LOCAL NEWS EWITT POLICE REPORT June 21, 2014 – Officer Brad Bazarow was dispatched to the DeWitt City Park for a report of someone shooting geese at the playground.

Upon arrival Officer Bazarow spoke to a witness that informed him that the people that were shooting were on the track and pointed them out to him.

At that time Officer Bazarow went onto the track to catch up with the two male subjects. He finally got their attention and waved them over to him. The first male, later identified as Ted Starks, asked what was going on at the same time the second male subject, later identified as Steve Starks, walked up. Officer Bazarow asked Steve where the gun was, because he knew he was shooting from the witness. Steve Starks then said he hid the gun in the tree, and pointed at the tree where they were standing when Officer Bazarow first saw them on the track. Officer Bazarow ordered him to go retrieve the weapon and bring it to him, which he did.

Officer Bazarow then asked why he was shooting the gun at the park and Mr. Stark stated, “Because he was tired of stepping in goose poop.�

Steve Starks stated that he was the one who shot. At that time Officer Bazarow issued him a citation for discharging a firearm in the city limits and seized his weapon.

June 27, 2014 – Officer Brad Bazarow was dispatched to an accident in the Troy’s Parking Lot. Upon arrival, he spoke to Mrs. Barbara Clark. Mrs. Clark stated that the driver of the black Mercury backed into Mrs. Latasha Powell’s car which in turn made it hit her car that was parked next to it.

Officer Bazarow then spoke to the driver of the black Mercury, Mrs. Catherine Hayes. Mrs. Hayes stated that she was leaving the drive thru and dropped her ice cream and stopped to pick it up, and thought she put it in park, but it was in reverse, and she got nervous and hit the gas and backed into the parked blue car and pushed it into the parked van sitting beside the car.

Mrs. Chasity Gibson was sitting in her car at the time of the accident and saw Mrs. Hayes put her car into reverse and hit the blue Oldsmobile belonging to Mrs. Powell.

Pictures were taken of the damage and a citation was issued to Mrs. Hayes for no proof of Liability Insurance.

June 27 – A Complainant called the Police Department and advised that her car had been stolen.

Upon arrival of Officer Billy Truax, the Complainant stated that she had last seen her vehicle at approximately 2:00 a.m. and that when she woke up at ap-

proximately 5:30 a.m. is when she noticed it missing.

The Complainant stated that her niece, the Suspect, was staying with her, and was also last seen around 2:00 a.m. before she had gone to bed. The Complainant stated that she was gone as well.

She stated that she did not know where the suspect might be going at that time. The Complainant also advised that she wanted charges filed.

The vehicle is a Mazda M61, black in color, 4 door, with a pink license plate on the front with “Jesus did it� wrote on it. The vehicle was entered into ACIC. After entering the vehicle into ACIC, Crittenden County Sheriff ’s Office advised that a Deputy was already out with the vehicle. A hold was placed on the driver, pending transport. The vehicle was towed by Freedom Towing, and was being held until the Complainant was able to pick it up.

June 27, 2014 – When Chief of Police, James A. Tucker, arrived at work he was notified that a vehicle taken from DeWitt was located in Crittenden County by Sheriff ’s Deputies. The Deputies had Ms. Stephanie Ransom driving the vehicle. Ms. Ransom was taken into custody for the DeWitt Police Department.

Chief Tucker then went to Crittenden County Jail and picked up Ms. Ransom.

Once back at the jail, Ms. Ransom said she was driving Hazel Wyatt’s vehicle.

Ms. Ransom was charged with Unauthorized Use of a Vehicle and left to bond.

Happy Birthday, America From U.S. Congressman Rick Crawford Column “When in the Course of human events it becomes necessary for one people to dissolve the political bands which have connected them with another‌â€?

Thus begins the famous document drafted by founding father Thomas Jefferson 238 years ago known as the Declaration of Independence. Jefferson, under directives from the Continental Congress, penned the fledgling nation’s statement of independence from Great Britain, which included 56 signers who were all aware of their impending deaths should America not win its war.

Each July 4th since, in some form or fashion, our country has celebrated the anniversary of that bold statement, starting with 13-gun salutes in 1777 and eventually as a permanent federal holiday in 1870.

This year marks the 238th time we can say, “Happy birthday, America.�

Chiefly, the celebration reminds us of the sacrifices made because, “We hold these truths to be self-evident that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.�

Secondly, it allows us to take stock of our nation’s collective accomplishments, how we should improve, and the hope we have for ourselves and future generations.

Legislatively, I’m thankful for the passage of three major bills since January 1 that are important to Arkansas’ First Congressional District. First, Congress pushed hard for the Agriculture Act of 2014 despite challenges that delayed the legislation for two years.

