DeWitt Hospital Celebrates 50 Years

The DeWitt City Council will return back to it’s regular schedule December 9 at 6 p.m.

AMERICAN LEGION AUXILIARY

The American Legion and American Legion Auxiliary will have their annual Christmas potluck supper on December 5, 2013. It will be held at Camp Doughboy and will start at 6:30 p.m. The meat will be furnished by the Legion. Please bring your favorite dish and join us. We will be taking up items to be taken to the Veteran’s Hospitals in Little Rock and North Little Rock.

Things they have requested are: puzzles, books, underwear, t-shirts, coffee, socks, just to mention a few.

REDEEMED COGIC

The Redeemed COGIC located at 1110 S. Jefferson St. in DeWitt will be having a special service on Sunday, December 8. The guest evangelist will be David Anderson, pastor of St. Luke COGIC in Elaine, AR. Helena-West Helena District (Stuttgart District Evangelist). Everyone is invited to come and be blessed. Lunch will be served.

DeWitt Hospital celebrated its 50th Year Anniversary on Monday, December 2, 2013, by hosting an open house event. The DeWitt Hospital & Nursing Home Auxiliary members served snacks and gave tours of the Christmas decorations throughout the day. At 5 p.m. a reception was held to recognized Warren Jennings, Sr. for his years of service on the DeWitt Hospital and Nursing Home Board of Directors. Darren Caldwell presented a plaque to Warren Jennings, Sr. who retired from the DHNH Board of Directors this year. Warren Jennings, Sr. had served 22 years on the Board of Directors of which at least 17 were as Board Chairman.

DeWitt Hospital held a contest for a logo design to be used on a tee shirt to celebrate its 50th Anniversary. Cassie Edwards design was picked out of about 50 entries.

ing her design and are being used as a fundraiser event for the Hospital’s Children’s Fund.

Cassie received $50 and a tee shirt with her design.

Tee shirts are on sale for $15 at the hospital and all proceeds benefit the Hospital’s Children’s Fund. DeWitt Hospital would like to thank everyone who took the time to participate in the contest.

The Hospital’s Children’s Fund was first started in the late 1990’s by hospital employees. Various fundraisers are held Cassie Edwards and Darren Caldwell with Cassie’s winning t-shirt throughout the year and design. proceeds are used to purchase Christmas presents for Children in the community. Because of the need clothing or other necessities are being purchased throughout the year for Children in need as well. The funds are also used to purchase a Christmas present every year for each of the nursing home residents as well.

November National Adoption Month Over 80 children in Arkansas will be celebrating this holiday season with a new family. During the month of November, which is National Adoption Month, the Department of Human Services oversaw the adoption of 82 children. That brings the total number of adoptions this year to 693.

But the need for more loving homes is still great.

There are another 500 children in our state currently available for adoption.

We are reminded of the need daily now as the traveling Arkansas Heart Gallery is now located close to the entrance of the House in the State Capitol. The gallery is covered with the faces of children who need a home. Over 30 professional photographers donated their time to help make this project possible.

If you can’t make it to the Capitol, you can view the pictures and learn more about these children at www. adoptarkansas.org.

Many of the children currently available for adoption were removed from their birth family or legal parent due to neglect, physical, emotional, or sexual abuse.

An adoption cannot take place unless the birth parent or legal parent’s rights have been terminated by the court.

The adoption process can take up to 6 months to complete. It includes a home study and background check. But what makes an adoption successful is a family that can make a commitment, deal with rejection, look at progress in small steps, and simply laugh.

In addition to the need for adoptive parents in our state, there is even a greater need for foster parents.

At any given time there are close to 4,000 children in Arkansas who have been removed from their home.

There are just over 1,200 homes currently approved to foster children.

Foster parenting is a serious commitment. It requires giving the gift of unconditional love to children and youth who may never have experienced love of any kind and who may not know how to accept it. It also requires the foster parent to be able to separate from those children when they are returned to their birth family or more permanent family situation.

But you don’t have to be perfect, to be a perfect parent for a child in care.

We know there are many families out there who can provide the perfect home for either adoption or foster care.

Bicentennial Commemorative Postmark Cancellation for Arkansas County The Arkansas County Bicentennial Committee announces the availability of the USPS special cancellation postmark commemorating the Bicentennial at the celebration at the DeWitt Courthouse on Saturday, December 14.

The cancellation postmark is provided by USPS as a community service, An unused First Class postage stamp must be available on the item to be postmarked. The DeWitt Post Office will have a booth at the celebration for postage stamp purchases and for postmarking with the special cancellation.

The Historical Review booklet for the Bicentennial has a special page for set aside for a USPS postage stamp and the cancellation mark. This free educational booklet will be available on Saturday. The booklet was researched, written, and edited by Circuit Court Clerk Sarah Merchant and her staff.

The cancellation mark celebrating Arkansas County’s Bicentennial will be available at the DeWitt Post Office through the mail-back service for a month after the celebration at the courthouse. Envelopes or cards can be submitted through the mail requesting the commemorative cancellation mark.

Obituary Roger Bell

Roger Wayne “Bud” Bell, 71, of Hot Springs, formerly of DeWitt died Saturday, November 30, 2013. He was born November 9, 1942 near Gillett to Roger and Catherine Shireman Bell who preceded him in death. He was also preceded in death by his wife, Jackie Bell.

He was a retired farmer, member of the First Christian Church of DeWitt and Ducks Unlimited. Survivors include his sons: Chad Bell (Kiki) of DeWitt, Todd Bell (Teri) of Stamps; brothers: Charlie Bell of Hot Springs, Jim Bell of Wisconsin; sisters: Marilyn Goins of Van Buren, Teresa Brown of Oklahoma; grandchildren: Starr Bell, Stormee Jo Bell, Coy Bell (Cassie), Hannah Bell, Sydney Smith and Cody Stallings.

