LOCAL NEWS EWITT POLICE REPORT July 22, 2014 - At 4:00 pm, Officer Jody Chapman was dispatched to Adam’s Fertilizer to question Ms. Sara Brock. Brock stated as she was driving around the bypass, Jace Rawson pulled out of the Conoco parking lot in front of her. When Brock stopped, Rawson’s passenger, Ms. Jaclyn Thompson, got out of the vehicle with Rawson and walked to Brock’s car and started striking the driver side window and the side view mirror of Brock’s car, breaking the glass in the mirror. Thompson then got back in her vehicle and left. Thompson was charged with 2nd degree criminal mischief.

July 20, 2014 - Officer Johnathan Powell was dispatched to S. Monroe St for a vehicle accident. Upon arrival, Powell spoke with Mervin (Brock) Gresham.

Gresham stated that he was driving behind a vehicle being driven by Gilbert Mitchell, heading west on 13th St. Gresham stated that Mitchell had slowed down, and he tried to go around him and make a left on Monroe St., at the same Mitchell turned left also.

Gresham then hit Mitchell’s car in the rear. Gresham stated that it was his fault.

Mitchell stated that Gresham rear- ended him. Upon inspecting both vehicle’s Powell noticed damage to Mitchell’s vehicle but no damage to Gresham’s.

Gresham was then ticketed with careless driving.

New Immunization Requirements Being Considered

Under new immunization requirements being considered by the state Board of Health, children who will be 11 or older on September 1 must have a Tdap shot in order to attend a public or a private school.

The Tdap shot protects against tetanus, diphtheria and pertussis.

Parents will be in compliance with Board of Health requirements if they have been taking their children to their family physician to receive their shots, as recommended by the CDC Advisory Committee on Immunization Practices (ACIP).

Prior to this school year, the Tdap shot was required for students entering the seventh grade. The new requirement means that the majority of children will get the required immunization at a younger age, if they have not already had it, because most children are older than 11 by the time they enter the seventh grade. The ACIP recommends the Tdap shot for all children age 11 and older. Only one Tdap shot is needed.

The purpose of the change in immunization requirements is to better protect children who are at an age when they are likely to get pertussis, which is also known as whooping cough. It is very contagious and it can cause uncontrollable fits of coughing that make it hard to breathe. Some cases can even be fatal.

Health officials noticed an increase in the number of 10 and 11 year olds who got whooping cough, and that the number of cases declined in children old enough to be in seventh grade. The new requirement is expected to lower the frequency of cases in these children according to Health Department officials.

In 2013, public health experts noticed a spike in the number of cases of whooping cough. There were 466 cases reported in Arkansas, compared to 80 cases in 2011, just two years earlier.

Parents who choose not to immunize their children must get an exemption from the state Health Department’s Immunization Section. To do so, call 501-6612169 or contact the department at this email address: immunization.section@arkansas.gov Another new requirement for children’s immunizations that will take effect in the coming school year is that seventh graders must have received a meningococcal shot against meningitis. Also, students will have to receive a shot before they turn 16, regardless of their grade level. If they had a meningococcal shot before their 16th birthday, they will need to have a second one. Students who are 16 on or before September 1 will have until October 1 to get the shot.

There is a change in regulations governing chickenpox. Previously, children could forego the shot if a parent could show they had actually contracted the disease, but that method was beginning to prove unreliable. Under the new regulations, it will require the report of disease from a medical professional for a child to avoid the requirement for having varicella vaccine, which is the shot for chickenpox.

There are several other changes in the required schedule of immunizations. Following the ACIP recommendations of your family physician will more than satisfy the minimum requirements set out by the Board of Health. More information about the requirements can be found on the Arkansas Department of Health’s website at www.healthy.arkansas.gov.

The Health Department has an immunization registry that physicians, clinics and health care providers can access. The registry is a record of the immunizations given to children in Arkansas. Health care providers are obligated by state law to report to the registry all immunizations they give to anyone under the age of 22.

City Council Approves Resolutions for Hospital and Airport Grants

By Terrye Seamon Everyone needs a little help now and then, and the DeWitt City Council extended their hand Monday night by passing resolutions which will allow DeWitt Hospital and Nursing Home and DeWitt Municipal Airport Whitcomb Field to apply for grants. These grants will allow the hospital to purchase a new digital X – Ray machine and the airport to fund the repair and expansion of the apron.

The Council unanimously passed a motion to approve Resolution 2014-07 which will allow the hospital to apply for a $50,000 grant. The USDA Rural Development Community Facilities Loans and Grant will go towards the cost of purchasing a new digital X-Ray machine.

Annie Scroggin, radiology director at the hospital, said the number of cases the current equipment services has quadrupled since it was purchased in 2004.

“The original machine was never designed to do the number of exams that we are performing today,” Scroggin told Council members.

The current X-Ray equipment was guaranteed a life span of 5-7 years, and it has been in service now 10 years. Scroggin said replacement parts for the current machine are no longer available, and it barely passed inspection this year. Inspectors recommended that the machine be replaced, or it probably would not pass inspection in the future. The new equipment is designed to last 10-15 years.

The total cost of the new machine is approximately $200,000, and the grant would cover 25 percent of the cost. City Attorney T. Buie said although the city doesn’t own the current machine and won’t own the new equipment, the city does own the underlying facility and approved the additional sales tax that helps support the hospital. Approving this resolution “shows the city’s support of them applying for that grant and purchasing that equipment,” Buie said.

In the area of new business, the Council unanimously passed motions to approve Resolution 2014 – 08 and Ordinance 774 concerning DeWitt Municipal Airport Whitcomb Field. Resolution 2014-08 authorizes the go ahead to enter into a grant agreement with the Federal Aviation Administration for repairing and expanding the airport’s apron. The estimated cost of the project is $51,700, and the FAA grant would fund 90 percent of the cost. The remaining 10 percent, which is owner funded, will be reimbursed from the Arkansas Department of Aeronautics once the project is completed.

Ordinance Number 774 allows for the automatic bank withdrawal of funds to pay the airport’s Grand Prairie Regional Water District, CenturyTel, and First Electric Cooperative utility bills.

In another area of new business, the DeWitt City Council unanimously approved Resolution 2014-09

accepting a property donation from Black, Inc. The property behind DeWitt Publishing Company, which was the previous location of Big D’s grocery store, will be used now to store materials for the city’s street department.

In the area of old business concerning a proposal to ban leaf burning within city limits, Mayor Relyea informed the Council that he thought they had a grant to buy leaf-removal equipment, but they don’t. “We are back to not having money to do this at the present time,” Relyea said.

The Mayor also said he visited with several constituents who suggested if a leaf-banning ordinance becomes a reality, that provisions be made for so many days a month to be set aside for leaf burning because of the over abundance of tree limbs in the city. “Most towns that have a ban have a 10,000 plus population,” Relyea said. He also said if the city doesn’t ban leaf burning, maybe they could set some guidelines such as specific times of day and specific items citizens could burn. The Public Works committee is going to continue to investigate the possible proposal, and the Council will keep the topic on the agenda and revisit it at the August meeting.

In another area of old business concerning street paving, the Mayor told Council members, “We will not be eligible for street aid until 2015.” The street aid grant program works in cycles, and DeWitt already received one of the grants in the current cycle. Mayor Relyea said the city is still going ahead with plans to pave 5th and 6th streets and Adams Street. The project will cost approximately $700,000, and the city currently has $800,000 in the Street Fund. The Mayor said he plans to start taking bids by the end of July and for the project to be finished by end of year.

City Attorney T. Buie informed the Council that a trial date of May 18, 2015, has been set concerning the lawsuit filed against the city by Southern Arkansas County District Court Judge Park Eldridge concerning the funding of the deputy court clerk’s position.

“There’s nothing happening right now, but there will be in the near future,” Buie said. He told the Council that setting the date is standard procedure. Deadlines will be given at various points throughout the process to meet certain criteria like filing motions, etc. Buie told Council members that he will keep them posted as they go along.

City Attorney Buie and Mayor Relyea also discussed with the Council the idea of electronically coding city ordinances after 1960. The process, which costs $3,600, would make researching city laws a lot easier for city staff, Council members and citizens via the city’s website. Relyea and Buie are still researching the details of digitalizing the system and will report back to the Council at a later date.

Local Homicide Case Still Ongoing

By Terrye Seamon Authorities with the Arkansas State Police are still investigating the homicide of Brice Stoddard, who was allegedly shot while mowing his lawn June 13.

“It is still an ongoing investigation,” Arkansas State Police Special Agent Scott Rosegrant said.

According to Bill Sadler, Arkansas State Police Information Officer, Stoddard’s wife contacted local

authorities upon finding her husband’s body in their yard the evening of June 13. Stoddard’s body was sent to the Arkansas Crime Lab to determine the official cause of death.

Since the case is still open, authorities would not release any details other than stating that Stoddard’s death has been ruled as a homicide.

Sales Tax-Free Weekend Arkansas will hold its annual sales tax holiday on Saturday, August 2, and Sunday, August 3.

The legislature created the sales tax holiday by approving Act 757 of 2011. The intent of the act is to help families with children in school, and is commonly known as the “Back to School” sales tax holiday. However, everyone benefits from the holiday, whether or not they have children of school age.

Clothing and footwear that cost less than $100 per item will qualify for the exemption. Keep in mind that if you buy an item that costs more than $100 you must pay the state and local sales taxes on the entire amount.

Here’s an example provided by the Department of Finance and Administration: a person buys two shirts for $50 each, a pair of jeans for $75 and a pair of shoes for $125. The sales tax will only be collected on the shoes. Even though the total price of the shirts and the jeans added up to $175, no sales tax will be collected on them because each individual item cost less than $100.

Accessories costing less than $50 qualify for the exemption. Examples include wallets, watches, jewelry, sunglasses, handbags, cosmetics, briefcases, hair notions, wigs and hair pieces.

School supplies also qualify, including binders, book bags, calculators, tape, paper, pencils, scissors, notebooks, folders and glue.

Textbooks, reference books, maps, globes and workbooks will be exempt from sales taxes. So will art supplies needed for art class, such as clay and glazes, paint, brushes and drawing pads.

