LOCAL NEWS EWITT POLICE REPORT

August 18, 2014 – Sgt. Greg Miller was dispatched to the DeWitt Hospital for a parking lot accident where one party had left the scene.

Upon arrival, Miller spoke with Mrs. Melonie Smith who said that she was inside the lab working when an EMT called her and said her vehicle had been hit. When Smith went outside, there wasn’t any other vehicle around hers.

There was one witness to the accident. He said that the other vehicle was a maroon Tahoe or Yukon. The driver of the other vehicle was a female. He said she got out of the vehicle and looked at both vehicles and then got back in her car and drove off.

Smith had damage to the front end of her truck, and the bumper was pushed down on the passenger side.

Pictures were taken of Smith’s vehicle.

August 18, 2014 – Sgt. Greg Miller was dispatched to the Phillips Community College for an accident in the front parking lot.

Upon arrival, Officer Miller met with Mrs. Ronda Golden and Mrs. Phyllis Fullerton, which both of their vehicles were involved in the accident.

Golden said that she was backing out of her parking area and did not see Fullerton’s vehicle parked behind her.

Fullerton said that it was her fault, because she parked on the roadway and ran in to the college.

Damage only occurred to Fullerton’s vehicle. It caused her passenger side doors to be dented in, but were still working.

Pictures were taken and no citations were issued.

August 22, 2014 – At 3:12 p.m., Officer Jonathan Powell was dispatched to 1015 W. 2nd St. to take a report of a parking lot accident.

Upon arrival, he spoke with Mr. Lou Cox. Cox told Powell that he was backing out of his spot when he hit a parked truck owned by Mr. Garrett Carr. Cox said that he was paying attention to another truck, two spaces over and did not notice Mr. Carr’s vehicle.

Powell looked at the vehicles and saw damage to the front bumper of Carr’s truck. It appeared the ball mount on Cox’s truck pushed in, grabbing the front bumper of Carr’s truck. Officer Powell did not see any damage to Cox’s truck.

PBJCEOC and USDA team up to deliver Food Commodities

Hard times across the region have left many struggling to feed their homes. For those needing help with food programs, Food Commodities may be the answer.

The Emergency Food Assistance Program (TEFAP) is where the USDA buys the food, including processing and packaging, and ships it to individual areas. Pine Bluff Jefferson County Economic Opportunities Commission (PBJCEOC) will administer Commodities while supplies last on September 10, 2014 DeWitt.

Applicants for food commodities assistance must meet income eligibility. Income eligibility may be determined by meeting one of the following criteria; the household participation in the food stamp program, household meeting financial eligibility criteria requirements which compares the household size and income to the state income guidelines of 130% poverty level. For a household of 1, monthly countable income limit is $1,265. For each additional person in the household, add $440.

Countable income includes check stubs, child support, unemployment, housing utility assistance, SSI, SSA,

TEA, VAS and retirement benefits. To apply for assistance, the household should bring picture id of person requesting food, social security numbers, and date of birth for all household members. If picking up for someone else bring a note from that person with social security number and name of the person picking it up. Clients must have a working knowledge of household resources.

Additional information may be required during the interview process.

Failure to provide verification requested may result in delay or denial of assistance.

Polly Horton Emmons

Mary JoAnne Cresswell, of Grady, passed away on Tuesday, August 19, 2014 at her home. Daughter of the late Earl and Bertha Dobson, JoAnne was born on July 25, 1932 in Almyra.

She was preceded in death by her husband Kenneth.

She is survived by their children; Debbie Anderson (Hot Springs), Karen Lawson (White Hall), Kathy Griffin (Sherwood), Pam Riegler (Grady), Sharon Crass (Monticello), and Ken Cresswell (Alma); six grandchildren and seven great grandchildren. JoAnne’s siblings include Earl Dobson Jr. (Pine Bluff), Ruth Perritt (Tamo), John Dobson (Ash Flat), the late Dallas Dobson (Pasco WA) and the late Pete Dobson (Grady).

Graveside services were held at Grady Cemetery on Thursday at 11:00AM. A private family viewing was held prior to the service. In lieu of flowers, memorials may be made to Hospice Angels, 3801 Camden Road #12, Pine Bluff, AR 71603.

Obituary Marie E. Mullen Woods

Marie E. Mullen Woods, 70 years young, of Gravel Ridge, AR went home to her Heavenly Father on August 20, 2014. She was born January 11, 1944 in San Pablo, Contra Costa California to the late Orvel and Beulah (Hoover) Mullen.

Marie was a lifelong homemaker. She is also preceded in death by brothers Sonny Mullen, Floyd Mullen, and Orvel Mullen, Jr. Marie is survived by her loving husband of 51 years Bobby Woods; daughters Dawn Moncrief (Lee) of Cabot and Lisa Shockey (Jeremy) of Sterlington, Louisiana and Andrea Woods of Jacksonville; grandchildren Joshua Moncrief, Alyssa Mooningham, Sarah Moncrief, Shea Shockey, and Adam Moncrief; and a host of special nieces, nephews, and family.

She will also be missed by her loyal dogs, Chloe and Sophie.

Friends and family were cordially invited to gather and celebrate Marie’s life of endless love, support, faith and compassion for others at 1:00pm Saturday, August 23, 2014 at Gravel Ridge First Baptist Church. Visitation was held 6-8pm Friday, August 22, 2014 at Arkansas Funeral Care. Interment will be at Arkansas Veterans Cemetery in North Little Rock at a later date, with a dove release. Memorials can be made to St. Jude’s Children’s Hospital.