Robert Paxton

Robert Jackson Paxton, age 92, of DeWitt died Monday, December 2, 2013. He was born August 15, 1921 in New Boston, Illinois to Andrew and Harriet Whiticker Paxton. He was a timber cutter, then worked for and retired from Arkansas County, served in the U.S. Army and U.S. Air Force, was a member of the American Legion and Eastside Baptist Church.

Survivors include his wife, Dorothy Eason Paxton, step-sons: Lloyd Snyder of DeWitt, Eddie Snyder of Bourg, LA, Danny Snyder of St. Charles, Tony Snyder of DeWitt and nieces and nephews. He was preceded in death by his parents, one brother, five sisters and a step-son, Wayne Snyder.

Visitation will be 10:00 a.m Thursday, December 5th at Eastside Baptist Church with funeral services following at 11:00 AM. Burial will be at DeWitt Cemetery by Essex Funeral Home.

Memorials may be made to Eastside Baptist Church or charity of choice.

What to know about Medicare in 2014

By Bob Moos/Southwest public affairs officer for the Centers for Medicare and Medicaid Services The New Year brings improvements and other changes to Medicare. Here’s a brief rundown of what to expect in 2014.

The best news is that there are no changes in Medicare’s Part B premium and deductible.

The standard premium for the part of Medicare that covers your doctor visits and outpatient hospital care will stay the same -- $104.90 per month. Over the past three years, the premium has remained unchanged or turned out lower than first projected.

A small number of people with Medicare – about 4 percent – pay surcharges on their Part B premiums because their annual incomes exceed $85,000. They, too, will see no increase in their premiums for physician visits and outpatient services.

The Part B deductible for 2014 will also be the same as this past year -- $147. That’s what you pay out of pocket for your doctor appointments and outpatient care at the beginning of each year before your Medicare coverage kicks in and helps to cover costs.

You’ll get bigger price breaks on your generic drugs in the “doughnut hole.”

If you have a Medicare drug plan and reach the coverage gap, you’ll receive bigger discounts on your generic prescriptions – 28 percent in 2014, compared with 21 percent this past year. You’ll also continue to get about 53 percent off your brand-name drugs.

The price breaks are adding up. More than 26,700 Arkansas residents with Medicare have saved $18.2 million on their prescriptions in the coverage gap this past year – an average of $682 per person. The discounts will continue to grow until the doughnut hole disappears in 2020.

If you’re dissatisfied with your Medicare Advantage plan, you can quit it beginning Jan. 1.

If you’re unhappy with your private Medicare Advantage health plan, an annual “disenrollment” period allows you to return to the traditional fee-for-service Medicare program between Jan. 1 and Feb. 14. You can also pick a drug plan to go with your new coverage.

A word of caution here: There are a few things you can’t do during the six-week disenrollment period.

You can’t switch from one Medicare Advantage plan to another. Nor can you switch from the traditional Medicare program to an Advantage plan. Most people will need to wait until the annual enrollment period in the fall to make either of those changes.

If you’re not old enough yet for Medicare but need health care coverage, help is here.

If you have Medicare, you don’t need to do anything about the new Health Insurance Marketplace. But if you, a spouse or another family member are too young for Medicare and lacking insurance, this new way of buying coverage may be for you.

Health plans sold through the Marketplace will provide you with affordable and comprehensive coverage. Insurers can no longer deny you coverage, or charge you more, because of a pre-existing medical condition. Enrollment continues until March 31.

Obituary Inda Young

Inda Wood Sieber Young, 85, of DeWitt died November 28, 2013. She was born April 5, 1928, in Reydell, AR, to Jessie Ennis Wood and Mellie Vina Hynum Wood.

Mrs. Indy, as she was affectionately known, was co-owner of Tax Center of Stuttgart and a member of Unity Missionary Baptist Church in DeWitt.

She also helped her husband in Young’s Furniture store and made countless flower arrangements for family and friends.

She was a loving wife, mother, grandmother, sister, and friend and always put others be-

fore herself.

She was preceded in death by her parents; her husbands, Lester Albert Sieber, Sr., and Harold Young; four brothers Raymond Wood, Darl Wood, Rufus Wood, and Billy Ray Wood; and three sisters Irene Wood, Gladys Trussell, and Shirley Keaton.

She is survived by her son Lester Sieber, Jr., of Stuttgart; two grandchildren Jessica (Bailey) Dickson of Stuttgart and Casey Sieber of DeWitt; three brothers Johnny Wood of Stuttgart, Delano (Dixie) Wood of Springdale, and Walter Trussell of DeWitt; two sisters Evelyn (H.D.) Theis of Conway and Carole (Amos) Carver of Gentry.

Funeral services were 2:00 December 2 at Unity Missionary Baptist Church in DeWitt with burial in DeWitt Cemetery by Essex Funeral Home.

Dec. 3, 2013 — Keith Brown has been promoted to director of corporate safety for Arkansas Electric Cooperative Corporation (AECC) and Arkansas Electric Cooperatives, Inc. (AECI).

“During the past year, Keith has proven to be a results-oriented leader in the safety practices for AECC,” said Duane Highley, president and CEO of AECC/AECI. “He will now direct combined safety programs for AECC and AECI to ensure best safety practices are mutually shared throughout both cooperatives in a consistent manner.”

Prior to joining the cooperatives, Brown worked for 25 years in safety-related positions in the manufacturing, government and energy sectors. He holds a master’s of science degree in operations management from the University of Arkansas and a bachelor’s of science degree in organizational management from John Brown University.

Reports from Officers started with the Governor General and followed by six others. Secretary General’s Report was read as she had had eye surgery. Councilor Andrea Crossman Class of

2015 served as Secretary General ProTem. Treasurer General G. Steven Brown gave a detailed report and concluded saying that the Society was in good shape. Registrar General Frost reported the approval of twentyseven new members.

This was set off by the loss of deceased members; so a need for new members was encouraged. Historian General Ramsey announced he had updated the Society Scrapbook. Wetzel called

for Councilor Reports.