Bathing suits and beach wear will be exempt as long as they cost less than $100 per item. Diapers and disposable diapers will not be taxed. Boots, including steel toed boots, slippers, sneakers and sandals will Continued on Page A4

Obituary Paul Moyer Paul Wayne Moyer, 67, of DeWitt, passed away on July 23, 2014. He attended Faith Baptist Church and loved life and his family very much. He enjoyed gardening, woodworking, hunting, and fishing. He was born July 2, 1947, in Manila, AR, to Lawrence and Nellie Moyer.

He was preceded in death by his parents; one brother, Harold Moyer and one sister, Marcella Anderson.

He is survived by his wife of 48 years, Martha; three daughters: Vicki Jackson (Warren) of Kingsport, TN; Delana Harris (Gwen) of Poca, WV; and Alyssa Mannis of DeWitt; four grandchildren: Kevin, Carissa, Nathaniel, and Harley; two brothers: Randy Moyer (Connie) of Crocketts Bluff and Rickey Moyer (Tammy) of Gillett; one sister Phyllis Bohannon (James) of DeWitt; and a host of nieces, nephews, cousins and friends.

Funeral services were July 26, 2014, at Faith Baptist Church with burial in Forks LaGrue Cemetery by Essex Funeral Home. Memorials may be made to Faith Baptist Church Music Ministry.

OKLAHOMA VISITORS: Sam and Kelli Stewart and their two daughters, Kaitlyn Ashlee and Natilee Grace all of Jinks, Oklahoma, spent the night with J.W. and Margaret Aycock of DeWitt, Friday night. They left after J.W. & I treated them to a good country lunch at Mary J’s Country Store in Ethel, Saturday (26th). Sam is J.W.’s oldest grandson. They were on a week-

long vacation and spent most of it in Florida. The girls really enjoyed swimming, fishing and playing on the the sandy beach. But, by-the-time they got to our house, the girls were tired and homesick for their pets. We all know how that goes, don’t we, folks?

HOME FROM HOSPITAL: Nora Watson of DeWitt, is back at her home on Fork’s LaGrue Road. She was in the DeWitt City Hospital, for therapy because she had fallen and broken her hip. Everyone that knows Nora, knows that although she is very weak, she never gives up at anything she attempts to do! Sis, are you going to be up dancing when I come again to see you??? Also, her family members were able to take her to the John Berry Horton annual Family Reunion, Sunday (27th). Nora was honored as the oldest member there! 90 y/o! WOW & WOW!!! We love you, Hang in there, Baby!!!

The National Society Daughters of the American Revolution held their One Hundred and Twenty Third Continental Congress in Washington, D.C. Arkansas DAR had a bus with thirty- nine traveling. From Stuttgart and Arkansas Post Chapter were Jean Pollard, Chapter Regent, and Jerrie Townsend, delegate. Allison Denman Holland, Grand Prairie Chapter Regent, represented that chapter, flew up to D.C., joining the Arkansas delegation which was staying at the historic Willard Hotel. The Little Rock Tours bus left Little Rock on June 22nd, stopping overnight in Knoxville, TN, arriving in D.C. on June 23rd in time to register at NSDAR Headquarters. They arrived at The Willard and walked the one block to historic Old Ebbitts Grill for dinner.

June 24th, most all of the Arkansas group took the bus to the Smithsonian American History Museum. A special exhibit that would only be displayed for three weeks was the main attraction: the restored Old Glory with the original manuscript from Francis Scott Key of the “Star Spangled Banner.”

These two items will probably not be displayed together again for a hundred years.

Pollard and Townsend did genealogy research at NSDSAR’s Seimes Microfilm Center and the NSDAR Library.

June 25th the group had a luncheon cruise on then Potomac River. Afterwards some went to the NSDAR Museum and more genealogy research.

Opening Night on June 25th started with a concert by the United States Army Band. President General Lynn Forney Young, presided. The address was presented by Alexander Rose, author and historian, and Barry Josephson, producer, received NSDAR Medals for the ABC production of “Turn.”

Edwin Bearss, National Park Service Historian, was to have received the DAR Medal of Honor, but was absent due to emergency surgery.

June 26th was the first Business Session. The Credentials Report showed a grand total of 2,005.

That evening was Education Awards night starting with a concert by The United States Air Force Band. American History Essay Awards were presented to 5th, 6th, 7th, and 8th grade winners. Two DAR Good Citizen awards were presented to one female and one male out of the 7,000 entries.

The All American DAR Chorus sand selections based on the NSDAR Motto, “God, Home, and Country.” Three Arkansas Daughters were with this Chorus: Gretchen Magee, Linda White, and Robin Yates.

The Outstanding Junior Member was from Pennsylvania and the runner-up was from Texas. Arkansas’ Gretchen

Magee was one of the seven finalists out of 27 entered.

Reports were heard from State Regents on June 27th and 28th. JoAnn Cooper reported for Arkansas on Saturday. The candidates for Vice Presidents General and Honorary Vice President General were introduced.

Celebrate America Night was held at the Grand Hyatt Hotel designed to celebrate members’ outstanding commitment to Volunteerism. Bennett Greenspan delivered a presentation on Family Tree DNA.” Credentials Report on Saturday showed a Grand Total of 3,113. Voting was held in the O’Byrne Room, 8 AM – 2 PM. Saturday Evening was National Defense Night with a concert by The President’s Own United States Marine Band. The Distinguished Speaker was Vice Admiral Michelle J. Howard, soon to be the Navy’s first woman 4-Star Admiral. Following her speech, General Norton A. Schwartz (United States Air Force retired), spoke. Both received the Patriot Award. Staff Sergeant Julia A. Stalker, a flight medic, and Army Nurse Colonel Theresa Sullivan, who had served in the Army 31 years, received awards. Outstanding Veteran Volunteer for 2014 Robert J. Martin and Youth Volunteer Mitchell G. Wirth also received recognition.

The Junior Luncheon was held on June 28th. Arkansas Daughters fully supported our Outstanding Junior Gretchen Magee by attendance of thirty. Arkansas was recognized as am sponsor.

Attending the NSDAR State Vice Regents Club Luncheon on Friday, June 27th, were Club Members: Jerrie Townsend, Mary Deere, JoAnn Cooper, Jean Pollard. The theme was “A Party of Peacocks,” held at the Grand Hyatt Hotel. Approximately 90 attended.

Sunday morning, June 29th, was a Memorial Service for 3,201 members.

Two Arkansas State Regents, Violet Isaacks and Ruth Oberhelman, were remembered. Following the Memorial Service a Tribute to the 85th Anniversary for the Founders Monument was observed. Installation of State Regents and Confirmation of State Vice Regents was next on the agenda. Arkansas’ new State Regent Mary Love Deere of Benton and Arkansas’ new State Vice Regent Jerrie Jones Townsend of Stuttgart participated in the ceremony. State Regent of 2012-2014, JoAnn Cooper of Cabot, exchanged sashes with Deere.

The sashes designate their new office of Honorary State Regent for Cooper and State Regent for Deere. Townsend carried the sashes for the presentation.

The Little Rock Tours bus left early on Monday, over-nighting in Knoxville, TN and arriving in Little Rock on July 2nd.

The West Family Reunion Decendants of Andy Simpson and Asberry West

August 10th at the DeWitt Community Center The event will begin around 11:00am Potluck Dinner at Noon There will be a silent auction, and anyone who would like to can bring an item for the auction.

There will be a table set up for family pictures.

Door prizes will be given away later.

The proceeds will go to the upkeep of the Chute Cemetery and to pay for the building rental.

Grantham Crowley Wedding

Christina Renée Grantham and Bernard Eugene Crowley, Jr. were married Saturday, July 12, 2014 on the beautiful lawn of the groom’s late grandfather, P.R. Burks of Helena. The double ring ceremony, held at seven o’clock p.m. was officiated by Bro. Joe Johnson of DeWitt. The bride is the daughter of Randy and Darla Grantham of Gillett. Her grandparents are Ginger Sullivan and the late George Ed Sullivan of Gillett, and Annette Grantham and the late Billy Grantham of Tichnor. The groom is the son of Rhonnie Crowley and the late Gene Crowley of Helena. His grandparents are the late Mr. and Mrs. P.R. Burks of Helena, and the late Mr. and Mrs. Marvin Hugh Crowley of Maben, MS. The ceremony tent entrance was flanked by two columns holding urns of vendella roses, garden roses, peony’s, white and blue hydrangeas, and lavender

statice. The guest book was placed on a memory table holding wedding portraits of the bride and groom’s parent’s and grandparent’s.

Guests were given hand held fans perfect for the very warm July evening event. Each fan was inscribed with an order of ceremony on one side and members of the bridal party on the other.

Trumpet vases holding blue delphinium, purple larkspur, and hanging amaranthus flanked the ceremony alter.

The bride, given in marriage by her father entered the ceremony tent as the Bridal Chorus was played. She wore a white gown featuring a sweetheart neckline adorned with white lace. Her waist was belted with crocheted silver appliqués scattered with Swarovski crystals. Her skirt was layered tulle. Her court train extended from the keyhole back. Christina carried a bouquet of vendella roses, garden roses, peonies, and hydrangeas accented with succulents.

Katie Grantham of Dallas, Texas served her sister as maid of honor. Christina’s bridesmaids were Melody Dittmer of Little Rock, Spencer Eddy of Dallas, Texas, Charlee Crowley English of Croxton, England, Paige Griswold of Fayetteville, and Gena Grubbs of Bentonville. Each wore a wisteria gown of chiffon and carried a bouquet similar to that of the bride. Eva Anne-Marie Browning of Flowery Branch, Georgia served as flower girl. She dropped hydrangea petals from a wicker basket as she proceeded to the bridal alter. She was escorted by Brian David Miller of Helena who served the groom as ring bearer. Stan Browning of Flowery

Branch, Georgia served as best man.

Bernie’s groomsmen were J.R. Carroll of Fayetteville, Trey Fincher of Fayetteville, Scotty Fraiser of Marvell, Patrick Simmons of Marion, and Michael Saba of Atlanta, Georgia. Each wearing a classic black tuxedo dressed identical to the groom. Each wore a boutonniere made of a small bunch of succulent with their stems wrapped in twine.

After the greeting and the declaration two readings were given by Abby Staton of DeWitt and Monty Wiggins of Helena. The couple then recited their own vows for each other before the presentation of the wedding bands. After the prayer of blessing and the pronouncement as husband and wife the couple recessed as the Bridal March was played.

Nuptial music was provided by Fine Arts String Ensemble of Memphis.

