MARK TWAIN CHORALE CHRISTMAS CONCERT

The Annual Mark Twain Chorale, now in its 54th year will present its Christmas Concert on Saturday, December 13 at 7 p.m. at the Roland Fine Arts Center/Parker Theatre on the HLGU Campus, 2800 Palmyra Road, Hannibal Mo. Under the direction of Lori Scott and accompanied by Bonnie Campbell, the Mark Twain Chorale Christmas Concert will include a variety of both secular and sacred music of the season.

Joining the Chorale this year will be the Pike Pipers-Recorder Ensemble. These ladies play a wide variety of musical genres, but their focus is on Classical, the type of music composed for a four-voice consort.

Those melodies are generally delicate, a pleasure to play and hear and will add a delightful new element to the evening.Admission is free, but a free will donation will be taken. Winterfest Music Programs will be held at MTHS at 6:30 p.m. Monday, December 15 and at Center Elementary K-2nd grade 6:30 p.m. and grades 3-5 at 7:15 p.m. Thursday, December 18.

The Food Pantry at Olivet Christian Church in Center will be open from 4 p.m. to 6 p.m. Thursday, December 11.

The Ralls County Board of Education will meet at 7 p.m. Thursday December 11 in the high school library.

The Natural Resource Conservation Service (NRCS) has announced funding for the Environmental Quality Incentive Program (EQIP) for the 2015 Fiscal Year. In order to be eligible for EQIP funding producers are asked to come into the NRCS office

New Juvenile Officer Sworn In

911 ON SCHEDULE FOR JAN. OPENING A new medical director, election filing dates, resignations, paper reduction, and long term goals were topics at the December 2, 2014 Ralls County 911 Board Meeting.

Dr. Mark Vadney, anesthesiologist, paramedic and Ralls County resident, is assuming the role of Medical Director of the Ralls County 911.

Filing deadlines for upcoming spring elections and procedures for filling the seat vacated by Sandra Lanier were discussed as filing deadlines grow close. Board attorney Robert Rapp is looking into both issues.

It was agreed to hold meetings later in the month as financial reports could be completed fully before the meeting. The board requested the director email notices of any major expenditures to all members.

Drug testing is complete and MULES is proceeding.

The board has achieved a non-profit certificate and is continuing efforts to refinance.

The board voted to purchase tablets from U.S Cellular in an effort to reduce the cost of paper documents.

Bids were received from Adair Lawn Care and D&J Construction for snow removal. A bid of $45.00 per incident for plowing, salting, cleaning off sidewalks from Adair Lawn Care was approved.

A grand opening is tentatively scheduled for January 4, 2015.

How to Fa La La with Less Moo La La

The holiday season is upon us, but you still have time to fa la la with less moo la la. Make a budget and stick to it. As a parent, you may try to spend equally on each child. However, each child probably has different needs. So we end up spending a little more to even it out and consequently spend much more than we planned.

Many times young children are more interested in the packaging and the boxes than the gift inside anyway.

If you have teenagers who are difficult to buy for, give a gift certificate to their favorite store. It saves you time and saves them time taking back the unwanted item. It also saves you money and stress trying to decide what to purchase.

You know it will fit and is something they will use.

Avoid the plastic this year. It is so easy to overspend during the holiday season. And then some people end up paying for Christmas all year long. Be mindful about the interest rates and avoid paying the higher rates plus the over limit fees if you overindulge.

Plan ahead by looking at ads. Be a smart shopper and compare prices. Don’t run over town comparing costs because you’ll end up spending more in two ways – Gas and the likelihood that once in the store you will be tempted to buy more.

If these tips are too late for this year, there is always next year to start earlier and plan ahead.

Toys For Tots Needs Toys For Teens, Too!

Toys for Tots has a great need for gifts for teenagers of both genders, as well as younger children. Suggested gifts for teens are board games, bath sets, hand held electronic games, USB drives, athletic balls, advanced craft sets, hair dryers, wallets, radio alarm clocks, lava lamps, necklaces, watches, jewelry boxes, pen and journal sets, and remote control vehicles.

At least 650 children

have qualified to receive gifts from Toys for Tots.

Please drop off new unwrapped toys in the drop in bins in Dollar General in Oakwood or the Huck Finn Shopping Center, Douglass Community Services, or City Hall in Hannibal, or the Dollar General or Shopko in Palmyra.

Center Food Pantry

The Center Food Pantry is asking for your help in stocking its shelves as we anticipate increased demand during the winter months. High utility bills, tax bills due and the area job market will cause more families in our area to ask for food assistance. The committee is a group of volunteers that stock the shelves and bag groceries for pickup on the 2nd Thursday of each month. They shop for items needed to balance the bags. This is done with donations received.

We currently service about 40 household’s .If you would like to make a donation of food, RED BARRELS are located in Center in the Baptist

Church, the Center Christian (Disciples of Christ) Church, the Salem Baptist Church as well as the Ralls County Library. Donations of boxed dinners, mac & cheese, cereal and canned meat as well as canned fruits and vegetables are would be appreciated. Monetary donations to the Center Food Pantry can be mailed to Etta Mae Fertch 19505 Dogwood Road Center MO 63436.