Scholarship Chairman Barbara Smith announced the winner, Ronald L. Buford and was pleased to say that he would be the speaker at the Meeting on November 2nd. Treasurer Brown told of the progress on the printing of the Lineage Set of Books.

Donations were approved. Among these was a motion to donate $500 to the Jamestowne Settlement Church Tower Fund in Virginia.

The National Council Meeting was held in The First Parish Congregational Church in Wakefield on November 2. In a history of this church it had “gathered” in Redding in 1644, the 23rd church established in the Massachusetts Bay Colony. Thirteen of theses churches are still active congregations. A log meetinghouse was its original structure. There are eleven known members of First Parish who are descended from the earliest settlers. There were 41 members on the 1644 roll, in 1912 they claimed 493 members.

In 1993 the massive fifth structure serves 1,011 members.

Governor General Wetzel called the November 2nd Meeting to order at 10:35 AM in the historic First Parish Church with Sister Hilda Carey giving the Invocation. The election of the 2014 Nominating Committee followed with Mary Wassung as chair.

The new Class of Councilors 2016 were voted on and installed

by Sister Carey. They are: Mary Wassung, Lila Kimbell, Verne Thayer, Rev. Ms. Marsha Davis and Sally Davis.

A Memorial Service was held for the thirtyfive deceased members.

Alta Lockley, the 4-H program officer with the Cooperative Extension Service spoke to the group about what 4-H is and how we can best serve 4-H and our community. Alta also

went opened and closed the meeting to teach the members the proper way to conduct a meeting.

Angel Tree Santa has contacted the Gillett/Tichnor elves to remind them of their Angel Tree at Planters and Merchants Bank. The elves worked hard during Thanksgiving and the tree is up with 37 Angels ready to be picked up by Santa helpers.

A Solemn Warning

It is the ministers duty to look after the sheep that God has place him over. But it is also his duty to give solemn warning to unbelievers. 1 John 5:10 “He that believeth not God has made Him a liar; because he believeth not the record that God gave His son.” And what is that record? It is the written word of God that we call the Bible. In the book, we are told that we should not continue to walk in the dark, and every human that has not been born of the Spirit of God is still walking in spiritual darkness. It is true that our warning will often fall on deaf ears, but our duty remains the same! Men love darkness rather than light, because their deeds are evil, but the spirit of God that is in a Believer sheds light wherever he goes! This light, which is actually the Spirit of Christ manifesting itself, will shine before a unbeliever and let him see himself as he really is.

He will see his past unbelief as a terrible sin, and be shocked at his crime. This may not happen over night, but never fear child of God, He is working on their case! And so the heart of a Christian longs to see Grace given to the unbeliever. We look back on our own life, and see how that our race had been lost by sin, and that it was infinite mercy that picked us up out of our lost condition. So what we desire to do in this sermon is to cause every person who is still lost to look at himself as in a glass, and see clearly where the road he is on leads! We wish to make him wiling to be changed, as he sees how he has been treading the forgiving Grace of God under his feet. It is always good for a man to see himself as God sees him. And be it known to you lost person, that unless you are repentant and are trusting what Jesus Christ did to make you righteous, you are in God’s eyes as a lost sinner! You may have some good works, but if “Righteousness Comes by Keeping the Law, then Christ is dead in vain.” (Gal. 2:21) We do not wish to give any comfort to those people who won’t turn to Christ for salvation! Our prayer is that God will make them more and more uncomfortable, until in despair, they turn to the Creator, who gives peace that is not of this word. To see a blind man sitting in a public place, asking alms of the passer-by’s is a sad thing! But it is not near as sad as to see a man with 20-20 vision, walking with his head high, and his chest stuck out, supporting that he has the world by tail, so to speak.

When truth is he is apt to split hell wide open any day.

The physically blind man might be a Christian, but the other one is drawing closer to the flames with each passing day! We hear a lost person say, “No man can come to me except the Father who has sent me I saw him.” But the Lord explains His own works in another place, where He says, “Ye will not come unto me that ye might have life.” So then the sinner’s inability he’s in his own stubborn will! It is because he will not, that he cannot! Let every lost person be sure of this, if you go to hell, it was your fault and not God’s. Amen!

Doubts

By Pastor Steve Ellison Has your faith ever been weak? Have you wondered if your big mouth said too much? Have you ever felt all alone? Have you ever had doubts? Have you ever felt terribly persecuted? Did you wonder if perhaps it was your fault, that you really deserved what was happening to you? Have you passed through a long, dark valley, even the valley of the shadow of death?

Did you wonder where your help would come from?

Did you wonder where your Savior was? Did you wonder what He was doing and why didn’t He come to your rescue? Did you wonder if this darkness would ever pass? Well I have and so did John the Baptist.

One of the jobs of the prophets was to speak truth to power. Prophets were called to hold rulers accountable for their actions. Thus John the Baptist offended Herod the Great and his new wife by pointing out their adultery. John was rewarded with a long-term reservation in a dungeon under the palace floor at Machaerus. The questions above are bad enough as I walk through the comfort and freedom of my modern day life. I can only imagine how these questions must have ricocheted off the solid rock walls in the dark dungeon. I suppose that John could hear the sounds of laughter and extravagance dropping down from the palace floor above him. The hissing Serpent must have had a field day with John’s doubts. I am quite sure that I cannot imagine all the questions John must have asked himself. Perhaps John was even afraid that he had led others down the wrong path. Whatever the case, the right question was about to dawn on John.

Luke 7:19 records the question, “Summoning two of his disciples, John sent them to the Lord, saying, “Are You the Expected One, or do we look for someone else?” NASU Our doubts will either lead us to Christ or away from Christ. John overcame in the only possible way, the only way that was open to him and to us. His dark doubts and despair opened the door of hope. When John asked the question, “Are you the Expected One, or do we look for someone else?” he was on the verge of victory. The light was already dawning in the darkness. An honest inquiry to Christ about His nature and being will not go unanswered. John had already conquered just by asking the question. Our doubts must be allowed to lead us to Christ, who is the only One with the answers to our questions.

