“It wasn’t difficult for us to recognize that so many of the people that we work with not only have a behavioral healthcare problem, but they have a problem with physical healthcare or maybe their depression is partly related to not wanting to smile... their teeth not being what they should be,” said Preferred Family Healthcare President and CEO Mike Schwend. “So we thought and dreamed is there a way we can integrate care?”

A new healthcare provider with a full range of health services has opened in Hannibal. Clarity Healthcare held their grand opening on Monday, December 15.

Their professional staff of twenty-nine employees cover a full range of specialties, from primary medical and dental care, behavioral care, screening for cancer, communicable diseases, immunizations, family planning, and well health services for all ages. Behavioral health services, health education and substance abuse services are also part of their inte-

grated treatment system.

They utilize an electronic record system for a consolidated plan of care, which reduces medication errors, making care more efficient and effective and helps patients’ transition into other services for better overall health. All this is done in a unique and fun environment.

Well, it’s over. Another holiday season has come and gone. From October 31 through January 1 we cooked and cleaned, bought gifts and candy and ate till we couldn’t eat another bite. We’ve taken down the tree and packed away the ornaments and stockings; thrown away the stings of lights that twinkle no more.

The Advent Wreath has been put back on the shelf, but I’ll keep the Nativity scene up until after January 6. My goal for next year is to find a camel to join the three kings on their journey to

Bethlehem. And, as my makeshift star on the top of the stable keeps falling, I need one that will stay the course. I’ll add that to my list, along with new lights and Advent candles. Hopefully the feeling of Christmas joy will last throughout the coming year and maybe there’ll be more peace in this weary old world.

The words of John Lennon always come to me at this time of year.

“And so this is Christmas and what have we done?

Another year over and a new one just begun.”

What, indeed, can we do to make it a better year?

NEW YEAR’S REVELATIONS It’s great that the days are getting longer.

Unless, of course, one lives in Australia where they have just passed the Summer Solstice. It would seem logical that the start of the calendar year would coincide with one Solstice or the other.

That would be too easy.

Although, the Chinese did use both the summer and winter Solstices (or is it Solstici?) as reference to divide their year into 24 equal solar terms.

As with core math, that was just too simple. The start of the New Year was then determined as a lunar event occurring with the second new moon after the Winter Solstice (in the northern hemisphere). To further confuse the issue, this event is celebrated as the first day of spring. (Apparently there are no groundhogs in China.) This year will begin in China on February 19th, and be the Chi-

nese year 4713. Officially, this will be the year of the sheep (goat, for old codgers) and investing those born during this year as “warm-hearted, honest, artistically talented, naturalistic, and seekers of freedom.”

Pretty much every religion/culture observes its own New Year. If you’re a party person, however, do your homework before embarking on a global year of chasing New Year’s bashes.

Many of these celebrations involve fasting and prohibit any revelry.

The “Christian” calendar actually started during the reign of Numa Pompilius around 700 B.C.E. when he inserted February and January (in that order) into the blank space after the 304 day calendar ran out at the end of December and before the New Year started on March first. None of us here in God’s Country can do much to influence world leaders and change global dynamics. We can pay attention to local and regional government and take a more active part in the politics that directly affect us. We saw some strong evidence of that in the past year with the Grain Belt push. Local people spoke up – over and over, meeting after meeting. That particular issue is still relevant and I’m sure those who oppose it will be as vigilant as before.

It’s not just government that needs our attention. Our county is centered on its schools and its churches. Its focus is on the downtown areas of our towns as well as the Courthouse.

This coming year is full of opportunities to support our communities at 4-H events, local sporting events, summer festivals and parades. Let’s fill the pews and the bleachers. Let’s pray for

peace and wisdom and cheer for our young people. It takes a village to provide the environment that will help our young ones develop the skills, the knowledge and the character they’ll need to succeed when they leave our collective nest.

Let’s do our shopping in town where we can greet friends and neighbors on the sidewalk and in the aisles.

