The Recipe: Lizzy Bronson 2014 Miss Arkansas County Rice Chicken Alfredo and Rice Casserole 10 oz. container refrigerated Alfredo pasta sauce ¼ cup of milk 2 ½ cups cooked brown rice 2 cups cooked cubed chicken 1 cup frozen green peas 1/3 cup red bell pepper ½ teaspoon dried basil 1 cup soft bread crumbs 1 tablespoon melted butter Directions: Preheat oven to 350 degrees F. In large bowl combine pasta sauce and milk. Stir in rice, chicken, green peas, bell pepper and basil. Transfer to baking dish and bake covered for 30 minutes. Combine bread crumbs and butter, sprinkle atop. Bake, uncovered, for 20-25 minutes more or until heated through and crumbs are golden brown. Serves 8.

March 31, 2014 - Officer was dispatched to the Dewitt High School parking lot for an accident. Upon arrival, he met with two drivers involved in an accident. One driver said she was pulling in the parking lot and thought she was over far enough to miss the truck, but she wasn’t. The other driver said that he was in school at the time of the accident and did not see what happened. Both parties have been told to tell their parents and let them contact the insurance companies and tell them of the accident.

March 28, 2014 – A driver came to the police department to file a report on an accident he had had. He stated he was backing out of his driveway and did not see a vehicle behind him and he struck the front bumper, causing damage to that vehicle only. Pictures were taken of the damage and was estimated at around $800.00.

Student of the Month Britney Reed

Britney Reed has been selected for the honor of PCCUA DeWitt Campus Student of the Month by the Career and Technical Center staff.

She is a DeWitt High School senior who is enrolled in both the Med Pro-Ed and the Criminal Justice Programs at the Career and Technical Center on the DeWitt Campus of Phillips Community College of the University of Arkansas.

Her activities include being a member of SADD, Future Teachers of America, and Skills USA. She is an honor roll student. She also works at The Dragon Garden Restaurant.

When she was in middle school, her dad had to have hip surgery. From that experience and other experiences with her mom, she knew she wanted to become a nurse. Her experience at PCCUA DeWitt Campus has been memorable and fun, and she knows that she has many more experiences to come. According to Britney, “My past, current and future experiences and education at PCCUA will help prepare me for my future in nursing. “ She says, “If you are looking for an environment where you are not just another face, PCCUA DeWitt Campus would be the place to go.”

Obituary Billie Jean Holzhauer Gillett - Billie Jean Garris Holzhauer, 81, died March 28, 2014. She was born in Moro, AR, on January 17, 1933, to Thomas Henry Garris, Sr., and Anna Mae Wofford Garris. She was a homemaker and a member of St. Paul Lutheran Church and the Dorcas Circle.

She loved to entertain in her kitchen and spend time gardening.

Preceding her in death were her parents; three brothers Bobby, James, and Doyle Garris,; and one sister Josephine Nichols.

Billie is survived by her loving and devoted husband of 59 1/2 years, Harvey Holzhauer; five children, Sharon Gruber, of Fort Smith, Tommy Holzhauer (Margaret) of Gillett, Mitzi Dixon (Dennis) of Gillett, Ray Holzhauer of Gillett, and Fred Holzhauer (Melissa) of Evening Shade; eight grandchildren, Shane Holzhauer (Samantha), Sloan Beverburg, Lyndsey Dilks, Collin Holzhauer (Sloane), Baylor Dixon, Chandler Holzhauer, Peyton Holzhauer, and Maggie Holzhauer; four great-grandchildren Lacey and Colby Holzhauer, Brunner Wood, and Holden Holzhauer; and one brother Sonny Garris of Brinkley. To know her was to love her.

Visitation was held Sunday, March 30th, from 5-7 p.m. Funeral services were held Monday, March 31st, at 10:00 a.m. at St. Paul Lutheran Church in Gillett with burial in the St. Paul Lutheran Cemetery by Essex Funeral Home. Memorials may be made to St. Paul Lutheran Cemetery, P.O. Box 419, Gillett, AR 72055, or the donor’s choice.