Luke 7:21-23 gives Christ’s marvelous, compassionate, certain declaration that He is indeed without a doubt the Expected One, “At that very time He cured many people of diseases and afflictions and evil spirits; and He gave sight to many who were blind. And He answered and said to them, “Go and report to John what you have seen and heard: the blind receive sight, the lame walk, the lepers are cleansed, and the deaf hear, the dead are raised up, the poor have the gospel preached to them. Blessed is he who does not take offense at Me.” NASU Jesus answered John’s question by performing some miracles just for John’s benefit, just to relieve John’s doubts. We worship a compassionate Savior!

Thanksgiving Hangoer

They say confession is good for the soul.

So, I guess here’s as good a place as any to start: I’ve got a Thanksgiving hangover. Yep, it’s hard to admit, but I do. Once again, I ate too much on Thanksgiving Day. What’d you think I was talking about?

Gotcha, didn’t I. Oh well, a little levity is good for the soul, especially when you’re dealing with such a “heavy” subject.

Sorry. I couldn’t resist. Seems I’m on a roll after having eaten one too many rolls and I couldn’t help myself—and, as the chicken, who was Hardshell Baptist, or the exercise fanatic said, “And, that’s no yolk!!”

Couldn’t resist again.

I’d been working so hard on losing weight and keeping in shape. For five months I’ve been doing CrossFit, which is, without a doubt, the hardest exercise regiment I’ve ever done.

When I look around my class and see that everyone else is at least half my age, I wonder what I’m doing out there.

But, when I look at my waistline and the scales, I’m glad I’ve been sticking with it—i.e., until Thanksgiving came and I gained four pounds! Four pounds! Couldn’t have been all those sweets, could it?

Yea, that’s probably what caused it, especially since there are only two types of pies I like: Hot and cold. And, like Baby Huey once said, “The doctor put me on a weight-reduction program, sent me home and said to cut my food in half. Can’t understand why I haven’t lost any weight. Maybe it’s because I ate both halves.”

Sorry. Couldn’t resist once again. But, it’s hard to stay serious when you’re writing a column on “Thanksgiving Hangover” and you’re talking about your waistline rather than a headache from drinking too much.

I’ve often wondered what it’d be like to be so in love with Jesus that you were obsessed with Him. In reality, that’s what He meant in His Beatitudes when He said, “Blessed are those who hunger and thirst after Righteousness—for they shall be filled” (Matthew 5:6).

The next time that doubts assail you and the Serpent hisses, take your cue from John the Baptist and cast yourself on Christ who will answer your doubts with marvelous compassion.

Both of those verbs are intensive and denote desperation like someone who’s about to perish unless he gets something to eat or drink soon.

And, dear Reader, I’m afraid very few of us fit into that category when it comes to Jesus, reading His Word or praying. We’re more like binge eaters and drinkers. One minute we’ll gorge ourselves; the next minute we forget all about all of that.

Then, we wonder why we’re physically overweight and spiritually malnourished.

But, it doesn’t have to be that way. We simply have to fall in love with Christ more than we are worldly pleasures, p a s s i o n s , possessions, etc. Simply put, like the early Christians who died a martyr’s death, we have to have Him as our number one priority in life.

Period.

Only then will we know what it means to “hunger and thirst after Him.” Jesus went on to say that anyone who is desperate to “know Him and the Power of His Resurrection” (Philippians 3:10) will soon delight in Him—i.e., “they shall be filled,” which literally means “gorged” in the original language of Greek.

Or, they’ll be “satiated and satisfied.”

Let’s face it: There’s nothing or no one in this world who can satisfy the longing soul like Jesus. Someone once said, “There’s a God-shaped hole in your heart that nothing can fill but Him.” St. Augustine said, “Our hearts are restless until they find rest in Thee, O God.”

Here’s hoping that my Thanksgiving Hangover will cause me to want to be a spiritually plump follower of Jesus. In fact, that’s my New Year’s Prayer even before 2014 dawns. Here’s hoping it’s yours, too. God bless you.

Red Cross encourages eligible Celebrate the Season to be donors to give gift of life presented Dec. 8 at PCCUA The holiday season is here, and with it comes the exchange of gifts among family and friends. For many hospital patients, one gift on their wish list can’t be found at stores: a blood donation.

Blood donations could be the gift of life to people like Lauren McCrary, who was immediately hospitalized after being diagnosed with acute myeloid leukemia. She received more than 140 blood and platelet transfusions.

Now in remission, she serves as the blood drive coordinator at the high school where she works.

“I can never repay the donors who helped save my life, but I can remind others that giving blood is truly the gift that means something,” Lauren said. “The blood I received has helped me celebrate more holiday seasons with my family.”

The American Red Cross encourages eligible donors to give what could be the most meaningful gift of the season to someone. Capps then returned on December 1 and killed a 7pt buck as well as a doe. He is the first to kill all three during the Youth Hunt.

DeWitt Hospital recently purchased two new ambulances for Emergency Medical Services. The new ambulances are replacing two trucks that have been in service over 10 years. The hospital board approved the purchase of two ambulances because there was a huge money saving opportunity if purchased immediately. If the Organization had waited to purchase the second ambulance in another year or so it would have been at twice the cost. Funding was aided by having the city sales tax money available to use for the purchase which wasn’t available in the past.

DHNH Board Members also elected to upgrade the service provided to the community by approving both ambulances to operate as advanced life support services. Currently the hospital’s ambulance service is operating as one advance life support and one basic life support ambulance. The hospital utilizes the paramedic ambulance to respond to all emergencies when available and transfers by physician’s request.

This means that if the paramedic ambulance is out on a transfer then the basic life support ambulance is left to respond to emergency calls. DeWitt Hospital EMS is very fortunate to have the most up to date equipment to provide the best possible care to our communities. We are very thankful to DeWitt Hospital Board of Directors and to the citizens of DeWitt for making this possible.

