As the summer travel season begins, so does a two-week long enforcement effort by Arkansas State Police and other law enforcement officers who will be on the lookout for violators of the Arkansas primary seat belt and child passenger safety laws.

Beginning May 19th and continuing through June 1st state and local law enforcement agencies in Arkansas will participate in a nationwide Click It or Ticket mobilization.

As people take to the roads to celebrate the long Memorial Day weekend, law enforcement officials across the nation will be working to ensure that everyone buckles up.

Let’s have a safe Memorial Day weekend and a safe summer.

ACTIVITIES COOK’S LAKE

AT

A Hummingbird Banding class will be held Saturday, May 23, 11am-2pm at the Potlatch Conservation Education Center at Cook’s Lake. To register, call 870-241-3373. Cook’s Lake is now open for “Saturday Fishing with Youth” on the second & fourth Saturdays of each month. Youth 15 years of age and younger are invited to fish and can be accompanied by no more than two adults. Also, the 3-D Archery Range is now open Tuesday – Saturday 9am-3pm.

MOVE WITH BALANCE

The DeWitt Senior Center announces Move with Balance Exercise Classes. The classes are held every Monday, Wednesday and Friday from 10am until 11am at the center, 205 N. Main, DeWitt. The class is taught by certified instructors, and is designed to help improve balance and brain function.

Arkansas County Quorum Court Meets

The Arkansas County Quorum Court met May 12 at the courthouse in DeWitt. Art Rose from Advanced Correctional Healthcare was present to brief the court on the services his company offers in the area of correctional facilities healthcare.

“What we try to do is make sure the inmates get the care that they have a legal right to,” Rose said.

Advanced Correctional Healthcare, which is based in Peoria, Illinois, services over 250 correctional institutions. Four of those institutions, Rose said, are here in Arkansas.

Rose explained to the court that some of the services his company provides are doctor visits once a week with three doctors on call 24 hours seven days a week, nursing care 30 hours a week, medications for inmates, insurance coverage for medical personnel, civil liability insurance for employees and training for the correctional facility’s staff.

Rose said his company makes sure inmates “get what they need to make sure their health doesn’t decline

while they are in jail.” The company also provides protection for the staff of the correctional facility and the county from liability when it comes to providing medical care for inmates.

“We are taking a lot of headaches off Sheriff Cheek and Robbie [Fread’s] shoulders by making the medical decisions for them so they don’t have to,” Rose said.

The total cost of Advanced Correctional Healthcare’s program is $103,679.38 a year, which is based on a daily average of the number of inmates incarcerated at the Arkansas County Detention Center.

No action was taken by the Court at the meeting concerning this issue.

In other business, the court passed a resolution confirming the re-appointment of Melvin Case to the Arkansas County Board of Equalization. The court also amended an ordinance updating the personnel policy concerning sick and funeral leave.

2nd Graders Hatch Baby Chicks

Mrs. JoAnna’s 2nd grade class hatched baby chicks. The students placed 21 eggs in the incubator on Monday, April 13th. Their prediction for them to hatch was Monday, May 4th. The eggs were turned everyday. On Sunday, May 3rd, there were 6 chicks. On Monday, May 4th,, there was 1more. There were a total of 7 chicks, so 1/3 of the eggs hatched. The students enjoyed watching the chicks grow. They said goodbye to them on Friday, May 15th. A special thanks to Eddie and Beth Carter for the use of their incubator and taking the baby chicks to their place. Also thanks to Gus and Betty Ann Vansandt for the eggs.

2nd Graders Plant Flowers at Crestpark Nursing Home

Mrs. JoAnna’s 2nd grade class planted flowers for the ladies at Crestpark Nursing Home. They delivered the flowers on Friday, May 8th, for Mother’s Day. They also took caps for the men. They were both very appreciative and the students had a blast. A special thanks goes to Sonie Turner for helping plant the flowers and walking over with the class.

David Hugh Cooper, Jr.

Opal Louise West Johnson, 82, of DeWitt died May 9, 2015. She was born October 25, 1932, in England, AR, to William Henry and Mattie Beatrice Stogner West.

She was preceded in death by her parents;Â husband William Edward Johnson; two sons Anthony and Steven Johnson; daughter-in-law Diane Johnson; and two sonin-laws C.J. Jackson and Bud Cummings. Â Â Â Opal is survived by her children Lana Martin (Steve) of DeWitt, Brenda Sullinger (Tom) of McKinney, TX, Kathy Jackson of Gillett, Vickey Harper (Gary) of Sheridan, Brenda Hawkins (Don) of Sheridan, Larry Johnson of Pine Bluff, and Sherry Cummings of Rison; two brothers Buddy and Ray West; eight sisters Hattie Reed, Betty Elam, Joyce East, Erma Holloway, Carol Parenteau, Doris Bullock, Nancy Selman, and Billie Faye Gibson; fifteen grandchildren; twenty-three great grandchildren; and one great great grandchild.

David Hugh Cooper Jr. of Little Rock, Arkansas died May 15, 2015 in Little Rock, Arkansas. Born April 11, 1959 in Pine Bluff, Arkansas to the late David Hugh Cooper Sr. and Virginia Roberts Roush.

David was educated in the DeWitt School District in DeWitt, Arkansas.

David was a member of the Assembly of God Church in DeWitt, Arkansas.

David worked as handy man everywhere.

David was preceded in death by his parents; David Cooper Sr. and Virginia Roush, grandparents; Myrtle McKee, John Roberts,James and Lillie Cooper, (1) brother; Rodger Malone.

David is survived by his children;(1) daughter; Tiffaney Cooper of Pleasant Plains, Arkansas, (1) son Steven Brent Cooper of Pine Bluff, Arkansas, (1) sister; Jennifer Teresa Cooper of Jefferson, Arkansas, (1) brother; Raymond Roush of DeWitt, Arkansas, (8) grandchildren, (1) grand nephew, Jeana Cooper and family-niece, Joellen Clark and family, a step-daughter and a host of relatives and friends to cherish his memory.

Obituary Charles Silsbee Charles Bibbins Silsbee of Gillett, died May 16, 2015 in DeWitt, Arkansas. Charles was born July 8, 1931 in Winona Minnesota to the late Sidney Bibbins and Caroline Henrietta Thode.

Charles received his education in the Winona School District and guaduated and then joined the United States Air Force and also worked as a Retail Agent before Retirement.

Charles was a member of Gillett United Methodist Church in Gillett, Arkansas.

Charles was preceded in death by his parents: Sidney Bibbins and Caroline Henrietta Thode, Grandparents: Hermann Daniel Silsbee, Karlena Struck Rohloff, Emma Thode, William Henry Silsbee, Anna Althea Bibbins, (1) brother; William Arnold Silsbee.

Obituary Sharon Money Sharon Kay (Traylor) Money, age 61, of Fayetteville, Arkansas, passed away peacefully at the Willard Walker Home in Fayetteville, Arkansas on Sunday, May 10, 2015.

