A program from University of Missouri Extension’s Missouri Training Institute (MTI) provides training for educators who help dropouts seeking their high school equivalency credentials. Each year more than 3 million young Americans enter adulthood without a high school diploma. Stacey Blodgett, a trainer and consultant with MTI, oversees teacher training through the Missouri Adult Education and Literacy program, in cooperation with the state Department of Elementary and Secondary Education (DESE). “These students need to have an education so they are competitive in the workforce,” Blodgett explains. “They need to develop skills to give them opportunities. With opportunities in education, they have opportunities for employment. If our students are employed they are no longer accessing social welfare programs and become contributing citizens, paying tax dollars, which assist communities to be strong.” MTI has worked with DESE for the past three years to train adult education and literacy instructors. Lorri Davis, an adult education teacher in Macon, works with local students to improve their math skills and help them reach their high school equivalency goals. Davis is one of more than 700 Missouri adult education teachers who receive MTI training annually to improve their teaching proficiency. She feels a lot of responsibility working with her adult students and is honored to help them. Students return to further their educations for a variety of reasons. Samantha Thompson, one of Davis’s students in Macon, wants to work in child development and start her own day care. Another Macon-based student, Ryan Perrin, likes science and wants to pursue a career in radiology. “I need to get back on track and better myself,” says Ryan. “The more one-on-one help you get, the easier it is to learn. A positive attitude has a lot to do with it. I pick myself up and keep going. That’s all I can do.” Thompson and Perrin are just two examples of the many young adults in the state who’ve returned to the path of education. It will help them meet the demands of an increasingly complex work world.

Emergency Food Assistance Available

Ralls County Health Department Providing Emergency Food Assistance for county residents in need The loss of NECAC services left a need for emergency food assistance in Ralls County and the Ralls County Health Department is stepping up to fill the void. While the health department lacks the facilities for an everyday food pantry like those like the New London Baptist Church and Olivet Christian Church

they realize the importance of assistance for Ralls Countians facing an unexpected food crisis due to job loss, medical emergencies, or financial crisis. Those needing assistance will need a referral from a church, DFS, home visit, or other agency. They must be residents of Ralls County with proof of residency and valid id.

Donations may be dropped in a barrel set up at Dollar General in New London or at the Ralls Couunty Health Department. The food pantry officially opens on January 5, 2015. For more information call Maekayla Wiler at (573) 985-7121.

911 CENTER GRAND RE-OPENING

RIGHT - Director Mike Arnold addresses a full house at the Grand Reopening of the Ralls County 911 office. Ceremonies included an open house and a dedication ceremony in which the new flag pole was dedicated to former director, Becky Leake. Director Arnold thanked the community, the 911 board, local emergency service agencies for their help reopening the center, and the Marion County 911 for keeping Ralls Countyians safe in the interim. I was watching Mark Twain youth basketball games last Saturday. It was cold and rainy and a miserable day outside. Inside on the courts was another world. The young athletes brought their entourages so they could divide and conquer sibling teams and games scheduled in four different schools. Cars leap-frogged down Hwy 19, wipers on and tires splashing in a long row of headlights to the next game. One spectator mused that perhaps starting youth leagues at such early ages, in whatever sport, would cause

burn-out in student athletes before they hit high school. There are a few casualties due to the demanding schedule of after school practices and weekend games. But, maybe that’s why so many adults are supporting their children and grand-children in these early activities. So many of said adults had four to six years of sports and they wanted more. Some feel that early exposure leads to a better chance of getting a college scholarship, an almost unheard of event when I graduated. Now, even small high schools

have student athletes who sign to play college sports. I can see where you could burn out – if you did the same thing over and over. But, if you continually grow and evolve in the sport or activity, pushing yourself toward new goals, it becomes a life-long way of staying fit and active. Kids in our area have the opportunity to learn hunter safety at an early age. They hunt with both firearms and bow. Again—a life-long skill that most will practice well into adulthood. Many put into practice every day the skills and knowledge they learned in ag and other vocational classes. Participation in 4-H and FFA spans 10 or more years for some of our youth. What about other aspects of our lives. Do we burn out on our faith just because we attend weekly services? Or do we get involved in service projects; gathering groceries for food pantries, teaching youth classes and attending adult Bi-

ble study groups? How many times have we read the same passage or heard it discussed? Hopefully we gain new insight on the message, not just from the speaker’s interpretation, but also from our own aging and life experiences. On a recent trip to the bookstore I picked up a copy of a young adult classic, a Newberry book, always a good choice. It’s been a while since I read it and taught it in English class. I looked over the other books in that section. Most I had read while taking classes in Young Adult Literature at Mizzou and I loved them. Many were familiar to me, but some were not. I enjoyed reading them because as an adult I brought more to the book. I made connections and drew analogies that eluded me as a young reader. Repetition can be a good thing. It can serve as the base to build new skills and gain new wisdom. The same-oldsame-old isn’t always so.