It’s a fact that not everyone knows or understands the difference between advanced life support and basic life support ambulances. For a better understanding of what advanced life support can do vs. what emergency medical technician can do on a basic life support ambulance see the chart below.

Arkansas County Surpasses Goal for Operation Christmas Child Thanks to numerous churches, organizations, and individuals, Arkansas County’s goal of 2,500 shoeboxes for needy children was surpassed and reached 3,001for this mission of Samaritan’s Purse.

Relay centers in Stuttgart and DeWitt were open Nov. 18th-25th collecting shoeboxes filled with toys, candy, toiletry items, clothes, and much more for the children.

The shoeboxes were taken to Little Rock on Monday and trasnported to Denver, CO where the processing center is held for our region. From there the shoeboxes will go to Togo (South Africa), Guyana (South America) or Mexico.

December 13 -14 is Christmas on the Square In addition to a full schedule of activities by the Arkansas County Bicentennial committee to celebrate Arkansas County’s 200th birthday in the Southern District Courthouse in DeWitt for December 14th, the DeWitt Chamber of Commerce and DeWitt PRIDE have scheduled Christmas on the Square activities for December 13-14, according to Darleen Frizzell of DeWitt PRIDE. The members of the DeWitt Chamber of Commerce are currently selling chances to win a shopping spree worth $1,000 of cash and certificates from the merchants in DeWitt for $1.00 a chance or 6 for $5.00. Tickets may be purchased at all three banks in DeWitt, City Hall, or from any Chamber of Commerce member. They will also be available for purchase at the DeWitt Lions Club Pancake Supper and at the DeWitt Chamber of Commerce booth in the courthouse during the Arkansas Bicentennial Celebration.

The DeWitt Christmas Parade is scheduled for December 13 at 4:00 p.m.

Line-up will start at First Baptist Church. During to the increased of activities planned for the DeWitt Square on Saturday, candy may NOT be thrown from the floats this year to eliminate trash and to avoid safety issues for our visitors to the Square. The theme of the parade is “200 years of Christmas in Arkansas County.” Any organization wishing to leave their float for display on Saturday may park their float at the DeWitt Bank and Trust Company parking lot on the

corner of Second Street and Adams (parking lot next to the old fire station) through December 15. This will allow our visitors unable to attend the parade to enjoy the theme of “200 years of Christmas” as they visit our downtown square and the courthouse. The DeWitt Lions Club is having its annual Pancake Supper directly following the parade in the fellowship hall of First Baptist Church.

This Christmas season event is a 50-plus year tradition by the DeWitt Lions Club. The ticket price of $7.00 per person includes bacon and sausage with a bottomless plate of homemade pancakes. Children under the age of 3 eat free.

Tickets will be available at the door or may be purchased in advance from any DeWitt Lions Club member. Come and enjoy an evening of fellowship and dining while being served by the DHS LEO Club members and the DeWitt Lions Club. As always, sponsor donations will be accepted by the club to offset the expenses of chairing this traditional event and will benefit the club’s projects for sight preservation and the community. With the proceeds of last year’s pancake supper, the members of the DeWitt Lions Club were able to erect a flag pole at the entrance of the DeWitt Cemetery in memory and honor of all past, present, and future Lions Club members as well as all veterans. The DeWitt Square will be bustling with activities from the Arkansas County Bicentennial Celebration and Christmas on the Square activities planned by many organizations on Saturday, December 14. $1,000 Christmas Shopping Spree Tickets are on sale now at local businesses for $1 each. The drawing will be held December 14th at the Arkansas County Bicentennial Celebration.

Service will be available at the DeWitt Bank and Trust Company parking lot. This service will provide transportation from the bank parking lot to the front sidewalk of the Arkansas County Courthouse and a return trip to the vehicle when needed. Santa Shuffle Service Depots will be set up at each location, offering seating for our visitors as they wait for the shuttle service. Anyone having a golf cart that can be used for this service, please contact Darleen Frizzell at 870946-3531. Volunteers are also needed to drive for two hours. Please contact Bobby Ashcraft or Robert Criswell, coordinators of the shuttle service. DeWitt PRIDE “Mistletoe Merchants on the Square” is 10 a.m. – 3:00 p.m. in the Hornbeck Building next to Gallery G Antiques to allow our small business owners, fund raising organizations and crafters to have a presence on the Square.

DHS East Lab students will be positioned at several locations around the historic DeWitt Court Square dressed in period costumes for the Walking Tour of DeWitt Court Square with the assistance of the Grand Prairie Historical Society.

Printouts will be available for all interested in the history of each building and documented stories and historical events of the DeWitt Court Square. The students will also be archiving pictures and stories as a DHS East Lab project for our historic downtown district.

When developed, a visitor to our Square will be able to use his or her smart phone and a QR code placed in the store-

fronts of each building and read its history from a website link on the DeWitt Chamber of Commerce’s website, www.de-

The citizens of Arkansas County are encouraged to be a part of Arkansas County history. DeWitt PRIDE encourages everyone to be on the DeWitt Square at 2:30 p.m. to get ready for a historical aerial photograph to be taken around 2:45 p.m. in the front of the DeWitt Courthouse on December 14. This photo will be put in the time capsule to be buried on December 14 and reopened in 25 years. This is a great opportunity for our citizens to be placed in our county’s history as we commemorate the 200th Celebration of

Arkansas County. This photo will also be displayed at each of the museums around Arkansas County.

Public restrooms will be provided by Arkansas County Fair Association and located at the north entrance to the DeWitt Court Square across from the Memorial Building.

This print is a collage of historic places in DeWitt and would make a great memento for any native of DeWitt. Also available are autographed copies of the DeWitt’s Sesquicentennial booklet by renown wildlife artist and Arkansas County native, Zettie Jones. Mrs. Jones was commissioned for the painting which was printed on the front of the booklet by C. Frank Scott and Christina Verderosa, then owners of DeWitt Publishing, to commemorate DeWitt’s 150th celebration in 2003.