This Act, known as the Farm Bill, secures our nation’s food supply, provides cheaper food to consumers, and offers nutrition assistance to those most in need; all while making reforms to our nation’s out-ofcontrol spending habit. Second, the Water Resources Reform and Development Act of 2013, known as WRRDA, shows that we value our nation’s water supply and desire to conserve it while also utilizing what it has to offer. Third, the House passed the Veteran Access to Care Act of 2014 in response to the egregious oversight occurring within the Veterans Health Administration. This legislation will help ensure that no veteran goes without access to timely and quality medical care worthy of the great service they provided their country. We still have a ways to go to fix this latter issue, but that bill is a good start.

Personally, I’m thankful for a loving and supporting family — my wife Stacy, and my two kids, Will and Delaney. It’s truly the highlight of my week getting to come home to them. I cannot express how much I value those times together as a family.

So, as you join together with your family or loved ones this Independence Day, take stock of the things for which you’re thankful. And join me in wholeheartedly saying, “Happy birthday, America.�

FOURTH OF JULY CELEBRATION J.W. and I, all my Fellow Members and our President & First Lady, Kenneth and Diane, of Crossett’s Bluff Community Center, would like to take this opportunity to invite everybody out to the Bluff on the 4th of July to help celebrate one of our most favorite holidays: OUR FREEDOM! The activities are as follows: Parade starts at 9:30 a.m. Down the street and around the bend and back again. {Very interesting parade).

There will be an auction following the parade and at 12:00 p.m, there will be all-you-can-eat fresh fried catfish, with all the trimmings and homemade desserts.

DeWitt School Board Special Meeting

By Shelly Faulkner The DeWitt School Board called a special meeting on June 24th, with several things up for discussion. The board discussed ASBA updates that they will vote on in July. Another topic for discussion was purchasing cheer uniforms for both Jr. & Sr. High squads. The girls have raised $15,564.00 with fundraisers, and the board approved the district paying $7,138.91, for a total of $22,702.91, needed for uniforms that need replaced every 5 years.

Board also approved to purchase 21 computers for Digital Class Lab for a total of $18,646.53 plus tax.

The board accepted the resignations of Carmella Simpson for bus route, and Joseph Morris as coach.

The board approved the hiring of Jonnathan Eggerman as High School Social Studies, Sarah Eggerman for DES teacher, Candace Coleman for 6th grade Language, Deane Bisswanger for LE at DMS, and Haley Yoes for DHS Secretary.

Fishing and Fireworks in the Forecast Between the Arkansas Big Bass Bonanza and the Independence Day holiday this will be one of the busiest times of the year at the region’s lakes and rivers.

It’s a good time to enjoy the great outdoors, but Army Corps of Engineers officials advise everyone to be courteous in the parks and practice good water safety habits.

Corps park rangers caution visitors that parks, lakes and rivers will be congested this week, and they ask them to be courteous while waiting at boat ramps, sharing beaches or traveling waterways.

Corps officials would also like to remind visitors that possession of loaded firearms, ammunition or other weapons are prohibited at Corps campsites and day use facilities. Explosive devices of any kind, including fireworks or other pyrotechnics are also prohibited.

Park rangers will be on the lookout and expect everyone to obey rules and regulations at campsites as well as boating laws. In addition, park rangers urge

people to go a step further by wearing a life jacket at all times. Even though not required of adults by law, it is the single most important step you can take to protect yourself while on, around or near water.

Wear your life jacket and encourage those you love to wear one too. Many people who drown never intend to enter the water and typically drown within 10-30 feet of safety. It only takes 20 seconds for a child to drown and 60 seconds for an adult.

Life jackets loaner stations are located at some parks on Beaver, Table Rock, Bull Shoals, Norfork, Clearwater, Greers Ferry, Nimrod, Blue Mountain, Dardanelle, Millwood, Dierks, DeQueen, Greeson, Degray, Ouachita, and Gillham lakes. Several Corps parks along the Arkansas River plus the Arkansas Game and Fish boat launch ramp near Verizon Arena also have loaner stations.

The Key EHC met in the home of Amy Butler, Wednesday May 21st, at 1:30.

The meeting was called to order by president Barbara Jones, Inspiration was given by Amy Butler, “An Answered Letter from God”, which was very inspiring.

The program, Diabetics Foot Care, was given by Health Leader, Annie Peters. Annie gave a very good informative and beneficial report since some of the member’s have Type 2 diabetes. She passed out individual sheets for member’s to take home.

After roll call, members were asked, “have you ever had a pedicure”, which member’s answered with different answers.

Business minutes were given by secretary Alice Clark, and Annie Peters gave treasurer’s report. President Jones mentioned the up coming events, also reminding members to keep records of their community service hours and to make plans to attend the State EHC meeting.

Eye Opener Hostess, Amy Butler, showed members a cell phone case made from a child’s blue jeans.

Butler served a delicious repass, and conducted a short quiz, with Myra Mublins won.

The hostess also displayed fresh English peas, broccoli from their spring garden.

Meeting was adjourned with all members repeating the “Homemaker’s Prayer”.