Sharon was born on December 1, 1953 in Marianna, Arkansas to Dewey and Frances Traylor.

She was one of six brothers and sisters and was loved by all of them. She is preceded in death by her parents, her brother, Dewey Traylor, and her son, Scott Money.

She was a loved mother and a registered nurse, who helped provide care for countless numbers of patients at various facilities all across the state of Arkansas.

She is survived by her two sons, Andrew Money and his wife Margaret Ziccardi of Fayetteville; Jason Money and his wife Cushla of Katikati, New Zealand; brothers, Timmy Traylor of Gillett; Randy Traylor of De Witt, Arkansas; sisters, Bonita Tillman of Russellville; Mickey Eastham of Fayetteville; two grandsons, Perry and Luca Money both of Katikati, New Zealand.

Per her final wishes, a graveside service wad held at 2:00pm, Saturday, May 16, 2015 at the Walnut Grove Cemetery in Crosses, Arkansas under the direction of Nelson-Berna Funeral Home with Pastor Rex Griffin officiating. All were welcomed to attend and celebrate Sharon’s life.

May I Pray for you and you Pray for me and we all Pray for each other in this entire world?

As the month of May is almost gone and the past weekend was of joy for so many graduates as well as their parents near and far that they have made it thus far. Days have come and gone but memories will forever linger on as they think about the various colleges they will be attending. The steps that were made across the stage to receive their diploma were great steps. I would like to congratulate all that have finished their courses and I pray all will have success in whatever they set out to do in life.

Church: To attend church brings joy and peace of mind if you go in to praise and worship.

Move with Balance at the DeWitt Senior Center The DeWitt Center is proud to announce our Move with Balance exercise class. Our classes began May 4, 2015 at 10:00 a.m. – 11:00 a.m., and are held every Monday, Wednesday, and Friday at 10:00.

Move with Balance activities are specific to improving balance and brain function. Elders become balanced from the inside out – from their nervous systems to their physical surroundings. They become more confident in their movements and become willing to exercise beyond the program.

Fixing Your Relationships

By Pastor Steve Ellison Colossians 3:18-4:1 is a marvelous passage which describes how to have successful, pleasing relationships in every area of your life. Relationships in the home are used as the illustration to show how it ought to be in all of our relationships. The home is used because that is where the best and worst of human interactions occur. We interact in tremendous intimacy in the home. There we find great occasion for understanding, misunderstanding, love, hate, forgiveness, unforgiveness, patience, impatience, etc. and etc. In the home, the mask comes off; the guard comes down and our true character shows itself. Wives, be subject to your husbands, as is fitting in the Lord. 19 Husbands, love your wives and do not be embittered against them. 20 Children, be obedient to your parents in all things, for this is well-pleasing to the Lord. 21 Fathers, do not exasperate your children, so that they will not lose heart.

22 Slaves, in all things obey those who are your masters on earth, not with external service, as those who merely please men, but with sincerity of heart, fearing the Lord. 23 Whatever you do, do your work heartily,

as for the Lord rather than for men, 24 knowing that from the Lord you will receive the reward of the inheritance. It is the Lord Christ whom you serve. 25 For he who does wrong will receive the consequences of the wrong which he has done, and that without partiality.

4:1 Masters, grant to your slaves justice and fairness, knowing that you too have a Master in heaven. (Colossians 3:18-4:1 NASU) I hope you noticed the Christ-centered focus of the passage. Be subject as is fitting in the Lord. Be obedient for this is well-pleasing to the Lord. Obey with sincerity of heart not to please men but in fear of the Lord. All of you serve the Lord. Earthly masters grant fairness and justice because you have a heavenly Master. When the passage finishes with the individual instructions, it gives one last instruction addressed to the whole group. Whatever thing you do, do it as if you are serving the Lord. Rewards come from the Lord. It seems clear to me that looking at these instructions individually is taking them out of context. The point is that wives, husbands, fathers, children, slaves, and

masters (in other words every single one of us) have exactly the same role. We are to live to please the Lord.

And furthermore, we do not have to guess what this entails. The passage gives specific individualized instructions for pleasing the Lord.

One other point in this passage jumps off the page as I read. I see nothing here about “my rights”. I only read about “my responsibilities”. My home, my workplace, my whole world will be transformed if I focus on my responsibilities not my rights. In fact, the Bible teaches me that I renounced all my so-called rights when I turned my life over to Christ. I am no longer my own, I was bought with a terrible and a wonderful price. My relationships in every area of my life will be right and good when I focus on pleasing the Lord, fulfilling my responsibilities to Him without being concerned with any so-called rights. As an unbeliever living in rebellion to God, I had only one “right”. That was the right to split hell wide open and remain there for all eternity.

The Coming Storm

By Tom Smith If it happens, we should be prepared.

What is “it?”

“It” is the Supreme Court’s current consideration of same-sex marriages and possibly making that the law of the land. Their decision is scheduled to be made by the end of June—and already lines are being drawn in the sand by a number of Christian leaders and organizations, warning of civil disobedience should such become law.

Truly, their decision will be a landmark one. And, the ramifications of their ruling are many. That’s why we should watch this with interest and be prepared to act should they legalize same-sex marriages.

Why is that?

Partly because such legalization will be an official, governmental redefining of the institution of marriage. Instead of it continuing to be based upon a Divinely-revealed moral foundation, it would now be according to the secular reasoning of man.

And, that, dear Reader, would be a direct contradiction of our founders’ intent when they framed the Declaration of Independence, which grounded or nation on the Biblical “Laws of Nature and of Nature’s God.” Also included in our nation’s charter were the words “the Supreme Judge of the world” and our acting “in firm reliance on the protection of Divine Providence.”

Even Benjamin Franklin, perhaps the least religious leader among our founders, called the Constitutional convention to prayer, quoting “Except the Lord build the House, they labor in vain that build it” (Psalm 127:1). He also added “I firmly believe. . .that without His concurring aid we shall succeed in this political building no better, than the Builders of Babel . . .”

Thus, it’s clear the Supreme Court’s declaring samesex marriages the law of the land will be a clear departure from our nation’s original foundations.

And, it will definitely lead us further down a slippery slope of degradation that ultimately leads us to destruction from within.

A part of this would also be the redefining of the

family itself. As the Alabama Supreme Court noted in their decision to uphold traditional marriage, those laws that govern inheritance, distribution of estates, post-marital support, custodial and other parental rights as to children, adoption, dissolution of marriages, etc., would also be affected.

Likewise, a number of Christian agencies have already announced that they will end their services rather than comply with state law requiring homosexual adoption of children. No doubt other businesses will close before being forced to violate their owners’ or company’s convictions concerning same-sex weddings (e.g., bakery, florists, etc.).

We should also anticipate a favorable ruling will also further erode the traditional “wall of separation between Church and state” that exists. The time will come when pastors and churches will be held legally liable if they refuse to admit homosexuals into their membership, perform their weddings or allow them to use their facilities.