The booklet contains the history of DeWitt along with other contributions from the retail businesses owners and families of DeWitt. These items will be available at the DeWitt PRIDE booth at Merchants on the Square or in the DeWitt Courthouse on December 14.

A Remedy... Or a Trap?

IS the Arkansas Association of Counties’ (AAC) proposed resolution to “support the creation of critical habitat…” for muckets and mussels, etc. a remedy… or a trap that will lock Arkansas into an unwarranted and unnecessary federal process pertaining to the protection of endangered species?

Before our officials adopt a resolution of support for a questionably-arrived-at legal settlement (even if their support is for a limited version of that settlement), we believe they should absolutely ascertain whether that settlement has an actual basis of law or not. Perhaps they should instead propose legislative measures that are in accordance with laws that require balanced approaches to environmentalism, thereby obtaining protection of people, property, custom, cultures, and economies as well as endangered species.

States Department of Interior) is as follows: In the opinion of Secure Arkansas, county resolutions against what we see as a contrived “sweetheart lawsuit” between USFWS/USDOI and CBD may be an exercise in futility that would only serve to distract or prevent counties from taking other effective action. (i.e. adoption of County Land Use and Management Plans, also known as Resource Plans, which obtain joint planning power, etc. for the counties with federal agencies pertaining to the balanced and lawful management of their local natural resources.)

We believe the proposed resolution by AAC is worded in a way that would further weaken the constitutional provision of Article 7 Section 28 because it would lump together counties as a unit of cooperation under the non-governmental umbrella of AAC – AND, in our estimation, the counties would then be cooperating mostly with outside stakeholders in a way that would insure the eventual (by 2018) success of this latest revealed environmental/bureaucratic scheme of federal land-grabbing. Though on the surface, the proposed AAC resolution appears to oppose the wrongful ESA (Endangered Species Act) listings, in reality it would only serve to promote them in the long run.

Again, it is the opinion of Secure Arkansas that the proposed AAC resolution would be a forfeiture by the counties of their opportunity and responsibility to exercise distinct and individual authority of “exclusive original jurisdiction” in all matters pertaining to local concerns, including “endangered species critical habitat”. (Loose knit cooperation among numerous counties exercising “exclusive original jurisdiction” could instead create powerful coalitions of constitutionally-empowered local county governments.) So therefore, we recommend that the AAC resolution be scrapped BECAUSE, aside from the aforementioned reasons, a local legislative “resolve” is a meaningless token in the judicial arena anyway.

Instead of wasting county time passing a useless resolution, the only remedy Secure Arkansas can recommend against this and other forms of federal intrusion is for counties to make sure that the language of their county land use plans pertaining to ESA, etc. is up to date and strongly bolstered against this kind of federal or state bureaucratic intrusion through judicial abuse and overreach. Counties must learn to exercise, execute, and enforce good law to protect themselves against bad law. A County Land Use and Management Plan as allowed by and provided for in good state and federal laws, is the primary effective guardian of local control in all such related matters.

And whereas, the Secure Arkansas “Blueway resolution model” adopted by 17 counties in Arkansas and 17 counties in Missouri was extremely effective against the Blueway designation (which was a bureaucratic administrative action), however, this “critical habitat” hammer is coming at our counties via a “sweetheart lawsuit” (which is a judicial action), and against which resolutions would have little or no power. Counties must protect themselves by properly adopting and using their County Land Use and Management Plans to protect themselves and their people against unwarranted judicial schemes of “sweetheart lawsuits”. *(An example of a “sweetheart lawsuit” is when a radical environmentalist organization sues a government bureaucracy for a purpose that both parties desire to accomplish but that the bureaucracy is barred from so doing by law and/or science. The tactic then is for the radical environmentalist organization to sue the bureaucratic agency for unwarranted stricter regulations or measures, BUT before they get to court, they agree to come to a “compromise” and settle out of court for an unwarranted regulation or other measure that is not quite as strict as the radical environmentalist initially sued for. Therefore, both parties get what they wanted: more and/or stricter regulation or measure – even though it is somewhat less than what the initial suit asked for. Therefore, the agency gets the power to have a bigger s! tick with which to further appease the radical environmentalists, while the public is deluded into being glad that the original suit didn’t get fully accomplished when, in reality, there should never have been a “judicial settlement” at all for a matter for which there was no basis of law.)

Counties that are too apathetic or too ignorant to update or to adopt a county land use and management plan tailored to their specific needs will soon pay the price for their failure.

Daughters of the American Revolution November Meeting

Arkansas Post Chapter, Daughters of the American Revolution, held their November 12th Meeting at the Fellowship Hall of Stuttgart’s Presbyterian Church. Chapter Regent Jean Pollard presided with twelve members present and one guest, Lillie Jo Gray. Pollard called the meeting to order and led the Opening Ritual with Chapter Chaplain Janice Reed. Elaine Berg led the Pledge of Allegiance to the Flag of the United States of America, Norma Oliver led the Salute to the Arkansas Flag, Mary Bisbee read the Preamble, Dorothy Wilks led the American’s Creed, and Marilyn Sickel led the singing of the 1St and 4th stanzas of the National Anthem.

The President General’s Message was read by Vice Regent Robin Burkett.

Pollard urged all to subscribe to the NSDAR American Spirit publication.

Reed presented the National Defense Message, calling for support of Veterans.

Pollard thanked all who had helped at the Arkansas County Bicentennial Luncheon on November 9th at the Museum of the Arkansas Grand Prairie, a fund-raiser and kick-off for the Celebration to be on December 14th. These hours to be counted as volunteer hours for Arkansas County’s Bicentennial.

Pollard passed around the correspondence: the announcement of the Nominations of Mary Deere of Benton, as State Regent, and of Jerrie Townsend, Stuttgart, as State Vice Regent; Thank You Notes from State DAR for monetary gift for State Regent’s Project; from State Regent for gift to State Scholarships, her project; Berg’s note; request for help with Women’s Education in Arkansas; Roster Book Order Form; information for Continental Congress in 2014; American History Award change; National By~Laws and Resolutions.