There’s a list of 2014 obits in this edition of the paper. There are friends and classmates on that list. Elders of the communities whose guidance will be sorely missed. I’ll try to be a better friend this year and a more attentive citizen. I’ll try to appreciate each and every day I have the privilege to enjoy. I want to be able to answer Lennon’s challenge with positive actions. I may not be able to cure cancer or solve education’s ills, but I can make a subtle difference in this small part of the universe.

To help make your New Year’s a bit more festive, we can report that Ralls County is still financially solvent. Even though the final collector’s report is not due until January 15th, and only about twenty-five percent of the assessed tax revenue has been received, the total bal-

ance in General Revenue shows $102,284.37 and total county assets at $2,388,070.59. Quite a comeback from $2,783.

The new (2015) budget must be delivered to the state by January 31st, and no money can be spent before the state receives it.

January 16, 2014: ‘Now on this day the Ralls County Commission held the public hearing for the 2014 budgets.

Robert L. See asked for the reading of the budget message from the clerk.

After the reading Mr. See asked if there were any questions. There were no questions. Those present at the hearing were Danny Clark, Robert See, Steve Whitaker, RC Harlow and Ernie Duckworth. The Commission approved the budget and had it sent to the County Treasurer and the State Auditor.”

Sounds as if everyone felt county safety was worth the price. Maybe you had to be there.

2014 Show-MeSelect Heifer Sale Submitted by Daniel Mallory, University of Missouri Regional Livestock Specialist

Palmyra, Mo. – Once again the Northeast Missouri Show-Me-Select Replacement heifer sale reached a record sale average of $3,208 at F & T Livestock Auction, Saturday, Dec. 13.

The 19 producers of the 286 heifers were enrolled in the MU educational heifer management

8 weeks before to breeding. This exam includes a pelvic measurement, reproductive tract score, and weighed.

Heifers may be bred artificially or be exposed to natural service, however; the service sires must meet specific calving ease EPD requirements based on breed. This year 195 head, or 68 percent, of the heifers in the sale were synchronized and bred AI. In this sale, the choice to AI, showed a $71

program. The heifers were bred to sires with both calving-ease and growth genetics. The sale average was $1,031 higher than the previous year at Palmyra. The top lot sold belonged to Jim and Sharon Schlager and brought $4,050.

Highest average price from a consignor was $3,765 on 23 head from Keithley/Jackson Farms, Frankford, Mo. Other top consignors were Jim and Sharon Schlager, Canton, Mo. $3,756 on 8 head; McCutchan Angus, Monticello, Mo., $3,333 on 3 head; Deer Creek Cattle Co. Clarksville, Mo. $3,331 on 21 head; Prairie View Farms, Monroe City, Mo. $3,323 on 26 head.The 50 buyers were responsible for over $900,000 worth of bred heifer exchanging hands in less than two hours.

Repeat buyers, 30, purchased 191 head, or 67 percent of the total consignment.

Calving surveys returned by these buyers provide important information that is given back to consignors to improve for future years.

The Show-Me-Select heifer development program takes nearly a year to complete. The heifers complete a pre-breeding examination usually 4 to

price advantage All Heifers must be pregnancy tested within 90 days of breeding by a veterinarian to determine expected calving date. The use of ultrasound has helped many of the veterinarians improve their accuracies on calving dates. During the development period the heifers undergo an extensive health program and are vaccinated at weaning, pre-breeding, and pregnancy examination as well as treated several time for internal and external parasites.

Heifers are also screened for blemishes, condition, muscling and structural soundness by MU livestock specialist and USDA Averages of other Show-Me-Select sales from fall 2014 were Joplin, $2,889 on 521 head; Kingsville, $2,769 on 298 head; and Fruitland, $3,033 on 168 head.

This was the 18th year for the Show-Me-Select heifer sale in Palmyra, Mo. and over 30,283 heifers have been through the program and 5,088 head have been sold.