That’s why Christians, churches, Faith-based organizations, etc., should even now determine their course-of-action if same-sex marriages are legalized by the Supreme Court. Like Shadrach, Meshach and Abednego in the Old Testament (Daniel 1-3) and various saints like Peter and John (Acts 4) in the New Testament, we must decide if we’ll be true to God’s Ways or succumb to the laws of men. No doubt such civil disobedience will be costly; however, again, Bible-believing Christians must decide if they’ll serve Almighty God or Caesar.

In the next few weeks I’ll be looking more in-depth at what’s going on in our nation with regards to the changing nature of law. We’ll also look at how our focus on radical individualization has been contributing to the deterioration of our society as a whole.

Proof of a Real Live Devil

We have often heard the phrase that “God is alive and well on planet earth.” That statement is so very true, and how thankful we are for it!

But in our sermon today we want to turn the page over and see that there is also a devil that is alive and active on Earth today! We can’t see our God today, as the people did 2,000 years ago, when He was here in the flesh of the Man Jesus. Yet He is most surely here in Spirit form. We call that Presence the Holy Ghost.

In the same sense the devil is also here, and he can’t be seen in body form, as he once was in Heaven, before he sinned. He also is here in spirit form, speaking to the minds of the people, and often disguised as the Holy Ghost. In this disguise he appears in some most unlikely places.

For example, he comes to church, not in a red suit, with horns, a forked tail, and a pitchfork! No! But in a $500.00 suit, wearing a pair of $300.00 kangaroo shoes, carrying a Bible and preaching from the pulpit doctrines of devils!

1st Timothy 4:1 “Now the spirit speaketh expressly, that in the later times some shall depart from their faith, giving heed to seducing spirits, and doctrines of devils.” Speaking lies in hypocrisy, having their conscience seared with a hot iron,” In this disquise he will quote enough scripture to fool those without the Holy Ghost, but he will take the Word out of contest, as he tried to do with Jesus 2,000 years ago. He tempted the Lord by saying, “If Thou be The Son of God cast Thyself down, for it is written He shall give His angels charge concerning Thee, and in their hands they shall bear Thee up, lest at anytime Thou dash Thy Foot against a stone.” This was a true scripture, but taken out of context. Jesus did not deny this word, but He put it back in context, (It’s true meaning) by saying “Thou shall not temp The Lord Thy God.” We are preaching about a real, live devil, which is alive on Earth today, whose motive is to pull believers off of God’s Word, and keep the unbelievers from coming to the True Word. And we are showing that a big part of his deceitful work is being done behind the sacred desk, the pulpit! Proof that there is a real, live, devil is not only seen in the lives of the unchurched, but also in those who sit in churches each week, who will not forsake their favorite sins.

Honest heart, look around you, in the world and the church and you will see amply proof of a real live devil.

God has His called ministers, and satan has his ministers.

The God called men have The Holy Ghost, and the others have only an intellectual knowledge of the Word.

God called men will call sin by its right name, and let the chips fall where they may. The intellectuals will ignore it, afraid of their meal ticket being stopped if they preach against it.

Horton Graduates Williams Baptist College (Walnut Ridge, Ark.) - Williams Baptist College awarded degrees to 87 graduates during its 2015 commencement exercises Saturday, May 9.

A crowd of over 1,000 filled WBC’s Southerland-Mabee Center for the ceremony. The commencement

address was delivered by Dr. Dawson Williams, a 1982 WBC graduate who currently serves as a marriage and family counselor in North Little Rock.

Street Paving Plans Change

By Terrye Seamon In his poem “To a Mouse” Robert Burns said, “The best laid schemes of mice and men often go awry.”

The DeWitt City Council experienced a little of this at their meeting Monday night when they reviewed cost estimates for paving 5th and 6th streets.

At last month’s meeting, the Council decided they would focus on 5th and 6th streets and 13th Street from Monroe to Grandview. The original plan was to pave 3rd and 4th streets, but they decided to get a cost estimate on paving and repairing 5th and 6th streets instead. After reviewing the additional cost of 5th and 6th, the Council reconsidered their vote. Since 3rd and 4th streets are traveled more frequently, and 13th Street is in dire need of repair, the Council decided to go back to their original plan.

“If we did 3rd and 4th and Washington, then that gets the downtown business area pretty well done. Then we need to decide how we are going to place priorities upon streets in the residential areas,” Relyea said.

The motion to go back to the original plan of paving 3rd and 4th streets, 13th Street and possibly Washington, if the cost is within budget, passed 4 to 1.

In an area of old business concerning park maintenance, Mayor Ralph Relyea said, “I’m going to give kudos to our street and sanitation department for cleaning up the park. They’ve really got it looking good.”

Since the city had not received any bids for mowing the park at last month’s meeting, it was decided that the city would handle the first round of mowing until a final decision could be made by May’s council meeting.

After last month’s meeting, the Council received a couple of bids, and Monday night they reviewed them and unanimously accepted Franklin Canamore’s bid

to mow the entire park for $350 per mowing.

The Council voted unanimously to purchase a metal building for E-Waste storage. The mayor told council members the current building is full, and more storage space is needed until the city has enough EWaste to transport to a drop off location. Bill Paxton, director of public works, said that at the last Southeast Development meeting he attended everyone was amazed at DeWitt’s collection of E-Waste.

“In our southeast district, DeWitt has collected more E-Waste than any other town,” Paxton said.

The cost of the new storage building is $13,551, which the mayor said will be reimbursed. “I have a preapproved recycling grant from the Solid Waste District to cover it,” Relyea said.

In another area of new business, the Council voted unanimously to pass Resolution 2015-6 to accept a grant to enlarge and renovate the apron at the DeWitt Municipal Airport. The total cost of the project is $430,865, and 90 percent of it will be funded by the Federal Aviation Administration. The remaining 10 percent of $2314, which is owner funded, will be reimbursed from the Arkansas Department of Aeronautics.

For safety purposes, the Council passed two motions to reduce the speed limit from 25 miles per hour to 15 miles per hour and to place additional stop signs in the Crescent Park Drive residential area.

The finance committee reported that the city has $120,050.43 in total funds available after bills are paid.

In a special council meeting April 28, the DeWitt City Council unanimously approved Resolution 2015-05 authorizing the display of fireworks by DeWitt High School after graduation May 15.

The DeWitt School Board of Directors Met Recently with Several Items on the Agenda

By Dawn Teer The Board approved a continued contract with the Learning Institute. Presently, The Learning Institute provides formative assessments for students in grades 3-11 in the areas of science, math and literacy. These assessments are used to assist teachers in determining if students are on target.

The Board approved a continued contract with the Arkansas Leadership Academy(ALA) for the Middle School and approved participation in the school support model for DeWitt High School. The Academy provides a capacity builder, team, teacher and principal institutes as well as board training that are designed to develop the school’s human resources through shared decision making, team building and problem solving. ALA works with the building leaders and staff to build and change when needed, the culture for learning.

