With the March 31st deadline to register for the Affordable Care Act rapidly approaching, volunteers assembled at the same place legislators passed the measure that reauthorized funding for the “private option” program into law.

Arkansas’ is the first plan nationwide to use Medic-

aid funds to buy private insurance for the poor and survived efforts by opposition to defund the measure.

Lawmakers gave the final approval March 4th to continue the program that has extended health coverage to more than 100,000 people state-wide.

The original compromise

plan was amended to appease its opponents, including prohibiting any state funds going toward the promotion or outreach of the ACA in Arkansas. So, with just over a week left in open enrollment, the #GetCovered event educated consumers on benefits and got them signed up for coverage

that works for them.

The surgeon general recently announced an informational video on enrollment, and on Friday, March 14th, volunteers positioned themselves on the steps of the State Capitol to educate Arkansans on benefits of the healthcare plan and helped walk interested parties through the application process. Additionally, speakers voiced their experiences with the ACA both from a personal and professional viewpoint including a full-time UALR student who became covered just before suffering a medical emergency this week.

The process seemed to be overwhelmingly simple.

“I came in, and I enrolled, and it took me maybe 15 minutes. I waited, and I got to pick a plan the same day,” explained Shanice Hood, showing how easy the process is.

“This is important. Especially if you don’t have health care. I didn’t have health care, and I enrolled the day they came to my school, and it has changed my life since then.”

If you haven’t signed up for healthcare, the deadline is March 31st. Anyone who does not enroll by that date is subject to a fine on next year’s taxes.

LOCAL NEWS EWITT POLICE REPORT March 13, 2014 – I, Officer Bazarow, was at the Police Department taking down the flags when a lady walked in with multiple red marks on her face. She stated that her husband had hit her in the face multiple times. I then was called to the address where she lives because her husband had hit his brother. Upon arrival I spoke to the brother who stated he had not hit him but that his brother and his wife were arguing in the house. I then talked to the husband and told him I would be back to talk to him because his wife was at the Police Department. When I arrived back at the Police Department I was able to finally get the whole story from his wife. She stated that her husband had hit her multiple times in the face while she was holding her son because he had went through her phone and did not like some of the pictures in it and that he then left with an 18-pack of beer and came back but she would not let him in. She then came to the Police Department when he left again to go to his mother’s house. I then went back to the house at 610 West 6th street to arrest the husband for domestic battery 3rd degree. He came to the door and was totally cooperative but stated multiple times that he did not hit his wife but he was upset because of the pictures on the phone. At that time he was transported to Arkansas County Jail. Pictures were taken of the injuries that include but not limited to the large bump on her nose and the red marks on her face.

March 13, 2014 – I, officer Bazarow, was dispatched to the Piggly Wiggly parking lot for the report of an accident. Upon arrival I spoke with one of the drivers who stated he was pulling into the parking lot and noticed a black Chevy pickup backing out in his direction so he stopped and blew his horn, but the truck still backed into him causing damage to the front bumper. I then spoke to the driver of the black Chevy pickup who stated she was backing out of her spot and heard a horn but did not see the Ford truck behind her and hit it. There were no injuries. Damage to the Chevy was estimated at $1,500, while there is an estimated $600 damage to the Ford.

LOCAL NEWS Rain Brings Obituary Fieldwork, Planting to a Halt Charles Eddie Burrell A winter that just won’t quit has put a chill on farm fieldwork, extension agents for the University of Arkansas System Division of Agriculture said Monday.

Farmers took advantage of last week’s warm, dry weather to make preparations for planting. On Friday, farm vehicles of all sorts were plying fields on either side of U.S. 70 through the Arkansas Delta.

“We have had some field work done in Lonoke County but to my knowledge nothing has been planted,” said Keith Perkins, Lonoke County extension agent for the University of Arkansas System Division of Agriculture. “The soil temperature is still very cold and now wet so looks like the seeds need to stay in the bag a little while longer.”

Perkins said it was still early and the cold rain or snow probably won’t have any bearing on crops that will be harvested in the fall. However, “on the wheat crop this rain will hurt any fields that are not well drained or did not have enough drained ditches,” he said.

In Chicot County, usually one of the first to see corn planted, only a handful of acres had been planted, said Gus Wilson, county extension staff chair.

“Field work was going strong and a few acres of corn was planted last week, but most were watching the weather,” he said. “We had about an inch of rain with this system over the weekend and it’s cold. That will delay corn planting for a couple days.”

In Philips County, “we are in wait-and-see mode,” said extension agent Robert Goodson. “Temperatures were still too cool on Friday. When this dries up, it’ll be a fight to plant.

Northern Arkansas saw much more snow, with nearly 3 inches reported in Bentonville, Yellville and Marshall, with 5 inches at Harrison. The National Weather Service said the trace of snow that fell in North Little Rock tied a record set in 1979.

Temperatures were expected to rise into the 70s by the end of the week.

State Capitol Week in Review From Senator Jonathan Dismang The Arkansas Trauma System, which the legislature authorized through Act 393 of 2009, saves more than 200 lives and $237 million a year, according to the most recent Health Department update.

The trauma system ensures that accident victims are taken as soon as possible to a hospital that best can address their needs. That is not always the nearest hospital. In the past, ambulances usually took trauma victims to the closest hospital, and if the patient needed a higher level of care it sometimes took precious hours arranging a transfer from one hospital to another.

Now, ambulances are connected with the statewide trauma system through modern communications technology and technicians know immediately whether they should bypass the nearest hospital and transport the victim to a hospital that may be further away but has a higher level of care.

To date, 70 hospitals are participating. They include five Level I hospitals, five Level II hospitals, 22 Level III and 39 Level IV facilities.

Also, 114 Emergency Medical Service providers participate, which makes them eligible for funding for training and equipment. There are 23 training sites in the Arkansas trauma system for new emergency medical technicians and paramedics.

Level IV hospitals can stabilize a critically injured person, but transfer to a higher level trauma center is usually required. Level III hospitals can treat mild and moderately severe injuries, and most trauma victims can be adequately treated at a Level III center.

Level II hospitals provide comprehensive clinical care to the same degree as a Level I hospital. Level I hospitals are considered community resources in that they provide education and outreach programs in their neighborhoods, and they conduct research.

Victims of injury are admitted much more quickly, in large part because of improvements in the statewide communications network that connect trauma centers and EMS providers.

According to the Health Department update, hospitals in the trauma network have changed long-standing policies so that now their medical staff can immediately accept patients, and an admitting specialist doesn’t have to be notified and therefore doesn’t have to spend time in discussions to arrive at a decision about whether to accept or reject the patient.

New Water Plan The state Natural Resources Commission has scheduled five public meetings across Arkansas to update the public on proposed changes in the state Water Plan, which was last revised in 1990.

They will be in Texarkana, Stuttgart, Fayetteville, Russellville and El Dorado. In addition, there will be a final meeting in Little Rock on April 29.

Since the last Arkansas water plan was adopted, there have been significant changes in the accuracy of methods of measuring water use, so that a more detailed picture can be drawn that outlines the needs of agriculture, industry, residences and municipalities. Also, the plan will take into account the needs of energy producers.

Charles Eddie “Cotton” Burrell, 71, of Ethel, born December 6, 1942, died March 15, 2014 at 5:00 p.m.

