhoe culture, language and identity – our greatest asset and source of our worth, honour and prosperity.

This year we want to: • Have confidence in our behavioural changes - from living life to excess to one of living with the land.

• Build a greater understanding of the Tūhoe style of shared leadership, authority and responsibility is restored.

• Connect with thought leaders in climate change. Future lifestyle needs for Tūhoe will begin to be forecasted.

transferred to Te Wharepuri and we will assist with developing new messages to replace outdated statements.

‘Our responsibility to Te Urewera makes us resilient deserving people.’ A Tūhoe tīkana of rights and obligations approach is used to grow and manage biodiversity taona. Ōnukurani are also charged with on the ground organisational structural capability and leadership.

This year we want to: • Significantly reduce pressures on Te Urewera to enable a rebalancing of her natural state. • Reconnect people to the healing-life potency of Te Urewera, and understand

the place of ronoa in the need for connection with Te Urewera. • Strengthen relationships. Those once considered ‘concessionaires’ of Te Urewera become

friends - based on highly reciprocal contributing connections. • Planning for future proofing responsible water infrastructure in the whārua is underway.

‘Our ability to care about ourselves helps us care for others and all things around us.’ Tūhoe expertise in this area has stimulated deep and meaningful considerations for the Service Management Plan. This plan takes an intergenerational approach to achieving its goal of creating healthy, thriving whānau. Iwi work in partnership with the Tribals to evolve productive relationships with external agencies, to develop on-theground approaches to social challenges afflicting many Tūhoe whānau today.

This year we want to: • Gain a deeper understanding as to what is needed to bring Tūhoe tamariki back to healthy homes.

• Iwi and Tribals will seek to strengthen the mandate for a MOE-Tūhoe design team.

• Innovation potential will be scoped, and resetting all definitions of schooling will be undertaken.

‘Our livelihoods are regenerative, they reconcile our lifestyles with Tūhoe values, virtue and instinct.’ The current economic situation of many Tūhoe whānau is bleak with widespread poverty, high unemployment and low educational achievement. While the future is bright, conditions may not improve quickly and long and short-term planning is needed to create sustainable access for Tūhoe people, whānau and hapū to prosper. Our vision is to create livelihoods that are regenerative, they reconcile our lifestyles with Tūhoe values, virtue and instinct.