Through the Academy, there will be opportunities for community input as the District continues to improve at all levels.

Third on the agenda was permission to seek bids for two route buses. There are three bus companies to seek bids from.

The funds will be taken from unused funds that have been redistributed to the district. The funds were made available thanks to legislation passed last year that allows redistribution of

unused funds to districts to be used for transportation. After some discussion the board voted to seek bids.

Next up was the Read 180 presentation and recommendation to purchase for the DeWitt Middle School. Dr. Dardenne said READ 180, is a reading intervention system that is designed to raise student achievement for readers who are two or more years behind.

Instruction for reading and writing is divided into whole group instruction, small group differentiated instruction, a technology component, and a reading component. Clay Ashcraft, DMS Principal said that they had visited a school who currently uses this program and found that it increases the reading and comprehension. “We feel like that students could do better if they could just read better. If you can read you can do math better, and you can do science better.” It is set up using different stations for students to work at in a smaller group situation. “It’s the coolest thing, when they go in they are tested to see which level they are at. The students enjoy coming to the class. The students get the same material but it is customized to their lextile level. It has different vocabulary but it is the same material.” Some material is on the computer, there are reading centers and there is a comfortable environ-

ment so the students can learn better.

There would be 60 licenses purchases but they do not have to pay to renew it yearly. It can also be used for ALE students as well. There will also be four professional development days included where they will come initially for two days to teach the teachers and then come back later for two more days.

After some discussion, Brad Koen, Board Vice President, said, “I have no problem spending money to help our students learn. I agree with Mr. Lockley that not all students will go to college, but I would like all our students to graduate with the ability to read, to write, and do addition and subtraction.” Dr. Dardenne said she had seen this at work and it was obvious the kids enjoyed coming to classroom because they feel that success. After a vote, the board agreed to purchase this.

Last on the agenda was Personnel Policy Bereavement policy. Daniel White was introduced to discuss this issue.

The PPC recommended to do away with the sections on in or out of town policy. He brought the attention to where in the policy it does say that they can use a sick day for a day that might not be considered a family members funeral. After some discussion they agreed to send it back to PPC for further consideration.

They then discussed the retirement pay increasing due to the increase of non-certified substitute pay. The board passed to change this.

Dr. Dardenne then gave them good news that all the schools were fully accredited with no citations. They are also adding Transamerica life insurance to the cafeteria plan health insurance.

Mr. Raydar with maintenance then told the board what maintenance they were planning to do this summer. This includes patching the concrete sidewalks, work on spiffing up the inside of the buildings, a new floor in the gym in the entryway, painting at DES and DHS and will be looking at GES this week as well. There were some plumbing issues at GES that are being looked at. The cleaning will start at DES on June 8.

Summer hours will be 8:00 am - 3:00 pm, Monday thru Thursday and 8:00 am to 12:00 pm on Friday.

High School graduation will be Friday, May 15 at 7:00 pm, with the forecast for rain, it will be held at the gym.

The grant for the pre-k at DES is looking like it will be funded and Dr. Dardenne will let them know when the definite approval comes through.

At this time the board went into executive session to discuss personnel issues.

The Grand Prairie Quilt Society met May 13 at the Stuttgart Public Library with 9 members present. Glenda opened the meeting with the thought for the day....”Making a quilt is taking time for things that matter”... The April minutes and treasurer’s reports were read and approved.

Old Business: Glenda delivered the pillowcases to Arkansas Children’s Hospital. She read a letter to the group from Children’s thanking the society for the pillowcases. There has been no progress on finding a venue for the 2016 Quilt Retreat.

New Business: Ann handed out a new members’ ros-

ter. There will be an English Paper Piecing quilt class on June 13 at the Lower White River Museum State Park. Call Monica at 870-256-3711 to register.

Shelley showed the button bracelet she made at the workshop at the Planta-

tion Agri Museum last Saturday. She said the workshop was a lot of fun.

They picked a special button from their stash for the center of the bracelet as the main feature then worked from the center and covered the crocheted band completely with the buttons of their choice.

LouAnna explained how to make a frame for a disappearing nine-patch block. You cut a 2” strip from all four sides of the block and then re-arrange the pieces into a new block. She also showed a Block within a Block quilt she made for her nephew.

LEISURE CLUB HOLDS MAY MEETING The Leisure Club met in the Adult Sunday School room of the Gillett United Methodist Church on Tuesday, May 12, with five present.

After several games of Bingo, selecting prizes, and visiting, everyone enjoyed the delicious refreshments furnished by Donna Barnett. We sent a “thinking of you” card to Dorothy Connelly who is still in Baptist Hospital Springhill rehab.

Eleanor Bullock visited Sunday with her sister, Carlotta Barnhill and daughter Ekko of Lonoke. Eleanor’s other sister, Janice Smith of Tyler Texas was also there. They all attended a reception at the country home of Rex and Sandra Barnhill on HWY 236 West honoring their three graduates. Katie received her Masters Degree from John Hopkins, Baltimore in Bio-Technology. Taylor Roy got his BSE from ASU, Jonesboro and Madison graduated from Cabot High. Eileen and Randy Ziegler of Russellville and Ruth Ellen and Charles Richards of Coy also attended the reception honoring their cousins who are the grandchildren of Robert and Carlotta Barnhill.

Homecoming at Bayou Meto

The Bayou Meto community is situated near the edge of the Grand Prairie. The name is derived from the bayou that flows near it. It was settled after the Civil War in about 1875. In 1881 the Bayou Meto United Methodist Church was organized with 13 charter members. The original name was the Mt. Zion Methodist Episcopal Church, South. They chose the

southwest corner of the Bayou Meto Cemetery, which was established in 1876, as the site of their church.

A local sawmill provided sawed boards so the church would not be a common log structure and it was constructed by the men of the community. The original church remained on the cemetery site until 1915 when it was moved to the present site by men using teams of horses.

By 1919 the congregation had grown and it was decided to build again. With a couple of additions, that is the building in use today. Many years ago the church and community chose Memorial Day weekend to hold a celebration of this area with a church service followed by “dinner on the grounds”. People who have since moved away return on this special weekend to see old friends, visit loved ones, go to the cemetery, and enjoy a meal together.

This is your invitation to join us again on Sunday, May 24, 2015, for church service beginning at 11 a.m. followed by a meal at the fellowship hall. If you attend another church, please come after for the meal.

We have some wonderful cooks in this area and no one ever leaves hungry.

The Arkansas Farm to You program came to DES May 12-13 with several booths set up to teach the kids about agriculture, food, nutrition and germs. This is a program from the U of A Division of Agriculture Research and Extension.