After the ceremony, guests mingled in the courtyard before entering the reception tent. The tent entrance was marked by wrought iron hooks with hanging lanterns containing votive candles. Guests dined on a buffet of beef tenderloin, curry mustard meatballs, baby potatoes with lemon garlic aioli & roasted red pepper aioli, marinated asparagus, artichoke, heart of palm and grape tomatoes, caprese salad, fruit, and hot onion soufflé. Feta and date phyllo tartlets, tuna tartar on rice crackers, artichoke parmesan crostini, and olive tapenade stuffed cherry tomatoes were enjoyed on long dining tables covered in wisteria linens, with antique cream runners. Each table was adorned with crystal column vases holding spheres of vendella roses, lavender roses, garden roses, peony’s and seeded eucalyptus. Sitting nearby the tent was a table of small boxes each containing a small succulent. These served as favors for each guest present.

The bride’s cake served as the centerpiece at the dessert table. The three tiered classic white cake was elegantly covered in white fondant ruffles stacked to compliment the three layer topper

completely covered in delicate regal purple fondant flowers. Sitting atop the cake was the word “Love” inscribed in gold lettering affixed to five inch metal stems. The cake was seated on a square stand of antique brass. The groom’s cake was a round two layer chocolate cake with butter cream frosting in the flavor of peanut butter. The cake was drizzled with chocolate and piled high with Reese Peanut Butter Cups. The cake was finished with small gold flakes sprinkled lightly over the top completing the elegant look. It was a palette pleaser for peanut butter lovers! Assorted decorated butter cookies of various sizes in the shape of hearts, the state of Arkansas, and perfect circles sat alongside various white cupcakes covered in butter cream frosting.

After dinner, guests enjoyed dancing to music provided by the King Beez of Memphis. Bernie and Christina departed the home amidst a tunnel of oversized sparklers held by friends and family. After a honeymoon to St. Barth’s in the French West Indies the couple is at home in Helena where the bride teaches school and the groom engages in farming.

Rehearsal Dinner Held A wedding rehearsal dinner hosted by the Crowley family was held on Friday, July 11, 2014 at the family home. Family and friends enjoyed dining on a buffet of old family recipes created by Another Roadside Attraction event caterer from Memphis. Toasts and well wishes were given by the best man and maid of honor followed by a time of visiting.

Wedding Day Brunch Christina and Bernie were honored with a wedding day brunch at the Helena Country Club on Saturday, July 12, 2014. The event, hosted by the groom’s sister Charlee, featured a buffet breakfast including an omelet station, fruit, assorted muffins, sausage and bacon, scrambled eggs, creamed spinach, mimosas, coffee, and other assorted beverages.

The Maguire EHC Meeting The Maguire EHC met at the Willows Restaurant on July 17, 2014. The Thought of the Month was read by Betty Vansandt: “Never underestimate your importance at the bottom of the totem pole. Without the bottom, the top would fall over” by John Millie.

The meeting was called to order by President Eleanor Bullock. Linda Goodwin gave the inspiration entitled, “Live Each Day” written by Kathryn Murray, with

scripture coming from Psalms 37:3. Fair projects and judging was discussed by all members with the decision to have a booth in this year’s fair.

Roll Call was answered by naming our favorite or least favorite fair food. Of course, both cotton candy and caramel apples led the list. Patsy Coose gave Treasurer’s Report, both old and new business was discussed by all. Our outing for August was voted to be on Au-

A Woman Rides the Beast (No. 3)

By William Wood We are still being reprimanded for publicly coming against the teaching of the Roman Catholic Church.

We admit it is no pleasant task to preach against a gospel that is so universally accepted. One figure, in 1994, showed that there are over one billion Catholics in the world. To raise our voice against such a multitude would seem to be the most unwise thing a minister could do. Yet, if he is called of God, he has no choice but to preach the same Gospel that the Apostle Paul preached!

We understand that most of the opposition we are receiving comes from people who have not read God’s King James Bible, or else have read it and refused to believe it.

We make no apologies for preaching what Paul preached.

Today we want to get down to one of the basic errors taught by the Roman Church.

They believe and teach that active participation in the Catholic Church makes one a Christian!

It is unthinkable to this writer that many of our leading evangelicals are agreeing with this gross error.

If this were true, then the Reformation, as headed by Martin Luther, was a tragic mistake!

The millions who were martyred during a thousand years before the Reformation, and since then to the present time, is rejecting Catholicism as a false gospel, have all died in vain!

If however the Reformers were right, then this move that we are looking at today, where Catholics and Prodisants are coming together and working toward one World Church, could be the deadliest blow struck against the Gospel since the death of Christ! For Catholics salvation does not come through personally receiving Jesus as Savior, but is a lengthy process that begins with baptism, and then depends on one’s continued relationship to the Church.

They teach that salvation comes through the sacraments (communion), good works, suffering for one’s sins, and the sins of others, and or in Purgatory. And also through endless Rosaries said on someone’s behalf after they are dead!

Catholic evangelism is by works, the exact opposite of the teaching of the Apostle Paul!

Our sympathy is with sincere Catholics who have such confidence in their church that they have accepted what the hierarchy has told them, without studying the Bible and history to learn the full truth!

If you had friends floating down a swift river on a party barge, and you knew there was a dangerous falls only a mile around the bend, but out of sight, what would you do?

We are running along the bank throwing out lifelines and screaming for the people to take hold and be pulled to safety!

Our concern will not let us do otherwise, tho those on the barge scoff at our warnings.

May God have mercy and open some eyes. Amen!

A Thought

Daniel “If you believe what you like in the Gospel and reject what you don’t like, it is not the Gospel you believe – it is yourself.” St. Augustine I doubt there are many among us who take everything written in the Scriptures as “gospel” (good news) – especially those portions that seem to strike at the heart of what is most important to us. Even the prophets are hard to read because we hear a very angry God speak to a people who had chosen their own course above The Lord’s direction for them.

Yet for all that is written, there is an overall context in which everything comes together. The New Testament has its context entirely in the First Testament.

The “bad” stuff has its context entirely in the good. It is, however, as Augustine observed in himself; it is the “bad” that makes the good truly good because even in the “bad”, we find a Holy Father who is much more eager to forgive and restore than He is to “smite”. That reality is expressed in Messiah, for The Lord did not have to do this remarkable thing – He chose to. It is in the abundance of His mercy that He continues to reach out to an unbelieving world through His Church.

This is the reality of who we are. Being who we are, then, requires the necessary expression of all we claim to believe about The Lord.

So what is it we believe? That is what we are called to express. Not with hatefulness, not with spite, and certainly not with an agenda of our own. The Gospel is The Lord, and The Lord is the Gospel. All of it – because in the end, we find The Lord still waiting patiently.

Let us not flee from hell. Rather let us run to Love.

Then hell no longer has a legitimate claim over us.

Are You Ready?

“What?”

“Are you ready?”

“For what?”

You know—“to meet God” (Amos 4:12)?

Last week we received a letter from a dear friend in another state, asking how we were doing and catching us up a bit on him and his family. Two days later we got a call telling us that he’d passed away. Died in his chair of a massive heart attack even though he’d been talking to his granddaughter just a few minutes before and having no pain whatsoever.

You never know, do you?

That’s why you need to be ever-ready to meet your Maker, for you never know when the Death Angel will be knocking at your heart’s door.

Those 289 passengers aboard Malaysian Airline sure didn’t realize their plane would be shot down by a missile over the Ukraine when they boarded it. Neither did the 169 passengers on Algier Airline expect to crash in bad weather when they strapped in for their flight.

Just goes to show that “life is short and death is sure” and we shouldn’t “boast ourselves of tomorrow, for none of us knows what a day will bring forth” (Proverbs 27:1).

Yes, as someone said, “From the time we’re born we’re only one heartbeat away from death.” We’re like a “vapor—a fog or the early morning dew—that appears for a little while and then vanishes away” (James 4:14). Or, we’re like “the grass or flower of a field that flourishes for a season and then withers away; then the wind passes over it and the place thereof is remembered no more” (Psalm 103:15-16).

Here today. Gone tomorrow.

That’s why we should live our lives today as if it’s the last day of our lives, but it enjoy it like it’s going to last forever. As someone once wrote, “It’s living with the End in sight.”

For some, the thought of this is morbid and best to be avoided at all costs. Much better is living for the moment. . .“grabbing for all the gusto you can get”. . .and partying hardy. . .sorta like the Epicureans, the ancient philosophers whose motto was “Eat, drink and be merry—for tomorrow you die.” mat. Boy, that was pretty fatalistic, wasn’t it?

Yet, there are many today who live that way, somehow believing that Heaven and hell are what you make of things here on earth. They believe “when you’re dead, you’re dead.” But, dear Reader, nothing could be further from the Truth.

The Bible says we’re created “in the image of God” and He breathes into us “the breath of life and we become a living soul” when we’re born (Genesis 1:27; 2:7).

Simply put, life doesn’t end for us when we take our last breath here on earth; neither does it mean that we’ll come back in some other form and keep doing so until we get it right.

No, “it’s appointed unto all of us ONCE to die and after this the Judgment” (Hebrews 9:27).

That’s why we should make sure we’re ready to stand before the Judge now lest we one day hear Him say, “Depart from Me, you worker of iniquity; I never knew you” (Matthew 7:2123).

Thankfully, you don’t have to worry about that if you make preparations for that here-andnow. And, what might that be?

Quite simply placing your Faith-and-trust in His Son, Jesus. It’s His Death on the Cross that saves us from God’s Wrath and His indwelling Presence that gives us inward assurance in life and Hope for tomorrow (Romans 5:6-11).

Or, as the rest of that little poem says, “Life is short, Death is sure; sin’s the cause, but Christ is the cure.”

Amen and amen.

Someone once wrote, “A vagabond is someone who has no home. A criminal is someone who’s running from home. A stranger is someone who’s away from home. But, a pilgrim is someone who’s headed toward Home.”

So, the question is, “Where ‘ya headed, Pilgrim?”

Hopefully, you can say with confidence, “To that Place prepared for me, not made with hands, eternal in the heavens” (John 14:1-3; II Corinthians 5:1). Are you ready?