The family wishes to give special thanks to the staff of the DeWitt City Hospital and Arkansas Hospice for their love and compassion shown to our mother and to us during her stay there.

NOBLE’S VISITOR It was lively around Buddy and Janice Noble’s home this past weekend. They had their sons, their son’s wives and their grandchildren. Everyone dined at

SPRING BREAK Max & Peggy Dean had two of their grandsons, Jessie Dean George and Jagger Lee O’Dell from Cabot, to spend the week with them during spring break. Max took the boys fishing a lot, which they really enjoyed.

And I know they enjoyed grandma’s food, because she fixes all the things they like when they are there.

You go, Jessie and Jagger! We love you both.

OUR COMPANY Emily Grace Jackson of DeWitt, spent Sunday and Monday nights with J.W. and I this past weekend.

Boy, did we enjoy having her. Her mother, Christy; two sisters, Hailey and Sarah; and her brother, Drew; came out here to pick her up Tuesday morning. Emily is coming back this weekend after her ballgame.

This is God symbolizing in nature a death, burial, and resurrection of mankind. Showing us that we will come up the way we go down, Just like the apple tree.

If we leave this earthly life unforgiving in our hearts toward someone it will still be there when we are resurrected to stand before the white throne judgment of almighty God. We will not be able to hide it, or say we were not guilty of this. for all the hidden secrets of the heart will be made known on that day. They will be out in plain view, just like the apples on the resurrected tree.

March Maguire EHC Meeting The Maguire EHC met at the Willows Restaurant on Thursday, March 13, 2014. The Thought of the Month was read by Sevella Parker: “If you find a path without any obstacles, it probably doesn’t lead anywhere,” by Frank A. Clark.

What If We Had No Bible

By William Wood Man is in darkness concerning himself. Our ignorance reveals our need of Divine help. There are questions that we ask that cannot be answered out of our natural minds. Not only is man in darkness concerning himself, but we were born in darkness concerning God. Where did I come from? What am I? Am I anything more than a reasoning animal? Do I have a soul that can die if it remains unrepentant? Or am I nothing more than a hunk of Arkansas clay with a human spirit in it? What is the Purpose of my existence, why am I in this world at all? What is the end of my life, what happens to me when I die? How should I spend my few years on this Earth? Shall I live only for today and eat and drink and be merry, until the undertaker is finally called? Is the grave my final end, or is it just a doorway to another Place? Are these questions important to you? If not they surely should be! Do away with the Bible and we ignore the light that has been shed on these questions! If the Bible had never been written how many of these questions could be satisfactorily answered? There is nothing but a Divine Revelation that can give us faith in another life, when this one is over.

And that revelation can only come by God’s word in the Holy Bible! There are Problems to be faced that our human wisdom cannot solve. There are road blocks in our trip through life that we don’t know how to get around. We need supernatural help, strength and courage. There are trials that test the hearts of the bravest and strongest Person! We need to be comforted, or our Spirits would be crushed! We need the hope of a life after death, that is for the repentant. We need to know there is coming a day when the “Dead in Christ” are coming out of the grave! What is supposed to govern our dealings with each other? Shall each one of us do what is right in our own eyes? That would destroy all law and order. Can we draw up some kind of a moral code? But who would draw it up, for opinions differ from church to church! We must have some final court of appeal, and I am not referring to our Supreme Court Justices, for they are subject to error, and need to refer to the Great Supreme Judge! We are often uncertain as to which is the right course to take, and in doubt about the real Path of duty. We are daily surrounded by a host of evil spirits, who are seeking our downfall if we allow it! We need supernatural guidance that comes out of God’s Bible, but what if we had no Bible? Has God failed to provide for us? Has He just left us in desperate need, and given us no help? No! God has a Father’s love for His Creation, and that has been demonstrated, in part, by Him giving us His road map for life, that we call “The Bible.” But for all that, the Bible lays in many homes unopened, and dusty, except on house cleaning day. It is a lamp unto our feet, and a light unto our pathway. Even so, thousands grope their way through the darkness of a fallen and ruined world! Amen.

