Tenth Judicial Circuit Receives Awards BREAKFAST & PHOTO WITH SANTA

The Frankford First Christian Church will be hosting a “Breakfast with Santa” on December 6, 2014 from 8:00 am to 10:00 am. Children of all ages, including the young at heart are welcome to come and have their picture taken with Santa for $5.00, or the picture is free with the purchase of a meal. We will be serving pancakes, sausage, biscuits and gravy. An adult meal is $5.00, a child’s meal is $2.00, children 1 and under are free. We do ask that children are accompanied by a n adult.

On November 26, 2014, after celebrating with a luncheon, Judge Rachel Bringer Shepherd presented the Tenth Judicial Circuit, which includes Ralls, Marion, and Monroe Counties, with the O’Toole and Permanency awards from the Missouri Supreme Court for the third year in a row at the Ralls County Courthouse in New London.

The awards were presented to the Circuit for efficiently managing and processing cases during 2013. The awards were presented by Missouri Supreme Court Judge Richard Teitelman and Missouri State Court Administrator Gary Waint.

Judge Teitelman presented awards to Judge Rachel Bringer Shepherd, Judge

David Mobley, Judge Michael P. Wilson, Judge John J. Jackson, the Tenth Circuit Juvenile Office, and Circuit Clerks Gina Jameson, Carolyn Conners, Valerie Munzlinger, and Heather Wheeler. Representatives of the Children’s Division, Court Appointed Special Advocates, and the Tenth Circuit Bar Association also participated in the presentation.

Only four circuits throughout the state met all ten of the time standards measured by the Missouri Supreme Court for timely and efficient case management in fiscal year 2013. The Circuit also ranked first in the state for timely disposition of felony criminal cases and domestic relations cases. This is the third

year in a row that the Tenth Circuit received both awards, only two circuits in the state have met all ten time standards for achievement for the past three consecutive years. Thanksgiving Day has come and gone and left us all with a heartfelt appreciation of a day filled with family and food, lots of conversation, a variety of entertainment to watch and a beautiful day to enjoy. Counting your blessings wasn’t hard.

The tranquility induced by overeating turkey and all those carbs was soon replaced with the first volley of serious holiday preparations. Many of us put up the Christmas tree and decorated the house soon after Thanksgiving.

My sister wove together garland and lights and added silver balls and crystal and pine stars and she and my oldest son strung them on the beams between the kitchen and living room.

My grandchildren came over and helped go through the ornament boxes. I had planned on just using the two most recent tubs of decorations.

Somehow, in the many trips to the basement and back, there were six tubs sitting on the deck or scattered around the living room.

In the tissue and small boxes were ornaments that hadn’t been used for years. As we crowded the branches of the tree to capacity I answered questions about certain ones; who made it, how old was it and was this one my favorite? That

was a loaded question. So many memories, some sad, but most joyous, came flooding to mind.

Trying to sift through the memories and find the ornament hangers while fielding more questions brought a bit of Christmas chaos to the scene. Finally we removed the manger from its tissue paper nest and set it up with the Holy Family and the animals. Now it truly was beginning to look like Christmas.

Later that evening my son and sister brought in the little tree and pulled out another tub of ornaments. Soon the little tree was aglow with Mom’s string of red lights and twinkling star ships, many of which talked when provoked with the push of a button.

Some people put up trees decorated for their favorite sports teams; I refer the company of star ships, rogue captains and alien allies.

However you decorate, your home should reflect the season’s meaning for you and your family.

After everyone had left I added the string of lighted peace signs in the window.

On the same theme, but in the instance of Bill Cosby, Kathleen continues, “Many have lauded the power of social media in liberating people from the bonds of shamed silence. ... While this is certainly true and valuable to an extent, social media have enormous destructive power.”

Commenting on the alleged perpetrations of Bill Cosby, she clarifies, “Use of the word ‘allegedly’ intends no disrespect but is a requirement for journalists as opposed to people who chat online.