Minutes of the October Meeting were read by Pollard and Sickel. They were approved. Birthdays were recognized for November. The Treasurer’s Report was given by Jerrie Townsend.

Registrar’s Report by Sickel showed 82 members on Roll. This year the chapter has had two new members, one a Junior. Four Supplementals are at National. One new C.A.R. Member, Kaela Berg, granddaughter of Elaine Berg. Sickel announced that C.A.R. dues are due now. Sickel also reported that the State Regent will be taking the book, “The History of Lake Ta hoe” to the National Library as a donation from Arkansas Post Chapter in honor of Pollard’s 50 Years in NSDAR. Chaplain Reed reported sending cards to Zada Simpson, Elaine Berg, Helen Wolfe, and Betty Wilson. No other Officer Reports.

Pollard introduced Lillie Jo Gray, president of the American Legion Auxiliary who spoke of activities of that group. Their most recent being the Field of Flags where 65 flags were sold and displayed until November 11th. A ceremony to present these flags to sponsors was held with a luncheon provided by RSVP. Boy Scouts folded the flags for presentation.

Gray explained the ReStart for Vets, lnc.

Program which is to assist homeless Veterans and their families in Arkansas to regain their place in society. Gray handed out a list of items needed. She also listed ways to volunteer. “It is not required to belong to any of the four organizations: 1. American Legion,2.

American Legion Auxiliary, 3. Sons of the American Legion and 4. American Legion Riders (motorcycles) to serve in, participate in, or receive services from Arkansas ReStart for Vets,” Gray informed the group. Their goal is to provide a Veteran with everything he or she needs to make a new house into a home. Cash donations may be made out to ‘AR Restart for Vet, lnc., mailed to 46 Ridgecrest Road, Heber Springs, AR 72543. This is a 501C3 program.

Gray also described a ‘Strengthening the Bonds’ program that is Relationship Resiliency Program for Veterans’, sponsored by Department of Veteran Affairs at Fort Roots.

Announcements: December 5th the chapter will serve as a hostess for Business After Hours at Stuttgart County Courthouse, 5 to 6:30 PM for the 200th Anniversary of Arkansas County; Change of date for Old State House, Little Rock, to December 8‘“. COMMUNITY NEWS Delta Regional Authority Gives Maguire EHC More than $250,000 To the Meets Arkansas Regional Innovation Hub

Delta Regional Authority Federal Co-Chairman Chris Masingill today announced a $251,105 award towards the construction, infrastructure, and programming of the Arkansas Regional Innovation Hub during a news conference at the Innovation Hub’s temporary headquarters in the Argenta Arts District of North Little Rock.

“Small businesses and entrepreneurs are a critical part of our local and regional economies. Cultivating an environment for innovation and development is crucial to the growth and success of our local entrepreneurs,” Chairman Masingill said.

“The Arkansas Regional Innovation Hub will do just that – providing a space for entrepreneurs to network, collaborate and create the businesses, services and products of the future.”

The Delta Regional Authority is a federalstate partnership that is congressionally mandated to help create jobs, build communities and improve lives in

the 252 counties and parishes of the Delta.

Funding is provided through the DRA’s States’ Economic Development Assistance Program, which has as one of its priorities investment in small business and entrepreneurship development.

Warwick Sabin, executive director of the Arkansas Regional Innovation Hub, noted that the Delta Regional Authority’s investment will significantly propel the progress that the Innovation Hub is already making. Specifically, the money will be directed toward accelerating the opening of the Argenta Innovation Center by funding the facility renovations and program development.

“We are on a fast but focused pace in our development of the Arkansas Regional Innovation Hub,” Sabin said. “Last month, we announced our hiring of Joel Gordon to lead our maker space, The Launch Pad. We also opened our temporary headquarters on North Little Rock’s Main Street, hosted a Global Entrepreneurship

Week event for area ‘makers’ and launched our website, www.arhub. org.”

In addition, Sabin explained, the Innovation Hub is in the process of working with various partners to develop programming that will meet the needs of Arkansas’s innovators and entrepreneurs and, in turn, help grow the region’s and state’s economy. An announcement of the first set of programs and partnerships will be made in early 2014, he said.

“We are grateful for this generous award from the Delta Regional Authority,” Sabin said.

“What’s more, we deeply appreciate the confidence in the mission and potential of the Arkansas Regional Innovation Hub that this significant investment represents.”

Groundbreaking for the Innovation Center is expected in early 2014, Sabin said.

The Arkansas Regional Innovation Hub is a nonprofit organization dedicated to increasing innovative and entrepreneurial

activity in Arkansas by creating a collaborative ecosystem and pipelines that mobilize the resources, programs and educational opportunities necessary to develop, attract and retain talent and to build the state’s economy.

The Delta Regional Authority is a federalstate partnership that is congressionally mandated to help create jobs, build communities and improve lives in the 252 counties and parishes of the Delta.

The investments come through the DRA’s States’ Economic Development Assistance Program and support job creation and community development projects. Through the past 12 funding cycles, the Authority is helping to create and retain more than 41,000 jobs. They leveraged $2.7 billion in other public and private investment with DRA projects that are training nearly 30,000 for a 21st Century workforce and affording more than 61,000 families access to clean water and sewer services.

The meeting was called to order by President Bullock, followed with the inspiration given by Linda Goodwin entitle Thanksgiving Prayer, Help Me written by Samuel F. Pugh.

Our program for the month was on diabetes, presented by Mary Ruth Duplaff. Roll call was answered with, “Do you know anyone who has been diagnosed with diabetes?” Most members have someone in their immediate family with diabetes I or II. The minutes from the last meeting were read by Betty Vansandt and approved by all. The treasurer’s report was given by Patsy Coose.

Old and new business was discussed. The Hobo

Supper was reported on with Vansandt and Goodwin working and several cakes made for the event. Fall Council was mentioned as well as the up-coming cook swap. I hope some of our ladies can attend these fun meetings.