Jeff Bridges Comes to AR to Leave No Kid Hungry

By Dan Heyman If you ask The Dude, the progress Arkansas is making towards leaving no kid hungry is a “Big Lebowski” deal. Academy Award winner Jeff Bridges is coming to little old Little Rock to celebrate the success Share Our Strength’s “No Kid Hungry” campaign has had in making sure children get enough to eat.

According to Kathy Webb, executive director of the Arkansas Hunger Relief Alliance, a partner of Share Our Strength, the state has been one of the best for providing more school breakfasts. And she said that in the last year, summer feeding programs have grown by 1.6 million meals, the most in the country.

“Not only were we number one percentage-wise, but we were number one in total meals,” she declared.

“And the accomplishments that we have made, especially in 2013, are just staggering.” Jeff Bridges has said he wants to focus on things such as breakfast in the classroom for more children because, as he puts it, that can dramatically change a kid’s life. Statistics show more breakfasts mean better attendance, better test scores and fewer dropouts. Kathy Webb says that’s good for the whole state, including the economy.

“Kids are going to school; they’re more likely to graduate. And if you’re less likely to drop out, you’re improving your economic opportunity for your whole life,” she said. “These things are gigantic.” In Arkansas, close to a quarter of kids are at risk of going hungry. But Webb said there is a wide coalition working to change that, including the governor, state agencies, nonprofits, businesses, churches and civic organizations. And she said they’ve made progress she calls mind-blowing, in a very short time.

“What we’re hoping now is even more businesses, more churches, more boys and girls clubs, more folks step up and say, ‘Hey, we want to be part of this!’”, she said. Actor Bridges is national spokesman for the No Kid Hungry campaign. He and Share Our Strength CEO Billy Shore are joining pupils at Stephens Elementary School for breakfast today, and then go on to the University of Arkansas for a panel discussion with Governor Mike Beebe.

USA Rice Members Pressing Capitol Hill USA Rice Federation staff joined members Marvin Baden (Producers Rice Mill), Carl Brothers (Riceland Foods), and Todd Burich (ADM Rice) in meetings with international trade and agriculture staff of the House Ways & Means Committee and Senate Finance Committee last week to emphasize the importance of exports to the U.S. rice industry, the necessity of strong and comprehensive trade agreements, and the need for the administration to take action against competitor countries that are subsidizing rice producers well in excess of what’s permitted under the rules of the World Trade Organization.

The USA Rice team also provided a “Rice 101” overview to the staff of Sen Ron Wyden (D-OR), the new chairman of the Senate’s Finance Committee. The group also visited the Office of the U.S. Trade Representative to get the administration’s support of needed improvements in the administration of U.S. rice access in the U.S.-Colombia Trade Promotion Agreement.

“Face-to-face meetings with legislators and trade officials in Washington are vital as we press our trade agenda,” said Carl Brothers, chairman of USA Rice’s International Trade Policy Committee. “These meetings provided us a good sense of where we stand relative to support on the Hill and recognition of the continuing education that will be required to be successful.”

Obituary Roy Charles Smith Roy Charles Smith passed away peacefully on Sunday morning, March 2, 2014, at the age of 87 and is in the arms of the Lord. Roy was the son of Paul and Bobbie Smith, and was born in Elba, Alabama on January 13, 1927. In 1944, at the age of 17, he asked his father to sign papers so he could enlist in the Navy. During WW II, he served in the Pacific, and after the war he re-enlisted in the Army, and completed tours in Germany and France. During his military career, Roy met and married the love of his life, Dolores J. Campbell from Tichnor, Arkansas. They recently celebrated 62 years of marriage. With service to his country completed, Roy and his growing family moved to Pensacola, Florida. In 1962, they moved to Mobile, Alabama where he worked for Strachan Shipping Company until he retired in 1986. Two years ago, Smitty and Dee moved to Navarre, Florida to be closer to their daughters. Retirement was just a word to Roy. He enjoyed helping family and friends with special projects, and was an avid craftsman. His custom furniture designs continue to bring lasting joy to his family and friends. As a member of both VFW Post #49 and the American Legion Post #56, he spent countless hours building flag boxes for departed veterans. He always had a special place in his heart for all vets. Roy leaves behind his beloved “Dee”, his devoted daughters, Carol Osborn of Navarre, Florida, Kathy Hawkins of Pensacola, Florida and son-in-laws John Osborn and John Hawkins. His four-legged family will miss his warm lap, and his gentle love for them, especially Honey, Tinker, and Sweetie who almost never left his side. Funeral services were held from the graveside on Friday March 7, 2014 at 11 a.m. The family received friends at the funeral home on Friday from 10 until 11 a.m.

Interment will be in Pine Crest Cemetery.

Obituary Betty Bueker Wilson Betty Bueker Wilson, 82, of Stuttgart, widow of Charles M. Wilson, passed away Tuesday, March 11, 2014, at Baptist Health-Little Rock.

Mrs. Wilson was born June 19, 1931, in Stuttgart to Frank William Bueker and Dell Marks Bueker.

She was a graduate of Stuttgart High School and retired from Farmers & Merchants Bank. She was a member of DAR and Grand Avenue United Methodist Church where she was active in Circle 3. Her hobbies included reading and crocheting.

Besides her parents and husband, she was preceded in death by a daughter, Ann Cox; two brothers, Frank Bueker, Jr. and Joe Bueker; and an infant granddaughter.

Survivors include a daughter, Beth Craig (David) of Stuttgart; a son, Charles M. Wilson Jr. (Michelle) of Whitehouse, Texas; a son-in-law, Brent Cox of Stuttgart; a sister, Gloria Jessup of Detroit, MI; two sisters-in-law, Nina Bueker and Shirley Bueker, both of Stuttgart; nine grandchildren; and eight great-grandchildren.

Funeral services, officiated by the Rev. Clefton Vaughan, are 2 p.m. Thursday at Grand Avenue United Methodist Church with visitation beginning one hour before the service in the fellowship hall. Burial will follow in Lone Tree Cemetery by Turpin Funeral Home of Stuttgart.

Gillett Rabies Clinic The Gillett Rabies Clinic will be Saturday, March 29th, 9:00 a.m. – 12:00 p.m. at the Gillett Fire Department. City dog tags will also be sold. State Water Plan Regional Workgroup Meeting A regional planning workgroup meeting for the State Water Plan is set for March 17 at the Grand Prairie Center in Stuttgart.

“This meeting will focus on irrigation and is an optional educational session on water management, conservation practices, funding and federal and state conservation incentive programs,” said Mike Daniels, professor and extension water quality and nutrient management expert with the University of Arkansas System Division of Agriculture.

The center is located at 2709 Highway 165 South in Stuttgart. The workshop runs from 10 a.m.-12:15 p.m. with a lunch provided. Attendees should register with Sherry Pfaffenberger, 870-946-3331 or Sherry.

COMMUNITY NEWS Arkansas and PCCUA Recognized DeWitt Center for Statewide Efforts in Community Senior Menus College Student Success Arkansas’ development of a System-Level Strategy for Community College Student Success is being shared as a model for success among community colleges nationwide.

Arkansas and its Achieving the Dream Colleges, including Phillips Community College of the University of Arkansas (PCCUA), have stepped out of their comfort zones to address institutional issues that have sparked state-wide reformation resulting in more successful student outcomes.