Ralls County Commission Report December 18, 2014 Now on this day the Ralls County Presiding Commissioner, Robert L. See, called the adjourned meeting to order with the following members present: RC Harlow, Eastern District Commissioner, Steven H. Whitaker, Western District Commissioner and Ernest E. Duckworth, the Ralls County Clerk. Now on this day the Ralls County Commission read and approved the minutes of the December 15, 2014 meeting.

The Ralls County Commission discussed general road maintenance.

The Ralls County Commission signed checks and warrants as listed in the warrant registry.

The Ralls County Commission met with Jim Bensman from MECO Engineering in regards to the bridge projects.

The Ralls County Commission met with Jim Meyer, Allen Wideman and John Pascal in regards to the University Extension budget for 2015. The Commission said they would consider their budget when they work on the budget in January.

The Ralls County Commission met with Neal Minor in regards to the property and liability insurance. Neal showed the County where they were at on claims. He also let the Commission know they would not save much by upping the deductible. The Commission said they would keep the deductible where it is at $1000.00.

The Ralls County Commission made the motion to amend the LEPC budget. The pass through budget needs to be amended to get the expenditures balanced.

The Ralls County Commission met with Gerry Dinwiddie in regards to comp time and he had a check from the city of Frankford for car they bought. The car sold for $750.00. Gerry took the check to the Treasurer.

Tthe Ralls County Commission met with Rodney Rodenbaugh in regards to his office in the courthouse.

Tthe Ralls County Commission adjourned to meet again on December 22, 2014 unless convened by court.

An actress died after a drinking bout in the home of Roscoe (Fatty) Arbuckle, movie star, and Paramount studio was so ashamed of the publicity they scrapped $500,000 worth of film made by Arbuckle, deciding that public opinion was so unfavorable that they would lose money and reputation trying to show it.

There was a costly epidemic among the horses of the town, the disease being called “epizootic.” The Record listed illness and deaths of favorite horses of local people, naming the horses. “The town board should take immediate action to prohibit persons from watering horses with epizootic in the public spring, as this is the driest winter on record, and the spring is the only source of water for many of our citizens. The filthy practice of allowing sick horses to slobber in the spring should be discontinued at once!” The mail was carried by wagon from Hannibal to Louisiana, and New London had been without mail more than a week because the carrier said he didn’t want to bring his horses through town.

Other weeks, he had other excuses, for the papers complained about mail delivery service almost every week.

“A fellow who has been paying attention to a fair delicate young creature tells us confidentially that he has learned that she is not as fair and gauze-like as she had led him to believe. He happened to call while she was at dinner and he saw her wrapping herself around fresh sausage, spareribs and onions.

It took all the poetry out of his soul as he computed the cost of feeding her. He left just as her last corset stave snapped when she reached for more hog.”

“Local tailors now add sleeves on the outside of overcoat arms for a lady to keep her hand warm when walking with a gent.”

Dec. 17 at 5:19 p.m. deputies received a report of an individual engaged in suspicious activity.

Dec. 17 at 5:46 p.m. deputies took a report of fraud. It was unfounded.

Dec. 17 at 8:51 p.m. deputies assisted citizen in New London. The citizen purchased a vehicle and found drug paraphernalia in it. Deputies searched the vehicle for any other contraband at the request of owner.

deputy and MSHP responded to 53611 Hydesburg road for a wanted person who was there.

The subject, DILLON T. WEXELL, was located and placed under arrest for warrants from Quincy, Illinois. WEXELL was taken to Marion County Jail in lieu of bond.

Advent, we lit all the candles of peace.

Sunday, December 21 worship service opened with prayer and congregational hymns. Sister Thelma Fugate welcomed everyone and read announcements.

Elder Joann Miller offered our call to worship and our affirmation of faith was recited. Sister Marilyn Powell led responsive reading Fourth Sunday of Advent-Peace.

Hymn of celebration The First Noel was followed by Mariah offering the morning prayer and the choral response followed.

Scripture reading, Isaiah 7:14was offered by Re’Kayjah followed by Elder Allison offering giving and receiving the Lord’s tithes and offerings. Scripture prayer and doxology was sung.

Hymn of invitation, communion hymn were followed by our youth department.