Eye openers were brought by Patsy Coose: a 1946 pencil drawing of Delbert Coose (late husband of Patsy Coose) drawn on Silk on Shanghai, China with another picture from 1944. Patsy also brought a lead glass turkey.

Eleanor Bullock brought crocheted necklaces she had made. Volunteer hours were collected from all members.

Patsy Coose was hostess serving fresh pumpkin pie with whipped cream to all members present as well as the kitchen help.

The table was decorated with a beautiful arrangement on yellow.

Coose also won the door prize brought by Mary Ruth Dupslaff.

The December meeting will be in the home of Mary Ruth Dupslaff in Stuttgart.

LOCAL NEWS A Parole System Red Bump Causing Little One Pain?

Don’t Blame the Itsy Bitsy Spider Gone Bad

Not having the locations to detain or otherwise accommodate large numbers of captured troops early in the war, the U. S. and Confederate governments relied on the traditional European system of parole and exchange of prisoners of war. The French parole d’ honneur was a pledge or oath under which a prisoner of war (POW)was released with the understanding that he will not again bear arms until exchanged for an enemy captive of equal rank. Sometimes the parolees went home to await notice of their exchange; sometimes they waited near their commands until the paperwork was processed.

As the war continued, the system became increasingly complex and cumbersome. Also, the system became tremendously expensive as the number of parolees soared. The prospect of being sent home encouraged many men to be captured in battle or allow their capture through straggling.

Detention camps established by the Federals angered parolees, as did attempts to use them as guards and other non combat and assignments.

This of course eliminated the opportunity of going home, but it was a serious violation of the law and was punishable through the military courts.

An odd arrangement occurred in July 1862 when Col. N. B. Forrest captured parts of three Federal regiments at Murfreesboro, Tennessee. Finding his command short of guards to escort the 900 prisoners, he picked a willing number from among them to drive the many wagons he captured. On arriving at McMinnville, he made good a promise to parole them with two days rations thrown in to start them to their northbound homes.

Federal authorities generally withheld parole and exchange from guerillas, bushwackers, and blockade runners, which resulted in retaliatory action by the Confederacy.

Finally admitting that the war was being prolonged by returning men to the ranks through parole and exchange-which by 1863 was the Confederate army’s principal means of maintaining troop strength, the Union high command severely restricted the program. Gen Grant on April 17, 1864 ordered that prisoner exchange cease altogether. From then on confining enemy troops to prison camps became the policy for the two belligerents. (Patricia L. In the Emergency Department at Arkansas Children’s Hospital, we see this scene replay over and over: A mom comes to us concerned about a spider bite on her infant’s groin or upper leg. She first noticed it a few hours earlier during a diaper change. It’s red, raised and hot. She checks it again in a couple of hours and finds it’s nearly doubled in size and looks even angrier. Now it’s time to load baby up and head to the ER. It’s a good thing she made the decision to go to the hospital because the spot will need to be opened and drained. But there’s no reason to blame the innocent spider; her baby most likely has a soft tissue Staphylococcus aureus – or staph – infection.

We see staph infections year-round at ACH in every age we treat. From the baby described above to the burly 18-year-old athlete, no one wants the pain and aggravation that comes with this type of infection, but they can be tricky to avoid.

One thing we know is that germs love any breakdown of the skin and any warm wet environment. They hate dry. Diapers may be good at wicking, but organisms can be trapped in the lining of the diaper, and this is how little ones sometimes end up with staph.

This is one reason why frequent diaper changes are important.

Football players may be exposed to the infection by wearing sweaty uniforms that rub against their skin.

Anyone in wet clothes should change out of them as soon as possible to prevent the chaffing that can introduce staph to an open wound.

If you notice a bump, sore, or abrasion be cautious about using too much antibiotic ointment on it.

Use regular soap and water instead and dry the area carefully without abrading any of the tissue around it.

Too much ointment can allow skin breakdown and exacerbate the infection.

What are the signs of an abscess like staph? Most parents notice a hot, red swollen lump, sometimes with a whitish tip almost like a pimple, that is extremely tender to the touch and somewhat soft, like it’s full of infected liquid. The pain will indicate that the child needs to be seen by a medical professional who can help open the abscess and drain the infection.

Most of the time, staph infections on the skin can he handled in the outpatient setting like an emergency room. An abscess that is large or in sensitive areas like the bottom or groin will likely require sedation before

it can be opened and drained. Before you head to an emergency medical care provider to seek treatment of this kind of infection, your child should refrain from consuming food or liquids. Eating or drinking delays treatment since sedation requires an empty stomach.

This decreases the risk of stomach contents getting into the windpipe or lungs. Failure to stop eating and or drinking is one of the most frequent reasons for delay in treatment and can convert a two- or threehour trip to the emergency department to a 10-hour marathon.

If the procedure is done in the emergency department, the child will usually be able to go home afterwards.

The patients who require an overnight stay in the hospital include those who have systemic signs of infection – like a fever – or high-risk individuals like newborns or diabetics.

It’s possible that your child will need antibiotics as he or she recovers from a staph infection, and you should always follow your physician’s directions for those.

The best thing you can do to prevent staph infections in your home and elsewhere is to ensure your family maintains careful hygiene habits. Wash hands frequently with soapy water for at least 30 seconds, especially after using the bathroom. Use clean, dry towels and never linger in sweaty wet clothes, including uniforms or swim suits. Clean and cover all open wounds, abrasions or sores.

Families shouldn’t worry too much about staph in most public places because it’s already in our bodies anyway. Your child without damaged skin isn’t any more likely to contract a staph infection in his classroom or locker room than in any other location.

Most of the time children recover quickly from a basic staph infection once they receive medical treatment.

But that doesn’t make the scenario any less painful or scary, even for mom and dad.

Just remember: Next time you notice a hot, red bump, it’s OK to blame staph. The itsy bitsy spider doesn’t deserve all the notoriety!
