Necedah man charged with 5th OWI BY EVA MARIE WOYWOD In Juneau County Circuit on Monday, Court December 2nd, 41 year old John F. Fike was charged with a 5th offense OWI, possession of THC, failure to obey traffic signal, obstructing an officer, operating a vehicle while revoked, and possession of drug paraphernalia. The charges stem from an incident that occurred on Friday, November 29th. According to the criminal complaint Officer Adam John F. Fike Noe of the Necedah Police Department was on patrol when he came in contact with the vehicle Fike was driving and attempted to pull him over for a routine traffic stop when he noticed the vehicle registration had expired in August of this year. Despite sirens and lights being activated Noe reports that the vehicle did not stop until some time later when it pulled into a driveway on Harvey Street. The complaint goes on to state that a male subject, later identified as Fike, exited the vehicle at which time Officer Noe drew his service weapon and ordered him back into the vehicle. Officer Noe stated in his report that Fike did not follow his instructions rather he flicked a cigarette butt towards him and started walking towards the front door of the residence. Officer Noe goes on to state that he gave a warning to Fike that he would use his TASER if he did not cooperate. A scuffle reportedly ensued starting at the front door of the residence and ending inside in a living room where the officer was finally able to subdue Fike, handcuffing him while he was on his stomach on the floor. Fike reportedly asked the officer what he had done to which Noe questioned him why he did not stop during the attempted traffic stop. "I'm deaf and I had the music up loud," was the response Noe reported he was given. It was at this point a deputy from the Juneau County Sheriff's Department arrived to assist. After failing a field sobriety test Fike was searched officers recovered a small bag with marijuana and Gambler cigarette papers. It was at this time Fike reportedly told the law enforcement, "I won't lie, I smoke weed every day. You can take my blood or make me piss and I'll be dirty." He then reportedly went on to state that the papers were for the marijuana. He was transported to the emergency room in Mauston where a sample of his blood was taken and then transported to the Juneau County Jail. On Monday he appeared before Judge John Roemer for a bond hearing where he was placed on a $500 cash bond with conditions. Those conditions are absolute sobriety at all times and he is not to frequent any bars, taverns, or establishments that sell alcohol, or to drive without a valid drivers license and he is not to use, possess, or consume any controlled substances without a valid prescription nor have drug paraphernalia. Later that same day he posted bond. Fike's prior convictions of operating while intoxicated have all occurred in Juneau County dating back to 1991 with the most recent being in November of 2010. He is scheduled for a December 18, 2013 initial appearance before Judge Paul Curran.

Sex Offender release notification issued by Mauston Police Juneau County Sheriff Brent Oleson and Mauston Police Chief Mark Messer are releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender's release when: at the discretion of the agency, the release of the information will enhance public safety, awareness, and protection. Sex offenders have always lived in our communities; with approximately 83 currently living in Juneau County. It was not until Act 440 was enacted that law enforcement is able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated. The individual who appears on this notification has been convicted of a sex offense. Further, criminal offense places him in a classification level which reflects the need to notify the community. Benji L. Parpart has served the secure portion of his commitment imposed on him by the courts. He is not wanted by law enforcement at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public. Parpart will be granted his mandatory prison release date on December 10, 2013. Effective December 10, 2013 Parpart will be residing at the TLP house in the City of Mauston located at 108 Wisconsin Street. Parpart is a lifetime registrant of the Wisconsin Sex Offender Registration Program and will have lifetime monitoring by a GPS ankle bracelet. Parpart is not to be off the Wisconsin Street property without approval of his probation & parole agent.

Benji L. Parpart was convicted in 1997 for 2nd Degree sexual assault for a child less than 13 years of age, in 2013 for 3rd Degree sexual assault of a child less than 16 years of age, and in 2013 for intentionally photographing a minor without consent by a registered sex offender. All victims were teenagers known to Parpart.