Exchange Students Seek Host Families Visiting students, ages 15-18, from around the world including Germany, Spain, Switzerland, and Thailand are seeking host families in and around DeWitt for the upcoming 2014-2015 academic school year. Host families are needed for the fall semester and full school year. Host families (traditional families, singles, empty nesters, etc.) serve as mentors and a home base for their student. Visiting students participate as active members of the family and integrate into their host’s daily routines and traditions just like any other family member. Hosting an international student is a great way to explore a new culture and promote a sense of lifelong learning and adventure. “Every year

Arkansas plays host to many talented, top-of-their-class students with the lifelong dream of studying in America,” reports Emily Rolin, iE-USA’s Area Director. PBJEOC Still Running Summer Regular Assistance Program Hot weather across the region have left many struggling to cool their homes. For those needing help paying their energy bills, Low-Income Home Energy Assistance Program (LIHEAP) may be the answer. PBJCEOC has funds to help these households with electrical payments.

PBJCEOC started administering LIHEAP in its five counties, which include Jefferson, Grant, Cleveland, Arkansas and Lincoln on Monday, July 7th and still have funding. LIHEAP assists households with home energy and cooling bills. This summer portion of LIHEAP is for electric bills only, focusing on the cooling efforts across the state. All applications will be accepted on a first come, first served walk in basis. Applications will be taken beginning each day at 8am until 3pm. Offices will close for lunch between the hours of noon and one o’clock pm.

Applicants for LIHEAP assistance must meet income guidelines. For a household of 1, monthly countable income is $1,482. For each additional person in the household, add $468. Countable income includes check stubs, child support, unemployment, housing utility assistance, SSI, SSA, TEA, VAS and retirement benefits. To apply for assistance, the household should bring a copy of the current utility bill, social security numbers, and proof-of- income and date of birth for all household members.

Shut off notices will not be accepted. Clients must have a working knowledge of household resources. Additional information may be required during the interview process. Failure to provide verification requested may result in delay or denial of assistance. Checklist and No-Income verification forms are available now at your local EOC office.

“With LIHEAP, there’s help so low-income families struggling to make ends meet do not have to go without energy, which can be a huge health and safety concern” said Knight.

PBJCEOC serves the counties of Jefferson, Grant, Cleveland, Arkansas and Cleveland. PBJCEOC is a private, non-profit organization which operates an extensive range of social programs and services targeting low income households. PBJCEOC works in conjunction with other agencies and organizations to provide assistance to low-income families and individuals within the community.

The range of services provided can vary with the needs of each community. Some of the services offered consist of: Housing, Food, Employment, Weatherization and Energy Assistance.

The Lower White River Museum State Park is one of 52 state parks administered by the State Parks Division of the Arkansas Department of Parks and Tourism.

Arkansas to Vote on Making Arkansas a “Wet” State What looked like potential ballot issues for Arkansas voters this year might not be after all.

There is a new move afoot to block a proposal that would effectively turn all of Arkansas “wet” by allowing alcohol sales throughout the state — even in jurisdictions that have voted themselves “dry.”

That would include 38 of the state’s 75 counties.

Rather than require local elections (after difficult petition drives), the proposed constitutional amendment would simply legalize alcohol sales in all 75 counties. The proposal is one of two recently submitted for certification to the secretary of state after proponents gathered enough preliminary signatures to qualify preliminarily for the ballot.

Neither really has qualified yet because not all of the signatures proved valid.

The secretary of state’s office notified the petitioning organization, Let Arkansas Decide, that its petitions to allow statewide alcohol sales were short of the 78,133 valid signatures needed for certification and that it would have until Aug. 18 to submit additional signatures.

The group needs to find an additional 17,133 valid signatures, so the issue is still far from the ballot.

But a group called Let Local Communities Decide for Themselves has now asked Secretary of State Mark Martin not to put it on the

November ballot for a totally different reason — one that could affect another petition drive as well.

The reason the anti-wet group cited is that the Arkansas Constitution requires submission of petitions four months before the general election. With a Nov. 4 election, that group argues the petitions should have been submitted by July 4, not July 7 when they were turned in.

July 7 was the date the state set as this year’s deadline. It was the Monday after Independence Day, the first workday after the state and federal holiday and the usual alternative when a holiday disrupts a government deadline.

An attorney for the anti-wet group wrote Martin’s office that she was unaware of any legal authority that allows the filing of a petition to be delayed. She wants the petition tossed.

Martin is reviewing the matter, but his office already gave the petitioners for this and another ballot issue additional time to gather more signatures.

For the record, a spokesman for the pro-wet group said he’s not overly concerned, even as the antiwet folks said they will likely sue if the petitioners do gather enough signatures and Martin certifies it for the ballot.

courts. It is easier and cheaper to sue than to defeat an issue with votes, especially an issue that might prove popular with the majority of voters.

Supporters say they will have the additional signatures in time and maybe enough of them to ward off other challenges.

Another ballot question, this one to raise the minimum wage in Arkansas, is much closer to its signature requirement. Unlike the alcohol issue, which is a constitutional amendment, the minimum wage change is an initiated act, requiring only 62,507 valid signatures for ballot access.

Give Arkansas a Raise Now, the group behind the wage hike, needs to find only a couple of thousand more valid signatures by the midAugust deadline.

That’s all but sure to happen. The proposal would gradually increase the hourly minimum wage in Arkansas from $6.25 to $8.50 by 2017.

Still, if the anti-wet folks persuade the secretary of state (or possibly the Supreme Court) that the July 7 deadline was invalid, both the issues could be dead for this year’s November ballot.

The deadline was the same for both. The reasoning must be the same, too, whether it comes from Martin’s office or ultimately from the courts.

SCHOLARSHIP FUND PICNIC HELD The 12th Annual Gillett/DeWitt Community Scholarship Fund Picnic was held Saturday, July 26, 2014 at Arkansas Post National Memorial Picnic Area. BBQ ribs, fried catfish, fried chicken, spaghetti, assorted vegetables, and other trimmings were served along with peach cobbler, assorted cakes and cupcakes, pies and cold drinks. Cash prizes were raffled off. Moses Turner won the $200 prize, Dorothy Brown won the $100 prize, and Sharon Stillman won the $50 prize. Donations are still greatly appreciated. If you would like to make a donation you may send a check made out to Gillett/DeWitt Community Scholarship Fund to Planters and Merchants Bank in Gillett.

The Annual Arkansas Rice Expo has been expanded and improved for the enjoyment of everyone. The Expo will be held at the Grand Prairie Center, Stuttgart on Friday, August 1, with registration and exhibits open at 8:00 a.m. The program will conclude with a catered catfish lunch at 12:30 p.m.

Shuttle Buses will transport participants to the Rice Research & Extension Center for the traditional research field tours beginning at 8:30 a.m. Virtual field tours will be conducted in the Grand Prairie Center, along with several ag seminars and exhibits. Field tours will feature Rice Breeding Updates, Weed Control Technologies, Irrigation & Insect Management, N-Star Program and Agronomics. Ag Breakout Sessions will be conducted in the Grand Prairie Center from 9:00 – 11:00 a.m. to discuss the Arkansas Water Plan, Increasing Irrigation Efficiency, Sprayer Clean Up 101, the Farm Bill Decision Making Process, and Market Outlook. At 11:45 a.m. Dr. Mark Cochran, Vice President for Agriculture with the University of Arkansas, will give a Division of Ag Update followed by an Agriculture Expert Panel Insight discussion on the 2014 Farm Bill at 11:55 a.m.

The Expo offers something for the entire family with numerous other activities as well. It has a serious side that shows the business end of rice production, a consumer side that includes living well, cooking demonstrations, the Rice Recipe Contest finals, gardening seminars , and the fun side that offers youth and adults chances to show off farm and recreational skills for prizes. Extension plant pathologists will be available to diagnose plant samples.

The Horticulture Seminars will be held in Salon A from 9:00 a.m. – 12:00 p.m. Janet Carson will speak on Home Vegetable Production at 9:30 a.m.; Dan Chapman will discuss Home Fruit Production at 10:30 a.m.; and Carson will discuss Home Herb Gardens at 11:30 a.m.

A new feature this year will be the Locally Grown Farmers Market Tent. Vendors will be set up selling fresh farm produce, baked products and other handcrafted items. Food preservation demonstrations will be conducted every 30 minutes from 9:00 – 11:30 in the tent. Real Hope

By Pastor Steve Ellison Those in the social sciences tell us that hope truly is necessary to the human existence. We have all heard stories of people in dire circumstances that gave up and died when help was near because they believed that there was no hope. We have also heard of people in similar circumstances who endured until they were rescued simply because they had reason to hope.

Hope is a necessary thing for humans. We give up quickly if there is no hope; we endure under torturous circumstances if we have hope. Hope is not blind faith. Hope is trusting in something in which we have reason to believe. The Bible has much to say about hope. In fact, Romans 15:13 states that our God is the God of hope so that we will abound in hope, “Now may the God of hope fill you with all joy and peace in believing,

so that you will abound in hope by the power of the Holy Spirit.� (NASU) Jeremiah 14:8 and 17:13 names Jesus as the “Hope of Israel.�  Psalm 39:7 and Psalm 71:5 tell us that our only hope is in God. Ephesians 2:12 speaks of the blessed condition of Christians while bluntly reminding us of the tragic condition of the non-Christian, “Remember that you were at that time separate from Christ, excluded from the commonwealth of Israel, and strangers to the covenants of promise, having no hope and without God in the world.� (NASU)  Having no hope and without God in the world are one and the same thing. Hope resides in the Christian. 1 Peter 3:15 states, “Sanctify Christ as Lord in your hearts, always being ready to make a defense to everyone who asks you to give an account for the hope

that is in you.� (NASU) Implicit in this verse is the idea that non-Christians ought to be able to recognize the hope that is in us. If no one is asking us about the hope that is in us, perhaps we should look into the mirror.  Furthermore, we are commanded to be able to give an account for the hope that others recognize in us. We ought to be able to articulate reasons for our hope. Others will often accept or reject Christ based on our witness about Christ. Our witness should be in both word and deed.

1 Peter 1:3-5 tells us that our hope is a living hope, “Blessed be the God and Father of our Lord Jesus Christ, who according to His great mercy has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead, to obtain an inheritance which is imperishable and undefiled and

will not fade away, reserved in heaven for you, who are protected by the power of God through faith for a salvation ready to be revealed in the last time.� (NASU) Jesus is our living hope and we trust that He will come for us in the last time.