Living A Life That’s Worth While

By Tom Smith The story is told of three young boys who were out playing one day and they sat down on the creek bank, dangling their feet in the slow-moving water.

One of them, with a note of pride in his voice, said “You know, when I’m good, my dad gives me $5.00!”

Not to be outdone, the second one said, “Well, that’s nothing! When I’m good, my dad gives me $10.00!!”

The words had hardly emerged from the young lad’s mouth when the third one burst out with “You guys are crazy! My dad says I’m good for nothing!!”

Quite a humorous anecdote, isn’t it?

But, sometimes I wonder how much our lives are really amounting to.

It could be that getting “more mature” (older) has a way of putting things in more perspective; however, hopefully, this reality-check will occur while we’re still young.

Years ago I received an e-mail with a subject line that read “What’s in your dash?” At first, I didn’t have a clue about what the sender was asking.

I thought he might be talking about what type things I had in the dash of my car (e.g., GPS, CD player, etc.). But, then I read the e-mail itself and realized there was much more to the question than met the eye.

He was talking about the hyphen that goes between one’s birthdate and death date on a tombstone. And, what he was asking was “What difference will your life have made? Will your having lived on this earth have made a difference in anyone’s life?”

Pretty powerful, hard-hitting questions, aren’t they?

Yet, they aren’t intended to produce guilt within us; they’re asked to cause us to think and do an honest assessment of why we’re here and what we’re doing with what God’s given us.

Dear Reader, every one of us has some talent, gift or ability that’s uniquely ours. Sure, some folks have several of them; but, we shouldn’t be envious or jealous of them—for God will require them (and us) to give an accounting of what they did with those.

Instead of worrying about others, we ought to focus on who we are and what we’re doing here on terra firma. Even at its longest, life is incredibly short—especially in comparison to things like redwood trees, some turtles, lobsters, etc. That’s why we should make sure we’re investing our lives in those things that are important and will still be around after we’re

gone.

And, I don’t know of anything any better than God’s Kingdom Work, which is eternal in nature and scope.

When I was seven-years-old, I realized there was Someone Who loved me enough to die on a Cross for me. I was pretty lonely and feeling unloved at that age after our biological parents divorced and left us with some relatives.

Even though we were adopted, I still had an “orphan’s attitude,” feeling like no one loved me.

But, that night at a revival service at a little country church in central Arkansas, all of that changed. When I heard the Story of Jesus. . .how He died on the Cross in my place. . .and then arose from the dead so I’d never have to face life alone again. . .I gave my heart to Him. And, thankfully, I’ve never looked back.

There have been lots of ups-and-downs through the years. Lots of joys and sorrows.

But, through them all the Heavenly Father has been faithful. He’s led me all around the world.

I’ve met people of all nationalities, colors and creeds; yet, even then, He told me to use what He’d given me for His Glory and others’ good, leaving the rest up to Him—which is what I’ve tried to do.

And, you know? I wouldn’t change anything.

I’ve had my share of regrets and stupid mistakes. I’ve done and said things that I shouldn’t have. But, I thank God that He never gave up on me and is still willing to use me in spite of me. The key is surrender and trust.

Here’s hoping you’ve also surrendered to Him. If so, you can rest assured that He’ll use you in ways you never could have imagined. If you’ve not yet surrendered to Him, there’s no better time that today.

Here’s hoping you’ll do that, dear Reader—for life’s too short to squander and too precious to hoard. It’s meant to be shared.

By Pastor Steve Ellison The world says, “There are too many hypocrites in the church.” Jesus agrees. In Matthew 21:18-19, Jesus defined hypocrisy, “Now in the morning, when He was returning to the city, He became hungry. Seeing a lone fig tree by the road, He came to it and found nothing on it except leaves only; and He said to it, No longer shall there ever be any fruit from you. And at once the fig tree withered.” (NASU) Every Christian will bear fruit. If one who claims to be a Christian does not bear Christian fruit, he is a hypocrite. A Christian is one who is in close intimate union with Christ, thus fruitbearing will be a natural by-product of that intimate relationship. Love, joy, peace, self-control, evangelism, etc. will be evident in the life of a Christian. If such fruit is not evident, then one ought to examine oneself to see if he is in the faith. (2 Corinthians 13:5) The fig tree in this passage had no fruit, nothing of value, only leaves. Some who claim to be Christians have only leaves. All they have to show is for looks only. They produce nothing of value, nothing that helps others or furthers the cause of Christ. That is the definition of a hypocrite. You will also notice that the hypocrite fig tree did not receive much in the way of mercy.