Working together and in various areas of instruction and advising in their respective institutions, these Arkansas community colleges have devised the System-Level Strategy for Community College Student Success, which has increased their graduation and transfer rates by five percent from 2006-2012.

A recent report released

by Achieving the Dream

detailed the development, implementation, and preliminary impact of the Arkansas SystemLevel Strategy for Student Success. Additional reform efforts focusing on student success and college completion are underway throughout the state.

PCCUA has effectively used Achieving the Dream, a national community college initiative to improve student success, to restructure how it serves students.

PCCUA has garnered national attention for its reinvented approach to teaching students and for its methods of focusing on student success.

Commenting on the revitalized approach, PCCUA Chancellor Dr. Steven Murray said, “Early in our Achieving the Dream work, we came to understand that most of our faculty and staff did not understand our students. Most of our students are the product of generational poverty;

most of our faculty and staff are not.”

PCCUA was also commended for the way it responded to this institutional issue by engaging its faculty and staff in group reading and open discussions for a year concerning racism and poverty.

“We came to see that many of the issues that we had regarded as student issues were also organizational issues and that we could change how we responded to them,” Murray said.

PCCUA has changed its institutional approach from focusing on enrollment and instruction to a more direct focus on students and their success.

Its overall plan included interventions in developmental education coursework including the implementation of supplemental instruction labs, increased contact hours, creation of an additional developmental reading level, and professional development

to more substantially engage faculty in improving student learning outcomes. Also implemented was an intrusive advising system and enhanced student support services.

“Our renewed commitment to our students has become a part of the cultural air we breathe and has changed the way we see ourselves and define our work,” said Murray.

PCCUA’s results have been impressive, showing that between 2004 and 2011, the number of freshmen returning as sophomores rose from 33-41 percent and showed, specifically, that the supplemental learning labs raised coursecompletion rates in six out of seven courses, and, in one particular case, by 19 percent. Further evidence revealed that PCCUA’s graduation rate increased by 10 percent between the cohort entering in 2001 and the one entering in 2007.

John Hammond Featured at Roots Music Festival

Arkansas State University’s Delta Symposium, the Lecture-Concert Series, and KASU-FM will present legendary blues musician John Hammond at the Roots Music Festival.

Hammond will take the stage at 5 p.m. on Saturday, April 5, as part of “Delta Symposium XX: Diversities in the Delta.”

The music festival begins at 12 noon at City, Water, and Light Park, 1123 S.

Culberhouse St. in Jonesboro, with a number of acts on the lineup.

In case of rain, the festival will move to AState’s Carl R. Reng Student U n i o n’s Auditorium. Admission is free.

H a m m o n d ’s f a t h e r was the noted talent scout and producer who is credited with discovering ever yone from Billie Holiday to Bob Dylan to Stevie Ray Vaug han.

H a m mond himself took to the blues and became a well-known and influential performer of acoustic blues, recording first for Vanguard and later Point Blank Records.

He is credited, among other things, with introducing Bob Dylan to the musicians who would become the Band.

Among his extensive lists of awards and achievements, he was inducted into the Blues Hall of Fame in 2011 and the New York Blues Hall of Fame in 2012, and he won the Blues Music Award as Acoustic artist of the year in 2011.

The Delta Symposium has been coordinated through Arkansas State’s English and Philosophy Department for the past 20 years. The Roots Music Festival is one of several events, and this year’s program begins on Wednesday, April 2, at the Carl R. Reng Student Union Auditorium.

The symposium is supported in part by a grant from the National Endowment for the Arts.

All events in the Delta Symposium and the Lecture-Concert Series are free and open to the public.

Hammond’s appearance at A-State also is supported by the A-State Diversity Program, the Department of Music, and College of Fine Arts.

By Pastor Steve Ellison John 21 is a marvelous chapter. Peter, who three times denied that he even knew Jesus, was given a three time opportunity to declare his love for Jesus in a face to face meeting. But Peter’s lessons did not end there. Next, Jesus gave Peter a thrice repeated commission. Jesus told Peter to feed His lambs, tend His sheep, and shepherd all of them. If you are a believer in Jesus as the Christ, you are called to be one of two things, either a sheep or an under-shepherd for the sheep. Christ calls some men and anoints and gifts them to be shepherds. All others, Christ calls to be sheep. Sheep live in flocks; there are no lone ranger sheep. Sheep may stray but they don’t rebel. Christ told Peter to tend and feed the sheep. Christ said nothing to Peter about breaking bucking broncos. The shepherd may have to seek out strays and gently lead them home but ridding them of a rebellious streak is not part of the equation. A rebellious sheep is no sheep at all.

John 21 continues. First, Jesus gave Peter opportunity to declare his love for Jesus. Next, Jesus gave Peter a job shepherding Jesus sheep. Finally, Jesus gave Peter one more command, a more difficult command. Jesus told Peter that he would have to learn to do exactly that which Peter had already recoiled against. Peter rebuked Jesus in Matthew 16 when Jesus began to teach that He would have to go to the cross. Now Jesus is informing Peter that as under-shepherd, he will have to follow in the exact footsteps of the Great Shepherd. In John 21:18, Peter is told that he will no longer be master of his own fate. The rough and ready fisherman will be told what to do. Peter will be lead about by the Holy Spirit to Samaria and later to Cornelius’ house. Peter will have to learn to minister to enemies. But there is more, Peter will have to learn to submit to government authorities even to the point of being crucified. Peter, the disciple who always wanted to act first and think later, would have to learn to peacefully allow others to do things to him. See Peter’s first epistle for evidence of that. Jesus emphatically told Peter, “You follow Me!” This is a difficult message. As followers of Christ, we are to take up our cross and follow him. That means we give up not one thing in our lives as symbolic of taking up our cross but rather we give up our very lives. The only way to save our life is to lose it.

But there is more before John 21 closes. Peter did what you and I do. Peter tried to change the subject. Peter wanted Jesus to turn His attention to John, but Jesus would have no part of that. Scripture says two times, “What is that to you? You follow Me!” God is making sure that we (sheep and under-shepherds alike) know that we have no business worrying about and judging others. Each of us has more than enough to worry about concerning our own selves. Romans 14:4 plainly states, “Who are you to judge the servant of another?

To his own master he stands or falls.” (NASU) The job of sheep is to hear, recognize, and obey the voice of the Master. That is the only way to follow Him. Ceasing to worry about others, while following Jesus frees us up to love Him, serve Him, enjoy Him, and enjoy life. This is life abundant. pastorsteve8800@gmail.com

A Lenten Thought

By Michael P. Daniel “Turn Yourself to me and have mercy on me, for I am desolate and afflicted. The troubles of my heart have enlarged; bring me out of my distresses! Look on my affliction and my pain, and forgive my sins” (Psalm 25:16-18).

Imagine a world in which we worry more about evaluating our own sins (and notice how we are inclined to ask for mercy!), and stop worrying so much about the sins of others (whom we eagerly condemn!); a world in which life bears down on us, and we seek mercy rather than someone to blame.

Such introspection seems overbearing and sometimes needless – after all, why worry when we are already redeemed/saved/justified (pick your word)? Yet even as we seek sanctification (spiritual perfection in which we become more Christ-like with each passing day), we must always be on guard against our human impulses: those impulses that allow us to ignore the needs of others in favor of our own desires and demands; those times when it is much easier to withhold our tithes and other offerings than to allow ourselves to be vulnerable even a little; those times when we are just too distracted or too tired to spend some alone time in prayer with the One who seeks us out and beckons us into a life only He can envision and give.