We have been operating since 2008 strictly with local support and we are extremely grateful to all who have contributed during this time. We could not operate without you.

The past week was full of community and school events and I was busy going from one to the other.

I’ve said in the past that I love basketball, not the pro games, but the local school games. The week started with the junior high tournament. What a fun time watching the youngest players hone their emerging skills.

Their drive and determination is contagious and I was most impressed with their sportsmanship.

There were some rough

losses but the young Tigers lost with class and vowed to fight even harder the next round.

Varsity play was against the old CCC nemesis, Palmyra. And it was a tough game. Once again the older players set the standards for the younger players watching from the bleachers. Losing is hard, even when you do it with class, but the season is young and our teams are resilient.

FIGURATIVELY SPEAKING There is an old saying, “Figures (well, numbers maybe, many ‘figures’ have been highly ‘augmented’) don’t lie.” The comeback is, “Yes, but the people who use them sure can.”

Case-in-point: a recent AP article by Christopher S. Rugaber I saw in the HW throws several numbers around. 2014 hiring produced a gain of 321,000 jobs. The “official” unemployment rate is 5.8 percent. The average hourly wage rose 9 cents to $24.66, the biggest gain in 17 months. Wow. Over the past 12 months, hourly pay has raised 2.1 percent, keeping it just ahead of the 1.7 percent inflation. The stock market, of course, soared.

Now, to the other side of the looking glass, (or

looking up from under water) where we find 6.9 million people forced into part-time employment (no health insurance required) as opposed to 4.1 million before the recession and Obamacare.

In addition, millions (actual number of persons unknown because if they’re not drawing unemployment, the government ignores their existence) have exhausted their unemployment benefits and/or simply stopped looking for employment.

“A broader measure of unemployment,” says Mr. Rugaber, “which includes involuntary part-time workers and people who have given up looking, stands at 11.4 percent. In addition, the number of unemployed who have

Churches are gearing up for special Christmas services. The children’s programs across the county will provide the needed balance to make sure they understand “the reason for the season.”

The coming weeks

will be filled with more activity, at school and at church, and there will be much bustling about as we plan meals, wrap gifts and juggle overlapping events. That’s what makes this such a special time. Many of us are preparing for the Christmas celebration and with the anticipation comes an acknowledgment of the many blessings we enjoy.

Let’s try to focus on whatever event we’re attending and take its true measure. There may not be any roses to stop and smell but there are cookies baking, hot cups of coffee, popcorn and hot dogs.

There’s the comradery with friends and neighbors, whether they’re in the bleachers, in church pews or running errands in town. Even as the days get longer it seems they pass all too quickly. Celebrate each and every one of them.

I guess that’s just part of living in the computer age. Computers, as you may or may not know, operate similarly to ancient Egyptian hieroglyphics (symbols and no vowels).

Remember “new math?” No, not “core math.” I mean the old “new math.” You know, from the Kissinger “euro-America” period with metric everything. (The last stretch of metric-enumerated U.S. Interstate highway may soon disappear from Arizona. Man, won’t that confuse the traversing illegals.)

It’s funny that Americans wanting to work abroad are schooled in the language and customs of the society in which they will function, but American teachers and highway signs and government signs and other commu-

nication must conform to immigrant language and culture.

Computers, on the other hand, are not bi-lingual. You do it their way or you don’t do it. Zeros and ones.

There used to be this sci-fi format about super computers controlling life forms. Try not following protocol with your digital device.

And then there’s the protocol of the super-political one-track political code.

Last week I referred to a political mailer (paid for by Eddie Joe and Lucia Hamill) that I thought I had discarded. I hadn’t.

According to USPS, Oakwood, New London and Saverton were blessed with this information.

Mr. Hamill asks, “Where did $448,300 go?”

Maybe Mr. Hamill should ask the two district commissioners who clearly held the deciding County Commission votes during the two fiscal years of Mr. Hamill’s focus. (20122014) In my opinion, all the questions in Mr. Hamill’s mailer should have been asked of the Democratic voting majority of the County Commission. I, for one, would love to hear their answers to Mr. Hamill’s math quiz.

USDA Announces $4.8 Million to Repair Rural Housing

Missouri Rural Development State Director Janie Dunning announced today that USDA is investing $4.8 million to help rural families repair and rehabilitate their homes through the Housing Preservation Grant Program. In Missouri, the investment is over $75,000. “Housing affordability is an issue for many rural residents. Often, for those who do own a home, maintenance and repair can pose a significant financial burden,” Dunning said. “The Housing Preservation Grant Program (HPG) provides a method for as-

sisting in making needed home repairs. This program allows community housing stocks to be stabilized and homeowners to remain in their homes.

Thus, enabling homeowners to continue to contribute to the vitality of the community.” The Housing Preservation Grant Program provides financing to intermediaries such as local governments, public agencies, federally recognized Indian Tribes, non-profit organizations, and faith-based and community groups. These recipients distribute the grants to homeowners and owners of multi-fam-

ily rental properties or cooperative dwellings who rent to low- and very-lowincome residents. Funds are not provided directly to homeowners. Three (3) Missouri organizations were awarded HPG program funds. Community Services, Incorporated in Maryville; Northeast Missouri Community Action Corporation in Bowling Green and East Missouri Action Agency, Incorporated in Park Hills were awarded $25,542 each to rehabilitate and repair homes in 22 counties in their respective service areas.