Jesus then told a parable that paints a picture of hypocrisy. Matthew 21:28-32 states, “But what do you think?

A man had two sons, and he came to the first and said, ‘Son, go work today in the vineyard.’ 29 “And he answered, ‘I will not’; but afterward he regretted it and went. “The man came to the second and said the same thing; and he answered, ‘I will, sir’; but he did not go.

“Which of the two did the will of his father?” They said, “The first.” Jesus said to them, “Truly I say to you that the tax collectors and prostitutes will get into the kingdom of God before you. “For John came to you in the way of righteousness and you did not believe him; but the tax collectors and prostitutes did believe him; and you, seeing this, did not even feel remorse afterward so as to believe him.” (NASU) The religious leaders to whom Jesus was speaking correctly identified the hypocrisy in the second son but they did not realize that they were also pointing it out in themselves. Jesus was very frank with them. They were hypocrites of the first order. They had heard the call to repentance but refused it. They refused to learn when others responded to the call to repent. The religious leaders were like the second son in the parable. They gave only lip service to Christ.

It is a terrible thing when people claim to be Christians and pretend to be upstanding church members while living contrary to Biblical principles. It matters not whether that is fornication, homosexuality, greed, gossip, theft, etc. This is hypocrisy. This behavior causes others to avoid the Church. On the other hand, it is an equally terrible act of hypocrisy to claim to be a Chris-

Cormier Rice FFA Program Mill Scholarship Participates in Painting Project Recipient Announced Gabrielle Clemons of Gillett has been chosen as a recipient of the Cormier Rice Mill Scholarship at Phillips Community College of the University of Arkansas (PCCUA) in DeWitt.

The Cormier Rice Mill scholarship was established to assist students on the DeWitt campus. Students must maintain a 2.5 cumulative grade point average to keep the scholarship.

The Elmer and Gladys Ferguson Nursing Scholarship was established to assist students on the DeWitt campus and pays $350 per semester. Students must have a 2.5 cumulative GPA to receive the scholarship and a 2.0 cumulative grade point average to maintain the scholarship.

Ann Bulmer Hestir Memorial Scholarship Recipient Announced Jessica Hargrove of Gillett has been chosen as the recipient of the Ann Bulmer Hestir Memorial Scholarship at Phillips Community College of the University of Arkansas (PCCUA) in DeWitt.

The Hestir Scholarship was established to assist students on the DeWitt campus who are majoring in dentistry or pre-medicine. This scholarship pays $250 per semester. Students must have a 3.0 cumulative GPA to receive and maintain the scholarship.

Spring Break 2014

By Shelly Faulkner Last week was Spring Break – the week all kids look forward to. A week of no school, no homework, sleeping late, and for some, vacation.

Jase Bounds spent his spring break on the beach in the Bahamas with friends Lewis and Ella Braggs. While there, Jase met country music star, Darius Rucker.

Carrie and Morgan West, Angel, Christen, and Sidney Relyea, and Grandma Jerry Goetz spent a week in Branson. They spent their break riding go-carts, playing golf, going to the Dixie Stampede, and shopping at Bass Pro Shop.

Nicole Menard and kids, Ty and Jordan, spent their break at “the happiest place on Earth,” Walt Disney World.

Crossett Graduates Basic Police Training Patrolman Jennifer Crossett of the DeWitt P.O. was one of 70 officers who participated in Basic Police Training Class 2014-A at the Arkansas Law Enforcement Training Academy in East Camden, Arkansas.

The twelve week, 480 hour course, which began January 5, 2014 included instruction in standard police tactics, firearms, legal, educational, technical skills, and practical exercises. In each course, emphasis is placed upon the officers achieving excellence in both academic subjects and firearms training. An officer must maintain an academic score of at least 70% on each examination, and consistently fire at least 80% during firearms training exercises to successfully complete all phases of the course.

