NECAC depleted Energy Assistance funding BY BRIANNA BARTLETT Reporter brianna@lewispnj.com Lewis County residents participating in NECAC’s Energy Crisis Intervention Program (ECIP) will need to search for other financial aid for their utility bills. ECIP is a program in which residents from the 12 counties served by NECAC may apply for financial aid during the winter months for their heating and electric bills. A resident can apply as many
times as needed, up to $800, but a utility shut-off notice is required. This year’s program has already helped around 8,500 families across the 12 counties since it first began Oct. 1, 2012, but that help has come to a screeching halt. Due to cuts from Congress, the funding for the ECIP program has been cut in halffrom $1.5 million last year to a meager $712,000. That funding has officially run out. For NECAC Public Relations Officer Brett Engel, this is a very serious matter. “People
come in here every day and say ‘I never thought I’d have to come in here, but I’m out of resources.’” There is some hope for residents in the Low-Income Home Energy Assistance Program (LIHEAP) which offers a one-time payment of anywhere from $45 to $450 per household depending upon the type of heating source. Unfortunately, those that have received LIHEAP assistance since Oct. 1 are no longer eligible for aid. “What we’re concerned about is where
will families turn? Unless additional funding is approved by Congress, families will be left in the cold,” Engel explained. With hopes that more funding will be approved, NECAC will continue to take applications for the ECIP program. Though additional money appears unlikely in light of the nation’s fiscal crisis, NECAC officials wish to be ready to assist those in need if more funding comes their way.