Patsy Shephard Quarles, age 72, died Thursday, August 21, 2014. She was born July 12, 1942 in Keo to Authur and Erma McPherson Shephard.

She worked for many years at Munroe Shoe Factory, was a restaurant owner, and a member of the Jaycees and DeWitt Round Up Club.

Survivors include her daughters: Stephanie Ann Fletcher (Dennis), Kimberly Quarles (Randy) and long time companion, Conald Gill, all of DeWitt, sister, Marilyn Sue Critser of Little Rock; grandchildren: Brandy Lee Nevins (Lance) and Jonathan Kirt Fletcher (Becky); great grandchildren: Madison Lee Nevins, Charlie Jo Fletcher, Dalton Cole Fletcher, many nieces

Polly Horton Emmons, age 64, died August 24, 2014. She was born June 22, 1950 in DeWitt to Richard Malcolm and Susie Anna Turner Horton.

She worked for Entergy and was of the Baptist faith.

Survivors include her children: Justin Emmons and Julia Emmons of Redfield; brothers: Tommy Horton (Wanda) and Floyd Horton all of Ethel, Jimmy Horton (Ruby) of DeWitt, Haynes Horton (Lillian) of Pine Bluff; sisters: Sue Noble (Philip) of Morrilton, Linda Cummings (Harley) of Carlisle, Judy DePriest (Ken) of Stuttgart, Nancy Posey (Ronnie) of Bartlett, TN; and companion, Michael Herring. She was preceded in death by her parents; sisters:

Funeral services were held at 2:00 PM Tuesday, August 26th at First Baptist Church, DeWitt with burial at Bayou Meto Cemetery by Essex Funeral Home, DeWitt. Visitation was 5:00 to 7:00 Monday, August 25th at the funeral home.

Bad Day at Big Creek During the third day of July, Gen. Shelby consented to Col. Archibald Dobbin’s request to raid plantations around Helena. The plantations that had once belonged to Confederate supporters were now leased out by the Federal Government after being seized by the Union Army.

Col. B. F. Gordon was sent from Shelby’s Brigade to rendezvous with Dobbin at Trenton on July 25.

That night Union Col. W. S. Brooks marched forth from Helena with 320 infantry and two artillery pieces to locate enemy forces. Brooks was under orders to make for Big Creek and cooperate with Major Eagleton Carmichael, commanding the Fifteenth Illinois Cavalry, who had made his way down the Mississippi as far as Gillen’s Landing. Brooks reached Big Creek at 3 A. M. on the 26th.

Dobbin, on learning that Brooks command was at Wallace’s Ferry, crossed the creek, dismounted his men and

approached the enemy’s position on three sides before making a charge.

The fierceness of the onslaught killed Col. Brooks and the Surgeon who assisted him, but not before the Federals managed to form a line behind some logs and trees.

The Confederates maintained a “severe and continuous fire” on the Federal line, taking a heavy toll on the white officers. A half hour into the fight Capt. J. F. Lembke commanding the artillery “was shot dead.” So was Adjutant

T. W. Pratt of the Sixtieth.

Hearing the cannon roaring, Maj. Carmichael’s detachment hurried toward the crossing and arrived on the Wallace Ferry Road at 10 A. M., four hours after the fighting started. After consultation with Lt. Col. Moses Reed of the Fifty Sixth U. S. Infantry, it was decided to retreat immediately toward Helena. A dismounted detachment from Dobbin’s command charged the Illinois cavalry, but was repulsed after severe fighting. Reed then drew in the hard tested infantry onto the

COMMUNITY NEWS Babb and Wilson Wed

JASON AND JODIE WILSON Jodie Allison Babb was married to Jason Charles Wilson on Saturday, March 22nd, 2014 at First Baptist Church in Hot Springs, Arkansas.

The ministers Steve Patterson and Greg Lathem co-officiated the 4:00 p.m. ceremony.

Jodie is the daughter of Bobby and Harriett Babb of Friendship, AR. Her grandparents are the late Allen and Irena Mae Shaffer and the late Robert and Clara Babb. Jason is the son of Chuck and Cheryl Wilson of DeWitt, AR. His grandparents are the late Quinton and Rachel Couey and the late O.W. and Nadine Wilson.

The bride was escorted down the aisle by her older brother, Buddy Babb. Her wedding gown was designed by Maggie

Sottero. It was a strapless, pure white, classic trumpet style gown that flared out into organza ruffles.

A piece of blue fabric was cut from a shirt that belonged to the bride’s father that passed away.

It was sewn into the wedding skirt in memory of her father. It served as the bride’s “Something Blue.” The bodice was a corset style with fitted ruching, adorned with rhinestone and pearl embellishments, along with a matching sash that tied in the back. The train of the gown was cathedral length. She wore a 3-tier, 15 ft. blusher veil that was carried by a trainbearer. The bridal bouquet was a collection of family brooches, a tiny framed picture of the parents of the bride on their wedding day,

white hydrangeas, white feathers, and family rings from the groom’s grandmothers. The handle was hand-wrapped in pearls.