The airman completed an intensive, eight-week program that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills.

Airmen who complete basic training earn four credits toward an associate in applied science degree through the Community College of the Air Force.

The deadline has passed for Americans to sign up for health insurance coverage or face a penalty at tax time.

Don’t panic if you at least got the process started.

Just getting an application in the works by the deadline may be enough to secure coverage in time to avoid penalty.

The point was to pick up the phone or go online to meet the long-set deadline for this most basic element of the federal Affordable Care Act. The law affects U.S. citizens who are between the ages of 18 and 64 and not presently insured.

Yes, this is Obamacare, as it has been tagged. Passed in 2009, upheld by the courts and finally being implemented, the law provides access to health insurance that had been unavailable or too costly for many Americans.

Early enrollees are already benefiting from coverage.

Among the quickest to sign up were the 18- to 64-year-olds with preexisting medical conditions who couldn’t buy insurance at any price and those with chronic health concerns who might never have had insurance before these more affordable plans became available. (Older Americans are eligible for Medicare.)

Jay Bradford, state insurance commissioner, estimated that about 500,000 Arkansans are thought to be uninsured or underinsured but needn’t be.

About 240,000 of those, he said, are eligible for this state’s private option program that uses Medicaid dollars to help pay for insurance for lowincome people.

There is no deadline to sign up for the private option, which is available to anyone who earns up to 138 per cent of the federal poverty rate.

Every other adult should either have some other insurance, such as is provided by an employer, or get signed up through the government program by Monday. Details are available online at www.arhealthconnector.org, or by calling the Arkansas Health Connector Resource Center at 1-855-283-3483. The toll-free call can help locate a licensed insurance agent or a licensed guide in Arkansas to help with the enrollment process.

All that’s needed to get started are birth dates and Social Security numbers (or document numbers for legal immigrants) for each member of the household plus

employer and income information for each.

“With the March 31 deadline just days away, it’s important that Arkansans sign up so they can have health insurance coverage by May 1,” Bradford said. “And, so they can have the security and peace of mind that comes with having quality health coverage.”

Those who can afford insurance and don’t sign up now won’t be eligible again until November, which means their coverage won’t start until next January. And, come tax time next year, they’ll pay an income-based penalty for not having health insurance this year. The penalty this time for an individual is $95 or 1 percent of a household’s modified adjusted gross income, whichever is greater. That goes up to 2 percent the next year.

Bradford encouraged Arkansas citizens to take advantage of this opportunity to get coverage for themselves and their families.

The plans available through the state exchange are affordable, he said, especially for those who qualify for tax credits.

“Most Arkansans get a good deal,” he said, because Arkansas is a lower-income state and families qualify for sub-

stantial tax credits to offset the cost of the insurance.

For example, he noted that a family of four could earn up to $80,000 a year and still be eligible for some credits. The amount diminishes as income rises.

Bradford suggested anyone who hasn’t signed up yet get the process started immediately.

Although there has been no official announcement from the White House, he said that indications are that, if an enrollment is in process, those applications will likely be processed.

Those enrollees “will be able to carry it through,” he said, allowing them to get coverage.

He does not expect the Obama administration to shift the deadline, but those applications in the pipeline should get through.

That’s the message for the procrastinators out there, who wouldn’t get the word except for free media such as this.

State lawmakers decided to put special language on the appropriation for Bradford’s agency to prohibit his using tax dollars to publicize the deadline and availability of state help in meeting it.

So pass the word.

U.S. Theatrical Premiere of Devil’s Knot Scheduled for Little Rock Devil’s Knot, a film about the case of the men known as the West Memphis Three, will premiere on Saturday, May 3, at 6:30 p.m. at the Central Arkansas Library System (CALS) Ron Robinson Theater. This theater, the newest, state-of-the art performance space in Little Rock, was chosen as the site for the film’s U.S. theatrical premiere because, though the case has garnered international attention, the story remains rooted in Arkansas, where most of the people portrayed still live.