Boating Education Course to be Held at Cook’s Lake A boating education course will be held Saturday, May 30th from 10 a.m. – 6 p.m. at the Potlatch Conservation Education Center at Cook’s Lake. Anyone born after 1985 and of legal age to operate a motorboat or sailboat must have successfully completed an approved AGFC boating education course and carry

proof while operating a motorboat or sailboat on Arkansas water. The course teaches the fundamentals of safe boating necessary to reduce loss of life, personal injury and property damage, while increasing the boating enjoyment for outdoor enthusiasts. Participants should bring a sack lunch and drinks. Reg-

istration required. The minimum six-hour course includes: Arkansas boating law, boat classification, registration and trailering, personal flotation devices (life jackets), navigation aids, rules of the road, maintenance, courtesy, boating accidents and more. To register call 870-241-3373

â&#x20AC;&#x153;Keep Calm and Dance Onâ&#x20AC;? was the theme of The X Factor Dance Studioâ&#x20AC;&#x2122;s 2015 recital. Artistic director and owner, Tara Shook, hosted the event at the Grand Prairie Center in Stuttgart on Sunday, May 3 to over 400 family and friends in the audience. Coach Bobby Peeks coached the DeWitt Dragonettes for the last time at the Regional tournament, May 8 in Dumas. The season and Coach Peeks last game as Dragonettes head coach ended with his 20th year to get his team to Regionals. The Dragonettes took on the Mena Lady Cats in game one of the tournament.

Though, the game ended in defeat for DeWitt, bats were just not on that day, they ended with a score of 10-0. Though still a loss for the girls, Coach Lewis, and Coach Peeks; that loss was to the best team in the tournament, who went undefeated not only winning the Regionals, but also in finals for the State Championship. There is also a personal connection with Mena Lady Cats and DeWitt. Darion Torix, daughter of Teresa and Coach Shane Torix formerly of DeWitt, and granddaughter of Becky and Tommy Black. As, they always say, â&#x20AC;&#x153;If you are going to lose, lose to the best.â&#x20AC;? These girls have put their heart and soul into

this season and ended with a great year! Congratulations to Karli Rieves, Taylor Dillion, and Libby Cox for being named All-District. Kayla West for being named, All-District and All-State.

Also big congratulations to Coach Peeks, Coach Lewis, Ashley Gill (SR), Drew Dillion (SR), Kayla West (JR), Libby Cox (SP). Kyla Patterson (SP), Taylor Jo Mannis (FR), Karli Rieves (FR), Taylor Dillion (FR), Carly Watkins (FR), Abbey Baker (FR), Savannah Patterson (FR), Jomia Harris (FR), and Hannah Ward (FR). Grand Prairie Farmers Market Seeking Area Vendors Area residents hoping to sell their homegrown produce now have another venue.

The Grand Prairie Farmers Market in Stuttgart, which will be located in the new pavilion next to the Stuttgart Chamber of Commerce, plans to open Saturday, May 30. The farmers market will be open every Saturday from 7 a.m. to 1 p.m. or until vendors sell out.

The Chamber is currently accepting vegetable producers to sell their produce in the market.

Vendors will each have a 10-by-10 space to display their produce. The spaces are first come, first serve each Saturday. Vendors will need to supply

their own table and chairs.

Vendors can sign up for the entire season for $20 or single days for $5 each.

Early registration is not required, but is encouraged. Producers that sign up by the Thursday before the Saturday market will be promoted on the Chamber's Facebook page.

According to the Chamber, all produce must be Arkansas grown and state laws governing farmers markets must be followed.

But now in Christ Jesus you who were once far off have been brought near by the blood of Christ.” Ephesians 2:11-13 NKJV One of my favorite metaphors told to me by an elder of the Church helped to explain how we can so easily feel disconnected from The Lord, when the world begins to bear down on us, and we feel the emptiness of our emotional pain. The elder pointed out that often we can walk while holding hands with a loved one and soon get to a point at which we no longer feel our hand being held. When we reach that point of being connected without feeling that connection, we need only to tighten our grip to remind ourselves we are still very much connected.

It doesn’t matter whether one is a new convert or has been raised in the Church. Everyone experiences that loneliness and sensation of being disconnected from time to time, and the reason is often as simple as allowing the world to convince us we have no real value except in “utility” – that is, we are

only as valuable and desirable as we are useful to someone.

We all have a need to be desired, to be wanted, to feel useful and of value; and it is so easy to get caught up in our loneliness to the point that we convince ourselves no one really cares. It happens (too often) even in the Church, the one place on this earth that is called to be “set apart” from the rest of the world, the very Body of Christ in the world! This does not necessarily mean the whole Church is corrupted beyond redemption, however. It means there is a whole body of Christians who have forgotten who they are.

We kid ourselves when we become convinced that some prayer we said so long ago is enough to carry us for the rest of our lives, for even in our justification before the Lord we do not stop being human! Often we feel disconnected because we do not make the effort to reconnect, and then we become embittered when the Church does not stop to call on us. There again, a collection of humans who have the same problem we think is overwhelming us – and they, too, may be hoping someone will call on them to remind them they are of infinite value.

Without exception each of us is in danger of forgetting The Lord has not left us, especially when we take for granted that our hand is still being held. Maybe

we all need to squeeze a little tighter, for we have “been brought near by the blood of Christ”! The world cannot change this reality, but that same world would prefer you and I forget it and “get real”.

Arkansas NRCS Announces Funding for Innovation Grants Little Rock, Arkansas, May 8, 2015 – Mike Sullivan, USDA Natural Resources Conservation Service (NRCS) state conservationist, announced approximately $300,000 in funding is available through the Conservation Innovation Grants (CIG) program to stimulate the development and adoption of innovative conservation approaches and technologies within Arkansas.

State, tribal, and local governmental entities; non-governmental organizations; and individuals may apply. Project proposals, due by June 15, 2015, should demonstrate the use of innovative technologies or approaches to address a natural resource concern.

Project results are expected to improve and create the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) into NRCS technical manuals or guides or to the private sector.

CIG is used to apply or demonstrate previously proven technology. It does not fund research projects. CIG is an effort to address some of the state’s most pressing natural resource conservation needs. CIG is a component of the Environmental Quality Incentives Program (EQIP).

For FY 2015, Arkansas NRCS will consider offering grants in the following areas: nutrient and sediment reduction in impaired watersheds; environmental markets for water; high tunnels; organic; invasive species; irrigation; energy-irrigation; livestock watering; soil health; and adoption of cover crops in rice rotations. Applications should be for single or multi-year projects, not to

The regulation of movable and portable residential dwellings and sleeping units allowed to be located within the town limits of St. Charles, Arkansas, is immediately necessary for the preservation and protection of the health and safety of the citizens and inhabitants of the Town of St. Charles, Arkansas.

Therefore, an emergency is hereby declared to exist, and this Ordinance shall be in full force and effect from and after its passage and publication.

CHARLES, ARKANSAS; PROVIDING FOR A LIEN ON THE PROPERTY; PROVIDING A PENALTY THEREFORE; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, Arkansas state law permits municipalities to condemn and raze nuisance houses, buildings, and/or structures and provides for the filing of a lien on condemned property for associated costs; and WHEREAS, condemning nuisance houses, buildings, and/or structures protects the health, safety, and welfare of the citizens and inhabitants of the Town of St. Charles, Arkansas, NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF ST. CHARLES, ARKANSAS, THAT: SECTION 1: It shall be and it is hereby declared to be unlawful for any person or persons, partnership, corporation, or association to own, keep, or maintain any house, building, and/or structure within the corporate limits of the Town of St. Charles, Arkansas, which constitutes a nuisance and which is found and declared to be a nuisance by Resolution of the Town Council.