1 John 3:2-3 tells us that our hope is that we one day we will be finally conformed to the image of Christ, “Beloved, now we are children of God, and it has not appeared as yet what we will be.

We know that when He appears, we will be like Him, because we will see Him just as He is. And everyone who has this hope fixed on Him purifies himself, just as He is pure.� (NASU) It is truly a beautiful thought that one day every Christian will be like Christ. That is real true hope. pastorsteve8800@gmail. com

Farm Service Agency Accepting Nominations for County Committee Election The Farm Service Agency (FSA) is accepting nominations for a producer to be elected to the County Committee to represent Local Administrative Area (LAA) 1. LAA 1 includes the areas of Stuttgart, Gum Pond, Morris, Humphrey, Almyra, Henton, Mill Bayou, Barton, Garland, and Brewer.

The election of agricultural producers to FSA county committees is important to ALL farmers and ranchers. It is crucial that every eligible producer participate in these elections because FSA county committees are a link between the agricultural community and the U.S. Department of Agriculture (USDA).  County committee mem-

bers are a critical component of the operations of FSA. They help deliver FSA farm programs at the local level. Farmers and ranchers who serve on county committees help with the decisions necessary to administer the programs in their counties. They work to ensure FSA agricultural programs serve the needs of local producers.  FSA county committees operate within official regulations designed to carry out federal laws.

Alma Young gave the devotional “I Would Rather Walk with God than Go Alone in the Dark� taken from Psalms 23:4.  The program “Fair Projects/Fair Judging� was given

by Sandra Webb, Citizenship-International-Community Outreach Leader.

A Teaching Dolls Workshop and fair booth ideas were discussed. A tentative workshop date was set for August 21 at 9:30 a.m. at the Extension Office.

Participants will bring a finger food to share at lunch.  The meeting was adjourned with Homemaker’s Prayer. Members enjoyed fellowship and delicious refreshments provided by hostess Gladys Hearn.

John Horn Scholarship

Arkansas State University officials have learned the family of the late John Horn has expanded the amount of the annual Horn ROTC Scholarship for the Department of Military Science. LTC Cecil L. Clark, professor of Military Science, notified A-State Provost and Vice Chancellor for Academic Affairs Dr. Lynita Cooksey of the expansion. “We’re pleased that John Horn’s family has shown their faith in the Red Wolf Battalion by expanding their annual scholarship,� said Clark. “From a single $1,750 scholarship established in 1995, the Horn family now honors two cadets with $7,500 scholarships.

The scholarship foundation was established in 1995 and was formerly a $1,750 scholarship for an ASTATE MS

III (Junior). Â There are now two $7,500 scholarships, one each awarded to an MS III (Junior) and MS IV (Senior) Cadet.

Clark continued, “The scholarships will be awarded annually in the fall semester in conjunction with the A-State ROTC Hall of Heroes activities.�

Applications for the scholarship must be submitted to the Department of Military Science no later than Oct. 1. Qualified applicants will be interviewed by the selection committee and compete on an Order of Merit list utilizing United States Army Accessionslike criteria, cumulative grade point average (with additional weight given to cadets enrolled in a STEM degree program) physical fitness scores, extracurricular activities and leadership performance.

Criteria for the scholarship are an AState junior (minimum 60 hours) entering the ROTC advanced course, and an A-State senior (minimum 90 hours) enrolled in the ROTC advanced course, who must demonstrate performance ability in ROTC, have potential to gain an ROTC commission and demonstrate financial need. In order to maintain the scholarship, students must continue to meet the selection criteria.

The selection committee consists of a professor of Military Science, an assistant professor of Military Science, a senior military instructor, a senior cadet already on ROTC scholarship and an Arkansas State faculty member.

for a full-time cadet taking 15 hours of classes per semester. Â The cadets will also be eligible for room and/or board waivers in the ROTC dormitory. Â Arkansas State is the only non-military college in America with an entire dormitory exclusively for ROTC cadets.

Horn was in the very first Arkansas State ROTC class to receive commissions (1938) and is a member of the A-State ROTC Hall of Heroes. He was born in Muldrow, Okla., in 1918. In addition to receiving his ROTC commission, he graduated with a bachelor of science in chemistry and commission in the Field Artillery.

During his four years in World War II, Horn spent 39 months in the South Pacific where he made two assault landings and participated in three major campaigns. He worked for over 56 years in natural gas and natural gas liquids business and established himself as a world leader and expert in this field. In 45 years with Phillips Petroleum, he conceived and implemented

the manufacture and shipment of liquefied natural gas (LNG) to Japan and worked on all major natural gas projects for Phillips. He negotiated gas sales contracts for the United Kingdom and Norwegian sectors of the North Search multibillion-dollar firsts.

Horn wrote numerous papers for international groups on natural gas and LNG, was vice chairman of the Board of Directors of Yukon Pacific Corporation, was a senior member and past distinguished lecturer for the Society of Petroleum Engineers, a fellow in the Institute of Petroleum in London, England, was past chairman of the Gas Supply Task Group for the U.S. Energy Outlook joint study and advised the World Bank on energy production in developing countries.

In 1996, Horn endowed the “John Horn ROTC Scholarship.� Since that time, his generosity has made it possible to recognize and reward an outstanding ROTC cadet each year. Horn died in 2012.

Operations on District and Department Levels

By Don Roth After resting from the stubborn fight at Big Creek or Wallace’s Ferry, Colonels Dobbin and Gordon went after the Federal Plantations below Helena. Any equipment or other property that supported farming activity were destroyed “including cotton gins, plows and reaping machines.� Also Gen. Shelby reported the burning of cotton, hay, oats and corn. “Negro cabins and soldiers’ quarters were burned, torn down and destroyed.�

A number of badly needed cattle together with 200 mules were taken by the raiders as well as clothing and other supplies. The white employee’s on the plantations and many freed blacks were brought safely off. Federal General Buford at Helena didn’t have cavalry enough to deal with the enemy except for 100 who were forced to withdraw on meeting a larger Confederate force which had been held in reserve.

Near the beginning of August an order arrived from the War Department directing Lt. Gen. Kirby Smith at Shreveport, to transfer all infantry in Louisiana and Arkansas to the east side of the Mississippi. He was also urged to cre-

ate a diversion in favor of the Confederate armies in Georgia and Alabama.

The first part of the plan turned bad when vital information leaked causing the Federal Navy to patrol the Mississippi more thoroughly between Vicksburg and Red River. It was determined that the best way of complying with the second part was to make a cavalry raid into Missouri. Besides the diversionary purpose and gathering recruits it was hoped it would inflict severe enough damage on the enemy to weaken the pressure on Gen. Lee’s Army of Northern Virginia and Gen. John B. Hoods Army of Tennessee.

And so on August 4, an order went out from Lt. Gen. Kirby Smith instructing Maj. Gen. Sterling Price to make immediate arrangements for a movement into Missouri, with the entire cavalry force in his district. Lottery Scam Alert The Arkansas Scholarship Lottery is warning Arkansans about scammers who are making false representations about individuals winning a lottery prize. The Arkansas Scholarship Lottery has received several reports of person purporting to represent the Arkansas Scholarship Lottery calling Arkansas residents and informing them that they have won lottery prizes. The caller will often know the victim’s home address, and will often instruct him/her to go to a local store to purchase a pre-paid card called Green Dot MoneyPak to use to pre-pay taxes owed on the prize. Scammers provide a toll-free number that, when called, mimics the Arkansas Scholarship Lottery phone message.

To protect yourself, please remember: The Arkansas Scholarship Lottery never requires the payment of any money in order to claim a prize The Arkansas Scholarship Lottery typically does not call people to tell them that they’ve won, except in contests that the person has intentionally entered.

Never provide any personal or financial information to someone over the phone unless you initiate the call or are certain the caller is legitimate, especially Social Security numbers, bank account numbers, and credit card numbers.

If you receive a call from someone claiming to be from the Arkansas Scholarship Lottery, Powerball or Mega Millions, be on your guard. Earthquake Risk Areas To help make the best decisions to protect communities from earthquakes, new USGS maps display how intense ground shaking could be across the nation.

The USGS recently updated their U.S. National Seismic Hazard Maps, which reflect the best and most current understanding of where future earthquakes will occur, how often they will occur, and how hard the ground will likely shake as a result.

42 States at Risk; 16 States at High Risk While all states have some potential for earthquakes, 42 of the 50 states have a reasonable chance of experiencing damaging ground shaking from an earthquake in 50 years (the typical lifetime of a building). Scientists also conclude that 16 states have a relatively high likelihood of experiencing damaging ground shaking.

These states have historically experienced earthquakes with a magnitude 6 or greater.

The hazard is especially high along the west coast, intermountain west, and in several active regions of the central and eastern U.S., such as near New Madrid, MO, and near Charleston, SC. The 16 states at highest

risk are Alaska, Arkansas, California, Hawaii, Idaho, Illinois, Kentucky, Missouri, Montana, Nevada, Oregon, South Carolina, Tennessee, Utah, Washington, and Wyoming.

While these overarching conclusions of the nationallevel hazard are similar to those of the previous maps released in 2008, details and estimates differ for many cities and states. Several areas have been identified as being capable of having the potential for larger and more powerful earthquakes than previously thought due to more data and updated earthquake models. The most prominent changes are discussed below.

Informed Decisions Based on the Maps With an understanding of potential ground shaking levels, various risk analyses can be calculated by considering factors like population levels, building exposure, and building construction practices. This is used for establishing building codes, and in the analysis of seismic risk for key structures. This can also help in determining insurance rates, emergency preparedness plans, and private property decisions such as re-evaluating one’s home and making it more resilient.

These maps are part of USGS contributions to the National Earthquake Hazards Reduction Program (NEHRP), which is a congressionally-established partnership of four federal agencies with the purpose of reducing risks to life and property in the U.S. that result from earthquakes. The contributing agencies are the USGS, Federal Emergency Management Agency (FEMA), National Institute of Standards and Technology, and National Science Foundation (NSF). As an example of the collaboration, the hazards identified in the USGS maps underlie FEMA-sponsored seismic design provisions that are incorporated into building codes adopted by states and localities. The maps also reflect investments in research by academic and other scientists supported by grants from the USGS and the NSF. “The standards for seismic safety in building codes are directly based upon USGS assessments of potential ground shaking from earthquakes, and have been for years,” said Jim Harris, a member and former chair of the Provisions Update Committee of the Building Seismic Safety Council. “The committees preparing those standards welcome this updated USGS information as a basis for making decisions and continuing to ensure the most stable and secure construction.”