The bride’s attendants wore kelly green dresses of different styles. They wore fushia strappy sandals adorned with rhinestones. Each one carried a fuchsia feather bouquet. The maid of honor was Lisa Babb, sister of the bride. Bridesmaids were Sarah Morrison, Jasa Babb, Olivia Witherspoon, Christie Anderson, Holly Kyzer, Jami Maynard, and Ashley Nichols sister of the groom. The trainbearer was Leighton Babb, neice of the bride. Flower girls were Bentley and Berkeley Fox. The ring bearer was Shepherd Babb, nephew of the bride, and the Bible bearer was

Reece Babb, nephew of the bride. Brick Fox was the messenger boy who pulled a wagon carrying the groom’s baby nephew, Luke Mason Nichols. Brick wore a sign that read, “Uncle Jason, Here comes your bride!” to announce the bride’s arrival. The best man was Chuck Wilson, father of the groom. The groomsmen were Colin Weatter, Cory Weatter, Adam Nichols brother in law of the groom, Austin Wingfield, Mack Collins, Robert Richardson, and Tyler Goodpasture. Lesly and Emily Brown, cousins of the bride, attended the bride’s book. A large W was standing outside the sanctuary for guests to write their well wishes to the bride and groom.

The church was decorated in a style that reflected classic elegance with a touch of glamour. White flowers and white feather balls were accented with beautiful crystal rope

and brooches. The aisles were lined in rhinestone ribbon. A touch of the bride’s colors, kelly green and fuchsia, could be found in the sanctuary as well. The wedding coordinator was Cathy Hathcoat and the assistant coordinator was Marsha Griffin.

Following the ceremony, the reception was held at the Clarion on Lake Hamilton in the ballroom. The ballroom was decorated by Wes Reeder. The classis elegance theme was carried through into the reception. The bride changed into a reception dress before the cutting of the cake. The reception dress was a white, fun and flirty, one shoulder dress. The bodice was a corset-style that tied in the back, and the short skirt was made of white feathers. The bride wore kelly green, patent leather heels for a “pop” of her chosen color. The wedding cake was a fivetiered white cake, accented with rhinestone ribbon and antique rhinestone brooches and candy pearls. An oversized diamond wedding ring was the cake topper. The groom’s cake was a strawberry cake in the shape of an Arkansas Razorback. At the reception guests enjoyed dinner and dancing as well as a champagne toast in honor of the new Mr. and Mrs. Wilson.

The newlyweds were sent off on their honeymoon surrounded by guests waving “Happy Honeymoon” flags and releasing clear and white balloons in celebration.

A white, stretch limo was waiting to chauffer the bride and groom. Following their honeymoon in Playa-del Carmen, Mexico, the couple now resides in Bryant, Arkansas.

Letters To The Editor Dear Editor, I am a member of the Vote FOR our Kids millage committee that is the community group tasked with getting the millage increase passed in order for the school district to build a new middle school, improve drainage at the high school, and repair a portion of the high school roof. I wanted to take this opportunity to address a couple of issues that I believe are very important to the citizens of the DeWitt School District, and may have been overlooked thus far. The first thing that I would like to do is clarify the fact that our property taxes go to fund our schools. The fact that the city of DeWitt has a sales tax that some perceive as higher than normal does not affect the schools at all. The only way that our school district can raise additional funds to replace aging buildings is through an increase in property taxes, which takes a district wide election to approve. None of us really like paying taxes, and the thought of increased property taxes is definitely not something that brings a smile to our faces!!!

However, we all know that the taxes we pay are our contribution to living in this slice of America with a quality school system like DeWitt Public Schools.

This election is for a 3.5 mil increase, and that 3.5 mil increase means that if you own a home and car that are worth $100,000 together, this increase is going to cost you an extra $70 per year. If your home and vehicles are worth $50,000 or less, or if you rent your home, then you will not pay real estate taxes anyway for 2014 due to the Homestead Tax Credit. This same scale does not apply to farmland. I wondered what this requested millage increase would do to our district landowners, so I called

Mrs. Regina Mannis, our county assessor and found that there are many different divisions of farmland and acreage. I asked her to just give me the tax increase amount on the highest rated farmland. I was absolutely shocked at her answer!

Fifty-six cents per acre is what this increase will cost on the highest rated, prime Arkansas County farmland, and all other land designations will be less than this value. I would certainly hope that a landowner who owned 1000 acres of choice, Arkansas County farm ground would be willing and able to pay an additional $560 per year for our public schools! I would also like to remind everyone that our schools are public schools, not free schools, and they are not funded without us paying our taxes each year. Unfortunately, the cost of everything continues to rise which increases the costs we must pay.

The last thing that I want to make sure everyone considers is that a vote against this millage increase is not a vote against the district, or a vote against our administration—it is a vote against our children, grandchildren, nieces, nephews, and friends. All of us, either directly or indirectly, are tied to our local school system, and while we may have issues that we wish were handled differently, the big picture is that we are responsible for providing the best education for our kids that we possibly can. Please keep this in mind as you go to vote on September 16, and know that a FOR vote is a vote FOR our kids and our future.

Dear Editor, We are writing in full support of the millage increase to fund improvements in the DeWitt School District. We feel the proposed changes will not only impact the lives of our students but positively affect the communities that make up the district.

It takes a lot of time and energy to make change happen. Many things must be taken into consideration, and the task is difficult. We are grateful to the DeDear Editor, Hello! My name is April Campbell Herring.

I am a proud graduate of DeWitt High School, class of 2000. I am also Tessa’s mom. Tessa is a future dragon and will be a part of the DeWitt High School class of 2031; she along with her classmates are our future!!

Tessa will be attending DeWitt Middle School in 2024 – just 10 short years from now.

I am writing to ask you to vote “FOR” the millage increase on September 16th. The millage increase will be used to build a much needed middle school with advanced educational opportunities, improve the parking lot drainage at the High School. The

Witt School District superintendent and board for their work in bringing us this opportunity.