Any charge is alleged until proved or determined beyond reasonable doubt…”

It’s just a shame that we cannot somehow enforce that concept on political candidates. I suppose that somehow campaign excursions

into fantasy might fall under the First Amendment right to express one’s opinion. Seldom, if ever, however is the “in my opinion” disclaimer proclaimed. More likely, misinformation is more closely aligned with the philosophy of Jonathan Gruber (acknowledged architect of Obamacare). “Lack of transparency is a huge political advantage,” said Gruber. Basically, call it the stupidity of the American voter or whatever…”

The Letter to the Editor in last week’s RCHE caught my eye. Well, yes, it was right next to the Letter from the Editor. First, it was short.

(Well within the 30-second attention span.) If I received the mailer to which Mr. Dowell refers, it was undoubtedly “filed” with the rest.

Fortunately, there are still people like Ray Dowell who take the trouble to sort for apple butter.

After listening to Mr. Hibbard at New London, I had already paid my taxes lest the county slip into default. I have yet to find anyone who keeps regular working hours in the Courthouse who had any idea of the fiscal damage that a single Republican (clearly outvoted by two Democratic commissioners) could inflict upon the county in just four years. Do we then need to replace both district commissioners as well? Will we “balance” the county budget by cutting or taxing? Maybe a concerned presiding commissioner could forgo all reimbursement from the county as a gesture of concern.

SUNDAY DECEMBER 7TH Last week was a highly varied display of a 3-minute attention span. First, the media showcased the Ferguson riots with live commentary and photo-ops provided by rioters. Then, (I suppose in the true spirit of Thanksgiving) the same media laid out a buffet of “retail rip-off ” with store prices the same or higher than on days other than Black Friday, black-promoted protests of Black Friday (a concept which I generally cannot disagree), and then for dessert, toasty warm scenes of Americana as actual Ferguson residents bonded together and with outsiders bringing gifts and help instead of the torches and looting sacks of predators who had left in search of un-looted stores and fresh photo-ops.

Kathleen Parker provided a most thoughtful and thought provoking insight into both the Ferguson fiasco and the Cosby saga in a recent HW column. “We see in Ferguson, Mo.,” she wrote, “what happens when respect for our le-

Volunteers an Integral Part of University of Missouri Extension

For over 100 years University of Missouri Extension has helped improve the lives of the citizens of the state. Critical to the success of Extension through the years has been the support of numerous volunteers. In Ralls County, volunteer support has been especially strong. As we end another year, I want to thank all of the current and past volunteers of Extension for all of the contributions they have made.

In the early 1920s, extension programs concentrated on working with farmers and their families, which comprised the majority of the state’s population. Volunteers helped county agents with farm demonstrations and home food preservation classes. In many cases, these volunteers opened up their homes and farms to host demonstration projects so that their friends and neighbors could view the latest information from University of Missouri Extension.

In 1927, 4-H became a part of cooperative extension. Today, about one in ten Missouri youths, ages 5-18, participate in a 4-H educational program. The 4-H program today provides education in leadership, citizenship and community service through school enrichment programs, special-interest activities, conferences and camps.

In Ralls County this past year, five 4-H clubs are active with membership of eighty-four youths.

NRCS Announces EQIP Sign-Up- The Natural Resource Conservation Service (NRCS) has announced funding for the Environmental Quality Incentive Program (EQIP) for the 2015 Fiscal Year. In order to be eligible for EQIP funding producers are asked to come into the NRCS office by December 19th and sign an application.

EQIP provides payment rates to install practices such as fencing, pipelines, terraces, livestock exclusion, forestry management practices, lagoon closures, and many others. EQIP is a ranking type program that rewards applicants if they are addressing multiple resource concerns. If you are interested in signing up for possible funding, please stop in the New London Field Office and visit with Lucas Brass

Over thirty adult leaders volunteer their time and resources in project areas such as woodworking, livestock judging, animal care and production, clothing, shooting sports, photography, public speaking and food preparation.