The New Madrid Seismic Zone has been identified to have a larger range of potential earthquake magnitudes and locations than previously identified. This is a result of a range of new research, part of which was recently compiled by the Nuclear Regulatory Commission.

Induced Earthquakes … Research Underway Some states have experienced increased seismicity in the past few years that may be associated with human activities such as the disposal of wastewater in deep wells.

One specific focus for the future is including an additional layer to these earthquake hazard maps to account for recent potentially triggered earthquakes that occur near some wastewater disposal wells. Injectioninduced earthquakes are challenging to incorporate into hazard models because they may not behave like natural earthquakes and their rates change based on man-made activities.

The USGS is dedicated to applying the best available science in developing reliable products useful for reducing the earthquake risk across the U.S.” Start with USGS Science The USGS is the only federal agency with responsibility for recording and reporting earthquake activity nationwide and providing a seismic hazard assessment. The USGS regularly updates the national seismic hazard models and maps, typically every 6 years, in sync with the building code updates. The 2014 update focuses on the conterminous U.S. Maps are also available for Alaska (last updated in 2007); Hawaii (1998); Puerto Rico (2003); Guam and Marianna Islands (2012); andAmerican Samoa (2012).

(a)(1) It is unlawful for a candidate for public office or a person acting on the candidate’s behalf to: (A) Accept a contribution from other than: (i) An individual; (ii) A political party that meets the definition of a political party under Arkansas Code § 7-1-101; (iii) A political party that meets the requirements of Arkansas Code § 7-7-205; (iv) A county political party committee; (v) A legislative caucus committee; or (vi) An approved political action committee; or (B) Accept a contribution in excess of the maximum amount allowed by law per election from: (i) An individual; (ii) A political party that meets the definition of a political party under Arkansas Code § 7-1-101; (iii) A political party that meets the requirements of Arkansas Code § 7-7-205; (iv) A county political party committee; (v) A legislative caucus committee; or (vi) An approved political action committee.

(2) A candidate may accept a contribution or contributions up to the maximum amount allowed by law from a prospective contributor for each election, whether opposed or unopposed. (b)(1) It is unlawful for an individual, a political party that meets the definition of a political party under Arkansas Code § 7-1-101, a political party that meets the requirements of Arkansas Code § 7-7-205, a county political party committee, a legislative caucus committee, or an approved political action committee to make a contribution to a candidate for public office, or to a person acting on the candidate’s behalf, that in the aggregate exceeds the maximum amount allowed by law.

(2) The following entities may make a contribution or contributions up to the maximum amount allowed by law to a candidate, whether opposed or unopposed, for each election: (A) An individual; (B) A political party that meets the definition of a political party under Arkansas Code § 7-1-101; (C) A political party that meets the requirements of Arkansas Code § 7-7-205; (D) A county political party committee; (E) A legislative caucus committee; or (F) An approved political action committee. (c) As used in this section: (1)(A) “Approved political action committee” means any person that: (i) Receives contributions from one (1) or more persons in order to make contributions to a candidate, ballot question committee, legislative question committee, political party, county political party committee, or other political action committee; (ii) Does not accept any contribution or cumulative contributions in excess of five thousand dollars ($5,000) from any person in any calendar year; and (iii) Registers pursuant to Arkansas Code § 7-6-215 prior to making contributions.

(B) “Approved political action committee” does not include an organized political party as defined in § 7-1-101, a county political party committee, the candidate’s own campaign committee, an exploratory committee, or a ballot question committee or legislative question committee as defined in § 7-9-402; (2) “Candidate” means an individual who has knowingly and willingly taken affirmative action, including solicitation of funds, for the purpose of seeking nomination for or election to any public office; (3)(A) “Contribution” or “contributions” means, whether direct or indirect, advances, deposits, or transfers of funds, contracts, or obligations, whether or not legally enforceable, payments, gifts, subscriptions, assessments, payment for services, dues, advancements, forbearance, loans, or pledges or promises of money or anything of value, whether or not legally enforceable, to a candidate, committee, or holder of elective office made for the purpose of influencing the nomination or election of any candidate.

(B)(i) “Contribution” or “contributions” includes the purchase of tickets for events such as dinners, luncheons, rallies, and similar fundraising events; the granting of discounts or rebates by television and radio stations and newspapers not extended on an equal basis to all candidates for the same office; and any payments for the services of any person serving as an agent of a candidate or committee by a person other than the candidate or committee or persons whose expenditures the candidates or committee must report under Arkansas law. (ii) “Contribution” or “contributions” further includes any transfer of anything of value received by a committee from another committee.

(C) “Contribution” or “contributions” does not include noncompensated, nonreimbursed, volunteer personal services or travel; (4) “County political party committee” means a person that: (A) Is organized at the county level for the purpose of supporting its affiliate party and making contributions; (B) Is recognized by an organized political party, as defined in Arkansas Code § 7-1-101, as being affiliated with that political party; (C) Receives contributions from one (1) or more persons in order to make contributions to a candidate, ballot question committee, legislative question committee, political party, political action committee, or other county political party committee; (D) Does not accept any contribution or cumulative contributions in excess of five thousand dollars ($5,000) from any person in any calendar year; and (E) Registers pursuant to Arkansas Code § 7-6-226 prior to making contributions; (5)(A) “Election” means each election held to nominate or elect a candidate to any public office, including school elections.

(B) For the purposes of this section, a preferential primary, a general primary, a special election, and a general election shall each constitute a separate election; (6) “Expenditure” or “expenditures” means a purchase, payment, distribution, gift, loan, or advance of money or anything of value, and a contract, promise, or agreement to make an expenditure, made for the purpose of influencing the nomination or election of any candidate; (7)(A) “Exploratory committee” means a person that receives contributions which are held to be transferred to the campaign of a single candidate in an election.

(B) “Exploratory committee” does not include: (i) A political party: (a) That meets the definition of a political party under Arkansas Code § 7-1-101; or (b) A political party that meets the requirements of Arkansas Code § 7-7-205; or (ii) The candidate’s own campaign committee;

(8)(A) “Legislative caucus committee” means a person that is composed exclusively of members of the General Assembly, that elects or appoints officers and recognizes identified legislators as members of the organization, and that exists for research and other support of policy development and interests that the membership hold in common.

(B) “Legislative caucus committee” includes, but is not limited to, a political party caucus of the General Assembly, the Senate, or the House of Representatives.

(C) An organization whose only nonlegislator members are the Lieutenant Governor or the Governor is a “legislative caucus committee” for the purposes of this section; (9)(A) “Person” means any individual, proprietorship, firm, partnership, joint venture, syndicate, labor union, business trust, company, corporation, association, committee, or any other organization or group of persons acting in concert.

(B) “Person” includes: (i) A political party that meets the definition of a political party under Arkansas Code § 7-1-101 or a political party that meets the requirements of Arkansas Code § 7-7-205; (ii) A county political party committee; and (iii) A legislative caucus committee; and (10) “Public office” means an office created by or under authority of the laws of the State of Arkansas or of a subdivision thereof that is filled by the voters, except a federal office. (d)(1) A person who knowingly violates this section is guilty of a Class A misdemeanor.

(2) In addition to the penalty under subdivision (d)(1) of this section, the General Assembly shall provide by law for this section to be under the jurisdiction of the Arkansas Ethics Commission, including without limitation authorization of the following actions by the Arkansas Ethics Commission: (A) Promulgating reasonable rules to implement and administer this section as necessary; (B) Issuing advisory opinions and guidelines on the requirements of this section; and (C) Investigating complaints of alleged violations of this section and rendering findings and disciplinary action for such complaints. (e)(1) Except as provided in subdivision (e)(2) of this section, the General Assembly, in the same manner as required for amendment of laws initiated by the people, may amend this section so long as such amendments are germane to this section and consistent with its policy and purposes.

(2) The General Assembly may amend subsection (d) of this section by a majority vote of each house. § 29. Registration as a lobbyist by a former member of the General Assembly. (a) A former member of the General Assembly shall not be eligible to be registered as a lobbyist under Arkansas Code § 21-8-601 et seq. until two (2) years after the expiration of the term of office for which he or she was elected. (b) Subsection (a) of this section applies to all persons elected or reelected to the General Assembly on or after November 4, 2014. (c)(1) A person who knowingly violates this section is guilty of a Class D felony.

(2) In addition to the penalty under subdivision (c)(1) of this section, the General Assembly shall provide by law for this section to be under the jurisdiction of the Arkansas Ethics Commission, including without limitation authorization of the following actions by the Arkansas Ethics Commission: (A) Promulgating reasonable rules to implement and administer this section as necessary; (B) Issuing advisory opinions and guidelines on the requirements of this section; and (C) Investigating complaints of alleged violations of this section and rendering findings and disciplinary action for such complaints. (d)(1) Except as provided in subdivision (d)(2) of this section, the General Assembly, in the same manner as required for amendment of laws initiated by the people, may amend this section so long as such amendments are germane to this section and consistent with its policy and purposes.

(2) The General Assembly may amend subsection (c) of this section by a majority vote of each house. § 30. Gifts from lobbyists. (a) Persons elected or appointed to the following offices shall not knowingly or willfully solicit or accept a gift from a lobbyist, a person acting on behalf of a lobbyist, or a person employing or contracting with a lobbyist: (1) Governor; (2) Lieutenant Governor; (3) Secretary of State; (4) Treasurer of State; (5) Auditor of State; (6) Attorney General; (7) Commissioner of State Lands; (8) Member of the General Assembly; and (9) Member of the independent citizens commission for the purpose of setting salaries of elected constitutional officers of the executive department, members of the General Assembly, justices, and judges under Article 19, § 31, of this Constitution. (b) As used in this section: (1)(A) “Administrative action” means a decision on, or proposal, consideration, or making of a rule, regulation, ratemaking proceeding, or policy action by a governmental body.

(B) “Administrative action” does not include ministerial action; (2)(A) “Gift” means any payment, entertainment, advance, services, or anything of value, unless consideration of equal or greater value has been given therefor.

