Jury trial to begin for former Necedah pastor BY EVA MARIE WOYWOD In Monroe County Circuit Court on Tuesday, the five day jury trial for Michael Delaney was scheduled to begin with a jury selection. Delaney, a former Necedah area pastor and now resident of Monroe County, is facing one count of 2nd degree child sexual assault and five counts of child enticement/sexual contact. According to the criminal complaint the alleged victim, a young male, claims the abuse began when he was just 13 years old and continued throughout many years. The victim told investigators that Delaney would use threats of telling people he was "gay" if the young man told anyone about the abuse and that he would use quotes from the Bible as reasons and justification for the sexual assaults. The complaint states: "Delaney would justify his behavior by telling *** that in biblical times men would look at each others' penis and that when Peter and Paul were in the boat all were fishing naked. *** said that Delaney also told him that if he ever told anyone about the abuse that people would not understand, that it was okay in the Bible. The abuses that alleged to have occurred include numerous occasions of fondling, forced oral sex, exposure to pornographic material of male homosexuals.

The Elroy Police Department obtained and executed a search warrant on Wednesday, October 23rd at an Academy Street address in the City of Elroy. The warrant was obtained after a witness reported being with the couple that lived at the address and witnessing them counterfeit $20 bills. The witness explained to the Messenger that he was with the couple in their car running an errand when they handed him a stack of $20 bills and asked him to count it and confirm that there was $1,200. After he confirmed it, they asked him if it looked ‘legit’. At that time he took a closer look and realized that the money was

not real, however, he reported that it did look real unless you closely examined it. After running the errand, the group returned to the residence where the witness saw more sheets of the fake money where they were still cutting it off the printer paper. The witness become concerned that he had counted the money and his fingerprints would also be present. Before leaving the residence he snuck one sheet of the money and then called police to report the incident. As a result of the search to the residence, 23 year old Katie Wood and 22 year old Matthew Testa were placed under arrest. Three $20 counterfeit bills and a sheet of copied money were

recovered. The pair had used an all in one copier/printer/scanner to create the money. The search also revealed a metal pipe, a glass pipe with THC residue, a needle and spoon, and some marijuana they had attempted to flush down the toilet. Both subjects have been charged with felony forgery, possession of marijuana and drug paraphernalia. Both remain in the custody of the Juneau County Jail on $2,500 cash bonds and probation holds for previous offenses. They were both further ordered to have no contact with the other and no possession or consumption of any controlled substance. Both are

New Lisbon man charged with 8th OWI after striking several vehicles BY EVA MARIE WOYWOD A 42 year old New Lisbon resident, David A. Cox, has been charged with an 8th offense of operating while intoxicated. He is also facing a hit and run charge as well as resisting an officer. According to the criminal complaint on October 23, 2013 at approximately 2:30 p.m. Officer Kyle Walker with the New Lisbon Police Department was dispatched to the intersection of West Bridge Street at Division Street for an accident where a red pick-up truck had struck several vehicles. Upon arrival, Officer Walker noted a vehicle matching the description had extensive front end damage and was parked in the roadway of Division Street. In the driver's seat of the truck was a white male who was slumped over, that male was later identified by his fiance as David Cox. Bystanders on the scene reported the driver in the truck had struck several vehicles and left the scene of the accident. Officer Walker approached the truck and,

according to the report, needed to shout at the driver before Cox became aware someone was speaking to him. Cox allegedly raised his head and mumbled that he was okay. Officer Walker wrote that Cox's breath had a strong odor of intoxicants. After asking Cox to step out of the vehicle Walker reported that he needed assistance in steadying him to help keep his balance. When attempting to escort Cox to Walker's squad car, Cox reportedly tensed up and began to lean back away from Walker. He was told he was not being arrested, but rather detained, but according to the report, Cox continued to tense up attempting to pull back from the officer. He was ordered to stop resisting and was told he was now being placed under arrest to which the report states Cox refused to follow directives. With the assistance of a Wisconsin State Trooper who arrived on the scene, Cox was handcuffed and placed under arrest. According to a witness, Cox was first observed in the area of the Body Shop. His truck was on Leer Street, stopped, and approximately five feet

into the roadway on West Bridge Street. At one point the truck was observed leaving the road onto grass and then coming back on the road crossing the center line into the opposing parking lane. Cox was transported to Hess Memorial Hospital where he submitted to a blood draw and then transferred to the Juneau County Jail. The report goes on to state that Cox has had a total of seven previous convictions of operating a vehicle while intoxicated, three of which occurred in 2010 in Minnesota and Eau Claire and Sauk Counties. On Thursday, October 24, Cox appeared before Juneau County Circuit Court Judge Paul Curran where he was placed on a $10,000 signature bond along with the condition of absolute sobriety. He is scheduled for a November 20, 2013 initial appearance. According to online records, Cox remains in custody of the Juneau County Sheriff's Department for what appears to be a probation hold.