Now as citizens, all we need to do is go to the polls and vote “FOR” it!

The future is in our hands. Our children are counting on us, and we believe they need us to make improvements to the schools where they spend so much time.

Dragons To Play in Hootens Kick Off Week

Ten of the top teams in Arkansas, a three-time defending Texas state champ and 2013 Oklahoma state runner-up start the 2014 high school season during Hootens. com Kickoff Week. The 12 participants in this year’s kickoff week combined for 111 wins, five conference titles, two state championships and two state runner-up finishes last season. Hootens.com Kickoff Week begins with a Labor Day doubleheader at Reynolds Razorback Stadium in Fayetteville on Monday, Sept. 1. Class 4A Highland, which features a pair of Division I players, takes on Midland Christian, Texas, at 7:30 p.m. Midland Christian has won 40 games the past three seasons and six state titles since 2000. Hot Springs Lakeside meets 2013 quarterfinalist Lincoln at 5:30 p.m. UAPB’s Golden Lion Stadium in Pine Bluff hosts a doubleheader Tuesday, Sept. 2.

Gillett EHC Meets in August The Gillett Extension Homemakers Club held its August meeting on Tuesday, August 19, at The Paddy in Gillett with Dorothy Connelly as hostess and seven members present.

Margie Hackney, club president, called the meeting to order. Rose Ella Smith read an inspirational message based on Psalm 37:5, showing that unexplainable pressures or burdens may be the extras that God knows all people need to help them keep their footing through danger spots. This was mentioned as something to remember when feeling discouraged and depressed.

Debbie Daniels read the thought for the month: “Eight hours work, eight hours sleep, and eight hours recreation,” by Brigham Young.

Becki Weinrich explained to those present that she had had an idea for a booth for the Arkansas County Fair but had problems finding the materials and assistance required. Members discussed the upcoming events, including the EH President’s Day in Brinkley on October 23, Officer Training Workshop in Ferndale on March 11, and the state EHC Meeting in Hot Springs on June 2-4.

Assistance needed for Senior Citizens’ Day on Wednesday, September 10 (during the Arkansas County Fair,) was discussed. Daniels and Hackney will provide refreshments and Daniels will stay to help. The Gillett club’s responsibilities for the EH Fall Council meeting on Wednesday, October 29, was also discussed. Gillett will be one of the club hostesses for the potluck event, and Daniels will provide the door prize from the club.

Connelly, secretary, led roll call with “Name

your favorite sport.” Answers included fishing, hunting, watching football (especially the Razorbacks), and watching Little League baseball.

The minutes from the July meeting were read and accepted, and the treasurer’s report was also accepted.

Connelly and Daniels brought eye openers for the group to “ooh” and “aah” over--items made with fabric “yo-yo” flowers. Connelly had a really cute “yo-yo” bouquet, and Daniels had made “yo-yo” clown dolls for some of her grandchildren.

Arlene Ferguson read the helpful hint: If your ice chest or picnic cooler has a nasty smell to it, but it is clean, just wipe it out and place a bowl of vinegar in it. Close the lid and let it stand overnight. Next day, the odor should be gone.

Thelma Connelly was also present. Members learned that Dorothy Faye Dixon had moved to northwestern Arkansas to live with her daughter. Everyone enjoyed the delicious refreshments provided by Dorothy Connelly. She brought door prizes for all present--an ink pen and a miniature Bible key chain.

The meeting closed with the Homemaker’s Prayer. The September meeting will be on Tuesday, September 16, at The Paddy in Gillett with Daniels as hostess.

Grantham Celebrates Birthday Randy Grantham celebrated his birthday at home over the weekend.

Everyone enjoyed Olive Garden soup, breadsticks, salad, and birthday cake. Those helping celebrate included: Darla, Christina, and Katie; Annette Grantham; Jim and Annette Grantham, Stacey and Nolan McEntire, Dex and Karley Grantham, Megan Grantham, and guest, Hunter; Jason and Melissa Grantham, Mary Clarie, Chloe Belle, and Ava Grace; and Ginger Sullivan. Quorum Court Holds August Meeting

By Terrye Seamon It may have been a slow month for the Arkansas County Quorum Court concerning ordinances, resolutions and proclamations, but the monthly meeting August 12 proved to be very informative nonetheless.

Quorum Court members were brought up to date on the activities of several of the county’s organizations and offices.

Chuck Capps with Extension Service gave the Court an update on what the Extension Service is doing around the county. Several representatives from the Arkansas County Extension Office were on hand to report in specific areas and programs such as 4H, agriculture, family and consumer science and community development.

“There is so much the extension service is involved in that doesn’t get much publicity. Really, they did a lot of things I didn’t know about, but I have found out in the last 22 years they are absolutely a great organization,” Judge Glenn “Sonny” Cox said.

Arkansas County Treasurer Charles Albert Horton reported that currently the County General fund has a total of $377,915.59 compared to $383,000 in July of 2013. He further reported that with all funds combined, the county has a total of $3,010,941.52, which is more than the $2,447,917 reported at this time last year.

Shanda Harris, coordinator of the Arkansas County’s Office of Emergency Management, up-

dated the Court on the Arkansas State Storm Shelter Rebate program.

Citizens can receive a $1000 rebate on the installation of a safe room or in-ground storm shelter at their residence.

Harris explained that the state used to accept rebate applications yearround, but now they only accept applications two or three days a year.

This year she filed 18 applications, but eight of those applications were on a waiting list from last year.

“I tell people it’s a good program, but don’t expect your money really quick,” Harris said.