Prayers of confession acknowledge all these things, but prayers of confession always approach the Throne of Grace with confidence in the Eternal Covenant the Lord Himself has offered to His people. Only when we face our humanness with honesty can we expect our spiritual selves to be fed … and to the full!

Let us continue this journey of Lent with high expectations for what the Lord will reveal to those who earnestly seek His face!

The World’s Greatest Terrorist

By Tom Smith He’s as wily as they come.

He knows all the tricks-of-the-trade and is quite the seducer when it comes to tantalizing enticements.

But, once crossed, he is hell-bent on destroying anyone who dares to defy him.

What’s the name of this, the “World’s Greatest Terrorist?”

Is he a member of AlQaeda? Hamas? Hezbollah?

Or, some other subversive, underground terrorist organization?

No, none of the above.

He’s known as “satan, the devil, the adversary, prince of the power of the air, god of this world, accuser of the brethren, a liar and the father of lies, Beelzebub, the wicked one, etc.” (I Chronicle 21:1; I Peter 5:8; Ephesians 2:2; II Corinthians 4:4; Revelation 12:9-10; John 8:44; Matthew 12:24; 13:19, 38).

And, again, he knows how to lure others over to his “dark side”—for, by nature we’re prone to follow him. But, once we’ve been awakened to the Truth, realize who he is and what he’s about, he becomes one of our fiercest foes, “going about as a roaring lion, seeking whom he may devour” (I Peter 5:8).

Now, he’s a brilliant strategist when it comes to spiritual warfare. He knows our three “Achilles’ Tendons” (I John 2:16) and our tendency to be “drawn away by our own lusts” (James 1:14-15). So, he uses the world’s fads and fashions, views and value to tempt us, trying to convince us (as he did Adam and Eve) that God doesn’t mean what He says when it comes to right-and-wrong. Then, once he has “blinded the minds of them who don’t believe lest the light of the glorious Gospel of Christ should shine unto them” (II Cor. 4:4), he “takes them captive at his will” (II Timothy 2:26), essentially making them his spiritual puppets.

That’s why a drunk finds it virtually impossible to quit drinking because he’s a captive to the bottle.

That’s why a druggie struggles with being free of his addiction (satan’s stronghold). That’s why one bound by pornography or some other sexual immorality keeps committing the same sins (or worse) over and over.

The only One Who can free them is Jesus, the “Liberator of the soul” (Isaiah 61:1-3; Jn. 8:36; 10:10). you disorderly, working not at all, but are busybodies.

Where Jesus Christ Is Always Present In Word and Sacrament Pastor Chad Philipp

And, that will only happen when one cries out to Him when he finds himself at “his wit’s end” (Psalm 107:26-27).

Thankfully, He moves quickly and decisively when He hears the cry of the “contrite, broken heart” (Psalm 51:17). He specializes in “New Beginnings” and “Wrecks Rebuilt” (II Cor. 5:17; Ezekiel 37:114). And, by taking up residence in the heart of those who believe, He enables the former slave to satan to become “more than a conqueror through Him—for greater is He (Jesus) Who’s within us than he (the devil) who is in the world” (I Jn. 4:4). Hallelujah!!

The key to this victory is Faith (simple trust) and surrender (I Jn. 5:4; Jeremiah 18:1-6; Romans 12:1-2; Galatians 2:20).

By daily “denying ourselves, dying to ourselves and dedicating ourselves to walk in Jesus’ footsteps” (Luke 9:23), we unleash Jesus’ Resurrection Power to operate in our lives.

This will not happen without a battle—for the devil hates it when the Savior plucks anyone from his fiendish grasp.

He knows he cannot “kill or destroy us” for an eternity in hell (Jn. 10:10a), but he’ll do everything he can to disable, discourage, disillusion, depress, etc., those who’ve become Christ’s followers.

Therefore, we must be “as wise as a serpent and as gentle as a dove” (Mt. 10:16), which means we must know how a snake acts, but not act like him. Instead, we must don “the full Christian armor” (Eph. 6:1018) and “fight the good fight, finish our course and keep the Faith as good soldiers of the Cross who don’t entangle themselves in the affairs of this life” (II Timothy 2:3-4; 4:7).

Here’s hoping you’re “fighting that good fight,” dear Reader; if not, there’s no better time than right now to begin doing so. Cry out to Jesus and know He’ll hear and answer you (Ps. 107:28-30; Romans 10:910, 13). Then, get in the Battle and wage war against satan’s forces of darkness—rescuing as many as you can before it’s eternally too late (II Tim. 2:25-26).

City Adopts Commercial Garbage Collection

By Terrye Seamon The old saying goes that one man’s junk is another man’s treasure, but the DeWitt City Council decided at their meeting March 10 that DeWitt’s junk will soon be Waste Management’s treasure.

In a matter of old business, Council members voted unanimously to pass a motion to accept Waste Management’s proposal bid for commercial garbage pickup for the City of DeWitt subject to the contract being deemed satisfactory by City Attorney T. Buie. Mayor Relyea said that the new garbage collection will take effect “within 60 days - as soon as they get the contract finished.” The terms of the contract with Waste Management include Waste Management’s collection of a 96 gallon container once a week at the price of $27.50. Waste Management will purchase the current containers in use for $100 a container; they will also pay the City of DeWitt a 10% franchise fee on collected revenue and will be allowed to use the DeWitt Transfer Station to unload for $300 per load.

City Public Works Director Bill Paxton informed the Council that Waste Management’s take over will not result in anyone losing their job. “That’s what a lot of people might be thinking,” Paxton said. While Waste Management will be in charge of commercial garbage pickup, the City

will still handle residential garbage collection.

Mayor Relyea informed Council members that the contract with Waste Management will be flexible enough to add residential garbage collection at a later date if the City Council decides to do so.

In an area of new business, Mayor Relyea proposed that Council members consider the possibility of annexing Grandview about ½ mile west at some point in the future. “We would have all of Grandview [within city limits], and we would have several new city residents,” Relyea said. The mayor went on to say that annexing Grandview would increase turn back funds if more people were grafted into DeWitt city limits. If the annexing were to happen, the city would have to provide residents with city water and garbage collection services. Since the residents currently located on Grandview already receive city water and sewer services, the expense to the city would be minimal.In another area of new business, the Council unanimously passed Resolutions 2014 – 2 and 3 concerning Dana’s House Transitional Living Facility.

The DeWitt City Council holds regularly monthly meetings the second Monday of the month at 6 P.M. at DeWitt City Hall. The public is invited and encouraged to attend. Council members make decisions that affect all of the citizens of the City of DeWitt. Come out and show your concern and interest in the decisions that affect you.

By William Wood A Concerned Citizen Having narrowly escaped being in a serious accident more than once, I am concerned about the speed at which some of our emergency vehicles drive in going on an emergency call. We do greatly appreciate all of our personnel who drive such emergency vehicles, but a word of caution is in order here.