The youth department provided Christmas services including The Christmas Story, a skit, Reason for the Season, and musical and dance selections including This Christmas, Little Drummer Boy, All I Want For Christmas is My Two Front Teeth, The Little Drummer Boy, A Christmas Prayer, Jingle Bells, Up On the Housetop, A visit by Santa and closed with the hymn, God Has Smiled On Me. Participating youth included Jeniya, Camille, Camiya, Trenten, Camron, Re’Nayjah, Maxwell, Ivan Amiion, Messiah, Mariah, Samantha, Moniesha, Domanick, India, Vaneh’ya, and Presious.

Rev. Al’s message was from Matthew 1:1825. “What of Joseph, the step-father of Jesus.” Joseph believed in God. Joseph was told in a dream, by an angel that he was to marry Mary. He was told

by this Angel that the baby Mary was carrying was to be named Jesus. That indeed this baby was the Messiah. Joseph did as the angel told him to do. He completed the mission he was to do.

Things happen to us and we think to ourselves “why.” Don›t give up on God. Ask forgiveness and then pray for Him to help you. God is still into the miracle business.

Look for your individual mission that God wants you to do for him. Take the time to ask Him to reveal to you, your mission in life. And the biggest action is “Jesus love one another” spread His word and walk the walk.

The Hymn of Invitation was “Have Thine Own Way Lord.”

As I consider the wedding feast of the lamb, I envision an outside wedding under a spreading oak tree near a small clear river on beautiful sunny day. The guest tables are around the tree covered with white cloth table clothes and set with golden vessels.

None of that plastic stuff on rented tables. For this is a Kings wedding. There is no stress of getting this ready or that just right, only perfect peace.

The bride and groom come together in perfect harmony for they have known each other for many years. She was that poor thin girl who was always in trouble. He was

the neighbor boy who fell in love with her at first sight. The wedding goes off with perfect harmony for both know this was always how it should be.

The Lords words in Math 22-4 seem to echo across those who are his.

Charles David “Dave” Winfree, 60, of Hannibal, Missouri, passed away at 8:45 a.m.

Thursday, December 25, 2014, at Hannibal Regional Hospital in Hannibal.

Visitation will be from 2:00 p.m. to 4:00 p.m. Tuesday, December 30, 2014, at the James O’Donnell Funeral Home. There will be no funeral services.

Arrangements for cremation are under direction of the James O›Donnell Funeral Home in Hannibal.

Mr. Winfree was born April 24, 1954, in Hannibal, to Charles R. and Joyce Myers Winfree.

He was married to Vicki Dudding on August 17, 1991, in Hannibal. She survives.

Other survivors include his parents of Perry; four children, Bryan Goodwin (Tammy) of New London, Bradley Goodwin (Melanie) of New London, Lindsey McIntosh (Raymond) of New London, and Rebecca Jean Winfree of Des Moines, Iowa; one brother, Dennis Winfree (Annette) of Rock Island, IL; three sisters, Brenda Van Cleave (Harold) of Perry, Paula Winfree of Frankford, and Lisa Campbell (Gerry) of Monroe City; eight grandchildren, Deland Whitley (Whitney), Victoria Campbell, Skyler Rathburn, Peyton Goodwin,

Lyndsay Campbell, Kaden Elliott, Brookelyn Elliott, Adryan Dietle, Kirstyn Dietle and Brystol McIntosh; two great-grandchildren, Brynna Whitley and Carson Riley; and several nieces and nephews.

He is preceded in death by his grandparents; Aldophus and Pauline Winfree and Otis and Mary Myers.

Mr. Winfree previously worked in East Moline, Illinois, for John Deere Harvester and most recently worked in the warehouse at General Mills in Hannibal.

He enjoyed hunting, fishing and camping.

Dave also loved spending time with his family and friends.

In lieu of flowers the family would like memorial contributions made to the family for medical expenses in care of the James O›Donnell Funeral Home.