She has already received ten more applications recently, but they will not be able to be processed until 2015.

Harris further explained that the state had $1.2 million for the purpose of rebates, and $50,000 was earmarked for people already on the waiting list; therefore, it only left $50,000 for any new applications. Since no one is ever denied the rebate, it is reimbursed on a first come-first served basis, and people end up being put on a waiting list.

Harris also informed the Court members that some of her future projects include county building inspections and updating the following: court security plans, court facilities, communications inventory, NIMS, fire department roster and workman’s compensation, as well as obtaining approval for the county hazard mitigation plan.

911 Coordinator Nan Davenport filled in for Harris during her maternity leave. She briefed the Court on her adventures as OEM Coordinator and having to handle a gas leak in the county recently. “It makes you look at things in a different perspective as a first responder,” Davenport said.

Davenport also reported that during the month of July, there were 1,720 911 calls placed in Arkansas County, and 88% of them were made from wireless devices.

Davenport attributes this high volume of calls to children being on summer vacation and having increased access to cell phones. “When kids get out of school, you can see that number escalating,” Davenport said.

She also updated everyone on upgrading the county’s 911 system.

“Our 911 upgrade is moving along rapidly,” she said. “We’ve been talking about this for over a year, and now it’s becoming reality.” After all the preliminary work is done, there will be four weeks of installing, testing and training dispatchers on the new software.

Recycling Coordinator Ruby Allen informed Court members the recycling fund has a balance of $22,092.32. She explained that this fund is from the sale of recyclables and is used to pay for projects at the county’s recycling centers that are not funded by grant money. She went on to say that the recycling center has been a great

success, and everyone in the community has worked together to make it one.

“I’m really proud of our recycling program in Arkansas County. I can’t say that enough because people are really taking hold and going with it,” Allen said. Advertising to inform citizens of the county recycling services started this month and will carry over throughout the month of September. Allen told the Court that when they receive their 2014 grant money, they will be able to advertise throughout the year.

Allen also announced that DeWitt was approved for a grant to fund the installation of a roof at the e-waste trailer at the city’s transfer station.

The approximate cost of the project is $3,500.

Northern and Southern District Road Foremen Michael Strain and Randall Kidd brought the Court up to date on several road and chip seal projects going on around the county, as well as some wooden bridges and pipes that have been replaced in the area and new employee training guidelines.

In other business, Judge Glenn “Sonny” Cox awarded Pat Hopper a Certificate of Appreciation for her service as the custodian at the DeWitt courthouse.

“A custodian is a hard position to fill,” Judge Cox said. “Their work is in the public view every day.”

Master Principal Institute Year 1 participant Clay Ashcraft of DeWitt Middle School reviews a learning cycle with his faculty in preparation for the coming year. He has designed the adult learning for this August utilizing strategies & tools from the Institute to meet his staff ’s needs.

DeWitt School District Principals Julie Amstutz, DeWitt Elementary School Principal and Clay Ashcraft, DeWitt Middle School Principal, recently completed the first session of the Master Principal Institute training of the Arkansas Leadership Academy.

The Master Principal Program was established by the Arkansas 84th General Assembly in the Second Extraordinary Session of 2003 and signed into law as Act 44 by the governor.

The program is a voluntary, three-phase (approximately three years) program that will provide bonuses to practicing principals achieving Master Principal “Designation.” The purpose of the national recognized Master Principal Program is to provide training programs and opportunities to expand the knowledge base and leadership skills of public

school principals.

The Master Principal curriculum focuses on Five Performance Areas: Creating and Living the Mission, Vision, and Beliefs Leading and Managing Change Developing Deep Knowledge of Teaching and Learning Building and Maintaining Collaborative Relationships Building and Sustaining Accountability Systems After successful completion of all three phases, principals may choose to participate in a rigorous assessment by a team of trained examiners with at least one member from each team being from another state. The rigorous assessment process examines evidence from three primary sources: Student Performance: An analysis of student academic achievement data Principal Performance: An analysis of a portfolio created by the principal School Performance: A site visit to gather evidence Successful completion of these steps qualifies an individual for Master School Principal status.

NOTICE OF ANNUAL SCHOOL ELECTION IN DeWITT SCHOOL DISTRICT NO. 1 OF ARKANSAS COUNTY, ARKANSAS In accordance with the requirements of Ark. Code Ann. § 6‑14‑109, notice is hereby given that the annual school election in the above named school district will be held on September 16, 2014, for the following purposes: To elect 2 members to the Board of Directors for a term of 5 years; To submit the question of voting a total school tax rate (state and local) of 38.0 mills on the dollar of the assessed value of taxable property located in this School District. The surplus revenues produced each year by the debt service millage may be used by the District for other school purposes.

The total proposed school tax levy of 38.0 mills represents an increase of 3.5 mills over the rate presently being levied.

Christ Commanded Repentance

Live Today

By William Wood Mark 1:15 - “Repent ye and believe the Gospel.”

Our nation, as well as the whole world today, is suffering because of failure to obey the above command. The burden of any God called minister is to see lost sinners repent and receive help from our loving Christ.

Don’t think lost person that you can ignore God’s order to repent and not be found guilty.

Never think that you can despise His Word without bad consequences following it!

Heb. 2:3 “How shall we escape if we neglect so great salvation.” It is our neglect to obey His command that will eventually cause our cup of iniquity to be full!

The same powerful and Holt God that caused Mt. Sinai to be altogether on a smoke, that same God gave the law to Moses with sound of trumpet, with lightnings and with thunder, is speaking to individuals today.