Obituary Lillie Crossland Lillie Ann Crossland, 55, of Humphrey, passed away Monday, June 23, 2014, at UAMS in Little Rock.

Lillie was born November 16, 1958, in Cleveland, Mississippi.

She was a follower of Christ, and it was evident to everyone who knew her. She received her master’s degree in counseling from the University of Central Arkansas and was able to teach in public schools for 30 years touching countless lives in the process. She was a member of Faith Missionary Baptist Church in Moro, Arkansas Education Association, and Stuttgart Bowling League. Lillie was looking forward to a future daughter in law, and the upcoming birth of her first grandchild.

She was preceded in death by her loving husband, Tom Crossland.

She is survived by her two children, Coleman Crossland of Conway and Casey McCrotty and husband Zach of North Little Rock; her mother, Donna Workman of Gillett; her sister, Donna Barnett of Gillett; and two nieces, Amanda Hemphill and husband Wade and Kimberly Kahle and husband Hutch; and numerous students whom she fondly called her children.

Funeral services, officiated by Bro. Larry Forte, were held Thursday at Turpin Funeral Home chapel with burial following in Frazier Cemetery.

Visitation was 5:30-7:30 p.m. Wednesday at Turpin Funeral Home.

Hornbeck and Lloyd Wedding

House on the Hill in Austin, Texas provided the beautiful outdoor setting for the marriage of Leah Jane Hornbeck and Patrick Andrew Lloyd on Saturday, April 19th. Leah is the daughter of Ronnie and Virginia Hornbeck of Austin. She is the granddaughter of Verne Hornbeck and the late Carrol Hornbeck of DeWitt and the late Charlie and Meledia Watson of Tallulah, Louisiana.

Patrick is the son of Mary Lloyd and the late William Lloyd. He is the grandson of the late Robert and Helen Lloyd and the late Michael and Catherine Teliho all from Freeland, Pennsylvania.

Guests entered the premises via a stone pathway leading to the wedding site.

They paused to sign the guestbook which was placed on a table covered with an ivory Irish Linen cloth, a souvenir of the bride’s travels to Ireland.

While there, they left their mark on a fingerprint tree as a keepsake for the couple. A vase of pink hydrangeas and a painted birdcage for cards and gifts completed the decorations on the table.

A stringed trio from Terra Vista Strings provided music as attendees arrived and were seated.

The bride, escorted by her father, made her grand entrance to the traditional tune “Here Comes the Bride”. She wore an ivory Oleg Cassini fitted trumpet lace gown embellished with pale pink satin flowers. The dress had a strapless sweetheart bodice that came to a “V” in the back and closed with a column of covered buttons. The dress had a

sweep lace train. Leah wore vintage pearls and earrings borrowed from her mother.

Rachel Hale, from Orbit Salon, applied Leah’s makeup and styled her hair. Enchanted Florist designed the bride’s hand tied bouquet of blush pink roses, white peonies, pink astilbe, and white stock accented with waxflower and lamb’s ear.

The groom was attired in a gray, three piece suit and white shirt, accented with a pink, gray, and ivory tie. The boutonniere pinned at his lapel contained a single pink rosebud accented with waxflower and lamb’s ear.

Mary Grace Dacunha, sister of the groom, served as his only attendant. She wore a sleeveless gray satin dress and carried a smaller version of the bride’s bouquet.

Adam Hornbeck, brother of the bride, served as her only attendant. His suit was identical to the grooms with a boutonniere at his lapel.

The mother of the bride wore a berry colored sleeveless lace sheath dress with a matching Asymmetrical chiffon cape. The groom’s mother chose a sleeveless gray satin empire styled dress. Both ladies wore matching corsages of pink rosebuds accented with waxflower, lamb’s ear, and white stock. The bride’s grandmother wore a two piece blue suit accented with a scarf.

Guests were seated in white chairs on the grassy lawn under a canopy of live oak trees which provided a respite from the bright Texas sun. A stone waterfall flanked with baskets of pretty pink mandevillas provided the backdrop for the double ring ceremony. Sean Mooney, friend of the couple, presided over the ceremony. Adam Hornbeck shared an Apache wedding blessing.

After the couple exchanged rings and vows, the entire bridal party exited to “All You Need is Love”. While the photographer snapped pictures of the wedding party and family members, guests were treated to cocktails around the pool while enjoying music from the trio. White wine spritzers, peach-mango sangria, beer, and soft drinks were served.

After cocktails, everyone enjoyed a meal of Texas Bar-B-Qued brisket and chicken with all the trimmings served family style under a nearby pavilion.

Hornbeck honored the newlyweds with champagne toasts. Christina Elliston made the beautiful three tiered wedding cake. It was a white cake with buttercream frosting decorated with live pink hydrangeas.

After dinner, everyone was encouraged to make their way across the lawn to the dance hall. DJ for the evening was Fred Bishop with Encore Entertainment.