SECTION 2. Any such house, building, and/or structure which is found and declared to be a nuisance by Resolution of the Town Council will be condemned to ensure the removal thereof as herein provided.

SECTION 3. (a) Prior to consideration of a Resolution by the Town Council declaring any house, building, and/or structure as a nuisance, the owner(s) and any mortgagee(s) or lienholder(s) of such house, building, and/or structure shall be mailed written notification of the date, time, and place that the Town Council will consider said Resolution. In addition, said notice shall inform the owner(s) and any mortgagee(s) or lienholder(s) of the right to be heard at the Town Council meeting on the proposed Resolution declaring such house, building, and/or structure to be a nuisance. (b) Should the owner(s) and mortgagee(s) and/or lienholder(s) of any such house, building, and/or structure be unknown or their whereabouts be unknown, or if they do not reside in Arkansas, then a copy of the written notice shall be posted upon said premises and the Mayor or his designee shall make an affidavit setting out the facts as to unknown address, unknown whereabouts, and/or non-resident status of said owner(s), mortgagee(s), and lienholder(s).

Thereupon, service of publication as now provided by law against unknown and/or non-resident defendant(s) may be had and an attorney ad litem shall be appointed to notify such persons by registered letter addressed to their last known place(s) of

residence or business.

SECTION 4. The Resolution of the Town Council condemning any house, building, and/or structure which constitutes a nuisance will include in said Resolution an adequate description of the house, building, and/or structure; the name(s), if known, of the owner(s) and mortgagee(s) and/or lienholder(s) thereof; and shall set forth the reason or reasons said house, building, and/or structure is or has been condemned as a nuisance.

SECTION 5. After a house, building, and/or structure has been found and declared to be a nuisance and condemned by Resolution as herein provided, a true or certified copy of said Resolution will be mailed to the owner(s) and mortgagee(s) and/or lienholder(s) thereof, if the whereabouts of said owner(s) and mortgagee(s) and/or lienholder(s) thereof be known or their last known address be known, and a copy thereof shall be posted at a conspicuous place on said house, building, and/or structure. Provided, that if the owner(s) and mortgagee(s) and/or lienholder(s) of said house, building, and/or structure be unknown, or if their whereabouts or last known address be unknown, the posting of the copy of said Resolution as hereinabove provided will suffice as notice of the condemnation.

SECTION 6. If the house, building, and/or structure constituting a nuisance has not been torn down or removed or said nuisance otherwise abated within thirty (30) days after posting the true copy of the Resolution at a conspicuous place on said house, building, and/or structure constituting the nuisance, it will be torn down and/or remove by the Mayor or his/her duly-designated representative(s).

SECTION 7. The Mayor or any other person(s) designated by him/her or the Town Council to tear down and remove any such house, building, and/or structure constituting a nuisance will ensure the removal thereof and dispose of the same in such a manner as deemed appropriate in the circumstances and to that end may, if the same have a substantial value, sell said house, building, and/or structure, or any saleable materials thereof, by public sale to the highest bidder for cash, ten (10) days’ notice thereof being first given by one publication in some newspaper having a general circulation in the Town, to ensure its removal and the abatement of the nuisance.

SECTION 8. All proceeds of the sale of any such house, building, and/or structure, or the proceeds of the sale of saleable materials therefrom, and all fines collected from the provisions of this Ordinance shall be paid by the person or persons collecting the same to the Town Recorder/Treasurer. If any such house, building, and/or structure, or the saleable materials thereof be sold for an amount which exceeds all costs incidental to the abatement of the nuisance (including the cleaning up of the premises) by the Town, plus any fine or fines imposed, the balance thereof will be returned by the Town Recorder/Treasurer to the former owner or owners of such house, building, and/or structure constituting the nuisance.

SECTION 9. If the Town has any net costs in removal of any house, building or structure, the Town shall have a lien on the property as provided by Arkansas Code Annotated Section 14-54-904.

SECTION 10. A fine of not less than Two Hundred Fifty Dollars ($250.00) nor more than One Thousand Dollars ($1,000.00) is hereby imposed against the owner(s) of any house, building, and/or structure found and declared to be a nuisance by Resolution of the Town Council thirty (30) days after the same has been so found and declared to be a nuisance, and for each day thereafter said nuisance be not abated constitutes a continuing offence punishable by a fine up to Five Hundred Dollars ($500.00) per day; provided the notice as herein provided in Section 5 hereof has been given within ten (10) days after said house, building, and/or structure has been by Resolution found and declared to be a nuisance.

SECTION 11. In the event it is deemed advisable by the Town Council that a particular house, building, and/or structure be judicially declared to be a nuisance by a Court having jurisdiction of such matters, the Town Council is hereby authorized to employ an attorney to bring such an action for said purpose in the name of the Town, and the only notice to be given to the owner(s) and mortgagee(s) and/ or lienholder(s) of any such house, building, and/or structure sought to be judicially declared to be a nuisance will be that as now provided for by law in such cases in a circuit court or other court of competent jurisdiction. When any such house, building, and/or structure has been declared judicially to be a nuisance by a court of competent jurisdiction, a fine up to One Thousand Dollars ($1,000.00) is hereby imposed agains the owner(s) thereof from the date said finding is made by the Court and for each day thereafter said nuisance be not abated constitutes a continuing offense punishable by a fine up to Five Hundred Dollars ($500.00) per day.

SECTION 12. If, for any reason, any portion of this Ordinance be held to be invalid, such invalidity shall in no way affect the remaining portions thereof which are valid, but said valid portions shall be and remain in full force and effect.

SECTION 13. All ordinances or parts of ordinances in conflict herewith are hereby repealed.

SECTION 14. Emergency Clause. The need to abate nuisance houses, buildings, and/or structures is immediate and necessary for the health, safety, and welfare of the citizens and inhabitants of the Town of St. Charles, Arkansas. Therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective upon its passage, approval, and publication as provided by law.

BAGE, RUBBISH AND OTHER UNSIGHTLY AND UNSANITARY ARTICLES; REQUIRING PROPERTY OWNERS TO ELIMINATE, FILL UP, OR REMOVE STAGNANT POOLS OF WATER OR ANY OTHER UNSANITARY THING, PLACE, OR CONDITION WHICH MIGHT BECOME A BREEDING PLACE FOR MOSQUITOES, FLIES, AND GERMS HARMFUL TO THE HEALTH OF THE COMMUNITY; PRESCRIBING A PROCEDURE TO BE FOLLOWED IN SUCH CASES; PROVIDING A PENALTY FOR VIOLATION HEREOF; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF ST. CHARLES, ARKANSAS: SECTION 1. All property owners, non-owner occupants, and any persons having supervision or control of any lot, tract, parcel of land, or portion thereof within the corporate limits of the Town of St. Charles, Arkansas, are hereby required to cut weeds, grass, remove garbage, rubbish, and other unsanitary and unsightly articles and things from their property and to eliminate, fill, up, or remove stagnant pools of water or any other unsanitary thing, place, or condition which might become a breeding place for mosquitoes, flies, and germs harmful to the health of the community. Weeds or grass allowed to grow over 12 (twelve) inches high shall be deemed a violation of this section.