Reviewing the “our view” from the Dec. 26, 2014, QHW really makes me wonder what motivates some people and what other people are thinking when they engage in bobble-head agreement. For years now we have been told that increasing prices for just about all consumer products are because of increasing fuel costs. Well, fuel prices in the U.S. are approaching those of the PCE (pre-cyber era), when some people still had black and white TV’s, a hack was a cab, and battery-powered radios the size of a modern microwave traveled the streets on people’s shoulders at full volume. And consumer prices have …? Now, Rep. Joe Barton, R-Texas (surprise) is proposing repeal of the ban on exporting U.S.

crude oil. The QHW editorial states, “Some suggest that lifting the ban on U.S. oil exports, as Rep. Barton proposes, would reduce the supply of oil on the domestic market and put pressure on pump prices.” But the EIA (U.S. Energy Information Administration*) released a study in October in which it concluded (*remember, this is a government agency) that U.S. gasoline prices would be unaffected if U.S. oil exports were allowed. That’s because the price U.S. motorists pay at the pump is determined, not by U.S. oil producers, but by the global market. Still, the 40-year ban on U.S. crude exports should be repealed. It would be at once good for the U.S. economy and good for “national security.” (The “national

security” issue, I have no clue as to the relevance, but it is a good “buzz phrase.”) Okay, let’s stop, take a deep breath and review history while reading between the lines. Americans are compelled to spend. If they don’t spend on fuel, they spend on goods, which generates sales tax and business income. Therefore tax. Remember last winter? Heating oil was unaffordable for many households, as was LP gas. In many cases both were rationed; even if you could afford it. Still, industry wanted to sell natural gas to Japan to capitalize on much higher prices. Those of us old enough to recollect the pre corporate-farm era remember that whenever true farm family farms started to make a decent return there would be an influx of imported meat and grain to drive the market down. How much have food prices dropped since large scale corporate agriculture contracted to foreign buyers to sell grain and meat? Individuals vote. Corporations contribute. Why should petroleum producers be forced to sell only in the U.S.? Because, right now,

the law says so. Why would they want to export if not for higher prices? Why would they want to export crude oil rather than a refined product? (Although non-refining does cut emissions and the cost of controlling them.) My guess is that the profit margin on crude is much better. Maybe lower taxes. And, why does Canada want to ship crude to our Gulf Coast refineries when they could send it to their coast to export? Could it be that global financial interests are applying pressure to the store-front corporations they have under their contractual thumb? The 2016 U.S. election year is essentially already in progress, and interested parties are eager to prostitute themselves to the most lucrative source of support. To quote Rep. Barton, “We need to rethink out-dated laws…” I agree. We need to rethink (and rejuvenate) the 1890 Sherman Antitrust Act, which prohibited abusive monopolies. This is harder to enforce when foreign puppeteers pull the strings of U.S. business. It is nearly impossible to enforce when prospective legislators follow the money. *Author’s interjection

Expect University of Missouri Extension Council Ballots Soon By Mail or Online

The University of Missouri Extension-Ralls County Council is conducting its annual election of new board members. As required by law, the extension council holds an election in January of each year. In Ralls County, ballots are mailed to all registered voters in the townships where board members are being sought. This year, council members are being elected from the townships of Saverton, Clay, Saline, Center, Spencer, Jasper and Town of Perry. “Voters should be receiving their ballot in the mail soon, reports Jim Meyer, County Program Director. Voters are asked to mark their ballot for only the township in which they live. Any two eligible voters may vote on the same ballot. Completed ballots should be returned to the Ralls County extension office by January 17, 2015 by folding the ballot, sealing with tape, stamping, and mailing. If needed, extra ballots are available at the extension office. The phone number is 573985-3911. Voters may also choose to vote electronically. According to Meyer, voters may go to the University of