Parents of the bride and groom, and members of the wedding party were introduced as they entered the hall to lively music. The newlywed couple was the last to enter at which point they en-

joyed their first dance together as husband and wife to “Into the Mystic” by Van Morrison. Leah danced with her father to “My Little Girl” by Tim McGraw. Patrick and his mother danced to “A Song for My Son” by Mikke Viereck.

On the eve of the wedding after rehearsal, the bridal party enjoyed a meal, music, and dancing at Botticelli’s Restaurant in Austin. After touring the western United States during the month of May, the couple is at home in Austin.

City Employees Receive Mid-Year Bonus

The meeting may have been short, but city employees will definitely think the outcome was sweet. In a special-called session July 26, the DeWitt City Council passed a motion to give all city employees a mid-year bonus.

City employees received a raise in January that approximately set off the increase in the new health insurance rates. At the time, Council members decided they would address the possibility of a mid-year bonus later depending on what shape the city was in financially at the half-way point.

“Cash flow wise, we are a lot better this time this year than we were this time last year,” Mayor Ralph Relyea said.

Full-time city employees will receive a $400 bonus, and part-time employees will receive a $200 bonus. Over the past two years, the total cost of employee bonuses has been consistent. The total cost for bonuses this year is $18,526.80 compared to $18,162.27 in 2013, which results in a difference of only $364.53.

In another matter of business, council members unanimously voted to pass a motion to increase the building repair fund from $5,000 in the allocated budget to $10,000.

The increase in the amount will be used to carpet the DeWitt City Hall’s lobby, as well as the DeWitt Police Department’s secretary’s office and the patrolmen’s office. These were the original plans for the building repair funds when designing the 2014 budget, but things didn’t go as planned. “We ended up having to work on the roof, and that took up most of the [allocated] budget,” explained Mayor Relyea.

The total estimated cost of the carpeting project, including labor and materials, is $3,824.20. The project will start around the middle of July and should only take a couple of weekends to complete.

The next regularly scheduled DeWitt City Council meeting will be July 14 at 6:00 p.m. at DeWitt City Hall.

I was in Colonial Williamsburg, Virginia on June 1st, and had lunch with Christina Verderosa, former editor and owner of the DeWitt Era-Enterprise.

She and Frank now live in Newport News, Virginia. We met at Chowning’s Backyard Garden Grill for lunch and had a nice visit. I was able to fill her in on all the Arkansas County news.

She and Frank are both active in their local Temple Sinai, and Christina is the special events coordinator. Christina has also become a Master Gardener.

She writes press releases for the Newport News Master Gardener’s Newsletter and for the Relay For Life. She and Frank keep pretty busy and they enjoy

visiting the historic sites. They go to Williamsburg almost every Thursday for Torah Study and spend time afterwards walking around Colonial Williamsburg. They have a house on a small lake outside Newport News and dogs and cats are fine.

After lunch, we walked down to the restored Raleigh Tavern for the Pleasures of the Dance Program. We both got to participate and had a great time.

The Lamb That Became a Dragon

By William Wood Most people are surprised when they learn that the Constitution does not contain the words “Separation of Church and State!”

The common thinking is that those words are included in the First Amendment, and are intended to keep religion out of our Government.

No student of the history of our nation could ever believe that this was the motive of those who wrote our Constitution!

The truth is just the opposite. Their motive was to show that no government could long stand without Christianity as its foundation!

But unspiritual people have infiltrated our government and hoodwinked those who don’t know the Bible, nor the history of this once great nation.

We will list some of the qualifications that were required of one who would desire to hold public office in our newly founded nation.

In the 22nd Article of the Constitution of the State of Delaware we read, “Every person who shall be chosen a member of either house, or appointed to any office of place of trust, shall make and subscribe the following declaration; to whit I, (“name here”) do profess Faith in God The Father, and in Jesus Christ His Only Son and in the Holy Ghost, One God, blessed for evermore, and I do acknowledge the Holy Scriptures of the Old and New Testaments to be given by Divine Inspiration.”

This was one state’s qualifications for any public office, but I have on my desk the qualifications of several other states, and they all follow the same pattern of election only Christians for public office!

That is the way it was when this nation was formed, and its Constitution written.

We will look at how it is now in this once great Cristian nation. Notice what a difference between the courts then and now!

Engel vs. Vitale, 1962 – Abington vs. Schempp 1963 – Commissioner of Education vs. School Committee of Leyden 1971. Here is their ruling: a verbal prayer offered in a school in unconstitutional, even if it is both voluntary and denominationally neutral.”

Close your eyes and repeat the ruling of these courts and see is you can’t picture a dragon spewing out of his devilish doctrine!

I have on my desk many such demonic rulings by courts in the U.S. I will quote one more, Collins vs.

Chandler, 1981. “Freedom of speech and press is guaranteed top students, unless the topic is religion, at which time such speech becomes unconstitutional.”