Many times there is only two or three minutes difference in the time of arrival at the scene, as compared with driving at a speed that is without doubt endangering innocent lives. We want our help to arrive as soon as possible, but what a sad thing indeed to be the cause of another crisis or catastrophe in trying to reach the first one. Having served many years in the past as a City Officer, a Deputy Sheriff and State Trooper, I am no stranger to the danger I speak of. By all means, our emergency personnel should hurry to the scene, but not in a way that endangers unsuspecting people along the

route. I am writing this caution after just having escaped, a few minutes ago, from being hit by a vehicle doing at least 75 miles per hour on a main street in DeWitt. I had stopped at a stop sign and saw a vehicle coming that was almost two blocks away. I saw no red light, nor heard any kind of siren. But when I pulled across the intersection the vehicle was on me immediately and I narrowly missed being seriously hurt or killed as the driver barely missed hitting my vehicle. I did hear a horn blow, but it was too late. A second later and I would have been hit on the driver’s side by a vehicle driving at least 75 miles per hour. Not only mine, but the driver’s own life was in grave danger. If any of our emergency personnel take this as a rebuke, please know that it is a friendly one. This is not meant to do harm but only to prevent harm!

It’s that time of year again!

The 19th Annual Kick Butts Day is coming on March 19, 2014. The WCAAA Tobacco-free Coalition will officially kick-off the event with an Arkansas Tobacco-Free Kids Day Campaign in local schools with stamp out smoking activities. According to Campaign for Tobacco-Free Kids,” the tobacco industry addicts nearly a 1,000 youth every day and 3800 kids pick up their first cigarette each day. The industry targets youth in the magazines we read, the movies we watch, even the stores where we shop.”

According to the Center for Disease Control and Prevention,” Smoking causes about 443,000 deaths a year. Over 53,000 people die every year from secondhand smoke. Tobacco use remains the leading cause of preventable death and diseases in the United States each year. In Arkansas, tobacco use claims more than 4,900 lives annually. Smoking accounts for 80-90 percent of all cases of lung cancer. The second highest risk factor for lung is secondhand smoke.”

The Center for Healing Hearts and Spirit and the WCAAA Tobacco-Free Coalition will be kicking off Arkansas Tobacco Free Kids Day/Kick Butt Day events starting with England schools in Lonoke County, the Mexican Consulate in Little Rock and concluding at Daisy Bates Elementary school in Little Rock, Arkansas. Stamp out Smoking presentations will be made encouraging youth to stand up, step up away from the crowd and speak out against tobacco.

The Center for Healing Hearts and Spirits encourages Arkansans who currently smoke to kick the habit as smoking can lead to lung cancer, the number one cancer killer for men and women in the United States.

“Each year, there are approximately 201,144 people in the United States diagnosed with lung cancer, and more than 158,248 people die from it,” Joyce Raynor, Executive Director for the Center for Healing Hearts and Spirits said. “One out of every six cancer deaths is from lung cancer, but there are ways to prevent lung cancer. The number one preventative method is by not smoking,” said Raynor.

On Saturday March 1, 2014 students from DeWitt and Gillett Elementary Schools participated in the Little Rockers Kids Marathon Final Mile. The students have been earning 25.2 of the 26 miles since October. The students meet once a week before school for running club and also earned miles on their own time. The students completed their final mile on the official race course of the Little Rock Marathon with 1,900 other students from across not only Arkansas but the en-

tire USA. They were able to start under the official start banner and finish at the Official Marathon Finish. Once they crossed the finish line the participants experienced the full race treatment by receiving their finisher medal, having their official picture taken and of course given a post race power snack! Our students represented the DeWitt School District with pride and honor and we are proud of their achievement.

During Show and Share, Betty handed around a lovely, hexagon patch quilted tote bag.

Michele showed a striking Ocean View quilt top filled with sea creatures made from Yo-Yo’s for her greatgranddaughter. She also had a monster panel quilt for her grandson.

Glenda now has 1,208 2 ½” half-square triangle blocks cut and assembled ready for her quilt which she will take to AWOL next week. Maeola showed her Razorback quilt that she made for her grandson.

Marsha was wearing her sweater she finished knitting just in time for the last cold day of the year.

The members also discussed the AWOL quilting retreat weekend on the 22nd at Ferndale. Everyone who is going is looking forward to a good time of sewing, visiting and picking up lots of new hints and ideas.

The next meeting will be the April 9 Sit n’ Sew at Glenda’s in Roe from 9:00 to 3:00. See you there!

Brian and Terri Kinder provided a concert for the DES Kindergarten, First and Second grades. Their concert was lively and interactive. Combining his guitar and banjo playing talents and his whimsical song writing skills, they amuse and entertain children of all ages. In Arkansas County, the Paper Clover funds have gone to support camps and educational activities for kids. Arkansas County 4-H offers its programs to all eligible persons regardless of race, color, national origin, religion, gender, age, or disability. Division of Agriculture, Riceland Foods Enter Joint Effort in CLA Production Riceland Foods of Stuttgart and the University of Arkansas System Division of Agriculture have reached agreement to cooperate in research aimed at commercializing technology to produce soy oil rich in conjugated linoleic acid (CLA). CLA-rich soy oil has health benefits that can reduce obesityrelated diseases such as cancer, heart disease and type-2 diabetes.

“CLA-rich oil production creates the opportunity to provide the consumer with nutritionally significant amounts of CLA in a variety of foods while enhancing the food textural properties and providing a potential alternative to partially hydrogenated fats,” said Andrew Proctor, University Professor of food science in the Division of Agriculture, who is leading the research effort.

Fat that has been hydrogenated starts out as liquid oil that is solidified by adding hydrogen.

Physicians generally recommend that consumers reduce their consumption of hydrogenated or saturated fats. CLA-rich oil appears to have the “hardness” properties that may allow it to serve as a substitute for hy-

drogenated oil. Also, the importance of CLA-rich oil has increased since the federal Food and Drug Administration proposed in November to revoke the “generally recognized as safe” status for partially hydrogenated oils. CLA has had that status in many foods since 2008.

One of the research project’s objectives is to evaluate the quality of products based in CLA-rich soy oil for their potential use in salad oils, shortenings and margarine and as a substitute for partially hydrogenated oils, which are a source of trans fat.

Division of Agriculture food scientists found that current processing equipment would need to be adapted to make possible commercialscale production of CLArich oil products. To produce CLA-rich oil, they modified a steam distillation process known as oil deodorization.

The Division has filed a U.S. patent to protect the production technology modifying the deodorization process. The agreement with Riceland will advance the commercialization of the process by adapting the small-scale production

practices to industrial production levels.

Later this spring, the Division will acquire a pilot plant-scale deodorizer to facilitate the transition to industrial-scale production. The deodorizer will be obtained through funding from the Arkansas Biosciences Institute.

The Division’s food scientists will work with Riceland personnel to prepare margarine and shortening and evaluate their physical properties such as firmness, texture and melting behavior in comparison to those products’ conventionally prepared versions.

“Although we have conducted preliminary quality studies on salad oil and margarine prepared from CLA-rich soy oil, we need to see how the scale of production affects quality,” Proctor said. “The ‘hard fat’ physical properties of CLA-rich oil will be a significant marketing advantage.”

After producing a variety of foods using CLA-rich oil, the researchers will evaluate their stability and consumers’ acceptance of the products.

CLA-rich foods have been developed from the oil that would allow consumers to obtain the

necessary daily intake to combat obesity-related diseases.

Consumption of 3 grams per day of dietary CLA is needed to realize health benefits. That could be accomplished by increasing consumption of dairy and beef products, but which would then lead to increased intake of saturated fat and cholesterol.