New London First Christian Church Pastor Tom Day

Our worship service began on December 28 with the choir singing “This is the Day” accompanied

by Marilyn Lucas. Pastor Tom welcomed all and gave the upcoming events.

Bible study will resume on January 6 at 1:30p.m. The youth group will resume their meetings on January 7 at 5:30 p.m. CWF Circle III will meet on January 8 at 1:30 p.m. and Pastor Tom will be the volunteer chaplain at HRH also on January 8.

Pastor Tom led the responsive call to worship which was followed by the hymn of praise “Hark! The Herald Angels Sing” and the invocation and Lord’s Prayer--in unison. The worship hymn for today’s service was “There’s a Song in the Air.” It was a real joy to have Fern Arnold back with us today. Those in need of prayer include Ruth Musgrove, Baby Reese, Betty Ann Schoeneman, Clyde Craven, Jim Overstreet, Diane Glascock, our men and women serving in the military, all those traveling during this holiday season, and all of those who were unable to worship with us today. Silent prayer and pastoral prayer followed.

Pastor Tom gave the meditation and words of institution in preparation for the Lord’s Supper. Communion hymn today was “O Little Town of Bethlehem.” Those serving at the Lord’s table today were Dave Jarman, Becky Jarman, Carrie Talley and Jim Quinlin. Mary Frances Quinlin offered the elder’s prayer. Receiving of the tithes and offerings followed and Pastor

Tom offered the prayer of dedication.

The scripture for today’s worship service, chosen

by Pastor Tom, came from Acts 1:6-11 and God’s message was entitled “Looking to the Future.” We are all challenged to work until Jesus comes again-each and every one of us.

We are not to be wasting time. Lots of work needs to be done and we all have our own jobs. We need to be getting this work done because we don’t know when Jesus is coming back--he is the only one who knows. Have you done all of your work? Are you ready if Jesus comes tomorrow?

Our hymn of invitation was “In This Very Room” and then Pastor Tom gave the benediction to close the service. We invite you to join with us as members to be co-laborers as we work and worship together to the honor and glory of God. Our worship service begins at 11a.m. each Sunday and we are located at Fourth and Church Streets

Perry Musique Club Holds Annual Christmas Program

For the past few years members of the Perry Musique Club have held their December meeting at Debbie Carey’s house. On December 14, they again met there and toured the festively decorated home. Each room was decorated with a themed Christmas tree and members viewed the collections of Santas, nativity scenes and musical instrument ornaments.

Patti Grimmett opened the meeting with the prelude, “Breath of Heaven.”

Members then recited the Club Collect and the Pledge of Allegiance, and sang the “Star Spangled Banner.”

The Song of the Month was “Parade of the Wooden Soldiers,” a regular feature of the Radio City Christmas Spectacular.

This was followed by the secretary’s report and the treasurer’s report.

Carey gave the orientation which detailed the establishment of the “Hands Across the Sea” program.

President Harry Truman sent delegates to the San Francisco meeting of the U.N. The president of the National Federation of Music Clubs accepted the invitation and was present

at the charter signing. For a twenty-five-year span “Hands Across the Sea” was broadcast from New York City. The program featured the music and speakers of many countries. In a 1966 Salute to the U.N. it was noted that “good music brings understanding to all countries.”

After the roll call, members signed Christmas cards to send former members who are in nursing homes or no longer able to attend meetings.

The program consisted of members playing their favorite Christmas songs.

Patti played “Jingle Bells” on the dulcimer. A medley of Christmas carols were played by Carey on the guitar, Grimmett on the dulcimer and Carolyn Trower on the mandolin.

Carey then sang “Mary Did You Know?” and “O Holy Night.”

The Club will meet at 2 p.m. on January 17 in Grimmett’s Perry studio.

WINNING DESIGN

The Ralls County Health Department recently sponsored a poster contest on bullying. The first place winner was Madison Jensen, an 8th grade student from Mark Twain Junior High School. Her poster was transformed into a billboard which is currently displayed East of The Junction near Perry at the intersection of Hwy 154 and Hwy 19. A second billboard is displayed on Highway 61 north about four miles south of Hannibal.