We understand don’t we, that when the Bible speaks of a dragon it is referring to the devil. In reviewing our courts decisions in the past twenty odd years, and I have dozens of them on my desk, I am absolutely amazed at the spiritual ignorance of those men who are sitting as judges in our country! Any ten year old child in our country that was raised in Sunday school in the most conservative of our churches, could tell these grownup judges they are wrong!

Will this nation ever come back to God? The Bible declares it will get further and further away, until it is enforcing the mark of the beast on the people! (Rev. 13:15) Many preachers do not believe this! Very well, have a good day!

When the flood came in Noah’s day, and the people were hanging to tree limbs on top of the mountains, trying to stay alive, I wonder if Noah opened the window of the Ark and lowered a sign that said, “Have a good day.”

I don’t know about that, but let me give you a Scripture!

Proverbs 1: 25-26 “Because you have set at naught all my counsel - - - - - - I will mock when your fear commeth.”

Wake up sleeping church, before it’s too late. Amen

America the Beautiful

No other nation on this earth Enjoy the freedoms that we cherish; Yet we must always guard them well Lest they be lost and we perish.

From sea to shining sea And across fields of golden grain, America’s the home of the free and the brave, Where freedom should never be discarded or disdained.

At times her flag has been tattered By the shots from enemies’ guns; But still she flies high in the midst of it all Because of the freedoms that have been won.

Freedom to choose what’s best in life, That champions equality for all; But never should we forget just what it cost Or on God’s Name to always call.

Yes, we still are one nation under God And in Him we still do trust— For woe unto us if we ever forget; Yea, depend on Him we must!

concern for what does not apply to us in our local setting – at least, not right at the moment. But Jesus answers this as well; “Do not worry about tomorrow, for tomorrow will worry about its own things. Sufficient for the day is its own trouble” (Matthew 6:34).

Jesus never assured us we would not encounter problems; He only assured us He will not abandon us. So the local church is our primary concern; and that concern has more to do with what we are doing for the sake of the Gospel and our own church’s mission because this will be how we are judged - not only by the Lord in His Coming Day but by our neighbors in the day which is upon us. This, dear friends, is our primary concern for today.

What someone else may or may not do, or what someone may or may not have done, is not our concern. We are the people of the Gospel, and this is our charge. This is our mission; this is our concern.

And if we truly have The Lord in our hearts and are eager to represent Him fully within our own capacity as individuals and as a Body, what are the other things to us?

The local churches are where the rubber hits the road.

This is where the Gospel impacts those around us. So let us go about the business to which we have been charged, the duty we freely took upon ourselves when we said “Yes” to our Lord and His saving mercy. This

will be sufficient for today. We’ll deal with tomorrow … tomorrow.

You follow Me’.”

John 21:20-22 Chad Holtz, a fellow UM pastor, recently wrote a piece answering one who had asked, “How can you keep on serving a denomination that is headed in the wrong direction?” Chad, bless his heart, answered this question pretty easily because his heart – and his attention – are focused right where they need to be focused: on the church he serves as pastor.

This is not to say there are not concerns about schism and the direction the wider Church seems to be taking (or is being taken), but what should be our greater concern? Jesus answers the question of Peter very succinctly: “What is that to you? You follow Me.” There are many within the wider Body that seem to have a focus more on social politics than the Gospel.

Because of this, then, it seems there may be a greater

Many FSA programs require all cropland on a farm to be certified in order to earn FSA benefits; this includes the new Farm Bill sign-up. However, if the crops are not planted by July 15, 2014, FSA’s provisions allow crops to be

considered timely reported if reported to FSA within 15 calendar days after planting is completed. However, it is extremely important to understand all fields that are planted by July 15, 2014 must be certified by this date.

A-State Spring 2014 Chancellor’s and Dean’s List Jonesboro: Students named to the Chancellor’s and Dean’s lists for spring 2014 at Arkansas State University have been announced. Combined, the group had 2,083 students. The two lists recognize students who achieved the highest grade point averages while enrolled in 12 or more credit hours of study.

The Chancellor’s List (CL) includes students who earned a grade point average of 3.80 to 4.0 for spring classes. The Dean’s List (DL) includes students with

a grade point average of 3.6 to 3.79.

Gear Up 2014

DeWitt High School and Middle School Students participated in the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) two week summer program for Phillips Community College of the University of Arkansas (PCCUA) DeWitt campus from June 9th through the 20th. The program is a part of a federal grant awarded to PCCUA with three main objectives. 1. Increase the academic performance and preparation for postsecondary education. 2. Increase the rate of high school graduation and participation in postsecondary education.

3. Increase students, and their families, knowledge of postsecondary education options, preparation, and financing. We want to engage these students making learning fun so they will be encouraged to enroll them The program opened on Monday, June 9th at 11:30 with a Parent Orientation and Fish Fry sponsored by our GEAR UP partner Farmers and Merchants Bank.

Parents were informed of the curriculum and details for all field trips. The orientation and fish fry were held on the main campus with parents and all the participating GEAR UP students too.