From the files of the Ralls County Record, November 29, 1962 1952 Funeral services were held at the First Christian Church of the Rev. Herbert Corwine. Other deaths were George Yost of Hannibal and Mrs. H.M. Strother of Lake Woods, Florida.

Newlyweds included Marion Lorene Boone and Marvin Thomas Kirgan; and Virginia Greathouse Francis Hulse.

Lloyd Sapp, route 2, New London, was with the infantry in Japan.

Major Mary G. Bramblett received a temporary discharge and returned to New London. She had been an Army nurse since 1942 serving in England, Wales, Scotland, France, Belgium, Holland. Switzerland, Hawaii and Japan.

1942 Joe Westfall, 42, of Perry, died of burns received when he tried to start a fire with gasoline in his trailer home.

Miss Hazel Gates and A.J. Flowerree were married.

Charles Silvey was stationed at Camp Roberts, California; Billy Hays was at Camp Hood, Texas.

Pupils of Mrs. Gentry Glascock at Centenary School formed a junior American Citizens Club. Officers included Betty Lou Aldrich, Clarence Glascock, Margie Aldridge and Vera Biggs.

1932 Thomas Woodson Glascock died at his home.

Mrs. Dora Peeler, 65, died at her home.

Mr. and Mrs. Grover Layne of Center entertained at a surprise party for their daughter, Zella marie, on her 18th birthday.

1922 Mrs. Frank Buchanan, 82, died at her home in Billings, Montana. Her mother, Mrs. Martha Jane Cash, 99, who had been living with her, died three days later. They were formerly of Frankford.

Newlyweds included Lyda S. Wilson of Hannibal and Paul Webb of Center; Ethel Coontz of Center and Roy H. Lewis of Hannibal; Louise Hoyt and J. Richard Gentry of Enid, Oklahoma.

M.C. Biggs, 71, died at his home in New London.

Friends held a birthday party for Jim Shulse, 58, in Ariel community.

1912 Elsie Tapley and Marion Conrad of Saverton Township were married.

Russell Bowles was seriously ill with diphtheria.

The engagement of Lola Lashbrook to Clifford Jones was announced.

Mrs. Stephen Glascock, 63, mother of Henry H. Glascock of New London, died at her home in Marion County.

Henry Glascock, son of Mrs. H.A. Bartell, shot himself in the left wrist in a hunting accident.

Walter Garnett of Center and Kitty Brashears of Hennessey, Oklahoma, were married in Quincy, Illinois.

1892 The Rev. and Mrs. Robert Chinn of Vandalia went to Biloxi, Mississippi, to spend the winter.

Alfred Lucas and Mollie Robison of Pike County were married at the home of Rev. J.B. Corwine.

Mr. and Mrs. A. McAdams and Mr. and Mrs. Jeff Bowles went to Hot Springs Arkansas, in the interest of their health.

John H. Asher of Ralls County and Mary B. Farris of Hannibal were married.

1942 Margaret Ann Davis was narrator for the Christmas program at the Christian Church; a girls’ choir sang traditional hymns.

Harry R. Snyder was called to training with his naval reserve unit.

A story quoted from the Frankford Chronicle said the town board had decided not to have street lights, and keep the town dark rather than go into debt. The board also decided against having a city auto tax in Frankford.

Our annual Hanging of the Greens service was held on Sunday, December 7th during the 11 a.m. worship service. The service opened with Pastor Tom giving the welcome and upcoming events. On December 11, CWF Circle III will meet at 1:30p.m.

Our Christmas program will be held during the 11a.m. worship service on Sunday, December 21st.

Pastor Tom led the responsive call to worship.

The first hymn “O Come All Ye Faithful” was followed by the invocation and the Lord’s prayer.

The Quinlin family lit the second advent candle and the second verse of the hymn “One Candle is Lit” was sung. Those on our prayer list today include the family of Bud Arnold, the family of Clinton Winders, “Jigger” Robertson, Beverly Sileven, Milton Martin, Clyde Craven, all of our men & women serving in the military and all of those who were unable to worship with us today. Pastor Tom then gave the pastoral prayer.

Pastor Tom chose scripture from Malachi

3:1 which shares with us that a messenger will be sent to prepare the way for the Christ child. Today we are preparing the way by decorating the sanctuary.

We hung wreathes, placed poinsettias, lit candles and the nativity scene, decorated the Christmas tree, hung candy canes and then lit the Christmas tree, all while singing some of our favorite Christmas hymns.

In preparation for the Lord’s supper, Pastor Tom gave the communion meditation followed by communion hymn “Silent Night, Holy Night.” Those serving at the table today were Eunie Whitaker, Dave Jarman, Carrie Talley & Jim Quinlin. Mary Frances Quinlin offered the elders prayer. We then offered up our tithes & offerings and Pastor Tom gave the offertory prayer followed by the benediction. We invite all of you to come & be with us as we prepare for the coming of the Christ child. We are located at Fourth & Church and our Sunday worship service begins at 11a.m.