(B) “Gift” does not include: (i)(a) Informational material such as books, reports, pamphlets, calendars, or periodicals informing a person elected or appointed to an office under subsection (a) of this section regarding his or her official duties. (b) Payments for travel or reimbursement for any expenses are not informational material; (ii) Gifts that are not used and which, within thirty (30) days after receipt, are returned to the donor; (iii) Gifts from the spouse, child, parent, grandparent, grandchild, brother, sister, parent-in-law, brother-in-law, sister-in-law, nephew, niece, aunt, uncle, or first cousin of a person elected or appointed to an office under subsection (a) of this section, or the spouse of any of these persons, unless the person is acting as an agent or intermediary for any person not covered by this subdivision (b)(2)(B)(iii); (iv) Anything of value that is readily available to the general public at no cost; (v) Food or drink available at a planned activity to which a specific governmental body is invited; (vi) Payments by regional or national organizations for travel to regional or national conferences at which the State of Arkansas is requested to be represented by a person or persons elected or appointed to an office under subsection (a) of this section; (vii) Campaign contributions; and (viii) Any devise or inheritance; (3) “Governmental body” or “governmental bodies” means an office, department, commission, council, board, committee, legislative body, agency, or other establishment of the executive, judicial, or legislative branch of the state, municipality, county, school district, improvement district, or any political district or subdivision thereof; (4)(A) “Income” means any money or anything of value received or to be received as a claim for future services, whether in the form of a retainer, fee, salary, expense, allowance, forbearance, forgiveness, interest, dividend, royalty, rent, or any other form of recompense or any combination thereof.

(B) “Income” includes a payment made under obligation for services or other value received; (5) “Legislative action” means introduction, sponsorship, consideration, debate, amendment, passage, defeat, approval, veto, or any other official action or nonaction on any bill, ordinance, law, resolution, amendment, nomination, appointment, report, or other matter pending or proposed before a committee or house of the General Assembly, a quorum court, or a city council or board of directors of a municipality; (6) “Legislator” means a person who is a member of the General Assembly, a quorum court of a county, or the city council or board of directors of a municipality; (7) “Lobbying” means communicating directly or soliciting others to communicate with a public servant with the purpose of influencing legislative action or administrative action; (8) “Lobbyist” means a person who: (A) Receives income or reimbursement in a combined amount of four hundred dollars ($400) or more in a calendar quarter for lobbying one (1) or more governmental bodies; (B) Expends four hundred dollars ($400) or more in a calendar quarter for lobbying one (1) or more governmental bodies, excluding the cost of personal travel, lodging, meals, or dues; or (C) Expends four hundred dollars ($400) or more in a calendar quarter, including postage, for the express purpose of soliciting others to communicate with a public servant to influence any legislative action or administrative action of one (1) or more governmental bodies

If the communication is filed with the Secretary of State, the filing shall include the approximate number of recipients; (9)(A) “Person” means a business, individual, union, association, firm, committee, club, or other organization or group of persons.

(B) As used in subdivision (b)(9)(A) of this section, “business” includes without limitation a corporation, partnership, sole proprietorship, firm, enterprise, franchise, association, organization, self-employed individual, receivership, trust, or any legal entity through which business is conducted; (10)(A) “Public appointee” means an individual who is appointed to a governmental body.

(B) “Public appointee” does not include an individual appointed to an elective office; (11)(A) “Public employee” means an individual who is employed by a governmental body or who is appointed to serve a governmental body.

(B) “Public employee” does not include a public official or a public appointee; (12) “Public official” means a legislator or any other person holding an elective office of any governmental body, whether elected or appointed to the office, and shall include such persons during the time period between the date they were elected and the date they took office; and (13) “Public servant” means all public officials, public employees, and public appointees. (c)(1) A person who knowingly violates this section is guilty of a Class B misdemeanor.

(2) The General Assembly may amend subsection (c) of this section by a majority vote of each house. § 31. Independent citizens commission. (a) As provided in this section, members of the General Assembly shall have no authority to set salaries for: (1) Their positions as members of the General Assembly; (2) Elected constitutional officers of the executive department; (3) Justices; and (4) Judges. (b)(1) There is created an independent citizens commission for the purpose of setting salaries of elected constitutional officers of the executive department, members of the General Assembly, justices, and judges as provided in this section.

(2)(A) Each member of the independent citizens commission shall serve a term of four (4) years.

(B) A person shall not serve more than two (2) terms on the independent citizens commission.

(3) The independent citizens commission shall consist of seven (7) members as follows: (A) Two (2) members appointed by the Governor; (B) Two (2) members appointed by the President Pro Tempore of the Senate; (C) Two (2) members appointed by the Speaker of the House of Representatives; and (D) One (1) member appointed by the Chief Justice of the Supreme Court.

(4) Vacancies on the independent citizens commission shall be filled in the manner of the original appointment.

(5) The independent citizens commission shall elect from its membership: (A) A chair; and (B) Other officers deemed necessary by the independent citizens commission.

(6) Four (4) members of the independent citizens commission shall constitute a quorum for the purpose of transacting business.

(7) A majority vote of the total membership of the independent citizens commission is required for any action of the independent citizens commission.

(8) The office of the Auditor of State shall provide staff assistance as may be requested by the independent citizens commission. (c)(1) In making appointments to the independent citizens commission, the Governor, the President Pro Tempore of the Senate, the Speaker of the House of Representatives, and the Chief Justice of the Supreme Court shall consider racial, gender, and geographical diversity.

(2) A member of the independent citizens commission shall be: (A) A citizen of the United States; (B) A resident of the State of Arkansas for at least two (2) years preceding his or her appointment; (C) A qualified elector; and (D) At least twenty-five (25) years of age.

(3) The following persons shall not serve on the independent citizens commission: (A) A person holding civil office; (B) An employee of the State of Arkansas; (C) A person required by law to register as a lobbyist; or (D)(i) An immediate family member of: (a) A person holding civil office; (b) An employee of the State of Arkansas; or (c) A person required by law to register as a lobbyist. (ii) As used in subdivision (c)(3)(D)(i) of this section, “immediate family member” means a person’s spouse, a child of the person or spouse, a child’s spouse, a parent of the person or the spouse, a brother or sister of the person or the spouse, anyone living or residing in the same residence or household with the person or the spouse, or anyone acting or serving as an agent of the person. (d) The independent citizens commission shall have the duty to review and adjust as it deems necessary the salaries for the following positions: (1) Governor; (2) Lieutenant Governor; (3) Attorney General; (4) Secretary of State; (5) Treasurer of State; (6) Auditor of State; (7) Commissioner of State Lands; (8) Member of the General Assembly; (9) Chief Justice of the Supreme Court; (10) Justice of the Supreme Court; (11) Chief Judge of the Court of Appeals; (12) Judge of the Court of Appeals; (13) Circuit court judge; and (14) District court judge. (e)(1) The salaries of the positions under subsection (d) of this section: (A) Shall not be subject to appropriation by the General Assembly; and (B) Shall be paid from the Constitutional Officers Fund or its successor fund or fund accounts in the amount determined by the independent citizens commission.

(2)(A) If the independent citizens commission proposes to adjust a salary for a position under subsection (d) of this section, the independent citizens commission shall: (i) Provide notice to the public of the proposed salary adjustment; (ii) Make available to the public any data reviewed by the independent citizens commission in determining the proposed salary adjustment; and (iii) Afford the public a reasonable opportunity to provide public comment on the proposed salary adjustment.

(B) A proposed salary adjustment of the independent citizens commission shall not be considered a rule under the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq.

(3) Upon satisfying (e)(2)(A)(i)-(iii) of this section, the independent citizens commission may file the adjusted salary with the Auditor of State.

(4) An adjustment to a salary shall be effective ten (10) days after it is filed with the Auditor of State.

(5) When considering whether or not to adjust a salary for a position under subsection (d) of this section, the independent citizens commission shall include in its considerations the overall economic condition of the state at that time. (f)(1)(A) The independent citizens commission, by a majority vote of the total membership of the independent citizens commission cast during its first regularly scheduled meeting of each calendar year, may authorize payment to its members of a stipend not to exceed eighty-five dollars ($85.00) per day for each meeting attended or for any day while performing any proper business of the independent citizens commission.

(B) Stipends shall be paid by the Auditor of State from funds available for that purpose.

(2) Members of the independent citizens commission shall receive no other compensation, expense reimbursement, or in-lieu-of payments. (g)(1) The independent citizens commission shall provide that the salaries of circuit judges be uniform throughout the state.

(2)(A) Except as provided in this subdivision (g)(2), the independent citizens commission may increase or diminish the salaries for the positions under subsection (d) of this section.

(B) The independent citizens commission may increase but not diminish the salaries for the positions under subdivisions (d)(9)-(14) of this section.

(3)(A) Except as provided in subdivision (g)(3)(B) of this section, no single adjustment at any one (1) time to a salary by the independent citizens commission shall exceed fifteen percent (15%) of the salary to be increased or diminished.

(B) Salary adjustments resulting from the initial review of the independent citizens commission under subdivision (i)(3) of this section shall not be subject to subdivision (g)(3)(A) of this section.

(4) The independent citizens commission shall provide for salaries to be paid in monthly installments. (h) Salaries for the positions under subsection (d) of this section shall continue as existing on November 4, 2014, until adjusted by the independent citizens commission. (i)(1) Initial members of the independent citizens commission shall be appointed within thirty (30) days of the effective date of this section.

(2) The President Pro Tempore of the Senate shall call the first meeting of the independent citizens commission, which shall occur within fortyfive (45) days of the effective date of this section.

(3)(A) The independent citizens commission: (i) Shall complete an initial review of the salaries for the positions under subsection (d) of this section no later than ninety (90) days after the effective date of this section; and (ii) May file any adjustments in salary resulting from the initial review with the Auditor of State upon satisfying (e)(2)(A)(i)-(iii) of this section.

(B) No later than ninety (90) days after the effective date of this section, the independent citizens commission shall also provide recommendations to the President Pro Tempore of the Senate and the Speaker of the House of Representatives concerning the amounts to be paid to members of the General Assembly for: (i) Per diem; (ii) Reimbursement for expenses; and (iii) Reimbursement for mileage.

(4)(A) After completing the initial review under subdivision (i)(3) of this section, the independent citizens commission shall meet as necessary to review the salaries of the positions under subsection (d) of this section but shall not meet less than one (1) time per year.

