Established in 2005, Tepa, LLC (Tepa) is owned by the Paskenta Band of Nomlaki Indians. The Tepa Companies are wholly owned subsidiaries of Tepa, which provides a common administrative and executive management team to reduce client costs and improve project efficiency. Tepa’s Engineering & Environment division is comprised of five Indian Small Business Economic Enterprises companies. Tepa brings complementary technical capabilities in numerous engineering and environmental specialties that support federal, state, local, commercial, and tribal clients, with deep experience serving the U.S. Army Corps of Engineers (USACE) and Department of Defense (DoD) installations and mission-driven programs.
In the Pacific, Tepa is supporting Naval operations at Joint Base Pearl Harbor-Hickam (JBPHH) through data analysis, fuel operations, records management, and stakeholder briefing support. We pair small-business responsiveness with the technical depth, project controls, and national resources of the Tepa Companies to help clients meet regulatory requirements; manage risk; and advance resilient, sustainable infrastructure solutions. We have a range of capabilities including fuel storage and distribution Operations Support, military master planning; Military Munitions Response Program support; specialized conceptual site model (CSM) development and refinement; per- and poly-fluoroalkyl substances (PFAS) investigation, technical support, and response; environmental remediation; compliance; and cultural and natural resource management.

Tehama ECS provides a broad range of subject matter expertise for CNIC-Joint Base Fuel Department (JB7) and Navy Closure Task Force Red Hill Bulk Fuel Storage Facility and the continued operations. In addition, the team is collecting, organizing, and preparing briefings, records, and Requests for Knowledge for key stakeholders, regulators, and senior officials. Tehama ECS is teamed with Pond & Company on this contract.
Naval Air Systems Command (NAVAIR) Ranges Management & Technical Services

Our team provided National Environmental Policy Act and environmental compliance support services for this Cost Plus Fixed Fee project. Services included environmental, GIS, analytical, engineering, communications, public involvement, and training to the Range Sustainability Offices at NAVAIR and at the Naval Air Warfare Center, Aircraft Division located at NAS Patuxent River.
Our team, Tepa EC, LLC (Tepa EC) and Tehama, are working with the USACE Savannah District to perform environmental remediation activities at Moody Air Force Base (AFB). Tepa EC was contracted to complete the work in support of the Environmental Restoration Program at Moody AFB, an active DoD facility located approximately 10 miles northeast of Valdosta, Georgia, in northeast Lowndes County. Tepa EC and Tehama are teamed with Arcadis U.S., Inc. on this contract.
The $7M project began in September 2020 and will be completed in September 2027. This multi-year performancebased contract will conduct site restoration and achieve Performance Objectives at nine Installation Restoration Program sites with chlorinated solvent-related contamination. This includes maintaining established remedies, implementing optimizations to enhance remedial progress at applicable sites, and achieving site-specific objectives.
Former Camp Swift MRSs 10, 12, 13, 14, and 15 MEC Remedial Action

Tehama TS is executing this Formerly Used Defense Site (FUDS) munitions and explosives of concern (MEC) remedial action (RA) project, which involves the completion of various tasks and deliverables to support an MEC RA for the Camp Swift FUDS munitions response sites (MRSs) 10, 12, 13, 14, and 15. Camp Swift is a 30,538-acre FUDS (Property Number K06TX0304) and is located approximately 20 miles east of Austin, Texas. The MRSs were used as the main artillery range and impact area/buffer zone during Word War II. The final remedy for the MRSs is Surface and Subsurface Removal of MEC to 1.5-feet below ground surface using advanced geophysical classification with Land Use Controls.
Facilities Utilization Study (FUS) for Veterinary Treatment Facility (VTF)
CLIENT: USACE / NAVY BUMED | LOCATION: CFAY, JAPAN
Our firm provided specialized Master Planning and Facility Utilization Support to the U.S. Navy, conducting a detailed assessment of the VTF at Commander Fleet Activities Yokosuka (CFAY). The project addressed critical operational gaps in an aging, undersized facility responsible for the readiness of military working dogs and the care of government- and privately owned animals. We executed a comprehensive FUS and Deficiency Tabulation, identifying severe spatial constraints and cross-contamination risks that compromised mission support and biosecurity.
To resolve these deficiencies, our team developed and evaluated three distinct courses of action, ranging from essential system repairs to full facility replacement. We ultimately defined a preferred strategy focused on renovating and expanding the existing structure to separate clinical operations from administrative functions, ensuring compliance with Unified Facilities Criteria 4-510-01 for Medical Military Facilities. The engagement culminated in the delivery of a validated Program for Design, rigorous parametric cost estimates, and DoD Form 1391 programming documentation to justify future Military Construction funding.
PFAS Basewide Hydrogeologic CSMs at 43 Bases

Tehama ECS is supporting the Air Force Civil Engineer Center in the completion of Basewide CSMs using Environmental Stratigraphy Sequencing (ESS) at multiple Air Force (AF) installations. The Tehama ECS Team is updating CSMs at three AF installations and developing base-wide CSMs for 40 AF installations using ESS techniques to develop detailed stratigraphic cross sections, culminating in final base-wide CSMs. The CSMs with detailed stratigraphic cross sections will serve as a primary tool to understand and predict contaminant dispersion patterns.
The CSMs organize available site information and synoptic water level measurement events to facilitate a better understanding of the site. This effort includes gathering data from many different sources; organizing and analyzing data; and presenting results in a detailed, high-quality, and defensible base-wide hydrogeologic CSM report. The result of this work produces a comprehensive Basewide hydrogeological CSM or update to the existing CSM; an advanced high-resolution understanding of contaminant migration pathways; compilations of useful datasets comprising both new data and newly conditioned and analyzed existing data; and recommendations for AF restoration program activities such as PFAS Remedial Investigations, remediation activities, and the Base-wide Optimized Remediation Contracts.
Fort Hunter Liggett (FHL)/Parks Reserve Forces Training Area (PRFTA) Compliance

Since 2015, Tehama and Tehama ECS have been awarded three consecutive contracts to provide comprehensive technical environmental compliance support to comply with Executive Orders and federal, State of California, and local environmental regulations, statutes, and policies. Services provided included routine field inspections, sample collection, data gathering, maintaining equipment inventories, preparing permit applications, preparing regulatory reports, and maintaining compliance program guides at FHL and PRFTA to achieve applicable requirements and program objectives of the compliance programs listed in Army - Environmental Protection and Enhancement AR 200-1.

The Tepa Companies support federal agencies through authorized contracting pathways, including the SBA 8(a) Business Development Program, when appropriate and in accordance with applicable statutes and regulations. As a tribally owned 8(a) participant, we help agencies meet mission requirements efficiently while maintaining strong governance, internal controls, and performance accountability.
Under 13 Code of Federal Regulations §124.506(b), tribally owned 8(a) participants may be eligible for sole-source awards with standard thresholds of $25M for civilian agencies and $100M for DoD agencies. Awards above these thresholds may be made when the Contracting Officer determines a higher value is appropriate and documents the rationale in writing in accordance with the regulation.