“There is a need for commonly consumed foods to be commercially available that contain high CLA levels and are low in saturated fat and cholesterol,” Proctor said.

For example, a typical 7-gram serving of CLA-rich oil margarine developed in the Division’s food science labs would provide 0.6 grams of CLA, so five servings would provide the required 3-gram daily level at only 185 calories a day, well below the recommended maximum of 700 to 980 fat calories.

Division food scientists developed a CLA-rich margarine using 20 percent CLA-rich oil.

“The CLA-rich margarine firmness properties were similar to commercial margarine and provided much firmer texture than the regular soy oil control margarine,” Proctor said.

Jesus answered him and said, “I came into the world that I might bear witness unto truth.” His thought to Pilate was, “Whatever I say is Truth.” The first thing we need to understand then, is that truth is not a “Thing,” truth is a “Person.” Pilate was looking Truth in the face, but did not recognize Him. John 1:1 “In the beginning was the word, and the word was with God, and the word was God.” Jesus Christ was God, and we just read that God is The Word, and we know that The Word was made flesh. (verse 11). That flesh man was “God’s Word” dwelling among us, and His name is Jesus.

Please read Matt 1:23-25 carefully. “Behold, a virgin shall be with child, and shall bring forth a son, and they shall call His name Emmanuel,

which being interpreted is, God with us.” Then Joseph, being raised from sleep, did as the angel of The Lord had bidden him, and took unto him his wife. And knew her not till she had brought forth her first born Son, and he called His NAME Jesus.” Friend, if you will open your mind and your heart you will see in the above scriptures that god’s name is Jesus!

Our question is, “What is Truth?” The truth is there is only one God. Isa. 43:10-11...”I am He; before me there was no God formed, neither shall there be after me, I am He, I am The Lord, and beside me there is no Savior.” The truth is, God did not send another Person to die in our stead, He came Himself and paid our sin debt. God’s name is Jesus Christ!

John 5:43, Jesus said, “I am come in my Father’s name.” That statement is Truth! The word of God

has proven itself to be right down through the ages, as any good historian will have to admit.

A very well known and much listened to TV entertainer was heard to say, and I quote, “There has to be more than one way to come to God.” But in John 10:1-7 Jesus said, “I am the Door of the sheep, and he that entereth not by the Door is a thief and a robber.” That settles it, there is only one way to God. God came to Earth and named Himself Jesus. Another way to explain it is to see that God became His own Son! Churches may teach differently, but they don’t see all the word. Government officials may pass laws, but if they are contrary to God’s laws they are wrong. For example, a law that agrees with same sex marriages is a terrible perversion of God’s law, it is blatantly wrong. No one but a person whose mind is badly

confused would believe that! Man made laws will never make it right.

An extreme example of the Point I want to make is this, What if our City Fathers should pass a law that says it’s alright to jump off the roof of the Court House. Would that be a law to follow? If you followed it there is only one way you would go, and that is DOWN! The law of Gravity is a natural truth, and if you jumped off, the City law would not change it! But that makes as much sense as same sex marriage! And so we answer our own question about what is Truth? It is to be found in the word of God. Rev. 22 versus 18 through 19 says it very plain and warns us not to depart from it.

If you add to God’s word He will add Plagues to you, and if you take away from any of His word He will take your name out of the Book of Life. That is The Truth!!! Amen!

COMMUNITY NEWS Film Festival Presents Over 200 Films on Environmental Issues “Our Cities: Our Planet,” a special Festival focus, will explore the challenges of the world’s urban environments as they strive to meet environmental and economic needs. The 2014 Festival features cinematic work from 38 countries and 115 Washington, D.C., United States and world premieres, with over 100 collaborating partners.

Washington, D.C. (March 11, 2014) -The 22nd annual Environmental Film Festival (www.dcenvironmentalfilmfest.org) in the Nation’s Capital, March 18-30, presents over 200 documentary, narrative, animated, archival, experimental and children’s films selected to provide fresh perspectives on environmental issues facing Earth.

“Our Cities: Our Planet,” a special Festival focus, will explore the challenges of the world’s urban environments as they strive to meet environmental and economic needs. The 2014 Festival features cinematic work from 38 countries and 115 Washington, D.C., United States and world premieres, with over 100 collaborating partners.

Sustainable DC, a citywide initiative to make Washington, D.C. the greenest, healthiest and most livable city in the nation, will be highlighted through films on the city’s Bikeshare program, green roofs and the DC sewer system with discussion by D.C. government officials, including Mayor Vincent Gray and Keith Anderson, Director of the District Department of the Environment.

The 2014 Festival inaugurates two new awards: the Documentary Award for Environmental Advocacy, won by DamNation, a film capturing the growing momentum behind river restoration and dam removal across the country, and the Eric Moe Sustainability Film Award, recognizing the short South African film, “Amazing Grace,” for its creative response to threatened forests in Zambia. The Festival’s fifth annual Polly Krakora Award for Artistry in Film goes to the French

film, “Once Upon a Forest,” a spectacular journey through the tropical rainforest.

Opening night features two outstanding premieres.

“Watermark,” filmmaker Jennifer Baichwal and photographer Edward Burtynsky’s latest collaboration, explores humanity’s relationship with its most vital resource: water.

“Your Inner Fish” is a scientific adventure story tracing the origins of the human body with evolutionary biologist Dr. Neil Shubin. Another notable Festival premiere is Bill Benenson’s “The Hadza: The Last of the First” about a hunter-gatherer group in Africa’s Rift Valley believed to be our last link to the earliest humans. “Mission Blue,” a Washington, D.C. premiere, profiles renowned oceanographer Dr. Sylvia Earle and her mission to save our oceans. “Happiness,” also a Washington, D.C. premiere, and a Sundance Award-winner, looks at the impact of TV on the ancient culture of Bhutan.

This year’s Festival presents films in collaboration with the Smithsonian initiative, “Living in the Anthropocene: The Age of Humans,” examining the tangible impact of humans on the planet’s ecosystems. The “Last Call” asks whether earth can continue to support life without permanently depleting its resources.

“Extreme Realities,” a world premiere, explores the links between human-induced climate change, extreme weather and national security. Issues surrounding coastal development, erosion and rising sea levels are also considered, as well as changing conditions at Earth’s polar extremes.

The Festival’s cities theme also encompasses Danish architect Jan Gehl’s vision to design cities with people in mind, explored in “The Human Scale,” and the legacy of urban activist and critic Jane Jacobs. The sustainable architecture of Hamburg’s HafenCity and China’s Tianjin is highlighted in “Eco-Cities; The Sky’s the Limit” looks at green skyscrapers. “Growing Cities” spotlights the

role of urban farming in America and “Naturopolis: New York, The Green Revolution” shows how nature and wildlife are being integrated into urban life today. The underside of great cities is revealed in “Tokyo’s Belly and Slums: Cities of Tomorrow,” while “Haiti Redux” documents efforts to rebuild that country’s cities to withstand future earthquakes.

Additional Festival films investigate the effect of GMOs on our health, the importance of lithium to our energy future, the toxic legacy of chemical flame retardants in our homes, the far-reaching impact of Africa’s ivory trade, the rampant poaching of songbirds in Europe, the escalating demand for sand across the globe, the impact of tourism on our planet and the debate over a proposed uranium mill in the Western U.S. Filmgoers can also journey along Ireland’s River Shannon and take a cable car ride through a vast valley in Nepal, to the famous Manakamana Temple. Wildlife, including kangaroos, rhinos, chimpanzees, bonobos, Snowy Owls and Chesapeake oysters, will be spotlighted, along with winners from the 2013 Jackson Hole Wildlife Film Festival.