Elder JoAnn Allison offered our call to worship and our affirmation of faith was recited. Sister Marilyn Powell read responsive reading, Second Sunday of Advent theme: Prepare. Hymn of Celebration I Know It Was the Blood was followed by Elder Gloria Sue McMillan offering morning prayer and choral response.

Surprises was followed by the youth reciting the password, Thank You, the Ten Commandments, singing Jingle Bells and concluding by reciting the Lord’s Prayer. The choir rendered two musical selections Have Yourself a Merry Little Christmas and All Night. Offertory scripture and prayer was offered by Elder Allison and the doxology was sung. Joys and concerns were heard followed by pastoral prayer.

The Rev. Faye Vaughn offered the Word. Scripture text was from John 1:1-5 and Isiah 53:1-6. the message Advent. What Jesus taught and what he did are tied inseparably to who he is. John John shows Jesus is fully human and fully God. The messiah, Jesus, who would suffer for the sins of all people. The Messiah’s strength is shown by humility, suffering and mercy.

The message was followed by hymn of invitation, communion hymn, closing hymn, God Has Smiled on Me and the benediction. Fix your gaze on what is unseen even as the visible world parades before your eyes.

Richard E. “Bud” Arnold, Sr.

Richard E. “Bud” Arnold, Sr., 83, of New London, Mo. passed away at 1:48 p.m. Thursday, December 4, 2014, at his home.

Funeral services will be held 11:00 a.m. Saturday, December 6, 2014, at the Smith Funeral Home and Chapel, in Hannibal. Pastor Tom Day will officiate.

Burial with full military honors provided by the Emmette J. Shields American Legion Post No. 55 will be in the Grand View Burial Park.Visitation will be held 9:00 a.m. until the time of the service Saturday at the Smith Funeral Home and Chapel.

Richard was born on January 3, 1931, in Hannibal, Mo., the son of William Harold and Barbara Ellen Bennett Arnold. Bud married Fern A. Geist on September 4, 1955, in Hannibal, Mo. She survives him.

Other survivors include, four daughters, Ginger Ogle (Jeff) of Huntington, Mo., Shelley Tennyson (Ronald) of Hannibal, Mo., Renee Purol (Ronald) of Monroe City, Mo., and Renita Harrison (Tom) of New London, Mo; one son, Richard A. Arnold (Donna) of New London, Mo; one brother, William Dale Arnold of Chillicothe, Mo; one sister, Barbara Ann Bichon of Montrose, Co; fourteen grandchildren; eight great-grandchildren; and several nieces and nephews.In addition to his parents, Mr. Arnold was preceded in death by two brothers, Jimmy and Jack Arnold; and one grandson, Jeffrey Bryan Ogle II. Bud was a graduate of Hannibal High School. He served his

country in the U.S. Army during the Korean War. Richard owned and operated the family business, W.H. Arnold Log & Lumber Company in Hannibal. He later worked as a rural mail carrier in the New London area.

Richard was a member of the St. John’s Masonic Lodge #28 AF&AM in Hannibal, Eastern Star, and past member of the NEMO Shrine Club.

Mr. Arnold was a member of the First United Methodist in Hannibal where he was active in the Men’s Club. He and Fern later moved to New London where they became members of the First Christian Church, where he served as a Deacon.

Mr. Arnold enjoyed hunting, fishing, boating, wood working and especially enjoyed spending time with his family and grandchildren. Bud will be greatly missed by family and friends.

Pallbearers will be Lucas Utterback, Jordan Ogle, Shae Harrison, Wayne Utterback, Nick Arnold, Trent Arnold, Chad Arnold and Adam Hopper.

Martin Caldwell

Martin Caldwell, age 52, passed away on Tuesday, December 2, 2014, at University of Missouri Ellis Fischel Hospital, in Columbia, Mo. He was born October 11, 1962, in Hannibal, Mo., the son of Donna Helen Schaffer Caldwell.

On December 16, 1988, he was united in marriage to Lea Anne Arnett at Center, MO. She survives.

Martin is also survived by his mother, Donna Caldwell of Center, MO; one daughter, Emily Allen and husband Mathew of Shelbyville, MO; two sons, Ethan Caldwell and wife Jennifer and Benjamin Caldwell, both of Shelbyville, MO; two grandchildren, Owen Caldwell and Ryleigh Allen; four brothers, Jim Caldwell and wife Regina of Center, MO, Allen Caldwell of Palmyra, MO, Michael Caldwell and wife Claudia of Shenandoah,

TX and Chris Caldwell and wife Valerie of Center, Mo. and numerous nieces and nephews.

Martin was a graduate of Mark Twain High School and a member of the Mt. Zion Baptist Church. He was a facility operator for Clean Coal Solutions Services at Thomas Hill Lake.

He was an avid hunter and fisherman and enjoyed the outdoors.

Mrs. Wilson passed away December 7, 2014 at 12:35 P.M. at Heritage Hall Nursing Home in Centralia.