It is perhaps true that he speaks more gently today, through His Son Jesus Christ, and His Written Word, but it is still the same Awesome, Holy and Powerful God, and the message is still the same, “Repent ye and believe the Gospel.”

Any person, in the church or out, who thinks they have repented and been forgiven, but yet has not hatred for their old sins, has not yet had the Justification experience! If he does not hate what he once loved and love what he once hated, (Heb. 1:9) then The Lord has not het done a work in his heart.

True repentance before God lets a man see that he should have been dead and waiting to be sent to hell, while at the same time he rejoices in Christ, because he has the revelation that his sins, past, present and future, are done away, washed in the Blood of

Christ Jesus. In fact, that is how a Christian lives!

They repent daily for sins, while they yet rejoice that they are forgiven moment by moment, as they have need!

True repentance always brings a new found faith in our Creator. It is true that this faith must grow and flourish, but it’s born at the time of repentance.

Let us go to the Cross for a little while and see Who it was that died, that we might be sin free.

He, Who only had immortality, agreed to die in our place! He had all Glory and All Power, yet He died! He was all tenderness and grace, yet He died. Perfect goodness was hanged on a tree!

The Only One Who ever had a perfect character, was pierced with a spear!

This tragedy was worse than any other!

Fallen man’s hatred of virtue is shown at its cruelest here at the Cross.

There the demons that can take over unrepentant man outdone all their other crimes! God dwelt among us and man would have none of Him. As far as men could go toward the killing of God they went that far at the Cross! Man slew the Lord Christ, and in doing so he showed what he thought of the Eternal Being! Fallen man would be glad if there was no God. He says in His heart, “This is the heir, come let us kill Him.” (Matt. 21:38) He says in his heart there is no God. (Ps. 14:1) If fallen man could get his hands on God he would slay Him again today!

Now hear this lost man, God, who knows all things, knows the above statements are true, yet He stands knocking at the door of your heart, wanting to forgive all who will repent!

Turn to Him at once sinner, and accept His gracious offer! Amen

A Thought “There will be no one in need among you because The Lord is sure to bless you in the land that The Lord your God is giving you as a possession to occupy, if only you will obey The Lord your God by diligently observing this entire commandment that I command you today.”

Deuteronomy 15:4-5 Then we read only a few verses later; “If there is among you anyone in need …” (Deut 15:7) and then later still, “Since there will never cease to be some in need on the earth …” (Deut 15:11).

Jesus affirms this in Matthew’s Gospel; “You have the poor with you always …” (26:11).

As stated earlier in the week, we must always look more carefully into the full context as well as understand that, like wealth, “poor” is relative.

We believe we have a pretty good bead on what it means to be poor very likely because we live in a culture that measures happiness and success in dollars and cents. We do not always take into consideration those who are “poor in spirit”. What we can be certain of is that The Lord has assured us blessings we cannot be-

Regardless of who we are, where we’re from, what we’ve been through or the color of our skin, we all have one thing in common: Today.

24 hours.

1,440 hours. 86,400 seconds.

The question is, “What are you going to do with them?”

When Jesus delivered His “Mission Manifesto” or “Sermon on the Mount” at the beginning of His earthly ministry, He said “Take, therefore, no thought for the morrow—for tomorrow will take thought of the things of itself. Sufficient unto the day is the evil thereof ” (Matthew 6:34).

Or, in our vernacular, “Don’t borrow trouble from tomorrow—for you’ve got enough to deal with today.”

Wow! Talking about a powerful insight and sage Wisdom!

Think about it: How much time do we spend each day worrying over the past (things we can’t change) or the future (things we can’t control)? A lot, don’t we?

Cognitively, we know such is a waste of time, but we still do it. It’s like someone said about a person who harbors unforgiveness or bitterness in his/her heart: “They’re drinking poison, hoping the one who hurt them dies.”

It’s crazy! Absolutely insane!

PAGE TWO Yet, we still do it. And, then we wonder why our blood pressure’s up. . .why we have ulcers and acid indigestion. . .digestive problems. . .hypertension. . .heart problems, etc. Such things also affect us emotionally, mentally and even spiritually.

That’s why Jesus said “Live today. Quit looking back at the past, wishing you could go back and undo. And, quit worrying about ‘what might be’ tomorrow. Instead, trust God for today and live it to its fullest. Don’t sweat the small stuff and make the changes in your life that need to be made. That way you’ll have no regrets when your time here on earth is through.”

Wise Counsel, isn’t it?

Most assuredly it is.

So how do we consider that The Lord says “there will be no one in need” on the one hand, but on the other hand says, “IF there is among you anyone in need …” and then finally, “You have the poor with you always …”

A Jewish theologian observes that “only when we perform the desires of G-d” will there be no one in need. So what does it mean to us if we are truly after the heart of the Holy Father? That we are always aware of His “desires” and seek to fulfill those desires just as He has fulfilled our profound need to be freed so we can live to our fullest and sacred potential. It means seeing through His eyes those who are poor (financially and spiritually), marginalized by society, victims of injustice, or just plain lonely or afraid.

The reality is there will always be those among us who are poor, but the sacred ideal is that there should “be no one in need among you

So, the question, then, is “What are you going to do with it?”

It’s easy to Amen the preacher on Sunday morning; it’s another thing to put into practice what you’ve heard on Monday-Saturday. Or, it’s easy to know something in your head, but never transfer it down to your heart where all the action is. es, dear Reader, isn’t it time to quit complaining and never changing? Isn’t it time to quit squandering God’s Gift of time and start investing it wisely? Isn’t it time to quit “saving up for a rainy day” and start enjoying today?