Starting with a personal look at the murders of

three young boys in West Memphis, Arkansas, in 1993, Devil’s Knot explores the investigation and trials that followed, as experienced by an investigator and the mother of one of the victims.

Directed by Academy Award® nominee Atom Egoyan, Devil’s Knot is based on the nonfiction book by award-winning Arkansas author Mara Leveritt. Egoyan, Leveritt, and several cast members will attend the U.S. theatrical premiere showing of the film.

The Arkansas Post Chapter, Daughters of the American Revolution, held their February 18th Meeting at the Hot Springs Country Club. Seven members traveled to Hot Springs to attend the 10th Annual George Washington Luncheon sponsored by several hereditary organizations from Hot Springs.

The Arkansas Post Chapter members met briefly before the luncheon and two ladies were nominated for membership in the chapter. The Chapter Registrar may now assist them with their Application Papers.

Chapter members attending were: Sharon Derden, Jean Pollard, Janice Reed, Jerrie Townsend, Dee VanDuyn, Joy White and Dorothy Wilks.

The guest speaker at the Luncheon was Dr. Wade Derden, Social Science Division Chairman and History Professor at National Park Community College.

He was introduced by Susan Veal representing the organizations sponsoring the event. His talk was historic and sometimes humorous about the characteristics of George Washington.

The first scholarship was presented to Christie Payne, a Hot Springs freshman in her second semester at National Park Community College. This scholarship was from the Colonial Era Heritage Societies.

The George Washington Luncheon will be held again on February 21, 2015.

The Arkansas Society United States Daughters of 1812 held their One Hundredth Council on Thursday, February 27th at the First Baptist Church in Pine Bluff.

Sheila Beatty, State President, presided. Simon Bradford Chapter was hostess for this event. Their Chapter President, Susan Railsback, gave the Welcome.

The special guest was Mary Webster Glenn, Third Vice-President National. Greetings were heard from George Mitchell, Arkansas Vice President of the General Society War of 1812 in Arkansas which is just being formed. This will be an organization for men.

The Proclamation from Arkansas Governor Mike Beebe was read by Sharon Wyatt.

A Memorial Service was conducted by State Chaplain Dorothy Wilks for Gladys O’Neal Lile and Mary Dean Pugh.

Vice President General Glenn presented the program with information about the National Organization.

She installed thirteen new members and recognized them as Bicentennial Members. These were admitted into membership from September, 2013 through November 1, 2013.

Sesquicentennial Civil War Activities was presented

During the Business Session, Jean Pollard, a member of the Finance & Budget Committee, presented the Financial Report for the State Treasurer who was ill. Pollard also presented the Budget which was accepted.

MarJo Dill, John Eliot Chapter President, gave her report noting several projects the Chapter had worked on. One being the compilation of Bible Records.

Nominating Committee was elected with Melrose Bagwell as chair with Shirley Barham and Judy Coleman. Alternates are Frances Jernigan and Genevieve Paulson.

MarJo Dill, Jean Pollard and Mary Reid Warner were elected as Delegates to National in April in Washington D.C. Plans for the Celebration of the 100th Anniversary in Arkansas were put underway with Honorary State Presidents to make up the Committee, Beverly Sullivan as chair. They will have a report at August Board of Management.

State Capitol Week in Review

By Senator Jonathan Dismang The numerous severe winter storms in Arkansas caused the state Education Department and the Highway and Transportation Department to rethink long-standing policies.

The state Board of Education approved waivers for 75 school districts that had canceled classes because of snow, sleet and ice. The waivers allow them to hold classes for fewer than the 178 days of instruction that are required under state law.

Before receiving the waivers, some school districts were looking at classes being extended to mid-June in order to make up for lost snow days. The problems were worse in northern areas of Arkansas, where school districts have canceled holidays and held classes on Saturdays.

Some districts had lost 23 days to winter weather, and due to the waivers will only have to make up 13 of the lost days.

In 2015 the legislature will consider options for public schools to re-schedule snow days.

One possibility is to allow schools to schedule longer days to make up for lost days. Some educators want to study the pros and cons of offering online classes to make up snow days.