In 1955, state legislation required extension councils to be publicly elected to govern the educational programs offered in each county by the University of Missouri. In Ralls County, twenty-one members serve on the Extension Council. Each township in the county has two elected representatives except for Spencer Township which has one elected representative and a member appointed from the town of New London. Additionally, two members are appointed to the council from Farm Bureau and the county commission. Two youth members between the age of 15 – 17 and two young adults between the age of 18 – 30 are also appointed.

For over 100 years, University of Missouri Extension has been an innovative leader – helping people solve problems and improve their quality of life with research from the University of Missouri and Lincoln University.

Without the support of volunteers in the county, however, this would not be possible. For all that these volunteers have done in the past and continue to do in the present, I thank you for your dedication and support.

V.F.W. Notes – The Veterans of Foreign Wars State encampment will be held in Jefferson City this Friday, Saturday and Sunday.

Mark Twain Post 4088 of Perry will receive third place awards for Community Service in the state competition on Friday morning of the session. It has also been announced that Mark twain Post was rated 1st place in this di-

vision. Several officers and members will be in Jefferson City as delegates over the weekend.

Miss Mary Jo Swan, who is a student at the University of Missouri, is spending her summer vacation with her parents, Dr. and Mrs. E.T. Swan and family. Last week-

end she attended the Ivy Chain at Christian College where she was a student last year. She came home Monday.

The following enjoyed a picnic last Thursday evening at Mark Twain State Park in honor of Billy Turnbough’s 16th birthday anniversary.

Mrs. I.m. Ely, Mrs. Lola Beshears and daughter, raelyn, Mr. and Mrs. Loren waldmeier and son, Tommy, and the honoree, Billy Turnbough. They also attended a drive-in movie at Paris.

Mrs. J.C. Moore and three childrenof Hot Springs, Ark., Mr. and Mrs. Chester Poyser and

children of Barry, Ill. were week-end guests of Mr. and Mrs. Homer e.

Moore. Sunday afternoon visitors in the Moore home were Mr. and Mrs. J.B. Galloway and son of Laddonia and Mrs. L.O. Yancey.

Miss Betty J. Campbell of New London was a guest over the weekend with Mr. and Mrs. Norman Bright near Center.

Miss Campbell has accepted the position of secretary to the County Superintendent of Schools, W.T. Crawford, and begins her work May 16th.

She was valedictorian of the 1955 graduating class of Perry High School.

Mr. and Mrs. George R. Peer and daughter, Karen, of St. Louis, visited over the week-end with his parents, Mr. and Mrs. Rex Peer. George R. is with Laclede-Christy Firebrick Company and will be away from homefor a couple of weeks, so his mother accompanied them back to St. Louis to visit while he is gone.

Musique Club Celebrates American Folk Music

The Perry Musique Club met at 4:30 p.m.

Sunday, November 23, at the music studio of Patti Grimmett.

Debbie Carey opened the meeting by playing “The Story of Eddie Brown” on the guitar for the prelude. The Pledge of Allegiance was recited, members sang the “Star Spangled Banner,” and said the Club Collect.

November is American Music Month when the federated music clubs focus on the music of the United States. The Song of the Month was “Look for the Silver Lining,” written

by Jerome Kern (18851945), a noted composer of Broadway musicals.

Debbie gave the Orientation for the month, “A Rich Heritage Shared.”

The idea for a music week was introduced in a trade review journal by Charles Tremain in 1915. By 1917 National Music Week was celebrated by federated music clubs on various dates. And in 1924 clubs celebrated National Music Week during the same week throughout the country.

The secretary’s report was reads and approved as was the treasurer’s report. Debbie reminded members that the Monroe City Singers will perform at 4 p.m. Sunday, December 7, at the Methodist Church in Monroe City.

Patti announced that the Junior Club members will present a holiday recital at 10 a.m. at Monroe Manor and at 11: 00 at Miller’s Resident Care in Paris on

Saturday, December 13.

The month of November is designated as American Music Month.

Carolyn Trower presented this month’s program on traditional American folk music. Selections were played from the movies “Songcatcher” and “Oh, Brother, Where Art Thous?” Members discussed the lyrics and the stories told by the songs.

