BUILDING 14 SPACE OPTIMIZATION PLAN Our team executed a comprehensive Space Optimization Plan for the Surface Warfare Medical Institute (SWMI) at Naval Medical Center San Diego. We conducted a Basic Facility Requirements (BFR) validation and facility condition assessment, identifying a 7,600-square-foot spatial deficit and critical failures in aging mechanical, electrical, and plumbing (MEP) infrastructure. By integrating stakeholder requirements with fleet training data, we quantified the precise gap between current capabilities and the facility's mission to train over 1,100 students annually. To resolve these deficiencies, we developed and analyzed three distinct Courses of Action (COAs), ranging from internal reconfiguration to a full Military Construction replacement. We provided the client with a detailed comparative analysis that weighed construction costs, operational disruptions, and long-term sustainment risks. The final deliverable served as a strategic roadmap, equipping the Bureau of Medicine and Surgery (BUMED) with the data-backed justification needed to secure funding for essential modernization and capacity expansion.
AVIATION SURVIVAL TRAINING CENTER MIRAMAR We developed a comprehensive Analysis of Alternatives and Facility Condition Assessment for the Aviation Survival Training Center (ASTC) at Marine Corps Air Station (MCAS) Miramar, evaluating critical infrastructure supporting Navy and Marine Corps aviation survival training. Our team assessed the 1960s-era complex, identifying a 40% spatial deficit regarding the Navy’s Medium ASTC standard and documenting severe corrosion and system failures driven by the facility's open-air pool configuration. We synthesized these physical findings with operational data to quantify the mission risk, demonstrating how environmental exposure and undersized support capabilities were actively degrading training throughput and readiness. To address these challenges, we developed and modeled four COAs, ranging from temporary pool enclosures to a complete facility replacement. Our analysis looked beyond initial construction costs to show the significant "hidden" operational risks of retrofit options, specifically calculating the financial and readiness impacts of a required 15-month training shutdown. We ultimately delivered a substantiated business case for a new, purposebuilt facility, providing the client with the strategic justification needed to avoid costly displacement cycles and ensure uninterrupted long-term mission capability. FACILITIES UTILIZATION STUDY FOR VETERINARY TREATMENT FACILITY CLIENT: USACE / NAVY BUMED LOCATION: CFAY, JAPAN CONTRACT / TASK ORDER: W9126G19D6000/W912BV24F0374 Our firm provided specialized Master Planning and Facility Utilization Support to the U.S. Navy, conducting a detailed assessment of the Veterinary Treatment Facility at CFAY. The project addressed critical operational gaps in an aging, undersized facility responsible for the readiness of Military Working Dogs (MWDs) and the care of government- and privately owned animals. We executed a comprehensive Facility Utilization Study and Deficiency Tabulation, identifying severe spatial constraints and cross-contamination risks that compromised mission support and biosecurity. To resolve these deficiencies, our team developed and evaluated three distinct COAs, ranging from essential system repairs to full facility replacement. We ultimately defined a preferred strategy focused on renovating and expanding the existing structure to separate clinical operations from administrative functions, ensuring compliance with Unified Facilities Criteria (UFC) 4-510-01 for Medical Military Facilities. The engagement culminated in the delivery of a validated Program for Design, rigorous parametric cost estimates, and DD Form 1391 programming documentation to justify future MILCON funding.
FY24 BUMED MASTER PLANNING & FACILITY ASSESSMENT SUPPORT CLIENT: USACE / NAVY BUMED LOCATION: SAN DIEGO, CA (NAVAL MEDICAL CENTER, NAVAL BASE POINT LOMA, MCAS MIRAMAR) CONTRACT: W912BV19D6000 Our firm provided comprehensive Master Planning Support and Facility Condition Assessments to address critical infrastructure and space utilization challenges across three major naval installations in San Diego. The scope required a strategic approach to resolve significant space deficits for high-priority training commands, including the Surface Warfare Medical Institute and the Navy Drug and Alcohol Counselor School. We executed detailed Space Optimization Studies and Asset Evaluations, analyzing floor plans and functional requirements to develop actionable BFRs. A second task component of this engagement involved a technical feasibility study for the Aviation Survival Training Center at MCAS Miramar, where we evaluated pool enclosure options to mitigate aircraft noise and environmental impacts on training operations. Beyond planning, our team performed targeted engineering assessments of heating, ventilation, and air-conditioning (HVAC) and electrical systems to identify deficiencies and forecast renovation costs. The project culminated in the delivery of economic analyses, Class III parametric cost estimates, and DD Form 1391 documentation to support future MILCON funding.
MASTER PLANNING & CRITICAL INFRASTRUCTURE SUPPORT FOR U.S. SPACE FORCE CLIENT: USACE / U.S. SPACE FORCE LOCATION: VARIOUS LOCATIONS (PETERSON SFB, SCHRIEVER SFB, KWAJALEIN SFS, VANDENBERG SFB) CONTRACT: W9126G19D6000 Our firm delivered comprehensive Master Planning Support Services to the U.S. Space Force, addressing critical infrastructure resilience and facility requirements across a global network of CONUS and OCONUS installations. We executed a diverse portfolio of Planning Charrette Reports (PCR-I) for MILCON projects and Concept Charrette Reports for Facilities Sustainment, Restoration, and Modernization (FSRM) efforts. Key strategic planning initiatives included defining facility requirements for the 16th Electromagnetic Warfare Squadron and the Space Innovation Resource Exchange (SPIRE). One of the key projects was a technically complex Chilled Water System Study for the Space Fence Radar at Kwajalein SFS. Tasked with mitigating rapid equipment degradation in an extremely corrosive marine environment, our team evaluated engineering solutions to replace failing chillers and isolate mission-critical cooling loops. The broader scope included developing redundancy and repair strategies for high-priority utility systems, including electrical distribution for Uninterruptible Power Supplies (UPS), water storage, and HVAC infrastructure at remote tracking stations.