Celebrating 22 years in Washington, D.C., the Environmental Film Festival has become the leading showcase for environmental films in the United States. Presented in collaboration with over 100 local, national and global organizations, the Festival is one of the largest cooperative cultural events in the nation’s capital. Films are screened at over 65 venues throughout the Washington metropolitan area, including museums, embassies, libraries, universities and local theaters. The Hemingway-Pfeiffer Museum and Educational Center The Hemingway-Pfeiffer Museum and Educational Center (HPMEC) is sponsoring a short story writing contest.

The contest is open to all Arkansas college students at the undergraduate level. Any major may participate.

Writers’ submissions must be no longer than five pages. All genres are welcome.

Plagiarized entries will not be accepted.

Naomi Wood, author of “Mrs. Hemingway,” will judge the contest. Wood is a writer based in London, England. She was a fully-funded resident scholar at the Library of Congress in Washington, D.C., and was the British Library’s 2012 Eccles Centre Writer in Resident.

The Army Corps of Engineers issued a small craft advisory for the Arkansas River from Russellville, Ark. downstream. Recent heavy rains caused

flows to rise. During high flows, strong currents and large debris can threaten the safety of pleasure craft.

Small craft advisories are issued when flows exceed 70,000 c.f.s. Flows at Dardanelle Lock and Dam at Russellville are about 125,000 c.f.s. Flows at Murray Lock and Dam at Little Rock are about 70,000 c.f.s. and climbing. Flows at Emmett Sanders Lock and Dam at Pine Bluff are about 70,000 c.f.s. and climbing. Flows at Mills Dam at Arkansas Post were about 70,000 c.f.s. and climbing.

The Expedition Expands

The Federal Army commanded by Maj. Gen. Frederick Steele began its spring offensive (Camden Expedition) on March 23, as part of a three pronged advance to seize Shreveport. This industrial city was also the headquarters of the Trans-Mississippi Department and gateway to Texas.

The so called Red River Expedition was formulated in Washington and called for three columns to advance from Fort Smith, Little Rock, and New Orleans.

Maj. Gen. Nathaniel P. Banks headed the campaign with a generous detachment acquired from Vicksburg commanded by Maj. Gen. A. J. Smith and later joined by Admiral David D. Porter’s massive gunboat flotilla.

Steele was reluctant to undertake the expedition for several reasons, and was hoping to use his army to demonstrate against Camden to distract Confederates operating against Gen. Banks.

But Gen. Grant who had wanted Gen. Smith’s troops added to the Army of the Potomac, ordered him to move as a cooperating force and meet the BanksSmith juggernaut at Shreveport.

The Federal forces were scattered over the state and were primarily assigned to garrisons that fortified the Arkansas River line. Gen. Steele’s supply situation was sparse and so he now charged the Pine Bluff garrison with keeping his supply line open along with other supporting operations.

Steele’s advance departed Little Rock on March 23rd with the main body pushing off the next day. The rainy season had begun and there were many streams to cross. To add to the gloomy situation, the food supply had turned puny; the troops were placed on half rations the second day out. The rations varied slightly with the different regi-

ments, but a typical day’s fare for one man consisted of two pieces of a quarter-inch-thick crackers made of unleavened flour (hardtack), a small piece of salted meat, a hand full of corn meal, and coffee. This was pitiful enough for an extensive march in good weather over excellent roads.

The Frontier Division commanded by Brig. Gen. John M. Thayer had 5000 men present for duty and 14 pieces of artillery. They left Fort Smith on the 21st hoping to rendezvous with the Little Rock column at Arkadelphia by April 1st.

It was reported the Confederates had fortified Monticello which if true, would enable the enemy to move into position to attack either the rear of Steele’s column, or the Federal post at Pine Bluff. Actually the city was occupied by an under strength mounted infantry brigade under command of Brig.

Gen. Thomas P. Dockery. The former Columbia County planter was under orders to move his Vicksburg veterans, now exchanged prisoners, to cooperate with newly promoted Missouri General Joseph O. Shelby in harassing the Federal rear while on the march.

Less than a week before Steele’s march began, both of Maj. Gen. Sterling M. Prices’ divisions were sent to Louisiana to operate against Gen. Banks. The transfer of these two units left Price with two cavalry divisions with which to contest Steele’s advance.

One was commanded by Brig. Gen James S. Fagan, and was made up with three stalwart brigades including Dockery’s. Two brigades of veteran Missouri cavalry composed Brig. Gen. John S. Marmaduke’s Division. All were eager to make a stab at the Federal invasion force.

A Year With No Highway Work? It’s Possible.

By Robert S. Moore, Jr., Member of the Arkansas State Highway Commission One of the basic functions of government is to provide infrastructure for its citizens. Safe water, roadways, bridges, utilities – these are things that we rely

on (and often take for granted) each and every day. The quality of our infrastructure plays a big role in determining the quality of our life.

As a member of the Arkansas State Highway Commission, the highway and bridge component of that infrastructure is our responsibility. It is our duty to use the funding we have available to provide the best system of highways for our citizens.

It takes a combination of state and federal funds to develop a highway construction program that totals about $500 million annually here in Arkansas. Federal funds account for the vast majority of that amount. Take federal funds out of the equation and our construction program basically goes away.

Unfortunately, that’s the scenario we are facing. The federal Highway Trust Fund (HTF) that supports highway and transit investments is expected to have insufficient cash to meet all of its funding commitments beginning this summer. If Congress does not act quickly, the only solution is to cut back on federal reimbursements to states for the remainder of this year, and to forego obligating any new money from the HTF for all of federal fiscal year 2015. That means virtually no federally funded highway projects for more than a year.

In Arkansas, that will amount to about 30 projects totaling over $450 million that are in jeopardy for the remainder of this year, and over 50 projects totaling about $500 million that won’t begin

in 2015. That’s nearly $1 billion in highway improvements that will be delayed at best, cancelled at worst.

The situation is being referred to as the “Transportation Fiscal Cliff,” and it is a very real, very imminent crisis we are facing as a state and a nation. Just last week, we had to make the tough decision as Highway Commissioners to pull ten long-awaited projects from the list of projects we had planned to take bids and award contracts on in April.

Those ten projects were expected to cost about $60 million. One of those projects was right here in South Arkansas, that being a job to improve a 4.3-mile section of U.S. Highway 165 in Chicot County.

The outlook becomes even more grim if Congress doesn’t act soon to rectify the situation. About 20 more projects in South Arkansas totaling approximately $200 million are among the projects that are in jeopardy if Congress fails to act.

The Highway Commission has been in contact with our Congressional delegation about this situation. I would encourage all Arkansas citizens to communicate with their representatives in Washington as well. This is not about asphalt, concrete, and steel. This is about safety, mobility, and jobs. This is about our quality of life.

Pryor, Boozman Efforts Help Protect Arkansas Catfish Industry U.S. Senators Mark Pryor (D-AR) and John Boozman (R-AR) work to protect the catfish industry from the dumping of foreign catfish on U.S. markets. Today the U.S. Department of Commerce says it will uphold a fair trade practice.