As someone said, “The ball’s in your court.”

Truly, “Today is the tomorrow you worried about yesterday.”

Therefore, get up and become proactive in your decisions. Forgive that person who hurt you. Forget the past, your mistakes, your bad decisions, your regrets, etc. Begin writing a new chapter in your Life’s Journal. Make some new memories with family and friends.

PAGE THREE And, above all, put God first in all your do—for THAT is truly “The Secret of Success” (Mt. 6:33). Life’s too short to while it away in “much to do about nothing.” Don’t “sacrifice the important on the altar of the urgent.” Invest God’s blank check of Today in those things that will live on after you’re gone.

That way you won’t have any regrets when the Conductor says “All aboard!” and it’s your turn to board the Glory Train. Are you ready?

Remember: Today’s “as a vapor that appears for a little while and then vanishes away” (James 4:14).

And, “if you would heart God’s Voice today, don’t harden your heart, i.e., ignore what He’s saying” (Hebrews 3:7). oday’s God’s Gift to you. Use it wisely and for His Glory. God bless you.

One Christian writer observed recently that we’ve gotten pretty good at looking at the window (that is, getting entirely wrapped up in the necessary personal compo-

nent of our relationship with The Lord) but have not yet learned how to look through the window and see the wider world through the eyes of our Lord. But we take heart because this is what it means to seek after spiritual “perfection” in sanctification – as we grow in faith and in love and learn to see the world as our Lord sees it AND as our Lord “desires” us to see it for His sake. For He has not given up on us; so shall we never give up on Him and His beloved creation.

Dr. Lynne Dardenne Guest Speaker at Chamber of Commerce Meeting The DeWitt Chamber of Commerce met August 21st with Superintendent of DeWitt Schools, Dr. Lynne Dardenne, the guest speaker. Dr. Dardenne spoke about the importance of a new DeWitt Middle School saying, “I think that schools are one of the strongest indicators of a community’s strength’s.” Dr. Dardenne went on to say, when people are interested in moving to a new town, some of their greatest concerns are hospitals, schools and how well the schools perform on ACT tests. After considering these factors, they then base their decision on whether to move to that town.

The DeWitt School District is requesting 3.5 new debt service mills through 2044. That is 14 years beyond the current

The DeWitt School District plans to build a new middle school on the same campus as our current high school and elementary schools. Funds would also be used to build a safe-room/multipurpose facility for the high school and elementary school; constructing and repairing parking lots, drives and drainage; and remodeling and equipping other school facilities. The Arkansas average is 37.47 mills.

DeWitt School District’s current rate is 34.5 mills.

The proposed millage increase would be 38.00 mills. Dr. Dardenne displayed a chart comparing DeWitt’s proposed millage rate to other school districts in Arkansas with the same student enrollment and approximately the same assessed valuation.

FACT, the current plan has been worked on extensively by the state and local school administration to provide for our kids' current and future education. It includes a safer, and more secure facility with fewer doors to control, as well as, safe rooms for all students and staff on campus in times of crisis. This plan is also well suited to provide age-appropriate separation of students of different grades during classes and lunch periods!

FACT, the 1.5 million dollars in State Partnership Funds have been already approved for this project. It is possible that future funds would not be available due to more money being funneled to growing districts! The total cost of the project will be 9.5 million dollars – 8.0 million will be from the sale of bonds!

FACT, Building the new Middle School at the High School campus ensures the best use of taxpayer funds by using shared resources, and reducing the cost of upkeep of multiple facilities.

FACT, the current Middle School has serious structural damage, as well as seriously degraded infrastructure. Some buildings on the campus are over 70 years old and no longer SUITABLE. These buildings have passed their useful lifespan as regulated by the Arkansas Department of Education. The School District is required to submit a plan for their replacement once every 5 years. While this is not the only chance to build a new middle school, this may be the last chance to ensure approved state partnership funds! The district lost 4 million dollars in state funds when the district voted down the millage proposal in 2010.

FACT, Local organizations have hosted the Superintendent and the Millage Committee to find out more about the current plan. The Millage Committee was in all schools on the day of School Open House to provide more information about the current plan, along with many informational posts on our Facebook page. The millage committee also spoke to the entire school faculty to provide information to teachers and school staff. All of these meetings have been open to questions about the plan, including its location, drainage issues, and questions concerning parking, traffic issues, and the use of shared resources!

FACT, we all do deserve a plan to serve our kids now and in the future; that plan is ready now, and can be voted FOR on September 16th!

Positions Drawn for Arkansas County General Election Ballot

The Arkansas County Election Committee has selected ballot positions for candidates who qualify for the November 4, 2014 General Election.

A small group gathered to witness the official drawing for the ballot positions in Arkansas County Clerk, Melissa Wood’s office. The selection process took place last Friday morning, August 22nd, 2014.

In DeWitt, the only contested race this fall is for Mayor. Michael Burford is running against incumbent DeWitt Mayor, Ralph Relyea. Burford’s name was drawn to appear first on the November ballot. City Clerk, Lelia M. Bell and all DeWitt City Council positions are unopposed.

However, no candidate filed for DeWitt’s Ward 3 Position 2. The deadline to file for municipal positions was noon, Friday, August 15, 2014.

Two long time St Charles aldermen will have opponents this fall. Position 2 incumbent, Robert B. Newkirk, whose name will appear first on the ballot, will face Walter L. Jones.