The theme for the program was Wind, Water and Weather, which included students learning about Renewable Energy Technology, different types of natural disasters, and structural integrity. Introducing students to Science, Technology,

Engineering and Mathematics (STEM) related fields, they gained hands on challenging experiences plus a better awareness of related careers. Students designed and built bridges to withstand at least 20 lbs., large scale cardboard boats, and their own beach communities that would be victim to a natural disaster at the end of the program. A Parent Hour program “whose Boat will Float” was held at DeWitt City Park June 19, in which students presented what they had learned during the program and tested their boats out on the open water.

Field trips were taken the first week to Cook’s Lake, White River National Wildlife Refuge and U. S. Army Corp of Engineers Norrell Lock and Dam #2. The second week students visited the National Weather Service in North Little Rock, KATV Channel 7 News Station, All Aboard Restaurant, and Arkansas Skatium in Little Rock.

Students, grades six through nine, included Ana Barajas, Jorge Chavez, Zhasmene Clark, Ryan Coit, Jacob Crockett, TJ Cupples, Nicholas Dawes, Asiah Gibson, Haley Goudelock, Cloe Guynes, Justin Midkiff, Kaitlyn Morgan, Deven Malone and Destiny Oswalt. The program was directed by the DeWitt PCCUA GEAR UP Liaison Diana Graves with the help of instructor Hunter Smith and Youth Specialists, Ty Wattanaphuti and Alexis AufderHeide.

The Sr. and Jr. High teams combined won the “banana award” on the second night at camp. The banana award is given to the teams who show the most spirit

at camp. Jr. High also received Camp Champs, Superior Rating, 1st Extreme Routine, and 1st Game Time Competetion. Five girls were also chosen for All American, an award given to about ten percent of girls in the country, which they can perform in the Thanksgiving Parade in Houston Texas.

PBJCEOC to Begin Summer Regular Assistance Program Hot weather across the region has left many struggling to cool their homes. For those needing help paying their energy bills, Low-Income Home Energy Assistance Program (LIHEAP) may be the answer. PBJCEOC has funds to help these households with electrical payments.

PBJCEOC will administer LIHEAP in its five counties, which include Jefferson, Grant, Cleveland, Arkansas and Lincoln beginning Monday, July 7th until funds are depleted. LIHEAP assists households with home energy and cooling bills. This summer portion of LIHEAP is for electric bills only, focusing on the cooling efforts across the state. All applications will be accepted

on a first come, first served walk in basis. Applications will be taken beginning each day at 8am until 2pm. Offices will close for lunch between the hours of noon and one oâ&#x20AC;&#x2122;clock pm.

Applicants for LIHEAP assistance must meet income guidelines. For a household of 1, monthly countable income is $1,482. For each additional person in the household, add $468. Countable income includes check stubs, child support, unemployment, housing utility assistance, SSI, SSA, TEA, VAS and retirement benefits. To apply for assistance, the household should bring a copy of the current utility bill, social security numbers, and proof-of- income and date of birth for all household

members. Shut off notices will not be accepted. Clients must have a working knowledge of household resources. Additional information may be required during the interview process. Failure to provide verification requested may result in delay or denial of assistance.

Plantation Agriculuture Museum Teachers Workshop This month the Plantation Agriculture Museum State Park will be offering a free Museum Teachers Workshop! Two ADE approved professional development credit hours of Arkansas history are rewarded to all participants attending the full workshop. Activities for the day will include a brief tour of the museum, a cotton ginning demonstration, a preview of the museumâ&#x20AC;&#x2122;s programs along with aligned social studies frameworks and common core curriculum, and making old fashioned dipping candles. Exploring the past will help you to discover and carry on our Arkansas heritage for future generations.

The workshop is designed to provide educators of all grade levels with more tools and creative

thinking for making a greater impact on their studentsâ&#x20AC;&#x2122; content knowledge and classroom performance through experiential learning. The workshop is scheduled for Friday, July 25th, from 10-12pm.

American Red Cross Blood Drive The American Red Cross urges eligible blood donors to roll up a sleeve and give to help prevent a summer blood shortage. Blood donors with types O negative, B negative and A negative are especially needed.

The Red Cross is seeing fewer appointments at its blood donation centers and blood drives this summer than what is needed to ensure blood and platelets continue to be available for patients. During the summer months of June, July and August, on average, about two fewer donors make an appointment to give blood at each Red Cross blood drive than what patients need. This can add up to more than 100,000 fewer donations during the summer.

Blood and platelet donations are needed every day for patients with many serious medical conditions.

Accident and burn victims, heart surgery patients, organ transplant patients, and those receiving treatment for leukemia, cancer or sickle cell disease may all need blood.

Tax Exemption Takes Effect for Arkansas Rice Farmers Farmers to save millions annually in grain storage utilities A tax exemption projected to save Arkansas farmers millions in annual utility costs took effect today. Act 1401 of the 2013 legislative session created a state and local sales tax exemption on utilities used by a grain drying and storage facility. Utilities include electricity, liquefied petroleum gas and natural gas.