(B) The independent citizens commission may adjust the salaries of the positions under subsection (d) of this section as provided in this section as it deems necessary. (j) No later than ninety (90) days before the commencement of a regular session, the independent citizens commission shall provide recommendations to the President Pro Tempore of the Senate and the Speaker of the House of Representatives concerning the amounts to be paid to members of the General Assembly for: (1) Per diem; (2) Reimbursement for expenses; and (3) Reimbursement for mileage. (k) The independent citizens commission shall be subject to the Freedom of Information Act of 1967, Arkansas Code § 25-19-101 et seq. (l) The General Assembly, in the same manner as required for amendment of laws initiated by the people, may amend this section, so long as such amendments are germane to this section and consistent with its policy and purposes.

be established by law, which shall not be increased or diminished during their respective terms, nor shall any of them, except the Prosecuting Attorneys, after the adoption of this Constitution, receive to his own use any fees, costs, perquisites of office, or other compensation; and all fees that may hereafter by payable by law, for any service performed by any officer mentioned in this section, except Prosecuting Attorneys, shall be paid in advance into the State Treasury; Provided, That the salaries of the respective officers herein mentioned shall never exceed per annum: For Governor, the sum of $4,000 For Secretary of State, the sum of $2,500 For Treasurer of State, the sum of $3,000 For Auditor of State, the sum of $3,000 For Attorney-General, the sum of $2,500 For Commissioner of State Lands, the sum of $2,500 For the Judges of the Supreme Court, each, the sum of $4,000 For Judges of the Circuit Courts, and Chancellors, each, the sum of $3,000 For Prosecuting Attorneys, the sum of $400 And provided further, That the General Assembly shall provide for no increase of salaries of its members which shall take effect before the meeting of the next General Assembly.

SECTION 3. Section 2 of Amendment 73 of the Arkansas Constitution is amended to read as follows: § 2. Legislative Branch. (a) The Arkansas House of Representatives shall consist of members to be chosen every second year by the qualified electors of the several counties. No member of the Arkansas House of Representatives may serve more than three such two year terms. (b) The Arkansas Senate shall consist of members to be chosen every four years by the qualified electors of the several districts. No member of the Arkansas Senate may serve more than two such four year terms. (c)(1) A member of the General Assembly shall serve no more than sixteen (16) years, whether consecutive or nonconsecutive.

(2) A member who completes his or her sixteenth year of service during a term of office for which he or she has been elected may serve until the completion of that term of office.

(3) The years of service in both the Senate and the House of Representatives shall be added together and included to determine the total number of years in office.

(4) A partial legislative term served as a result of a special election under Article 5, § 6, or a two-year term served as a result of apportionment of the Senate shall not be included in calculating the total number of years served by a member of the General Assembly.

SECTION 13. Amendment 43 to the Arkansas Constitution is repealed.

Salaries and expenses of judges.

The General Assembly shall by law determine the amount and method of payment of salaries and expenses of the judges of the Supreme Court, Circuit Courts, Chancery Courts, and Municipal Courts of Arkansas; provided such salaries and expenses may be increased but not diminished during the term for which such judges are elected; provided further that the salaries of Circuit and Chancery Judges shall be uniform throughout the state.

SECTION 4. Section 16 of Article 5 of the Arkansas Constitution is repealed. § 16. Per diem and mileage of General Assembly.

Each member of the General Assembly shall receive six dollars per day for his services during the first sixty days of any regular session of the General Assembly, and if any regular session shall be extended, such member shall serve without further per diem. Each member of the General Assembly shall also receive ten cents per mile for each mile traveled in going to and returning from the seat of government, over the most direct and practicable route. When convened in extraordinary session by the Governor, they shall each receive three dollars per day for their services during the first fifteen days, and if such extraordinary session shall extend beyond fifteen days, they shall receive no further per diem. They shall be entitled to the same mileage for any extraordinary session as herein provided for regular sessions. The terms of all members of the General Assembly shall begin on the day of their election, and they shall receive no compensation, perquisite or allowance whatever, except as herein provided.

SECTION 5. Section 29 of Article 5 of the Arkansas Constitution is amended to read as follows: § 29. Appropriations.

No Except as provided in Arkansas Constitution, Article 19, § 31, no money shall be drawn from the treasury except in pursuance of specific appropriation made by law, the purpose of which shall be distinctly stated in the bill, and the maximum amount which may be drawn shall be specified in dollars and cents; and no appropriations made by the General Assembly after December 31, 2008, shall be for a longer period than one (1) fiscal year.

SECTION 6. Section 30 of Article 5 of the Arkansas Constitution is amended to read as follows: § 30. General and special appropriations.

The Except as provided in Arkansas Constitution, Article 19, § 31, the general appropriation bill shall embrace nothing but appropriations for the ordinary expenses of the executive, legislative and judicial departments of the State; all other appropriations shall be made by separate bills, each embracing but one subject.

SECTION 7. Section 4 of Article 16 of the Arkansas Constitution is amended to read as follows: § 4. Salaries and fees of state officers.

The Except as provided in Arkansas Constitution, Article 19, § 31, the General Assembly shall fix the salaries and fees of all officers in the State; and no greater salary or fee than that fixed by law shall be paid to any officer, employee, or other person, or at any rate other than par value; and the number and salaries of the clerks and employees of the different departments of the State shall be fixed by law.

SECTION 8. Section 12 of Article 16 of the Arkansas Constitution is amended to read as follows: § 12. Disbursement of funds — Appropriation required.

No Except as provided in Arkansas Constitution, Article 19, § 31, no money shall be paid out of the treasury until the same shall have been appropriated by law; and then only in accordance with said appropriation.

SECTION 9. Section 11 of Article 19 of the Arkansas Constitution is repealed. § 11. Salaries of state officers — Increase or decrease during term prohibited — Fees.

The Governor, Secretary of State, Auditor, Treasurer, Attorney-General, Judges of the Supreme Court, Judges of the Circuit Court, Commissioner of State Lands, and Prosecuting Attorneys, shall each receive a salary to

SECTION 10. Section 6 of Amendment 6 to the Arkansas Constitution is repealed. § 6. Salary of Lieutenant Governor.

The Lieutenant Governor shall receive for his services an annual salary of two thousand dollars, and shall not receive or be entitled to any other compensation, fee or perquisite, for any duty or service he may be required to perform by the Constitution or by law.

SECTION 11. Section 2 of Amendment 9 to the Arkansas Constitution is repealed. § 2. Compensation of judges.

The Supreme Court judges shall at stated times receive compensation for their services to be fixed by law. When the salary of the judges under this amendment to the Constitution shall have been established by law, such salary shall not thereafter be increased or diminished during their respective terms. Until otherwise provided by law, the judges of the Supreme Court shall each receive a salary of Seven thousand five hundred dollars per annum.

SECTION 12. Amendment 15 to the Arkansas Constitution is repealed.

Salaries of state officials.

The annual salaries of the State and District Officers hereinafter mentioned, which shall be paid in monthly installments, shall be as follows: For Governor, the sum of $6,000.00; for Secretary of State, the sum of $4,000.00; for Treasurer of the State, the sum of $4,000.00; for Auditor of the State, the sum of $4,000.00; for Attorney General, the sum of $5,000.00; for Judge of the Circuit Courts and Chancellors, each, the sum of $3,600.00.

The members of the General Assembly shall receive as their salary the sum of One Thousand ($1,000.00) Dollars, except the Speaker of the House of Representatives, who shall receive his salary of Eleven Hundred Dollars ($1,100.00), for each period of two (2) years; and in addition to such salary the members of the general Assembly shall receive five cents per mile for each mile traveled in going to and returning from the seat of government over the most direct and practicable route, and provided further that when said members are required to attend an extraordinary session of the General Assembly they shall receive in addition to the salary herein provided the sum of 6.00 per day for each day they are required to attend, and mileage at the rate herein provided.

SECTION 14. Section 1 of Amendment 70 of the Arkansas Constitution is amended to read as follows: § 1. Executive Department and General Assembly — Salaries — Restrictions on reimbursements. (a) No official of the Executive Department shall be reimbursed by the State of Arkansas for any expenses except those reasonably connected to their official duties and only if such reimbursement is made for documented expenses actually incurred and from the regular budget appropriated for the official’s office. Such restrictions on expense reimbursement are of a general application and also are intended specifically to prohibit the appropriation and use of public relations funds. The annual salaries of the Executive Department, which shall be paid in monthly installments, shall be as follows: the Governor, the sum of $60,000; the Lieutenant Governor, the sum of $29,000; the Secretary of State, the sum of $37,500; the Treasurer of State, the sum of $37,000; the Attorney General, the sum of $50,000; the Commissioner of State Lands, the sum of $37,500; and the Auditor of State, the sum of $37,500. Except as provided herein in this Constitution, such officials of the Executive Department shall not receive any other income from the State of Arkansas, whether in the form of salaries or expenses. (b) The members of the General Assembly shall receive as their annual salary the sum of $12,500, except the President Pro Tempore of the Senate and the Speaker of the House of Representatives, who shall each receive the sum of $14,000 annually, with such salaries to be payable in equal monthly installments. Except as provided herein in this Constitution, no member of the General Assembly shall receive any other income for service in the General Assembly, whether in the form of salaries or expenses, including, but not limited to, public relations funds. Provided further, that no member of the General Assembly shall be entitled to per diem unless authorized by law, or to reimbursement for expenses or mileage unless authorized by law, documented, and reasonably related to their official duties.

SECTION 15. Section 3 of Amendment 70 to the Arkansas Constitution is repealed. § 3. Salary adjustments.

The salaries of the Executive Department officials and members of the General Assembly provided for in Section 1 or 2 of this amendment or adjusted pursuant to this section may be increased annually through subsequent appropriations by the General Assembly by an amount not to exceed the average percentage increase in the Consumer Price Index for All Urban Consumers or its successor, as published by the United States Department of Labor, for the two years immediately preceding the year of the salary appropriation.

SECTION 16. Subsection 16(E) of Amendment 80 to the Arkansas Constitution, concerning the salary and expenses of Justices and Judges, is amended to read as follows: (E) The General Assembly shall by law determine the amount and method of payment of expenses of Justices and Judges. Such salaries and expenses may be increased, but not diminished, during the term for which such Justices or Judges are selected or elected. Salaries of Circuit Judges shall be uniform throughout the state.

SECTION 17. Severability.

In the event any section, subsection, subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this amendment is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this amendment, which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this amendment.

SECTION 18. Effective date.

This amendment shall be effective on November 5, 2014.