SECTION 2. If the owner or owners of any lot or other real property within the Town of St. Charles, after the giving of seven (7) days’ notice in writing by the Mayor such other persons designated by the Mayor or Town Council, shall refuse or neglect to perform the duties in connection with his, her, or their property as specified in Section 1 hereof, the Town shall be authorized to do whatever is necessary to correct the condition, and a police officer or other official, employee, or designee of the Town of St. Charles is hereby authorized to enter upon the property and have said weeds, rank grass, or other vegetation cut and removed, or eliminate any unsanitary and unsightly condition; and the costs thereof, along with administrative and collection costs, shall be charged to the owner(s) of the property and against the said real property and shall constitute a lien against said property.

The Town Shall file the lien with the Circuit Clerk of Arkansas County, Arkansas, no later than 120 days after the Town completes the clean-up of the property.

Such lien and the provisions of this Ordinance may be enforced pursuant to Ark. Code Ann. §§ 14-54903 and 14-54-904, including amendments thereto.

SECTION 3. In case the owner of any lot or other real property is unknown or his whereabouts is not known or is a non-resident of this State, then a copy of the written notice hereinabove referred to shall be posted upon the premises and before any action to enforce such lien shall be had, the Town Recorder shall make an affidavit setting out the facts as to unknown address or whereabouts of non-residents, and thereupon service of publication as now provided for by law against non-resident defendants may be had and an attorney ad litem shall be appointed to notify the defendant by registered letter addressed to his last known place of residence if same can be found.

SECTION 4. If the property owner, non-owner occupant, or person having supervision or control of a lot, tract, parcel of land, or portion thereof within the corporate limits of the Town of St. Charles, Arkansas, fails to comply with the provisions of Section 1 above after being lawfully provided with notice in the time and manner set forth in Section 2 above, he/she shall be guilty of an unclassified misdemeanor and fined not less than $100.00 for each day such violation continues after having been found in violation by a court of competent jurisdiction. This penalty shall be in addition to any other remedies and/or sanctions available to the Town of St. Charles and set forth elsewhere in this Ordinance.

SECTION 5. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

SECTION 6. Emergency Clause. The need to abate the nuisances addressed above is immediate and necessary for the health, safety, and welfare of the citizens and inhabitants of the Town of St. Charles, Arkansas.

Therefore, an emergency is declared to exist, and this Ordinance shall become effective upon its passage, approval, and publication.

Continued from Page B4 Inoperable Motor Vehicle: Any motor vehicle that is placed on blocks; does not have a current, valid license plate; ahs one (1) or more wheels removed; or is not in proper condition to be legally operated on the streets of the Town of St. Charles, Arkansas, because of lack of a proper muffler, tires, headlights, or other mechanical defects, or because of lack of an integral part of assemblage, or is not capable of selflocomotion.

Person: Any individual, partnership, corporation, association, or other entity.

Private Property: Any and all other property that is not classified as public property.

Public Property: Any street, alley, right-of-way, or property that is owned or under the control and supervision of the Town of St. Charles.

Stored in the Open: Any motor vehicle situated in any area other that in a building which is enclosed on at least three (3) sides, whether or not visible from public property.

SECTION 2. It shall be unlawful for any person to store an inoperable motor vehicle in the open upon any public property within the Town of St. Charles, Arkansas.

SECTION 3. It shall be unlawful for any person to store an inoperable motor vehicle in the open upon private property within the Town of St. Charles for over a period of (30) days.

SECTION 4. Nothing in this Ordinance shall be interpreted as preventing a licensed and operating business, which is conduction its business in a properly zoned area, from dealing in any manner with any type of motor vehicle, including, for example, auto-

mobile repair and sales businesses.

SECTION 5. Any person found to be in violation of this Ordinance shall be adjudged guilty of a misdemeanor and punished by a fine of not less than $25.00 nor more than $50.00 for each day in violation of this Ordinance.

SECTION 6. The St. Charles Police Department and its officers shall have the authority and responsibility for enforcing this Ordinance.

SECTION 7. If any phrase, clause, or section of this Ordinance is held to be unconstitutional, then such unconstitutionality shall not affect the remainder of this Ordinance.

SECTION 8. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of any such conflict with this Ordinance.

SECTION 9. Emergency. Having determined that the failure to properly store inoperable motor vehicles presents a serious problem to the health, safety, and welfare of the Town of St. Charles, Arkansas, and its inhabitants, an emergency is hereby declared to exist, and this Ordinance shall be in full force and affect from and after its passage and approval.

DeWitt Police Report

May 17, 2015: At approx. 2:50am Officer Clayton Dillion was dispatched to Hwy 165 just west of Dewitt in regards to a truck in the ditch.

Upon arrival he noticed a white dodge pickup in the ditch on the south side of the highway. Inside the vehicle were two people a male and a female.

Dillion pulled in behind the truck and approached the subjects to make sure there were no injuries.

As he approached the male driver he noticed a strong smell of intoxicants (alcohol) and observed several empty beer cans and an empty bottle of whiskey on the ground beside the driverâ&#x20AC;&#x2122;s door.

The subjects both confirmed that there were no injuries so Dillion asked the male for his driverâ&#x20AC;&#x2122;s license and he said that he did not have one. Dillion advised DeWitt dispatch that a deputy was needed on the scene and a deputy was contacted and notified dispatch that he could not come and Dillion could handle it. Dillion then asked the male driver (Jose Hernandez) for proof of insurance and registration.

Hernandez advised he had just bought the truck and did not have the paperwork. The truck was damaged to the point that it would not operate, so Dilion called dispatch for a tow truck and they dispatched Roger Capps Towing.

Hernandez was stumbling when he exited the vehicle and had a strong smell of intoxicants (alcohol) so Dillion asked Hernandez to perform field sobriety tests and he complied. Dillion then gave the subject the HGN test . Hernandez was swaying back and forth towards him and had problems keeping his balance.

During the test, Hernandez lacked smooth pursuit in both eyes, had distinct Nystagmus in both eyes and onset Nystagmus prior to 45 degrees. Hernandez also

had vertical Nystagmus. Hernandez could not understand the directions well enough to perform the other tests.

Hernandez was arrested for no driverâ&#x20AC;&#x2122;s licenses and suspicion of DWI. Upon arrival at the jail Hernandez could not keep his balance and was in and out of sleep. Dillion arrived at the jail at 4:13am and gave the BAC test at 4:20am. Hernandez registered a .06 BAC and was visibly too impaired to operate a motor vehicle.