She was born March 12, 1923 in Ralls County, the daughter of Sylvester and Emma Catherine Lilly Elliott.

She was married to Robert Shirley Wilson of Springfield, Mo, and he preceded her in death.

Survivors include: one son, Daniel V. Wilson of Rockaway, New Jersey; one daughter, Roberta Jean Wilson of Mexico; and several nieces and nephews.

She was preceded in death by three brothers, James, Leo, and Ernst Elliott; and one sister, Mary Catherine Talbott.

Mrs. Wilson was a lifetime Missouri resident.

She was a 1939 graduate of Perry High School and a 1942 graduate of Quincy School of Nursing. She served in the US Army from March 1945 to August 1946.

She worked with her husband and his brother in the Wilson family bussiness, Black Widow Archery. She was a member of the Buffalo Library Group and the Ozark Community Action Committee. She enjoyed archery, sewing, quilting, and cooking.

She was born August 4, 1950 in Mexico, the daughter of Leroy Nichols and Edna Lucille Dubray Baker.

She was married to Verle Logene Friday on July 13, 1974 in Perry and he survives.

Other survivors include: one son, Joe (Tracy) Friday of Hannibal; one daughter, Melanie (James) Utterback of Perry; one stepson, Gary (Beth) Friday of St. Louis, one stepdaughter, Sherrie (Craig) Doyel of St. Louis; three brothers, Patrick (Debbie) Baker of Perry, Ernie (Angela) Baker of Holiday, Noel (Mary Ellen Baskett) Baker of Martinsburg; three sisters, Glenna (David) Johnson, Peta (Danny) Bland, and Edna (Charlie) Long, all of Perry; three grandchildren, Alex and Addison Friday, and Matthew Utterback; five step grandchildren, Matt Helsel, Kevin and Ryan Doyel, and Julie and Aaron Friday; and one step great grandson, Dominic Nemec.

She was preceded in death by her par-

Mrs. Friday was a lifetime area resident and 1968 graduate of Mark Twain High School.

She was a member of the Perry Christian Church, the Tiger Pride Booster Club, and an avid Mark Twain FFA Supporter. She served as a group and project leader for the Mark Twain 4-H Club and as a coach and treasurer of the Perry Khoury League for many years.

She worked at Bobbie Brooks and then as manager of the Stuart Feed Store. She served as the Mayor of Perry from 1984 to 1989. She enjoyed quilting, sewing, reading Amish books and spending time with her grandchildren and family.

At New London Elementary, students are nominated by their teacher as the monthly ‘Habit Hero’ for displaying one of Steve Covey’s Seven Habits in their classroom.

Students are recognized at the end of the month on a Friday for their leadership within the classroom, and their families are invited to attend to help celebrate the students’ accomplishments. Each grade level teacher nominates one student for displaying one of the Seven Habits. New London Elementary is pleased to announce the following students were chosen as the Habit Hero for the month of October: Harrison Bogue, Habit 1 & 3-Be Proactive/Put First Things First: “Harrison is extremely proactive in everything he does here at school. He always completes his work to the best of his ability, giving 110% in each subject. I can always trust Harrison to do the right thing, which makes him a true leader in our classroom.

Betty McClintock has not only fulfilled a lifelong writer’s dream of becoming a published author, she has also won $250. Mrs. McClintock contributed the most appealing letter to the publisher of “Kerosene Lamps and Grandma’s Washboard” earning her story the honor of being the first in the book along with the cash prize.

Hometown Memory Publishers requested ‘friends of the good old days’ to write letters about things that happened then that don’t seem to happen today, stories you never told your parents about, funny, odd, unusual, mysterious events, legends, or fa-

miliar places of long ago.

Mrs. McClintock’s story, “Old Henry and the Model A” recounts her memories of a frosty trip on Christmas to her grandparents home in a topless Old Henry, a dilapidated Model T, and a narrow escape her father had when their next vehicle, a Model A, got stuck on the railroad tracks with a train approaching. There are a total of 292 stories in “A Living History of Northeastern Missouri, Kerosene Lamps and Grandma’s Washboard” and is available for purchase from Hometown Memories in Hickory, NC or can be checked out at the Ralls County Library.

November 26 at 11:48 p.m. traffic crash on Highway O. No injuries were reported.

November 27 at 1:51 a.m. traffic crash on Route T. No injuries were reported.

November 27 at 7:23 a.m. deputy was dispatched to Highway 61 for a vehicle that was northbound near New London that was failing to maintain a single lane. A check of the area was unable to locate the vehicle at this time.

November 27 at 1:11 p.m. deputy was dispatched to a residence on Rennselear Lane for a reported animal bite.

November 27 at 1:19 p.m. deputy responded to a structure fire at 410 South Public Street in the city of Center. The structure was found to be a large shed and the cause was determined to be accidental from a heating lamp in a dog kennel. The Center and new London Fire Departments responded to the scene.

November 27 at 7:44 p.m. deputies attempted to locate an individual for another agency.