“Grain storage keeps the Arkansas rice industry globally competitive and helps farmers avoid selling grain when prices are low,” said Arkansas Rice Executive Director Ben Noble. “This exemption will deliver tax relief to farmers across the delta as they continue to feel the financial squeeze from reductions in federal farm support as well as increasing input costs.”

According to Arkansas Department of Finance and Administration fiscal projections, the tax exemption will save Arkansas farmers $3.89 million in 2015 and

$4.01 million by 2016.

In order to receive the tax exemption, the utility must be separately metered and only used for on-farm grain storage or drying. Utilities used in irrigation do not apply. Farmers who want to claim this tax exemption must receive approval from the Arkansas Department of Finance and Administration (DFA) by filling out a form.

Arkansas is the nation’s number one rice-producing state, accounting for almost 50 percent of the U.S. rice production. Rice is the state’s second highest value commodity, top agricultural export, and contributes more than $6 billion to the state’s economy annually.

Injury Prevention Center New team to review unexpected child deaths in Saline and five other counties Starting today, a new team will begin reviewing unexpected deaths of infants and children in Arkansas, Garland, Grant, Hot Spring, Jefferson and Saline counties in an effort to determine factors that caused or contributed to the deaths and identify ways to prevent similar occurrences.

This team makes the sixth team to begin working in Arkansas as part of the state’s Infant and Child Death Review Program, which is required by Act 1818 of 2005 to review all unexpected deaths of children under 18 years of age. The program is overseen by the Injury Prevention Center at Arkansas Children’s Hospital. In addition to the counties above, the program reviews unexpected deaths in 22 other counties: Benton, Clay, Conway, Craighead, Crawford, Faulkner, Franklin, Greene, Johnson, Lawrence, Logan, Mississippi, Perry, Poinsett, Pope, Pulaski, Randolph, Scott, Sebastian, Van Buren, Washington and Yell counties.

“Expansion of this Program enables us to review more cases and thus more accurately track trends and develop targeted prevention strategies,” said Dr. Pamela Tabor, director of the Infant and Child Death Review Program. “This will be the team that is furthest south in the state covering five counties with very diverse populations.”

The teams are made up of representatives from the local coroner’s office or the State Medical Examiner’s Office; local law enforcement, the prosecuting attorney’s office, the State Police Crimes Against Children

Division, the Department of Human Services Division of Children and Family Services, Department of Health, Emergency Medical Services, and a medical professional. Additionally specialists, such as injury prevention and pediatric forensic medical doctors, consult on cases.

Saline County Coroner Kevin Cleghorn said he is hopeful that the expertise of those involved in the Program will help save the life of a child in his and neighboring counties in the future.

“I’ve seen first-hand how devastating the loss of a child can be for a family,” said Cleghorn. “If this team can identify some trends in these counties and then put some measures in place to prevent other families from experiencing that grief, this will be worth the effort.”

Tabor said the Program’s main focus is prevention.

Since starting the program, she said teams have completed 97 reviews and determined that the top three causes of death are sudden unexplained infant death (39%), motor vehicle collisions and other transportation injuries (21%), and weapons (9%). Reviews of sudden unexplained infant death cases showed that in about one-third, unsafe sleep environments caused or contributed to the infant’s death. A Long Hot Summer

On June 25th US Infantry forces commanded by Brig, Gen. Eugene A. Carr were cobbled together at DeValls Bluff with 750 cavalry. They debarked from transports at Clarendon at 9 A. M. the next day and initiated a pursuit after Gen. Shelby’s Brigade numbering 1200-1500.

The latter employed expert delaying tactics that proved frustrating to Carr. The day was hot, extremely humid and nasty. The huge infantry force from this 3500 man expedition didn’t seem to be acclimated to the weather and fell out from heat exhaustion. In fact the infantry commander, Col. William H. Graves, succumbed to sunstroke before the action began. But the cavalry spearhead of 750 maintained a tenacious fighting performance and in one instance nearly captured Gen. Shelby while he was personally directing the movements of the rear guard. On the second day out and being fearful of being drawn too far north, Carr abandoned the pursuit about where north Brinkley is today. He then backed tracked in easy marches and burned a large portion of Clarendon in a gesture of spite, before boarding the steamers back to DeValls Bluff.

It isn’t known how many causalities he inflicted on his opponent but he suffered 30 killed wounded and captured. Carr reported having captured one naval artillery piece and “one belonging to the Rebel army.” A St. Louis correspondent confirmed the latter claim by reporting it came from the south side of the Arkansas River meaning, it was taken at the battle of Marks

Mill on April 20.

Pryor - Senate Passes Bill to Strengthen Job Training and Work Opportunities U.S. Senator Mark Pryor today applauded the passage of the Workforce Innovation and Opportunity Act (WIOA), a bipartisan agreement to help prepare hard-working Americans to compete for and secure new job opportunities. The bill passed the Senate by a vote of 95-3.