May 13, 2015: Officer Jody Chapman was dispatched to the 500 block of East 4th Street concerning Shawn Dale Lane being drunk and trying to start a fight.

Lane advised that he had been drinking all day, was about to go to the penitentiary, didnâ&#x20AC;&#x2122;t have anything to lose and needed to go to jail. Lane stated numerous times that if he did not go to jail he was going to hurt someone. Lane was transported to the Arkansas County Detention Center and charged with Public intoxication. While en-route Lane advised that he was probably going to get into a fight after he got to the jail.

May 14, 2015: Sgt. Brad Bazarow saw Jesse Meeks driving a white Chevy Blazer and he was known by Bazarow to have a warrant out of his department.

Bazarow pulled Meeks over when he turned into his residence; and advised Meeks why he had stopped him and asked him to get out of the vehicle. While performing a search Bazarow found a set of brass knuckles in Meeksâ&#x20AC;&#x2122; front right pocket.

Meeks was arrested without incident and transported to Arkansas County Jail for the warrant WR-15-323.

He was also charged with carrying a prohibited weapon, no proof of insurance, and no driverâ&#x20AC;&#x2122;s license.

Wins Against Texas A&M is Critical to a Successful Football Season

By Robert Shields Looking ahead at the Razorback football schedule, the game that sticks out is the Texas A&M game on September 26. It will be Arkansasâ&#x20AC;&#x2122; fourth game of the year, and the Hogs should be 3-0 when going into the game in Dallas against the Aggies.

The game will be the fourth game in a row where the Razorbacks will face a team that starts with a â&#x20AC;&#x153;Tâ&#x20AC;? for those that care for such weird facts as the Razorbacks play Texas-El Paso, Toledo, Texas Tech, and then Texas A&M. And for those that love streaks, the Razorbacks actually play their first five games against a team that starts with a â&#x20AC;&#x153;Tâ&#x20AC;? as the fifth game is against Tennessee.

The team could survive a loss to Texas A&M, but to show improvement over last year the team needs to win it. The game last year was so close and heartbreaking.

Maybe you have blocked this out of your memory, but the Hogs led 28-14 into the fourth quarter only to see the lead and game slip away as the Aggies scored the last 21 points. The Razorbacks outplayed the Aggies for the entire first three quarters. Then fate struck as Kenny Hill hit Edward Pope for an 86-yard touchdown pass to cut the Razorback lead to 28-21.

For the first time in years, Arkansas almost showed that it might have the killer instinct with around 6 minutes left in the game when it started a time-consuming drive that stalled with a little more than 2 minutes left in the game. A field goal probably seals the game, but as fate would have it again, the Hogs missed a 44-yard field goal. Two plays later, the Aggies would be back down the field for a touchdown to tie the game at 28.

The game went into overtime and the Aggies scored on their first play of the overtime to take a 35-28 lead.

The Razorbacks tried to respond on fourth and one, but they were stopped short ending the game.

What should have been a strength for the team running the ball ended dismally as the team struggled to get even the fewest yards on the ground late in the game and overtime. Sorry to remind you.

I firmly believe that Brandon Allen was still feeling out his receiving corps last year at this point in the season against A&M leaving the team more one dimensional.

The team will be more balanced on offense next season not totally telegraphing when a running play is about to happen.

Still, it was a bitter defeat.

Thus I come back to the coming season when the teams get rematched and Arkansas needs to beat them.

A win launches the Razorbacks into the SEC West race with a winning record. A loss and everyone starts to wonder if the team is any better than last year.

It wonâ&#x20AC;&#x2122;t be the easiest game, and even when Bobby Petrino was beating A&M in Dallas they were never easy as most of the games went to the wire. I expect the game this September in Dallas will be no different.

A&M will be showcasing their new defensive coordinator that they lifted from LSU. A&Mâ&#x20AC;&#x2122;s weakness over the last few years has been defense, and the new hire is supposed to fix that problem. Yet, this A&M team is not the same since Johnny Manziel left.

All the more reason the Razorbacks need to win the game.

I will get messages telling me all the games are important and that is true, but some set the stage for a season to be special. The Razorbacks need this win over Texas A&M to shake the ghosts from last year and to prove they are a newer and an improved group from the previous year.

And all this is assuming the Razorbacks beat Texas Tech the week before.

State Capitol Week in Review From Senator Jonathan Dismang LITTLE ROCK – The governor announced that he would call a special session later in May so the legislature could issue bonds for a new manufacturing plant that would create 600 new jobs in south Arkansas.

May 26 is the expected opening day of the session. The legislature will be asked to approve Amendment 82 bonds because the size of the new plant would qualify it as a “super project.”

The successful recruitment of the vehicle assembly plant in south Arkansas will depend on whether U.S. military contracts go to Lockheed Martin, the company that wants to place the manufacturing plant in the east Camden area. According to reports in business periodicals, the contract would be to build a successor vehicle to Humvees for the Army and the Marines. It is called a Joint Light Tactical Vehicle (JLTV).

Arkansas voters approved Amendment 82 in 2004. It authorizes the legislature to issue general obligation bonds for recruiting industries that pledge to locate a “super project” in Arkansas. To qualify, the company must create 500 jobs and invest $500 million.

In 2013 the legislature approved the first series of super project bonds for a steel manufacturing company in northeast Arkansas. The company invested

more than $1 billion and the state issued $125 million in bonds.

The bonds can be spent on land acquisition, site preparation, road and highway improvements, rail spur construction, water service, wastewater treatment, employee training and environmental mitigation. Revenue from Amendment 82 bonds can also be spent on training and research facilities and the equipment needed at those facilities.

The amount of bonds issued under Amendment 82 may be as much as 5 percent of the state’s general revenues collected in the most recent fiscal year.

Even after the state issued bonds for the steel mill in northeast Arkansas, there is room under the 5 percent cap for more bonds. Last fiscal year the state collected $6.24 billion in general revenue and 5 percent of that amount is $312 million.

The governor said that legislative approval of bonds would make Lockheed Martin’s bid more competitive.

The legislature completed a regular session that lasted from January 12 to April 2, with a formal adjournment on April 22. It lasted 82 days.

The official call for the special session, which will include any additional items that the legislature may consider, is not expected to be issued until about a week before the special session is due

The governor controls the agenda of a special session. The proclamation calling the session contains a list of topics to be voted on, and the legislature may not consider a bill that is not germane to any of the call items.

There is support among some legislators for a bill to change the date of next year’s presidential primary election from May to the first Tuesday in March, to make it coincide with those of other southern states that will vote in

Supporters of the measure say the move would make Arkansas more important to presidential candidates, who would more likely campaign in the state. In past years, the races in both major parties have already been decided by May, they say.

A measure to move the primary was approved by the Senate during the regular session but was stalled in the House State Agencies Committee when the session ended.