Officials of the state Highway and Transpor-

tation Department met with legislators to discuss the massive traffic jams caused by severe winter storms in early March.

The problems were particularly bad in eastern Arkansas along stretches of Interstate 55 and Interstate 40.

Highway officials reported that snow and ice removal cost the department more than $18 million this winter. That is a dramatic spike over last year, when the department spent less than $5 million on snow removal.

Some stranded travelers were upset when they saw comparisons with I-55 in southern Missouri.

There were reports that Interstate 55 was in better condition on the Missouri side of the border.

However, Arkansas highway officials noted that Missouri spends almost three times as much as Arkansas on highways.

Missouri’s annual highway budget is $2.8 billion compared to $1 billion in Arkansas. Missouri’s highway department employs 1,500 more workers than the Arkansas highway department. Missouri has 5,100 people in its highway department and Arkansas’ has 3,600.

Arkansas has 700 trucks that can be fitted with snow plows on the front end, but only six that can be fitted with bellow

plows. They’re better for clearing snow but more expensive. Missouri has 570 belly plows just for its two southernmost districts that border Arkansas.

Highway officials outlined several areas where Arkansas can improve its response to snow and ice. Additional training of employees in how to manage a snow plow will increase the number of drivers who can be transferred around the state to meet local needs. Better communication with local police departments, cities and county governments will help the highway department place its plows where they can be most effective. Another option is hiring seasonal employees in winter, as Missouri does.

The broader question for the Highway Commission is whether to divert money from construction programs and use it instead for general maintenance. Doing so would slow completion of construction projects, while resources dedicated to snow and ice removal are not used during most of the year.

Arkansas voters have recently approved bond issues and a half-cent sales tax increase for highway projects, but that revenue cannot be spent on maintenance.

by Brig. Gen. John M. Thayer. Through lack of food, forage and bad roads he failed to meet the April 1st juncture with Steele who marched onward the following day.

For Gen. Steele, declining subsistence for his army was fast becoming an issue of fearful apprehension. In fact the countryside had been destitute for the first 80 miles from Little Rock and the army’s 1200 mules and horses consumed the last bit of forage at Rockport.

The Chief Quartermaster had organized a train that brought in enough for a few days despite the rain soaked roads.

But the delays created by Thayer’s tardiness, compounded by the mud and Gen. Marmaduke’s slashing mounted attacks resulted in swift depletion of rations for men and draft animals. On April 7, Gen. Steele secretly reported to his superior in Tennessee that he was moving to Camden to renew supplies before proceeding further to Shreveport.

On April 5, Price took to the field in person and assumed command of the army two days later.

He had with him two small brigades of Arkansas cavalry including that of the unfortunate Gen. Dockery. Also on the 7, he found Marmaduke at Prairie D’ Ane (Prescott) drawn up behind a log and dirt breastworks covering the road to Washington where it was joined by a road to Camden. A mounted brigade commanded by Col. Richard M. Gano had reinforced Marmaduke from Indian Territory the previous day. This organization consisted of the Twenty-Ninth, Thirtieth, and Thirty-First Texas Cavalry Regiments. LT. Frank M. Gano’s Texas Company and Captain W. Butler Krumbaar’s Texas Battery.

continually reminded Gen. Price that Steele would take the shortest route to Shreveport by way of Washington.

This city was 40 miles northwest of Camden in Nevada County and served as the present Arkansas Capitol. From his Shreveport HQ, the Trans-Mississippi Department Commander had seriously overestimated Steele’s ability.

The Confederates had ringed Camden with a chain of strong earthworks the previous winter in anticipation of an advance by Steele’s army.

Now most of the army supplies and public property had been removed.

Many of the civilians had fled to Texas to avoid the paths of the two armies.

Many others couldn’t leave because their wagons and teams had been pressed into service by the Confederate army.

From the onset of Gen. Steele’s expedition, small bands of bushwhacking irregulars occasionally harassed the Federals. Perhaps the first real fighting occurred the second day out from Arkadelphia.

Gen. Shelby attacked the rear guard with a vengeance.