“If we want to continue to grow our economy and create new jobs, then we must equip our workers with the skills, training, and experience they need to succeed,” Pryor said. “I’m proud to support this bipartisan, bicameral agreement to give American workers and businesses a much-needed edge in today’s competitive economy.”

The legislation reauthorizes and improves the Workforce Investment Act, which expired in 2003, to create a more innovative workforce development system.

It requires states to develop a comprehensive plan to identify in-demand skills and match workers with

opportunities to build those skills. It also requires states to better align their workforce development programs with key industries in the state.

The final bill includes provisions of two bills Pryor strongly supported. The Work and Learn Act modifies state program performance measures to include apprenticeships, which will encourage workforce development programs to support on-the-job training.

The Leverage Prior Skills Act removes obstacles to employment by ensuring programs take into account participants’ prior learning experiences.

“All too often, we’re seeing a workforce skills gap between employers looking to hire and job-seekers looking for employment, “Pryor said. “This bill helps bridge that gap by providing on-the-job training and ensuring workers are prepared to participate and compete.”

Boozman: Hobby Lobby Ruling Marks Victory for Religious Freedom U.S. Senator John Boozman (R-AR) released the following statement after the U.S. Supreme Court ruled that closely held corporations with religious objections can refuse to pay for abortifacients in the case of Burwell vs. Hobby Lobby.

“This nation was founded on the right to freely practice one’s religious convictions. Americans shouldn’t have to abandon those protections simply because they own a business. And yet, that is exactly what the Obama Administration tried to force on businesses like Hobby Lobby and Conestoga under this mandate. Thankfully, the Justices thought otherwise and preserved the right for business owners to object to overbearing government mandates that would violate their religious beliefs,” Boozman said.

Boozman, a strong opponent of Obamacare, has long argued that the Obama Administration overstepped its authority by trying to force employers with religious objections to comply with a Department of Health and Human Services (HHS) mandate that

runs counter to their beliefs.

In October 2011, Boozman joined 27 other Senators in asking HHS to redraft the Required Health Plan Coverage Guidelines for Women’s Preventative Service to make them consistent with the principles of respect for human life, individual liberties, and personal conscience.

On February 8, 2012, Boozman requested HHS take immediate action to reverse that decision. Additionally, he cosponsored S. 1467, the “Respect for Human Rights of Conscience Act,” and S. 2043, the “Religious Freedom Restoration Act,” in the 112th Congress, which would have protected freedom of conscience and prohibited the government from imposing mandates on religious employers.

Earlier this year, Boozman and U.S. Representative Randy Forbes (R-VA) authored a joint op-ed in the National Review that argued the HHS mandate violated the Religious Freedom Restoration Act (RFRA).

Ten years ago the inmate population was about 13,000 and now it is more than 17,000. The cost of housing inmates includes treatment for mental illness and drug abuse. The Correction Department has more than 4,000 employees.

During the special session, the legislature will consider adding $6.3 million to the prison’s budget in order to add space for 600 new beds.

About 400 inmates work on prison farms and about 500 inmates work in prison industries. Products made by inmates include stationary and printed materials, janitorial supplies, vinyl products and furniture. They also refurbish school buses and upholstery.

The prison farms produce a broad variety of crops. Inmates manage a herd of more than 2,000 head of cattle, as well as swine and poultry.

The problems being addressed by the legislature in this summer’s special session have been building for years. Consistent and sharp increases in health insurance costs have been a growing problem for public school employees for more than a decade. For even longer, dramatic increases in the inmate population have caused budget problems for lawmakers and officials of the state Correction Department, which operates state prisons.

In 2001 the legislature took from the state Board of Education the authority to set contribution levels, and that same year lawmakers set the minimum contribution by districts at $114 per month. That minimum went up to $122 in 2003 and to $131 in 2004. In the 2013 regular session the legislature increased the minimum contribution for districts to $150 a month.

In 1998 the Board of Education voted to provide school districts with an additional $12.4 million from state reserve funds in order to lessen the impact of steep increases in health insurance premiums.

In the 2005 regular session the legislature voted to add $35 million for public school employees’ health insurance. In 2007 the legislature voted to again provide the $35 million for health insurance.

Health insurance costs continued to rise, and in 2008 the legislature began studying the possible joining of state employees and school employees into a single system.

In 2009 the legislature added another $15 million a year to school health insurance. Combined with the $35 million that was approved initially in 2005, the additional contribution of $15 million brought the total to $50 million annually that the legislature approved for school health insurance. That amount was in addition to the foundation funding that the state provides school districts for an adequate education system each year.

In a special session last October, in order to avoid enormous projected spikes in health insurance costs for school staff, the legislature used $43 million from various sources to hold the premium increases to 10 percent. Now, school employees are facing 35 percent increases in health insurance premiums next year. Rather than continue to pour money into the system, the legislature is considering structural changes such as removing part time employees and spouses of employees.