Missouri Extension-Ralls County website at http:// extension.missouri.edu/ ralls/ and click the “elections” hotlink under the county extension council heading on the left side navigation bar. This will direct the voter to an online ballot. After entering some basic information, a voter will be able to cast their vote. The voting hotlink will only be available on the website January 7 through January 17. Meyer asks that voters choose only one method to cast their vote. If they vote by paper ballot they should not vote electronically. If they vote by electronic ballot, they should not vote by paper ballot. The University of Missouri Extension-Ralls County Council approves extension personnel, arranges for finances, and supervises educational programs in 4-H and Youth, Family Financial Education, Agriculture, Business Development, Nutrition and Health, Human Development and Community Development. The council members serve without pay to guide these programs. Please support your favorite candidate by voting and returning your ballot.

LOCAL HISTORY A View From the Past

“Yesteryears from the local papers” The pictures and the following article are courtesy of Ron Leake, president of Ralls County Historical Society. The following is taken from the Center, Missouri Centennial book published in 1982 from the library of the Ralls County Historical Society. Railroads – According to the old timers’ stories, and newspaper accounts of the early days the Short Line, as the Perry Branch of the Hannibal and St. Louis Railroad was called, did everything possible to serve the public. The trains would wait while stock was loaded, and ran special trains to all events along the track, such as the Ralls County Fair and Lincoln County Fair. Center and Perry had Korn Karnivals with special trains running from Hannibal. Lodge events, important trials, and Orrwood picnic would almost call for a special car to be run. R.S. Buchanan had special cars to have chickens and geese to Chicago, and Clyde Ardrey, Sr. rode along to feed and water them on the trip, then rode back home on a passenger train. These trips were usually just before Thanksgiving and Christmas. The Shortline {sic} – About 1870 or 1871 the counties of Missouri were seized by an epidemic of railroad fever and Ralls County engaged in the enterprise of building the Shortline {sic} from Hannibal to St. Louis, also a branch from New London to Perry. The grade for the latter route was built 20 years before the track was laid. The railroad finally reached Center in 1892. The stops were Hannibal, Oakwood, Salt River Switch, New London, Owendale, Briggs Station, Center, Orwood {sic} and Perry, anywhere it was flagged. At the time of the railroad was a rumor. Madisonville was a thriving village with five doctors, three drug stores, and the town plated with named streets. But with the advent of the railroad, Centre began to grow and prosper rapidly. The clipping following was published in the Center Herald in June of 1937. The author of the clipping was Arah J. Rice, born and reared in Center, Missouri, the son of George P. Rice and the nephew of Roy J. Rice. He and his brother, Roy K. Rice, are buried in Olivet Cemetery. The last agent for the Shortline {sic} was P.A. Swan. Tuesday morning while workmen were tearing out the foundation blocks of the Short Line depot building, Ira R. Allison and J.C. Lieurance found a bottle in one of the corner blocks from which the following note, with a railroad timetable, was taken: Center, Mo. Station June 14, 1911 This depot was built June 14, 1911. I was agent, operator, and agent master. H.M. Modisett, general manager. Size of the town about 600. Roy K. Rice, helper. Salary was $35.00. Old depot burned down third Sunday in June, or June 19, 1910. I am 22 years old. Would like to know the man that gets this bottle. Sealed at 1:30 p.m. Respectfully, Arah J. Rice, Agent There is another bottle in the N.E. corner. Included with the above note was a timetable of the St. Louis & Hannibal Railway in effect May 28, 1911, which announced close connections at Hannibal and Union Station, St. Louis, with all lines. A map on the back of the 4-page pamphlet showed the former main line road from Hannibal to Gilmore, where connections were made with Wabash

trains for St. Louis, and also a branch line from Ralls junction to Perry. Ten trains were operated daily over the main and branch line, and the timetable also included Wabash stations eastbound from Gilmore to St. Louis, and westbound from Gilmore to Moberly…The timetable was printed by the Standard Printing Co. of Hannibal, and the map of the railroad and converging lines was furnished by Poole Bros. of Chicago. Arah J. Rice, agent at this station at the time, with his younger brother, Roy K. Rice, as helper, was employed by the railroad for a number of years, thereafter as agent at Bowling Green. east corner of the foundation was empty when found and probably was intended merely as a marker to direct search for the other one. As it happened, the bottle containing the note was discovered first. Contractor Clay Roland, who was in charge of work for Martin Construction Co., of Hannibal, in tearing down the old depot to make room for the new highway, and erection of a new brick depot now underway stated … that he was employed to put the composition roof on the building. The first depot was struck by lightning and destroyed during a heavy rainstorm on the date mentioned, Sunday, June 19, 1910. The new station, the third