Ted Johnson, Position 5 incumbent will be challenged by R. Ryan Long.

Johnson drew first position on the ballot.

Four Stuttgart residents will be vying for the Mayor’s office. J. W. Green, Jr. will appear first on the ballot. Second will be Norma King Strabala. Rickie C. Cook was drawn for third position, and Wade Hobbs’ name will appear last on the ballot.

In the race for Mayor of Humphrey, Rodney Henderson will be first on the ballot. Ronnie Carr’s name was drawn for 2nd position.

Big LaGrue Cemetery Association

To anyone interested in the upkeep of Big LaGrue Cemetery. The resources for the upkeep of the cemetery have dwindled the past two years. This year, they were so low I was unable to hire our mowing person. It costs around a thousand dollars a year to keep the cemetery mown and cleaned up. I have kept the cemetery clean and mown this year at my own time and expense. Changes In Food DeWitt NOTICE Preservation students make Division At Monday, Sept. 2 gains on the County Fair for Labor Day The Banks of DeWitt and Gillett will Be Closed

Ana Hollis, County Extension Agent - Family & Consumer Sciences In order to comply with the current USDA guidelines for safety in food preservation, there have been some changes made in the rules for the food preservation entries in the 2014 Arkansas County Fair. Please read below for details on entering these items in the fair.

General Rules: All entries must have been preserved within the previous 12 months and can only be entered once.

NOTE: NEW FOR 2014: Exhibits must be labeled with the date of food preservation and method of preservation. Method must state whether canned in water bath, pressure canned or other, the process time and the pounds of pressure where appropriate. Entries without required labeling will not be judged. Labels can be picked up at the County Extension Office prior to the Fair to aid you in being prepared before check-in. This will save time with getting items checked in.

Judging will be done by comparison to recognized standards of quality and safety first and then potentially when met by comparison to other exhibits to determine placing within a class (first, second, third).

For judging and safety reasons jars must be clear glass with Masontype labeled on jar or box with a clean metal lid and ring, vacuum sealed and of acceptable size per recipe instructions – typically quart, pint or smaller.

Due to safety reasons no canned squash including summer, zucchini or spaghetti, pureed or mashed pumpkin, sweet potatoes, or potatoes will be judged. Pickled summer squash and zucchini are allowed.

Then entry should also be accompanied by recipe from other Extension publications updated or published after 1995.

Headspace Headspace is the unfilled space above the food in a jar and below its lid. Recommendations for headspace are: - 1/4 inch for jams, jellies, juices, and fruit purées - 1/2 inch for fruits, pickles, and tomatoes processed in a waterbath canner - 1 to 1 1/4 inches for vegetables, meats, or other products processed in a pressure canner.

Food should be packed into the jar in such a way that heat can easily penetrate throughout the jar’s contents. This means there

must be a proper balance of solids and liquids.

Tightly packed solids make it difficult for heat to penetrate throughout the mass. There should be enough liquid present so that liquid covers the product and prevents the jar contents from being solid, yet there should not be excess liquid.

Although sealing jelly with paraffin was once a standard practice, this is no longer recommended, and jellies sealed in this way are not allowed in fair competition.

Containers Product should be in a Mason-type, standard size (1/2 pint, pint, or quart), clear canning jar.

Regular or wide-mouth styles may be used, but containers must have a threaded top with a selfsealing, two-piece metal lid.

Commercial jars, like the ones used for mayonnaise, peanut butter, coffee, pickles, and jelly, are not recommended for home canning. Since they are much more likely to break during processing and are less likely to seal properly, they are not allowed for competition in fairs. If jars of this type are entered, they will not be judged.

Also, if jars were purchased in the canning section of a store but do not specify that they are Mason-type jars either on the jar itself or on the box, they are not allowed for competition. They may be safe for home canning, but no current USDA recommendations exist for their use.

Colored jars are also excluded. Two-piece lids consist of a flat metal lid held in place by a metal band. Lids must be brand new. Bands should be clean and free of rust.

They should not be bent or misshapen. The old style bail-type closures and porcelain-lined zinc caps are not acceptable.

Plastic lids may be safe for home canning but are not allowed for competition, as it is impossible to detect a correct seal.

Jars should be clean and free of mineral deposits. The jars will be tested to see that the jar has a seal. This is usually done by pressing the middle of the lid with a finger. If the lid springs up when the finger is removed, the lid is not sealed. An alternative test would be to hold the jar at eye level and look across the lid. A sealed lid should appear curved down in the center, not flat or bulging.

Check-in times for entering items in the fair are from 12:30 – 5:30 p.m. on Monday, September 8. All entries must remain on display throughout the week.

Check-out will be done on Sunday, September 14 from 1:00 - 4:00 p.m.

Premium checks will be passed out when items are picked up on the 14th.

The Class of 2014 from DeWitt High School outscored the state average on the ACT®. The ACT® college readiness assessment is a curriculum- and standards-based educational and career planning tool that assesses students’ academic readiness for college which is accepted by all four year colleges and universities. In Arkansas, an average composite score of 20.4 was earned while DeWitt students scored an average of 20.5. The ACT assessment measures student skills in the areas of English, mathematics, read-

ing, and science. ACT scores are one indicator of the college and career readiness of a school and district.

Scores for DeWitt students increased in all academic areas and the overall composite over the previous year. The largest increase was in the area of English, where the average score for Dewitt increased from19.7 to 20.5. In addition to the increase over the previous year, students graduating from DeWitt High School outscored the state average in the areas of English and reading.