The Department issued its decision that Vietnamese catfish will face fair antidumping duties when imported into the U.S. “Today’s announcement is a win for Arkansas’s catfish industry,” Pryor said.

“I’m pleased the Department of Commerce has listened to our urgings and will uphold our trade laws already on the books so our catfish farmers can stay competitive in today’s global economy.”

“This is a good step forward as we con-

tinue to make sure our catfish farmers are operating on a fair and level playing field,” Boozman said.

In a letter sent yesterday to Commerce Secretary Penny Pritzker, a bipartisan group of Senators asked the Secretary to uphold a decision reached last summer that determined U.S. catfish producers have been harmed by unfairlypriced frozen fish fillets from Vietnam.

“We are writing to ask you to ensure that the Vietnam Frozen Fish Fillets antidumping proceeding is conducted consistent with the commitment of this Administration to vigorously enforce U.S. trade laws. Our borders are the most opened in the world, but free and open trade is only possible if we insist that this trade be fair.

Arkansas Leaders Stress Immigration Reform Representatives from the Little Rock Chamber, Arkansas Chamber, Economic Development Commission and the Arkansas Farm Bureau will hold a press conference highlighting issues vital to the future growth of Arkansas’s economy.

Between the Lines

by Brenda Blagg Five switched votes in the Arkansas House of Representatives saved the insurance plan known as the “private option.�

Those five representatives had last been recorded voting “nay� or “not voting� against reauthorization of funding for the program that uses federal Medicaid dollars to extend health insurance to almost 94,000 lower income people.

Last week, they joined 71 other state representatives to pass the controversial measure 76-24. Gov. Mike Beebe signed it into law on Friday.

The Legislature, which had stalled during the private-option debate, finally got back to considering the budget for the coming fiscal year and should wrap up work soon.

But the private-option battle won’t soon be forgotten and will apparently have to be waged again and again since appropriations must have a three-quarters vote in both chambers of the Arkansas Legislature. That means 75 votes in the 100-member House and 27 votes in the 35-member Senate.

It is a high hurdle for any vote but an especially high one for a measure that is derived from the highly divisive federal Affordable Health Care Act, or Obamacare.

Obamacare allowed states to expand their Medicaid rolls to cover those who earn no more than 138 percent of the federal poverty level. In Arkansas, that number was projected to be about 200,000 newly eligible citizens.

The Arkansas twist, the private option, instead uses the available federal dollars to subsidize private insurance for these same qualifiers.

Something like 94,000 have enrolled to date, and they could have lost their newly acquired health insurance if lawmakers hadn’t found those extra votes.

State senators actually passed the measure by a 27-8 vote on Feb. 20 and sent it to the House.

Before the start of the legislative session, supporters of the private option were concerned that the measure would hang up in the Senate.

The session started with senators pledging two less votes for the private option than that body had given in 2013, when the Senate originally passed it with one

vote to spare.

Gov. Beebe negotiated a deal, however, with a senator on a different matter to secure her vote for the private option.

The result was Senate reauthorization of funding for the program, this time with no votes to spare.

So the surprise came this year when state House members rejected the reauthorization of funding not once but four different times.

Finally, last week, the House voted 76-24 for the Senate bill, just one vote more than needed to pass the measure.

State Reps. Les “Skip� Carnine, RRogers, and Kim Hammer, R-Benton, switched previous “nay� votes to “yea.�

Reps. Stephanie Malone, R-Ft. Smith, Mary Lou Slinkard, R-Gravette, and Henry “Hank� Wilkins, D-Pine Bluff, voted “yea� after having not voted in the last recorded count.

Among them, only Hammer is seeking re-election. The others are term-limited or not running again.

Notably, the delayed House vote outwaited the closing of the filing period for the 2014 elections. That may have helped secure Hammer’s vote because he found out on Monday before the Tuesday vote that he will have no opposition.

Chances are, some of the other “yea� votes would have been lost if they had drawn opponents in their re-election bids.

However it got done, the private option has been reauthorized for another year.

The funding will come a year at a time and, most likely, with similar difficulty.

There is a misconception about the level of support for the program. Because passage is so difficult with that threequarter vote requirement, people forget that way over a majority of lawmakers support the plan. By definition, three out of four have voted their support.

In fact, Arkansas lawmakers gained national acclaim for the private option, which may be mimicked in other states.

Like Arkansas, they’ll have to get a waiver from the federal government, but the private option is a way to insure lower income people without directly accepting Obamacare.

Those who came up with the plan insist it is a way of reforming Obamacare

while seeing to the health care of Arkansans.

Whatever the justification, it is a good program that deserves to be continued.

There is one little hitch. Another part of the negotiation for this year’s reauthorization was an amendment that

won’t allow the state to publicize the program’s availability.

So someone else is going to have to reach out to that other 100,000 or so Arkansans just to let them know they are eligible.

--Anonymous If Bozo the Clown were President, he’d be sworn in with a BANG! At the Inauguration, he’d Rocky Balboa the steps of the U.S. Capitol and shadow box for the press. He’d take the official oath with his fingers crossed behind his back: “I do solemnly swear, yadda, yadda, yadda,â€? he’d say, â€œâ€Śand defend the Constitution of the United States, oh help me God.â€? Then, he’d smack the Chief Justice in the face with a cream pie. This would be followed by a 21 cap-gun salute and the Big Top Band playing, “Hell, Here’s the Chief.â€? And Cooky would be Vice President. Wizzo and Cuddly Duddly cabinet members.

They’d cartwheel down Pennsylvania Avenue. Throw candy like a real parade.

If Bozo were President, he’d start an arms race, where all the weapons are toy flag guns that say: POP! POW! Or: KITOWW! He’d have all airplanes built with the same material as the black box.

He’d put treadmill belts in front of fast food registers, so patrons could burn

calories while waiting for their food.

Speed them up if the orders are Supersized. Instead of food drops to starving countries, he’d drop the starving off at Chuck E. Cheese.

President Bozo would then change the type of element that backs the world’s currency. Instead of gold and silver, he’d make it water and see how fast we’d drain the oceans. Class separation would be levels of dehydration. Next, he’d make everyone from each country pick up and move to another—Britain to Africa, Japan to China, Germany to Israel. Move America to Iraq and see if we’re really so advanced or if it’s just location, location, location. He’d stop worrying about life on Mars and focus on death on Earth. He’d settle all wars by having each side play the Grand Prize Game. Each bucket made is another battle won.

If he were leader, he’d say, “Ask not what your country has done to you, but what you have done to your country.� He’d make diamonds worthless. Make gravel precious stones. Then, the streets would be paved with jewels. He would institute a reversal of celebrity. Make movie stars, sports icons, and rock gods pay outrageous ticket prices to watch teachers teach children, maids scrub toilets, and mechanics fix cars. He’d improvise his speeches and give the world a reason to laugh. He’d text message the State of the Union Address: M-S, V-P-C, MO-C, etc., etc., and it’d be the easiest to understand in years. He’d put humans on the endangered species list, because we’re all one nuclear pissing contest away from extinction. He’d bring ice cream to NATO meetings and say, “I scream, you scream, we all scream.�

He’d squirt water in Vlad Putin’s face.

Pull a rabbit from Hu Jintao’s ear. Give a balloon to Kim Jong-un. He’d make the world a fun place. Make the world a better place.

If Bozo the Clown were President, he’d be assassinated with a smile.