to be erected here, is being built on the site of the old elevator on the north side of the railroad track, adjoining the present elevator and a block nearer the business section. The papers found in the bottle were in perfect condition and the note written with pen and ink by the agent on railroad stationery was as clear and legible as when written 26 years ago. The papers taken from the bottle Tuesday morning, June 29, 1937, having reposed therein for a period of 26 years and 10 days, to be exact. The station’s crew for the Shortline {sic] here in 1923 were Joe Hughes, Wilford Wicks and Ernest Inlow.

This eagle was spotted in a tree along Highway 19 between Perry and Center last week. Several people in the area have spotted eagles in the fields and along the river.

Ralls County Sheriff Report Sheriff reports Dec. 21 at 8:05 a.m. deputy responded to a medical call involving a juvenile. The incident was not suspicious in nature and no further action was needed. Dec. 21 at 4:22 p.m. deputy assisted the EMS personnel with an unconscious male in the rural New London area. The male was transported to HRH for observation. Clarence Archie Bogue, 90, of Hannibal, passed away at 9:14 p.m. Wednesday, December 31, 2014, at Beth Haven Nursing Home. Funeral services were held at 2:00 p.m. Saturday, January 3, 2015, at the Smith Funeral Home and Chapel. Pastor Brian Ninedorf officiated. Burial was in the Salt Lick Cemetery in Spalding, Missouri. Visitation was held from 5:00 to 7:00 p.m. Friday, January 2, at the Smith Funeral Home and Chapel. Mr. Bogue was born February 4, 1924, the son of Samuel Martin and Cora Jane (Rosson) Bogue. He married Helen Alexander on June 25, 1998, in New London. She survives him. Survivors include his wife, Helen Alexander Bogue of Hannibal, Mo; one sister, Edith Gooch of Dove Creek, Colorado; three step-sons, Russell E. Alexander (Rickey) of Huntington, Mo., Allen J. Alexander (Linda Sue) of Oklahoma City, Ok., and Wm. Mark Alexander (Lori) of Center, Mo; five step-daughters, Joyce Drebes of Hannibal, Mo., Sue Foote of Hannibal, Mo., Janie Johnson (Dick) of Perry, Mo., Kathy Woodhurst of Perry, Mo., and Barbara Saul (Kevin) of New London, Mo.; numerous grandchildren and great-grandchildren and several nieces and nephews.

In addition to his parents, Mr. Bogue was preceded in death by two brothers, Walter and Robert; and four sisters, Viva, Lillie, Gertrude and Grace. M. Bogue was a graduate of Rensselaer High School and worked as a lifelong Ralls County farmer and stockman. He enjoyed hunting, fishing and most of all spending time with his friends and family. He was a lifelong member of Salt Lick Baptist Church where he had served as Deacon and a Sunday School Teacher. Pallbearers were Wm. Mark Alexander, Russell E. Alexander, Dick Johnson, Kevin Saul, David Jackson DDS, and Andy Woollen. Memorial contributions may be made to the Hospice Promise Foundation, in care of the Smith Funeral Home and Chapel. Mildred Darlene Dunlap, 87, of Perry, passed away at 9:23 a.m., December 29, 2014 at her home. She was born October 6, 1927 in Mexico, the daughter of Lawrence and Leona Pearl Hall Fecht. She was married to James Wallace Dunlap on June 29, 1946 in Mexico and he preceded her in death December 4, 1997. Survivors include: one son, Monty (Becky) Dunlap of Perry; one daughter, Tami (Gary) Cummings of Perry; one brother, Thomas Fecht of Nevada, Mo.; one sister, Inez Brown of Harrisonville; two grandchildren, Ian (Leslie) Dunlap of Jefferson City, and Tommy Cummings of Mexico; and three great grandchildren, Liam Dunlap and Whitney and Isa-

Mark Twain JV Tigers Defeat South Shelby

Tigers Fall to Monroe City Panthers

On Dec. 16 Mark Twain traveled to Monroe City and faced their former conference foes, the Panthers. The Tigers lost 44-58. Mark Twain led 12-10 after the first quarter, and further extended the lead with a 7-5 second quarter. The Tigers lost their edge in the third quarter, when they trailed 11-28. They were unable to regain momentum in a 1415 fourth quarter.