November 28 at 6:06 a.m. deputy responded to a reported structure fire at 31305 Missouri Road in the rural area of Perry. The structure was the residence and was heavily damaged by fire, smoke and water. The cause of the fire was determined to be a wood burning stove that was used as the primary heat source for the residence. The Perry and Paris Fire Department responded to the scene.

November 28 at 7:23 p.m. deputy assisted a stranded motorist in New London.

November 28 at 7:54 p.m. deputy stopped a vehicle for a license plate violation in the rural New London area. The driver was arrested for manufacturing of a controlled substance, possession of methamphetamine, and possession of drug paraphernalia. The driver was issued a warning for failing to properly wear a seatbelt.

November 28 at 9:46 p.m. deputy responded to the report of child abuse in rural Hannibal.

November 28 at 9:58 p.m. subject had questions regarding wanted person information. He was directed to contact his probation officer.

November 28 at 10:17 p.m. deputy responded to a disturbance call on Laura Drive. An intoxicated female had dialed 911 and then repeatedly refused to cooperate with dispatch.

Upon arrival, the parties causing the disturbance were found to have left and the caller was counseled regarding the lack of

cooperation with 911.

November 28 at 11:46 p.m. deputy assisted at the scene of an EMS call.

November 28 at 11:59 p.m. deputy assisted a stranded motorist in the rural New London area.

November 30 at 1:29 a.m. deputies assisted New London police Department with disturbance in New London.

November 30 at 7:09 a.m. deputy took a complaint of a drive-off that occurred in Center, MO. Upon further investigation, no crime was committed.

November 30 at 8:49 a.m. deputy was notified of a medical call in rural Monroe City.

November 30 at 10:12 a.m. deputy investigated a trespassing in progress located in rural New London. Subject was made aware of the violation and ordered to contact the landowner before entering the property again.

November 30 at 10:41 a.m. deputy responded to a domestic disturbance in rural New London, MO. No crime was found and subject was asked to leave the residence. No further action is needed.

November 30 at 1:47 p.m. deputy took a subject into custody on an outstanding warrant. The subject was able to post bond and was released.

November 30 at 4:26 p.m. a deputy responded to a domestic disturbance in the Rensselaer township.

November 30 at 5:16 p.m. a deputy responded to a stalled vehicle in the rural Center area. A passerby gave the driver gasoline and the driver continued on his way.

November 30 at 5:48 p.m. a deputy responded to a delayed stealing in Perry. A debit card was taken from a residence.

November 30 at 8:10 deputy checked a vehicle on Ginny Belle Lane.

November 30 at 8:26 p.m. a deputy responded to the Rensselaer area to check the well being of an individual. The individual was located and found to be safe.

December 1 at 7:58 a.m. deputy responded to a traffic hazard in rural Center. Caller stated that a cow was seen on the roadway. Deputy arrived on scene and found that the owner of the cattle securing the cows. No further action is needed.

December 1 at 8:06 a.m. deputy responded to a suspicious vehicle in the rural Hannibal area.

December 1 at 1:21 p.m. deputy took a fraud report from a rural New London resident.

RC Harlow made the motion to relocate the University Extension to the basement and put the Prosecuting Attorney office in the rooms where the Extension office is.

December 2 at 12:56 p.m. deputy was dispatched to a reported of theft at 409 West 1st Street in the city of New London.

Upon arrival it was found that the subject may have made a mistake and that no theft had occurred.

December 2 at 2:41 p.m. deputy picked up a suspect on an outstanding warrant in New London MO. The female was transported to Pike County Jail where she posted a cash only bond.

December 2 at 2:49 p.m. deputy is investigating an alleged incident of fraud that occurred to a resident of Highway C involving the victim’s 2013 taxes December 2 at 4:51 p.m. deputy responded to a stealing call in the rural Monroe City area/ A battery and gasoline was taken from a residence.

December 2 at 9:02 p.m. traffic stop at Camp Creek Lane. Warning for failure to signal.

December 3 at 9:07 a.m. deputy was notified of a traffic complaint on Hwy 19.

December 3 at9:44 a.m. deputy did a check well-being on a subject in rural Hannibal. Subject refused any medical treatment.

December 3 at 5:21 p.m. deputies responded to a residence on Hawthorne Rd. to assist Monroe County EMS. December 3 at 10:06 p.m. deputy responded to a report of a suspicious person on Lakeview Cir. December 4 at 1:39 a.m. Ralls County K-9 unit assisted HPD with a vehicle stop. As a result one subject was arrested for possession of a controlled substance.

December 4 at 2:33 p.m. deputy responded to a residence on Highway T to check the well-being of the resident who sent suspicious text messages to family members. The subject could not be located as he was at work in Marion County.

December 4 at 2:46 p.m. deputy took a possible fraud report from a rural Perry resident.

December 4 at 6:27 p.m. deputy arrested a subject on an outstanding St. Charles warrant.

December 4 at 7:15 p.m. deputies responded to a suicidal subject on Berry Place.

December 4 at 8:14 p.m. deputy assisted Marion County Ambulance and Hannibal Rural Fire Department with a medical call on Big Creek Lane.

December 4 at 9:09 p.m. deputy assisted MSHP with a traffic crash on Hwy V. No injuries were reported.