New Perry Part-Time Police Officers Hired Bill Mickels and Justin Landis have been hired to serve as part-time police officers for the town of Perry. Mickels also serves as the Chief of Police for the town of Center.

Landis has been a police officer for 18 years and also currently serves as an officer in Vandalia.

THANK YOU, RALLS COUNTY NO, I AM NOT RETIRING! However, it might be interesting to some people to note that January 1, 2015, will be the first time in more than 42 years that neither I nor any member of my law firm will be serving as Prosecuting Attorney of Ralls County.

Harold Barrick was the Prosecuting Attorney until he resigned to take a job as the Chairman of the Missouri Bar Administration Committee in Sedalia. When Harold left on April 15, 1972, Governor Warren Hearnes appointed me to fill out Mr. Barrick’s term.

I was re-elected several times, serving until January 1, 1981, when my partner, David Henderson, began serving the term as Prosecuting Attorney for which he had been elected the prior year. David served for 10 years before opting not to run again in 1990.

At that time, I ran again for Prosecuting Attorney and served 16 years. I did not run in 2006, at which time my partner, Rodney Rodenbaugh, ran and was elected Prosecuting Attorney. Rodney has served for the last 8 years. He was re-elected Prosecuting Attorney this year, but he will take office January 1 in a slightly different situation.

As most people will recall, the County voted overwhelmingly at the August election this year to make the Prosecuting Attorney a full-time job. That means that the Prosecuting Attorney cannot also practice civil law. Accordingly, the Prosecuting Attorney cannot be a member of a law firm such as ours.

During much of the more than 24 years I served as Prosecuting Attorney, I was ably assisted by some of the finest lawyers I have known, including David Henderson, (Judge) Glenn Norton, (Judge) David Mobley, Rodney Rodenbaugh and Joe Brannon. All of them served as smart, common-sense prosecutors.

For these 42+ years, we have worked to do our best for the citizens of Ralls County.

We probably made some mistakes, but I think we did a lot of things right. I know we have made a few enemies, but I believe we have also made a lot of friends.

It has been an honor to serve as part of the law enforcement team for Ralls County.

I thank you for allowing us that privilege.

FALL HARVEST Farmers throughout the county worked long hours to harvest their crops between rains this past fall. By all accounts the harvest was very good.

On Friday, October 10, Ralls County R-II fourth graders visited the state Capitol in Jefferson City. The students are pictured with District 40 State Representative Jim Hansen. Students were able to visit the Capitol Museum and Rep. Hansen invited them into the House Chamber. The children were able to sit in the representatives’ seats and see how they voted on issues.

HOMECOMING Mark Twain High School Varsity Football team rode in the Annual Homecoming parade in Center.

CAROUSEL The Carousel that was once the main attraction of many 4th of July Celebrations in Perry, returned to Perry in 2014. Mayor Dustin Wasson reads a brief history of the carousel before the first ride.

HOLIDAY EVENTS Gary and Debbie Hodges offered free carriage rides at the Perry Home for the Holidays event held Saturday, November 22. Many people enjoyed the rides through the community in the decorated carriage pulled by two mules, Sam and George.

PARK DAYS A number of Motor Maids riders from seven states rode in the New London Park Days Parade in honor of Hazel Kolb, a long-time member. A picture of Kolb on her Harley-Davidson motorcycle now hangs in the Ralls County Courthouse.

THIS TIGER IS TOPS Elledge Named WGEM’s High School Football Player of the Year The polls for voting for WGEM’s High School Football Player of the Year ended on December 21, and the totals exceeded the highest mark in the history of the WGEM People’s Choice Awards. Over 30,000 votes were cast for Tyler Elledge, Mark Twain’s junior running back, who was named this year’s winner. Elledge led the Tigers’ offense with 1700 yards on the ground during his junior season, leading the Tigers to five victories in 2014.

Named to the EMO First Team All-Conference and Class 1 All-District Team, Elledge looks to be even more formidable next year.