They noted the use of fiddle and guitar in the simple melodies and the addition of harmonica and banjo in some later tunes.

Several songs were sung a Capella. Many of the songs were from the Appalachian region and had their origins in Ireland and England. Some still kept place names from the original lyrics while

others had been adapted to reflect early America. Common themes were love and longing for home. Betrayal and death were often part of the story.

The program’s songs included, “Fair and Tender Ladies,” “Wind and Rain,” Barbara Allen,” “Tom Dooley,” “Long Black Veil,” “The Cuckoo Bird,” “Shenandoah” and “Across the Wide Missouri.”

Advent is the season of waiting.. We should not wait in vein but take advantage with quiet prayer in anticipation of the coming of God’s Son “O Come, O Come, Emmanuel” was the invitation hymn. The benediction was given and the service closed singing “Away in a Manger.”

Annual Deer Hunt for Disabled Successful The annual Deer Hunt for Disabled Individuals was held on November 22 and 23, and was deemed a success.

The annual event is sponsored by the United States Corps of Engineers, (USACE), The Northeast Whitetail Unlimited, and Paris Lions Club. There were hundreds of volunteers to assist the 39 hunters. Other sponsors were local individuals, Krigbaum Trailers, Syden-

stricker Farm and Lawn, C & R Market, Knight and Hale Game Calls, and General Mills.

The hunters braved wet, damp conditions and harvested 29 deer.

USACE Ranger, Shelly Howald, summed up the two day hunt with a positive statement, “Sunny days or rainy days, the volunteers, disabled hunters, and deer all show up for the event.”

MT Junior High Lady Tigers Results The Mark Twain Lady Tigers B team put up a tough fight against the Clopton Lady Hawks on Monday November 11, only to fall short in the end 5 to 20. Haley Branham led the Lady Tigers with 2 points, while Hannah Smith, Aimee Ferry, and Morgan Willing all chipped with one free throw each. The scoring was kept even all through the first half, with a half time score of only 2 to 5, Clopton.

“They [Clopton] began to pull away from us in the third quarter, but this team never gave up,” said Coach Eric Mack. “I have to commend them [Lady Tigers] on their efforts.

Despite the point differential this young group of athletes continue to battle through the final buzzer.”

The Jr. High Lady Tigers B team fell short to Holy Rosary in a 2-quarter game on November 20, with a final score of 3-12. Morgan Willing led the Lady Tigers with 2 points, while Aimee Ferry added a free throw.

Holy Rosary again, just minutes later. It was a back-to-back battle with the Trojans. “From our previous bout (November 10) with the Trojans, we knew we were going to have to come out and play with intensity for all four quarters,” said Mack.

She was 2-4 from the free throw line and scored a 3-pointer for the team.

Paige Eddington added 2 points to the board. And Alexis Ruba rounded out the scoring as she went 1-2 from the free throw line. These ladies played hard for all four quarters only to fall in the end 1225.

The Jr. High Lady Tigers traveled to Louisiana on November 21 to face the Lady Bulldogs. Mark Twain HS Teams Split Wins Against Paris

Mark Twain opened their basketball season with a non-conference home game against the Paris Coyotes on Tuesday, November 25. The Lady Tigers fell 34-43 to Paris after a hard fought game.

The Tigers defeated the Coyotes 60-35.

The Lady Tigers’ game started out slowly. Mark Twain trailed 5-4 at the end of the first quarter and 17-11 at the end of the half. Action picked up in the third quarter and Mark Twain added 8 points while Paris put up 14. The Lady Tigers surged forth in the fourth quarter to outscore the Lady Coyotes 15-12, ending the game 34-43.

Michelle Epperson led the scoring with 14 points. She was 2 for 2 from the line.

McKenzie Lathrom added 9 points and was 3 for 9 from the line.

Kailee Calvin put up 5 points and was 1 for 4 from the line.

Chloe Majors put up 2 points.

Kaelee Ogle added 2 points.

Brooklyn Hawkinson added 2 points.

The Tigers took an impressive 60-35 win over the Coyotes. No stats were available for the game at press time.