December 4 at 10:26 p.m. deputy responded to the report of a domestic in New London, as a result one subject was arrested for domestic assault.

December 5 at deputy responded to Highway 61 near Warren Barrett Road for a reported disabled motor vehicle. The vehicle was located however it was unoccupied at this time.

December 5 at 1:50 p.m. deputy was advised of attempted illegal dumping on Silvers Lane near Pershing Road. The vehicle was described as a dark colored pick up truck that fled, without dumping any items, when approached by the caller.

December 5 at 5:19 p.m. deputy was dispatched to a medical call on Highway Y. EMS arrived prior to deputy arrival.

December 5 at 7:24 p.m. deputy responded to the report of a subject walking in the roadway on Highway H. December 5 at 7:42 p.m. deputy responded to the report of 911 misdial on Lakeview Cir. December 5 at 11:32 p.m. deputies responded to the report of an underage drinking party on Apache Dr. It was determined to be a false report.

December 6 at 2:34 a.m. deputies responded to the report of a domestic disturbance in Perry.

December 6 at 8:30 a.m. deputy was advised of a reported civil dispute between subjects on Shiel Lane. The matter was closed as of this date as the caller just wished to document the incident.

December 6 at 6:13 p.m. deputy responded to the report of poaching on Buford Cave Road. Incident was turned over to Missouri Department of Conservation.

December 7 at 12:13 a.m. deputy assisted New London Police Department with a civil dispute and warrant arrest.

December 7 at 12:36 a.m. deputy booked a subject on a Marion County Warrant.

December 7 at 7:39 a.m. deputy responded to an animal complaint in rural Center MO. Owner of the animal was on the scene at the time of arrival and the animal was secured. No further action needed.

December 7 at 3:38 p.m. a deputy responded to an animal complaint in the rural Monroe City area.

December 8 at 12:52 a.m. a deputy responded to a well-being check in New London.

December 8 at 4:27 a.m. a deputy responded to a call of debris in the roadway in the rural New London area. The debris was cleared from the roadway.

December 4, 2014 THE RALLS COUNTY COMMISSION MEETING Now on this day the Ralls County Presiding Commissioner, Robert L. See, called the adjourned meeting to order with the following members present: RC Harlow, Eastern District Commission-

Perry City Council The regularly scheduled meeting of the Perry City Council was held at 7 p.m. Tuesday, December 2 at city hall.

Alderman Ann Barnett was absent. Sara Ehret sat in for city attorney Joe Brannon.

Chief Bill Mickels provided a police report to the city. Mickels reported that he would like to get a quote on a shotgun for the next meeting.

He also reported that the department is in need of an office radio, a hand held radio, a fingerprint kit and a blue book from the state. After some discussion the council voted unanimously to allow Mickels to spend up to $800 for n Ancron hand held radio, a fingerprint kit, and a blue book.

Mickels is one of two part-time police officers recently hired by the city.

City Superintendent Don Huff reported that the actuator was installed on the fire truck and the furnace has been installed in the city hall meeting room.

He provided a quote of $780.17 to replace a hydraulic cylinder on the boom truck and provided quotes from Blue Valley and L&B on siren updates/new siren installation. A motion to approve the $780.17 quote from Azdell to repair the hydraulic cylinder was approved unanimously.

City Clerk Danette Henderson reported that she had spoken with USDA and that the city would qualify for a grant on the storm siren. Mayor Dustin Wasson said he would like to have the new siren installed before spring weather. Mayor Wasson reported that the city needed to get with 911 and see what would be needed to operate through their agency.

He will then work with Huff and Henderson to get a date set on having a representative from L & B and Blue Valley come speak on what they have to offer.

Fire Chief Thomas Ragland was absent.

Mayor Wasson presented concerns from the Rural Fire Department president. The rural department would like to make sure that the water truck is filled with gas and water after each use by the city before returning it to the base. Mayor Wasson said he had spoken

to Chief Ragland and he doesn’t feel trusted by the council and doesn’t understand why he is questioned about his actions/ decisions.

A few months back, Wasson and Alderman Sharp agreed to talk to the rural fire department about the best option for the extrication equipment before removing it from the city truck. The next day the equipment was removed from the city truck under the direction of Chief Ragland and was told not to do so. Wasson reported that everyone needs to work together and if there is a problem, let the city know so it can be resolved immediately. Chief Ragland would like the extrication equipment back on the city truck. In return, the council agreed they want documentation of the trained drivers for the truck as well as documentation of a valid driver’s license for the individual trained.

At this time the extrication equipment will stay where it is until Mayor Wasson speaks with Chief Ragland and those two items are verified.

The trees for the park were not purchased because the weather turned cold. Purchasing more playground equipment was postponed.

One bid of $2286.59 for repairs to the fire truck was received from Ben’s Auto Body. The council voted unanimously to accept the bid.

Henderson reported that she received notice of an error found in the settlement formula in the CenturyLink Class Action Lawsuit. The city’s new estimated payment is $12699.83.

Filing dates for the April election are December 16, 2014 to January 20, 2015. Positions up for reelection are Ann Barnett and Jim McIntire.

City Hall will be closed on December 24 and 25, 2014. Mayor Wasson reported on previously holiday bonuses given of $100 for fulltime employees and $50 for part-time employees and asked if the council wanted to do the same this year. The motion to do so passed unanimously.

The meeting adjourned at 7:15 p.m.

Perry Police Report On November 17 an officer was requested to assist the Ralls County Sheriff ’s Department with investigating the report of a residential burglar alarm.

On November 23 the Ralls County Sheriff ’s Department took a report of a theft from a motor vehicle which occurred at 308 S. Gill Street, within the Perry city limits. The information was forwarded to the Perry police Department for follow-up.

On November 26 an

officer conducted a traffic stop near the intersection of Main Street and Jefferson Street, in reference to the report of a peace disturbance.

The driver was cleared of any wants/warrants and released with a warning.

On December 1 an officer was dispatched to 505 Marybell for the report of a 911 misdial. Officer arrived and made contact with the resident who advised he was not in need of any assistance.

Mark Twain Splits Wins Against Marion County

On December 5 the Mark Twain varsity teams traveled to Marion County.

The Lady Tigers took a 5927 victory while the Tigers lost 42-57.

The Lady Tigers led the scoring in the first half of the game; 19-7 in the first quarter and 13-5 in the second quarter. Gathering

more steam Mark Twain outscored Marion County 21-5 in the third quarter and ended the game with a 6-10 fourth quarter.

McKenzie Lathrom led the scoring with 19 points including two 3-pointers.

She was 1 for 2 from the line.

Junior High Lady Tigers Battle Wellsville On Monday November 24 the MT Jr. High girls basketball teams traveled to Wellsville. It was a back-to-back battle with the Wellsville-Middletown Tigers, with both the A and B teams playing. In the B game, Hannah Smith, Kaylee Waddell, and Morgan Willing each added 2 points. Final score was 6-22, Wellsville. In the A game, Kenzie Ogle led all scorers with 10 points and Paige Eddington added 4 points (2-2 from the free throw line) rounding out the team’s 14 points. Final score of the A game was 14-34, Wellsville.

On Tuesday November 25, both girls’ teams

played the Palmyra Panthers. In the B game, both Aimee Ferry (3-6 from the free throw line) and Morgan Willing (1-2 from the free throw line) scored 3 points each. Final score was 6-41, Palmyra. In the A game, Paige Eddington led all scorers with 7 points, one 3-pointer. Kenzie Ogle scored 4 points, Haley Branham had 2 points, and Alexis Ruba scored 1 point (1-2 from the free throw line). Final score was 14-26, Palmyra. “It was a hard fought game between the Lady Tigers and Lady Panthers. We may not have won that game, but it was the best game these girls have played all season.Â

They executed, defensively and offensively. I couldn’t have asked for a better effort on the court from them,� said Coach Erin Mack. “They never gave up and they never let the Lady Panthers get more than a 12 point lead. We were always within reach of winning, but came up short in the end. It was great to finally see all their basketball sense come into play.� The MT Jr. High Lady Tigers will face Wellsville-Middletown again on Monday night 12/01 at 4:15 in the first round of the Mark Twain Jr. High Basketball Tournament.

Mark Twain Varsity Teams Fall To Palmyra

Mark Twain hosted Palmyra on Tuesday, December 2 in a non-conference game. The Lady Tigers fell 45-66 in the first game of the night.

The scoring was even in the first quarter with Mark twain leading 1513. Palmyra got fired up in the second quarter and managed to put 24 points on the board while holding Mark Twain to only six points. The Lady Tigers trailed 21-37 at the half.

Palmyra continued to dominate in the third quarter adding another 16 points to Mark Twain’s eight points. The final quarter was closer in scoring with Palmyra adding 13 points and Mark Twain putting up 16

points. The uneven scoring in the middle quarters gave Palmyra the win.

McKenzie Lathrom led the scoring for the Lady Tigers with 18 points including two 3-pointers.

She was 6 for 6 from the line.

Michelle Epperson added 13 points and was 3 for 4 from the line.

Kaelee Ogle added 7 points and was 1 for 5 from the line.

Kailee Calvin put up 5 points including one 3-pointer and was 2 for 5 from the line.

Chloe Majors added 2 points.

The Tigers fell short in their contest against the Panthers losing 45-66.

Palmyra came out strong and outscored

Mark Twain 40-18 in the first half. Both teams battled hard in the fast-paced game and the score was 36-69 at the end of the third quarter. Palmyra’s aggression continued to carry them and despite a fourth quarter rally by Mark Twain, the Tigers suffered a 53-75 loss.

Ethan Mack led the scoring with 16 points including four 3-pointers.

He was 2 for 5 from the line.

Brett Peters put up 11 points and was 5 for 7 from the line.

Brad Tonkinson added 9 points including one 3-pointer. He was 4 for 4 from the line.

Parker Eddington added 8 points and was 4 for 8 from the line.

James Parker put up 4 points and was 2 for 12 from the line.

Bailey McMillen put up one 3-pointer for 3 points.

Kevin Corum added 2 points.
